Ghana’s Date with Destiny: Vote and Vote Wisely As we have reported in our leadstory and elsewhere in this paper, Ghanaians go to the polls on Wednesday December 7, 2016 in crucial elections to elect a President and 275 Members of the nation’s Parliament.

The contest, as we see it though, is a two-way street fight between the ruling President John Dramani Mahama and his party, the National Democratic Congress (NDC), and the largest Opposition Party’s candidate, Nana Addo Dankwa Akufo Addo and his New Patriotic Party (NPP). All the elections that have been held in Ghana under the Fourth Republic since 1992 have been contests between these two parties. The others have been more or less spectators whose total votes have not come up to five percent of the total votes cast in these past elections. We believe these elections coming up on December 7th will be no exception in terms of the direction and intensity of the rivalry and contest between these two major parties, the NDC and NPP. Already tensions have built up during the campaign exercises of the supporters of these parties which culminated in the attack on the residence of Nana Akufo Addo about a week ago just across the street from the Nima Police Station and the police could not anticipate the potential for violence and prevent it. The President blamed the police for their inaction and lack of anticipation of this incidence which is an indictment of the expected impartial role of the police in these trying and challenging times of the nation’s history. If the police cannot be counted on, and trusted to provide the needed security and protection for the citizens of the country in these election period, if they are seen to be partial and favoring any particular group or political party, that is a recipe for trouble before, during and after the elections.

In the run-up to these elections, most of the candidates and political parties have been drawn into conflicts with the body charged with organizing the elections: the Electoral Commission. The Commission has taken certain decisions and engaged in certain actions that have been condemned by majority of Ghanaians. That does not bode well for free, transparent, and fair elections. We therefore call on the Electoral Commission to conduct these elections in an impartial, free and fair manner to allow the results to be accepted by all parties in the end. The nation should not be plunged into another electoral results challenge after the exercise. If the credibility of the elections is cast in doubt, that is a recipe for disaster.

Finally, we call on ALL Ghanaians to regard these elections as crucial and meaningful to their lives, progress and prosperity depending on which ever party or individual wins the Parliamentary and/or the Presidential elections. It is absolutely necessary for everyone who is registered to go out on December 7 and vote and vote wisely. We call on our community members here to call their friends and family members at home to vote because he who refuses to take part in government is bound to live under a government he dislikes because if you do not vote, someone will definitely vote on your behalf and may elect someone or party you do not like.

We wish our compatriots the peace and strength on December 7, 2016 to go through these elections and please avoid any acts that will threaten the peace and stability that the Land of Our Birth has enjoyed to date.

27 Ghanaian-Canadians honored at a glittering ceremony in Toronto cont’d from pg. 1 Masters of Ceremony (MCs) for the night, namely, Dr. Michael Baffoe of University of Manitoba, Winnipeg and Philip Kwaku Arkoh-Forson, Vice principal at Sinclair Secondary School in the Durham District School Board, a past recipient and one time keynote speaker. The introduction of the MCs was after an opening prayer by Rev. Isaac Takyi DeGraft.

After the rendition of both national anthems of Ghana and Canada by Bella Tee who was herself one of the recipients, Emmanuel Ayiku, the Publisher/Editor of the Ghanaian News (organizers of the event) in his remarks welcomed all and sundry to the event. He gave a brief history of the awards since its inception 16 years ago and extended his sincere gratitude to the awards planning committee and selection committee and all sponsors.

Mr. John Bosco Kpebesani, ConsulGeneral of Ghana in Toronto brought greetings from the Ghana Government and mission in Ottawa. Orkestra Gatigo, an all white cultural troupe as well as a live band from the Ghanaian community known as Royal Crew entertained the celebrants during the function. Deputy Mayor for Toronto West and councilor for Ward 1, Etobicoke North graced the occasion and presented a certificate to Emmanuel Ayiku, Editor/Publisher Ghanaian News. He also congratulated the recipients on their achievements.

The award presentation started in earnest after the sumptuous dinner has been served with cool music playing in the background.

The guest or keynote speaker was Professor George J. Sefa Dei of University of Toronto also known in private life as Nana Adusei Sefa Tweneboah I of Koforidua-Asokore in Ghana . He is a widely sought after academic, researcher and community worker whose professional and academic work had led to many Canadian and international speaking invitations in US, Europe and Africa. Professor Dei was a Ghanaian-Canadian Award recipient for the academic category during the first annual awards in 2000.

The professional excellence awards went to Jabel Kwasi Opoku Okyere, currently Assistant Clinical Professor (adjunct) at Michael G. Degroote School of Medicine, McMaster University, Department of Psychiatry and Behavorial Neurosciences; Dr. Ebenezer Miezah Kwofie who received Graduate Excellence Award (2013-2016) by the Department of Bioresource Engineering, McGill University Montreal; Dr. Meshach Asare-Werehene, Cancer Immunologist ( Gynecological cancers) and Doctoral candidate ( Ph.D Medicine, Ottawa

Hospital Research ( OHRI) and; Dr. Ahmed Boachie, Medical Director Child and Adolescent Mental Health Services at Southlake Regional Centre for their professional service in their fields of endeavor.

Aneal Mensah-Bonsu was the sole recipient of the academic excellence award. She has been earning 6 honor rolls since grade 5 and is now in grade 9.

Ralph Debra of First Class Flooring, Solomon Adjei Yeboah of Peaceful Driving School, Christina Owusu of Skylight Store, Victor and Manasse Owusu of VMO Inc. as well as Elizabeth Adomah, a hairdresser at the Sheridan Mall Toronto, were all honored for their successful community businesses.

In the community service category, Aisha Addo, founder and mentor to Power to Girls Foundation; George Benson-Amihere, co-founder of “Miss Awoulaba Canada” and co-created of the International Festival of African-Taste Flavors of Africa; Augustine Obeng who was selected out of over 60,000 York students for his commitment to education and excellence as brand ambassador for York University’s “This is My time Campaign “; Ebenezer Oteng who has hosted a weekly radio shows with TNV, cameos on Rogers TV, City TV; and Richard TwumasiAnkrah, a former youth president of the Ghanaian Presbyterian Church were acknowledged.

Kayza Massey was the 2016 U17 FIFA Women’s World Cup goalkeeper for the Ghanaian national team Black Maidens held in Jordan, Annette Amoah an all round athlete who plays soccer, basketball and competes in track and field as well as Lee Anna Osei who founded CANLETES to help Canadian student athletes were honored in the Sports category with Anabella Abena Nyamekye Twum bagging the Young Talent accolade. Anabella known also as Bella Tee has a CD to her credit.

African Fashion duo of Isaac Ansah and Anita Aboagye as well as Joyce Yamoah Prempeh were given the award for fashion. Joyce organized the fashion show at the 2009 Ghanaian-Canadian Achievement Awards.

Agatha Norbu who has been portraying our cultural heritage at events across Canada fittingly bagged the Cultural Promotion award with Freeman Nadawo , Toronto-based upcoming artist who has been opening for big Ghanaian and Nigerian artists was also given the Music award. Beni Boo Fashion also organized a fashion show as part of the activities for the event.

Queenmother of Asante Kingdom dies at 111 The Asantehemaa (Queenmother of Asante Kingdom), Nana Afia Kobi Serwaa Ampem II has died at the age of 109, after reigning for 39 years. Nana Afia Kobi was said to have died peacefully in her sleep on Tuesday, November 15, 2016 Graphic Online has gathered.

As custom demands, emissaries from the Manhyia Palace have since been dispatched to various paramount chiefs in the Asante Kingdom to inform them about the passing of the queenmother.

The chiefs are expected to meet on Thursday to plan funeral arrangements.

The Supreme Court ruled on Wednesday morning that the two men should face off in court in the case involving alleged fraudulent acts on the part of Mr. Woyome which led the state to make a huge payment of GHS 51m to him.

Last week, the Attorney General filed court documents indicating a suspension of government’s attempts to retrieve the monies from Mr. Woyome. That

appears to have prompted Mr. Amidu to return to the Supreme Court, which had ordered the retrieval of the money, urging the court to allow him to cross-examine Mr. Woyome in court.

BBC announces Pidgin English service BBC go start dey flow demma news for pidgin inside The British Broadcasting Corporation has announced a new service that would broadcast news and programmes in pidgin.

The announcement was made today (Wednesday November 16) by the BBC’s director general, Tony Hall, who described the day as ‘historic’.

“This is a historic day for the BBC, as we announce the biggest expansion of the World Service since the 1940s. The BBC World Service is a jewel in the crown - for the BBC and for Britain.

Pidgin is a very basic form of English (along with the several local languages) with different variants spoken widely in West African countries such as Ghana, Nigeria and Cameroon.

Along with Pidgin, the BBC would now have 10 new services including Yoruba, Oromo, Igbo and broadcast to North Korea for the first time.

This means the BBC now broadcasts in 40 languages. It is also increasing its digital output in order to reach more people.

Manasseh’s folder: Common sense appraisal of Mahama’s ‘massive’ projects

The initial title of this article was, “Any idiot can borrow money and build projects.” I had to change it because those who might not read beyond the headline would, as usual, accuse me of insulting the President. But that is the essence of this article.

And this is not an insult to the President. The expression “any idiot can” is often used to mean one does not have to be a genius to do something.

In the Greek city-state from where the word originated, an “idiot” was the one who took no interest in the affairs of the state: one you would describe as apolitical.

Now, we use it to mean an ordinary person who should be able to do something. So when Asiedu Nketia said “any idiot can go to court”, he was not insulting the NPP. He was only saying anybody at all could go to c o u r t .

Since the campaign for the President’s re-election started, the government, the president and his party have been campaigning on one main achievement – building of tangible infrastructure.

The latest is the Kwame Nkrumah Interchange, which was opened last night amidst fanfare and

a great speech similar to one in acknowledgment of a Nobel Prize for a n o v e l d i s c o v e r y.

There is more to governance than borrowing money and building roads. I can do that. And you the reader could do that if you were put in charge of Ghana. If you had a huge collateral called Ghana, with its vast resources, the lenders would be prepared to give you the loans, especially when the interest rates are exceptionally high.

But is there anything special about borrowing money for infrastructural projects, some of which are fraught with allegations of overpricing? Any ordinary person can do that. President Mahama is infatuated with building community day senior high schools. Common sense ought to tell anybody associated with those projects that the communities in which those schools are built cannot produce a quarter of the students needed to fill them, except those in the city. Pupils in those communities also aspire for the top senior high schools in the country so it is only those who fail to get admission and those who would choose the day schools as their first choice will enroll there.

FOCUS Youth for Community Building: Mobilizing our Young Men and Women to develop our Communities and Nation

Keith I have been prompted to bring to the fore once again the important role that our youth can play in our community d ev elo p m e n t b y t h e enthusiasm displayed by the Ghanaian young men and women in vying for leadership positions within our community organizations/ associations in Toronto in particular and elsewhere.

A good example is the encouraging number of young people who recently contested for and won some executive positions on the umbrella organization of Ghanaians living in the Greater Toronto Area.

Most Ghanaian churches have already scored some successes with their youth taking leadership roles

in those denominations.

However, such successes are yet to impact our larger community as a whole.

It is on record that an unprecedented number of young immigrants including Ghanaians who should be in school are languishing in jail in Canada, especially in the city of Toronto where we have a large immigrant population. I should think the story is no different around the globe wherever Ghanaians find themselves in large numbers. How unfortunate! Some Ghanaian youth both in Ghana and elsewhere have dropped out of school and have adopted street life

full of crimes such as doing drugs, shoplifting, fraud, prostitution and in some extreme cases armed robbery. Reasons for their un-Ghanaian cultural way of life are mostly attributed to acculturalization, dysfunctional families and apathy on the part of the community.

The Secret: There is an African adage that says, it takes the whole village (community) to raise a child? How true! This value should be brought to bear on our parents and community leaders if our youth could play meaningful roles in our community building.

they admire. It is my humble opinion that such energy and commitment of our youth could be channeled towards community development.

Our communities stand the danger of crumbling if the youth who are our future are denied access to leadership roles in community building.

There must be networking and capacity building for young ones who might be struggling in life. This calls for mentorship from the older generation who has the experience and the means to help the young people.

Professor George Sefa Dei of the University of Toronto in his recent address to Ghanaian Canadian achievers h o n o r e d i n To r o n t o admonished that, “We must allow our knowledge to compel action, i.e., to transform society. It should not be knowledge for the sake of knowledge. It should be knowledge that is put into action to become relevant in transforming society.” Knowledge is power. When it is rightly used, knowledge impacts the community for good.

The benefits of engaging our youth in decisions making, projects planning and execution are numerous.

I would therefore encourage the numerous local Ghanaian Churches and Cultural Associations as well as Umbrella Organizations of Ghanaian Organizations in Diaspora (in and around the world, especially in Toronto) to vigorously seek avenues to involve their youth in leadership roles for community building!

International Criminal Court facing exodus of Experts urge Canada African nations over charges of racism to declare public emergency over opioids South Africa, Burundi and Gambia say they’re pulling out of a court that unfairly focuses on their continent It is called the court of last resort, a place where the worst crimes against humanity are tried.

But the International Criminal Court (ICC) has been dealt a serious blow recently. Three African nations are withdrawing from the court, alleging it is racist. Others are threatening to follow suit.

Foreign Affairs Minister Stéphane Dion was in The Hague at a meeting of ICC members, where much of the focus is bound to be on keeping the court’s membership intact and its mandate viable.

Canada is considered the midwife to the ICC. In 1998, Canadian diplomats guided the negotiations that created the court, which investigates war crimes, crimes against humanity, crimes of aggression and genocide.

The result of the tense talks was a court where the law is supposed to protect individuals from the violent actions of the powerful. Since it began operating in 2002, it has been endorsed by 124 countries, 34 of which are African.

For a decade, the court enjoyed widespread support, but that started to change once it began looking at the actions of heads of state. In 2009, the court sought the arrest of Omar al-Bashir, the longtime leader of Sudan, whose suppression of minorities living in the Darfur region has been widely documented.

‘International Caucasian Court’ In recent weeks, Burundi, Gambia and South Africa have signalled their intention to pull out of the court.

Gambia has been singled out by Amnesty International and others for a series of human rights abuses, including disappearances of journalists and government opponents, torture and extrajudicial executions. In Burundi, there’s been a year of deadly violence ignited by the president’s refusal to leave office at the end of his term.

Still, both countries charge that the court is racist and unfairly focuses on Africa.

Announcing his country’s

intention to withdraw, Gambia’s information minister, Sheriff Baba Bojang, said the action “is warranted by the fact that the ICC, despite being called the International Criminal Court, is in fact an International Caucasian Court for the prosecution and humiliation of people of colour, especially Africans.”

Critics also point out that nine of the 10 cases currently under investigation by the ICC are based in Africa.

In one case, 70 charges, including murder, sexual slavery and conscripting children, were brought against leaders of the Ugandan rebel group the Lord’s Resistance Army (LRA). Some members have been convicted, but trials are still underway.

Attempt to shirk accountability?

The fact that African leaders have themselves asked the ICC to investigate in most cases, as in the LRA case, is being ignored to shape a different narrative, says Erna Paris, author of The Sun Climbs Slow: The International

“These charges of racism and neocolonialism are essentially to avoid accountability,” she said.

It is South Africa’s decision to quit the court that is likely most disconcerting for ICC members such as Canada. Former South African president Nelson Mandela championed the establishment of the court, arguing at the time that impunity for the most serious international crimes must end.

South Africa’s dispute with the ICC is over just that — specifically, whether the continent’s leaders should enjoy full diplomatic immunity.

It came to a boil last year when Sudan’s al-Bashir visited South African President Jacob Zuma.

The ICC demanded that al-Bashir be arrested and sent to The Hague to stand trial for crimes against humanity. Zuma refused.

OTTAWA -- Members of the medical community and front-line soldiers in Canada’s opioid crisis are pressing the federal government to declare a national public health emergency.

Dr. David Juurlink, head of pharmacology and toxicology at Toronto’s Sunnybrook Health Sciences Centre, says the opioid problem is so dire it demands an urgent response at the highest levels of government.

Politicians are meeting with public health experts, doctors and family members who have lost loved ones at a two-day summit in Ottawa to hash out a solution to escalating -- and deadly -- rates of drug addiction.

Declaring a public health emergency would empower chief medical officers to take the actions necessary to reduce harm, Juurlink said. The federal NDP is calling on the federal government to do the same.

The two-day meeting is being co-chaired by federal Health Minister Jane Philpott and Ontario Health Minister Eric Hoskins, both of whom are doctors themselves.

Declaring an emergency “takes out of the political realm the singular job of protecting public health and gives it to the people who are tasked with and empowered to do that,” Juurlink said.

There is clear consensus that leadership and effective co-ordination at the federal level would have a major impact on reducing overdose deaths in Canada, said NDP health critic Don Davies.

“We urge the federal government to take immediate action to help save lives,” he said in a statement.

Mobile Money records 420% growth in 5 years Records from the Ghana Chamber of Telecommunications indicate mobile money wallets have grown 420 percent from an estimated 2.5million in 2011 to over 13 million currently.

Over the same period, the volume of mobile money transactions grew from about 10 million to a whopping 267 million, while the monetary value of those transactions also rose from about GH¢400million to hit a staggering GH¢35billion ($9bn).

In 2011, there were just about 6,000 mobile money merchants, but currently, between the four telcos that run mobile money service in this country, there are over 80,000 merchants serving Ghanaians a c r o s s t h e c o u n t r y.

This is way more than all bank, savings and loans and other financial service companies branches put together.

Mobile Money, has over these five years been a major platform for the money transfers, airtime purchase, and payments such as school fees, utility bills, for goods and services, foreign remittances and for government stipends to person pro-poor programs among others.

Recently, wallet holders started earning quarterly interests on the daily balances on their mobile money wallets, a move expected to even boost the use of the service further and to promote financial inclusion.

Telecoms market leader, MTN, has, for instance, made it possible, through a partnership

with Ecobank, for wallet holders to make financial investments through the purchase of treasury bills using their wallet.

Banking industry players have indeed admitted that mobile money will lead the national drive towards a cashless/ cash-lite society and financial inclusion.

Telecoms Chamber CEO, Kwaku Sakyi-Addo believes the influx of affordable smartphones, interest on mobile wallet balances, and the other benefits mobile money promises will eventually get Ghana to its cash-lite destination.

Meanwhile, the report from Telecoms Chamber indicates that, beyond the exponential growth in mobile money over the last five years of t h e C h a m b e r ’s l i f e , the sector also made a tremendous contribution in terms of taxes and other payments to the state.

The sector contributed as estimated GHC4.92 billion in total taxes to the state in the last five years, while making additional payments of about GHC595million in other remittances on international incoming traffic, among others.

The additional remittances include regulatory fees, spectrum fee, local authority levies, row fees to road agencies, BOPs, the outmoded National Fiscal Stabilization Levy, and surcharge .

Indeed, in 2015 alone, the sector paid GH¢1.42 in total taxes and some GH¢168 million in other remittances.

Over the same fiveyear period, industry players also invested some GH¢3.82 billion in capital expenditure geared at improving the quality of services.

Indeed, in the last five years, the National Communication A u t h o r i t y ’s Q u a l i t y of Service trends consistently show improvements in telecoms quality of service in the country, even though there is still room for more improvement.

Part of the big investments in the sector within the period was MTN Ghana’s purchase of a 4G LTE spectrum for $67.5 and plus an initial $18 million to deploy the services across six regional capitals in the country.

Voice subscriptions grew by over 71 percent, from 21 million in 2011 to the current over 36 million, while data subscription grew by 125 per cent, from eight million to 18 million over the period.

The telecom ecosystem, particularly, those which constitute the Chamber, till date, provide some 6,200 direct jobs and about 1.6 million indirect jobs.

The NCA subscriber base trends indicate the sector is growing every month in spite of the fact that there are six players serving an estimated population of about 27 million, out of which about 17 million are estimated to be eligible phone users.

In 2006, youth unemployment became a national security threat to Ghana so the National Security Council advised the government to initiate t h e N a t i o n a l Yo u t h Employment Programme, which later became known as GYEEDA. Between 2009 and 2012, when this government managed GYEEDA, nearly ONE BILLION CEDIS was pumped into GYEEDA. Unfortunately, however, about 80% of that money was stolen by ministers, government officials and their accomplices in the private s e c t o r .

One major social intervention policy this government can boast of initiating, which could have had a very farreaching impact on its beneficiaries, is the Savannah Accelerated Development Authority (SADA). Sadly, however, through corruption and mismanagement, SADA

was brought to its knees.

When a new team was appointed to help revive SADA, the government has since starved the organization of funds.

That’s not all, the government borrowed about 42 million cedis from SADA in 2012, but has failed to pay till date.

Is it not strange and shameful that President Mahama brought a woman from the SADA Zone to parliament to deliver his evidencebased State of the Nation Address this year and the person was not a beneficiary of SADA? She was a beneficiary of L E A P, a s o c i a l intervention programme left behind by President K u f u o r .

The government cannot boast about the economy.

The government cannot boast about tackling the biggest problem in our country – corruption. The power crisis appears to be in hibernation. Our education, health and other important aspects of human development are retrogressing.

The government has stopped employing, and the private sector is laying off workers because of harsh economic conditions and the power crises we suffered recently. These are issues that should concern the

Sponsorship of Parents and Grandparents versus Super visas To minimize the impact of the long wait times and back-log in the parent and grandparent sponsorship category, the Government introduced the “Parent and Grandparent Super Visa”. The super visa, no doubt, is a fast way of uniting with relatives in Canada and living with them over a considerably long period of time instead of waiting for years to get sponsorship applications processed.

Under the super visa application system, one may apply for a singleentry visa for two years or apply for a multipleentry visa for up to ten years, the fees payable depending on what you want. A super visa in form of a multiple-entry visa will provide multiple entries for a period of up to ten years with the status periods for each entry lasting up to two years.

Similar to sponsorship of parents or grandparents, a super visa applicant is required to be the parent or grandparent of a citizen or a permanent resident of Canada. Additionally, the super visa applicant, like persons being sponsored as permanent residents, must undergo medical

examinations and be medically admissible to Canada.

A child or grandchild who sends an invitation to a parent or grandparent for super visa must meet the minimum income threshold based on one’s family size for a oneyear period. Sponsors of parents and grandparents must also meet the minimum income threshold but in the case of sponsorship, it is increased by 30 percent and the sponsor has to demonstrate that they meet the new income threshold for the three consecutive tax years prior to submitting the sponsorship application.

Despite the similarities between super visa applications and permanent resident applications through sponsorship, there are dissimilarities in several respects. Unlike parents who come to Canada as sponsored permanent

residents, super visa applicants are viewed as visitors and are required to demonstrate that they will leave Canada by choice at the end of the visa. Also, parents and grandparents who are sponsored to Canada as permanent residents are permitted to engage in employment freely, while super visa holders, being visitors, are denied that automatic right.

Parents and grandparents who are sponsored as permanent residents can avail themselves of free Government medical services but this is not the case with parents and grandparents who hold super visas. They must provide a proof that they have a private medical insurance with a minimum coverage of $100,000 valid for a minimum of one year from a Canadian insurance company covering health insurance, hospitalization and repatriation. The insurance should be valid for each entry to Canada and available for review by a port of entry officer.

That might, however, not be the case with super visa holders because, regardless of the aggregate number of years they live in Canada, super visa holders are viewed as visitors throughout the entire duration of their stay in Canada.

Some Canadians with dual citizenship restricted on using foreign passport OTTAWA - A new rule requiring some Canadians with dual citizenship to use a Canadian passport to enter the country takes effect today.

The federal government announced the rule earlier this year -- it doesn’t apply to those who have

dual Canadian-American citizenship.

A new electronic system will scan passports at check in to verify that all passengers boarding flights have the appropriate documents to enter Canada.

The government was set to start enforcing the new rules at the end of September, but held off until today because some travellers complained that they didn’t get enough notice to get a Canadian passport.

He will be the first person to hold the office despite having no prior political or military experience.

The Republican nominee’s victory over Hillary Clinton marks a stunning upset that neither the polls nor the pundits saw coming. But Trump, defiant to the end, insisted he would win despite burning bridges with key voting groups and even many Republicans. In winning, Trump upended almost every norm of American politics and apparently changed the shape of the Republican Party.

He spent the final three weeks of his once-unlikely White House bid railing against a “rigged” election, alleging without evidence that voter fraud would be widespread. Trump even hinted at the idea of not conceding the race if he lost, jokingly promising to accept the results of the election “if I win.”

But the brash billionaire also predicted that he would shock the establishment and said his campaign would be “Brexit Plus Plus,” a reference to Britain’s exit from the European Union, which also was not forecast in the polls. Canada’s rejection of coal will clear the air but impact workers and power bills 42,000 Canadians are directly or indirectly employed in the extraction of 69 million tonnes of coal each year Environment Minister Catherine McKenna hastened the decline of Canada’s coal industry Monday with the announcement of a plan to aggressively phase out coal-fired power plants by 2030, roughly 10 years ahead of schedule.

The plan is a cornerstone of the federal government’s move to dramatically reduce greenhouse gas (GHG) emissions to 30 per cent below 2005 levels by 2030 in order to meet commitments it made at the Paris climate summit.

The government has already approved the construction of major new GHG-intensive projects, a massive liquid natural gas (LNG) plant in B.C., and has signaled more oil pipeline capacity could soon be approved, meaning it has to turn to other industries to reduce the country’s climate footprint.

Taking the country’s coal plants offline is expected to

result in a reduction of roughly 61 megatonnes in annual emissions. Moreover, the plan would mean most of the country’s electricity — nearly 90 per cent — would then be drawn from nuclear generation and renewable sources such as hydroelectricity, wind and solar by 2030.

But coal still accounts for 10 per cent of the country’s energy supply, and the industry is a large employer with some 42,000 Canadians directly or indirectly employed in the extraction of 69 million tonnes of the fossil fuel each year, according to the Coal Association of Canada.

“One of the huge benefits has always been the jobs that go with it — it’s a labour-intensive process,” Warren Mabee, the associate director of the Queen’s Institute for Energy and Environmental Policy, said in an interview with CBC News.

“Those are voters’ jobs and lots of politicians have courted them for years and years.”

Mabee said many workers in the country’s 19 coal mines will be laid off as the plants go dark, while others will shift to extracting metallurgical coal, which is used in the steel-making process.

Half of that coal is used to fuel the country’s 35 coalpowered facilities, while the other half is exported for use overseas.

He also said job losses at coal-powered plants were likely a forgone conclusion — even before McKenna’s announcement — because so many of them are old.

The plan is particularly consequential for those four provinces that still rely on coal to keep the lights on — Alberta, New Brunswick, Nova Scotia and Saskatchewan — and for the workers who dig it out of the ground and burn it.

Ottawa bringing in stricter limits on medical marijuana for veterans Veterans Affairs cites rising costs and demand in cutting threshold to 3 grams a day from 10 Faced with skyrocketing costs and ballooning demand, the federal government is dramatically cutting back the amount of medical marijuana it will cover for veterans.

Veterans Affairs Minister Kent Hehr plans to scale back the limit for reimbursement from 10 grams of medical marijuana per day to

three. He will make the announcement at the Canadian Military and Veteran Health Research Forum in Vancouver.

Hehr is making the announcement at 11:45 a.m. ET. CBCnews.ca will carry it live.

Canadians reject Black Friday cross-border shopping as loonie slump continues There are still great deals to be had in the U.S. — just not for Canadians Annika Reid misses the years she cross-border shopped till she dropped on Black Friday.

“It was a ritual,” says the Toronto plus-size fashion blogger. She explains she and friends would sometimes hit the road at midnight to get early dibs on big sales in Buffalo, N.Y. “Stores are open all night.

So, we would be there all night shopping and finish the day probably around noon and then go to the hotel and [pass] out.”

But that was the past. This is the second year in a row Reid is sticking to home for the event.

“The main thing that keeps me here now is the drop of the loonie.”

As the Canadian dollar dives, so does interest in hitting U.S. malls for Black Friday.

It’s tr aditionally an American shopping bonanza full of deep discounts that begins

Friday and often runs for days after. But with the loonie stagnant at around at 74 cents US, many Canadians now find U.S. bargains are no longer enticing.

“When things were close at par, it would be much more of a deal,” says Reid about those hazy crossborder shopping days. “I would come [home] with a car full of things.”

According to Statistics Canada, road trips to the U.S. for November 2015 declined by a whopping 28 per cent compared to the same month in 2013.

Same day trips saw a slightly worse decline to 30 per cent.

The numbers coincide with a sharp drop in the loonie. In November 2013, it hovered around 95 cents US. By November 2015, it had plummeted to about 75 cents US. ‘It’s not really worth it’ When you factor in a weak dollar and tack on travel and duty costs,

The company predicts that domestic Black Friday shopping will rise by a further eight per cent this year, and that Cyber Monday spending using Canadian retailers will jump by 15 per cent.

“Retailers were losing a lot of business. So they started saying, ‘Well, you know, if they’re going to do Black Friday there, we’re going to do Black Friday here.’”

Rupcic also expects a healthy influx of Canadian shoppers for the event.

“The more people coming here, the more people staying in Canada, the better.”

“A lot of time the deals seem worth it when you just compare pricing,” says Novak about online shopping on U.S. sites.

In New Brunswick, where provincial Crown corporation NB Power operates the Belledune coal-fired plant, rates could increase by as much as 38 per cent to account for the charges associated with decommissioning that plant prematurely, the utility has estimated.

Belledune would become a “stranded asset,” Ross Galbraith, the business manager of the IBEW Local 37, the union that represents utility workers in that province, said in an interview with CBC News.

“This would be a gigantic burden for a province where many ratepayers and industries are already struggling,” Galbraith said. “This huge impact on our power rates is unacceptable, given the very minor difference it would make to

greenhouse gas volumes globally.”

The plant, built in 1993, was set to reach the end of its “economic life” in 2043, but the new 2030 timeline means some bills will come due earlier than expected, as loans were amortized over a longer period.

He said that the New Brunswick plant is one of the cleanest in North America, as it was outfitted with a highefficiency “scrubber,” which captures 90 per cent of sulphur dioxide emitted from the burning of coal.

‘Coal country’ In Nova Scotia, a province which, for centuries, powered the country with its seemingly endless supply of coal, the fossil fuel still accounts for roughly 55 per cent of the province’s energy.

It will now have to retool its industry to meet the federal deadline, although McKenna said Monday that she has signed an “equivalency agreement” with the provincial government to allow its main utility, Emera-

owned Nova Scotia Power, to selectively burn coal past 2030 until it is entirely reliant on clean energy.

Nova Scotia Premier Stephen McNeil said that the province will be able to count on hydro power generated at the muchmaligned Muskrat Falls project in Newfoundland and Labrador and then transmitted to the province by the Maritime Link, but also through the development of further wind and tidal energy.

There are also plans to open a new mine in Cape Breton, once of the heartland of coal country, a boon to an area that has limped along since the federal government closed Crown-operated mines in the early 2000s. But that mine’s business plan is now in question.

“We are moving off of coal,” McNeil told reporters Monday when asked about that project.

“They made a business decision [to build the Donkin mine] but at the end of the day when we move off coal, they’ll have to look for other opportunities.” CBC

Many domestic stores now fully embrace the event, expanding their shopping hours and slashing prices. Outlet Collection in Niagaraon-the-Lake, Ont. has gotten so into the groove, it’s even trying to woo Americans to its Black Friday bash.

The shopping centre offers “the best deals for the holidays, hands down,” says Tina McCuddin, who oversees the mall’s marketing. She adds that Fashion Outlets offers brands that can’t be found in Canada. “The merchandise selection we have is unlike anything you’re going to see anywhere else.”

So is it still worth it?

Bringing to life some wise sayings in our African heritage, the keynote speaker drew attention to some Ubuntu wisdom that, “I am because we are and because we are therefore I am.” He supported this with his own quotation: “Any community is as good as we collectively work to make it”. [Dei, 1996].

Professor Dei then stressed the fact that education does not happen solely in schools and the four-walled classrooms but it is about everything we do – families, streets, communities, churches, workplaces, union halls, and so on. “The social worth of education is not measured by what and how many degrees or qualifications one has, but instead, by what we do with the education and learning we receive for ourselves, peers, families, communities, nation and global world and the LAND on which we occupy”, he said.

He highlighted some responsibilities for the young learner for helping us as Ghanaians/ Africans/Canadians to build our communities.

is to ensure capacity building of academia in developing countries, developing solutions to local problems and thus improving the lives of the poor and marginalised.

Institute and Faculty of Actuaries - UK to promote the Certified Actuarial Analyst Qualification (CAA) in Ghana The Institute and Faculty of Actuaries will be visiting Ghana to promote their world class qualification and help Ghana build its actuarial capacity Representatives from the Institute and Faculty of Actuaries (IFoA) will be visiting Ghana on the 30th of November and 1st of December 2016 to meet a number of companies from the ‘financial services and other industries in Accra with the aim of promoting the actuarial profession and actuarial qualifications to local employers and influencers in Ghana.

The Department for International Trade (DIT) at the British High Commission in Accra will be hosting a reception at the Residence of the British High Commission on their behalf.

According to the World Bank, a shortage of actuarial resources is an issue of concern to both Insurers and supervisors. They highlight that one of the possible steps towards a solution could be the IFoA’s newly developed “Certified Actuarial Analyst” or “CAA” qualification. In endorsing the IFoA’s qualification, the World Bank believes that the CAA will be useful to insurance supervisors looking to introduce enhanced actuarial roles as part of their regulatory system.

According to the World Bank, a shortage of actuarial resources is an issue of concern to both Insurers and supervisors The IFoA is keen to engage with regulators,

government officials and the insurance/financial services sector in Ghana to promote the IFoA’s world class qualifications, and in particular how the CAA could help Ghana build its actuarial capacity. The IFoA recently partnered with American’s Society of Actuaries (SoA) to oversee, deliver and promote the CAA, as a public interest joint venture organization, CAA Global.

The CAA is designed to give those working in actuarial support roles, and in the broader financial services sector, a path to acquire sound technical skills and to bring them into a regulatory framework that will help assure public confidence in the work that they are doing. The CAA also facilitates the growth in actuarial capacity in emerging markets where it is just starting to develop.

The creation of the joint venture supports the IFoA’s original objective for the CAA initiative, which is to establish the CAA as a consistently recognised and sought after global qualification. This joint working also supports the delivery of the IFoA’s and the SOA’s common objectives to advance, in the public interest, all matters relevant to actuarial science and to promote the actuarial profession.

Commenting on this, IFoA President, Colin Wilson, said: The joint venture will help establish the CAA as a global brand for the whole actuarial profession,

and we look forward to welcoming other actuarial associations who would like to participate in the initiative.

President of the SOA, Craig Reynolds, said: The CAA is an innovative development that will enhance the skills of actuarial support professionals in traditional roles and throughout the broader financial services sector, as well as promote accessibility to the profession, on a global scale.

The objective of IFoA is to conduct a process of consultation with other actuarial associations around the world to develop an accreditation system that enables them to become destination organisations for qualified CAAs. Ghana’s Political History up the 4th Republic Today By: Dr. Michael Baffoe Ghana became a sovereign country in March 1957 when the British colonial rulers formally ended their rule of the country and handed over power to a newly-elected Leader and government.

The country retained the British Parliamentary system of government and the elected leader of the first post-colonial government in 1957, Kwame Nkrumah, held the Title of Prime Minister and the Queen of Britain remained the ceremonial Head of State.

After three years, Kwame Nkrumah and his Convention People’s Party-led government held a national referendum to decide whether the country should completely break away from British rule and become a Republic. The results (fair or otherwise) was an overwhelming victory for the Republicans. Ghana therefore declared itself a Republic on July 1st, 1960 and the Prime Minister, Kwame Nkrumah became its first Republican President.

The Republic was violently overthrown in a military coup d’état on 24th February, 1966.

This was the beginning of a series of military interventions in the pol-

itics of the nation. That military take-over led by then Lt. Colonel Emmanuel KwasiKotoka (after whom the Accra Airport is named) established a government called the National Liberation Council which was first led by retired General E.K. Ankrah and later by Colonel KwasiAmankwaaAfrifa. This government ruled the country till August 1969 when it handed over power to a new civilian government led by Dr. Kofi AbrefaBusia and his Progress Party, elected in an election conducted that year. This was the Second Republic of the Country.

The life of this government was however cut short when the military again intervened through another coup d’état on 13th January, 1972. They established a government known as the National Redemption Council which later changed to the Supreme Military Council after an internal military palace coup. The Supreme Military Council was also overthrown in another bloody military take-over led by the then Flt. Lt. Jerry John Rawlings on June 4th, 1979 which led to the establishment of the Armed Forces

Revolutionary Council (AFRC). At the time of this coup, preparations for elections were under way. To their credit, the AFRC allowed the elections to proceed on June 25th, 1979 which was inconclusive. The presidential election went into a run-off between Mr. Victor Owusu of the Popular Front Party (PFP), and Dr. Hilla Liman of the People’s National Party (PNP). The run-off was won by Dr. Hilla Liman and he became the President of the Third Republic of Ghana on 23rd September, 1979.

Ironically, the same person (leader) who handed power over to President Liman, Flt. Lt. Jerry John Rawlings, led another military coup to overthrow the government on 31st December, 1981 to end the Third Republic of the country. Rawlings then established the Provisional National Defence Council (PNDC) which ruled the country till 1992 when, under pressure from the international community, he organized elections to be held under a new Constitution which was promulgated that year. EU deploys Election Observation Mission to Ghana Since 2000, more than 70 election observation missions have been deployed by the EU in Africa In response to an invitation by the Ghanaian authorities, the European Union has deployed an Election Observation Mission (EOM) to Ghana to observe the Presidential and Parliamentary elections which are scheduled for 7 December. Ghanaians in Toronto Elect Emmanuel Duodu as their new President

Mr. Emmanuel Duodu, a seasoned banker and a community activist was on Sunday, November 20, 2016 elected as the new President of the Ghanaian Canadian Association of Ontario (GCAO) which is the umbrella organization for Ghanaians living in the Greater Toronto Area (GTA).

An encouraging number of representatives from the various Ghanaian ethnic/ cultural associations, churches as well as the community media gathered at the Apostles Continuation Church

of the committee. Other members of the committee included Daniel Abassah, Kwame Akosah and Elder Nana Ameyaw. Their efforts were co-ordinated

by Dr Victor Awafo and Mr Joseph Ntow-Duku who are members of the Advisory Board of GCAO. Mr Duku introduced the contestants for the various executive positions to the voters. Why Hillary’s win mattered to me, a young African woman from Ghana O n We d n e s d a y, November 9, 2016, like the rest of the world, I was shocked by the outcome of the US election. Looking back a few weeks later, I guess I cried because Hillary Clinton’s defeat to Republican candidate D o n a l d Tr u m p f e l t personal to me.

I was driving to work when the BBC radio broke the news, I was trembling and my hands were shaking on the steering wheel. I had to take a moment to park the car and gather myself.

From the moment she announced that she was going to run for President, I found myself once again drawn to the US Presidential race.

I felt the same in 2007 when Barack Obama announced he was going to run. For all the obvious reasons, I was proud and excited that in my lifetime, I had seen a black man become President of the most powerful country on earth and could be succeeded by a woman.

And it was so easy to

support Hillary from Ghana: she was a woman and was also qualified for the job. For me, the difference between her and Donald Trump was night and day. And it was very exciting to watch the debates as she provided a sense of direction and policy alternatives on various issues.

Frankly Speaking Hello Ghana: Seize this opportunity to change your Government on December 7!!

After all the hype, noisemaking by political parties and their supporters, promises and promises by politicians, Ghanaians will get the opportunity to decide who rules them and controls their destiny for better or worse for the next four years and beyond.

Its finally time to vote in the 2016 Parliamentary and Presidential Elections in Ghana to choose who forms the majority in the Parliament and an Executive, all-powerful President of the Republic.

Unless there is a miracle, the winner of the Presidential contest will be either the sitting President, John Dramani Mahama of the National Democratic Congress (NDC) or his challenger, the Leader of the largest Opposition party, the New Patriotic Party (NPP), Nana Addo Dankwa Akufo Addo who is attempting to win the Presidency on his third try, having lost his first bid in 2008 to the late President, John Evans Attah Mills and in 2012 to the current President, John Dramani Mahama.

We have heard a lot from the politicians with the loudest noise of promises coming from the two largest political parties, the NDC and NPP. President Mahama has been touting what he calls his achievements over the past four and half years since he became President, having served six months of the term of the late President, Attah Mills, and a full four years of his own mandate

won at the 2012 elections.

He has also been giving huge promises of what he and his government will do to better the lives of Ghanaians if he is given a second mandate after the coming elections. Some of the promises the President has been making are so wild and far from reality that he himself knows that he has no intention of fulfilling them if he gets re-elected.

The closest challenger to the President, Nana Akufo Addo has been asking Ghanaians to try him this time around, on his third attempt with promises to “right all the wrongs” of President Mahama and his government. He is promising to make the lives of Ghanaians better with his programs if he is elected. Before they go to the polling booths on December 7, 2016, Ghanaians need to reflect soberly and seriously on the trustworthiness of these two candidates, the programs they are offering and the genuineness of the promises they have been making. To start with, we should weigh the performance and balance sheet of achievements

and failures of President Mahama and his government over the past four and half years at least.

We should also consider his pronouncements in the course of the political campaign for re-election and the possibility of doing any better than what he has offered to Ghanaians over the past four and half years.

Ghanaians should also consider what their lives have been under Mahama and his government over the same period; whether they have fared better or worse and what in their estimation, their lives will be if they re-elect John Dramani Mahama as President. They should also consider whether President Mahama is trustworthy enough to be entrusted with the resources of the nation for another four years.

Alternatively, Ghanaian voters also have a choice of assessing the character, strengths, promises and pronouncements of the closest challenger and potential winner of the Presidency, Nana Akufo Addo. Having assessed the performance of the President as enumerated above, Ghanaians have the opportunity to decide whether their lives will be better off if they elected Nana Akufo Addo as President. They should assess the promises that he has been making to determine whether in the face of their present life situations, they will be better off if they entrusted Nana Akufo Addo with the Presidency of the

I will offer my candid views and advice to Ghanaian voters as they go to the polls to take these important decisions.

First, on the achievements of the current President and the promises he has been making if he gets reelected:In my estimation, Ghanaians have undergone lots of hardships under the four and half years of the Presidency of John Mahama comparable only to the first five years of Jerry John Rawlings’ PNDC government from 1982 to 1987. Mahama’s Presidency inherited and has had more resources available to it more than any government ever in Ghana’s history, but it is very clear to any honest observer, including the President himself, that these resources have been mismanaged, misapplied and in many cases misappropriated…simply looted by members and cronies of the President’s government. It has been an established fact that corruption and wanton looting of public resources and finances have happened under Mahama’s government than at any time in the country’s

history. The President has shown no inclination to stop these looting of public resources suggesting that he may be an accomplice to these practices.

On his pronouncements, President Mahama has recently been waving the tribal card trying to pitch his native compatriots from the Northern part of the country against the south. This is a very dangerous trend and behavior unbecoming of the President who is expected to be the Leader and Father of the whole nation. His behavior in this direction is reminiscent of those of Jerry Rawlings who pitched Ewes (of the Volta Region) against the rest of the country and Northerners against Southerners. Many wellmeaning Ghanaians have condemned this behavior of the President.

Taking a look at Nana Akufo Addo, we can refer to the fact that he was a senior member of a government from 2001 to 2008 under which Ghanaians experienced the best growth in the country in terms of the development and thriving of the economy and openness of the government. They may not have been one hundred percent trustworthy: no politicians are; but there was nothing under the NPP government led by

John Agyekum Kufuor for those eight years, of which Nana Akufo Addo was a prominent member, that comes close to the open looting of public resources and the wanton disregard for common decency and the rule of rule.

On this balance of probabilities therefore, I strongly believe that it is time for a dramatic change in the governance of Ghana to bring a real change in the lives and fortunes of the people. Unemployment has reached the highest levels ever in the nation’s history and there is complete sense and resignation to hopelessness among the Ghanaian population.

On that score, it very fair to say that it is time for change, a real change, and to vote to change the current President and government of the country.

This is an opportunity for Ghanaians to send a strong message to politicians that they have had enough and would no more tolerate the disrespect and arrogance they display. They can no longer tolerate the wanton looting of public resources and disregard for the future of the country.

The time for a change to save Ghana is NOW and I admonish Ghanaians to exercise this right to change their government on December 7, 2016. I wish them the best of luck.

Ghana’s Political History up the 4th Republic Today cont’d from pg. 32 1992 with a political party he founded, the National Democratic Congress (NDC) and became the “civilian” Leader (first President) of the Fourth Republic in January, 1993. He won re-election in the 1996 election and ruled till December 2000.

Since the 1992 Constitution limits the term of the President to two terms of four years each, Rawlings ceded the position to his then Vice President, Prof.

John Evans Attah Mills who contested against John Agyekum Kufuor of the New Patriotic Party (NPP). Kufour won the run-off elections in December, 2000 and was installed as the second President of the Fourth Republic in January 2001.

After his two-year term, Kufuor ceded the leader-

ship of the Party to Nana Akufo Addo who then lost the ensuing Presidential elections in December 2008 to John Evans Attah Mills who was installed as the third President of the Fourth Republic in January, 2009 . President Attah Mills died in July 2012, five months to the next elections and was replaced by his then Vice President, John DramaniMahama who went on the “win” a controversial election in December, 2012. John Mahama was installed in January, 2013 as the fourth President of the Fourth Republic.

This election result was marred by controversy and Nana Akufo Addo and the New Patriotic Party challenged the results of the elections at

the Supreme Court of Ghana. The election petition run for eight months until August 2013 when the Supreme Court declared Mahama as the winner in a controversial decision that was not accepted by majority of Ghanaians. The NPP and its Leader have been very bitter about the Supreme Court decision ever since.

It is against this background that this year’s elections are being held.

The nation is split almost equally among support for the two leading parties: the ruling NDC and its leader, current President John Mahama, and Nana Akufo Addo of the New Patriotic Party who is seeking to win his first Presidential election on his third attempt.

Mayor John Tory endorses tolls for 2 major Toronto highways $2 per vehicle toll could raise $200M annually, with money earmarked for public transit

Toronto Mayor John Tory has announced plans to introduce road tolls for the Gardiner Expressway and Don Valley Parkway, key highways that carry thousands of commuters in and out of Canada’s largest city.

Tory made the announcement in an afternoon speech, on “addressing Toronto’s fiscal health,” at the Toronto Region Board of Trade.

Tolls are necessary for the city to start chipping

away at the $33 billion that is needed for major transit and infrastructure projects over the next 20 years, Tory said.

Tory used the example of a $2 per vehicle toll, which could raise $200 million a year for city coffers. All of that money would be earmarked for transit expansion to help address growing traffic congestion, he said.

“Tolls are paid in cities around the world, places many of us have visited,”

Tory said.

“Tolls have been shown to reduce travel times and ease congestion, and they also encourage people to take transit.”

Tory also announced that he will not proceed with other proposals to boost revenue for transit and infrastructure: A parking levy and the contentious suggestion to sell Toronto Hydro, the city-owned electrical utility.

He also confirmed a previous pledge that an in-

crease in property taxes is an insufficient way to raise funds for large infrastructure projects.

“It’s not the right way to go for the City of Toronto,” he said.

In a post-speech press conference, Tory was asked whether council would consider reintroducing the much-hated vehicle tax.

“I will fight and I will fight and I will fight to ensure that is not reintroduced. The people have

spoken on that,” Tory told reporters.

“As far as I’m concerned it’s dead, and RIP.” The money will help fund two crucial big-ticket transit items: * A new north-south subway line, also known as the Downtown Relief Line, to help ease pressure on Line 1, which operates well above capacity during rush hour. * Smart Track: Tory’s plan to add stops in the city to existing regional

Toronto elementary school dealing with possible norovirus outbreak; 45 kids absent About 45 students were absent from an east-end elementary school today amid a possible norovirus outbreak.

The students attend Selwyn Elementary, which is a school of about 246 students near St. Clair and Victoria Park avenues.

In a letter that is being sent home to parents today, Principal Georgia Koziol said that TDSB staff will be brought to the school tonight to “undertake a thorough cleaning of washrooms, door knobs, fountains and surfaces.” Koziol said that all students and staff are also being reminded about the importance of hand washing in preventing the spread of illnesses.

“Should your child experience nausea, vomiting or diarrhea please keep them home,” Koziol wrote. “Toronto Public Health recommends that those who have the virus stay home for 48 hours after the symptoms have stopped.”

According to TDSB spokesperson Ryan Bird, there have not been any reports of norovirus occurences at other schools within the board, however he said it is not unheard of to see similar outbreaks this time of year.

Bird said the outbreaks usually dissipate within a week.

“This is something that we see every single year at a handful of TDSB schools,” he said. “While it is not comfortable by any means and we don’t want kids to experience this, we do see

it at a handful of schools.”

News of the potential norovirus outbreak at Selwyn Elementary comes amid several other outbreaks in York Region.

Thornhill Woods Public School, located near Rutherford Road and Dufferin Street, is still dealing with a possible norovirus outbreak, according to York Region Public Health.

York Region Public Health has also confirmed that two other schools in the region, one in the Town of East Gwillimbury and one in the City of Markham, have also had confirmed cases of norovirus.

As well, York Region Public Health says that there have been reports of illnesses with symptoms consistent with the virus at a school in Georgina, daycare centres in Vaughan and Whitchurch-Stouffville and a retirement home in Vaughan.

“Outbreaks of norovirus and other enteric viruses, those which cause vomiting and diarrhea, are common at this time of year. In fact, norovirus is the most common cause of gastroenteritis outbreaks worldwide,” York Region’s Medical Officer of Health Dr. Karim Kurji said in a press release issued on Wednesday afternoon. “Norovirus outbreaks are common in semi-closed environments such as schools, childcare centres and retirement homes. The numbers we are seeing across the region are no greater than in previous years.”

Symptoms of norovirus include nausea, diarrhea, vomiting, cramps, fatigue, muscle aches and fever. The symptoms usually last for one to two days. It is highly contagious and can be avoided by frequent hand washing.

York Region Public Health said that 104 students were reported absent due to illness at Thornhill Woods Public School on Nov. 18, however that number had dropped to 54 by today.

Meanwhile, a parent of a student at Queensville Public School, who did not want to be identified, told CTV News Toronto that there was a noticeable amount of students missing around Nov. 11. According to the parent, around 40 of the 70 students were sick with symptoms like nausea and diarrhea.

The school sent an email to parents, indicating that York Region Public Health officials were following up with the outbreak, the parent said. After this, there were reportedly no more emails or explanations from the school and the illness was not identified as norovirus.

The parent told CTV News Toronto that people need to be made aware if the virus is more widespread.

“A lot of these kids don’t wash their hands and it spreads like wildfire. They go have play dates at other kids houses and it keeps going and going,” a father of a student at Thornhill Woods Public School told CTV News Toronto. Cp24

Moses Sanderson, 61, has been sentenced to four months in jail for slapping a female customer service ambassador working at Bloor-Yonge Station and spitting at her and another employee in August.

TTC special constables arrested Sanderson shortly after the incident. He has a criminal record that includes three previous incidents of assaulting streetcar operators.

Sanderson pleaded guilty to the charges and has also been placed on probation for a year and ordered to stay away from TTC property.

27-year-old punched bus driver Mathew Lidster, 27, has also been sentenced to around four months in jail for a separate incident that took place in July in which he punched a bus driver in the head without warning, the TTC said.

Toronto police arrested Lidster and charged him with assault. He pleaded guilty and has also been placed on probation for two years in addition to the jail time.

On average, one to two employees are assaulted every day and even more are threatened physically, according to the TTC. CBC News

Final 5 candidates for next Canadian woman on banknote revealed by Bank of Canada Decision to be announced Dec. 8 among women including Pauline Johnson, Bobbie Rosenfeld, Viola Desmond Poet E. Pauline Johnson and athlete Fanny (Bobbie) Rosenfeld are among five women on the short list to be chosen as the iconic Canadian woman to be featured on the next series of banknotes, the Bank of Canada said Thursday.

The final selection and the denomination of the bill on which she will appear is to be announced on Dec. 8 by Finance Minister Bill Morneau and Bank of Canada governor Stephen Poloz.

The new regular circulation banknote — the first in a forthcoming series — is expected to begin appearing in 2018.

Here is the short list of women still under consideration: * Viola Desmond (19141965): A black businesswoman from Nova Scotia who famously

challenged racial segregation at a film theatre in her home province. * E. Pauline Johnson (1861-1913): A poet and writer whose performances reflect both English and Mohawk traditions and who is recognized as helping to shape Canadian literature. * Elizabeth (Elsie) MacGill (1905-1980): The world’s first female aircraft designer. She worked as an aeronautical engineer during the Second World War. * Fanny (Bobbie) Rosenfeld (1905-1969): An Olympian who won gold in the relay race and silver in the 100 metre dash at the 1928 summer Olympics. * Idola Saint-Jean (18801945): A Quebec journalist, educator and feminist who fought for the women’s vote in Quebec.

The five women were selected by independent advisory council from a list of 12 names, which were drawn from 461 eligible nominees submitted by Canadians.

“The advisory council had the difficult task of selecting only five outstanding Canadian women from a vast field of strong choices, and I commend the members for their excellent work,” Poloz said in a release.

“I am also delighted that this entire process encouraged a meaningful conversation among Canadians about the many exceptional women who have shaped our country.”

Acute hepatitis after heavy energy drink use ‘a warning to the consumer,’ liver specialist says Construction worker relied on 4 to 5 bottles a day to get through his shift A construction worker who consumed an excessive amount of energy drinks developed a rare case of acute hepatitis, say doctors who want patients to know about the potential risks to the liver from such over-consumption.

When the 50-year-old man started heavily consuming energy drinks over a three-week period, he started to lose his appetite and experience worsening abdominal pain, followed by nausea and vomiting. When he developed dark urine and jaundice, he went to the emergency department.

The construction worker told doctors he didn’t drink, smoke or use illicit drugs, but that he used energy drinks to help him get through his labour-intensive workday.

Each bottle of his energy drink, which was not named in the study, contained 40 milligrams of niacin, or 200 per cent of the recommended daily limit, the researchers noted. The man said he consumed four to five bottles a day for more than 21 days straight.

Hepatitis, or inflammation of the liver, can improve on its own or worsen to cause scarring and other complications.

Viruses are the most common cause of hepatitis globally, the World Health Organizationsays, but other infections as well as toxic substances such as alcohol and certain drugs can also cause it.

When hepatitis is caused by drugs, the liver inflammation isn’t contagious.

Herbal and dietary supplements are known to be potentially toxic to the liver, but the association is commonly

overlooked, Dr. Jennifer Nicole Harb of the University of Florida College of Medicine and her co-authors said in Tuesday’s online issue of BMJ Case Reports.

“To the best of our knowledge, only one other case report has previously documented acute hepatitis from overconsumption of energy drinks,” they wrote.

In the new case, there was a strong correlation between when the energy drink consumption occurred and when the hepatitis reaction appeared. It was unlikely the reaction could be attributed to other drugs or diseases, and the symptoms ceased when the man stopped consuming the drinks.

Energy drinks contain several ingredients in high concentrations but vitamin B3 or niacin is the only one associated with liver damage, the authors said.

Consumers beware It’s entirely possible to see such a liver reaction from energy drinks, said Dr. Eric Yoshida, a liver specialist and professor of medicine at the University of British Columbia.

Yoshida was not involved in the case report and hasn’t treated hepatoxicity from energy drinks.

“It should be a warning to the consumer,” said Yoshida, who is also chair of the Canadian Liver Foundation’s medical advisory committee. “It’s like that old legal term, caveat emptor, buyer beware.

If you consume too many energy drinks, then yeah, you might be at risk, especially if you consume more than the manufacturer says is safe. It sounds like

this individual definitely did.” .

The journal did not name the man, citing patient confidentiality.

He was treated with close observation and frequent monitoring while his symptoms were managed. He was advised to avoid any similar niacincontaining products.

The paper ’s authors took care to exclude other possibilities for the hepatitis. The observational case report is only suggestive and doesn’t offer conclusive evidence of a cause and

effect relationship. “They are meant only to increase the awareness of healthcare providers of the possibility of a previously unrecognized association.”

The man’s lab test results also suggested evidence of chronic hepatitis C infection.

“I think this would have happened to this individual even if he did not have hepatitis C,” Yoshida said.

“He was really jaundiced. This guy was lucky he didn’t need a liver transplant,” Yoshida said. CBC News

Police disrupt Vaughan-based car theft ring, seize $5M worth of cars cont’d from pg. 29 of 60 vehicles were stolen by the group.

But police say the criminal organization didn’t stop at car theft.

Investigators revealed a plot by the accused to kidnap a person in Vaughan.

The accused allegedly planned to impersonate p o l i c e o ff i c e r s a n d incapacitate their target with the use of a stun gun. The plot was never carried out.

LaSalle said the group was also linked to the theft of an entire tractortrailer load of Nutella.

As part of the investigation, a compact combat shotgun and a semiautomatic assault rifle chambered for 9mm ammunition was also seized.

An investigation dubbed Project Cyclone that targeted the ring resulted in the arrest of 23 people, who now face a combined 137 charges.

“The owner was very happy to get it back,” LaSalle said.

LaSalle said Dhaliwal, the alleged ringleader of the operation, is previously known to police.

His reputation as a stolen car chop shop operator is so prolific he was once chronicled in the Canadian real-crime series Masterminds.

Some members of the group are still at large, investigators said.

In it, he is dubbed, the “king” of car thieves.

LaSalle said the most expensive vehicle recovered was a $340,000 Lamborghini Huracan.

Also charged in the alleged operation is his wife, Kuljit Dhaliwal and his son, Balkevinjit Dhaliwal.

THE HAGUE, Netherlands - Foreign Affairs Minister Stephane Dion says he used his recent trip to Africa to shore up support for the International Criminal Court after three countries from the continent indicated they would pull out.

Dion says Canada is deeply saddened by the decision of South Africa, Burundi and Gambia to leave the court.

Dion makes the remarks today in a speech in The Hague, where the court is based.

the court has been biased against African countries because nine of 10 active cases are focusing on the continent.

Dion says African countries referred five of those cases to the court, while two more -- Darfur and Libya -- were direct references from the UN Security Council.

Canada played a leading role in the creation of the court in the late 1990s by giving financial and diplomatic support to help craft the Rome Statute, the treaty that created the court.

Whole milk consumption linked to leanness in early childhood, Canadian study finds Children who drank whole milk tended to be leaner than those who drank low fat or skim milk, a study by Toronto researchers has found.

The new findings, published in Wednesday’s online issue of the American Journal of Clinical Nutrition, suggest a need to take a closer look at those guidelines, said study author Dr. Jonathon Maguire, a pediatrician at St. Michael’s Hospital in Toronto.

“If you don’t get fat from someplace,

then you take energy from somewhere else, and it may be that children who are receiving reduced fat milk seek foods that are higher in caloric density, and maybe that’s why they’re a bit bigger,” Maguire said in an interview.

The reverse is also possible, as parents of children who are overweight may choose to provide them with low fat milk, he added.

Prime Minister Trudeau heads to Madagascar from Liberia MONROVIA, Liberia -- Prime Minister Justin Trudeau is departing Liberia today with a promise to renew and strengthen the friendship between Canada and the West African nation.

“Canada and Liberia have a strong relationship -one that is made stronger by our shared belief that when women and girls are full participants in the social, economic and political lives of our two countries, we will all succeed,” Trudeau said Thursday in Monrovia.

The prime minister will spend Friday flying across the continent to Antananarivo, the capital city of the island nation of Madagascar, where he will lead the Canadian delegation at the summit of the International Organization of la Francophonie over the weekend.

The choice of Liberia for his first visit to Africa since the Liberals came to power last year surprised some observers, given there is a limited relationship and no obvious economic interests

between Canada and Liberia, which was hit hard by the deadly Ebola virus in recent years.

Trudeau, however, said he was inspired by the leadership of Liberian President Ellen Johnson Sirleaf, who along with other women has been recognized -- including with a Nobel Peace Prize in 2011 -- for her role in achieving and maintaining peace and stability following brutal civil conflict. cont’d on pg. 58

Johnson Sirleaf said Canada and Liberia have long enjoyed a good relationship, including its support for the UN peacekeeping mission there, the more than $130 million it gave to the region as part of its response to the devastating Ebola epidemic, which affected Liberia, Guinea and Sierra Leone, and its offer to resettle Liberians during the civil war.

“Your visit today could not have come at a more opportune time to reset relations between our two countries,” Johnson Sirleaf said in her toast to Trudeau at an official dinner Thursday night.

She said that Liberia had been on the road to recovery from the civil war, but then experienced the shocks of the 2008 financial crisis, the Ebola outbreak and the sharp decline in commodity prices for many of their exports.

At the summit of la Francophonie, Trudeau plans to highlight gender equality, the fight against climate change, diversity and security, among other issues at the gathering of representatives from 80 governments and states from mainly French-speaking nations.

Montreal museum confirms location of city’s first European settlement

MONTREAL — After years of research, officials at Montreal’s archaeology and history museum say they’re now able to pinpoint the precise location of the city’s first European settlement.

Although archaeologists have been digging the Fort Ville-Marie site for years, a recent discovery has allowed them to confirm the exact dimensions of the structure that housed the city’s early French settlers.

“For the first time we know what it looked like in the mid-17th century, what it was made of, and where the site of the future pavilion was inside the fort,” said Louise Pothier, an archaeologist

at the Pointe-a-Calliere museum.

Pothier said the discovery of one of the fort’s northwest palisades beneath a Montreal sidewalk in 2015 was the “key piece” that allowed historians to finally visualize the entire structure using information gleaned from an old treaty.

“We did 13 years of digging before that, but we never really knew where we were in the fort,” she told a news conference Thursday.

The museum says Montreal’s founding settlement measured about 2,500 square metres, was rectangular in shape and oriented parallel to the St. Lawrence River.

It is building a pavilion to showcase the site, and the city hopes to make it accessible by May 17, 2017 — the 375th anniversary of Montreal’s founding date.

Pothier says the museum is still analyzing the 250,000 artifacts have also been found on the site since digging began back in 2002.

Montreal Mayor Denis Coderre described the discovery as a ‘moving’ one.

“You don’t have very many cities that know exactly where their foundations started,” he said.

“To find the place where the city was born is a key part in our history.”

lished as a Catholic settlement in 1642 on land near the St. Lawrence River that had been occupied by Indigenous people for thousands of years.

It quickly became a major trading hub and Montreal was incorporated as a city in 1832.

Pothier said knowing the fort’s dimensions could help researchers better understand the lives of the fort’s original 51 inhabitants.

Her personal hope is to find remnants of the residence of Paul de Chomedey de Maisonneuve — the French military officer credited as the city’s founder.

But why did this election matter so much to me, a young woman from a small country off the coast in West Africa?

It was important to me because the United States is the most powerful country in the world and by making history in electing its first woman President, it would have been sending the right message to the world about gender equality and diversity.

It was also important to me because this was not just a conversation about affirmative action for women, neither was Hillary a compromise candidate or filling a quota for women.

She was very qualified and competent to lead.

Again her standing against a candidate with the characteristics of Trump was more of the reason why I wanted her to win. To shut up like-minded men who are misogynistic, bullies and racist. And Trump throughout the campaign said a lot about women,

immigration and even mocked a disabled person.

As a young woman growing up in Ghana where women’s rights are not as entrenched as the United States, I find men like Trump all over. They are the reason why many women in my beloved Ghana shy away from politics and public office.

They dare not stand up lest they are hammered by such men. They are called all sorts of names, just because they dare to come forward. Some get physically assaulted for standing up to men.

The two major political parties in Ghana, the National Democratic Congress (NDC) and the New Patriotic Party (NPP), in their campaign speeches and manifestos detail increased representation for women in public office and yet they are the same people who bare their teeth at women from the opposite sides who do step forward.

So you see, Trump is not alone. There are men like him all over the world and in my beloved Ghana they get away with far worse because we do not have the systems and structures to protect women. They provoke women and the least response the women put up, they are

characterized as being ‘emotional’.

Hillary did a brilliant job ignoring Trump at the final debate when Trump called her “nasty woman”. I wanted Hillary to win, for all the women that have to put up with men like Donald Trump in public office, corporate and even at home. I was hoping to see women’s issues tabled at the highest level.

I wanted issues like the gender wage gap, inadequate infant and maternal care, poverty and hunger and violence against women to get attention and the muchneeded commitment from the world. Because when the US takes a stand on issues, it affects global policy and commitment.

Women have a right to sit at the table and we certainly have a right to be whoever or whatever we want. And it’s ok to be a mother, wife, daughter, niece, aunt, and grandmother and still excel at your professional career. Hillary has created several cracks in the glass ceiling and I hope in my lifetime I will get the opportunity to see a woman being sworn in as President of the most powerful country in the world. Mayor John Tory endorses tolls for 2 major Toronto highways cont’d from pg. 42 to pay “their share” of transit and infrastructure.

Mississauga Mayor Bonnie Crombie issued a statement almost immediately, saying the tolls would impact her constituents.

“It’s important that Mayor Tory understand the ramifications of his actions on business and tourism,” Crombie said.

“However, as Toronto owns the Gardiner and DVP, he is free to impose these tolls without input from his neighbours in the 905.

“I would caution him though that he must ensure that every penny of the money collected is reinvested into the repairs of the Gardiner and DVP, as well as into regionally-integrated transit projects that connect the 905 and the 416.”

Tory was clear that the funds would not go into the city’s general revenue stream.

‘Major urban crisis’ Pasternak said he expects the tolls to have enough support to carry through council, but said a key to that support is ensuring the revenue remains earmarked for transit and not general revenue.

“If [the money] goes into one big black hole, cynicism creeps in and support for the revenue tools declines,” he said. “The key is to make sure it’s highly targeted to transit, it’s the region’s No. 1 issue. It’s a major urban crisis.”

Enid Slack, director of the Institute of Municipal Finance and Governance at the University of Toronto’s Munk School of Global Affairs, said road tolls have benefits that go beyond raising money: they also influence drivers’ behaviour.

“If people have to pay a road toll, they think about whether or not they’re actually going to get on that road and take that trip,” she said Thursday on CBC’s Metro Morning.

But not everyone agrees road tolls are the way to pay for the transit needs of a fast-growing city.

Coun. Stephen Holyday represents a ward in Etobicoke, a west-end suburb that is now part of the city. He dislikes the idea of road tolls coming from the pockets of his constituents.

“I’m worried about some

of the folks that I live by that travel into the city.

Now it’s going to cost them more,” he said.

No plan for provincial tolls Tory’s plan to add toll roads would require approval from the province.

Questions to Premier Kathleen Wynne’s office were referred to Transport Minister Steven Del Duca.

At an unrelated transit announcement this morning, Del Duca said the province has not yet received a request from the city for toll road approval.

He touted his government’s plan to introduce high-occupancy lanes on some highways in the Greater Toronto Area.

The lanes are limited to vehicles with more than one occupant as a way to encourage car-pooling.

“Once a plan [from the city] comes to the province, the premier and our government will review it very carefully,” said Del Duca, who added that the province has no plans to add its own tolls to provincial highways.

“We all understand that we have to keep investing in transit to keep this region moving.” Cp24

Bringing the Gospel to our Community by Rev. Joseph Osei-Amoah The transforming power of Jesus and His Word “Then Jesus returned in the power of the Spirit to Galilee, and news of Him went out through all the surrounding region.

15 And He taught in their synagogues, being glorified by all. 16 So He came to Nazareth, where He had been brought up. And as His custom was, He went into the synagogue on the Sabbath day, and stood up to read. 17 And He was handed the book of the prophet Isaiah. And when He had opened the book, He found the place where it was written: 18 “The Spirit of the LORD is upon Me, Because He has anointed Me to preach the gospel to the poor; He has sent Me to heal the brokenhearted, to proclaim liberty to the captives and recovery of sight to the blind, to set at liberty those who are oppressed; 19 to proclaim the acceptable year of the LORD.” 20 Then He closed the book, and gave it back to the attendant and sat down.

And the eyes of all who were in the synagogue were fixed on Him. 21 And He began to say to them, “Today this Scripture is fulfilled in your hearing.” (Luke 4:14-21 NKJV) At a service in the synagogue in Nazareth, the Lord Jesus read a section of the book of the prophecy of Isaiah which I have copied

above (Isaiah 61:1-2). The above prophecy which was given about seven hundred years before Christ was fulfilled in the ministry, death and resurrection of the Lord Jesus. Our world is increasingly becoming a more dangerous place to live because humanity prefers to live independently from the will of God and His principles. Unfortunately, man refuses to believe the biblical account of the origin sin which resulted in physical and spiritual death and the near destruction of humanity at the time of Noah (Genesis 6-8) and the consequences of man’s refusal obey divine will as recorded in Genesis 11:6, “And the LORD said, “Indeed the people are one and they all have one language, and this is what they begin to do; now nothing that they propose to do will be withheld from them.” This does not suggest that God detests unity

among people, however, unity in rebellion against his will or living as if there is no God is a prerequisite for disaster no matter the level of intellectual and technological advancement.

“For none of us lives to himself, and no one dies to himself.” (Rom 14:7 NKJV) To bring transformation within the reach of fallen humanity, God sent His only Son to the world; “16 For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.17 For God did not send His Son into the world to condemn the world, but that the world through Him might be saved. (John 3:16-17 NKJV) The Bible has records of numerous people whose lives were transformed by the Lord Jesus during His ministry such as Zacchaeus, a rich chief tax collector of Jericho who was eager to see Jesus of Nazareth about whom he had heard so much. He was despised by his own people for working for a foreign the occupying power-Rome.

His relationship with his own people was even worse for way he used his position to cheat his people to enrich himself. When the Lord Jesus saw the emptiness in the heart of that rich man, He offered to stay in his home

dedicated follower of Jesus and a deacon of the church in Jerusalem. Saul who later preferred to be called Paul, the Greek version of his Hebrew name; admitted his involvement in the execution of Stephen in Acts 22:17-21.

Prior to his transformation, he continued in Acts 8:1-3 to persecute the followers of Jesus by dragging off men and women from their homes to prison. Then in Acts 9, as he led a group of men with the approval of the High Priest to arrest any follower of Jesus in Damascus and bring them to Jerusalem for punishment, suddenly a bright light shown around him. He fell from his horse and heard a voice asking why he was persecuting Him. The moment the Lord identified Himself as Jesus, Saul addressed Him as “Lord” indicating his faith in Him as the expected Messiah and Savior. His life was transformed from a skeptic to a believer in Jesus, filled with the Holy Spirit with the zeal to let Jewish non believers and the Gentile world know that Jesus of Nazareth was the promised the Messiah. The greater portion of the book of the Acts of the Apostles gives account of the zeal and dedication with which Paul testified from nation to nation to bring eternal life

during His visit to Jericho.

To the amazement of the people who had gathered at the tax collector’s home, Zacchaeus announced he was going to give half of all his possession to the poor and promised to give four times of the value of what he had taken from anyone by deceit. The very presence of the Son of God brought transformation to the greedy tax collector even before Jesus uttered a word. What made the difference was when the man addressed Jesus as Lord, indicating his faith in Him as the Son of God, who came to seek and to save the lost. (Luke 19:1-10) The other biblical example I have space to include in this write up is Saul, a Pharisee and son of a Pharisee, born in Tarsus in Cilicia, a highly educated young man who was a student of the famous Jewish tutor Gamaliel (Acts 22:3). He was a Roman citizen (Acts 22: 29) and a very religious man who strongly believed Jesus was a deceiver therefore persecuted the early followers of Christ in Jerusalem. His name first appeared in Acts 7:58 as Saul, the young man who took care of the clothes of those who stoned to death Stephen, another young and

and hope to his generation and wrote most of the books of the New Testament. 2 Timothy 4:6-8 tells of his readiness to die for his faith in Christ.

The Holy Spirit who filled the Son of God at the beginning of His ministry recorded in Luke 4: 14-21 continues to transform the lives of people throughout the world and also in nations where it is illegal to preach or tell others about Jesus as the Savior of the world. No law could resist the Lord from revealing Himself to people through visions and dreams as the Savior of the world. No wander even imprisonment or torture has not been able to force such people to deny Christ.

The Holy Spirit is actively bringing transformation to the lives of people who trust in Jesus. No human being or institution, nor the powers of darkness can stop the gathering of millions of people whose hearts are yearning and reaching out for the eternal life. “That if you confess with your mouth, “Jesus is Lord” , and believe in your heart that God raised Him from the dead, you will be saved. 10 For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved.” (Rom 10:9-10 NIV)
