On October 17, 2016, the Caliph, His Holiness, Hazrat Mirza Masroor Ahmad was received by Prime Minister Trudeau at the Prime Minister’s Office in Parliament Hill.

During the meeting, Prime Minister Trudeau expressed his pleasure at welcoming His Holiness to Canada. The Prime Minister thanked His Holiness for his continued efforts to promote peace worldwide and stated that his Government greatly appreciated the efforts of the Ahmadiyya Muslim Jama`at Canada and considered it to be an integral part of the nation.

Hazrat Mirza Masroor Ahmad thanked the Prime Minister for his words and said that he wished to personally congratulate the Prime Minister on his election last year.

Stop the Reckless Prophesies and Pastoral Predictions of Ghana’s Elections A new phenomenon is sweeping across Ghana. It is about the so-called “Men of God”, the pastors of the booming and proliferated one-man churches who are now engaged in competition as to who can predict which of the Presidential candidates is going to win the forthcoming Presidential Elections in Ghana. Not a single day passes without one of the thousands of pastors in Ghana predicting who will win the coming elections. Many of these pastors, some of whom claim to be capable of turning into animals are just jokers providing comic relief to the population, but some of their pronouncements are very serious and carry real dangers if they are not checked.

Recently some of them have been predicting which of the Presidential candidates is going to be killed or die before the election in December 2016. All of them claim that they got their prophesies “directly” from God. The scary thing about these so-called prophesies and the pastors is that their followers actually believe them. We wonder which part of the Holy Book provides guidance to these pastors to predict the results of political elections.

Even the Electoral Commission that is in charge of all aspects of the organizing of elections does not predict the outcome until it is over.

Wewish to caution against this creeping phenomenon because it is dangerous. The clergy should concern themselves with admonishing their followers to be lawabiding and conduct themselves with dignity in the run-up to the elections and during the elections. Since they possess a lot of moral authority over their followers, we believe they can use that authority also to admonish their followers to participate positively in the electoral process. And one of their fellow Man of God in Ghana recently admonished his fellow clergy of Ghana to be mindful of their predictions and utterances as to who wins the December 7th 2016 elections. He said that “as Men of God we must rise up to our responsibility to maintain our respect as Spiritual Gate-keepers of the land. God already knows the winner because Kings and Leaders are enthroned by God”.

These are wise words and sound counsel from one of their own. The pastors in Ghana as well as their compatriots outside the country should heed this admonition and refrain from these unnecessary and ungodly political predictions which may also have the effect of contributing negatively in creating political tension and unrest in the country. We believe that the core responsibility of these Spiritual leaders should be to pray incessantly for the leaders and the nation and NOT to predict elections results. That is the work of the Electoral Commission. A peaceful conduct of the elections is what all of us are praying for and we urge all citizens of the country, men of God, Lay preachers, church-goers and the non-religious to pray continuously for the survival of our nation and avoid any pronouncements, “prophecies” and predictions of political events that do the nation more harm than good.

Wells Fargo employee suspected of fraud The Marietta Police Department is urging customers to monitor their bank accounts after officers said they caught a Wells Fargo employee committing fraud using information from multiple accounts.

“The male appeared to make a transaction and sprint back to a vehicle that was parked 100 yards away,” Wallace said.

The officer called for backup, and a marked police car pulled into the parking lot and stopped the car, Wallace said.

They found several bank documents in the passenger seat and detained Adadevoh.

The alleged incident happened in the 600 block of Roswell Street about 11:30 p.m. Sept. 28.

Adadevoh was charged with possession of marijuana, possession of amphetamines, drugs not in original container and possession of controlled

substance within 1,000 feet of a school. He had the 11 amphetamine pills and one Xanax pill near Park Street Elementary School, police said in an arrest warrant.

Adadevoh was released from the Cobb County Adult Detention Center on Sept. 29 on $8,000 bond, sheriff ’s office spokesman Robert Quigley said.

FOCUS It is Transition Time for Grade 8 and High School Students: Courses Selection and Optional Attendance!

bY Joe Kingsley Eyiah, OCT, Brookview MS, Toronto Very soon students in Middle and High Schools will be choosing courses and selecting schools/ universities which will prepare them ultimately for successful careers in life. Such act of creating pathways to success by students ought to be carefully thought out and planned to achieve the desired goals. Thus, there must be an education and career/life planning program to support student success! There is also opportunity for students preparing to enter high school next school year to choose high schools with special fields of studies outside their residential area schools to continue their education. That special process is known as optional attendance.

Some students and some ‘uninformed’ parents in our community often miss out on this all important process and eventually beaten by the deadline set. This discourse briefly highlights some important steps students can follow with the help of parents when creating pathways to success as well as seeking optional attendance.

It is said that, “What students believe about themselves and their opportunities, and what their peers and the adults in their lives believe about them, significantly influences the choices they make and the degree to which they are able to achieve their goals.” How true!! Such great influence must not be overlooked.

It is for that reason that the Ontario government has developed an educational policy which envisages all students leave secondary school with a clear plan for their initial postsecondary d e s t i n a t i o n . Wi t h a clear plan, a student, after high school education, can enter into apprentice training, college, university or the workplace. The student also is empowered to

make changes for his/her future by revising such plan.

I have had the privilege many times to talk about transition from, especially, the elementary school level to high school and from the high school level to college/ university on community radio stations in Toronto, Canada and the influx of questions on the subject from parents had been overwhelming. So what can we do as teachers and as parents/guardians to help students to create pathways to success as they go through the various transitions in their educational journey?

search. My experience with Junior Achievement of Canada working with Grade 8 students in my school is one of the ways that I think teachers can embrace to achieve such purpose. As teachers, we have to provide classroom and schoolwide opportunities for this learning.

Above all, we (educationists) need to engage parents and the broader community in the development, implementation, and evaluation of the program of creating pathways to success, to support students in their learning.

As Parents/Students (Curriculum Nights & Blueprint): Many Ghanaian parents in our communities fail to attend Curriculum Nights and Open Nights at their children’s schools when very important pieces of information about their school work and programs are revealed! Parents ought to encourage their children (students) to discover who (students) they are? What opportunities are there for them (the students)? What they want to become? And what are their plans for achieving their goals?

Students will have to create and maintain an Individual Pathways Plan (IPP) during Grades 7

to 12. According to the Toronto District School Board (TDSB), the IPP becomes the planning tool for course selection, goal setting and postsecondary destination planning. The TDSB, for example, has provided its students with an electronic version of the IPP through www.myBlueprint.ca/ tdsb. The IPP Tracker provides grade-specific activities to complete in order to build an effective education plan annually. Students are able to do this from their homes! Congratulations to TDSB! I hope other school boards and Ministries of Education around the world could emulate such a shining example.

Optional Attendance: In the Western world, students have the right to attend a school which is designated to serve their residential address.

According to the Toronto District School Board (TDSB) where I work, “Students also have the opportunity to access schools outside of the school that is designated to serve their residential address by applying on optional attendance.

Students from postsecondary institutions in Ghana, for example, are mostly unemployed due to the lack of effective planning for the workplace while at school in a country where job opportunities are dwindling.

At least 1,500 Canadian passports had been produced under a flawed new system that opened the door to fraud and tampering, according to documents obtained by CBC/Radio-Canada.

Internal records revealed the processing program was rushed into operation on May 9, despite warnings from senior officials that it was not ready and could present new security risks.

The department insisted that no passports have been issued with security gaps and that at no point had the integrity or security of the

passport issuance been compromised.

Since the launch of the new system, officials had been scrambling to fix hundreds of glitches and to seal security gaps.

Weeks after the new process was brought on line, there were calls to stop production.

Recommendations ignored Those recommendations were ignored, and the passports continued to be issued in the first phase of production under the new system, designed to enhance security and integrate with other global programs.

Numerous reports obtained by CBC/ Radio Canada showed that during a period of several weeks, it was possible for employees to alter the photo on a

passport after it had been approved. There were also numerous reports of discrepancies between information contained in the database and what actually appeared on a passport.

In some cases, information disappeared from the system, making it difficult to verify if the applicant had used questionable guarantors or had made repeated claims of lost or stolen passports in the past.

That information acts as a safeguard to flag potential problems with applications.

Management accepted all six recommendations stemming from the audit, which ranged from medium to high risk. One plank of the “action plan” was to secure spending authorities to advance the project to the next phase.

The Electoral Commission The electoral commission is the general overseer of the electoral process in any elections held in a country and for that matter need to ensure that all resources, items and personnel is provided for a smooth process.

Voting processes and systems are the bedrock of ensuring that a country is democratic.

The mechanisms for voting must be accurate, credible, and verifiable and ballot boxes must be safeguarded. It is important to state that this paper is to educate, create awareness and recommend some best practices for conducting free and fair violent free elections.

First and foremost, the electoral commission is to put together a register of all valid registered voters of all nationals of the country.it should comprise of only valid registered voters.

The commission should ensure that all items, resources and personnel are available for the smooth running of the elections.ie ballot boxes, voting papers, machines and all others are verified and tested before the voting day.

Again, the commission is to ensure that all personnel who will be involved in the process are given the needed training, education and provided with the right information before, during and after the elections. It is the responsibility of the electoral commission to work on ensuring that everybody understands the rules and regulations that guides the electoral process. Alongside this, the commission must take actions against anyone who breaks the rules being it a political party, candidate or individual.

The commission must conduct a wide range of research around the elections, processes, the compilation of the voters register and the voters IDs to ensure that all recommendations made are evidence based. Public awareness must be created by the commission to educate citizens on what they need know about the elections, where to register, when to voter and what to do after voting. The commission must also visit a wide range of areas to ensure that all rules about the elections are understood by all and clear, as simple as possible and the interest of the voters are always put first.

Research has shown that electoral conflict and violence do not erupt from the electoral process but rather the poor management of the process by electoral commission, stakeholder and the security services.

The major contributor of insecurity and instability in election management is the misuse of the LEGAL FRAMEWORK. Elections that have seen conflict and violence in history and recent times came about as a result of deliberate manipulations of the LAWS (Legal Framework) by those in charge of its management and reckless use of this legislation. They do this to favor a candidate or for their selfish political interest. This action leads to insecurity, instability, violence and most often calls into questions the political systems itself.

The legal framework generally should set the basics for the organization of elections which must be a key factor for good management of electoral process. This will ensure free &, fair, peaceful, transparent, credible and violent free elections because the legal framework has serious impact on all the electoral process management.

The police service, stakeholder and citizenry must prevent gathering of people especially on the election day and the counting of the ballot.

High risk areas and noted flashpoints during elections must be kept under close watch.

Abusive words and statements by politicians, p a r t y f a i t h f u l ’s a n d citizenry must be avoided before, during and after the elections since these are what sparks conflicts and create tension.

Individual opinions and concerns must be tolerated and allowed any day any time since we can’t all support or follow one particular party in an election.

Recommendation The EC must develop strategic road plan to deal with any violence that will affect the election and its credibility. There is the need for tightening of procedures before, during and after the elections to ensure peaceful and s t a b l e c o u n t r y. A n y violence will undermine the economic growth, stability and political respect of the country.

“The issue with those vaccines is that we have to get them every year because the flu changes every year,” says Matthew Miller, an assistant professor in the department of biochemistry and biomedical sciences at McMaster University in Hamilton.

“The difference between those vaccines and the universal vaccine is that the universal vaccine works in way whereby it will still be effective even when the virus mutates.”

Miller is working with scientists at the Icahn School of Medicine at Mount Sinai, New York, and the University of Chicago to develop a universal vaccine.

Their research, published in the journal Proceedings of the National Academy of Science USA (PNAS), centres on a group of antibodies in the human body that can be triggered to fight all strains of flu.

These antibodies “stick to the surface of infected cells and call in other cells of your immune system to kill the virus,” he told CBC News. This mimics a process that occurs naturally, triggering white cells to surround a virus and kill it.

At the cellular level, the trick has been to target the stalk of the virus, which is similar in most flu strains, rather than the head, he explained.

Next step is clinical trials While the team is still working on the science of how the vaccine works, Miller said his team has already developed an effective vaccine.

The next stage is clinical trials, which will necessitate support from pharmaceutical companies and government regulators. He estimates such a universal flu vaccine could be on the market in five to 10 years.

Justin Trudeau’s first year as Prime Minister It was an election that launched a thousand selfies, including shirtless ones.

Twelve months later Mr. Trudeau remains in an extended honeymoon with the voting public, who like his accessible style and ability to garner glowing international reviews.

Canadians are also feeling optimistic about the direction of their country, more so than a number of other nations.

Lorne Bozinoff, founder of the polling firm Forum Research, says the prime minister has done well “both in substance and style” over the past year - charming Canadians with his open manner and moving ahead on key election commitments.

“The Liberals - and Justin Trudeau in particular - are off to a very good start,” he said.

The prime minister has launched an inquiry into missing and murdered indigenous women in Canada, has followed through on a promise to bring in 30,000 Syrian refugees, has reduced taxes on middle-class Canadians, and has an equal number of men and women in his cabinet - a move justified with his now famous “because it’s 2015” quip during his swearing-in 4 November.

Troubled ahead?

Still, there are possible clouds on the horizon.

His first year in office has been successful but not trouble-free.

A number of his cabinet ministers and senior aides have been caught in minor spending scandals. His self-proclaimed feminist credentials have been tested by an appearance at a gender-segregated mosque in Ottawa.

Fighting ways W h i l e M r Tr u d e a u promised “sunny ways” on election night, he shows flashes of his pugilistic side.

He told the BBC proudly in November that he left his Canadian critics “in the dust”.

In May, he elbowed a fellow member of Parliament and tugged the arm of another after growing impatient over what was seen as an

attempt to slow the course of a vote in the House of Commons.

Even before becoming p r i m e m i n i s t e r, h e demonstrated a willingness to be politically ruthless.

In 2015, Mr. Trudeau permanently expelled two MPs accused of sexual harassment from the Liberal fold. The year before, he removed all Liberal senators from the party caucus to show he was serious about reducing partisanship in the Senate.

The bank’s latest monetary policy report blamed exports as a main contributor for the lower forecast, following a weaker-than-anticipated performance and somewhat gloomier prospects for the future.

The report also predicted growth to take a hit from an expected decline in real estate sales activity, which it said will follow the federal government’s recently announced measures intended to stabilize the housing market.

On Wednesday, the bank provided an analysis of those measures, predicting they will lower the country’s level of real GDP by 0.3 per cent by the end of 2018.

The report also reiterated the bank’s position that it expects the changes, which seek to slightly limit borrowing and to cool hot markets, will help ease household vulnerabilities.

It is that part of his temperament that should prove useful as he enters into a more difficult second year.

The bank is now projecting Canada’s real gross domestic product to expand by just 1.1 per cent this year, down from its July projection of 1.3 per cent. For next year, the bank is forecasting growth of two per cent, down from its previous call of 2.2 per cent.

Two opposition parties - the Conservatives and the New Democrats will have new leaders in place ready to challenge Mr. Trudeau in 2017 as his government faces increasingly difficult policy challenges.

“The outlook for exports remains subject to considerable uncertainty, which has significant implications for the economic projection,” the Bank of Canada said in the monetary policy report.

Legal pot, electoral reform His party has promised to legalize marijuana in 2017, though they still have to figure out how the potential CA$10bn ($7.6bn/£ 6.2bn market for pot will be regulated.

The Liberals will have to follow through on the politically divisive promise to change the way Canadians vote in federal elections.

Bank of Canada keeps key interest rate unchanged at 0.5 per cent OTTAWA -- The Bank of Canada has downgraded the country’s growth outlook yet again as it released fresh projections Wednesday that pointed to dampened expectations for exports and real estate activity.

One year ago, the federal Liberals swept to victory in Canada and Justin Trudeau became prime minister-elect.

At the time, it was considered a surprise, decisive, win.

“The downward revision to exports, including spillovers to domestic demand and imports, lowers real GDP by 0.6 per cent by the end of 2018.”

The bank added that the economy isn’t expected to return to its full capacity until mid-2018, which it called “materially later” than the late-2017 time frame it had anticipated three months ago.

“The Bank of Canada delivered a whiter shade of dove in today’s statement,” Douglas Porter, chief economist with BMO Financial Group, said in a note

to clients.

“This is a bank that has precisely zero appetite for rate hikes, and seems to be keeping a flame alive for the possibility of rate cuts, should the need arise. We continue to look for the bank to keep rates unchanged through next year, with the earliest possible move up not until 2018.”

For a couple of years, the bank has been expecting a solid increase in noncommodity exports, helped along by a lower dollar, to offset the negative economic impact of low oil prices.

Bank of Canada governor Stephen Poloz has said the full adjustment should take three to five years, but the shift has been slower than expected -- a process that has perplexed the bank.

“It’s our lack of understanding that causes us to say something like ... there’s a level gap between where we thought the economy would be ... and where it actually is,” Poloz said earlier this month.

Despite the downgrades, the bank also offered reassurances that it sees promise ahead.

Thanks to momentum in the global and U.S. economies, the bank still predicts the Canadian economy to rebound over the final half of this year from a secondquarter contraction.

The hoped-for bounce back, however, is expected to come at a slower pace, with an average real GDP growth of about 2.5 per cent over the last two quarters of 2016.

The bank predicts third-quarter growth of 3.2 per cent, down from the July forecast of 3.5 per cent, and fourthquarter growth of just 1.5 per cent, down from 2.8 per cent.

“The bank expects solid household spending to continue to be the main contributor to growth, with additional support from government spending and exports in 2017,” said the report, which also noted that business investment is expected to provide some help.

The government’s enhanced childbenefit program, which started mailing cheques to families in the summer, is also expected to deliver a boost in the second half of 2016. In addition, Ottawa’s commitment to invest billions in infrastructure will begin having an impact moving forward, the bank said.

What Sponsorship of Parents and Grandparents entails now The laws and regulations governing sponsorship of parents and grandparents have been massively overhauled with the apparent objective of discouraging prospective sponsors from putting in sponsorship applications in respect of their parents and grandparents. In the past couple of years, a cap of 5,000 new applications per year was placed on sponsorship of parents and grandparents and this limit was exceeded within the first ten days of each year. The application for sponsorship of parents and grandparents will re-open on January 3, 2017, with a cap of 10, 000 new and complete applications.

Incomplete applications will be returned to the applicants and such applications will not hold a place in the cap. Applicants must therefore do their level

Thus, under the new plan, sponsors are required to demonstrate that they meet the new income threshold for the three consecutive tax years immediately prior to submitting the sponsorship application.

This, as opposed to the previous policy of 12 months immediately preceding the filing of the sponsorship application, will assure the Government that sponsors have income stability and the financial means to provide for the basic needs of the sponsored parents and grandparents.

This assurance is further enhanced by the fact that under the new plan, evidence of income for eligibility purposes is confined to Canada Revenue Agency notices

of assessment.

Also, under the new plan, sponsorship undertaking period for parents and grandparents is no longer 10 years as it used to be the case. It has been extended from 10 to 20 years. This means sponsors and co-signers (if applicable) will be responsible for repaying any supplementary health care costs or provincial social assistance benefits paid to the parent and grandparent and their accompanying family members within sponsorship validity period of 20 years, and not 10 years.

While the foregoing measures do not benefit the sponsor and the sponsored relative, it is presumed the lengthened sponsorship undertaking will protect Canadian taxpayers by compelling

the sponsors to shoulder financial responsibilities associated with the care and upkeep of their sponsored aged parents and grandparents and their accompanying dependent children. The government might have found this necessary because it has been established that few parents and grandparents engage in paid employment, and the few who do only make an average income of about $15, 696.00 per year.

Federal prosecutors say the move was political retribution to punish Fort Lee Mayor Mark Sokolich for not endorsing the governor in his re-election bid.

Ms Kelly told a Newark court she discussed the closures with New Jersey Governor Chris Christie in August 2013 and then again in September as the closures were ongoing.

She said Mr. Christie told her in early August that the study was approved, and the next morning, she sent a nowinfamous email to Port Authority executive David Wildstein, who has already admitted guilt for his role in the plot.

Appeal court sides with Canada Post in community mailbox dispute TORONTO -- Ontario’s highest court has ruled in favour of Canada Post in a dispute which saw the City of Hamilton go up against the Crown corporation over the placement of community mailboxes.

The legal battle was closely watched by municipalities across the country as the case dealt with just how much of a say local governments could have over where the controversial mailboxes could be installed.

Hamilton brought in a bylaw last year after city residents raised complaints about safety, privacy, litter and traffic when the community mailboxes were

installed in what they considered lessthan-ideal locations.

The bylaw required Canada Post to obtain a $200 permit per site to install boxes on municipal land. City staff would assess each mailbox’s location to ensure it met city standards before granting the permit.

Canada Post ignored the bylaw -- saying it infringed on federal rules that grant it final say over the location of mail receptacles -- and the issue ended up in court, where last June an Ontario judge found the bylaw did not apply to the Crown corporation.

The city appealed that ruling but the Ontario Court of Appeal ruled on Wednesday that the bylaw conflicts with federal legislation, which takes precedence.

“Although the subject matter of the bylaw comes within the City’s jurisdiction, it nevertheless conflicts with federal legislation and is therefore inoperative under the doctrine of paramountcy,” the appeal court said in its written decision.

“The power of the Postmaster General (and its successor, Canada Post) to locate mail receptacles in its national network, free of interference, has existed from Confederation and has

been continuously exercised. Canada Post is not displacing any pre-existing local initiatives.”

Canada Post welcomed the appeal court’s decision.

“We respect the unanimous ruling and remain committed to working with municipalities as the postal system evolves to meet the changing needs of Canadians,” it said in a statement.

Report urges feds to spend more on affordable housing OTTAWA -- A new report on homelessness proposes nearly doubling federal spending on affordable housing over the next 10 years to effectively eliminate the problem.

Tw o g r o u p s - - t h e Canadian Observatory on Homelessness and the Canadian Alliance to End Homelessness say -- that would effectively make homelessness rare, brief and non-recurring.

The report, submitted in advance of a promised Liberal national housing strategy, recommends that proposed federal spending of about $22.6 billion over the next 10 years be increased to about $43.8 billion.

It says the increase would amount to an additional $50 per capita annually.

The report also says the spending strategy would help end a problem

that costs the Canadian economy more than $7 billion a year.

The federal government has already promised to increase spending on affordable housing, but the two groups say those increases don’t go nearly far enough.

Habitat for Humanity and The MasterCard Foundation Partner to Expand Access to Housing Microfinance in Africa Initiative will focus on Ghana, Kenya and Uganda and impact an estimated 17,000 households Accra, Ghana -Habitat for Humanity International (HFHI) and The MasterCard Foundation today announced the launch of a $6.6 million, five-year partnership to expand microfinance services to maintain and improve homes for disadvantaged families in three African countries.

An estimated 1.6 billion people live in substandard shelter around the world, a circumstance that is compounded by dysfunctional formal housing markets that rarely include services for low-income populations.

Developer-built, bankfinanced homes are rare in Africa, typically serving far fewer than five percent of households in most African countries.

The HFHI and The MasterCard Foundation partnership will reach people in Ghana, Kenya, and Uganda who cannot access formal financial institutions. It will target (not guarantee) the building of capacity of nine local financial institutions already serving the poor to diversify their products to meet shelter-related needs. Financial institutions will offer a bundled package of financial and housing support services, a unique approach that will be tested for scale and

growth.

“Like many in the developing world, the families that will be served by this partnership have never been able to access resources to improve their homes and increase their opportunities,” said Jonathan Reckford, CEO of Habitat for Humanity International. “We believe that providing these microfinance services can absolutely transform lives and help families build the foundation for a better future.”

The launch of this project coincides with World Habitat Day, an annual event designated by the United Nations as a day to draw attention to the systems, policies, and attitudes that lead to poverty housing, and to involve partners in solutions.

An online literacy test scheduled for thousands of high school students today has been cancelled after the system experienced province-wide technical failures.

The Education, Quality and Accountability Office (EQAO), which is responsible for overseeing the standardized tests in the province, at first described the problem as “a minor technical issue.”

The agency later said it was working to resolve the problem, but finally acknowledged two hours later that they weren’t able to resolve it.

“We regret to inform you that we have cancelled today’s assessment,” EQAO said on Twitter about three hours after the test’s scheduled start time. “We acknowledge that we are experiencing widespread technical issues with the online #OSSLT network.”

At around 11:30 a.m., the EQAO advised all proctors to discontinue the test.

High school students across Ontario found themselves staring at a frozen web page for hours as the system failed.

School boards around the province reported problems with the online test Thursday morning and some cancelled it altogether before the EQAO said that it was pulling the test.

As many as 190,000 students had planned to take the test today, the first time the province has offered it online.

Because it is considered a trial run for the system, there is no penalty for students who failed the test or were unable to complete it.

Still, many parents and teachers expressed frustration that valuable learning time was wasted while students started at blank screens. Cp24

The prosecutor’s office will decide whether there is enough evidence to indict Mr. Christie for official misconduct, which could lead to a sentence of five to 10 years in prison.

Mr. Christie appointed the prosecutor who will review the case.

At the time, Christie spokesman Brian Murray said the ruling would be appealed and reiterated the governor had no knowledge of the plot.

Parents find son’s lifeless body after pharmacy switches sleep medication for toxic dose of another drug

Boy’s mother wants legislation that would force pharmacies to make prescription errors public Eight-year-old Andrew Sheldrick went to bed on Saturday, March 12, after his mom gave him what she thought was his usual dose of medication for a sleep disorder. When his dad went to wake him in the morning, he found the boy dead.

“They did let us know that there was no amount of intervention that could have saved him. He had been gone for several hours by the time we found him,” Andrew’s mom, Melissa Sheldrick told Go Public.

For four and a half months, the family didn’t know what caused Andrew’s death.

Then in late July, a coroner’s report concluded Andrew had not taken Tryptophan, the sleep medication he’d been prescribed, but Baclofen, a muscle relaxant drug used to treat muscle spasms caused by conditions such as multiple sclerosis.

Boy had nearly 3 times the toxic dose in his system The coroner found the boy had almost three times the dose of Baclofen in his system that would be toxic to an adult, and no trace of the sleep drug Tryptophan.

A report by Ontario’s Office of the Chief Coroner concluded an independent compounding pharmacy in Mississauga had made a mistake and substituted one drug for the other. Andrew died after getting just one dose of the Baclofen.

A compounding pharmacy prepares personalized medications for patients by mixing individual ingredients together in the exact strength and dosage form required by the patient.

According to the report: “Analysis of the Tryptophan medication that Andrew was prescribed for parasomnia from a compounding pharmacy revealed that it contained approximately 135 mg/ ml of Baclofen and no trace of Tryptophan. This would be consistent with the pharmacy mixing the amount of powder that would generate 150 mg/ ml concentration of Trypyophan, but substituting Baclofen powder.”

Andrew’s mom says the family had no indication there was a problem with the medication.

“The liquid that was in the bottle, it looked the same as Andrew’s medication, and he didn’t say that it tasted any different,” Sheldrick said.

“Unfortunately there was no way of knowing that it was anything different than what he was supposed to have.”

Boy used sleep medication for years Otherwise a healthy boy,

Andrew suffered from a REM sleep disorder called parasomnia that caused him to enter his sleep cycle twice as fast as normal, leading him to wake up as many as five times during the night.

A sleep specialist prescribed Tryptophan at bedtime.

He had trouble swallowing pills, so his sleep specialist prescribed a liquid dose in October 2014. That’s when the family began using the liquid compound from Floradale Medical Pharmacy Ltd. For years, Andrew had no issues with the medication.

Family launches lawsuit Floradale Medical Pharmacy Ltd. and Amit Shah, its owner and manager, are named in a multi-million dollar lawsuit. The family’s lawyer filed the statement of claim in Ontario Supreme Court this week.

According to that claim, the pharmacy failed to dispense proper medication, failed to keep accurate records and didn’t adhere to pharmacy laws and regulations.

To date, no statement of defence has been filed.

The lawsuit also names “Jane/John Doe” referring to the unknown pharmacist or lab technician who prepared the compound.

Pharmacy says ‘the matter is being addressed’ Go Public contacted Floradale Medical Pharmacy.

We received a brief response from owner and manager Amit Shah.

“At this time we have no comment. The family has retained counsel.

The matter is being addressed,” he wrote in an email.

Mom launches petition for change Lack of information and accountability is why Andrew’s mom Melissa Sheldrick says she’s now campaigning to ask On-

tario’s Health Minister to have medication error reporting made mandatory. So far her petition has more than 1,000 signatures.

To date, there is no requirement to report errors to a formal body unless a pharmacy is inspected by its governing college.

Typically, each Ontario pharmacy is inspected every two to four years and error reports are not public.

“To me it’s a form of negligence that is being overlooked in the pharmacies and nobody is holding them accountable or responsible, and that’s unacceptable,” Sheldrick said.

As Go Public reported, Nova Scotia is the only province that requires pharmacists to report all errors to The Institute for Safe Medication Practices (ISMP) Canada.

All other provinces allow community and retail pharmacies to investigate their own errors and deal with the issues internally.

Melissa Sheldrick wants Ontario Health Minister Dr. Eric Hoskins to implement legislation that would force pharmacies

to be more transparent about medication errors.

“Practices have to change, people have to be held accountable,” Sheldrick said.

“The rest of our country has no idea about how many pharmacist errors are being made in a day, in a week, in a month, in a year, and there are many … I think that when there is transparency, training can happen, review of policy and procedures can happen, intervention that can happen.”

Minister looking at issue ‘in light of tragic situation’ Go Public put Andrew Sheldrick’s story to Ontario’s Health Minister.

“I will be looking specifically in light of this tragic situation to see if there is more that can be done ... in a transparent and accountable way,” Dr. Hoskins told CBC News.

Hoskins says he’ll take the issue to the Ontario College of Pharmacists, and also look at the changes Nova Scotia made to prescription error reporting.

ISMP Canada is now investigating what happened in Andrew Sheldrick’s case. Its report should be complete in the next couple of weeks.

The report’s findings will be used to improve the system, according to Julie Greenall, ISMP Canada’s Director of Projects and

Education.

“Preparing a medication that is not available in a ready-to-use form is a complex process. We anticipate the learning from this tragedy will be widely shared.”

She says once the report is complete, ISMP Canada will give it to the Ontario Coroner’s Office, which will determine if the findings will be made public.

ISMP Canada has no power to force change or discipline those responsible.

That is the job of the Ontario College of Pharmacists. Andrew’s family is now in the process of filing a complaint with the college. CBC

Canadian Cancer Society: HPV-related oral cancers have risen dramatically in men TORONTO -- Malignant tumours in the mouth and throat caused by the human papillomavirus have risen dramatically among men and could surpass the rate of HPVinduced cervical cancer in women, new statistics from the Canadian Cancer Society suggest.

In a report released We d n e s d a y, t h e organization said the incidence of HPV-related mouth and throat cancers jumped 56 per cent in males and 17 per cent in females between 1992 and 2012, the latest year for which statistics are available.

An estimated 1,335 Canadian men and women were diagnosed w i t h H P V- l i n k e d “oropharyngeal” cancers in 2012, and 372 died from the malignancies.

They now represent about one-third of all HPV cancers in Canada, equal to the proportion of cervical cancer cases, said Leah Smith, the Canadian Cancer Society epidemiologist who helped author the report.

Human papillomavirus is the most common sexually transmitted infection worldwide.

Most sexually active men and women become infected with HPV at some point during their lifetime. Most people clear the virus in about two years, but in a small proportion of those infected, the virus persists and can later cause cancer.

This year, almost 4,400 Canadian men and women will be diagnosed with an HPV cancer, including cervical, genital and anal cancers, and about 1,200 will die from their disease.

“HPV is a virus that infects moist skin, namely oral and genital mucosa,” said Dr. Eduardo Franco, head of oncology at McGill University in Montreal and a world-renowned expert on the pathogen.

“The oral cavity is particularly susceptible, the tissue around the tonsils and the base of the tongue.”

Franco said research is increasingly pointing to “deep kissing” and oral sex as major culprits in HPV transmission. In a small proportion of those infected, mouth and throat cancers may develop years -- even decades -- later.

“The fact that we’re seeing these things now is a reflection of ... the changes in sexual mores of the ‘60s and ‘70s, which eventually brought oral sex to be part of people’s lives,” he suggested.

“It takes a long time for exposure of an agent to eventually develop into cancer, so much of what began in the ‘60s and ‘70s is rolling out now in terms of an increased risk of cancer.”

Those cases could be dramatically reduced -in fact, eliminated -- if both girls and boys were inoculated against the most dangerous strains of HPV before they become sexually active, stressed Franco.

That’s a message Terry Patterson, 52, is eager to impart after going through treatment for throat cancer that was tied to infection with HPV-16, one of the most aggressive strains of the virus.

In fall 2013, the father of four grown children had been feeling run down, his throat was persistently sore and glands in his neck were swollen.

A biopsy confirmed a growth in his left tonsil was malignant.

“I was astonished,” said Patterson, an insurance executive who considered himself fairly fit from recreational activities like running, cycling and playing hockey, despite being somewhat on the heavy side.

What followed was 35 days of radiation treatment -- five days a week for seven weeks -at the Princess Margaret Cancer Centre in Toronto, each lasting about 45 minutes, as well as chemotherapy to prevent

future recurrence of the tumour.

“It was a nightmare,” Patterson said from his home in Waterloo, Ont. “It’s the worst thing I’ve ever been through.

“My throat closed up so I couldn’t eat,” he said, explaining that for months all his nutrition came via a feeding tube inserted in his abdomen.

“I lost 45 pounds and got third-degree burns from the radiation.”

Patterson, who was recently told he is now cancer-free, encourages parents to have their children vaccinated against HPV. “I don’t want anyone to go through what I did.”

There are now three vaccines available in Canada that can protect against infection from up to nine different strains of HPV. Girls aged nine and older can receive HPV inoculation through school-based programs in all provinces and territories. Six provinces -- Alberta, Manitoba, Ontario, Quebec, Nova Scotia and P.E.I. -- also provide HPV vaccination for boys starting at age nine.

“We’re talking about a vaccine that does not have any immediate need,” he said. “People don’t perceive HPV as an infection like hepatitis or another infectious disease that has an immediate need of control.

“We’re talking about the downstream consequences of an infection that takes 20 to 30 years to happen. So people don’t perceive risk on the same basis, even though they fear cancer.”

As well, Franco said the relatively small but vocal antivaccination movement has hurt Canadian and international public health efforts to get kids immunized -- not just against HPV, but other childhood infectious diseases.

“And people don’t like to talk about sex, a disease that comes from sex -- and worst of all, a sexually transmitted infection that ends up causing cancer.”

Which country is the most generous in the world?

A war-torn state and a country ruled by an oppressive military junta for decades are home to the world’s most generous people, research suggests.

People in Iraq are the kindest to strangers, while Myanmar’s residents give the most away, according to the CAF World Giving Index 2016.

In the last month, eight in 10 Iraqis have helped someone they don’t know, with Libyans helping almost as many.

During the same period, 91% of those in Myanmar have given money to charity.

In comparison, 63% of Americans - the second most generous overall - have donated money, with 73% helping a stranger.

The annual ranking places Myanmar, previously known as Burma, at the top of the list for the third year in a row, with more than half the population donating time and 63% helping a stranger.

The report said the generous giving reflected the practice of “Sangha Dana”, where the country’s Theravada Buddhist majority donate to support those living a monastic lifestyle.

The overall table, which takes into account financial donations, help offered to strangers and volunteering, ranks the UK as the most generous place in Europe, the United Arab Emirates in the Middle East, Kenya in Africa and Guatemala in Latin America.

China is named as the least generous country.

However, the poll only takes into account the responses of 1,000 people on average in each of the 140 countries, and the Charities Aid Foundation acknowledges there is margin for error.

But it is the kindness of Iraqis and Lib-

More than 25,000 people from 32 countries attended the three-day Jalsa Salana of the Ahmadiyya Muslim Jama`at Canada, held at the International Centre. The concluding session featured a keynote address by the World Head of the Ahmadiyya Muslim Jama`at, the Caliph, His Holiness, Hazrat Mirza Masroor Ahmad, as well as remarks by various dignitaries and parliamentarians, including the Mayor of Toronto, John Tory. The entire event was broadcast live to millions around the world on Muslim Television Ahmadiyya – the community’s global satellite TV network.

In his keynote address the Caliph urged his followers to not only abide by the true, peaceful teachings of Islam as taught by the Prophet Muhammad (peace and blessings be upon him), but also to demonstrate Islam’s beauty through word and deed.

The Caliph emphasized the importance of presenting the true face of Islam, in contrast to the antiIslamic rhetoric often presented in Western media. The Caliph also advised that if people want peace to prevail in society, then the only

By Dr. Rosemary Sadlier, Toronto William Peyton Hubbard was born in 1842 in what was a remote area of Toronto called the ‘bush’ near present day Bloor and Bathurst, to parents who had made themselves free from slavery in Virginia.

They travelled on the Underground Railroad to Canada following the path that hundreds of others had made to reside where they were free under the law. Canada, a part of the British Empire at the time, abolished slavery here after the passing of the British Imperial Act of July 1833 which eradicated the enslavement of Africans in all British colonies. It would not end in what we now call the United States until the end of the American Civil War (1863 - 1865) Hubbard became a baker, specializing in cakes, and he had trained at the Toronto Normal School, on the present day grounds of Ryerson University.

He then developed and patented his own professional bakers oven called the Hubbard Portable. He later took up the carriage trade becoming a driver/ chauffeur for his uncle’s livery business soon after his marriage to his high school sweetheart Julia Lockett. His life to that point already displayed his intelligence, patience, creativity and entrepreneurial spirit.

He was raised as an Anglican and

attended St. George’s Anglican Church on John St which connected him to Ward 4. This was an area east of the location of many Black residents. He therefore became familiar with the largely non-Black residents of Ward 4, and to many influential or affluent individuals, and, it may have led to his lifelong friendship and kinship with the first Black Canadian born doctor - Dr. Anderson Abbott. In fact their children married.

The Don River and the land adjacent to it is strongly connected to the history of Hubbard. In the 1870s, while driving down the Don River roadway in a horse and carriage, Hubbard happened upon an accident. He risked his own life to save the life of a man threatened with drowning. He did this out of his concern for a person’s life, not out of his concern for advantage. But advantage is what he got when the person Hubbard rescued was revealed to be George Brown - a Father of Confederation. Brown was the also a staunch abolitionist and a founder of the Anti-Slavery Society of Canada.

Brown was the founder and editor of the Globe newspaper now the Globe and Mail, a very influential paper at the time. Brown was a politician, and he was open minded enough, to initially hire Hubbard to drive for him, and, in the process of knowing Hubbard, Brown became the one to encourage Hubbard cont’d on pg. 41

Ghanaian Women’s Prayer Conference in Toronto

The Living Word Assembly of God Church, 139 Milwick Drive, Toronto was the venue of the Ghanaian Women’s Prayer Conference held on Monday, October 10, 2016. It was the last of the two conferences held yearly. It was celebrated under the theme “Thus far the Lord has helped us” taken from 1 Samuel 7:13 with Evangelist Daniel Lomotey Engmann, Pastor of the Church of Pentecost Canada, Scarborough District as guest preacher. As usual, the praise and worship segment which prepares the congregants with spiritual uplifting songs and prayers for the conference was led by Mama Doris Osei.

urged the congregation to give thanks to God in everything. He encouraged the congregants to pause sometimes in life and then count our blessings in order to be able to praise and bless the Lord for His manifold blessings upon our lives.

The Ghanaian political scene was hit with a bombshell on October 10th, 2016 when thirteen of the seventeen persons contesting the forthcoming Presidential Elections in Ghana were disqualified by the Electoral Commission for various reasons.

Some of the thirteen Presidential hopefuls were jokers anyway and their disqualifications did not make people raise eyebrows. However, the greatest political earthquake stemming from this move by the Electoral Commission was that of the Leader and Presidential candidate of the People’s Progressive Party (PPP), Dr. PaaKwesiNduom.The EC Chair, Mrs. Charlotte Osei announced that the nomination forms of 12 of the candidates

He championed for better treatment of the Jewish and Chinese community who were being attacked; he fought for the needy.

However, Hubbard is likely best known for his stand on the ownership of utilities in particular hydro power. With Adam Beck and the Hydro Electric Power Commission, the term ‘public power’ was coined. His position was in stark opposition to some of the very businesses that had supported him but he was successful in securing hydro as a public not a private supply of electric power.

As a descendant, Lorraine Hubbard said Hubbard “got involved in issues that no one else had touched before, issues that no one else would go near because they were afraid that it was unpopular at the time.”

And it was unpopular.

By 1908 his years of public service ended phenomenal re-election cycle came to an end. Out of city politics, he was appointed a Justice of the Peace. Adam Beck was knighted for his efforts.

So is a park a fitting commemoration for this man? Yes, because

Hubbard himself had fought for the acceptance, by the City of Toronto, for the huge gift of land now known as High Park in Toronto’s west end.

The Hubbard home is located at 660 Broadview Avenue at the north end of Riverdale Park. His story ends there with his death, but his legacy and the commemorations to his accomplishments Iive on.

The dedication of a park to William Peyton Hubbard at the south end of Riverdale Park bookends the life and legacy of a man who by virtue of his deeds speaks to us today.

Additionally, I was a presenter at the dedication of a plaque to Hubbard placed near his home and I was honoured to partner with Councillor Paula Fletcher to ensure that this commemoration took place.

This park at the corner of Broadview and Danforth is a significant historical place named after the first person of African origin, the first visible minority to hold public office in Canada.

The EC Chair announced that the disqualified candidates, their agents and/or their subscribers who endorsed them were being referred to the police for investigation and possible prosecution for fraud because they have flouted the electoral laws of Ghana.

Whilst conceding that administrative errors were committed in the filling out of the forms, Dr Papa KwesiNduom has been unequivocal that those mistakes could not have been grounds for his disqualification.

I totally agree with them on this point. The Nomination Forms from the Electoral Commission are unnecessarily long and complicated and I do not believe that making mistakes in filling them or not signing a page amounts to fraud and the high-handed decision to refer them to the police for criminal charging and prosecution. If making such mistakes in filling complicated electoral forms amounts to fraud and potential criminal prosecution, then the former Electoral Commissioner and most of his former staff should have gone to jail over their conduct of the 2012

elections when so many mistakes were made in completing the electoral forms: pink sheets that were not signed by the Returning Officers; forms that had figures written in one form and written differently in words. If these were grounds for fraud and prosecution, then many of the current Electoral Commission officers would also be in jail.

The Constitutional Instrument (CI 94), the regulation governing the 2016 general elections, does not provide for the disqualification of any candidate. Most of the issues that the Electoral Commissioner alluded to as grounds for disqualifying the candidates were simple administrative errors that could have been easily rectified if the EC had drawn their attention to them. The law actually says that the returning officers of the Electoral Commission shall inform a nominee to make amendments to the nomination forms if errors are detected or found to be incomplete. Nothing of the sort happened.

The Commissioner just called a Press Conference and announced that the candidates had been disqualified as a result of the errors detected in their completed nomination forms.

The hurriedly called press conference and the reasons outlined above raises some troubling questions as to what

the real intentions and motives of the Electoral Commission were in disqualifying the candidates. The Ghanaian political scene is too volatile now in the run-up to the elections on December 7th, 2016.

Insults and threats are flying every hour and every day. The atmosphere is too charged. The last thing the country needs is anything that will inflame the anger and the tension that have enveloped the country any further. A number of the disqualified candidates have filed writs at the courts challenging their disqualification and seeking to restrain the Electoral Commission from conducting the elections until their cases were determined. This is not good news.

This Electoral Commissioner seems to be bouncing everyday from one crises to another… most of them self-inflicted and avoidable. She has been boasting a lot and promising that the coming elections will be free and fair, but her actions in the run-up to the elections, especially this last one on disqualifications will only contribute to creating unfairness and tensions. The whole mess and acrimony could have been avoided if the Commissioner was not just bent on showing people where power lies…or maybe, only may be doing the bidding of whoever is calling the shots. The portents are not good.

But it is only once she starts telling her full, remarkable story - all in a distinctively Canadian accent - that it becomes clear just how extraordinary this 15-year-old goalkeeper is.

As with any tale, it is best to begin at the start and, in this case, the fortuitous meeting with a charity worker that changed her life forever. “I was born

in Ghana but I was in an orphanage until my mom came from Canada,” Massey told FIFA.com.

“She had been working in Ghana for UNICEF at the time, building a school in Walewale, and someone told her one day, ‘Oh, we have a surprise for you’.

That surprise was onemonth old baby - me - and she decided to adopt me.

“I’ve never found out exactly how I came to be in the orphanage, but I know that in Ghana everyone has a really strong connection to their kids.

The Disqualified and the Disenfranchised: Implications for our Democracy On October 10, 2016 at a press conference accompanied by an undated press release, the Electoral Commission (EC) of Ghana announced the disqualification of 13 presidential aspirants for the 2016 election. Most noteworthy was that of the Dr. P.K.Nduom, leader of the PPP,whose party placed a distant third in the 2012 election. There are a number of systemic, organizational, legal and human dynamic factors at play in the whole debacle.

S e e m i n g l y, t h e n e w Commissioner issignaling a significant change in the business culture of the organization. The good old boy “Ahenfie” approach of Mrs. Osei’s predecessor is out the door. There is something to be said for sticking to rules, especially in Ghana where they seem symbolic and are often inappropriately negotiable. It is also important to remember that the EC collects filing fees for which services must be delivered. This fact is often lost on our institutions who provide services to paying clients with an attitude suggesting that paying clients should consider themselves lucky to receive the c o n t r a c te d s e r v i c e s .

However, my read of the EC’s announcement, raises a number of q uestions . I am not qualified to interpret the constitution of Ghana upon which said actions were tacitly based but there are broader issues outside of the legality of the EC’s actions which are equally important.The rule of law is essential in a civilized society, has limitations and serves the society. We all know that not all people found not guilty in a court of law are innocent of crimes they are accused of. Many are likewise adjudicated guilty of offences after due process and later exonerated. The law is useful but not perfect by any means. It is however, the best tool we have for maintaining civil order and growth.

I have observed in previous poststhat our state institutions are very often self-serving and not citizen oriented enough in their procedures and operations. Often, actions are taken by institutions of state, which defeat the very reason for their existence and they end up failing to meet their own stated missions to serve the public good.

This institutional culture is likely a confounding issue in this case, as the EC transforms its culture to a more rule based one. Most importantly, institutions like the EC are starved of funds but are magically expected

to perform wonders.

Ours is a multi- party democracy, not a two party state, even though the current state of political polarization begs the question.

This development is therefore quite troubling.

The official statement of the EC, left a few questions unanswered.

The critical ones were related to timelines guiding the processes involved in vetting the applications of the aspiring presidential candidates. It was unclear exactly how many days were given to candidates to correct the identified errors. Even more troubling was the absence of finite dates defining a specific window within which the errors were to be corrected. The tone of the statement with its judgmental entreaties was also somewhat patronizing. It is unclear how candidates were informed and if all parties were informed of the status of their applications in the same way. Was this an equitable system?

Even if the law is clear, it must be administered to serve democracy in Ghana. That is the core mission of the EC. Were the laws cited, implemented in a fair and transparent manner for all parties involved? I found the press release quite opaque in its attempt to describe the processes used to arrive at the determinations that were announced. Reasons for disqualifying candidates must be grave and significant. Also, it was difficult to assess how much support applicants had from the EC in identifying unqualified subscribers who may have committed offences during the process, completely on the blind side of candidates. These individuals must of course face the appropriate legal outcomes of their actions.

I found the EC’s statement fell short where complete transparency was required for both applicants and the voting public at whose behest the EC functions.

The EC is supposed to work for the voters and must be accountable to them. Philosophically, the EC’s relationship with its stakeholders should be more collaborative than adversarial. In an attempt to bring order to a system seen as lacking it, voters may hav e been disenfranchised.

Every party is equally important in a multi-party democracy. I was witness to a perennial third party the New Democratic Party (NDP) suddenly winning an election in Ontario, Canada on September 6, 1990 and forming a government to

the surprise of the party itself but certainly not the voters. Democracy is full of surprises. We cannot assume anything because the process is driven by individual votes.

The fact that four candidates were successful in completing the process is no vindication for the commission. This is not evidence that the process was fair or adequate.

There are many factors including pure chance, which could have helped some and hurt others, given the state of the voters register, as evidenced by the number of doubly registered voters that have been identified over time. If a process is effective, most of its users have the desired experience.

If a teacher sets an exam and most of the students fail, then the teacher has failed somewhere in the process of assisting the learners to get it right.

Both adherence to the law and service to the electorate must guide the processes of the EC. Those who have been disqualified for the reasons given and by apparent failures in the administration of the law and its implementation, have a right to seek intervention from the courts. This can only strengthen our democracy.

T h ey s h o u l d n o t b e viewed as spoilers. The law should support the aspirations of all voters and its application should not disenfranchise any of them. The responsiveness of the Chief Justice in preparing the judiciary for these cases is a service in support of the preservation of the rights of the voting public at large and serves as an indication that the Judiciary under her leadership is responsibly engaging the a reality that confronts the nation. The EC’s statement in support of the legal process and its declared willingness to be guided by the outcome of the legal proceedings underway, is equally appropriate. We shall benefit as a nation from more divergent thinking about issues that confront us, as we nurture our democracy. There is often more than one correct answer to a complex problem.

Our Teens and marijuana use What Parents Should Know

Marijuana is the illegal drug most often abused in North America. Marijuana continues to be the drug mostly used amongst youth. This indicates that we still have a long way to go. In addition, many parents are ignorant about it or are uncomfortable talking to their children about it and to set ground rules against it. This conversation must begin early, as marijuana use today often start at a younger age-with more potent drugs now available to these children and adolescents. Parents need to recognize that marijuana use is a serious threat and they need to advise their children not to use it. This is not an easy thing to do, but it is very important that we do.

What is Marijuana?

Marijuana is a green, brown or grey mixture of dried, shredded leaves, stems, seeds and flowers of the hemp plant. Cannabis is a term that refers to marijuana and other drugs made from the same plant. All forms of cannabis are mind-altering (psychoactive). Examples of slang terms for marijuana are; grass, weed, and pot.

How is Marijuana Used?

Most users roll loose marijuana into a cigarette also called a joint or they smoke it in a pipe. Some users mix marijuana into foods or to brew tea.

Another method is to slice open a cigar and replace the tobacco with marijuana; blunt. They sometimes contain other substances as well: crack or cocaine.

How many people smoke marijuana?

At what age do children generally start?

A recent government study tell us that marijuana is the most frequently used illegal drug in Canada. Nearly 90 million Canadians over the age of 12 have tried at least once.

How can I tell if my child has been using marijuana?

There are some signs you might see be able to know. If someone is high on marijuana, he or she might: • Seem dizzy and have trouble walking; • Seem silly and giggly for no reason • Have very red eye, bloodshot eyes; and • Have a hard time remembering things that just happened.

When the early side effect fades, the user can be very sleepy. Parents should look for changes in their child’s behaviour, although this may be difficult with teens.

Parents should look for withdrawal, depression, fatigue, carelessness with grooming, hostility, and deteriorating relationship with family members and friends. In addition, changes in academic performance, increased absenteeism and truancy, lost interest in sports or other favourite activity, and changes in eating or sleeping habits could be related to drug use. However, these signs may also indicate problems other than drug use.

What are the long -term side effect of marijuana?

A group of scientists in California examined the health status of 450 daily smokers of marijuana. They found that marijuana smokers had more sick days and more doctor visits for respiratory problems and other types of illness than non-smokers.

Marijuana smoking affects the brain and lead to impaired short-term memory, perception, judgement and motor skills.

Some frequent, long-term marijuana users show signs of a lack of motivation; not caring, no desire to work regularly, fatigue, and a lack of concern about how they look. As a result, some users tend to perform poorly in school or at work.

Most adolescents who get into conflict with the law are marijuana users.

Are there treatments for marijuana users?

Treatment for marijuana dependence is much the same as therapies for other drug abuse problems. These include cognitive behavioural therapy, individual and group counselling, attending meeting of support groups such as narcotic anonymous. There are programs designed specifically for adolescents. Family physicians can be good source for information and help in dealing with adolescent‘s marijuana problems.

How can I prevent my child from getting involved with marijuana?

There is no magic bullet for preventing teen drug use. But parents can be influential by talking to their children about the dangers of using marijuana and other drugs, and by actively engaged in their lives. Even after teens enter high school, parents can stay involved in schoolwork, recreation and social activities with their children’s friends. Research shows that appropriate parental monitoring can reduce future drug use. To address the issue of drug abuse in your area, it is important to get involved in drug abuse prevention programs in your community. Find out prevention programs you and your children can participate in together.

From the above, we can see that marijuana poses a particular threat to the health and well-being of children and adolescents at a critical point in their lives-when they are growing, learning, maturing and laying the foundation for their adult years. As parents, our children look to us for help and guidance in working out problems and making decisions. There are numerous resources; some might be in your community, where you can obtain information so that you can talk to your children about drugs. To find these resources you can also consult your local library, school, or community service organization.

‘Tis the season: Free flu shot clinics open in Ontario Ontarians can roll up their sleeves for free flu shots Flu season is fast approaching and though it may be a pain in the arm, it’s time to start thinking about getting vaccinated.

Ontario launched its annual flu immunization program on Monday. Starting this week, free vaccinations will be available at doctors’ offices, local public health units and pharmacies.

1. Why should I get the flu shot?

Influenza is a serious and contagious respiratory infection that can lead to hospitalization and even death.

“Speaking as a doctor and a public health expert, I can assure you that the flu shot is the best defence we have against catching the flu,” Ontario Health Minister Eric Hoskins said Monday.

He explained that flu viruses are always changing and that people need to get an updated shot every year.

A physician from Public Health Ontario told CBC News the strains that generally circulate each year are influenza A(H3N2), influenza A(H1N1) and influenza B. This year’s H3N2 strain is different than last year’s.

Dr. Allison McGeer, head of infection control at Mt. Sinai hospital, said people need to protect themselves.

“If you don’t care to know anything about influenza, and I’m sympathetic if you don’t, then what you should do is trust the public health experts who have spent a long time worrying about it and thinking about it.”

2. Who can get the vaccine?

In Ontario, all individuals six months of age or older who live, work or attend school in Ontario are eligible to receive the flu vaccine for free.

3. Will the flu shot make me sick?

McGeer said the flu shot may give you a sore arm, but it can’t actually give you the flu. She explained the vaccine is made from a dead form of the virus that can’t transmit the infection.

She said about one in 10,000 people have an allergic reaction to the traces of antibiotics that may be found in vaccines. About one in one million people develop Guillain–Barré syndrome, a rare, abnormal immune reaction that can be triggered by many other vaccines.

If people are allergic to a component of a vaccine, she said they should talk to a physician to find out exactly what they are allergic to, and find a vaccine that does not contain that component.

4. Does it work?

McGeer told CBC News influenza vaccines are generally 50 to 60 percent effective. “The relevant question is not whether it’s 100 percent effective,” she said. “It’s whether it works to protect you from illness and death.”

She compared it to wearing a seatbelt in a car. Seatbelts don’t protect against 100 percent of injuries, but people wear them because they do help. “At 60 percent, the vaccine is still a lot better than nothing.”

5. I hate needles…do I have to get the injection?

Children between the ages of five and 17 years can get

the flu vaccine as an injection or nasal spray for free.

McGeer said the nasal spray is not as effective and not recommended for adults, but they can choose to pay for that option. “If you’re an adult and can face needles, it’s better to get the injectable one,” she said.

“If you really can’t face needles, nasal spray is okay.”

6. Where do I go?

Kids under five years of age must get the flu vaccine at a health care provider’s office or a participating public health unit.

Anyone five years of age and older can be vaccinated for free by trained pharmacists at approximately 2,600 pharmacies across the province.

CIBC to compensate mutual fund clients for overcharged fees TORONTO - Canadian Imperial Bank of Commerce (TSX:CM) has reached an agreement with the Ontario Securities Commission to compensate customers for collecting excess fees for certain mutual funds and investment services over 14 years.

According to an OSC statement, short-comings in systems and controls at CIBC World Markets Inc., CIBC Investor Services Inc. and CIBC Securities Inc. resulted in some customers being overcharged from as early as Jan. 1, 2002 until as recently as Jan. 31, 2016.

Details of the compensation plan and the amount of money improperly collected was not disclosed and requires approval by the provincial regulator.

The OSC says its staff have found no evidence of dishonest conduct

by CIBC, which selfreported the problem.

A hearing on a proposed settlement is scheduled for Friday.

It also says CIBC is taking corrective action to prevent a reoccurrence and has a plan to compensate clients and former clients. Cp24

Former Woodstock, Ont., nurse facing 8 murder charges in deaths of elderly patients Elizabeth Tracy Mae Wettlaufer, 49, worked at Caressant Care Nursing and Retirement Homes A former Woodstock, Ont., nurse killed eight elderly patients in southwestern Ontario nursing homes, Ontario Provincial Police allege.

Elizabeth Tracy Mae Wettlaufer, 49, is facing eight counts of first-degree murder in deaths between August 2007 and August 2014, police said during a Tuesday morning news conference in Woodstock.

The victims were between the ages of 75 and 96. Police would not say how they died, except that seven were administered a fatal dose of a drug.

Wettlaufer was employed

by Caressant Care Nursing and Retirement Homes, which operates six facilities in southwest Ontario. Seven of the victims died at the company’s location in Woodstock, a community of some 37,000 people about halfway between London and Hamilton.

She was also employed at the Meadow Park facility

in London, where the other victim died.

Wettlaufer first became licensed as a registered nurse on June 8, 1995 with the College of Nurses of Ontario — the governing body for registered nurses,registered practical nurses and nurse practitioners. She resigned on Sept. 30, 2016, one day after the OPP say their investigation began.

Her neighbours at her Woodstock apartment building described her as a friendly, unassuming woman known as “Beth.”

She lived alone with her small dog, Nashville.

A Facebook page Woodstock police confirmed belongs to Wettlaufer shows pictures of her travelling, and appearing with her family and her cats. There are several posts discussing her life as a nurse.

One post from Feb. 22, 2016 says “23 patients with a gastric bug combined with a full moon made for a crazy night

last night. And that is an understatement.”

On Sept. 28, 2015, a post on that page featured the words: “My own voice called to me in the darkness. Others hands lifted me when I chose the light. One year ago I woke up not dead. 365 days clean and sober.”

All Nations Full Gospel Int’l Convention in Ghana

The All Nations Full Gospel Churches International has observed that, peace, security, stability and good governance were pre - requisites for economic growth and development.

It has therefore admonished the youth of Ghana to choose peace, vote peace and conduct themselves in a peaceful manner during the upcoming general elections.

This was contained in a communiqué adopted after the 12th Annual International Convention of the Church held at the city campus of the All Nations University in Koforidua in the Eastern region.

The five- day convention attracted delegates from

around the world.

The communiqué said “ as a nation, we conduct all our affairs in a peaceful manner.

Our parliamentary system is based on mutual respect and tolerance for all views.

In presidential elections only one candidate wins.

Parliamentary elections only one party will win majority votes. All candidates must enter the competition with the understanding that they may win or lose. It is a 50 - 50 percent chance for all candidates”.

“Therefore, all parliamentary and presidential candidates must pledge to God that they are contesting for a better Ghana, not to make Ghana worse off than it is. All

citizens must pledge to desist from inciting violence and voting malpractices.

Ghana holds a presidential and party chairperson accountable for fair and peaceful elections.

Ghana holds the Electoral Commissioner accountable for fair and peaceful elections.

Judge approves $15B settlement of most claims against Volkswagen SAN FRANCISCO -- A federal judge in San Francisco has approved a nearly $15 billion court settlement of most claims against Volkswagen for its emissionscheating scandal.

U.S. District Judge Charles Breyer signed the order Tuesday approving the largest auto-scandal settlement in the nation’s history.

Volkswagen admitted last year that about 475,000 VWs and Audis with 2-litre four-cylinder diesel engines were programmed to cheat on emissions tests.

Under the settlement, owners of the affected cars have until Sept. 1, 2018, to decide whether to have the car fixed or repurchased. Volkswagen could start buying back the cars as early as next month if the owner submits a claim.

Most of the owners are expected to sell their cars back to VW after discovering they exceed U.S. emissions standards in real-world driving conditions. In addition to having their cars bought back, owners can each get cash payments of $5,100 to $10,000.

“The settlement is fair, reasonable and adequate,” Breyer wrote in his order, posted Tuesday morning by the court.

“The death might be due to the harmful event or it could equally be due to a patient who is at higher risk of dying because he or she had more complex conditions.”

Of the 138,000 patients identified in the report, 17,300 -- or one in eight -- died while in hospital.

Carole Jukosky has firsthand experience with how errors by hospital staff can have fatal consequences.

Her father Herbert Strasser was rushed to an eastern Ontario hospital in August 2011 after his legs suddenly gave out and he collapsed in his home.

The 72-year-old retired RCMP officer had spinal decompression surgery the next day, and 10 days later he was transferred to a rehabilitation centre.

But five days after that he was transferred back to the hospital with a urinary tract infection and dangerously elevated blood sugar. He then developed sepsis from an infection at the site of his operation and

was also diagnosed with Clostridium difficile, a hard-to-eradicate bacterial infection that can sometimes be picked up in hospitals, especially by patients on antibiotics.

Six weeks after his surgery and being bounced back and forth between hospitals, Strasser died. A coroner’s investigation determined the causes of death were the spinal abscess and complications from the C. difficile, which had severely damaged his colon. After he died, Jukosky was told that an important antibiotic for his spinal abscess had accidentally been discontinued.

The coroner called her father’s case a “perfect storm” of miscues and false assumptions.

Jukosky, a registered nurse who manages two long-term care facilities in her hometown of Fort Erie, Ont., is now emphasizing patient safety even more among her staff -- and with the residents and their families.

“I think communication is key,” she said in an interview. “I always encourage families and patients to report immediately if you have a problem. Or if something doesn’t feel right, tell us right away, because it’s hard to go backwards.

GAF investigate Ibrahim Mahama American Paul Beatty wins Man Booker Prize over military escort allegation The Ghana Armed Forces say they have begun investigations into reports that President John Mahama’s brother, Ibrahim Mahama, has a heavily armed military escort at his beck and call.

Mr Ibrahim was allegedly spotted with the military detail at an event in Accra New Town over weekend dubbed, ‘Walk with Ibrahim’.

There are yet-to-be authenticated photos of Ibrahim Mahama — a wealthy business man — circulating on popular social media platform, Facebook, that shows the President’s brother moving about with about a dozen, heavilyarmed, well-built men in military in camouflage.

There have been similar allegations against the President’s brother in the past .

In a brief response to Joy News enquiries about the claim, the Armed Forces said they have already begun probing what would be a clear abuse of the military if the reports prove credible.

The Military High Command has deployed security men as bodyguards to Ibrahim Mahama, the brother of the President.

Apart from the Military men for Mr. Mahama’s protection, there were also detailed SUVS and Military armoured cars for his use.

with Ibrahim’, several soldiers armed to the teeth were seen busy around him, providing VVIP protection. Mr Mahama arrived in one of the military armoured cars with two of the Military men, while the others followed in another armoured car.

The men policed NDC supporters on the said walk in their numbers throughout on the streets of Accra New Town, a suburb of Accra, to the surprise of onlookers.

Mr. Mahama was seen clad in NDC Polo Shirt, whilst the crowd of party supporters carried a huge banner with the pictures of the President and his brother on it. It is not clear what position Mr. Ibrahim Mahama is running for in this case.

Residents quizzed the motive of such a move.

Judge approves $15B settlement of most claims against Volkswagen cont’d from pg. 58 The U.S. settlement releases legal claims from most of the 2-litre VW owners, but it doesn’t affect larger 3-litre six-cylinder diesels, which also cheated on tests. The settlement also doesn’t end any claims against parts supplier Robert Bosch, which drew up the cheating software.

Judge Breyer gave preliminary approval to the settlement in July. The order says that 336,612 owners of 2-litre diesels have registered for the settlement and 3,298 have opted out.

VW must make payments available within 10 business days from Tuesday, according to the order.

Breyer wrote that the priority was to get the cars off the road as soon as possible, and the settlement accomplishes that.

The polluting cars emitted as much as 40 times the allowable limit for nitrogen oxide, a gas that can cause human respiratory problems.

The settlement calls for the German automaker to spend up to $10 billion to buy back or repair the affected cars.

The company will buy back the cars at the National Automobile Dealers Association clean trade-in price before the cheating was made public on Sept.

Some owners have objected, saying they should receive the full purchase price of their vehicles. Mark Dietrich, an Audi owner from San Francisco, told the judge last week that Volkswagen played owners for fools and the settlement didn’t go far enough to compensate them for the company’s fraud.

But Volkswagen attorney Robert Giuffra encouraged Breyer to approve the deal,

saying it was good for buyers and would help the company regain people’s trust.

The settlement also includes $2.7 billion for unspecified environmental mitigation and an additional $2 billion to promote zero-emissions vehicles.

The scandal has damaged Volkswagen’s reputation and hurt its sales. The company is still facing potentially billions more in fines and penalties and possible criminal charges.

The company said in April that it has set aside $18.2 billion to cover the cost of the global scandal, which erupted in September 2015 when the U.S. Environmental Protection Agency said Volkswagen had fitted many of its cars with software to fool emissions tests.

Car owners and the U.S. Department of Justice sued.

The software recognized when the cars were being tested on a treadmill and turned on pollution controls. The controls were turned off when the cars returned to the road. The EPA alleged the scheme let the cars spew more than 40 times the allowable limit of nitrogen oxide, which can cause respiratory problems in humans.

Through September of this year, VW Group’s sales in the U.S. are down nearly 7 per cent from 2015 figures to just under 386,000. The Volkswagen brand fared worse, with sales down 12.5 per cent to just over 231,000, according to Autodata Corp. The VW group includes the Audi, VW, Bentley and Lamborghini brands.

LONDON -- Paul Beatty’s “The Sellout,” a stinging satire of race and class in the United States, won the Man Booker Prize on Tuesday -- the first time an American has taken the prestigious fiction award.

Beatty’s book, which judges called “as timely as the evening news,” beat out novels written by two Canadian authors.

“A lot of the girls speak local dialects but that’s actually not as much of a problem as you might think,” she said. “Although most of them can’t speak English, they can all understand it. And whenever anyone doesn’t understand what I’m say-

ing - and that’s rare someone else in the team will pitch in and translate.

I’ve also been learning some of the local Ghanaian phrases on the field and that helps a lot. It’s been a nice bonus actually as it’s another part of the culture I’m picking up here. It’s actually been really easy communicating with my team-mates and everyone in the squad has been so welcoming and friendly to me.

“The whole thing, playing in a World Cup, has just been an exceptional experience and I’m really enjoying myself. I just hope we can stay until the final now. It won’t be easy, especially against Korea DPR in the next round. We saw how good Japan are and fully expect the Koreans to be just as tough. But we’ve learned during this tournament how to adjust our game to these different styles of play and I’m sure we’ll come up with a plan that will allow us to compete better this time.”

Odds will still be long on Ghana prevailing, and longer still on them fulfilling Massey’s target of reaching the final. But even if the Black Maidens surprise everyone by going on to lift the trophy, it will merely add another fantastic passage to the astonishing life story of their 15-year-old keeper.

We learnt from last month’s story how in spite of the sudden change of his fortune from a beloved son of his father to that of a household slave in far away Egypt, Joseph never became bitter against the God of his father Jacob, his grandfather Isaac and his great grandfather Abraham. Obviously the promise God made to Abraham as recorded in Genesis 12:1-3, had strong impression on Joseph which enabled him to live his life under slavery with dignity. His master Potiphar noticed that he was a man of integrity and committed the administration of his household to him which Joseph performed with dignity; however, his rejection of his master’s immoral wife’s advances ended Joseph in prison.

It is worth reading the wise old King Solomon of Israel’s caution to men who pride in themselves of going to bed with other people’s wives in Proverbs 7:1-27. For those who are falsely accused, the Lord Jesus’ lesson on the Mount in Matthew 5:11-12 NKJV is an encouragement: ”Blessed are you when they revile and persecute

you, and say all kinds of evil against you falsely for My sake. 12 Rejoice and be exceedingly glad, for great is your reward in heaven, for so they persecuted the prophets who were before you.”

It takes the power of the Holy Spirit and constant prayer for the followers of Christ to prevail under severe trials similar to Joseph’s.

The Egyptian officer in charge of the prisoners found Joseph to be a man of integrity even under prison conditions and placed other prisoners under Joseph’s authority and was also responsible for organizing the daily duties of the rest of the prisoners. Genesis 39:23 reads: “And the keeper of the prison did not look into anything that was under Joseph’s authority, because the Lord was with him, and whatever he did, the Lord made it prosper.” It is to the glory of God whenever we, the followers of Christ, do honest business with the rest of the world, but any kind of dishonesty renders our testimony ineffective and the world does not take our testimony concerning saving power o f C h r i s t s e r i o u s l y.

The Lord gave Joseph the ability to interpret dreams. In the prison were the butler and the baker of Pharaoh who had offended their king. Both men had dreams which disturbed them but Joseph promised to give them the meaning of their dreams explaining that his God had the ability reveal the meaning of secrets. After the butler and the baker described their dreams, three days later the butler was released and restored to his position as the one who poured wine into King’s cup, but the baker was hanged the same day the butler was released confirming Joseph’s i n t e r p r e t a t i o n . Tw o years later, Pharaoh had a strange dream which disturbed him, the butler then remembered Joseph who gave the meaning of his dream and that of the baker which happened as he said. Joseph was immediately released from prison and was able to interpret Pharaoh’s dream that there would be seven years great harvest in Egypt followed by another seven years of scarcity and advised with the king to appoint a wise person to oversee the storage and the distribution of food so the nation would survive the seven years of scarcity.

Pharaoh appointed Joseph as the Prime Minister of Egypt, with the authority next to the king himself.

(Genesis 40 and 41) The predicted famine affected the entire world; prompting Jacob,

they sold into slavery.

You may read how Judah pleaded with Joseph to allow him to replace Benjamin as hostage in Genesis 44:18-34; 45:18. Joseph’s behavior revealed his greatness as one who feared the Lord. He pleaded with his brothers not to blame each other for the way he was treated. He even explained that the Lord allowed him to be sold into Egypt to prepare him as a deliverer for so many people during the seven years of famine.

The apostle Paul writes: “And we know that all things work together for good to those who love God, to those who are the called according to His purpose.” (Romans 8:28 NKJV) While no one enjoys suffering, the Lord Jesus, warned us that it is part of life but added that He has overcome the world. “These things I have spoken to you, that in Me you may have peace. In the world you will have tribulation; but be of good cheer, I have overcome the world.”

Joseph’s father, to send ten of his sons to Egypt to buy grain (Genesis 41:57; 42:1-3). As a sign of respect, Joseph’s brothers bowed down before him as everyone who needed to buy grain from Joseph did. He immediately recognized his brothers and remembered the dreams he had as a young boy when his entire family bowed down to him. After intense interrogation and observations, Joseph noticed a great change in his brothers’ attitude towards one another especially when Judah offered to replace Benjamin when Joseph decided to keep Benjamin as hostage for them to prove that they were not spies and potential enemies of Egypt. Judah explained that his father Jacob lost his other son Joseph, who was of the same mother as Benjamin and both were the youngest of his twelve sons therefore; if the old man loses Benjamin the tragedy would hasten the death of their aged father.

After Joseph had introduced his brothers to Pharaoh, the King sent carts, garments and provisions for the journey to bring Jacob and his entire household from Canaan to settle in Egypt because the famine would continue for seven years. When Jacob and his entire family arrived in Egypt, Pharaoh gave them the land of Goshen as their settlement.

(Genesis 45:17-20) The outstanding quality of Joseph was his ability to forgive those who mistreated him. This story is a lesson many of us who claim to follow the Lord Jesus must learn from the behavior of Joseph. When we trust the Lord, He always proves Himself faithful.

His promises to us are sure! “Let your conduct be without covetousness; be content with such things as you have. For He Himself has said, “I will never leave you nor forsake you.” So we may boldly say:”The LORD is my helper; I will not fear.

What can man do to me?”

The five judges met for a marathon four hours Tuesday to choose the winner from among six finalists, whittled down from 155 submissions.

Founded in 1969 and previously open only to writers from Britain, Ireland and the Commonwealth, the Booker expanded in 2014 to include all Englishlanguage authors.

There were fears in Britain’s literary world that the change would bring U.S. dominance to a prize whose previous winners include Salman Rushdie, Ben Okri, Hilary Mantel and Canadians Margaret Atwood, Yann M a r tel a n d M ich a el Ondaatje.
