This was emphasized by Prime Minster Justin Trudeau in his Keynote Speech to the 2017 edition of the prestigious Harry Jerome Awardsin Toronto on Saturday April 22, 2017. The annual awards event, named after Harry Jerome, Canada’s premier track and field athlete of the 1960s, recognizes and honours excellence in African Canadian achievements. In addition to the awards, the organizers of the event,

the Black Business and Professionals Association (BBPA) sponsors the Harry Jerome Scholarship Fund, providing financial support to African Canadian youth pursuing higher education.

“Once the fastest man in the world, Harry was also dedicated to students and a pillar in his community who extended opportunities to others.

He was fiercely opposed to the misrepresentation of African Canadians on television”, Trudeau spoke of Jerome to the applause from the audience.

The Prime Minster continued that, “tonight

we celebrate extraordinary achievements of proud Canadians who chose to be agents of change: trailblazers, young entrepreneurs, life-time achievers and entertainers.

April 23, 2017 – S a m a r i t a n ’s F e e t International, a global charity that provides free shoes to individuals in need, launched its presence in Canada during an inaugural event at Harvest Christian Church. The event was sponsored by First Service Residential, North America’s largest property management company. Since being founded in 2003, Samaritan’s Feet and its partners have distributed over 6.5 million pairs of shoes in 88 countries and 325 U.S. cities.

On Saturday April 22, 2017, Canadian Prime Minister Justin Trudeau publicly admitted what the whole Canadian nation and people, know all along but sometimes pretend it is not there: the persistence of racism, unfairness and inequities in Canadian society.Delivering the Key Note Address at the 2017 edition of the Harry Jerome Awards in Toronto, Prime Minister Trudeau lamented the fact that racism and inequalities and all their attendant issues persist in Canadian society. This is captured in the front-page story of this edition.

Much as this admission/proclamation by the Head of the Canadian government is not surprising, because the facts are well-known, they are significant because there is too much pretensions in Canadian society when it comes to these thorny issues of racism, discrimination, inequities, unfair treatments, and marginalization of minorities and vulnerable sections of Canadian society, that include members of our comisity.

The issues of discrimination and unfairness in Canadian society arenot new. They can be tracedback from the time of Confederation and the immigration policies of successive governments since the creation of Canada. Until 1967, when a new Immigration Act created the Points System ( also known as the “Open Door Policy”) Canadian immigration policies over the years had been openly racist and discriminatory towards person of color. These have included the Chinese Exclusion Act, another Act that described people from certain parts of the world as “undesirables”, the Continuous Passage Act and the Chinese Head Tax, to name but a few. These and a host of other discriminatory laws, policies and actions of successive Canadian governments, are what laid the foundations of the current and on-going racism, unfairness and discrimination that the Canadian Prime Minister admitted and referred to in his Harry Jerome Awards Night Speech.

We highly commend the Prime Minister for his boldness in this frank admission of the realities of the lives of visible minorities in Canadian society.

However, we wish to state emphatically that admission and recognition of these cankers alone is not enough. Actions, real positive actions, and concrete policies,are needed from the highest levels of government, the Federal Government, which the Prime Minister heads, to eliminate these ills plaguing Canadian society.

There are still so many official structures and policies in Canadian society that mitigates against the advancement of visible minorities in Canadian society. We can go on and on to list scores of these structures and policies that continue to perpetuate these unfairness, racism and inequalities, but we will limit ourselves for now to a few of these: The current Immigration policies still have remnants of the old policies and structures and weigh heavily against immigrants and refugees. Processing of immigration applications, sponsorships, and settlement issues are still not fair to visible minorities.

Perhaps one of the most contentious issue, is that of the continuous “non-recognition of foreigntrained credentials” of immigrants and refugees.

The handling of this particular issue limits the ability of newcomers to integrate into the Canadian Labour market and continue to create serious problems for them. Underlying these practices is the persistence of the racism and unfairness that the Prime Minister admitted and referred to.

We therefore call on Prime Minister Justin Trudeau to back his admission with concrete action: the enactment of real policies and actions that will give ALL Canadians fair access to the opportunities, resources and privileges in Canadian society. We do not want to hear from another Prime Minister ten years from now about the persistence of the same issues in Canadian society. The times for admissions are over. It is time for action, real action on the part of those that hold the levers of power in Canadian society to provide equal opportunities for all Canadians.

US to deport 7000 Ghanaians Ambassador The Trump administration in America is set to deport seven thousand Ghanaians who have abused the terms of their Visas.

The Ghanaians are currently at different stages of the deportation process, the US ambassador to Ghana Robert Jackson has revealed.

“In fact about 7000 of them are currently at different stages of the deportation process. And we are not apologetic about that,” he told the Ghanaian media in the Brong Ahafo region Thursday.

The disclosure comes barely 24hours after the UK High Commission in Ghana fingered three sitting members of Ghana’s parliament and a former one for breaching UK visa policies.

They are Richard Acheampong, NDC MP for Bia East in the Western region NDC, Joseph Benhazin Dahah, NPP MP for Ntotroso in the Bono Ahafo region, Johnson Kwaku Adu, NPP MP for Ahafo Ano South West in the Ashanti region and George Boakye, former MP for Asunafo South in the Bono Ahafo region.

The four, according to the commission, have used their diplomatic passports to secure visas for persons who travelled to the UK and never returned. In a letter dated January 20, 2017 to the Speaker of Parliament Mike Oquaye Mr Benjamin said: “The British High Commission considers the actions [of the MPs] completely unacceptable.

In some cases these behaviours may arguably be criminal in nature.”

But commenting on the development Wednesday on Starr Chat, Mr Osei Owusu who is also the chairman of the Appointments Committee of parliament said: “I think that the High Commissioner in so many instances has acted in a way that in my view transcends the bounds of decency and propriety.”

The province’s net debt will reach $312 billion this year.

Sousa says the budget includes a $600 million contingency in both 201718 and 2018-19, and a $900 million cushion in 2019-20.

Ontario PC leader Patrick Brown called the budget a “Hail Mary pass by a government that has run the province into the ground for years.”

“Ontario will continue to be the most indebted province or state in the world.”

He contended that the Liberals have only achieved a balanced budget this year through the use of one-time windfalls such as the sale of cap-and-trade carbon credits, accounting for one-time federal transfers and the sale of crown assets such as cont’d on pg. 16

Mr. Agyeman Manu said the Ministry had put together a team of experts to oversee to the preparation and implementation of the vaccine pilot programme, to ensure the best outcomes for the country and the world at large.

The RTSS vaccine was explained to have gone through more than 20 years of testing and Ghana had played a major role in its development, and it is aimed at providing a partial protection against malaria in young children.

He explained that the pilot programme would assess whether the vaccine’s protective effect in children five to 17 months old, could be scaled up, and further look at the feasibility of delivering the required four doses of RTSS, its potential role in reducing childhood deaths, and its safety in the context of routine use.

Mr. Kwaku Agyeman Manu, the Minister of Health, revealed this in a speech read by his Deputy Mr Kingsley Aboagye Gyedu, at the commemoration of this year’s World Malaria Day in Accra on Monday.

The celebrations under the theme: “End Malaria for Good”, reflected the vision of a malaria free world set out in the Global Technical Strategy for the disease, (GTS 20162030).

He commended all the health partners whose support and collaboration towards the designing of effective strategies and intervention over the years, had contributed in the current reduction in the disease burden in Ghana.

He said the country had the science, human resource and tools to end malaria and its related deaths, which he described as unacceptable.

Government, he said, was committed to supporting every effort to mobilize the needed funding to implement the various proven strategies to end malaria for good.

She said while Ghana records a reduction in its malaria related deaths at all ages, from 3,882 in 2010 to 1,264 in 2016 translating to about 4.2 percent reduction, the African region also made tremendous progress in maintaining a downward trend by 23 per cent in new cases and reduced malaria related deaths by 31 per cent.

She, however, said although commendable progress had been made, malaria remained a major public health and development challenge in Africa as major gaps in programme coverage remained.

She said the pace of progress must speed up to reach global

target of at least a 40 per cent reduction in malaria cases and deaths by 2020, compared to 2015 levels of the same by 23 per cent and 31 per cent drops respectively.

Dr Ohene said to speed up progress towards the global and regional targets, the WHO was calling on all affected countries and their development partners to boost investments in malaria prevention to propel countries along the path to elimination.

It further called on countries to implement concrete actions across sectors, strengthen cross-border collaboration and allocate adequate resources to end malaria.

FOCUS The Role of Mass Communication in Community Development

The significance of communication for human life cannot be overestimated. This is true because beyond the physical requirements of food and shelter man needs to communicate with his/her fellow human beings. This urge for communication is a primal one and in our contemporary civilization a necessity for survival.

That is to say without communication no society can exist, much less develop and survive. For the existence as well as the organization of every society communication is a fundamental and vital process.

Mass Communication and the Mass Media: Among the four identified forms of communication is mass communication, which deals with messages addressed from one to many persons mediated by elements in mass media such as radio, television, film, newspaper, magazine, book etc. Fortunately and not boastfully I can say that since the early 1970s when I became a

trained teacher, I have been involved with all the elements of mass media except film making. In the 1970s I was writing for radio and television (news commentaries, reflections, and news reports as well as poems and youth programs) in Ghana and the most popular newspaper in Ghana-the Daily Graphic.

By 1980 I had become a regular contributor to the Network Africa program on the B.B.C. Wo r l d S e r v i c e . M y love for the mass media sent me to the Kwame Nkrumah University of Science and Technology (KNUST) in Kumasi, Ghana to do a degree program in Publishing Management (Book Industry) from 1989 to 1992. I specialized in editing and marketing and worked as an editor

for the newsletter of the Department of Book Industry as well as an assistant editor for the students’ magazine published by KNUST. Above all, I singlehandedly initiated and published a church quarterly paper -the Southern Trumpet-for the S.D.A. Church in South Ghana for almost ten years before leaving Ghana in 1995 for further studies at the University of Toronto in Canada.

Since 1998 that I joined the editorial board of the dynamic community newspaper -the Ghanaian News- published monthly i n To r o n t o I h a v e served in the capacities of assistant editor and contributing editor till now. I am also a regular columnist to the popular international website known as Ghana web. I have therefore come a long way living through the bad and good days of the mass communicator associated with the print media, especially newspapers. The joy of disseminating good news, the anxiety of hitting scoops in news reporting, the embarrassment of the printer’s devil, which causes elementary errors

in published articles and the wild attacks on opinions expressed in the mass media!

My contribution to the discourse on the role of the mass media in community development is authentic since I understand the nitty-gritty of being a mass communicator.

What is Mass Communication?

Mass communication is the technological means of sending information, ideas and opinions from a mass communicator to a complex audience. It is also defined as comprising the institutions and techniques by which specialized groups such as broadcasters, film producers and publishers employ technological devices to disseminate symbolic content to large heterogeneous and widely disperse audience.

Mass communicators are impersonal. They are part of the institutions they work for and should not be blamed personally for what comes from the institutions. The credibility of the message is not for the individual communicator, but for the institution or the organization that sends it. Thus, mass communication deals with collective sender.

For example, a newspaper is not produced by only one person. The newspaper is the end results of collective efforts of reporters, editors, type-setters, proofreaders, designers and printers. These must be well-trained persons.

It is, however, sad to admit that the mass media have been infiltrated by some unqualified

persons as well as some unscrupulous individuals with their own political agendas other than to serve the communities they are supposed to educate, inform, entertain and mobilize for development. Hence, the establishment of media commissions in most democratic and civilized communities! Institutions and organizations engaged in mass communication anywhere must be weary of such persons.

The other important area of notice is that mass communication deals with the concept of mass audience. Here, there is no common motivation.

Audiences do not act together. They belong to different classes-different education and socioeconomic status. The message communicated in the mass media is open to the public and everyone has access to it provided she/he has the mass communication technological device as well as understands the language in which the message is sent.

Mass communication has a specific method of feed-back which could be in the form of letters to the editor, rejoinders, reviews and articles.

This method takes time to go through and it is often volunteered. Not everybody would have the capability to do it.

Many people also feel lazy to write.

If this is how mass communication works then what are the specific functions of the mass media in society?

main functions of mass communication, which are overt and latent functions of communication, six specific functions of the mass media could be identified here. These are: 1. Surveiance of the environment. This is the collection and distribution of information within and outside a particular environment. The information flow is necessary for unity and coherence if we live in the society of collectivity; 2. Correlation of parts of the society. This includes the interpretation of the information, the prescription of conduct and, the comment on social value; 3. Transmission of social heritage.

By communicating information through the mass media we are transmitting social and cultural values, which aim at sustaining the society; 4. Educating the masses.

Education on the policies of governments and on the rights and responsibilities could be carried out through the mass media.

5. Entertainment function. The mass media also entertain the public by providing emotional relaxation, intrinsic and cultural enjoyment (i.e. provision of momentary escape from problems) and killing boredom; and 6. Mobilization function.

This function of the mass media is very important to developing communities everywhere. It seeks to bring the people together and helps to advance national development.

Why Kwesi Appiah is the right man to lead the Black Stars

After weeks of speculation, the former Black Stars coach and player was handed the job by the Ghana Football Association ahead of Hugo Broos and Willy Sagnol. It’s Kwesi Appiah and a Black Stars job.

It’s a special relationship that has spelt trouble for others – who have eyed the various positions since 2007. Many will be incredulous as will be disbelieving about Appiah’s return; as the saying goes, “Never go back.”

But try pronouncing that in the presence of top football coaches like Jose Mourinho, who won a Premier League title with Chelsea on a return to the club or Jupp Heynckes, who brought instant success to Bayern Munich when he returned as an interim coach at Bayern Munich. The Black Stars, upon Appiah’s return would need a lot of alterations, though.

It will need support and patience. When he first blew into the national scene in 2012, the former Asante Kotoko full back was tagged ‘too laid back’ and his teams’ defensive organizations were said to be too open with a quite a number of goals conceded.

However, the silver linings during his time as coach are thick enough to be seen from outer space. In fact, there was little fuss about him being ousted as head coach of the Stars than there was for some of the players in his set up after the 2014 World Cup. He showed during his first stint as head coach that he was ready for the big time with a seamless ride into the dreamland of the World Cup. Under the very eyes of Ghana fans in Kumasi in 2013, Ghana trounced Egypt in 6-1 to seal World Cup qualification.

A feat the nation had witnessed two consecutive times eight years prior. He became the first black or indigenous coach to guide the Black Stars to the global showpiece – and that sat well with many of the fans who always cried for a local coach.

His success was a breath of fresh air in the country, as that was a dark period for local coaches. Ghana has won four AFCON titles, all of them won by local coaches. Since the return of Osam Duodu in 2001, there had been eight foreign coaches – four of them Serbs, spanning a period of 11 years without a local tactician at the helm of the team.

His rise was music to the ears of his proponents.

He certainly is a man who will help improve the emergence of locally based players on the international scene as he’s not turned his back on his compatriots when the opportunities arrived.

S o m e o f A p p i a h ’s detractors criticized him for tactical inflexibility and his seemingly relaxed approach in difficult situations on the touchlines but as the results have gone, he would point to those and ask they are stack against his other colleagues who held the mantle. He is a popular choice among the players who worked with him and has been the favored option between the final three, as close sources to the FA have told.

The priority is simple: manage a near impossible qualification to the 2018 World Cup. That he must do to fully leave an imprint in the hearts and minds of the few detractors who insist a foreign coach should have been decided on.

To do this, Appiah will and must step on a few toes to bring Ghana back on the shining international light. Appiah must heed the gentle warnings of those who respect him though, as well bask in the unblinking love of his supporters. As far as the initial reactions to

The first thing Kwesi Appiah needs to do is show that he has learnt from the mistakes that guillotined him the last go-around. That means he has to let go of his perceived meekness and stamp his authority on the team. Appiah presided over one of the most embarrassing episodes in Ghanaian football history, when state officials flew millions of dollars in cash to Brazil to placate players.

Part of the reasons for that fiasco was his decision to pick strong but barely fit characters like Michael Essien and Kevin Prince Boateng. Neither player was in a physically ready position to contribute to games from the start, but the exclusion from the starting team led to a toxic atmosphere in the dressing room which, combined with mistrust of the FA’s willingness to settle allowances, led to that global disgrace. In selecting his squad this time, Appiah needs to focus on picking not only the best, and most in-form Ghanaian players, but will also have to look out for the egotists who could poison his dressing room.

The Black Stars are in serious need of a purge.

Appiah, whose gentle mien is said to mask a hard streak that earned him the nickname of “Silent Killer” must jettison the gentleman in him and play hardball. That means deciding which players have served their time with Ghana, telling them thank you and bidding them adieu. One of the coach’s strengths is his ability to identify and blood new talent. He did it with success in his previous stint, providing his successor-predecessor with plenty of young players to form the core of a new Black Stars team. Now, he must do it all over again.

2. Resolve captainship issue Speaking about poisonous dressing rooms, reports have swirled for months, and especially during the African Nations Cup in Gabon, of a captaincy tussle between Asamoah Gyan and Andrew Ayew.

The GFA and coach Avram Grant went to great pains to dispel the reports in Gabon, but

Grant seemed almost powerless to deal with the issue.

Appiah must act with immediacy and conviction as soon as he officially takes the reins on May 1. He must either confirm Gyan without any equivocation, or advise and encourage him to retire and confirm Ayew as the substantive replacement. Allowing the situation to fester is guaranteed to ground his ship before it even leaves the harbour.

3. Show better tactical acumen One of the biggest complaints against Appiah (next to his supposedly meek attitude) was his tactical limitations.

His substitutions were almost always like for like, and one quote of him saying he wanted the opposition (the United States) to tire out before making substitutions had Ghanaian fans and media scratching their heads in some perplexed disbelief.

It must also surely have cost him respect in the dressing room.

Emund Agbeko and Kwesi Appiah Since leaving the Black Stars, however, Appiah has enhanced his reputation, going over to Sudan with Al Khartoum.

While he did not exactly light up the Sudanese league, he did win coach of the year despite only guiding the club to a fifthplace finish in 2015.

That will not be good enough for Ghana. Their World Cup hopes are in

jeopardy after a disjointed first two games, and a major miracle will be required to turn things around. Appiah will be expected to provide that magic.

Giving More People an Opportunity to Get Ahead and Stay Ahead Ontario Basic Income Pilot to Launch in Thunder Bay, Hamilton and Lindsay Ontario is launching a pilot project to assess whether a basic income can better support vulnerable workers, improve health and education outcomes for people on low incomes, and help ensure that everyone shares in Ontario’s economic growth.

Premier Kathleen Wynne announced details of the Ontario Basic Income Pilot (OBIP) project April 24, 2017 at LiUNA Station in Hamilton.

The three-year study will test how a basic income might expand opportunities and job prospects of those living on low incomes while providing greater security for them and their families.

Ontario’s economy is in a relatively strong position,

however many people in the province are not feeling that growth in their everyday lives.

People are struggling to keep up with the rising cost of living and facing “precarious employment” with little job security or benefits. This pilot will study whether a basic income can bridge that gap and give people the security and opportunity they need to achieve their potential.

Three regions will take part in the study. Pilots will start in late spring in Hamilton, including Brantford and Brant County; and in Thunder Bay and the surrounding area. The third pilot will start by this fall in Lindsay.

Major Obstacles to Acquisition of Canadian Citizenship In view of the overwhelming importance of citizenship applications in Canada and the unprecedented and ongoing changes to the existing eligibility requirements, the issue of obstacles to acquisition of Canadian Citizenship, which has been discussed by me recently in the newspaper, is being revisited.

As was indicated in my previous article on the issue, one becomes a Canadian citizen either by birth or by naturalization pursuant to the Citizenship Act. While the Canadian–born is certain of citizenship, the permanent resident holder has to apply to become a citizen of Canada and must meet certain criteria.

The requirements keep changing and they become increasingly tough with time.

To apply for citizenship, the applicant must be 18 years old. However, applications can be submitted for children under18 years by their parent, adoptive parent or legal guardian when the child is a permanent resident and one parent or the adoptive parent is a Canadian citizen or is applying to become a citizen at the same time.

In the past, applicants between the age of 18 and 54 years were required to be able to communicate in either English or French and were also required to have adequate knowledge of Canada and the responsibilities and privileges of Canadian citizenship.

These requirements are still in

place but, currently, applicants between 14 and 64 years – and not 18 to 54 years as it used to be the case, will have to meet those requirements.

Apart from children under 18 years, the current Citizenship application guidelines expect an applicant to have been physically present in Canada for at least 1,460 days (four years) during the six years immediately preceding the date of his application and also to have been physically present for at least 183 days during each of the four calendar years that are fully or partially within the six years immediately before the date of application. This is a marked deviation from the previous regulation that required the applicant to have been physically present in Canada three years within a four-year period.

A person who is charged with, on trial for, or involved in an appeal for, an offence under the Citizenship Act or an indictable offence in Canada is ineligible to apply for Canadian citizenship.

Interestingly, the expressions, “charged with” and “on trial for” do not mean the person has been found guilty of an

offence. This ineligibility also extends to any person who has been convicted of an indictable offence in Canada or has been convicted outside Canada of an offence that is determined to be equivalent to an indictable offence in Canada or has been convicted of an offence under the Citizenship Act, in the four years preceding the application for citizenship.

A citizenship applicant must also not be under review for immigration or fraud reasons, must not be under a removal order and must not have any unfulfilled conditions related to his permanent resident status. The applicant should also not be in prison, on parole or on probation in Canada and should not be serving a sentence outside Canada. Also, any person who has had his citizenship application refused for misrepresentation in the past five years, or has had his Canadian citizenship revoked because of fraud in the past ten years, is ineligible to apply.

The Government of Canada expects a citizenship applicant to have responsibly met his personal income tax filing obligations in four taxation years that are fully or partially within the six years immediately before the date of application.

In situations where the applicant has been convicted of terrorism, high treason, treason, or spying offences while he was a permanent

resident or where the applicant has served as a member of an armed force of a country or organized armed group and that country or group engaged in armed conflict with Canada while the applicant was a permanent resident, the person does not qualify to apply for Canadian citizenship.

Introducing his presentation with what was handed over to the NPP by the erstwhile NDC government, Dr Bawumia said “Ghanaians overwhelmingly voted for change and did so for a number of good reasons.”

Danger: The advent of press freedom has given rise to unprecedented abuse of the mass media by unscrupulous mass communicators and authoritarian leaders in society. There is proliferation of community newspapers and FM radio stations in Ghana and the Ghanaian communities around the world. There is also access to internet and the SIL forum on the popular Ghana web site which bring Ghanaians together every day by the magic of the electronic media. While this development should be welcomed and appreciated in the light of healthy competition among ethnic media practitioners there is also the inherent danger of dividing and destroying the very communities these mass communicators seek to help develop!

The path of sycophancy, bootlicking, blackmailing of individuals and arrogance of political affiliation lies close to the good functions of the mass media discussed above and must be avoided if the role of the media in our community development is to be made meaningful.

Suggestions: The mass media must serve essential functions in the society by accepting

and fulfilling certain obligations to the society. These obligations are mainly to be met by setting high professional standards of in formativeness, truth, accuracy, objectivity and balance. In accepting and applying these obligations the elements of the mass media should be self-regulating within the framework of law and established institutions. They should therefore avoid whatever might lead to crime, violence or civil disorder or give offence to any group of people in the society because of their faith or ethnicity. The media as a whole should be pluralistic and reflect the diversity of their society by giving access to various points of views and to rights of reply.

Conclusion: I reiterate the fact that the mass media play an important role in community development. It is therefore incumbent upon our ethnic press (community newspapers and local FM radio stations) to keep our communities connected to the past by communicating the stories and traditions we hold dear. And at the same time connect our communities to the present and to the future by delivering images and news of our people around the world and forming the foundation and values for our children to continue. Instead of undermining each other, the many Ghanaian newspapers and FM radio stations home and abroad should give our communities a strong voice that is not always represented in the mainstream media in the developed countries. Let’s help keep our communities around the world united and strong. Together we stand, divided we fall.

Government tries to cool hot Real Estate Market By now, you’ve likely heard of the proposed changes to the real estate market that the Ontario government has brought forward.

Before I go any further, please remember that none of these changes are law. As of right now, these are simply suggested measures the government hopes will improve the current situation.

And what is that situation? Year-over-year housing property value increases of over 30%.

Rental costs skyrocketing in the downtown core. The real estate market in Toronto is on fire, but I’d be lying if I didn’t admit that continuing to move at this pace is unrealistic.

Another part of me is saying that this is what you should expect living in what is now a world renowned city. You want to live in Toronto and have the theatres, cafes, art galleries, and clubs right at your doorstep, then you pay the price.

But, again, I certainly am sympathetic to the drawbacks from the current state of the market.

That being said, the government has recently made public a few policies they hope will benefit all Ontario homeowners. While there are 16 actual proposals, here are a few of the highlights: ● A 15% non-resident speculation tax. ● Rent control on all private rental units, including those built after 1991. ● The implementation of a vacant home property tax. ● $125 million proposal to encourage construction of new rental units by “rebating a portion of developmental

charges.” This funds will span over a period of five years. ● Creation of a dedicated Housing Supply Team. ● Structure to ensure both residential properties and new apartment buildings are charged similar rates of property tax. ● Adding provisions that would take into consideration the size of units in high density municipalities and how those units can better accommodate the diversity in households, incomes, etc.

There is also a specific proposal that is worth elaborating. There are steps being taken to ban “assignment flipping,” which takes place in the pre-construction phase of development. This is the practice of investors putting down payments on several units (typically condo units, but not always), and then selling those titles for profit before development is complete. If this proposal does go through, it would be a significant adjustment for many investors who get into real estate purely to make a dollar.

Budget 2017: What’s in it for Toronto?

Mayor John Tory has been outspoken on his wish list for the provincial government, asking for support for affordable housing, funds for public transit, and relief for parents paying pricey childcare costs.

In the provincial budget tabled at Queen’s Park Thursday afternoon, the Liberals gave Toronto some new tools to help ease the city’s pressures.

But is it enough? Here is

some of the good news and bad news Toronto received today.

Good news Vacant property tax -The province announced some measures to help stabilize Toronto’s redhot real estate market but today, Toronto received word they would soon be able to implement a new tax on vacant property owners.Tory had mentioned a vacant tax would help increase

Hotel tax – Tory had also flouted the idea of a hotel tax as a revenue tool for the city and in December city council formally requested that the province introduce legislative changes to allow one. Finance Minister Directs Removal Of 26,589 Workers From Payroll The Minister of Finance, Ken Ofori-Atta has directed that names of 26,589 public sector workers be removed from the payroll commencing April 2017 for failure to register on the new SSNIT biometric system. A statement from the Public Relations Unit of the Ministry of Finance said the affected workers had failed to register despite many opportunities to do so.

The Minister, in his presentation of the 2017 budget, announced Government’s commitment to clean the payroll.

To that effect, the Minister requested that the Controller and Accountant General on the 10th of February 2017 should inform all public servants on the Government of Ghana mechanised payroll system who had not registered on the new SSNIT biometric system to do so by the end of February 2017.

SNNIT has set up enrolment desks within all their offices,” the statement added.

Akufo-Addo declares Accra as Africa’s cleanest city in next 4 years The President of the Republic, Nana Addo Dankwa AkufoAddo, has pledged his commitment to making Accra the cleanest city on the African continent within the next four years.

Dear Aunty Doris,

Hi, I am 35 years old and I have been married for almost 15 years. I have 3 beautiful children. I just confirmed my husband has a 5 yr old daughter outside of our marriage. I had discovered some pictures of my husband cuttled up with this woman, and him holding a new-born. I brought the pictures I discovered to his attention, and he went into a spill about it being nothing. I let it go. Years go by, and recently he accidently called me, I hear a child in the background talking to him and calling him daddy, so I proceeded to record the phone conversation. I brought that to his attention and he told me that,that was one of his friend’s children and they were playing. Just the other day I was surfing the web and I happen to stumble on some pictures of this little girl that resemble my daughter, so I clicked on the picture link, and to my wondering eyes, it is the same woman that was cuttled up with my husband 5 years ago, and it’s the same child just bigger. and they were celebrating her 5th birthday. I love my husband and I can possibly forgive him for the affair, but I don’t think I can forgive him for the child. I am angry, hurt, feel betrayed, part of me wants to leave, the other part wants to stay. We have children of our own. I don’t think he would have ever told me about the child, if I had not got all these proofs. I have being praying everyday for God to give me strength not to hurt him. I want him to feel the pain that he has put on me, but he is not being open with me as I feel he should be. I don’t know what to do at this point.

Dear Elsie, Should you forgive him? Sure. It’s good to forgive. When the hurt and anger are really intense, it might not be possible, but ideally you let go of the hurt and anger as time passes. Whether or not you should remain romantically involved with him is a whole other question. Forgiving someone who has wronged you doesn’t necessarily mean keeping them around so they can wrong you again. When deciding whether or not to stay or get back together with a him, I suggest considering these: Does he take total responsibility for his actions? No hedging, no excuses, and absolutely NOTHING that suggests YOU are to blame for the cheating. Does he have a plan for not doing it anymore? To me, a promise without a plan is meaningless. “I’ll never cheat again, I swear” is much less persuasive than “The next time I feel tempted, I will think about what I really want.”

Is he willing to rebuild trust? Sometimes, when people have lost your trust, they will resent the fact that you don’t trust them anymore. Are you willing to rebuild trust? Sometimes, when people have lost your trust, you say you’re willing to trust them again when you really aren’t. If you’re going to become super controlling and paranoid, just end things.

It maybe that you will decide to stand by your man and that is entirely your decision to do so. Although I’m sure you are thinking this is probably not the first time he has cheated and lied. What you certainly have in your case are choices.You need to ask yourself if you can cope with this or if you want to be in a relationship where you feel insecure.My advice to you is put your feelings first.

Ask yourself what you believe you are worth and deserve. How do you see your future with this man? Will you be able to trust him? Without that it can’t and won’t work.

You have every right to feel hurt and betrayed. If it were just a question of another woman, it’d be a lot easier, but there is an innocent child involved.

First, the main problem I see with moving forward is that your husband kept this a secret from you. However, for any marriage to heal from infidelity, the ability to trust again has to be slowly restored. Also, a wife (in your case) needs Aunty Doris to be reassured from her husband that he fully understands the implications and impact his affair has had ON HER and he has heard her. I think for you to move forward your husband needs to first realize the extent of his betrayal, must Dear Aunty Doris, tell you so and mean it, then must understand the impact this child will have on YOUR lives. President Trump: Seven ways the world has changed With Donald Trump in the White House, the US’s relationship with the rest of the world has changed in some important ways.

Here are seven of them.

Heightened nuclear tensions in Asia A Donald Trump presidency has raised major security questions in Asia.

Not only did he shock China with comments on Taiwan before his inauguration, but his Secretary of State Rex Tillerson has spoken of blocking China’s access to artificial islands it has been building in the South China Sea, prompting warnings of a “military clash” from a state-run newspaper.

Japan and South Korea have both been singled out by Mr Trump for relying too much on the US. He has even said they would benefit from having their own nuclear arsenals.

Then there is the region’s renegade state, North Korea, which is currently developing its own nuclear weapons.

Mr Trump faces the task of curbing those ambitions, something

that has eluded successive US leaders.

Among her children are six sets of twins, four sets of triplets, three sets of quadruples and single births. Ten of these are girls and the rest are boys. The oldest is 23 years old while the youngest four months.

This question has been on the agenda of Ghanaian-Canadian Association of Ontario (GCAO) since March, 2017!

To address this question, the newly sworn-in Executives and the Board of Advisors of GCAO converged at the Halifax Conference Room of the Toronto Plaza Hotel on April 15, 2017 to put in place a roadmap and strategic plan to the Toronto Ghanaian Community forward. For four good hours, they questioned, reviewed the objectives of the GCAO and strategied their vision for the umbrella organization of Ghanaians living in Ontario-Canada!

Led by the new President of GCAO, Mr. Emmanuel Duodu and one of the dynamic youth on the executives, Priscilla Nana Ama Yeboah (a professional youth worker) the meeting arrived at the following:

S e r v i c e s : - Tutoring/homework club Heritage programs - Language interpretation and translation - Informational resource for new immigrants Yo u t h P r o g r a m s - Wo m e n & M e n ’ s G r o u p s Subsequently, the meeting prioritized the goals of the GCAO for the community and came up with three areas of immediate action. These included; 1. Educational programs and scholarships

to assist students/youth in the community.

2. Strategic plans to mobilize the community for the establishment of a resource/community centre.

3. Census to determine the number of Ghanaians living in the Toronto metropolitan area cum outreach (membership drive).

Mission: To enhance the living standards of Ghanaian-Canadians through social, cultural and educational programs, and also through other diaspora initiatives.

Vision: A strong, inclusive, vibrant and sustainable community that provides support services and resources to enhance the well-being of Ghanaian- Canadians in Ontario

Committees were then formed to work on the areas identified.

It was also decided that there should be executive meetings every month and council meeting involving representatives from the identifiable ethnic associations and churches in the community every three months.

Finally, an annual calendar of the GCAO was drawn. It included; 1. Health and educational workshops for women in the community during Mother’s Day celebration in May 2. Frankly Speaking The Rot in Ghana’s Public Finances is too shocking!

AkufoAddo and Government show really clean up the mess By: Dr. Michael Baffoe, Winnipeg, MB

We have known all along that there was rot in the Ghana public service involving the misuse, misappropriation and outright stealing of public fund and property.

However, what has been revealed and continue to come out over the past three months have been nothing but shocking.

For the purpose of this discussion, I will focus on only three issues that have come out recently to shed light on this canker plaguing our Ghanaian society.

During the reign of the outgone governments of Atta Mills and John Mahama, the country was plunged into near total darkness for a long time, the erratic supply of power that came to be known as dumsor.In their desperate attempts t o s o l v e t h e e n e rg y crisis, the John Mahama government entered into an agreement to purchase power plants to generate electricity in the country.

The plants were being manufactured by the well-known Americanbased Company called General Electric (GE).

There was public information that Malaysia had purchased twenty (20) of similar power plants from the General

Electric Company for Four Hundred and ThirtyFive Million US Dollars (US$435 million).

The Ghana Government decided to purchase ten (10) of these power plants. Instead of going directly to General Electric Company, the contract for the purchase of these plants were given to Ibrahim Mahama, the brother of the then President John Mahama.

Ibrahim then contacted some faceless Turkish people who created a Company called AMERI which then signed a contract with the Ghana government for the purchase, shipping, installation and running of these power plants in Ghana. AMERI then contacted another faceless company to sign a subcontract and this company finally contacted General Electric for the purchase of these power plants.

The above picture and process therefore means that instead of going directly to General Electric, the manufacturers of these power plants, to negotiate the purchase, we decided to do it the NDC Ghanaian style. We ended up going through three middlemen, from Ibrahim Mahama, the President’s brother through AMERI, through a third Company before reaching General Electric.

In the end, Ghana signed a contract for Five Hundred and ten Million US Dollars (US$510) for the purchase of ten of these power plants when Malaysia bought twenty of the same for US$435!! After careful analysis by well-known experts of these deals, it has been established that Ghana paid a whooping two hundred million US dollars (US$200 million) to AMERI for no work done. When the plants finally arrived in Ghana from general Electric, Ibrahim Mahamawas contracted to clear the sites for the installation of these plants and he recently boasted that he was paid only twenty-five million dollars (US$ 25 million) for his services.

And he sarcastically bragged that in taking the smallamount, he was doing Ghana a favour!!

Future of Women’s Leadership Forum organized in Hotel Toronto cont’d from pg. 40 Harshvendra Soin gave the purpose of the forum and then introduced the panelists. The host said there is a debate that a good leader is always behind. Some too say the team is more important than the leader and others too opine that the leader should be in the center. Jaime stated that it is different in every situation. Leadership is a combination of what you are trying to achieve and people should be thoughtful and strategic. Codsi on the other hand added that a leader had to take control, motivate and encourage the team.

Rinku also continued that a true leader is not someone who has followers but someone who could create other leaders. She added that other leaders of the sub committees should feel empowered to turn out to step up and do what they have to do so that it does not become a one man show.

Jaime pointed out that collectively we should know what a true leadership

should mean; it should not be genderbased. It should be accepted that a woman can also have leadership traits and qualities. On Codsi’s part she underscored the fact that we need to see more role models. For young girls coming up, they should be taught to understand that they can make choices and don’t have to feel guilty about it We should not confuse leadership with popularity, they are not the same thing.

Taking her turn, Rinku said that it is important that each woman first of all needs to think of what she wants to do because we do not all have to be leaders. As soon as you desire to be a leader you have to put all the energy, passion and all the hours that are required into it. Giving some statistics, it was revealed that in Canada there are 15% women on corporate boards, 5% women CEOs. This means 95% of CEOs are men and they are the ones who have the power, who can open the door for women and make a difference so it needs to be inclusive.

What impunity and insult to the integrity of Ghanaians!

The past NDC government and its officials led by the former Power Minister, Dr. KwabenaDonkor see nothing wrong with this stinking deal. The AkufoAddo government has started the process of reviewing this rotten deal and has threatened to cancel it altogether if need be. Ghanaians are waiting and watching. In the meantime, the country is paying a whooping US$ 8.1 million every month for these plants.

Do these people really sleep at night?

The second issue concerns the handling, use/misuse and disposal of government (public) vehicles and machinery.

The Public Accounts Committee (PAC) of Ghana’s Parliament is currently holding public hearings on the reports of the Auditor General on the financial management of a number of Government Departments, Agencies and Ministries for the year 2015/2016. The public hearing on the behavior and financial management of the Ministry of Food and Agriculture held on Thursday April 27,was sickening to the bone.

It has been revealed that this Ministry

auctioned twentyfour (24) government vehicles to the staff (a clear contravention of the auction laws of the country). The vehicles, mostly double cabin PickUp Trucks needed for the field work of the Ministry, were sold at ridiculously low prices, many for as low as GHC1,000.

The highest any of the vehicles got sold for was GHC 4,000. There were some Motor Cycles that were sold for as low as GHC 30 and GHC 40!

Another clear contravention of the law was that the auctioneer who signed the auction that never actually took place pocketed seven per cent of the total proceeds of the sales. And he kept the monies from the sale for over a year before paying them into a government account. The sad thing about this whole transaction, which one PAC Committee member described as just the tip of the iceberg, is that the top officials of the Ministry were sitting at the Committee hearing defending this dishonest sales and processes. The so-called auctioneer revealed that this is the practice he is engaged in with all government departments.

there is no money in Ghana to finance this project or that project?

This wanton disregard for due process and naked stealing of public money and resources should stop and stop immediately.

The last issue for today is about the Visa scandal that just rocked G h a n a ’s r e p u t a t i o n problem Parliament. The United Kingdom High Commission in Ghana has dropped a bombshell on three sitting Members of Parliament and a former one for engaging in visa fraud using their Diplomatic Passports and their Parliamentary status and privileges.

Shocking as these seem to be, they are not new.

Most Parliamentarians and government officials routinely go through these fraudulent visa deals and abuse of their diplomatic status. The damage to the already battered reputation of Ghana’s Parliament and to the image of Ghana is huge.

All Nations University’s quest into space technology takes giant leap the satellite when they joined the Birds project implemented by Kyutech for other four nations aspiring to be space-faring.

The desire of All Nations University College (ANUC) in Koforidua to make Ghana a space-faring nation took a giant leap when the firstever successfully developed satellite by Ghanaian students in Japan was handed over to the Japan Aerospace Exploration Agency (JAXA).

This was after the satellite had gone through a rigorous safety review and flight fit test in February this year.

JAXA took delivery of the Cubesat, dubbed Ghanasat-1, on February 9, 2017 and handed it over to the National Aeronautics and Space Administration (NASA) in Florida, USA on February 13.

Ghana’s first satellite will be launched on the International Space Station (ISS) by Space X, Flight 11 from Kennedy Space Centre in Florida, USA. NASA’s rocket launch will come off next month.

Consequently, GhanaSat1 will be deployed from the International Space Station into orbit at an altitude of 420km on May 25, 2017.

The consequences of bitter separation/divorce for young people

If not handled properly, marital disruption such as separation or divorce may have far more negative consequences for young people than normally anticipated. Acrimonious divorce particularly, has harmful effects on children’s behaviour and academic performances.

Hence regardless the circumstances, it is necessary, in my opinion, for disputed parents to find practical and reasonable avenues grounded in the spirit of mutual respect and considerations for each other and most importantly, their children to settle any presenting disagreements.

Whenever a marriage relationship ends in divorce for example, it is not uncommon for disputed partners to point accusing fingers at each other and in doing so, they tend to lose sight of what is in the best interest of their own children. It is common to see both parents trying to portray the other partner in a negative light and they usually forget that their children are somehow caught in the crossfire.

Children caught in the middle of their parents’ marriage dispute develop some unhealthy coping mechanisms in response to their parents’ conflict.

If divorce is not handled appropriately, it thus creates hard times for both young children and adolescents in particular.

To survive divorce for instance, young people learn to mask their feelings and also engage in negative behaviours, which in turn impact on all facets of their existence.

Children’s experiences at home have a direct impact on all spheres of their lives, including their academic performances and their behaviors in and outside the home.

Some effects of divorce emerge rapidly following separation and increase over the first few years and then decline. Other effects of divorce however, emerge later on. Divorce thus has tremendous effects on the young people involved not just the two individuals who have chosen to dissolve their marriage. And it does not help if ex-partners act untoward each other in the presence of their children.

To a v o i d t h e disapproval of their parents for example, children tend to align with each parent through

negative comments about the other. That is their way of minimizing tensions with respective parents and gaining approval from both parents when each parent tells their children bad stories about the other parent. This scenario therefore creates a situation for children to also bad-mouth the other parent whenever they have the opportunity to spend some time with the non-custodial parent. For example, when with their father, children tell bad stories about their mother to gain his approval and minimize tensions with him and vice versa.

Sadly however, the strategy of children telling negative things about their respective parents only feeds the conflict between the parents as both of them feel more justified in their position with the new ammunition delivered by their children. Therefore, as the marital dispute or disruption escalates, the children increasingly become subjected t o g r e a t e r h o s t i l i t y.

Eventually, children break down under the strain of conflict between despising parents and become distressed unnecessarily. Children’s distress may take the form of academic underperformance, anxiety, de pressio n , bullying, victimization and even physical complaints such as headaches and stomach aches. And because of the pre-existing parental animosity, both parents end up blaming each other for their children’s distress.

Both parents present self-righteously in their position, and are remarkably defensive towards any insinuation that their behaviour may be contributory to the children’s situation.

Parents then present with a profound sensitivity to feeling blamed.

Discussing their dynamic with one parent can trigger a defensive barrage of the issues of the other parent. Irrespective of age and gender, parents’

divorce and lingering disputes particularly have devastating and often long-term negative consequences for the children involved.

Having to adapt to the changes in relationships due to the change in living situations can also create more stress for children.

Divorce affects children in the short and long run, and can cause permanent social, psychological, and emotional damage.

When their families break up, young people experience reactions ranging from anger, fear, and sadness to yearning, worry, rejection, which also seriously affect their academic well being.

Separation or divorce may be a relief for one or both of the disputed partners, but is certainly a challenge for young people involved and the only way they learn to cope with it is if they have their parents’ support and love.

Ideally, parents who deal with a divorce want to protect their children from the same stress and pain they usually feel, but unfortunately, that goal is not usually achieved due to the intense animosity they harbour against each other. Marital disruption is accompanied by increases in children’s truancy and more negative attitudes toward school. Studies show that young people whose parents divorce during adolescence are more likely to be involved in substance use.

In the midst of divorce, the overriding concern should always be about how best both parents can continue to raise their children together as normal as possible. Martial disruption of any kind presents serious challenges to young people, and it does not help when the divorced partners act untoward one another and portray the other in negative light to their children. It is far more destructive to children’s psyche to tell them that one parent is the reason why both their parents are no longer together. In the best interest of their children therefore, it is necessary for ex-partners to find amicable way to iron out all their differences and any other presenting issues to avoid damaging their children which may have long-term consequences.

The effects/impact of successful marriage on parenting

As parents, we are constantly faced with new challenges along the developmental process. We are “forced” to find a solution to bedtime resistance, potty training, tantrums, deviant or criminal behaviour etc.

Sodeal with these issues, we attend parental workshops/seminars, we read books, we learn strategies and techniques. We do everything possible not to “ruin” our children, to do it better than our parents did with us. We want them to grow up with healthy self-esteem, good character traits, etc.

However, But somewhere along the way, we have forgotten about the most important ingredient in successful parenting: a successful marriage.

Below are reasons why a successful marriage is essential to successful parenting: Modeling: The way we act towards our spouses has a direct effect on our children. If you were ever surprised to hear your child repeat something they overheard you say, you know what I mean. Children look up to parents as models for how to be in this world. If kids witness parents yelling at each other or making demands and not saying “please” and “thank you,” it is quite likely that they will engage in relationships in a similar fashion.

While we may prefer to think that they learned it at school or a friend’s house, the necessary first step is selfreflection. Think for a moment about all of your children’s undesirable behaviors, and ask yourself if you and your spouse treat each other that way.

We can verbally teach our children what is “proper,” but if we do not model that behavior and practice what we preach, they will pick up on our insincerity and not be receptive to our wishes.

You are not only assisting them in their current interpersonal relationships, you are ingraining in them the proper traits that are necessary for a healthy marriage one day. Modeling is the most obvious way your marriage affects your children.

The Family System: While the effect of marital strife on a family is quite obvious in a home where the marriage is in crisis, it may be less apparent in a home where a “cold peace” exists.

Although the parents may not see it, kids are brilliant. Even when a marriage remains intact, kids can detect there is something unhealthy in the relationship.

This affects a child’s sense of self, as children need to feel secure in their home environment. We often see children acting out. Stopping the behavior is not the ultimate solution, because their actions are telling us something about the system as a whole. We know of plenty of families that have their “problem child.” Perhaps the child has been diagnosed with some “disorder,” or is not necessarily behaving in the way we want them to. It is quite easy to view the child as the problem or the “identified patient.” What takes more maturity is to look at the family as a whole, starting with the parent Even if your marriage is livable, is it vibrant? Peace in the home, does not mean the absence of conflict. When parents build a strong foundation for the home, they will find themselves having a much easier time as parents.

And while your children may act out on occasion, you will be much better equipped to deal with them.

How many arguments stem from how to parent a child? One parent feels the spouse is the enabler, while the enabler feels the other one is too harsh.

When a husband and wife learn how to be in relationship with each other, to talk to each other, and to understand each other, they will be able to form a united front as they parent their children. Otherwise, there will always be one parent who feels that his or her efforts are being undermined.

The best gift you can give your children and future generations is to work on your relationship. Good intentions aren’t enough; make your marriage a priority.

Women’s health risks Do you worry excessively about developing breast or ovarian cancer?

Your anxiety may be misplaced. Although these cancers can cut your life short, your risk of having either one is far lower than is your risk of having — and dying of — cardiovascular (Heart) disease.

That’s not to say you should forgo regular mammograms or ignore symptoms that may suggest ovarian or breast cancer, particularly if you have a high-risk family history. But it does mean you might benefit from a realistic appraisal of your true health risks — if only to put your mind at ease.

Better still, understanding your top health risks is the first step toward reducing them.

In this article I will review the leading causes of death for women in North America in order of prevalence. Of course, every woman is unique, so you should always discuss your personal risk profile and preventive plan with your own doctor.

These figures serve as a frame of reference for that discussion.

The good news is that heart disease is one of the most preventable health conditions. You have the

No. 2 — Cancer It’s easy to believe cancer is a major threat to women’s health, but the kinds of cancer women are dying of might surprise you. According to the American Cancer Society, the most common cause of cancer death in U.S. women is lung cancer. It’s estimated that more than 70,000 women in the United States die of lung cancer each year, with the majority of these deaths linked to cigarette

smoking. Breast cancer is the second-leading cause of cancer death in U.S. women, responsible for about 40,000 deaths each year.

The third-leading cause of cancer death for women in the United States is colorectal (bowel) cancer.

Like heart disease, colorectal cancer is often mistakenly thought of as a man’s disease, but equal numbers of men and women die of colorectal cancer each year.

Many cancer deaths are related to nutrition and other controllable lifestyle factors. Do all you can to reduce your risk: § Don’t smoke or chew tobacco. § Exercise regularly. § Eat a healthy diet. § Avoid excessive sun exposure. § Limit the amount of alcohol you drink. § Have regular preventive health screenings. § Know your family medical history and review it with your doctor.

Alpha Yaya Diallo Electrifies Victoria Audience for Easter

By William Doyle-Marshall, Victoria, BC Alpha Yaya Diallo, a West African musician, made a one night appearance at the Philip T. Young Recital Hall, University of Victoria April 15 to an appreciative audience.

The profoundly talented guitarist, singer, songwriter is a three-time Juno Award winner with his band African Guitar Summit. A true multi-cultural artist, who performs in French, English and his native Guinean languages of Fulani, Malinke, and Sosoxi. Diallo’s dexterous acoustic and electric guitar-playing, with its fluid melodic lines and compelling grooves, places him in the front ranks of African musicians. Those attributes were evident at the University of Victoria performance on Easter weekend. Though some were unable to understand the words because of his languages, the songs were indeed touching. “We sing about different things. We sing about love, immigration, travelling the world. What we have today (Cet vie), the challenges we have in our lives today. It talked about immigration, climate change “The Climate is the Heart”. We talk about different kinds of issues. We talked about adventure, love, some political issues, instabilities in Africa; the problems we have in Africa. We are messengers. We sing about those things.

Smoking and uncontrolled high blood pressure are important risk factors for stroke. Although stroke is highly preventable, certain risk factors — such as family history, age, sex and race — can’t be controlled. Even if you’re at increased risk of stroke, you can still take steps to prevent it, preventive measures for stroke are same as those for heart disease avoidance.

No. 4 — Chronic obstructive pulmonary disease (COPD) COPD is an overall term for a group of chronic lung conditions, including bronchitis and emphysema. The main cause of COPD is smoking, and it’s strongly associated with lung cancer, the No. 1 cause of cancer death in women.

About 65,000 women in the United States die of COPD each year. The quality of life for a person with COPD diminishes as the disease progresses.

As shortness of breath and activity limitations increase, you may eventually require oxygen use or even mechanical respiratory assistance to breathe.

Many people learn they have diabetes only when they develop one of its life-threatening complications. Advanced diabetes can cause blindness, kidney failure and severe nerve damage.

Former President Barack Obama embraced a warm homecoming at University of Chicago, where he stepped back into the public eye while hosting a youth forum on civic engagement.

Visa fraud: UK bans 4 MPs for 10 years Three current Ghanaian MPs and a former lawmaker have been cited in separate alleged visa offences by the UK government and a 10-year visa ban placed on them by the UK g o v e r n m e n t .

They include: Richard Acheampong, MP for Bia East in the Western Region; Joseph Benhazin Dahah, MP for Asutifi North (Ntotroso) in the Brong Ahafo Region; Johnson Kwaku Adu, MP for Ahafo Ano South West in the Ashanti Region; and George Boakye, former MP for Asunafo South in the Brong A h a f o R e g i o n .

A confidential letter written to the Speaker of Parliament by the UK government through the UK High Commissioner to Ghana, Mr Jon Benjamin, said the four MPs violated UK visa r e g u l a t i o n s o n d i ff e r e n t occasions by either providing false information for their visa applications or facilitating the visas of some relatives who overstayed their visas in the U K .

The letter addressed to Prof Mike Oquaye said: “Administrative measures have been taken to ensure that the Honourable members mentioned here will most likely not be granted visas for the UK within the next 10 years. I should add that the party affiliation of these MPs is, in this context, irrelevant to us: we simply state the facts as we have discovered them. “ We a r e c o n t i n u i n g t o investigate whether any other current or former MPs have engaged in similar behaviour and will inform you, if we discover any further such cases.

“Furthermore, the British High Commission has information that points strongly to some of the aforementioned honourable members having used the same unofficial visa agent [also known as a ‘Goro boy’] in their applications, specifically a gentleman called Appiah. We are sure that Mr Speaker shares our view that an institution as respected and vitally important as the Ghanaian Parliament should not be a location where unregistered visa agents approach Honourable Members and act as a conduit for them to participate in visa fraud. The British High Commission will happily cooperate fully with any parliamentary and law enforcement investigation into such agents operating in the vicinity of the Ghanaian Parliament,” the letter added.

One of them, Richard Acheampong who is MP for Bia East insists the claims by Jon Benjamin are misleading.

impressive inaugural address as Speaker, to the effect that, for Members of Parliament, holding a Diplomatic Passport is both a privilege and responsibility which should not be abused: and that those who abused that trust would be appropriately dealt with.

In that regard: 1. On 11/09/2012, the then Honourable and now former MP for Asunafo South George BOAKYE applied for visas for himself and his 37-year-old daughter, Joyce BOAKYE to visit a friend in London for 17 days. The visas were granted on 14/09/2012. On 17/01/2013 Joyce BOAKYE travelled to the UK with her Honourable f a t h e r .

Joyce BOAKYE did not leave the UK with her father, but remained until 06/01/2017. In other words, she finally returned to Ghana just this month, having been in the UK illegally for over three years, and only then at our strong urging of Mr Boakye to bring her back. Mr Boakye is highly unlikely to be issued any further visas to visit the UK in the next ten years for his role in facilitating his daughter’s travel to the UK, including should he be reelected to Parliament in a subsequent election.

2 . O n 2 7 / 11 / 2 0 1 5 t h e Honourable MP for Bia East Richard ACHEAMPONG applied for a UK visa using Diplomatic Passport number DX001490. The Hon ACHEAMPONG stated in his application form that he would travel to the UK for a two week holiday with his “wife” Esther TIWAA. On 10/12/2015 Mr ACHEAMPONG and Ms TIWAA were issued with UK visas. On 24/12/2015 Esther TIWAA travelled to the UK, but alone: the HonACHEAMPONG did not accompany her as both his and her visa applications said that he would. She has not left the UK since that time, and is, therefore, now there illegally.

The Hon ACHEAMPONG did not declare the illegal presence of his wife in the UK until he was challenged with the facts by us on 10/10/2016.

He then repeatedly promised me personally that he would bring documentation to prove that Esther TIWAA was, indeed, his wife, but has consistently failed to do so Neither has he been prepared to share any useful information to help us track down Ms TIWAA’s current whereabouts. Should

Mr ACHEAMPONG now apply for another UK visa at any point up until 08/12/2025 his previous actions with regard to Esther TIWAA will weigh heavily against his application and he is likely to be refused.

3. On 06/04/2016, the Honourable MP for Ntotroso.

Joseph Benhazin DAHAH applied for a UK visa using Diplomatic Passport number DX001459 to go on a two week holiday. The Hon DAHAH stated that he was travelling with his wife Gloria DANSU and his niece Beatrice MENSAH On 11/04/2016 the visas of the Hon DAHAH and Gloria DANSU were issued; the visa of his niece Beatrice MENSAH was refused. On 13/05/2016 the Hon DAHAH applied in another country for a visa to travel to the Republic of Ireland with his wife and daughter. The identity of his wife had changed from Gloria DANSU in the UK application to Ruyling APPAU in the Irish o n e .

More significantly, a birth certificate was submitted showing that Beatrice MENSAH was now his daughter and not his niece as she had been described when applying to visit the UK. The Hon DAHAH’s UK visa was cancelled and a 10-year UK visa ban has been imposed on him. He has been informed of t h i s .

4. On 20/06/2016 the Honourable MP for Ahafo Ano South West, Johnson Kwaku ADU applied for visas for himself, his wife Grace YEBOAH and their 16-year old daughter Emmanuella ADU in order to visit London for a ten day holiday. The Hon ADU applied using Diplomatic Passport number DX002267; all three visas were granted on 0 7 / 0 7 / 2 0 1 6 .

The family of three travelled to the UK on 25/07/2016. The Hon ADU left the UK just two days later on 27/07/2016 leaving behind his wife and child, if that indeed is what they are, who have not left the UK to date and are therefore now illegally resident there. This is in some ways the most serious of the cases outlined in this letter, given the possibility that Hon ADU knowingly facilitated the movement of a minor - who cannot currently be traced - into the United Kingdom. That has been noted with alarm by UK cont’d on pg. 61

He has therefore instructed his lawyers to take up the matter and issue a statement, Joy News Editor Evans Mensah reported the MP as saying.

He however did not name the other MP who is also considering legal option.

Four Members of Parliament were accused by the British High Commission of breaching UK’s immigration policy.

In a letter written to Ghana’s Speaker of Parliament, Jon Benjamin said Richard Acheampong, MP for Bia East in the Western Region, Joseph Benhazin Dahah, MP for Asutifi North in the Bono Ahafo region, Johnson Kwaku Adu, MP for Ahafo Ano South West, in the Ashanti Region and George Boakye, former MP for Asunafo South in the Bono Ahafo region exploited their privileged positions in Parliament by using their diplomatic passports to secure visas for other people some of whom have gone missing in the UK. He said in the letter which was intercepted by Joy FM, that the UK is considering taking punitive action against the MPs. But some of the accused MPs are angry with the report.

British High Commissioner to Ghana, Jon Benjamin

The two who are seeking legal opinion on the matter are not the only ones angry with the reports about the UK visa fraud allegation against them.

Majority Leader and Minister for Parliamentary Affairs, Osei Kyei MensahBonsu is saddened by the conduct of the British High Commissioner.

According to him, Jon Benjamin had prior discussion with him in respect of the visa fraud allegations levelled against the MPs and had come to the conclusion that they both will investigate the matter. He found it worrying that even before the investigation will commence Jon Benjamin has written to the Speaker about the same matter, the fact of which is in contention.

How to prepare beans stew and kelewele Ingredients Tomatoes Medium sized salmon Onions Scotch bonnets Cloves of garlic Palm oil Vegetable oil Salt to taste Ginger Red beans 4-6 plantains, ripe but not past ripe, peeled and cut into bite-sized cubes ½ teaspoon of red-pepper ½ teaspoon peeled grated fresh ginger All purpose spices 1 teaspoon salt

Kontomire (Spinach) Salted tilapia Grilled Salmon Pepper Tomatoes Onions Palm oil Eggs Avocado Plantain Salt

Method 1. Wash kontomire and pepper. Boil afterwards 2. Soak Salted tilapia in water to reduce the salt content 3. Wash all vegetables 4. Peel plantain and boil with enough water.

5. Add the eggs to the boiling plantain 6. Chop onion and tomatoes 7. When the kontomire and pepper are soft, drain the water and grind in asanka 8. Add half onion to the kontomire and grind 9. Heat palm oil in a saucepan, add onion and allow to simmer.

10. When the edges of the onion of brown, add the salted tilapia and grilled salmon.

11. After 3-5 minutes, add the tomatoes and stir continuously.

12. Turn off the heat and put the content onto the kontomire.

13. Check if the plantains are soft, remove the eggs. Then add water and allow to boil 14. Remove the eggs shells, wash and add the kontomire.

Drain off all the water from the plantain and serve.

Garnish the kontomire stew with avocado and serve.

Method 1. Wash all vegetables.

2. Soak beans in water for one hour. Then boil until the beans are soft. Add more water when necessary until the beans are cooked and drain them in colander.

3. In another saucepan,heat the oil and add the onions, garlic, ginger and pepper until all the liquid evaporates.

3. Add the blended tomatoes. Remove all the bones from the salmon and add while stirring intermittently for 15 minutes.

4. Add salt and the cooked beans to the stew and stir. Lower the heat and cover saucepan.

5. Wash pepper, grated ginger and onion.

6. Grind all vegetables, add salt, spices and mix in a bowl.

7.Peel the plantain and slice in cubes form, wash and add to the mixture.

8. Pour oil in deep skillet, heat oil. Fry plantains until golden brown on both sides.

9. Drain on absorbent paper, keep in warmed oven until all the plantains are fried.

10. Serve beans and kelewele.

Speaker after speaker admonished church members to walk in the resurrection power and not gratify the desires of the flesh. On the Easter Sunday which was the climax of the convention, the National Head, Apostle Dr. Emmanuel Anthony Owusu spoke on the theme, “The Resurrection Power did not Cancelled the Cross”. He intimated that many believers are of the view that because Christ died and is risen there is no cross to bear. “Suffering or cross bearing”, he said, “is a key part of our Christian journey and we should not think because we go through suffering we do not have the resurrection power.

Quoting from Philippians 3:10, he said the Apostle Paul was ready not only to know Christ and the resurrection power he was ready to know the fellowship of his suffering”.

He charged the believers to be ready to suffer for the sake of the gospel. He pointed out that Paul listed a host of trials and suffering he had gone through in 2 Corinthians 11:16-33, yet that did not stop him from saying he wants to be a part of Christ suffering. He was ever ready to share in the sufferings of Christ and this is the mind-set that believers of today are to have. Apostle Peter in 1 Peter 4:1 will also reiterate this point, that if Christ suffered in his body, we should also arm ourselves with this same attitude and thinking.

In his conclusion, Apostle Owusu said that, it is the resurrection power that gives the believer the ability to stay focus and true to his faith in spite of the numerous trials and temptation that he faces on the daily basis. He prayed that God will grant believers His grace to enable them go through suffering knowing that they are going to a better place where there is no suffering or pain.

Osei Kyei Mensah Bonsu said when he confronted two of the three MPs mentioned they both flatly denied

He said one of them completely contradicted the information given by the High Commissioner.

The other person, whose name he did not mention got angry and confronted the High Commissioner, Osei Kyei Mensah Bonsu intimated.

According to the Majority Leader, one of the four named by the High Commissioner George Boakye, also denied claims that he used his diplomatic

passport to secure the visa for his wife and daughter.

He explained Mr Boakye as saying that he travelled with the wife and daughter to

the UK but the daughter absconded and has since been living in the UK. The Majority Leader reported Mr Boakye as saying that several attempts to get her daughter to return has proved futile.

Mr Boakye however insisted that he did not use a diplomatic passport to secure the visa and was not even an MP at the time he got the visas for his wife and daughter.

He found it rather worrying that the High Commissioner will accuse him of abusing his diplomatic passport.

Osei Kyei Mensah Bonsu said now that the High Commissioner has decided to proceed to the Speaker he will wash his hands off the matter and wait for the Speaker to intervene.

Furthermore, the British High Commission has information that points strongly to some of the aforementioned Honourable members having used the same unofficial visa agent (also known as a‘Goro boy’) in their applications, specifically a gentleman called Appiah.

We are sure that Mr Speaker shares our view

that an institution as respected and vitally important as the Ghanaian Parliament should not be a location where unregistered visa agents approach Honourable Members and act as a conduit for them to participate in visa fraud.

The British High Commission will happily cooperate fully with any parliamentary and law enforcement investigation into such agents operating in the vicinity of the Ghanaian Parliament.

Given what has transpired, the British High Commission would request the Ghanaian Parliament to be aware of the following: a) we will henceforth only entertain and prioritise requests for visas from MPs, if they are made through the parliamentary protocol office who should verify that there is an official, parliamentary reason for the proposed v i s i t ; b) however, MPs wishing to make private visits to the UK or to be accompanied on official visits by non-official relatives must apply online and through our Visa Application Centre at the Movenpick Hotel like any other applicant; c) could you kindly

confirm whether and why it is legitimate for ex-MPs to continue to possess and use diplomatic passports, in some cases for many years after they have ceased to be parliamentarians? In that regard, we would humbly like to ask, Mr Speaker, what procedures are in place to ensure that diplomatic passports are removed forthwith from all those 133 former Members who have just ceased to be MPs? d) the net effect of such visa fraud by a very few Honourable MPs as outlined in this letter is to raise the bar of suspicion against all such applicants, which is of course regrettably to the huge disadvantage of those very many MPs who do act honourably at all t i m e s .

The British High Commission looks forward to a constructive relationship with yourself, your officers and the new Parliament in general and on specific issues, such as the work currently being sponsored by the Westminster Foundation for Democracy to bolster Parliament’s research capacities. We hope, at the same time, that measures taken by us all collectively will prevent any repeat of the sort of

cases described in this letter. We would warmly welcome your views on the issues raised in this letter, both in regards to the specific cases and generic issues.

Bringing the Gospel to our Community by Rev. Isaac DeGraft Takyi EASTER VERSES MOTHERS DAY A man loves his sweetheart the most, his wife the best, but his mother the longest. Irish Proverb A wise son makes a glad father, But a foolish son is the grief of his mother... A wise son makes a father glad, But a foolish man despises his mother.

The Proverbs of Solomon The birth, growth, ministry, arrest, trial, crucifixion and resurrection of Jesus were predicted at many times and in many ways before they happened. This fact offers even more credibility to the historicity of what Christians claim to be the most significant weekend in human history. The Assemblies of God churches in Ontario alongside thousands of believers in the world celebrated Easter last week. In the next few weeks, the church and the world will celebrate Mothers’ Day. This article tries to remind the esteemed readers of seven predictions about Jesus that came true on the first Easter weekend and women’s roles at Easter: 1) “Even my close friend

will condemn him to death…” (Matthew 20:17) 5) “…and deliver him over to the Gentiles to be mocked and flogged and crucified…”

Psalm 16:10 The fulfillment of these seven predictions is:“He is not here, for He has risen, as He said.” Matthew 28:16. It is very important to note that the body of Jesus is no longer in a grave. This was confirmed by the Roman soldiers who were charged with guarding the tomb, when they reported to the Jewish leaders who paid them to spread a rumour that his disciples had stolen it. Jesus was reported to have been seen by His remaining

eleven disciples and as many as 500 other followers over the next 40 days after His reported resurrection on the first Easter Sunday morning. Today many truly and genuinely saved believers are evidence of the resurrection power of Jesus Christ.

Mothers and women played no small role in the fulfillment of these seven predictions. As we prepare to celebrate Mothers’ Day it will be appropriate to look at mothers and women in the life of Jesus and their role in propagating the good news of the resurrection.

After the day of rest—a holy day, as the sun rose Sunday morning, Mary from Magdala and the other Mary went to look at the tomb.2 Suddenly, there was a powerful earthquake.

An angel of the Lord had come down from heaven, rolled the stone away, and was sitting on it. 3 He was as bright as lightning, and his clothes were as white as snow. 4 The guards were so deathly afraid of him that they shook. 5 The angel said to the women, “Don’t be afraid! I know you’re

looking for Jesus, who was crucified. 6 He’s not here. He has been brought back to life as he said. Come, see the place where he was lying. 7 Then go quickly, and tell his disciples that he has been brought back to life. He’s going ahead of them into Galilee. There they will see him. Take note that I have told you.”8 They hurried away from the tomb with fear and great joy and ran to tell his disciples. Matthew 28:1-8 GOD’S WORD Translation (GW) Mothers like the Mary’s in Jesus’ life believed in Him even to the graveside, experienced divine angelic encounters by their faith in Jesus Christ, received the news of the resurrection, and gossiped the gospel to the disciples with joy fearlessly. As we celebrate Mother’s Day right after Easter, let us affirm our confidence both in Christ’s resurrection and our mothers (biological and spiritual). Where will we be without Christ? And where will we be without mothers?

Jonathan Mensah claims title of highest paid Ghanaian player in MLS The Major League Soccer (MLS) Players Union announced a list of 2017 player salaries in the American top flight on Tuesday, April 25, with Jonathan Mensah emerging as the highest earnest among Ghanaian players in the league.

Columbus Crew defender Jonathan Mensah claimed the title of the highest-paid player of Ghanaian descent in the Major League Soccer, with guaranteed salaries (including bonuses) of USD 844, 000 per year.

Fire will take home a yearly salary of USD 820, 937 ( USD 68, 411 per month) while Harrison Afful, team mate of Jonathan Mensah at Columbus Crew will earn USD 296, 666 (USD 24, 722 per month).

Mohammed Abu and Alhassan “Lalas” Abubakar of the Columbus Crew will be paid yearly salaries of USD 171, 250 (USD 14, 270 per month) and USD 72, 500 ( USD 6, 041 per month) respectively.

Former Liberty Professionals forward, Latif Blessing, will walk away with USD 74, 379 a year ( USD 6, 198 per month) in wages.

graduate, Emmanuel Boateng, of the LA Galaxy’s yearly salary stands at USD 115,000 ( USD 9, 583) while Dominic Oduro of Montreal Impact’s yearly salary is USD 330, 000 (USD 27, 500). Former Asante Kotoko and HJK Helsinki defender, Gideon Baah, will earn USD 315, 000 a year (USD 26, 291 a month).

The highest-paid player in the MLS is former Brazilian international Kaka who will earn USD 7,167,500.00 a year (USD 597, 291 per month).
