Canada celebrates National Day on July 1

The new country expanded by incorporating other parts of British North America, the Central and Western provinces of Manitoba, Saskatchewan, Alberta and British Columbia,finishing with Newfoundland and Labrador in 1949.

It’s been a day of celebration, where many festivities are held across the country, since 1868.

Time for Promises are over: Diasporan Issues and Concerns must count before 2020 It’s here again: the periodic gathering in Ghana of Ghanaians living abroad to exchange ideas, ostensibly with their compatriots at home, on the development of the Land of Our Birth. Ghanaians Living abroad, otherwise known as Diasporans, have risen to the occasion on countless times to give real meaning to the words of the song, “Land of Our Birth, we pledge to Thee…”.

The massive and meaningful contributions that Ghanaians living abroad have made to the development of the “Land of Our Birth” cannot be over-emphasized. The signs are everywhere. It doesnot take a rocket scientist to unearth the meaningful contributions Ghanaian Diasporans have made to develop, sustain, stabilize their original homeland, and in the process continue to project her image abroad.

Since the advent of the Fourth Republic in Ghana from 1992, some of the governments that have ruled the nation have made attempts to improve relations between the country, its governments and Ghanaian citizens living outside the shores of the country.

It is significant to note that these positive overtures have been made only by Ghanaian governments that have been formed by the New Patriotic Party (NPP). It was the first NPP government, led by John Agyekum Kufuor, that made significant outreach to Ghanaians in the Diaspora by facilitating the organizing of the first Homecoming Summit of Ghanaians in the Diaspora in July 2001, only six months into its administration.

At that historic event, attended by nearly 2000 Ghanaians living abroad, promises were made by the Kufuor-led Ghana government to effectively collaborate with Ghanaians living abroad for the development of the Land of Our Birth. The President, in his Welcome address to the gathering, recognized the positive and massive contributions that Ghanaians living abroad continue to make to the Ghanaian economy and to the country’s development. He highlighted that financial contributions and transfers into the Ghanaian economy by Ghanaians living abroad was the fourth largest fiscal infusion after cocoa, minerals and timber. Way back in 2001, it was estimated that Ghanaians living abroad were pumping more than 400 million Cedis directly annually into the Ghanaian economy.

At that event, the one significant demand from Ghanaian Diasporans was to be given the right to vote in the national elections of the country to which they continuously provide such massive support. The then President John Kufuor promised to facilitate that process. It took almost five years after this promise and sustained lobbying and pressure from Ghanaian Diasporans to get Ghana’s Parliament to pass the necessary Legislation called the Representation of the People Amendment Act (ROPAA) in February 2006 to back the process for Ghanaians living abroad to vote. The government promised then to make sure that this historic vote happened at the next election scheduled then for December 2008. It never happened.

They did nothing until that government was defeated in the 2008 elections.

The NDC government that took over power in 2009 had no interest whatsoever in getting Ghanaians living abroad to vote. Nothing therefore happened and no moves were made to court the goodwill of this important constituency.

It took the defeat of the NDC government in December 2016 and the assumption of office of another NPP government in 2017, this time led by the former Foreign Minister in the first NPP government, Nana AkufoAddo, under whose watch the ROPAA was passed, to revive the relationship with Ghanaians living abroad.

Another Homecoming Summit was held in Accra in July 2017, barely six months into the life of this government. Nearly 3000 Ghanaians living abroad descended on the country with massive goodwill for the government. The Ghanaian News Team participated in this historic event. The current President, Nana Akufo-Addo, promised, “on his honour” to ensure that Ghanaian Diasporans vote in the next elections in 2020 during his

tenure.

Sadly, two years have passed since that declaration and nothing has happened on that front.

The only moves have been some meaningless “consultation with stakeholders’ by the Electoral Commission in Ghana on this issue. The discussions, ironically and sadly, have not included Ghanaian Diasporans who will be gathering in Accra, Ghana again this July for another, and third Homecoming Summit of Ghanaians in the Diaspora. It is expected that the President and his top officials will be there again as usual, at the opening ceremonies and beyond, to make more promises.

We strongly urge the Diasporans who will gather there to demand accountability from the President and his government on their last promise two years ago and what has been done about those promises. The time for promises and promises are over. It is time to take action. The Ghanaian News will be there and we shall be watching and listening!

Sell Woyome’s properties to pay debt to the state – Supreme Court orders A single Justice of the Supreme Court, Justice Alfred Benin, has ordered that several properties identified as belonging to the embattled businessman Alfred Woyome, be sold to off set some 51 Million Ghana Cedis judgement debt paid illegally to him by the State.

The properties are two executive buildings located at Trassaco in Accra, the office complex of Anator Holdings, a company owned by Mr. Woyome, two residential buildings at Caprice and Abelemkpe, both suburbs in Accra, as well as a mining quarry owned by the judgement debtor in the Eastern Region of Ghana.

The state identified the properties owned by Mr. Woyome which are estimated at GHc 20 million that it believes could prove vital in retrieving the GH¢ 51.2 million judgement debt he received from the state unlawfully.

The now defunct UT Bank has claimed some of the properties identified by the state as theirs. It was the claim of lawyers of the defunct UT Bank that Woyome, used the said properties as collateral for loans at the bank which he failed to pay back. Ownership of the properties according to UT Bank, based on the failure to pay back the loans, transferred to the bank automatically.

Attorney General, Godfred Yeboah Dame, argued that there is no evidence to show that the said properties were used as collateral by Woyome to secure loans from UT Bank. The properties, the state maintained, are owned by Mr. Woyome and therefore prayed the court to declare same as true to pave way for the state to sell them.

The Apex Court was expected to deliver its judgment on the 13th of May, 2019. However, after meeting with all the parties involved in the case in chambers, enquiries by journalists revealed that judgement on the UT Bank side of the case according to the judge is ready but that of the Anator Holdings is not ready. The Presiding Judge therefore instructed that the parties should return to court today the 27th of June, 2019 for a joint decision.

In his judgement, Justice Benin said he has concluded that the claim by UT Bank that Mr. Woyome used the two buildings at Trasacco as collateral for a loan is false as they did not provide any credible evidence to substantiate their claim. On the issue of the office complex of Anator Holdings, the Court held that all evidence point to the fact that they are indeed owned by Mr Woyome and not anyone else. Subsequently, all the properties identified by the State are to be sold in satisfaction of the judgement debt owed the State. starrfm.com.gh

In October 2018, the EU voted for a complete ban on a range of single-use plastics across the union in a bid to stop pollution of the oceans.

The EU hopes it will go into

effect across the bloc by 2021.

That included a ban on plastic cutlery and plates, cotton buds, straws, drink-stirrers and balloon sticks and a reduction in single-use plastic for food and drink containers like plastic cups.

The prime minister made the announcement a few months before the next general election, which is scheduled for this coming autumn.

Issues like climate change and pollution are widely expected to be among the top concerns on the campaign trail.

Across Canada, a number of municipalities and some provinces have recently moved ahead with various single-use plastics bans, mainly targeting plastic bags.

Mr Trudeau acknowledged those efforts and said “a real solution needs to be nationwide”.

Ending dolphin and whale captivity Canadian legislators also passed a bill on Monday that will ban the wild capture, captivity, and breeding of whales, dolphins and porpoises in the country.

There will be a provision in place to allow organisations that keep cetaceans in captivity for rehabilitation or in the best interests of their welfare to continue to do their work.

All cetaceans currently in captivity will be exempt.

It forbids mistreatment of people due to their race or color. Yet, at the same time, it does not allow the discriminated to take revenge or act unjustly.’

Additionally, the Fifth and current Khalifa of the Ahmadiyya Muslim Community, Hazrat Mirza Masroor Ahmad, in a message to PAAMA USA on September 7, 2017, addressed and identified the trusts that countries and their leadership have with their nations:

‘All countries should keep in mind that the leader of a country is the servant

of that nation. Whichever laws or regulations are in force should apply just as much to the rich as to the poor. If this approach is maintained, then, God Willing, the freedoms that you have gained after long periods of colonial slavery, will come to be everlasting.’

Let’s emulate Nigeria and deport criminally-minded aliens!

By Edmund Agbeko, Toronto As my dear friend Kwaku Badu puts it, in the wake of public discourse on senseless armed robbery attacks and vicious kidnappings by the lunatic fringe of Nigerians and Ghanaians amid irrevocable antagonism and social restiveness, some responsible Nigerians and Ghanaians have been expressing concerns on the possible strain on Ghana-Nigeria diplomatic relations.

Mind you, Ghana and Nigeria have a long-standing cordial diplomatic relations and therefore cannot be soiled through the whims and caprices of some criminal elements in our midst. That said, both Ghana and Nigeria are sovereign countries and have absolute power to deal with any obdurate criminal as prescribed by the available laws without fear or favour.

In the current state of rampant criminal activities amid grave concerns, there appears an overwhelming support for prosecutions and convictions of the criminally-minded citizens and denizens. I must, however, confess that a lot of memories had ineffaceably stencilled on my mental sheet. But the most memorable one I can recall readily was the deportation of millions of West African migrants from Nigeria in January 1983.

Ironically, the hardships in Ghana exacerbated exponentially following the expulsion of approximately two million Ghanaian migrants from Nigeria to Ghana in late January

Somehow, the observers viewed the Nigerian authorities action as an illustrative case of “give a dog a bad name and hang it”. But that said, the Nigerian authorities other reason for the expulsion, which was to ensure the integrity of Nigerian immigration laws, was, of course, a step in the

Unsurprisingly, the Nigerian government action was also strongly condemned by the global media. For example, the French press described it as “an act of barbarism unparalleled in the world” (Aluko, 1985: 424; Aremu 2013). In the same vein, Pope John Paul II of blessed memory described the

deportation of illegal aliens from Nigeria as “a grave, incredible drama”, producing the largest single and worst human exodus in the century” (The Nigerian Sunday Concord, 13 February, 1983; Aremu 2013).

Moreover, the Heads of States of the neighbouring West African countries responded harshly to the 1983 Expulsion of Aliens from Nigeria.

The then head of states of Ivory Coast, Benin Republic, Burkina Faso, Niger and Togo censured the weird action, by issuing a joint statement deploring Nigerian government’s expulsion of illegal immigrants in 1983 (Aremu 2013).

The head of states of the aforementioned West African countries denounced the act as “contrary to the spirit of African hospitality and various international agreements” (African Economic Digest, 1983:6726; Aremu 2013). As a matter of fact, the 1983 expulsion soiled Nigeria-Ghana diplomatic relations back then (Aremu 2013).

In recent times, there have been unprecedented criminal activities on our streets, in our homes and in our communities.

D i s a p p o i n t i n g l y, however, the scumbags continue to have an unfettered fun.

To be quite honest, the activities of the bloodthirsty scumbags are tantamount to war, and, we must respond with an equal measure of vengeance.

It is, therefore, not surprising that after putting up luxurious houses, and installing doors and windows, you still have to fortify them with extra burglary iron bars. In actual fact, people have become prisoners in their own homes, primarily due to the activities of these homicidal hoodlums.

Frankly stating, these hoodlums are making life very unbearable for citizens and denizens, and also discouraging potential investors from making any meaningful investments in the country. Thus, it is incumbent on the authorities to curb the activities of the shameless hoodlums.

We must not and cannot look on unconcerned and give in to the potential nation wreckers. To this end, I will urge all Ghanaians to endeavour to collaborate with the security forces to ‘fish out’ the heartless criminals in our midst.

As a matter of fact, we cannot and must not sit apathetically and allow these scumbags to win the battle; deploy the army immediately and if possible, bring back the capital punishment in kidnapping and armed robbery cases.

To be quite honest, we should not be sending the mindless scumbags to prisons and feed them, and only for them to come out and terrorise us more. That, for me, is inconsequential. Let them ingest their own bitter pills!

Astronaut David Saint-Jacques returns to Earth, sets Canadian space record

David Saint-Jacques returned to Earth on Monday after more than six months aboard the International Space Station.

NASA described the landing as “picture perfect” as the capsule descended in Kazakhstan at 10:47 p.m. ET.

The native of Saint-Lambert, Que., has set a record for the longest single spaceflight by a Canadian at 204 days.

Saint-Jacques was the last to be carried out of the capsule and he gave a thumbs-up as he emerged.

The Canadian astronaut was joined by NASA astronaut Anne McClain and Russian cosmonaut Oleg Kononenko aboard a Soyuz capsule that landed in Kazakhstan.

The crew was offered water and fresh fruit as they sat in chairs about four metres away from the capsule before being taken away for initial medical checks.

Saint-Jacques’ mission began ahead of schedule on Dec. 3, when he was part of the first crewed Soyuz mission following a rocket mishap in October that forced a spacecraft carrying two astronauts to abort and make an emergency landing.

Gov. Gen. Julie Payette welcomed the astronaut back to Earth. In a tweet she said: “We are so glad that you are safely back. Congratulations on a remarkable job on board he International Space Station (ISS) during six months. 204 days in space. Well done.”

Saint-Jacques, 49, took part in a sixand-a-half hour spacewalk in April and a “cosmic catch” of SpaceX Dragon cargo using Canadarm2 -- the first time a Canadian astronaut has operated the robotic arm to perform the feat.

Saint-Jacques, who is married and has three young children, earlier said he was looking forward to seeing his family again.

The engineer, astrophysicist and family doctor also oversaw science experiments and had numerous discussions with kids across the country during his mission.

In his final days of the flight, SaintJacques said he was refamiliarizing himself with the Soyuz craft that had been parked for the duration of their stay and took them home starting Monday afternoon. He tweeted over the weekend the craft was in fine form despite being parked for six months.

“It will take a few hours but we’ll fall back to Earth -- literally,” SaintJacques explained to reporters last week. “After crossing into Earth’s atmosphere, the parachutes will open, we’ll land in Kazakhstan and be picked up by Russian team and taken to the airport where we’ll return to Houston to be reunited with our families.”

When the crew established contact with the search-and-recovery forces right before landing they said they were doing well.

He’d told reporters he was aware of the physical challenges that await him after six months in zero gravity, which include blood circulation problems, muscle pains and an elongated spine that will return to normal. It could mean trouble walking and moving around for a while.

Saint-Jacques’ recovery is first and foremost on the minds of Canadian Space Agency officials.

“A big aspect for us here at the agency is to prepare his return in the next few weeks -- rehabilitation, physical reconditioning, adapting back to life at 1G,” said Gilles Leclerc, the agency’s director of space exploration.

Saint-Jacques is expected to take part in a news conference on Friday from Houston and will return to Canada in mid-July to visit the agency, just south of Montreal.

As for the next mission, Leclerc said negotiations are underway to have another member of the corps serve aboard the International Space Station before 2024.

Bombardier sells regional jet business to Japanese firm Mitsubishi Bombardier Inc. announced Tuesday a deal to sell its regional jet program to Mitsubishi Heavy Industries Ltd. for US$550 million.

Bombardier chief executive Alain Bellemare said the agreement represents the completion of the transformation of the company’s aerospace business.

“With our aerospace transformation now behind us, we have a clear path forward and a powerful vision for the future,” Bellemare said in a statement.

“Our focus is on two strong growth pillars: Bombardier Transportation, our global rail business, and Bombardier Aviation, a world-class business jet franchise with marketdefining products and an unmatched customer experience.”

Mitsubishi, which will also assume liabilities totalling about US$200 million, will acquire the maintenance, support, refurbishment, marketing and sales activities for the CRJ Series aircraft.

The agreement includes the related services and support network located in Montreal and Toronto and its service centres in Bridgeport, W.Va., and Tucson, Ariz.

Mitsubishi chief executive Seiji Izumisawa said the deal is an important step towards building a strong, global aviation capability.

“In combination with our existing infrastructure and resources in Japan, Canada and elsewhere, we are confident that this represents one effective strategy that will contribute to the future success of the

Mitsubishi SpaceJet family,” Izumisawa said.

The CRJ production facility in Mirabel, Que., will remain with Bombardier, which will also continue to supply components and spare parts.

Bombardier will assemble the current CRJ backlog on behalf of Mitsubishi with production expected to be completed in the second half of 2020.

Bombardier will also retain roughly US$400 million in liabilities representing a portion of the credit and residual value guarantees.

The deal is expected to close in the first half of next year, subject to regulatory approvals and customary closing conditions.

Lisa MacLeod, who angered parents over her handling of the autism file as minister of children, community and social services, is taking over the tourism, culture and sport portfolio.

Another minister being demoted in the shuffle is Education Minister Lisa Thompson who will be responsible

for government and consumer services.

Merrilee Fullerton, who came under fire for changes to postsecondary education as minister of colleges and universities, will be responsible for longterm care. And Attorney General Caroline Mulroney is being moved to transportation, but will continue to be responsible for francophone affairs.

The shuffle is also bringing huge promotions for some backbenchers -- Stephen Lecce becomes minister of education, while Doug Downey becomes attorney general.

Health Minister Christine Elliott, Solicitor General Sylvia Jones and Treasury Board President Peter Bethlenfalvy are among the high-profile members of cabinet keeping their posts.

The shuffle comes just after Ford and his Tories marked the one-year anniversary of winning a majority government.

Ford has been slipping in the polls, and some suggest he could hurt Conservative Leader Andrew Scheer’s chances of winning in Ontario in the October federal election.

Ottawa sets up secretariat to root out racism in federal institutions, programs OTTAWA - The federal government is setting up a secretariat to root out systemic racism and discrimination within federal institutions, programs and services.

The secretariat is part of a $45-million federal anti-racism effort, which also includes funding for programs run by community groups on things like jobskills training, youth mentorships, legal services and protections against hate speech.

The effort will also include a national public awareness and education campaign.

Canadian Heritage Minister Pablo Rodriguez, who announced the initiative Tuesday in Toronto, said every day in this country, people still face racism, including Islamophobia, anti-Semitism and anti-black racism.

“It’s often subtle, sometimes invisible,” he said in the text of a speech delivered at a centre devoted to helping those living in poverty or with mental illness.

“But its effects are always very real and completely unacceptable. I’m talking about the inequalities embedded in our society, like who’s called for a job interview, who’s encouraged to aim for university and who’s not, or who gets carded (by police) on their way home from school.”

Those inequalities are apparently embedded in the federal government as well.

Independent MP Celina CaesarChavannes has argued that black Canadians are passed over for senior jobs in the federal civil service. And

she’s noted that a black person has never achieved the rank of deputy minister in the entire history of Canada’s federal government.

The former Liberal MP introduced a private member’s bill last week which would require the Canadian Human Rights Commission to report annually on what progress, if any, the federal civil service has made in promoting visible minorities to senior positions. However, the bill will never be passed since the House of Commons has adjourned for the summer and subsequent federal election. Chavannes, who is not seeking re-election, will not be around to reintroduce it after the election.

Rodriguez said the anti-racism secretariat will tackle “systemic racism in all the ways it manifests itself in our laws, programs and services.”

“Our government recognizes that we are in a unique position to address racism in our institutions and society.

This national anti-racism strategy is an essential first step in building a more inclusive country, where all Canadians can participate equally.”

Last fall, Rodriguez was criticized for saying the term “systemic racism” is “not part of my vocabulary.” Talking about consultations that were being held on the anti-racism strategy, he told the Globe and Mail that “Canada is not a racist society, wherever one lives.”

He quickly backed off that assertion, however, telling the Commons days later that “throughout history and even today, there are people in communities who experience systemic racism, oppression, discrimination, preventing them from fully participating in our society.” The Canadian Press

The two Teams were code-named ACRO-BOTandI-BOT.They qualified to represent Ghana from a national Competition called ROBOFEST which is organized every year by the Ghana Robotics Academy Foundation that was founded by Dr. Ashitey Freddie Olleenu in 2011. The Foundation’s objective is to help young students to gethands-on practical exercises in Robotics. Every year, the Foundation holds a national competition called ROBOTICS-INSPIRED SCIENCE EDUCATION (RISE) which the Mamfe School won in 2018.

The focus of the World Competition is to help students to use Robots to do things that Robots will do in the future. The task at this year’s World competition, which the Ghanaian team won, was about “binary blocks” which had the assumption that in the very near future, Robots will be doing boxes and packaging of boxes. They were tasked to use Robots to build boxes and stack them in specific locations. In the end, the “Twinkle, Twinkle, Little Stars” from the little town of MamfeAkuapem, Ghana beat down the strong competitors from computerized nations like the USA, Japan, Korea, China, Mexico and the rest.

Significantly, and ironically, they undertook this trip amid great challenges including financial constraints. They received no financial support from government and the parents of the girls had to do their own fund-raising. And the Teacher who guided and coached these kids had not been paid for about two years, but he soldiered on. In an exclusive interview with The Ghanaian News shortly after their victory in Michigan, the Teacher, Mr. McDjanAmoakohinsisted that he is inspired and driven by patriotism and the need to bring out the science potential and best in his students who are all first and second year High School students.

The world winning Team consisted of Alberta Affran, Naomi Kuma, Susan Appiah, MaameYaaHenakuand Sandra Yeboah. They returned home to a rousing heroes’ welcome in Ghana on May 24, 2019. Mr. Amoakoh says that the Team has big plans ahead of them including a World Robot Olympiad which will be held in Denmark this year.

Licence revoked for doc who used own sperm to artificially inseminate patients TORONTO - Ontario’s medical regulator has revoked the licence of an Ottawa fertility doctor who used his own sperm as well as that of the wrong donors to artificially inseminate several women over three decades.

The discipline committee for the College of Physicians and Surgeons of Ontario had ruled earlier today that Dr. Bernard Norman Barwin committed professional misconduct and failed to maintain the standards of the profession.

Lawyers for the college had then asked the committee to revoke Barwin’s licence, saying it was the only appropriate penalty for such a shocking abuse of trust. revoked Barwin’s licence this afternoon, which means other medical regulators would be alerted should he apply to practise medicine elsewhere.

An uncontested statement of facts read before the committee laid out the cases of more than a dozen patients who say they suffered irreparable harm as a result of Barwin’s actions.

Barwin, 80, who did not attend the hearing, pleaded no contest to the allegations through his lawyer.

A lawyer for the regulator had told the discipline committee Barwin’s actions traumatized entire families and left them forever altered.

“There is no precedent for the case you have before you at this college,” Carolyn Silver said.

“Dr. Barwin’s patients and their families were the unsuspecting victims of his incomprehensible deception,” which saw him contradict their specific instructions

without their knowledge or consent, she said.

Some patients discovered their children were halfsiblings, even though they had requested the same donor be used for both, the statement of facts in the case said.

Several men learned the children they had raised were not biologically theirs.

Rebecca Dixon, who waived a publication ban protecting her identity, said she discovered three years ago that Barwin - and not the man who raised her - was her biological father.

“In that moment, my life changed forever,” she told the committee, adding she felt her entire identity was thrown into question.

The news made her feel ashamed and “contaminated,” and strained her family, she said. Even now, Dixon said she continues to scan the crowds in Ottawa, looking for people who look like her and who may be her half-siblings.

A woman who can only be identified as Patient M said she learned recently that her teenage daughter was conceived using an unknown donor’s sperm rather than her husband’s.

She has not yet broken the news to her daughter, worried the shock would be debilitating at such a “fragile” age, she said.

Patient M said Barwin went out of his way during the procedure to show her the vial of sperm with her husband’s name on it, knowing it contained material from another man.

“I still felt so violated, I felt dirty, almost as if I’d been raped,” she told the committee.

According to the statement of facts, an expert retained by the college to review Barwin’s case found it

was unlikely the doctor’s use of his own sperm was accidental.

Barwin’s explanation that contamination must have occurred when he used his own sperm to calibrate a sperm counter is neither plausible nor believable, the expert said in the statement.

“This is a tragic situation in which a sea of avoidable harm was done,” the expert said.

Barwin had previously been disciplined for artificially inseminating several women with the wrong sperm, admitting to professional misconduct when he appeared before committee in 2013. At the time, Barwin said errors in his practice had left three patients with children whose biological fathers were not the ones they intended.

The committee then suspended him from practising medicine for two months, but Barwin gave up his licence the following year.

There was no evidence in that case that Barwin was the biological father of any of his patients’ children, said Silver, the college’s lawyer. Barwin intentionally concealed what he was doing, she said.

Tuesday’s hearing dealt with fresh allegations against Barwin of incompetence, failing to maintain the standard of practice of the profession and of engaging in dishonourable or unprofessional conduct.

He is also facing a proposed class-action lawsuit launched by several of his patients.

Basic things a potential refugee protection claimant in Canada should know A claim for refugee protection in Canada may be made in or outside Canada. Claims made inside Canada are made to an immigration officer, who, pursuant to the Immigration and Refugee Protection Act (IRPA), shall, upon receipt of a claim, promptly determine whether or not the claim is eligible to be referred to the Refugee Protection Division (RPD) for further action on the claim.

A refugee claim may not meet the eligibility criteria to be referred to the Immigration and Refugee Board (IRB) if the claimant has been recognized as a Convention refugee by another country he can return to; if the claimant has already been granted protected person status in Canada; if the claimant arrived via the Canada-United States border; if the claimant is inadmissible to Canada on security grounds; if the claimant made a previous refugee claim that was not found eligible; if the claimant made a previous refugee claim that was rejected by the IRB or if the claimant abandoned or withdrew a previous refugee claim.

is outside the country of their former habitual residence and is unable or, by reason of that fear, unwilling to return to that country.

Under the Act, refugee protection is conferred on a person when the person has been determined by IRB to be a Convention refugee or a person in need of protection or when the Minister allows an application for protection.

Section 96 of the Act defines a “Convention Refugee” as a person who, by reason of a well-founded fear of persecution for reasons of race, religion, nationality, membership in a particular social group or political opinion, is outside each of their countries of nationality and is unable or, by reason of that fear, unwilling to avail themselves of the protection of each of those countries; or not having a country of nationality,

Section 97 of the Act defines a “person in need of protection” as a person whose removal to their country or countries of nationality or, if they do not have a country of nationality, their country of former habitual residence, would subject them personally to a danger of torture or to a risk to their life or to a risk of cruel and unusual treatment or punishment.

There is a general presumption that persons in need of protection and those who claim protection as conventional refugees cannot live safely in any other part of their countries of nationality.

The risk they face should not be related to inadequate medical care in the country and should be specific to the claimant and not generalized risk. The risk should also not be inherent or incidental to lawful sanctions, unless such sanctions are imposed in disregard of accepted

international standards. In refugee protection claims, a distinction is made between persecution and prosecution.

At the hearing of refugee protection cases, the applicant needs identity documents to prove that he is who claims to be. This could be documents to show his nationality, affiliation with a particular religion or ethnicity or profession or membership in a social group or sexual orientation. Such documents could be national identity card, evidence of military service, marriage certificate, school transcripts, baptismal certificate, a letter from your religious leader or community group or family member, professional membership card, transcripts proving professional training, and diplomas.

Supporting documents such as photographs, letters, videos to show the problems one has passed through, police and medical reports to substantiate the claims, if applicable, news articles about people connected to one’s case, if applicable, sworn statements of people who have witnessed

what happened to you or who have experienced problems that are similar to yours in writing, if necessary; and probable impact of your ordeal on your mental health presented by a doctor or a psychologist. Also important is evidence of human rights conditions in your country even though the risk you face should be personal and not the same general risk that everyone else in your country faces.

Thus, at a refugee hearing, greater focus would likely be on identity, credibility, subjective fear, generalized risk, particularized risk, state protection, internal flight alternative and legal residence in another country.

It is necessary to contact a professional for advice and guidance if one contemplates seeking refuge in Canada.

It is a nightmare to plan a budget when you have no idea about how much you are going to earn each month. This is a serious problem for those who work on

Identify the minimum amount you earn Before you start creating a budget with fluctuating income, you need to identify the minimum amount you earn. Also, determine your minimum expenses on a

Annual Report 2018-2019 Ontario Ombudsman Paul Dubé today reported on an historic year in which his office handled a 30% surge in complaints and saw its mandate expanded for the second time in four years.

In his fourth Annual Report as Ombudsman, Mr. Dubé details the highlights of the 27,419 complaints his office received from the public in 2018-2019, and updates numerous investigations and case resolutions related to provincial government bodies, municipalities, universities and school boards.

The Ombudsman and staff not only helped the public and bureaucrats with issues arising from the impact of significant political changes in 2018, they worked to promote the rights of a wide range of Ontarians, from social assistance recipients to transgender and Indigenous inmates, to journalists, Mr. Dubé writes in the report.

“The stories in this report serve as reminders of the profound human impact our work can have,” he says, noting that he hopes to make similar strides with his new oversight of French language services and child protection, which were transferred to his office as of May 1.

Describing the past year as a “defining moment” for his office, the Ombudsman says: “Political change and the administrative changes that go with it tend to make offices like ours busier, as the public and government

officials alike seek answers about everything from good governance practices to the execution of political decisions.”

The Ombudsman’s role, he stresses, “is not to police politicians, or to intervene in or overturn political decisions,” but to assist in “ensuring that the execution of those decisions, through the delivery of government services, is fair.”

The report cites numerous examples of how the Ombudsman and staff helped complainants and bureaucrats alike with the impact of such decisions on public services, such as: The

federal legalization of cannabis and the opening of the online-only Ontario Cannabis Store (OCS) prompted more than 2,400 complaints to the Ombudsman as the OCS struggled with delays, delivery problems and customer service issues. A dedicated team of Ombudsman staff worked with OCS to flag issues and resolve complaints quickly.

Ghana Is Safe – Ghana Consulate

By Edmund Agbeko, Toronto The Consul General of the Republic of Ghana in Toronto, Hon. Thomas Frank Kwashikpui Seshie, in an interview with ‘The Ghanaian News’ has rebuffed claims that, Ghanaians in the West Africa country are living in fear following the recent trend of carrying out of kidnappings/ abductions for ransoms as a profession, seems to be growing on the a rise in Ghana. It will be recalled that, two University of New Brunswick Canadian students were abducted June 4 in Ghana while volunteering with a non-governmental organization but were rescued in an early-morning raid subsequently.

Ghana has always been adjudged as one of the steadiest countries in Africa but the number of kidnappings has been on the rise in recent months, causing a wave of nervousness among foreigners in the country as well as, among local residents. Allegedly, it’s believed that, almost 70 kidnapping cases were recorded in 2018. In April this year, a 30-year-old Indian man was kidnapped in Kumasi by men who demanded a $500,000 (€442,000) ransom. An Estonian diplomat was seized in the capital Accra during his regular morning walk; but shortly afterwards, he was freed by the Special Weapons and Ammunition Tactics (SWAT) Unit of the Accra Regional Police Command who stormed the house where he was being held. The whereabouts of three Ghanaian girls kidnapped in the west of the country several months ago are still unknown.

Ghana is Safe The Consul General took steps to assure the World that, Ghana still remains very peaceful and safe despite these unfortunate happenings of kidnappings; as violent crime towards foreigners are rare in the country. He said: “Ghana remains safe and I must also highlight the fact that, Ghanaians do feel very safe under the President Akufo-Addo’s led administration.

Ghana has always had an enviable reputation as the safest country in West Africa and as one of the very best on the African continent; avoiding the violence that has plagued most of its neighbours. “ Hon. Seshie continued: “I admit that, these happenings [kidnapping] could dent that hard-earned and welldeserved reputation that Ghanaians have fought hard to earn. It could also harm tourism, an important industry for the country but nevertheless, I can confidently assure you that, the government will do everything that needs to be done to maintain the peace that the country has known for years.

As Government however, we will continue to encourage the media and commentators to be circumspect in public commentary on security matters in order not to compromise other related operations. “ He added: “In the case of the two abducted Canadian women who were working on an exchange program in Ghana, I was very happy the Security forces rescued them and arrested eight people in connection with their kidnapping. Just as the Information Minister [ Kojo Oppong-Nkrumah ] announced, there was no mention or discussion of ransom during the rescue operation. Notwithstanding these occurrences, the country’s risk profile

Crackdown on Kidnapping Ghana, a relatively peaceful nation, has recorded a spate of abductions in recent months, prompting President Nana Akufo-Addo to declare a crackdown on kidnapping. The abductions have also shed light on other attacks in a country popular with tourists and raised fears of copycat Nigeria-style abductions, and sparked warnings of rising crime if security forces don’t crackdown on the gangs responsible.

Addressing the measures that have been put in place to stop the raise of such kidnapping activities, Hon. Thomas Frank Kwashikpui Seshie reiterated the stance of President Nana Akufo-Addo on the issue.

He told Edmund Agbeko of ‘The Ghanaian News’ that: “Just as the President said recently, we are all concerned about this phenomenon of kidnappings which is very alien in our society. You hear about such news happening in Nigeria but we have not known it in this country and we need to do something about it to make sure that, it doesn’t become a feature of our society. The presidency is very determined on the issue and decisions are being taken to deal with this matter because I know as a fact that, an equal level of attention is being given to all of these crimes regardless of which nationality is involved.”

Political motivated?

It must be recalled that, Samuel Ofosu Ampofo, the Chairman of the biggest opposition party, National Democratic Congress (NDC), has also been cited as a person of interest in the spree of kidnappings in the country. Mr. Ofosu Ampofo is currently standing trial over a leaked tape in which a voice purported to be his is heard calling for political kidnappings and assassinations of some persons in Ghana. In the leaked audio, the NDC Chairman is also heard purportedly declaring ruthless war against the Chairperson of the Electoral Commission (EC), Jean Mensa.

When asked for his views on the matter, the Hon. Thomas Frank Kwashikpui Seshie refused to be dragged into the controversy. He said: “Currently, I don’t know whether these issues of kidnappings are political motivated or not but the most import thing that I want to say on the issue is that, as a country, we must come together and fight these recent nuisances. “The Year of Return” President Nana Akufo-Addo says the time has come for people of African descent to make the journey back home. Year 2019 marks the 400year anniversary of the first recorded arrival of the first twenty (20) enslaved Africans in the Commonwealth of Virginia in 1619, which was to become part of the United States of America, initiating some of the most barbaric episodes in human history – the TransAtlantic Slave Trade and Slavery. In this quest, Ghana is offering AfricanAmericans and Caribbean people the opportunity to return ‘home’ and also, granting them the right of abode; pronouncing it “The Year of Return”.

Addressing reasons behind such move,

the Consul General said: “This year marks 400 years since the anchoring of the first slave ship and as Blacks, it is a significant period to be connected through our ancestry. In one of the castles in Cape Coast [Ghana] where the slave trade was prominent, that have a door marked, ‘Door Of No Return; basically meaning, the people who were being sold into slavery were never going to return home but I am proud to say that, we’re reversing that catchphrase and have launched a series of programmes that seek to encourage people of African ancestry to make the “birth right journey home” as part of “the global African family.”

“This year, we are opening our arms even wider to welcome home our brothers and sisters from the diaspora who will be keen in tracing their ancestry and identity. By this, we also hope Ghana becomes the beacon for African people living on the continent and the Diaspora,” he remarked.

Ghanaian Community In Canada In concluding the interview with Edmund Agbeko for ‘The Ghanaian News’, Hon. Thomas Frank Kwashikpui Seshie urged members in the Ghanaian community in Canada to remain united and continue to be good ambassadors for the West African country. He said: “We are the hands, feet and mouthpiece of Ghana and being in this country, we are her ambassadors and also, we must focus on developing Ghana and making it a better place.

We have to remember that, Unity is strength and when there is teamwork and collaboration, wonderful things can be achieved.”

Mid-Year Motivation – What I Wish I Knew/Started Earlier In Life…Pt 2 Last month I mentioned I’ll share the second part of this article. The first part talked about staying healthy and fit; read and write more; practice public speaking; and staying teachable. In this piece I’m going to sharing the second and last part of what I believe will motivate us to keep going strong in the year so we can make this year our best yet. These are some key lesson I have learn in my adult life but wish I had learned them sooner. If you’re a youth, great for you! Train yourself to acquire and develop these skills as soon as you can and it will take you places.

I believe our lives are meant to be extra ordinary if we choose to pursue an abundant life. So, here we go with the second part of what I wish I knew sooner in life.

Value and invest in friendships – Friendships can span from our spouses, to children to parents and siblings, to co-workers and team members, to neighbor, and even to strangers whom we meet and spend a short time with. Good or great friends are very important to our mental health and the quality of our lives.

True friendships are not cheap – you’ve got to invest resources in them to make them great. When you’re able to get one, please treasure it. Developing true friendship may sound like a lot of work, the joy of experiencing life with an open heart and sharing it with a true friend are worth it – besides, you will live longer and be in good company along the way. True and valuable friendships don’t come cheap. You’ll have to invest resources to make it thrive: time and money.I’ve heard it said that to live and love are inseparable.

The lady that I called my truest friend passed away about five years ago. She was my best friend, and I haven’t met anyone like her since her demise. What am I saying? What stands out for me as the number one quality in valuable friendships is humility – perhaps the most important thing to look for in a friend is their ability to say ‘I’m sorry’ when they have wronged you – and the vice versa. We all make mistakes and no friendship can survive over time without apologies when someone has been hurt.

Learn to be respectful of your friends and be humble.

I had a friend (let’s call her Sally) who embarrassed me in public by screaming and yelling at me that I had done foolishly by not having my phone close by me to pick up her call and give her directions to the venue where my best friend (who has now passed) was having her engagement. After she struggled to find her way to the venue she was upset with me because she had called me many times and I couldn’t answer. I had given her the address and expected her to manage and locate it because I was very busy with organizing the whole engagement even and helping my best friend dress up. I had even forgotten Sally was coming then I see her seated among the guests and run to her to hug her. She loudly screams and yells at me that I was foolish and she had struggled to find her way to the venue because she couldn’t reach me by phone to have me guide her. I quietly walked away in shame and embarrassment to continue with my role and didn’t give any indication to my best friend of what had happened. The even went on perfectly and after some guests starting leaving I told my best friend I had to leave immediately due to an emergency – sally was still there and didn’t want to be around. My best friend noticed there was something wrong because she knew I was going to be with her the whole day and even pack the gifts to her home. After much convincing, right in the presence of Sally, I told her the incident with Sally and she was disappointed too. Sally never apologized about her action and behavior. Up until today Sally has never apologized for that action. We talk and say hi

about twice a year but certainly not friends. Friends bring love and joy and respect, but those who suck these virtues out of us cannot be called friends. Great friendships give us the opportunity to love, to learn about ourselves, to mature as human beings, and to open up to the full experience of life; to challenge ourselves; to go beyond what we deem possible; to be the best of ourselves; you name them! If you’ve experienced true friendship you can add to the list here. Find and/or develop some great friendship and make your life better – as well as your friends’. You will be thankful you did.

You’re not your job!Jobs are jobs – and that’s what they are. If you have your dream job that is great – and it brings out the best in you and makes you thrive, praise the Lord! You don’t just have a job but you have work – and you can say you’re living on purpose. On the other hand if your job is otherwise, in my opinion you’re whiling away time and this should not be so! There is more in you than your job.

From my experience and I believe many will agree with me (if not all) that we don’t need our jobs – our jobs need us as human beings. We don’t need our jobs but we need income. We don’t need to have a job to have an income. We need to work to have an income, and work doesn’t need to be a job. You can create your own work and have an income from it – thus, you don’t need a job. So, don’t let your job define you. A job defines limits and boundaries for you and restricts your ability and potential. Thus, even if you keep a job, have a side hustle or a passion project that you can and should turn into work and income for you eventually. Let your ‘job’ be a stepping stone for you and don’t settle for it – especially if you don’t like, enjoy, or thrive in it – don’t stay there to retire!

In any case, it doesn’t guarantee you security! This is a great lesson to learn early in life to help us make the right choices and informed decision and to take the right actions.

If you’re jobless, know that it’s only temporary and you must change that. There is so much potential in you that you cannot be idle. Joblessness is not worthlessness! The Spirit in you is unthinkable. I can boldly say that if you’d find time to quietly think, dream, and imagine what YOU have the potential to do and live out of your life, you may think you’re beginning to get mad! Dream of what you deem impossible and know that that is possible! So much so that you don’t even need to wait to find ‘a job’ which you might not like anyway; which you might not hold for a long time anyway because no job is secure and you know it; which might not make you thrive anyway; which might not bring you fulfillment anyway; which will put you and your potentials in a box anyway. So don’t let your job or joblessness

limit your abilities or potential. Don’t let your job or joblessness fence your dream and your imagination.

Don’t let your job or joblessness kill what you know or believe is possible. Don’t let your job or joblessness let you see and believe that all there is is what you’re doing in your box office doing stuff on your box computer and coming back home to watch your box TV and sleeping and waking up to that same lifestyle year after year into retirement. I believe that life is great and can be very great if we choose to go after it and create it.

I have learned this the hard way and I am glad I have, eventually – better late than never. I will share more details in my future posts. However, I will not keep it to myself but to let you know that you are not your job! You’re bigger than whatever job you have or looking for. So challenge yourself and be all you’re meant to be. Read more, learn more, and even more importantly, make your personal development one of your top priorities. You carry yourself everywhere to do everything. You have only one self so why won’t you develop it to make it better. Keep growing and keep improving yourself – all aspects of yourself.

You are in charge of your future. The next seven days; fifteen days; thirty days; three month, or even one year, is totally dependent on what you’re doing now. We can’t predict the future but we can also predict the future. We can predict the future because what we’re choosing to do today and tomorrow and in the next few days all go to make up our future.

If you’re smoking your head off you know where you’re headed. If you’re cheating on your spouse you know where that will lead. If you’re not taking your education seriously you know you’re headed in a certain direction. If you’re binge eating all the junk your eyes crushes on, then how can you say you can’t predict the future? You know you can predict your future! You can even predict someone else’s future – well, slightly, because you don’t know much about them. So check your life, your choices, and what actions you’re taking now and predict your future. If you don’t like what you’re seeing in your future then change what you’re doing now. Review and change your choices and decisions now.

Some key values I have learned to take charge of my future include constantly reviewing my belief systems; self-discipline; not comparing myself to anyone except the me of yesterday or the me of last year; commitment to growth and change; and belief in myself.

I hope this piece blesses all, especially my younger lady friends. The earlier we grasp this the better for us. Be blessed!

Stephen Yaw Nkansah began his sermon by asking the congregants to tell God why they were at church, ask the Holy Spirit to touch them, pray against any distraction as they hear the Word of God and not to leave the sanctuary the way they entered.

He continued that when Jacob was running away, he came to a place and as a weary traveller felt sleepy. He just grabbed a stone to use as a pillow.

On Sunday June 16th 2019 at God’s Evangelical Ministries in Toronto, Evangelist Agatha Akua Mansah and Pastor Edward Yeboah were ordained as Ministers. Pastor Taiwo Ojuko, General Overseer of God’s Evangelical Ministries worldwide and Pastor Afred Wiredu a Minister of God in Ghana performed the Ordination ceremony.

Pastor Agatha Akua Mansah an Evangelist for the past 4 years has now been Ordained as Pastor and Pastor Edward Yeboah who for the past 8 years has been ministering at God’s Evangelical Ministries is also now a fully ordained Minister. Pastor Edward Yeboah and Pastor Agatha Akua Mansah together will be in charge of God’s Evangelical Ministries in Toronto. Friends, well wishers and Family members were in attendance.

Crime and Nationality Politics in Ghana: Of Nigerian Criminals and Chinese Illegal Miners in Ghana By: Prof. Michael Baffoe, Winnipeg, MB Over the past couple of years, there has been an upsurge of serious criminal activities in the dear “land of Our Birth, Ghana. These serious crimes have ranged from armed robberies, murders, car thefts, to illegal mining, also known as Galamsey.

The ironic twists to these crime news is that a number of the criminals apprehended have been foreigners living in Ghana, legally or illegally. And the two identifiable foreigners’ groups that have featured prominently in these spate of crimes have been Nigerians, whose speciality are in the armed robbery and kidnapping sector, and the Chinese whose specialization is in the illegal mining sector.

Over the past few years, especially the past two years, the Ghanaian Media has focused their attention in identifying the nationalities of foreigners involved in criminal activities in Ghana. And the two nationalities referred to above have featured very prominently in their areas of specialization referred to above. The Nigerians and their Ghanaian accomplices have focused on robberies in major Cities and urban centers as well as on highways. Some have also raped, and/or murdered their victims.

The Chinese, also aided by their Ghanaian accomplices, have concentrated mainly in the illegal mining sector where they also threaten violence with guns at anyone who dare challenge or expose them in their criminal activity.

There has been a huge outcry and backlash against Nigerians recently especially in the wake of recent highprofile kidnappings for ransom of two young Canadian women who were in Ghana on volunteering duties. This crime shook the psyche of Ghanaians to the core.

The hitherto peaceful and stable country called Ghana, was immediately blacklisted on the world stage as a “dangerous” country. Canada, whose citizens were kidnapped in the latest episode, and Britain all warned their citizens to be careful about traveling to Ghana, or to be extremely careful if they were already in the country because of potential violence including robberies and

kidnappings.

This was a low blow, and the security agencies of the country sprang into action and within four days, they managed to identify the suspects in this heinous crime and their location. The victims were rescued, and nine suspects were arrested and these included four persons of Nigerian nationality.

The Ghanaian media went into a frenzy with their reportage with most blaming Nigerians for the upsurge in violent crimes in the country. In the midst of this confusion and heightened tensions, the Nigeria High Commissioner to Ghana was incensed by the linkage and reportage about Nigerians in criminal activities in the country including the very painful episode of kidnapping of foreign nationals. He accused the Ghanaian media of xenophobia if they single out the nationalities of Nigerians for identification.

In another disturbing incident, a Nigerian professor on Sabbatical attachment at the University of Education, Winneba in Ghana, made some disparaging comments about Ghana, its media and its education system.

Meeting with a group of unidentified Nigerians to plan a response strategy to the reportage on Nigerians and crime in Ghana, the Professor, visibly angry, advised his compatriots to design strategies to make Ghana look bad. He suggested hiring and bringing media practitioners from Nigeria to Ghana to create and publish false stories about Ghana which, in his words, “will make the Ghana government to immediately sit up and pay attention”. And in a another low blow, he claimed that Ghana’s education system was emphatically 80% inferior to that of Nigeria and he did not understand why Nigerians come to

The least said about this low-thinking outburst from the Nigerian Professor, the better. I am however concerned about the stance taken by the Nigerian High Commissioner and other opinion leaders in the country, including Nigerians, who suggest strongly that crime reportage in the country should not identify the nationalities of the criminals since crime has no nationality. I strongly beg to differ.

In diplomatic circles and diplomatic practice, all diplomats posted to countries outside their own, make it a point of advising their nationals living in those foreign countries to be “lawabiding” and respect the laws in their host country. I therefore find it difficult to understand the thinking of the Nigerian High Commissioner on this issue. If more and more Nigerians are reported to be involved in criminal activity in their host nation, then he (the HC) has a difficult job on his hands. He should work with his community leaders in the host

country to expose the “few criminals” among them (in his own words).

If he thinks and strongly believes that they are few, then it stands to reason that he knows them and he therefore has an obligation to liaise with the local law enforcement authorities to expose them, instead of condemning the media for exposing them.

And there are other commentators and opinion leaders who reason that because Ghana and Nigeria have long-standing “good relations”, we should take the nationality out of crime reporting that involve Nigerians. This is way off the mark as well. Those that are committing those crimes never took the long-standing “good relations” between the two countries into consideration when they were engaging in their criminal activities that have killed, maimed, and destroyed lives and property in the country.

I support one hundred percent, the name and shame stance and tactics of the media in exposing criminals, including their nationalities, in the country.

Turning our attention to the local accomplices of foreign criminals in the country, I suggest that an amendment needs to be made to the criminal code to include that any Ghanaian national who aids, abets and in any way conspire or assist a foreigner to commit crimes in the country, should have double punishment to what the foreign accomplice will get. It is like speeding in a construction zone where the normal speed fines are doubled.

In blaming foreign accomplices to crimes in Ghana, we should be very harsh on the Ghanaian nationals who conspire with foreigners to destabilize our society.

How did the Chinese guy coming from Shanghai in China get to know that there is gold in Konongo in the Ashanti Region or Tetekaaso in the Eastern Region or Builsa in the Upper West Region? It is our Ghanaian nationals who “import” them and send them to those mining areas to engage in illegal mining. How did the Nigerian arriving from Abeokuta in Ogun State or Oshogbo in Osun State in Nigeria get to know the rich man

living somewhere on Spintex Road or Oyibi in the Greater Accra area to attack and rob at night?

And in the latest episode, we have been informed of how the Ghanaian criminal suspects who have been arrested in connection with the kidnapping of the Canadian women, planned their activities and imported “foreign expertise” from Nigeria to assist. So in apportioning blame, I suggest we should deal very harshly with these Ghanaian criminals who are “signing” expert agreements with foreign nationals to commit crimes in the country.

Identifying criminal behavior and deviance with nationalities is not a Ghanaian media creation or phenomenon.

In this country, Canada, the media and even politicians are quick to name and identify the original homeland and immigration status of people who fall afoul with the law, no matter how long they have lived in this country and might have even become Canadian citizens.

Ombudsman records one of “busiest years” in office’s history: Complaints up 30%, jurisdiction expanded to new areas cont’d from pg. 25 the system for obtaining program rebates.

The top category of complaints to the Ombudsman continues to be “law and order,” particularly issues related to correctional facilities (5,711 complaints, up 14% from last year). “I and several staff members visited correctional facilities across the province, where we sometimes observed unacceptable housing conditions,” Mr. Dubé says. “Our staff also assisted many transgender and Indigenous inmates in ensuring their specific rights were accommodated.”

The Ombudsman’s office continues to work with the government to

ensure it implements promised reforms to the segregation (solitary confinement) of inmates and police training in de-escalation techniques – issues that affect vulnerable people, including those with mental illness.

Complaints about municipalities – which were added to the Ombudsman’s jurisdiction in 20152016, along with school boards and universities – increased 20%, to 3,002. As in previous years, almost all were resolved without formal investigation (the sole new investigation launched, into the controversial hiring of Niagara Region’s chief administrative officer, is ongoing) – but the report cites several cases that resulted in improvements to local administration.

For the first time, the top category of municipal complaints was not local councils themselves – a change Mr. Dubé’s report welcomes as the result of now-mandatory integrity commissioners at the local level: “Local issues are best handled at the local level,” it says. “Our Office does not replace these officers; our role is to ensure they are working as they should, and to intervene as warranted in areas where they cannot reach.” The top municipal topic was by-law enforcement.

The Ombudsman also released an update on his office’s work in the two new areas that were transferred to his jurisdiction as of May 1, when new legislation eliminating the formerly independent offices of the French Language Service Commissioner

and the Provincial Child Advocate for Children and Youth took effect.

Largely staffed by existing employees of those offices, the Ombudsman’s new French Language Service and Children and Youth units have dealt with hundreds of complaints since May 1, and are pursuing ongoing investigations as well as emerging issues, Mr. Dubé says.

Acknowledging the “tremendous work” done by his predecessors in these areas, the Ombudsman adds: “We are committed to building on their success” in building relationships with the francophone community and with children and youth in care. GLOBE NEWSWIRE

Canada Among Top Countries For Racist Cynthia Kwakyewah wins Hiring In 9-Country Survey prestigious Governor General’s Gold Medal But there may be a simple way to improve things.

Canadian visible minorities are more likely to face discrimination in hiring than their American counterparts, according to a new survey of nine countries that found Canada is near the top for prejudice in hiring.

But the researchers behind the study have a theory that one way to address the problem may be as simple as requiring employers to request more detailed information from applicants at the start of the process.

In a study published in Sociological Science this week, Northwestern University sociologist Lincoln Quillian and colleagues analyzed the results of 97 “field experiments” in hiring, in which fictional job applicants were created to track how they fared in the job interview process.

In all, the researchers looked at more than 200,000 job

applications, and broke down the results by race, to see whether minority candidates with similar qualifications to white ones got as many callbacks.

To no one’s surprise, they didn’t.

The data “shows nearly ubiquitous discrimination against racial and ethnic minority groups,” the researchers concluded in a paper published Monday ― but there are notable differences between results in the nine countries surveyed.

France and Sweden were found to have the highest likelihood of discrimination.

A job applicant from a visible minority group in France is 43 per cent more likely to be discriminated against than a similar applicant in the United States. In Sweden, they are 30 per cent more likely to encounter prejudice in hiring.

It found that people of African, Asian and Middle Eastern descent all experience similar levels of discrimination. ”For white immigrants, by contrast, discrimination is lower and is often not statistically significant,” the study stated, adding that “there is no evidence of ‘reverse’ discrimination against white natives” in hiring.

Quillian points to “certain laws and institutional practices” to help explain why some countries experience far higher levels of discrimination. For instance, the U.S.’s laws on racial bias in the workplace

Obeah Opera: Who is a healer? What does a healing person look like?

This stunning production, storytelling done by music, this opera, by Nicole Brooks addresses these questions with powerful and beautiful melody and rhythm garnered from an African Diaspora point of view. It was inspired by the overlooked/barely mentioned South American Indian or African woman named Tituba (“Do you know the power of your name?) who was among those identified as witches during the infamous Salem witch trials in 1690s Massachusetts.

Obeah is a way of speaking about spirituality, healing or witchcraft that is derived from the Ashanti in West Africa and travelled the world to South America, the Caribbean and the United States and Canada in conjunction with the importation of African people - the Trans Atlantic slave trade. This opera, reworked to its present form, is timely. This is the 400th Anniversary of the first arrivals of enslaved Africans to the US and touches on traditional and non-traditional healing forms.

Full disclosure, I had an elderly cousin who was able to treat a wide range of ailments through his knowledge of plants and herbs that he learned from his forebears and perhaps the First Nations.

His efforts, and the many like him, were not always met with full acceptance nor support.

Imagine the treatment of those having cultural healing knowledges in the 1690s particularly when they did not fit the dominant narrative of what and who a healer might be…

Of course there is the additional layer of African spirituality versus puritan Pilgrim Christianity which, in this opera, forms the core conflict and the reason for the witch round up.

Inspired by the awareness that there was at least one “Indian” or African woman who may have hailed from South America via the West Indies before arriving in the Salem, Brooks reinvents a historical narrative that does not fail to include the Black experience and

creates a compelling story which instead centres African women, African Diaspora musical forms, African dance and African resistance. It is a powerful piece and Nicole Brooks as well as her cast, provide the strength and commitment that they bring from the ancestors.

WOMEN’S HEALTH Pap smear: Screening test for cervical cancer Understand the importance of the Pap smear, including how it’s done, what it means when it’s abnormal and why it needs to be part of your regular health checkups.

precancerous cells , Exposure to diethylstilbestrol (DES) before birth , HIV infection or Weakened immune system due to organ transplant, chemotherapy or chronic corticosteroid use.

Definition A Pap smear, also called a Pap test, is a procedure to test for cervical cancer in women. A Pap smear involves collecting cells from your cervix — the lower, narrow end of your uterus.

Detecting cervical cancer early with a Pap smear gives you a greater chance at a cure, should cervical cancer be detected. A Pap smear can also detect changes in your cervical cells that suggest cancer may develop in the future. Detecting these cells early with a Pap smear is your first step in halting the possible development of cervical cancer.

Why it’s done A Pap smear is typically done in conjunction with a pelvic examination — a procedure that allows your doctor to examine your external genitals, vagina, uterus, ovaries and rectum. Although pelvic examinations can screen

for reproductive problems or abnormalities, only a Pap smear will detect early cervical cancer or precancers.

Who should have a Pap smear?

A number of organizations have recommendations regarding when a woman should have a Pap smear. Groups generally agree that you should have your first Pap smear about three years after first having sexual relations or at age 21, whichever comes first. After age 29 recommendations differ slightly but it is generally recommended that women undergo Pap test between 1 to 3 years depending on their individual circumstances.

Women who have risk factors should have tests yearly. Some risk factors include : A diagnosis of cervical cancer or a Pap smear that showed

We truly see a spike in deep vein thrombosis during holiday travel season. Of course, many other kinds of leg pain are just signs of overuse and respond to ice and anti-inflammatory [pain medications].”

Only physicians can truly diagnose leg pain causes, though, so if home treatment doesn’t ease discomfort fairly quickly, seek medical advice. Consider these clues to understand what your leg pain is telling you.

On the other hand, women who have had hysterectomy (surgery to remove the womb), or women over age 75 who have had 3 negative tests in previous 10 can stop having Pap smears.

Risks A Pap smear is a very simple test. It is generally done in a doctors office and does not require anesthesia. It is a safe way to screen for cervical cancer. However, a Pap smear isn’t foolproof. It’s possible to receive false-negative results — meaning that the test indicates no abnormality, even though you do have abnormal cells.

Estimates for the occurrence of false-negative results with a conventional Pap smear vary widely but are at least 5 percent — or one in every 20 women.

The liquid-based Pap test, in which the sample of cells is preserved in liquid rather than smeared on a microscope slide,

provides fewer false-negative results. With either test, falsepositive results — when the test indicates an abnormality when there really isn’t one — are extremely rare.

A false-negative result doesn’t mean that a mistake was made.

Many factors can cause a falsenegative result, including: § An inadequate collection of cells § A small number of abnormal cells § An inaccessible location of the lesion § A small lesion § Abnormal cells mimicking benign cells § Blood or inflammatory cells obscuring the abnormal cells Although it’s possible for abnormal cells to go undetected, time is on your side. Cervical cancer takes several years to develop. And if one test doesn’t detect the abnormal cells, the next test most likely will. . Results

The Pap smear can alert your doctor of suspicious cells that need further testing.

Normal results If only normal cervical cells were discovered during your Pap smear, you’re said to have a negative result. You won’t need any further treatment or testing until you’re due for your next Pap smear and pelvic exam.

Abnormal results If abnormal or unusual cells were discovered during your Pap smear, you’re said to have a positive result. A positive result doesn’t mean you have cervical cancer. What a positive result means depends on the type of cells discovered in your Pap smear.

All abnormal results should be discussed with your doctor to determine the significance and also plan further tests. Married women should discuss results in the presence of their husband or a family member.

Single women should be accompanied by a family member or a trusted friend for support. It is important to understand that a positive test does not necessarily mean you have cancer.

Canada, U.S. Sign Deal To Give Travellers More Options Crossing The Border The new agreement will expand preclearance to land, rail and sea.

A new agreement between Canada and the United States will soon allow travellers and cargo to pre-clear customs before they leave, allowing an easier movement of people and goods crossing the border.

Canadian air travellers have been able to clear customs before flying to the U.S. for decades at Canadian airports, letting them skip line-ups when they land in the United States.

The two countries have agreed to add U.S. preclearance operations at Billy Bishop airport in Toronto and Jean Lesage airport in Quebec City.

The new agreement extends preclearance for travellers crossing by land, rail and sea.

Early stages of planning are underway for preclearances for train passengers travelling from Montreal into New

York and on the Rocky Mountaineer railway in British Columbia, which extends into Washington state.

Preclearance operations will be expanded to additional airports, and will, for the first time, allow preclearances of cargo travelling across the border.

Prime Minister Justin Trudeau and U.S. President Donald Trump announced Thursday that they intend to implement the new preclearance agreement this summer as part of a deal that has been in the works for years.

“Delays at the border can easily disrupt operations for Canadian and American business owners, so we want to remove some of these obstacles to expand trade while keeping our people safe,” Trudeau told reporters

Thursday. ″(The preclearance agreement) is going to ensure our border remains safe as we move forward with greater backand-forth of our goods and our people. That is something that is fundamental and essential to Canadians.”

Trudeau didn’t say when travellers will see the new measures in place.

The agreement was first announced in 2015 but required a number of regulatory changes in both countries before it could be enacted. Canada passed its legislation in 2017.

Okomfo Anokye Sword

Ankasa Nature Reserve Ankasa Conservation Area is twin Wildlife Protected Area comprising NiniSuhien National Park and the Ankasa Resource Reserve. It is about 500km2 situated in the Western Region of Ghana.

The ‘immovable’ Sword driven into the ground by Okomfo Anokye remains and is venue of the Okomfo Anokye Teaching Hospital. History has it that the sword was pushed into the ground, almost 300 years ago. It is believed the Okomfo pronounced that no one would be able to remove the sword, and so it has remained in spite of attempts. The Ashanti state, it is believed, would collapse should the sword ever be pulled out of the ground.

Ankasa is the only area in the Wet Evergreen Forest Zoo. The Southwestern corner of the reserve is about 5 kilometres from the border town of Elubo. Takoradi is about 120 kilometres east.

Being the area with the highest rainfall in Ghana, Ankasa is the richest forest in terms of botanical diversity in the Country. Its natural resources are enough to announce its presence on the world tourism map as haven and Ghana’s tourism address therefore, there is no wonder that Ankasa remains as one of the natural treasures of the nation.

Wechiau Hippo Sanctuary This much-hyped hippo sanctuary on the Black Volta River was initiated by local village chiefs in 1999. Hippos can usually be seen from November to March; once the rainy season (April to October) is underway, however, hippos disappear and the site becomes very hard to reach. Activities (C15 per person per hour) include river safaris, bird-watching, village tours and nature walks.

Unless you have your own vehicle, you'll need to overnight at the sanctuary.

Digya National Park Digya National Park is Ghana’s second largest National Park located in BrongAhafo and Ashanti Regions, covering an area of 3,743 Sq.km and it is bordered

by Lake Voltain the South, North and East– Lake Volta is the world’s largest man-made lake.

The park also lies ona lowland peninsular which has an undulating landscape with various landforms and vegetation types. Some areas are covered with savannahwoodland,tall grass, riverine forests, small hilly outcrops, perennial streams and forested areas.

Digya is was created in 1900 as a reserve hence the country’s oldest protected area, but by 1971, it was established as a National Park. The Park is home to about 6 primate species such as the Patas monkey, Mona monkey, Green monkey, Olive baboons and Black and white colobus monkeys. Other wildlife species include; Buffaloes, Elephants, Antelopes, Jackals, Genets, Duikers, Servals, Civets, Crocodiles, Pottos, Bushbucks, waterbucks, leopards, Galagos, and Snakes among others. Also the Clawless otter and Manatees are said to be found in the Park.

Xavi Bird Watching Sanctuary Near the Keta Lagoon is the Xavi Bird Sanctuary where a canoe ride down the Lotor River to the Avu Lagoon permits viewing birds not normally seen in other habitats. A great diversity of birds (over 90 different species) can be viewed from the canoe. Bird lovers are guaranteed sightings of birds from a unique vantage point not usually available to tourists.

The Xavi Bird Sanctuary is one of the best places to watch birds in the country.

The terrain of most of the sanctuary is wetlands and savannah. Guides are readily available to help tourists spot many of the species including, cuckoo birds, parrots and kingfishers.

The 2019 Global Petroleum Show (GPS2019) was held in Calgary, Alberta, Canada from June 11 – 13, 2019.

The Global Petroleum show (GPS) is North America’s leaading energy event and attracts more than 50,000 international domestic oil and gas executives from over 21,000 companies, Ghana was well represented by a strong 40 plus professional delegation from various ministries and departments.

The delegates, together with a 4-man diplomatic squad headed by His

Excellency Mr. Joseph Ayikoi Otoo, the Ghana High Commissioner to Ottawa, were well received on their arrival at the Calgary International Airport prior to the beginning of the 3-day exposition.

The executives of the Ghanaian Canadian Association of Calgary (GCAC), visited the delegates at the Ghana Pavillion on a daily basis throughout the exposition.

Some members of the delegation were exposed to Calgary’s excellent hospitality and graceful sceneries. Some of the delegates were taken to Drumheller Dinosaur Park. GCAC organized

Canada celebrates National Day on July 1 cont’d from pg. 1 From 1980 to 1983: A new format is developed. In addition to the festivities on Parliament Hill, the national committee (the group tasked by the federal government to plan the festivities for Canada’s national holiday) starts to encourage and financially support the establishment of local celebrations across Canada. Start-up funding is provided to support popular activities and performances organized by volunteer groups in hundreds of communities. Interested organizations can make a request to the Celebrate Canada program.

1981: Fireworks light up the sky in 15 major Canadian cities, a tradition that continues today.

1984: The National Capital Commission (NCC) is given the mandate to organize Canada Day festivities in the capital.

2010: Festivities on Parliament Hill receive a royal treatment when Her Majesty Queen Elizabeth II and His Royal Highness the Duke of Edinburgh join the festivities to celebrate Canada’s 143rd anniversary.

2011: Their Royal Highnesses Prince William and Catherine, the Duke and Duchess of Cambridge, participate in Canada Day festivities on Parliament Hill on the occasion of Canada’s 144th anniversary.

2014: Canadian Heritage organizes the 147th Canada Day celebrations. As we approach Canada’s 150th anniversary in 2017, the government has given the Department the mandate to organize Canada Day festivities in the capital.

2017: A wide range of activities from coast-to-coast-to-coast are held to mark the 150th Anniversary of Confederation.

Attending Canada Day for the first time, The Prince of Wales and The Duchess of Cornwall join in the festivities on Parliament Hill to mark this milestone anniversary with Canadians.

Isaac DeGraft Takyi SEEK: SEEK GOD AND SEEK SOULS “Seek the Kingdom of God above all else, and live righteously, and he will give you everything you need” Matthew 6:33 (NLT) “But if from there you seek the Lord your God, you will find him if you seek him with all your heart and with all your soul”. Deuteronomy 4:29 (NIV) When you hear the words or the phrase “Seeking God”, what comes to mind? What Scriptures come to mind?

What types of Songs comes to mind? What image do you form in your mind? What other words do you associate it with?

The Five W’s of seeking God: 1. WHAT: What does it mean to seek God? Jesus taught on the Mount in Matthew 6:331, saying “But seek first his kingdom and righteousness, and all these things will be given to you as well.” Firstly, what is the kingdom of God? The Kingdom of God is the dominion of salvation that embodies God and His children, together.

Decisions on how and where the newly expanded preclearance measures will be rolled out will also be based on a “careful assessment of the benefits and costs of preclearance at specific locations for passengers and cargo,” said Scott Bardsley, a spokesman for Public Safety Minister Ralph Goodale.

Sites chosen for preclearance are voluntary and marketdriven, he added.

As for when cargo preclearance will get underway, Bardsley said Canada will proceed gradually, using pilot projects.

One has already been launched at the border checkpoint between Lacolle, Que.,

“No other countries require monitoring of the racial and ethnic makeup of ranks of employees as is required for large employers in the U.S.,” Quillian said in a statement. “For instance, large employers in the U.S. are required to report race and ethnicity of employees at different ranks to the Equal Employment O p p o r t u n i t y Commission.”

The idea is that having a very detailed picture of an applicant leaves less room for hiring managers to “fill in the blanks” with their own pre-conceptions about that person, which may include racial prejudices.

“Anytime when the things of God are not kept well, God can take it away and give to those who will be able and are able to maintain it”, he added. He continued that we are not dedicating this sanctuary for worship but rather we are dedicating a prayer cathedral, a nerve centre of prayer where the whole of Montreal and everyone from all walks of life could gather to seek the face of God in prayer. He concluded that the plaque to be unveiled at the doorpost is a memorial of God’s great help and deliverance of the church.

The second segment of the programe was the dedication of the sanctuary presided by Moderator Sybil Mosley of the Montreal Presbytery. The moderator stood outside the door and

knocked three times after which the door was opened by Elder Dr. Yaw Nyampong, Clerk of Session, and he handed the keys to the moderator.

It was followedby a short ceremony after which they proceeded into the sanctuary and the keys placed on the communion table. Rev. Azundem again gave a short sermon after which Rev. Sybil Mosley in her capacity as the Moderator declared the sanctuary opened and handed the keys to Rev. Azundem amid thunderous applause from the congregation.

Finally a ribbon was also cut by Rev. Sybil Mosley, assisted by Rev. Azundemand supported by Nananom of the Montreal Traditional Council .The following clergy were on hand to support the dedication: Rev. EboQuaynor (USA), Rev. Joshua Doughan (Montreal) Rev. Samuel King-Kabu (Montreal) Re. Dr. Glenn Chestnutt (Montreal) and Elder Charles Abrokwah (Montreal). Also in attendance were Montreal Traditional Council and a delegation from the Ghanaian Presbyterian Church, Toronto.

Councillor Anthony Perruzza , Ward 7 Humber River-Black Creek graced the occasion and in a short speech praised Rev. Dr. Raymond Abekah for his leadership. MPP Tom Rakocevic for Humber River-Black Creek presented a certificate to the resident minister.

Gifts were presented gifts to Rev. Dr. Raymond Abekah and family by various groups, after which he spoke about how overwhelmed he was for the outpouring of affection to his family and him. He is said he will always remember the church in his prayers.

The Very Rev. Dr. Yaw FrimpongManso and all ministers present prayed over the Baah Abekah family.

The Church service was followed by a reception at the Panemonte Banquet

& Convention Hall, 220 Humberline Drive, Toronto which was filled to capacity. The opening prayer for the reception was by Rev Justice Ofosuhene Agyemang followed by Elder Nana Adwoa Asare giving the purpose of the gathering. The Baah Abekah family were welcomed to the reception with great applause. A photographic slide show of their time in Toronto was shown during the dinner.

Farewell messages from pastors were given after which the various groups within the church presented their gifts to the family. The Very Rev. Dr. Yaw Frimpong_Manso then proposed toast as glasses clicked. The couple then did a dance and were joined by the clergy and the congregants. Vote of thanks was given by Elder Sarah Quansah with closing prayer and benediction by Revs. Stephen Azundem and Isacc DeGraft Takyi respectively.

The following Presbyterian Churches ministers were on hand to support the two events: Rev. Prof Moses Biney (US), Very Rev. Dr. Yaw FrimpongManso (US), Rev. Stephen Yaw Nkansah (US), Rev. Fred Steward (Ontario), Rev. Justice Ofosuhene Agyemang (US), Rev. R.K. AwukuGyampoh (Australia), Rev. Stephen Azundem (Montreal) and Rev. Sampson Afoakwah (Montreal). The MCs were Anna Aidoo and Phillip Arkoh-Forson.

PLAYER PROFILE Ten-man Ghana were held to a 2-2 draw by Benin in their opening game of the 2019 Africa Cup of Nations in Ismailia on Tuesday.

Black Stars recovered from an early setback to lead 2-1 before Benin equalised after John Boye was sent off.

Andre Ayew made history on Tuesday by becoming Ghana’s all-time top scorer at the Cup of Nations tournament.

Kwesi Appiah’s side were stunned in the opening minute as Cebio Soukou found Mickaël Poté who ran clear to slip a low finish beyond Richard Ofori.

But Andre Ayew levelled only minutes later and then, his younger brother Jordan Ayew found the second goal before halftime.

New African football role for Fifa head Samoura Football’s international governing body has appointed its secretary general, Fatma Samoura, as a General Delegate for Africa in a bid to improve governance on the continent.

Ms Samoura, 56, will take charge for six months from 1 August, with the relationship

The Ayew brothers have been Ghana’s twin talismen for three Afcons now, but Benin gave them a chastening reminder that they can’t do everything themselves.

Ghanaian prodigy Richard Nartey joins English League One side Burton Albion Ghanaian youngster Richard Nartey has completed a loan move from Chelsea FC to English League One outfit Burton Albion.

Nartey, who can play across the back four, has joined the Brewers on a season-long loan from Premier League giants Chelsea FC. The loan deal runs until May 24, 2020 but includes a recall clause for either club in January.

He becomes the second player in as many seasons to join the club from Chelsea’s thriving youth set-up, following the successful loan spell of goalkeeper Brad Collins last season.

Nartey was a key part of Chelsea U18s treble-winning side of 2016/17 before making the step up to the Blues’ developmental squad.

The 20-year-old defender made 12 appearances for Chelsea’s Premier League 2 side last season, captaining the U23s in five of those games and scoring once in the final game of the season against Brighton.
