Trudeau holds on with Liberal minority Gov’t

Canadians on Monday October 21, 2019 went to the polls and voted the Liberals led by PM Trudeau into power again in the 43rd Federal elections. This time around PM Trudeau was elected with a minority government.

Before the dissolution of parliament, the Liberals had 177 seats but got 157 seat 13 seats shy of majority. The Liberals also lost the popular vote to Andrew Scheer’s Conservatives.

The Liberals were vulnerable due to some scandals their leader went through but PM Trudeau prevailed and was given a second chance to govern again.

The voter turnout this year was 65.95 per cent of eligible voters as compared to 68.3 per cent in 2015. The Liberals had 5,915,905 votes (33.1%) with 157 seats, Conservatives:6,155,662 votes (34.4%)-121 seats, NDP: 2,849,214 votes (15.9%)-24

seats, Bloc Quebecois:1,376,135 votes (7.7%)-32 seats, Green Party:1,162,361 votes (6.5%)-3 seats, Peoples Party:292,703 votes (1.6%)-0 seat, Independent:71,854 votes (0.4%)-1 seat, Christian Heritage party: 18, 816 votes (0.1%)-0 seat.

This election saw a record number of 98 female MPs elected.

However, the former Conservative Deputy Leader, Lisa Raitt lost her seat (21, 236 votes, 36.5%) in Milton to Liberal Adam van Koeverden. (29,878 votes 51.4%).

Let’s celebrate 19 years of recognizing our Community Achievers Nineteen years ago, The Ghanaian News launched a modest effort to recognize, showcase and celebrate the achievements of members in our communities across Canada who have and continue to excel in various discipline and fields of endeavor.

This initiative was borne out of the conviction that many members of our community in Canada have been making strenuous efforts not only to achieve laurels for themselves and their community, but to the development and improvement of Canadian society as well.

To a very large extent, this innovation has been a great and a splashing success. Over the past nineteen years we have unearthed and showcased an average of twenty-five high-flying achievers in various fields of endeavor from our community every year.

That comes close to nearly three hundred and eighty persons to date. This year we will be showcasing close to thirty two more achievers. These Achievement Awards have proven a number of important points: First, there are great talents in our community. Secondly, our community members are not just sitting on these talents; they are utilizing them to achieve results. Thirdly they have proven that our community members are contributing significant efforts to the improvement of Canadian society. Against the background of all the misinformation, myths and stereotypes that are bandied around about immigrants and immigrant communities, we are delighted to note that this events have achieved the purpose for which they were instituted: showcasing the best and brightest from our community in the larger Canadian context.

We wish to however to comment on a disturbing aspect of these events in our community: the low involvement and participation of our community members in these awards ceremonies. We have observed over the years that it is the same people who regularly attend these events although the awards recipients may be different every year. We also wish to note the constant presence of a large number of mainstream Canadians: from politicians, public servants to Police Officers at these events. If these high-profile people from mainstream Canadian society recognize the importance of this event and regularly show up to support us, then it is incumbent on us as the community organizing this event to embrace it and turn out in our numbers to support it.

We also depend on community members to nominate the known achievers in our community who are deserving of these awards. We therefore entreat community members to constantly be on the lookout for those that are achieving laurels in various aspects in our community and nominate them for the awards when the time comes.

We call on community members to turn up to support and applaud our achievers for this year on Sunday November 10, 2019.

They deserve our recognition, our praises and our support.

Finally we extend our heartfelt and warm congratulations to all our award recipients for this year. Do not rest on your oars.

Keep pushing to make yourself, your community and our nation proud. We are proud of you!

Canadians elect more women to the House of Commons Equal Voice releases its preliminary numbers regarding women’s representation in the federal election. Results are accurate as of 2 a.m. on October 22nd. More detailed analysis will follow.

On the morning after Canada’s 43rd federal election, Equal Voice welcomes the increased number of women who will take their seat in the House of Commons.

However, Equal Voice notes that this gain was only marginal. With two seats still too close to call, and the possibility of recounts in some ridings, the number of women securing federal seats in the election will increase from 88 in 2015, to 98.

This most recent figure would mean that women’s representation in the House of Commons would increase to 28.99%, up from 26% four years ago.

“We had a record number of women candidates running in this election, which we hoped would have translated into a higher number of women elected. We are nonetheless encouraged to see these gains,” said

Eleanor Fast, Executive Director of Equal Voice.

“While there is room for celebration, we still fell just short of the 30% goal we set in this election,” said Fast.

Earlier in the federal election campaign, Equal Voice reported that 42% of all federal candidates running for major political parties were women, an increase of 9 percentage points from 2015. However, due to the number of male incumbents, as well as other factors, it was

unlikely that this would translate into the same ratio of elected women.

“Change in Canada has been slow and incremental – a trend that continued in this election,” said Fast.

“Today, we congratulate all the women who put their name of the ballot.

It’s because of them, as well as the efforts of their respective political parties, that we remain hopeful about one day achieving parity in the House of Commons.”

The Liberals suffered losses in every region of the country but still managed to eke out victory to govern but with a minority government.

The Conservative Party could not break through voter rich Provinces of Quebec and Ontario as such were unable to win the election despite their popular vote win.

PM Trudeau is in a tight position now as he has to use his political skills to try and get

representatives from the two provinces his party was shut out. The two provinces should be at the cabinet table and some names are being bandied around. With the elections over the parties should put Canada first to be able to tackle the myriad of problems facing the various regions of Canada.

1 In 3 Canadians voted strategically in federal election: Poll Many voters waited until the final week of the campaign to make a decision.

More than one-third of Canadians voted strategically in the recent federal election to stop another party from winning, a new poll suggests.

Thirty-five per cent of respondents to the Leger poll said their decision about who to support took into account the chances that their vote would prevent another party’s candidate from being victorious.

And almost as many waited until the final week of the campaign to make their choice.

Those results suggest a good number of voters waited to see which way the wind was blowing before casting their ballots, motivated at least in part by a desire to prevent the outcome they least wanted.

The online survey of 1,503 adult Canadians was conducted Oct. 2224 for The Canadian Press and weighted to reflect the makeup of Canada’s population; it cannot be assigned a margin of error because internet-based polls are not considered random samples.

Of all the parties, the Conservatives were the most likely to lock in their support early.

Fully 50 per cent of respondents who voted for the Tories said they made their choice before the campaign started. By contrast, just 30 per cent of Liberals, 22 per cent of New Democrats, 31 per cent of Bloc Quebecois supporters, 35 per cent of Greens and 31 per cent of supporters of the People’s Party of Canada said the same.

Overall, 57 per cent said their vote was based on their political convictions, without any thought to their candidates’ chances of winning.

The 35 per cent who did take strategic voting into account included 39 per cent of Conservative supporters, 43 per cent of Liberals, 28 per cent of New Democrats, 18 per cent of Bloc supporters, 16 per cent of Greens and 24 per cent of People’s Party supporters.

But while strategic voting was a factor, the poll suggests it wasn’t the primary factor for most. Asked to identify the main reason why they chose to vote for a party, 37 per cent said they did so because the platform and values aligned with their own.

Nine per cent said their primary motivation was to get rid of Justin Trudeau’s Liberal government, six per cent said it was to vote against another party and four per cent said they voted mainly for the best local candidate.

Trudeau spent the final week of the campaign warning progressive voters that they must vote Liberal to prevent Andrew Scheer’s Conservatives from forming government.

Here’s How Job Numbers In Canada Have Looked Under 7 Prime Ministers Justin Trudeau has had a good run on employment, and yes, he can take credit for some of that.

Ahead of next week’s election, the Canadian Centre for Policy Alternatives, a left-leaning think tank, has put together a scorecard of how the last seven prime ministers have performed on job creation.

The winner? Joe Clark, the short-lived Progressive Conservative prime minister who governed for nine months in 1979-1980. Jobs in Canada grew at a stunning 3.7-per-cent annual pace during that time.

But if Clark’s record shows anything, it’s that a prime minister’s performance on jobs is often a matter of luck. Clark’s tenure hardly gave him time to put into place any policies to improve employment numbers.

To some extent, luck is a factor for all prime ministers, but those who serve longer can take more of the credit (or blame) for their particular situations.

Even so, national leaders deal with conditions often entirely out of their control, limiting what they can achieve on jobs.

Conservative Stephen Harper governed during the global financial crisis, so his job creation numbers are weaker than those of his successor, Justin Trudeau.

But Harper’s record of 1.1-per-cent job growth annually might actually be the more impressive

Although he was beaten on average job creation by two Liberal predecessors (Pierre Trudeau and Jean Chretien), the younger Trudeau has seen the lowest average unemployment rate of any prime minister in Statistics Canada records going back to 1976.

“This positive outcome reflects many factors, and cannot be ascribed solely to the actions of the federal government,” wrote Jim Stanford, the McMaster University professor of economics who put together the CCPA analysis.

Some things to note about the data: For his analysis, Stanford ignored two short-lived prime ministers, the Liberal John Turner (1984) and the Progressive Conservative Kim Campbell (1993), who were never elected, but rather won party leadership races, and “neither of whom served in office long enough to meaningfully impact economic policy or conditions.”

A list of cuts and program changes the Ford government has reversed The Ontario government’s decision to reverse course on a plan to take control of Toronto’s subway system marks the latest in a series of instances in which Premier Doug Ford or his ministers have backtracked on previous commitments. Below is a list of other decisions Ford’s Progressive Conservatives have walked back: Subway upload: Ford promised during the 2018 election to upload Toronto’s subway system to help leverage the province’s financial and planning powers to build transit infrastructure faster. The province has now announced it will not take control of the subway system, in exchange for the city’s

support of the province’s transit plan.

Transition Child Benefit: The government had planned to stop the benefit as of Nov. 1, but has now decided to continue it as the province reviews its social assistance programs.

The benefit provides up to $230 a month for low-income families not receiving other child benefits.

Children’s aid society funding: The government’s spending estimates for this fiscal year had showed a $28 million cut to funding for children’s aid societies, but has now decided to maintain the same funding model as last year.

Autism:

In

February,

the

government announced a revamp of the Ontario Autism Program. It was framed as a way to clear a massive waiting list for services, but would have given families a relatively small amount of money based on their income, not the needs of their child. It also would have effectively cut off thousands of kids currently in government-funded therapy.

After a loud and sustained outcry, the government announced a reversal, saying it was going back to the drawing board on a needs-based program and would double the current budget.

Public health: Mayors across the province banded together to fight retroactive cuts to public health funding, and the government ultimately

relented. The cuts, in the form of a new cost-sharing arrangement, will mostly go ahead in 2020, but the midyear cuts that would have taken effect after municipalities had already passed their budgets were cancelled.

Child care: Municipalities will still have to pay 20 per cent of the cost of creating new child care spaces -- which the province previously fully funded -- as announced at the same time as the public health cuts. But the government backed off somewhat on other elements of child-care funding cuts, delaying some to 2021 and others to 2022.

French university: As part of the government’s efforts to balance the books, it

announced last fall that it was cancelling plans for a French-language university.

The move sparked an outcry among Franco-Ontarians and prompted a Progressive Conservative caucus member to quit. In September, Ontario and the federal government announced they had reached an agreement on jointly funding a French-language university.

After a year of negotiating, the Ford government has agreed not to upload Toronto’s existing subway system and will cover the city’s share of funding for the planned Ontario Line and Scarborough subway extension, Toronto Mayor Tory said Wednesday.

Tory said that in exchange for supporting the provincial Ontario Line proposal, which replaces city plans for the Downtown Relief Line, the Ford government will cover the city’s share of capital costs to build both the Ontario Line and a three-stop Scarborough subway.

The provincial government will no longer seek to upload responsibility for the Toronto subway system but will instead have ownership of the two new planned projects, but the TTC will operate them.

“We have a way forward that will see close to $30 billion in new transit built across the city and see the existing subway system remain in the hands of Toronto taxpayers who built it up,” Tory told reporters on Wednesday.

He said the province has also agreed to cover all of the city’s sunk planning and staff costs on the downtown relief line and the Scarborough subway, leaving the city the money to begin planning other projects such as the Eglinton East LRT and Waterfront LRT, along with the ability to commit more money to state of good repair projects in the existing system.

The annual inflation rate was 1.9 per cent in September for a secondstraight month, keeping the indicator close to the Bank of Canada’s ideal two per cent target.

The new numbers released Wednesday in Statistics Canada’s latest consumer price index report showed that price growth was once again held back by lower gas prices.

Inflation has now stayed at 1.9 per cent or higher for seven consecutive months.

The country’s price picture, on its own, is not applying pressure on the inflation-targeting Bank of Canada to adjust interest rates.

The central bank’s next rate announcement is scheduled for Oct. 30.

The average of Canada’s three measures for core inflation, which are considered better gauges of underlying price pressures by omitting volatile items like gasoline, moved up slightly to 2.1 per cent last month from two per cent in August. The core readings are closely monitored by the Bank of Canada.

Royce Mendes, senior economist for CIBC Capital Markets, said with all the inflation data so close to target they’re unlikely to change the timing of the Bank of Canada’s next policy move.

“I think, at this point, the Bank of Canada is really looking at how the slowing in global growth and the trade tensions between the U.S. and China are affecting Canada,” said Mendes, who predicts the central bank’s next move -- a cut -- to come in January.

Statistics Canada said a 10 per cent drop in gasoline prices compared with last year continued to weigh on the overall inflation rate. Gas prices, year-over-year, were down 10.2 per cent in August and 6.9 per cent in July.

Excluding pump prices, the inflation reading for September was 2.4 per cent for a third-straight month.

Upward momentum in price growth was also held back in September by lower costs, yearover-year, for internet access services, tuition fees and telephone services. On a month-tomonth basis, airfares saw a big drop, falling 19.5 per cent.

Canadians did, however, pay more for mortgage interest costs, vehicle insurance and auto purchases last month compared to the previous year.

Shoppers shelled out 3.4 per cent more for passenger vehicles last month than they did a year earlier as price growth in the category exceeded 2.5 per cent for a seventh-straight month,

the report said. Statistics Canada called it the “strongest continuous stretch of growth” in the category since early 2017.

Year-over-year mortgage interest costs have increased through 2019 and were up another 7.5 per cent in September.

The report said the growth has followed a series of interest rate hikes by the Bank of Canada between July 2017 and October 2018.

In terms of downward forces, the report said tuition fees decreased 3.6 per cent last month for the category’s first year-over-year decline since its creation in 1973.

The drop was driven by an 8.9 per cent decrease in Ontario, where the provincial government cut tuition for the 201920 academic year.

Overall, economists on average had expected inflation of 2.1 per cent for September, according to financial markets data firm Refinitiv.

Looking ahead, Stephen Brown of Capital Economics wrote in a research note Wednesday that he expects headline inflation to gradually drift down towards 1.5 per cent by early 2020.

Brown, a senior Canada economist, predicted that signs of lower inflation and below-potential economic growth in the coming months will encourage the Bank of Canada to cut interest rates in December.

The commissioner’s office said in a statement that Loblaw took steps to limit the information it was collecting during the investigation and it was satisfied with those measures.

The investigation also found Loblaw did not need additional consent for its transfer of name and address information for processing, and that the grocer was sufficiently transparent about transferring data to the U.S. and El Salvador.

Loblaw spokeswoman Catherine Thomas said in a statement that the retailer welcomes the finding that any concerns with the program’s privacy and anti-fraud safeguards “were either not well founded or resolved.”

According to PREVNet, a research institute devoted to the prevention of bullying out of Queen’s and York University, Canada has one of the highest rates of bullying among OECD countries.

Recently, a Hamilton teen was bullied to death at his High School in the Ontario Province of Canada. The Toronto Star of October 9, 2019 reported this sad news in a headline-“Before he was stabbed to death at high school, bullies made Hamilton teen’s life ‘hell’”

Bullying or Harassment at Workplace?

Infact, this year has seen a lot of attention been drawn to bullying at our schools. Schools in Toronto celebrated bullying awareness week with classroom lessons, assemblies and workshops on how to make our schools “bullying-free”! Students were made to image and discuss schools without bullying. Some of the salient points considered included behavior management and

standing up to bullies.

Bullying is considered by experts as the ways in which boys and girls act out their aggression. It usually occurs amongst younger teens and preteens and usually begins to fade by the later teen years. Research has shown that later primary and middle school years are the crucial years to be aware of bullying!

Bullying is harmful and can lead to depression, body image issues, and low self-esteem. Both girls and boys can bully in the form of racist, sexist or homophobic remarks.

There had been situations where the bullied had taken lives in solitary. The dangers associated with bullying are frightening.

I am also surprised to

harassment or assault whereas bullying tends to be an accumulation of many small incidents over a long period of time. Each incident tends to be trivial, and on its own and out of context does not constitute an offence or grounds for disciplinary or grievance action.

People are bullied in long term jobs, by managers, co-workers or subordinates, or by clients (bullying, workplace bullying, mobbing, work abuse, harassment, discrimination) and, also, in short term jobs such as the performing arts, agriculture or construction, where the engager, gangmaster or supervisor has complete power over workers. (bullying, harassment, discrimination, assault).

Such acts of bullying are not reported in the media as we hear about bullying at school. Work abuse is a serious form

of bullying whereby subordinate workers are unduly subjected to unnecessary workloads by the ‘powers that be’ at the workplace. The junior staff or workers for the fear of losing their jobs put up with such workplace bullying!

It must be noted that making a complaint or holding someone to account for substandard conduct, so long as it is done fairly and reasonably in good faith, is not bullying.

However, if such complain is continuously made by the manager to frustrate the worker despite the worker’s good efforts at work then the complain or the bad remarks about the worker becomes an act of bullying! Workplace bullying destroys teams, causing disenchantment, demoralisation, demotivation, disaffection, and

alienation.

Bullies run dysfunctional and inefficient organisations; staff turnover and sickness absence are high whilst morale, productivity and profitability are low.

Any perceived efficiency gains from bullying are a short term illusion: Long term prospects are always at serious risk.

Those bullied become isolated, controlled and subjugated.

Unfortunately, research has shown that, bullying happens under the noses of those who should care enough to stop it but who don’t, either because they simply cannot believe it could happen, or because they fear of the consequences (for them) of doing something about it. Thus, targets of bullying and abuse are often not believed when they do report it.

It is reported, “people

who bully in adult life tend to be drawn to positions offering them ostensibly legitimate power of some sort, such as jobs that come with administrative or organizational authority over others. It is possible for a sufficiently dishonest person to abuse a position of trust to conceal negligence, incompetence, fraud and more, without ever being held accountable.

Subjugation and control by guilt and by threats of worse to come allows abusers to take what they want, and to minimize the risk of being reported, or of such reports being believed by, appropriate authorities.”

New GFA President, Okraku Promises To Rebuild Trust

Former sports journalist Kurt Okraku was elected as president of the Ghana Football Association following a third round of voting in federation elections in the capital Accra. Okraku secured 93 votes in the third round easily meeting the threshold of being elected the winner by crossing the 50 plus one mark. Okraku, 48, was the sole candidate in the third round of voting after his rival, George Afriyie, withdrew from the race and subsequently congratulated Okraku.

Okraku urged stakeholders of Ghanaian football to unite behind his leadership and work towards improving the state of local football.

“It is time for us to ignite passion and create wealth for everybody. It is time for us to work. It is time for us to let go of our feelings. It is time to build a new product for Ghana football which the corporate world, Ghanaians and the world will be proud of,” Okraku said.

and Asamoah Gyan were some of the dignitaries to congratulate Okraku following his win.

Okraku said the new era would be anchored on good corporate governance principles such as transparency, accountability, compliance and strict adherence to ethical values. Okraku replaces Kwesi Nyantakyi who resigned and is serving a FIFA life ban following the airing of a documentary last year. The documentary exposed bribery and corruption in the administration of football in Ghana. Okraku takes over from the Ghana FA Normalization Committee (NC) which was mandated by FIFA to steer the affairs of football in Ghana in the aftermath of the scandal.

The election of Kurt Edwin Simeon Okraku as President of the Ghana Football Association (GFA) may have come and gone, but what is most important at this point would be his ability to unite and join all forces for the common good of Ghana football.

Rightly so, chief among Okraku’s victory speech was clearly underscored as the new president of the GFA called on everyone to unite to help revive Ghana football.

This election would go down in history as the most democratic ever, as it afforded candidates the opportunity to lay out their solutions

to the myriad of problems confronting the administration of football in this country.

Candidates mapped out detailed strategies on how to restore sanity to our football in a contest of ideas. Manifestoes were launched, and debate organized all to test the capacity of the candidates to lead to the restoration of football.

In one of those mediums, George Afriyie, one of the front runners in the election decided not to take part. That dreadful decision may have cost him a few votes, as it clearly depicted a man who was so full of himself and assured of victory. However, we should not turn a blind eye to the bickering, slander, vilification, machinations, lies and alleged vote buying, as they did not add any beauty to the election.

It is a shame that even journalists, who were supposed to know better, were the co-conspirators.

The various security agencies once again failed to show their mettle by following up on some of these allegations which were rife. It is worrying that in spite of our tortuous journey, people aspiring to lead the administration of football in Ghana, would be complicit in the alleged influence of delegates.

In spite of the antagonism, this election has also shown the depth of knowledge of the candidates. Amanda Clinton showed great poise, grit and eloquence.

Apart from Kurt Okraku and the newly elected Executive Council, Accra Great Olympics and Alhaji Grunsah’s King Faisal benefitted immensely from the extraordinary congress.

The two clubs due to their longstanding issue in the law courts, have been included in the league to resolve the litigations, probably, to give the new administration, a clean slate to execute its mandate. Four years may be long but it will soon arrive in no time.

There’s a lot to do for Ghana football and this Okraku is fully aware; the status quo must not remain. The new president has already outlined his vision, and he would be subjected to strict scrutiny to fully meet his obligations.

Ghanaians are yearning for domestic football, and hopefully it would come to fruition. The enormous responsibility is however, a shared responsibility.

The state of the Akosombo Dam NEWS COMMENTARY ON THE STATE OF THE AKOSOMBO DAM AND THE WAY FORWARD The fact that the Akosombo hydroelectric dam is a strategic national asset cannot be discounted. Builtin 1965 at the cost of 130 million dollars, the rock-filled dam has helped greatly in the industrial development of the country and is currently considered as the cheapest source of power in Ghana.

With an initial installed capacity of 912 megawatts and subsequently increased to one thousand and 20 megawatts after retrofitting, the Akosombo dam has faithfully served the country and met its power needs with an excess generation being supplied to neighbouring countries.

Initially, the dam supplied electricity to the Valco Aluminium Smelter at Tema. The construction of the dam flooded parts of the Volta

Akosombo Dam River basin and led to the subsequent creation of the Volta Lake which serves as a fishing source to many people.

Recently water in the dam fell drastically below operating levels due to poor rainfall thereby affecting electricity supply to the country leading to what has now become known as Dumsor. This compelled the then government to resort to the use of power barges to supplement electricity generation.

Thankfully today, water in the Akosombo dam has stabilised rising to normal levels.

The Ford government is forcing electricity providers across Ontario to change the layout of residential hydro bills, making the province’s subsidy appear more prominently.

Starting in November, new hydro bills will show the full un-subsidized perkilowatt-hour price of electricity. The approximately 25 per cent in subsidies introduced by the previous Liberal government will be highlighted on one line, under the heading “Total Ontario Support.”

The only subsidy explicitly appearing on current bills is the eight per cent rebate of HST, as a further 17 per cent subsidy is buried in the per-kilowatthour price.

No changes are expected to the actual price that residential hydro customers end up paying for electricity, as hydro rates are in the middle of a promised four-year freeze.

It means when Ontario consumers check their hydro bills next month, the figures will look different, although the bottom line will remain essentially the same.

The full subsidy of electricity rates in Ontario does not appear on current hydro bills, only the rebate of HST. Starting next month, a higher perkilowatt-hour price will be shown, and the province’s subsidy will appear on a separate line. (CBC) The move is about fulfilling the government’s commitments on “improving transparency and accountability in the electricity sector,” said Energy Minister Greg Rickford’s spokesperson, Sydney Stonier.

“Electricity bills will be more transparent with a new on-bill rebate which will reflect the true cost of power and is clearly displayed in a single line item,” Stonier said in an email to CBC News.

A government-relations firm that analyzes the electricity sector questions whether there’s a political motive to the change.

“If the average Ontarian did not realize their bill was being massively subsidized, which polling indicates is the case, then showing a new government subsidy line on bills may give the appearance that the savings themselves are new,” says Mitchell Davidson, director of the Institute of Public Policy and Economy, an arm of the Toronto-based consulting firm StrategyCorp.

In an analysis published on the firm’s website, Davidson says it’s logical that the government should inform people about how expensive electricity really is, and how much the subsidy is. He also compares the government’s move to a car company offering a $1,000 rebate on the price of a new vehicle, rather than simply lowering its sticker price by $1,000.

“There is a chance that Ontario families credit the Ford government with implementing the new savings,” writes Davidson, a former policy adviser to Premier Doug Ford.

After sharply rising hydro bills became a big political headache for Kathleen Wynne’s Liberals, her government introduced what it called the Fair Hydro Plan, a 17 per cent subsidy of electricity prices. The plan was financed through borrowing that the Liberals equated to a longer amortization period on a mortgage. The extra borrowing costs did not appear on the government’s books, a decision that the auditor general criticized.

Government-commissioned polling suggested most Ontarians didn’t know electricity prices had come down during the latter phase of Wynne’s time in office, in large part because the Fair Hydro Plan subsidy did not appear on hydro bills.

The Progressive Conservatives repealed the legislation behind the Liberals’ Fair Hydro Plan but kept the subsidy in place, accounting for its $2.4 billion annual costs on the government’s books.

The PCs promised during the 2018 election campaign to cut the price of electricity by a further 12 per cent.

Air Canada is keeping the Boeing 737 Max off its flying schedule until Feb. 14, citing “regulatory uncertainty” that will affect thousands of passengers.

The country’s biggest airline had earlier scrubbed the 24 jetliners from schedules until Jan. 8.

Boeing has said it expects federal authorities to greenlight software changes to the bestselling aircraft in the fourth quarter, but regulators say they don’t have a set timeline.

The delayed return of Air Canada’s Max 8s comes after authorities across the globe banned the plane from the skies in mid-March following two fatal crashes in five months.

Marineland to sell 5 belugas to U.S. facility for research and breeding

Marineland has applied for permits to sell five beluga whales to a U.S. facility that plans to use them for research and breeding, which is currently banned in Canada.

The Niagara Falls, Ont., tourist attraction has struck a deal with Mystic Aquarium in Connecticut that would see the mammals move there in January 2020.

“We welcome the opportunity to support Mystic Aquarium’s worldclass research and are confident that the series of research studies they intend to undertake will significantly improve humanity’s understanding of this species, and positively promote conservation of wild beluga populations,” Marineland said in a statement.

Neither Marineland nor Mystic Aquarium provided financial details of the deal.

Exporting and importing captive whales is illegal in Canada under two new laws passed in June, but there are two exceptions: for research purposes or if it is in the best interest of the animals. The legislation also bans whale, dolphin and porpoise captivity, as well as breeding of whales.

Marineland, however, was grandfathered in the laws.

permits from the federal government.

A new law banned whale, dolphin and porpoise captivity, but grandfathered in the two facilities in the country, which includes Marineland, where they are already being kept.

A spokeswoman for Fisheries and Oceans Canada said the park has been issued one permit to export the animals under the Convention on International Trade in Endangered Species of Wild Fauna and Flora. But she said Marineland has yet to apply for the second permit, which must be approved by the minister.

Marineland is also in the process of moving two belugas to a facility in Spain, which was approved by the federal government in August.

The park’s president, Marie Holer, said in an affidavit filed with the U.S. federal authority - the National Oceanic and Atmospheric Administration - that the move of the five belugas is being done in part to increase space for its remaining whales. As of the March 4 affidavit, Holer said Marineland had 54 belugas.

Mystic Aquarium currently has three belugas, said Tracy Romano, the facility’s lead researcher.

“Pollution of all kinds noise, plastic, chemicals - is

ruining habitat,” Romano said in an email. “We need to know how to detect and respond. That becomes possible and effective when we better understand whales’ immune systems, hearing, diving, and other everyday behaviours.

Whales in the aquarium show us this information in a controlled setting so we can use it in the wild.”

All five whales were born at Marineland to belugas that were captured in the waters off the eastern coast of Russia.

Mystic Aquarium will own two of the animals while Georgia Aquarium will own three, according to documents filed with the NOAA. “It is estimated that a maximum of two calves would be born during the five-year permit, as only two of the belugas proposed for import are adults,” Mystic wrote in its import application to the NOAA. Mystic and Georgia Aquarium will split ownership of the calves under a breeding loan agreement between the two facilities.

“Incidental to the research, display of the beluga whales in the Arctic Coast habitat at Mystic Aquarium will occur,” Mystic wrote in its application.

The American public has until Dec. 2 to comment on the possible importation of the whales.

As the largest man-made lake in terms of surface area, the Akosombo Dam is a national relic and must be safeguarded.

It is trite knowledge that hydroelectricity is cleaner energy and a more preferable and renewable source than thermal.

Government must do well to build more of such dams to increase the country energy sources. It is good dams like Bui and Kpong have been added to the country’s stock of dams since Akosombo was constructed.

With the country’s rapid growth and industrialisation drive, we need more energy sources for accelerated development.

The Ghana Journalists Association and VRA must not rest on their oars but intensify education on such sensitive issues like power generation.

This will equip the media and public to counter any misinformation that can ignite fear and panic as far as hydropower generation is concerned in the country.

Ensuring local benefit from oil boom The development of these assets means that it is important that Ghana, in common with many other African nations, ensures that local workers and industry benefit from increased oil and gas activity.

“There is a recognised need to develop local capacity in all aspects of the oil and gas value chain through education, skills and expertise development, transfer of technology and knowhow and promote an active research and development regime through collaborative efforts locally and internationally,” Dr Kofi Koduah Sarpong, said.

In Ghana in recent years, attention has been focused on the need to have a portion of locally produced materials, personnel, financing, goods and services rendered to the oil and gas industry with measurable monetary impact. “In tandem with this goal is the pursuit of local content participation, which refers to the level of Ghanaian equity ownership in the oil and gas industry,” Sarpong added.

“Ghanaianowned businesses in the energy sector must be encouraged to increase their participation in this emerging and growing sector. This, surely, will be a more sustainable way of realigning the sector to the needs of the country in terms of employment creation and economic growth whilst reducing the impact of capital flight on the economy.”

Ghana’s oil and gas industry continues to attract key global industry players on the back of sustained investor interest, due largely to the favourable investment climate and stable democracy. “The potential of the sector to be a driver for Ghana’s desired economic growth is evident,” Sarpong concluded. “But I hold the view that true benefits of the oil and gas sector and ultimately economic growth can be obtained only when Ghanaians capture a respectable level of value from the sector. For a country pushing for selfdependency; a Ghana beyond aid, this noble call is not misplaced, and the time to act is now.”

Canada Immigration’s Perception of Legally Valid and Genuine Marriages Unlike parent-child relationship, marriages and adoptions are principally non-biological. The origin and continued existence of such relationships are proved by documentation and by some other means other than biological. The Immigration cannot presume that relationships like marriages and adoptions are legally valid and genuine.

The onus of proving the legal validity and genuineness of such relationships is on the applicants. It should be noted that, in the eyes of the Immigration, a legally valid adoption or marriage is not necessarily, or conclusively, a genuine relationship and vice versa.

Canada Immigration would recognize marriage for immigration purposes only when the marriage in question is valid under the laws of the jurisdiction where the marriage took place and under Canadian law. Customary marriages may pose some problems but if the marriage is done in accordance with the laws of the jurisdiction where the marriage took place,

Canada Immigration may not have serious concerns.

Proxy marriages – be it civil or customary – are currently unacceptable in Canada for Immigration purposes. Section 5(c) of the Immigration Regulations have been amended to read “both parties are to be physically present at the time of the marriage ceremony” while section 117(9) states that if one of the parties was not present, then the foreign national is not considered a member of the family class.

Generally, Canadian laws would require a married couple to have a marriage certificate by following the necessary legal procedure. The laws require previously married applicants to be legally divorced before

they marry again. Canada Immigration would generally recognize a foreign divorce for two partners who are ordinarily resident in Canada for immigration sponsorship purposes when the divorce is issued from a nondomiciliary court where the decree is recognized by the law of domicile of the parties provided either of the spouses was ordinarily resident in the foreign jurisdiction for one year immediately preceding the application for the divorce.

The Canadian laws require that two people who contract marriage should not be related by whole-blood, half-blood or by adoption. Also, to be recognized for immigration purposes, foreign national spouses must be 18 years of age. Section 117(9)(a) of the Immigration Regulations excludes spouses under the age of 18 years from family class membership.

The legal requirements aside, a marriage must be genuine in order to warrant immigration sponsorship consideration.

Several factors such as multiplicity of marriages and

common-law relationships, duration of previous marriages, period of courtship, degree of interdependence, amount of time spent together, level of knowledge of each other’s relationship histories, knowledge of and contact with extended families of the parties, financial support and communication all combine to determine genuineness of a marital relationship for immigration and sponsorship purposes.

Some cases of sponsorship refusals are based – directly or indirectly - on issues related to the previous marriages.

In situations where partners separated as soon as the sponsored relative obtained permanent residency, there is the suspicion of marriage of convenience. Also, cases of multiple marriages are sometimes singled out for special treatments. Incidents of multiple marriages within “unreasonably” short period of time are causes for concern.

One should not underestimate the investigative capabilities of the Immigration. The Immigration authorities store

past information for future use and reference. For that matter, applicants must draw their counsel’s attention to past and present information they might have provided the Immigration that could be relevant to their cases. Applicants should be truthful and consistent with the information they give to their counsel and to the Immigration. The effectiveness of a counsel could be severely limited by non-disclosure of facts, inadequate cooperation, untruthful disclosure and inconsistency Issues related to spousal sponsorship are becoming increasingly complex. Seek the assistance of a competent professional whenever necessary to avoid unnecessary and costly appeals and delays in your sponsorship.

70 years of GJA Presence, the contribution of journalism and the way forward cannot be overlooked. 70 years of the GJA presence in Ghana is worth celebrating and should be time to strategically plan for Ghana’s Media Landscape.

Edward Bulwer-Lytton in 1839 said “The pen is mightier than the sword” his simple but deep meaning-centered metonymic adage as an English author is real, forwardlooking and the bare facts today and into the future as far as the role and power of the 21st journalist is concerned.

This is what the GJA and the Ghana Institute of Journalism have become important linchpin in the history of Ghana, in communicating, informing, and making bare facts and realities home and abroad known using the pen.

The function news plays in the lives of people is immense.

News is an important source of information on happenings, events, sports, business home and abroad and it empowers the receivers with the needed piece of information that empowers them. Its role is not measurable and so efforts to keep the relevant and meaningful news always on the table means the journalist is at the center as the agent.

Importance of Journalists over the past 70 years of GJA presence Journalists use the news and information at their disposal to serve as independent monitors of power.

The public will be a drop in the ocean without journalist hence through the news shared by media houses and journalist, the society becomes a public forum for criticism and comments on happenings shared with them. Vivid examples have to do with the CSE saga and the 1D1F initiative and the coverage of the 2016 General elections in Ghana.

The longest flight in the world just landed after nearly 20 hours in the air

By David Slotnick/Business Insider Australian airline Qantas successfully completed the first-ever nonstop flight between New York City and Australia, landing in Sydney just before 7:45 a.m.

Sunday, Sydney time, after 19 hours and 16 minutes in the air.

The flight, designated QF7879, became the longest commercial flight in the world, surpassing Singapore Airlines’ regular commercial service between Singapore and New York.

Qantas also plans to test a nonstop flight from London to Sydney in the coming months. That route would be about 500 miles longer, adding up to an hour of flight time.

Airplanes and airlines are more technically advanced than ever before, with better fuel efficiency, longer ranges, and computer-aided logistical planning. But as some flights get longer, the question is whether passengers and flight crews can tolerate more hours in the air without a layover to break things up.

Qantas used the flight and plans to do the same for the London flight to conduct research into how pilots, cabin crews, and passengers coped with

the long flight time, as well as to test efforts to minimize the impact of jetlag as passengers cross 15 time zones.

The flight a repurposed delivery flight of a new Boeing 787-9, from Boeing’s Seattle plant only had 40 passengers and 10 crew, including four on-duty pilots. Passengers included several Qantas frequent flyers participating in the research study, off-duty Qantas employees, researchers, and media, including this reporter.

Islamic State group announces successor to al-Baghdadi The Islamic State group is mourning the death of its leader Abu Bakr al-Baghdadi and has announced a successor in a new audio release.

The group identified the new leader as Abu Ibrahim al-Hashimi in the audio released Thursday by the IS central media arm, al-Furqan Foundation.

The speaker in the audio also confirmed the death of Abu Hassan al-Muhajir, a close aide of al-Baghdadi and a spokesman for the group.

respected and honoured as they continue to deliver this all-important service as the eye of the citizenry.

This also calls for mutual respect between the stakeholders such as the public, and government without frustrating the work of journalist which will help enhance the work they do.

It also calls for a professional approach to quality professional journalism and efforts by the government to ensure, it does not act in ways that suggest, it is preventing some media houses from doing their work.

This calls for the government and the National Media Commission of Ghana to quickly resolve issues regarding the closing down of some radio stations including Radio Gold and Radio XYZ which are seen as proNDC. It is also a call on journalists to be objective, and do factbased reports devoid of personal sentiments as often as possible.

While there is the need to encourage and make sure the right thing is done by media houses in obeying laws that govern their operations, we as a nation must also weight the implications of such actions and the benefits of these stations to the political landscape of reportage.

Fraud, corruption trial underway for former SNC-Lavalin executive Sami Bebawi The fraud and corruption trial of a former executive with the Montreal engineering giant SNC-Lavalin has gotten underway at the Montreal courthouse.

Jurors were selected earlier this week in the trial of Sami Bebawi, and the first witnesses are due to testify today.

Bebawi, 73, faces eight charges including fraud, corruption, laundering proceeds of crime, possession of stolen goods and bribery of

foreign officials.

The charges were laid in 2014, following an RCMP investigation that also led to charges against the company itself for paying nearly $48 million to Libyan officials to allegedly influence government decisions.

SNC-Lavalin is also accused separately of fraud and corruption for allegedly defrauding various Libyan organizations of roughly $130 million.

The case against SNCLavalin remains before the courts.

Bebawi is the last of several former SNCLavalin employees still facing charges for his ties with Libya.

Earlier this year, Stephane Roy, another former executive, received a stay of proceedings due to unreasonable delays in bringing his case to trial.

“I feel better than I usually do,” Nick Mole, one of the passengers in the research study, told Business Insider about 17 hours into the flight. Mr. Mole often flies in business class, but said that he feels better rested after an ultralong-haul direct flight, rather than one with a connection, including Qantas’ service to New York via Los Angeles.

“I’m not sure I’d want to do 20 hours in the back of the plane, though,” he added.

As part of the flight, Qantas altered the normal service routine, adjusting to Sydney time as soon as the plane was in the air. Cabin lighting, meal services, and food options were tailored to help passengers and crew either feel more awake, or be more attuned to nighttime.

The “lunch” meal served at around 11:15 p.m. New York time included options like spicy tomato soup, a spicy Mexican-style chicken breast, and braised beef short ribs, while the “dinner” meal at around 4:15 a.m.

“The timing and service helped,” Mole

said. “I got some good uninterrupted sleep.”

The primary flight crew, which also took part in extensive testing, including brain-wave measurements and melatonin analyses, also ate the adapted meals and worked on a custom tailored shift schedule.

The pilot-in-charge, Captain Sean Golding, described the shift period for the four pilots, who worked in two shifts: “The whole crew will be on for the first hour-and-a-half. Then, I’ll take a twoand-a-half hour break. I’ll work for the next five-and-a-half hours, sleep for the next five-and-a-half, work the next two-and-a-half, and we’ll all be on for the final approach and landing.”

“Sometimes, I sleep better on the longhaul flights than I do at home,” he added.

Sarah Efumwaa Obeng 2 GREAT WAYS TO IMPROVE YOUR MENTAL HEALTH I am your friend and I love you. I mean it and I am privileged to do this for you, as well as myself. I am led to talk about mental health in this piece.

We all need great mental health and we need to maintain it when we have it and we need to keep improving on our mental health.

Mental health generally means the state of our emotional, psychological and social well-being, holistically. I remember years ago learning about health in a different way; that health is when our physical, emotional, biological, financial, socially, and actually every aspect of our lives, is in great state and in harmony that we’re happy and content about our lives. What a great understanding of health. This was from the St. Francis Xavier University where I studied community development health.

This essentially means that when one aspect of our lives is lacking in terms of its health and thus not in harmony with the other parts of our lives, then we’re not holistically healthy.

When it comes to mental health, a simple way to think about it is like this: our mental health affects how we feel and think, as well as how we act in certain situations. If it’s not ‘all together’, then we don’t have a great mental health, so we need to take care

of ourselves to make things right so that at the end of the day we’re able to manage the daily issues we encounter with emotional intelligence and logical. This prevents a a negative ripple effect on other areasof our lives or other people.

The World Health Organization (WHO) says “Mental health is defined as a state of well-being in which every individual realizes his or her own potential, can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to her or his community.”

If you don’t have a ‘doctor’s diagnosis’ of a mental health condition that’s great, but keep in mind it doesn’t necessarily mean that you don’t have mental health issues.

We have to be able to exhibit selfcontrol and manage our lives and the inevitable interconnection with the lives of others and situations such that we’re not leaving behind a trail of negative effects – this is great mental health. I believe we all must master how to manage our emotions to get the best out of them for ourselves and those around us.

Everyone has their hard times but the mismanagement of those times and the negative consequences are even harder on us and others.

The thoughts of going out on the

street and stabbing a stranger because you have a Master’s degree and don’t have a job when others with fewer qualifications have good jobs; that’s out rightly poor mental health. You were born in a developed country and can’t access great opportunities, yet when immigrants are making the best of the systems and structures in the same country, you find that you hate immigrants for that reason; that’s nota healthymental state – check yourself and seek help. No doctor should diagnose you of a big or small condition such as anxiety or depression; if you feel you’re going through anything (mental health or otherwise) please seek help from a qualified professional. - prioritize your emotional well-being. There might be important things you’ve let fall by the wayside, and getting back on track can mean the difference between just getting by and living an optimal life.

Here are two ways I believe will help us all to improve our mental health.

BUILD AND MAINTAIN HEALTHY THRIVING RELATIONSHIPSIn one of my articles I mentioned the importance of relationships and the need to start building some. It’s not cheap; you have to be willing to invest time, and other resources. Don’t just go out there looking for friends – be a great

fact and understanding that more than hundred million men and women, particularly between the ages of 15 and 35, were forcefully uprooted and dreadfully transported from their motherland. They were extracted from their paths of development and transplanted to foreign lands under a system of slavery.

Noteworthy to mention is their separation from their kin in these foreign lands.

The world is yet to fathom what Africa would be like today, had the content not been subjected to the extraction of her most precious resource, her people. One can fairly state that slavery had a devastating effect on the development of Africa as a force to be reckoned with globally.

The system divided the peoples of Africa, which seems, no doubt, to be permanent.

In our attempt to internationalize Emancipation Day, it is of utmost importance that we understand that never again must the African or any other race be reduced to the level of Chattel to be less human. The price of freedom is eternal vigilance.

Emancipation Day thus represents that vigilance which all peoples of conscience should celebrate.

Emancipation is not only freedom to the enslaved, but also the enslaver. No nation can claim to be free if its existence is based on the enslavement of its people or another race. The entire world is fully aware of the long existence of Chattel Slavery and its impact on man.

Yet, the international community has not seen it fit to acknowledge its abolition.

This is a historical omission that the Caribbean Historical Society seeks to correct.

In the words of the South African Ambassador to Ottawa, H.E. Mr. Billy Modise, in thanking the Caribbean Historical Society for the invitation to the launching of the internationalization of the Emancipation Day at the City Hall, Ottawa on November 24, 1996, “I would like to take this opportunity to congratulate your societies for this worthy initiative. August 1st, 1834 is a very significant and important milestone in the history of mankind.

It was a stepping-stone towards the ideal of total freedom for people of African origin. As one cannot say that total freedom has already been achieved in all cases, it behoves all to continue working towards real total

emancipation and freedom throughout the world. The abolition of Chattel Slavery should be seen, therefore, as part of a process which has not yet completely reached its end”.

The continued success of emancipation celebrations, however, is very much dependent on the involvement and participation of the countries from the African continent. The Caribbean Historical Society staunchly believes those Africans at home and abroad must be encouraged to see the wisdom of the internationalization of Emancipation Day. Its acknowledgement is absolutely necessary.

It is imperative that we all come together on August 1st each year to give thanks and praises to our great ancestors who featured prominently in the emancipation process.

They have paved the way for us in their glowing spirit, determination, purpose and meaning of emancipation. Let us allow their blood, sweat and tears to continue to inform our lives as we prepare to meet the challenges ahead.

Obesity and smoking are terrible, obviously, but you bet loneliness is just as bad – according to this study. We’re not meant to do this thing called life alone. You will die before you know it. Go out there and ask for help if you need it, ask for friendships – it doesn’t make you weak; it brings out the strength in you. Invest some money and time into building and maintaining friendships. Some people might need to get out of your life to make room for new more positive relationships.If you find yourself around people who are negative and always spewing how terrible life isand will be, it’s perhaps time to exit from those relationships for more positive experiences. Or maybe, you are that kind of a person, exit yourself from people’s lives and get some good books to read and shift your mindset. Prioritize your mental health by building great relationships and give some more meaning to life because life is good. A few months ago, I met a lady of Korean origin at a seminar and we sat next to each other. There was a third lady (Mexican origin) and we were all having a conversation. I tried to build a relationship with both of them but found the Mexican was not interested.

I simply focused my attention on the more receptive Korean woman. We endedup exchanging numbers and today we have a great relationship that’s growing. We both understand we need to invest into the friendship to nurture it. She told me how she also wanted to connect with me because we clicked easily but she wasn’t sure how to. I made her life easier! Some will come aboard and other won’t – it’s part of life, don’t hold grudges andmove on.

It’s your life and you choose who comes in and who doesnot. Take time and effort when it comes to relationships because they can make or break you, and you don’t want to be broken.

HAVE AND LIVE WITH AN ATTITUDE OF GRATITUDE Need not be told that anxiety and stress yield nothing but more of themselves and their kind. If you can do something about a situation then why be anxious – just do it and wait for the results. On the other hand, if you can’t do anything about it (at

least you can think positively about it and leave the rest to the outcome) what’s the point of stressing and being anxious? It is a waste of your precious emotional energy and time.

When or if you’re anxious, you breed negative thoughts and that can be a slippery slope. No one is immune to problems. Everyone has their own share but some people pretend they have none – they’re smart! What’s the point of focusing on your problems?

They get bigger and take your energy with them. That same energy could be channeled to positive thoughts and expectations – read your goals and double down on your dreams when things get tough.

Let me tell you a funny reality and make your judgement, okay. Just a few days back, precisely, three days ago, I was with a group of friends and we were discussing the topic gratitude and I shared my opinion that, when we have problems (and this is for Christians) one of the best we can do is to pray about them and commit them to God for help and solution and then move on to thinking and being grateful for the good things in our lives and not dwelling on the problems we have. For me, when you dwell on problems they get bigger and take up space in our minds so we should desist from doing that. One of my friendscountered my opinion and said no! She was of the view that we should think about our problems and dwell on them and make them big in our minds because that’s how God notices the problems and solves the problems for us! I will leave it to you to dissect the above scenario and hopefully, discuss with people in your life and come to your own conclusion!

Well, one way I know for sure to combat negative thinking is by practicing gratitude and journaling daily. I do this becauseI feel blessed to be alive. This daily practice has been my routine for the past four months and it’s powerful!

Spend 10 or 15 minutes journaling about the things you’re thankful for, both small and large and everything in-between. Strive to list anywhere from 3to 10 things.

Explore the big-picture things you’re grateful for, such as your health or family, as well as small, things you’re thankful for, like the nice weather or a compliment a stranger gives you.

Start living out this lifestyle and teaching it to your kids, and don’t procrastinate on this one! Beginning today, what are you going to starting doing to make the shift into this amazing lifestyle?

The Church of Pentecost Canada Dedicates New Church Building

The Church of Pentecost Canada dedicated its new ultra modern church building in Toronto on Sunday October 20th, 2019. The church building sited on 3-11 Arrow Rd provides sanctuary for two Districts namely North York (McKeown) and Pentecost International Worship Centre (PIWC). It was a 4-day event which started on Thursday October 17, and climaxed on Sunday October 20th, 2019 with the building dedication.

The 2nd Global Inspiration Awards Night-Toronto was held on Saturday, October 26, 2019 at the Pearson Convention and Banquet Hall in Brampton amidst pageantry and novelty.

The function which was organized by the Endless Possibilities & Hope Development Organization saw the hardworking Mayor of Brampton, Hon. Patrick Brown in attendance with very inspiring words for the organizers and awards recipients of the night.

Endless Possibilities is a Canadian and Ghanaian Charitable organization dedicated to uplifting

humanity through various initiatives such as Education, Sports, Philanthropy and Humanitarian works, skills development, women and girls empowerment and more.

The eventful night began with an inspiring address by the founder of Endless Possibilities, Ms. Anna Aidoo during which she introduced her sister, Ms. Vida Prempeh from Ghana who travelled to

Canada to promote the fundraiser for the work the organization is currently doing in Ghana. Habits, Sins of past economic managers no more on Ghanaians - Akufo-Addo President Akufo-Addo, has assured Ghanaians that his Government will continue to “demonstrate its commitment and determination to ensuring that the habits and sins of past managers of our public finances are no longer visited on this or future generations.”

Speaking at the 8th Edition of the Ghana Economic Forum, on Wednesday, 30th October, 2019, the President stated that if Ghana is to realise her vision of moving to a situation beyond aid, that is a Ghana no longer dependent on the benevolence or charity of foreign taxpayers and donors for the management of her public finances, “we must change course, hence the establishment of the Presidential Fiscal Responsibility Advisory Council.”

Ghana, President Akufo-Addo noted, is now the only other country in sub-Saharan Africa to establish a Fiscal Council, after the Republic of Mauritius.

The Council, composed of eminent economists, is headed by a former Vice President of the IMF and former Governor of the Bank of Ghana, the distinguished public servant, Dr. Paul Acquah, whose remit is to advise the President on ensuring compliance

with fiscal law, rules and targets, which include a budget deficit of not more than 5% of GDP, a positive primary balance, and a debt to GDP ratio of not more than 65%, as provided by law, the first time such a law has been enacted in our history.

“I am committed to fiscal rectitude becoming an essential feature of our DNA in the management of our public finances and national economy”, he assured.

Describing the achievements in financial and economic stability chalked by his Government as “just the building blocks”, President Akufo-Addo stated that the actual building “will have to be constructed by the private sector, because my Government believes in the primacy of the private sector, and we will continue to improve the business environment, and offer the critical support needed for the private sector to survive and thrive.”

Government, he said, has introduced a Business Regulatory Reform Programme, which is a 3-year initiative coordinated by the Ministry of Trade and Industry,

and implemented in partnership with other stakeholders, aimed at improving the business atmosphere in the country.

“Consisting of seven (7) components, the Programme will help Ghana to have one of the most transparently and efficiently regulated business environments in Africa,” the President added.

The seven components are “Targeted Reform Initiatives”, which will ensure that Ghana’s position in the annual Doing Business Ranking improves significantly; “One-Stop Registry of all Business Regulations”, which will ensure that the inventory of business-related acts, legislative instruments, regulatory notices, and administrative directives are available in a single electronic registry.

The others include “A Voice for All in Public Consultations”, which is an interactive web portal for public consultation with government on business-related policy, legal and regulatory changes; “Rolling Review of business regulations, using Regulatory Guillotine principles”, which is a functioning e-Registry and Consultations Portal that will enable Ministries, Departments

The President added that “Targeted Regulatory Relief” which will grant SMEs, at early stages of

development, targeted relief from regulatory requirements in order to stimulate higher levels of entrepreneurship and job creation in strategic sectors, and gradually phase-in standard rules as the firms begin to grow; and “Permanent Public-Private Dialogue Mechanism”, which provides a permanent mechanism for structured dialogue between Government and the private sector, are the two components of the reform programme.

“These reforms to improve the business environment complement and reinforce the strong measures that have been taken for financial and economic stabilisation.

Together, these reforms and measures position Ghana strategically to take maximum advantage of the African Continental Free Trade Area, and strengthen our role as the host country for its Secretariat,” he said.

The study, published Wednesday in the medical journal Clinical Cancer Research, says the drug metformin may be able to halt and possibly reverse scarring of the ovaries that occurs with age.

Always allow the brush dry completely after you’ve finished cleaning the toilet bowl so you’re not scrubbing the same bacteria back into your toilet the next time you use it.

Lead author Curtis McCloskey, who is now a postdoctoral fellow at Toronto’s Princess Margaret Cancer Centre, says one of the primary risk factors for ovarian cancer is the number of ovulations a woman has throughout her lifetime.

McCloskey, who performed the study while he was a PhD student at the University of Ottawa, adds that is why the birth control pill, which blocks ovulation, reduces women’s risk of the disease.

“The ovary is constantly in a state of change, growth and retraction,” McCloskey explains. “That causes what we call a wound response, so the ovary essentially has to fix itself. When that happens repeatedly, you can get scarring ... or fibrosis.”

The research team examined 27 ovaries removed from women between the ages of 21 and 82. McCloskey says most of the ovaries from post-menopausal women were fibrotic.

But there was one outlier - an ovary from a 69-year-old woman.

“I was all excited that a lot of the ovaries that I was looking at fit with the hypothesis we had that postmenopausal would have more of this scarring,” McCloskey says.

After consulting with the research team’s pathologist, they discovered that the woman had Type 2 diabetes and had a long history of taking metformin.

“This rang a bunch of bells because I was familiar with a study done in 2015 that showed that diabetic women who took metformin had up to an 80 per cent reduction in the risk in developing ovarian cancer,” he says.

Barbara Vanderhyden, chair of ovarian cancer research at the University of Ottawa who helped in the study, says the finding is promising because fibrosis creates a niche where cancer cells like to live and grow.

“Of course, if there are no cancer cells around, it’s not a problem. But if there are cancer cells that develop or that land there, then you have a higher risk of tumours starting to grow in that niche,” Vanderhyden says.

Ovarian cancer is the fifth most common cancer in women, and among the deadliest, with a five-year survival rate of 45 per cent. Women who have a family history of ovarian cancer or a mutation of the BRCA gene are at greatest risk of the disease, Vanderhyden says.

“It’s not very common to detect the cancer early and the outcomes don’t differ from the ones that are diagnosed a little later,” she says.

“The only prevention strategy that is currently in play is actually removal of the reproductive tissues, which is obviously a rather dramatic solution.”

Although oral contraceptives also reduce the risk of ovarian cancer, it is not as effective removing the ovaries and fallopian tubes, Vanderhyden says.

“Our goal is to find a middle ground, where women who still are having children or still wanting to have children but are known to be at high risk, might have something that they can take that would reduce that risk until the point where they feel more comfortable in having their reproductive tissues removed,” she says.

McCloskey says he hopes to see scientists go further with the study by examining patients in an non-invasive way.

He suggests doing tests similar to a mammogram to detect the state of a woman’s ovaries, and giving her metformin for a year to see if the fibrosis goes away.

“Some sort of method like that would have to be developed, I think, to monitor if the drug is doing what we think it’s doing in patients.”

Who should have a Pap smear?

Definition A Pap smear, also called a Pap test, is a procedure to test for cervical cancer in women. A Pap smear involves collecting cells from your cervix — the lower, narrow end of your uterus.

Detecting cervical cancer early with a Pap smear gives you a greater chance at a cure, should cervical cancer be detected. A Pap smear can also detect changes in your cervical cells that suggest cancer may develop in the future.

Detecting these cells

early with a Pap smear is your first step in halting the possible development of cervical cancer.

Why it’s done A Pap smear is typically done in conjunction with a pelvic examination — a procedure that allows your doctor to examine your external genitals, vagina, uterus, ovaries and rectum. Although pelvic examinations can screen for reproductive problems

A number of organizations have recommendations regarding when a woman should have a Pap smear.

Groups generally agree that you should have your first Pap smear about three years after first having sexual relations or at age 21, whichever comes first. After age 29 recommendations differ slightly but it is generally recommended that women undergo Pap test between 1 to 3 years depending on their individual circumstances. Women who have risk factors

should have tests yearly.

Some risk factors include :A diagnosis of cervical cancer or a Pap smear that showed precancerous cells , Exposure to diethylstilbestrol (DES) before birth , HIV infection or Weakened immune system due to organ transplant, chemotherapy or chronic corticosteroid use.

On the other hand, women who have had hysterectomy (surgery to remove the womb), or women over age 75 who have had 3 negative tests in previous 10 can stop having Pap smears.

Risks A Pap smear is a very simple test. It is generally done in a doctors office and does not require anesthesia.It is a safe way to screen for cervical cancer. However, a Pap smear isn’t foolproof.

It’s possible to receive false-negative results — meaning that the test indicates no abnormality, even though you do have abnormal cells.

Estimates for the occurrence of falsenegative results with a conventional Pap smear vary widely but are at least 5 percent — or one in every 20 women. The liquid-based Pap test, in

which the sample of cells is preserved in liquid rather than smeared on a microscope slide, provides fewer falsenegative results. With either test, false-positive results — when the test indicates an abnormality when there really isn’t one — are extremely rare.

A false-negative result doesn’t mean that a mistake was made.

Many factors can cause a false-negative result, including: •

Blood or inflammatory cells obscuring the abnormal cells

Although it’s possible for abnormal cells to go undetected, time is on your side. Cervical cancer takes several years to develop. And if one test doesn’t detect the abnormal cells, the next test most likely will.

Results The Pap smear can alert your doctor of suspicious cells that need further testing.

Normal results If only normal cervical cells were discovered during your Pap smear, you’re said to have a negative result. You won’t need any further treatment or testing until you’re due for your next Pap smear and pelvic exam.

Abnormal results If abnormal or unusual cells were discovered during your Pap smear, you’re said to have a positive result. A positive result doesn’t mean you have cervical cancer.

What a positive result means depends on the type of cells discovered in your Pap smear.

All abnormal results should be discussed with your doctor to determine the significance and also plan further tests.

Married women should discuss results in the presence of their husband or a family member.

Single women should be accompanied by a family member or a trusted friend for support. It is important to understand that a positive test does not necessarily mean you have cancer.

Health minister urges Ontarians to get flu shots TORONTO - Health Minister Christine Elliott is urging Ontarians to get their flu shots, saying that last year 5,000 people in the province were hospitalized due to the viral infection.

Elliott says there is a lot of misinformation about vaccines, so she wants to stress that the flu vaccine is safe, free, and the best protection against getting sick.

Elliott, who got her vaccine today at a pharmacy, says even if people aren’t concerned about getting sick themselves, it’s important to get the flu shot to protect family, friends and neighbours.

Flu shots are available at family doctor and nurse practitioner offices, public health units and participating pharmacies.

She says it is especially important for young children, pregnant women, and people aged 65 and older.

Earlier this year, Elliott had said that the flu season in Australia suggested that Ontario’s would be worse than usual this year, but now she says fortunately that has not come to pass.

many Gospel Musicians and Pastors from the Ghanaian community in the Greater Toronto Area (GTA). During Merck Africa Asia Luminary, more than 1000 Healthcare providers, policy makers, academia, researchers and health media from Sub- Saharan Africa, more than 50 English, French and Portuguese speaking countries benefitted from valuable educational and social development sessions by top International experts in Diabetes, Fertility, Oncology, Women health and Cardiology with the aim to raise health awareness and improve disease management, early detection and prevention, build healthcare capacity and improve access to quality and equitable healthcare solutions across the continent.

During the conference, Merck Foundation also marked an important occasion; the 2nd Anniversary of Merck Foundation.

Winners of ‘Merck More Than a Mother’ Media Recognition, Fashion and Film Awards of Ghana were also announced during the Award ceremony on 29th of October night.

The Awards ceremony was intertwined with sumptuous dinner and captivating music and entertaining Spanish professional dancers. Many were astonished at the skills of the Canadianborn virtuoso Grenville Pinto who is a classically trained musician! No wonder, he was awarded Excellence in Arts Award during the night.

Presentation of awards in 14 categories including excellence in arts, law enforcement, community development, youth leadership, volunteerism, resilience, global citizenship, humanitarian, aviation and journalism among others took place.

Four hardworking members of the Toronto Ghanaian community were honoured with Global Inspiration Awards in Leadership and in Education. Mr. Emmanuel Duodu who is the President of Ghanaian Canadian Association of Ontario (GCAO) received the Excellence in Leadership Award for igniting passion with his leadership style for the community to harness all resources towards the

Ghanaian Canadian Heritage Center project. Also, Mr. Kwabena Frimpong, an Executive Liaison to “anti-racism, equity & social justice” committee of the Elementary Teachers of Toronto (ETT) was given the Excellence in Education award for his role in initiating and running a program called Promoting Teaching to Underrepresented Groups, for grades 7 and 8 students in schools across the Toronto District School Board (TDSB).

Kwabena has also organized parents to come together to address issues faced by children in the education system.

Sally Amon Kotey, who currently works for the Canada Border Services Agency as Trade Compliance Officer , a member of the Ghanaian Women Association of Georgia (GWAG) was among those honoured. Sally who in the last two years has raised money to furnish and transform maternity wards at hospitals across various regions and towns in Ghana bagged the Volunteer Award. The Resilience Award went to Elizabeth Daniels. She founded Honam Naturals and has been educating others about Lupus and Scleroderma, and is running an up and coming business which has created jobs both in Canada and Ghana proving that natural products do help in treatments.

VEGAN POTATO LEEK & ARTICHOKE CHOWDER

JOLLOF RICE

INGREDIENTS

400g - Rice

INGREDIENTS 200g - Onions

•

2 tbsp extra-virgin olive oil, plus more for drizzling

2 tbsp - Powdered Shrimps

•

leeks, white and light green parts, thinly sliced and rinsed (3 ½ cups)

400g - Fresh Tomatoes

•

½ cup chopped celery

(Blend)

•

½ cup chopped carrots

1/4 ltr. - Cooking Oil

•

½ tsp sea salt, plus more to taste

1 ltr. - Water

•

Freshly ground black pepper

200g - Tomato Puree

•

3 garlic cloves, minced

2 Stock Cube

•

1 ½ lbs Yukon Gold potatoes, chopped

1 tbsp Powdered Pepper

•

4 cups vegetable broth

1/2 tbsp Mix Spice

•

1 (14 oz) can artichoke hearts, drained and chopped

1 tbsp Mill Ginger/Garlic

•

½ cup raw cashews

•

1 ½ tsp Dijon mustard

•

1 tbsp capers

•

3 tbsp fresh lemon juice

•

½ to 1 cup water

•

¼ cup fresh dill, plus more for garnish

•

¼ cup chopped chives

Salt to taste

METHOD: 1. Prepare tomato gravy with cooking oil by adding chopped onions, tomato puree and shrimps powder.

2. Add mill ginger and garlic with all dry ingredients 3. Cover to cook for 5 minutes

METHOD:

4. Add water to the gravy and leave to boil

Heat the oil in a large pot over medium heat. Add the leeks, celery, carrots, the salt, and a few grinds of black pepper. Sauté, stirring occasionally, until the vegetables begin to soften, 8 to 10 minutes, turning down the heat if they start to over-brown.

5. Add rice, stir and correct the seasoning and cover to cook for 15 minutes.

ACCOMPANIMENT:

Add the garlic and sauté for 1 minute more. Add the potatoes and the broth.

Bring to a boil, then reduce the heat and simmer for 15 to 20 minutes, or until the potatoes are tender. Stir in the artichokes.

Let cool slightly, then transfer one-third of the soup to a blender along with the cashews, mustard, capers, and 1 tablespoon of the lemon juice. Puree until smooth, and then pour the mixture back into the soup pot. Stir in the water, as desired, to thin. Add the dill and the remaining 2 tablespoons lemon juice. Season to taste with more salt and pepper and serve.

Avocado and Tuna Salad

METHOD 1. Clean and cut chicken 2. Season and steam for 20 minutes 3. Add all ingredients except groundnut paste 4. Mix groundnut paste with 1/2 liter water.

5. Cook paste in clean saucepan, until oil comes on top and leaves the side of the pan 6. Add the remaining water to the cook pasted 7. Add the mixture to the steamed chicken 8. Correct the seasoning, reduce heat and allow to simmer for 15 minutes 9. Add okro and other vegetables Accompaniment: Fufu, Banku, Kokonte or Kelewele

Note: Beef, Fish and Crobs could be used.

Deuteronomy 4:29 (NIV) Introduction In our quest to cultivate an intimate relationship with God through personal time of prayer, we have looked at the ACTSL model of prayer.

In the lastarticle we startedlooking at the F.E.L.L.O.W.S.H.I.P model of prayer. This follows a ten-step pattern of prayer to enhance and deepen our fellowship with God. Arise and pray. Choose a specific time, select a specific place and follow these steps to pray asking God for a deeper and stronger fellowship with Him:

1:11). Paul emphasized that he always prayed this for the saints because he understood how important it was.

Walking worthy before the Lord is not the same as seeking to be worthy so as to earn our forgiveness; rather, it is about having a worthy response to God that prepares us to walk in the fullness of our calling, referred to as fulfilling “all . . . His goodness.”

Too many believers come up short of what God has invited them to walk in because of their half-hearted choices.

Jesus urged us to pray that we may receive grace to walk worthy of this calling, to escape the compromises in the end times, so that we may stand in victory before Jesus (Luke 21:36). Paul prayed that God would sanctify the disciples completely, and that they would walk in such a

The subject of speech was on David’s “prayer list,” as he also asked the Lord to help him control the words of his mouth until they were pleasing to God (Ps. 19:14).

David purposed that he would not sin with his mouth and that the Lord would set a guard over his speech (Ps. 17:3; 141:3).

Apostle Eric Kwabena Nyamekye, Chairman COP gave the Word of God on the theme “ I will build my church”. After his sermon, Dr. Charles McVety, President of Canada Christian College also gave short remarks on the relationship of his father Rev. Elmer S. McVety and the church. Elder Jacob Nimoh-Asabre and his finance team initiated a special appeal for funds for the new building to be dedicated. The second segment of the program was the dedication led

by Apostle Eric Nyamekye. After a short ceremony, Apostle Dr. AlexGyamera prayed after which Mr. Alexander Ben-Acquaah, Consul Admin, who represented the Consul General, Thomas Seshie was called upon to cut the ribbon. Thereafter, Elder George Assifo, Presiding Elder for McKeown , officially presented the keys to Apostle Eric Nyamekye, Chairman COP. Apostle Nyamekye then knocked on the

door three times and the door was opened amid thunderous applause from those congregated outside as the rest of the congregation waited inside the sanctuary. As they entered the building, two plaques in the foyer of the building were unveiled by Mrs. Mary Nyamekye and Mrs. Patience Owusu wives of Apostle Eric Nyamekye, Chairman COP and Apostle Dr. Emmanuel Anthony Owusu, Canada National Head respectively.

Benediction was given by Apostle Eric Kwabena Nyamekye, Chairman, COP. All the clergy of the COP Canada both active and retired were in attendance. Apostles Kwesi Ackah-Baidoo and Anthony Kingsley Miah, past National Heads also graced the occasion. Apostle Michael Agyemang Amoako (USA National Head) was also on hand to support the dedication. Pastors from other Ghanaian churches also came to lend their support to the dedication. Hon. P: PEACE AND JOY The Holy Spirit will guard your heart and mind with supernatural peace (Phil. 4:7). In this verse, heart speaks of our emotions. We do not have to live with a heart filled with jealousy, rejection, anxiety, or fear, nor with a mind filled with turmoil, confusion, and indecision. If we actually ask for peace and joy in specific areas of our life, we will receive more peace and joy from the Lord.

FIFA database opens legal cases to more scrutiny FIFA will open its legal work to scrutiny by publishing detailed verdicts in most ethics and disciplinary cases.

Evidence and legal arguments in cases including bribe-taking by soccer officials, matchfixing and racial abuse by fans will be revealed in a website launched Thursday.

“No one will be able to say that these decisions are secret,” FIFA interim secretary general Alasdair Bell said.

An exception will be made in cases settled by plea bargains - such as Manchester City avoiding a transfer ban this year for breaking youth transfer rules. That evidence will not be published.

Still, FIFA lawyers hope to build trust and banish “suspicion and conspiracy theories” by explaining how and why judicial decisions were reached.

The online database will includes appeal cases at the Court of Arbitration for Sport where FIFA was a party, and contractual disputes between clubs, players and coaches.

The project marks a change in legal culture at FIFA under President Gianni Infantino, who recruited former colleagues from UEFA to be its top lawyers.

FIFA had long refused to provide details of cases until a lengthy appeals process was exhausted at CAS or even beyond at the Swiss supreme court.

“It (transparency) should probably have been done before,” Bell said on a conference call. “One of the problems that has existed that gives rise to suspicion and conspiracy theories is that people aren’t able to see how decisions are taken.”

While still working at UEFA, current FIFA chief legal officer Emilio Garcia published a biannual bulletin explaining significant cases in more detail.
