Objectives  Understand the principles and purpose of the program  Be able to apply effectively and efficiently these principles to the different levels of stakeholders.  To improve the knowledge of all persons and agencies involve in the implementation of 4Ps through Conditional Cash Transfer  To develop strategies in implementing the program to the grassroots level  To give substantial education to the recipient of the program  To promote the value and meaning of the government program  To enhance participation of the local residents

Rationale The aim of this project is to provide a comprehensive and strategic approach in educating stakeholders. Success in every project relies on how far is the knowledge of the people involved before, during and after the implementation of the program. Lack of total awareness is a factor for inadequate understanding of the objective by the beneficiaries of the program.


Rationale The project enables implementers to collect and initiates innovative approach to deliver social services to the beneficiary. It will identify specific areas wherein the stakeholders will have to create substantial approaches to engage Inculturation process in giving awareness to our cultural minority recipient.


Project Concepts  To bring into a deeper and collaborative understanding of the CCT.  Initiate implementing framework in the local scenarios  Restructure the old ways of local implementation in social services


Project Concepts Conditional cash transfer programs are an innovative approach to the delivery of social services. Implementation of conditional cash transfer programs has been accompanied by systematic efforts to measure their effectiveness and understand their broader impact on households’ behavior, a marked departure from the limited attention to rigorous impact evaluations.


Project Concepts Based on the local and national assessment and feed backing of the ongoing programs. It was identified that some stakeholders and most of the beneficiaries lack the proper comprehension about the purpose of the program and its vision to achieve in the future as poverty reduction program by the government. This training aims to improve the level of awareness of all stakeholders regarding Conditional Cash Transfer.


Theories Community Development Theory (Allison Tan)  “Community development is defined as the employment of community structures to address social needs and empower groups of people and it needs expert-facilitator to continually work hand-in-hand with others to deliver social works or services”.  4Ps and CCT Stakeholders training is a necessity in order to produce expert and well knowledgeable of the program that will assist in implementing these projects to the grassroots level.  We need expert who knows the concept and purpose of the program so that someone will efficiently employ the structure of the program to the benefiting communities.


Theories

System Theory (Ludwig von Bertalanffy)

“Systematic organization of information that will be employed to the community development� These basic concepts form the foundation of System Theory as applied to community development. Most community development work usually involves the following steps: 1. Assessing the community; 2. Selecting development goals; 3. Planning a strategy to reach those goals; 4. Carrying out activities to achieve goals, and; 5. Evaluating progress and including the results of evaluation in subsequent activities.


Theories The use of these System Theory concepts can help workers organize information and see the patterns in complex community processes as they plan and carry out development activities with their communities. These projects gather’s information and assess communities in order to develop strategies in attaining the objective of the program.


Existing Facts  Government failure in the delivery of social protection. Governance issues hamper the effective implementation of social protection programs. Sta. Ana (2002)  One of the arguments against 4Ps is the expectation that the program would encourage excessive reliance on cash transfer.  The program provides a wrong impression to recipients.


Existing Facts  Findings from the study conducted by University of San Carlos Cebu City say that “poorest of the poor may not be encourage to participate in the program”.  This is the poor families who should be a beneficiary felt the hustle in securing pertinent document as requirement to become beneficiary.  Besides, taking all documents and traveling needs money which in fact they don’t have.


Existing Facts  CCT implementation requires highly trained personnel to administer and systematized the process (San Carlos Univerity, Cebu City, 2013).  “The Philippines has been ineffective in preventing poverty increases during recessions or calamities primarily due to inadequate targeting, uncoordinated and fragmented provision of social protection services, and unsound policies.” (SENATE ECONOMIC PLANNING OFFICE)

Methodology First Phase Massive Training of all DSWD personnel

ďƒź This will includes a review of the concepts and purpose of the program. ďƒź Formulate strategies in implementation. Geographical and cultural assessment of the different location that includes hinterlands and remote far flung areas. ďƒź Modify/upgrade the previous approaches and undertaken to have a better way of implementing and rendering social services to the public.

Massive Training for the Inter-Agencies involve in the implementation

ďƒź Training of the comprehensive objectives of the program. ďƒź Approaches and strategies, legal bases, classification of the recipient, the qualification of the recipients, documents needed, time frame of the selection, identification of the specific task of the agencies and organization.


Methodology Third Phase

Training of the Beneficiaries Objective of the program, qualification and how to process the application, the document required, their responsibility as beneficiary, expected outcomes.


Expected Output It increases the level of aware of the beneficiary regarding the right concepts and purpose of the program The beneficiaries will learn how to apply the assistance properly to its purpose. Both the implementer and the beneficiary put greater value on the program as a process in developing and saving human capital. Significant increase in the knowledge and ability of parents/mothers to use and mobilize government and other community services and facilities


Expected Output  Create an steering committee for greater monitoring and supervision  Educate recipients with their responsibility towards the program  Renovate the process of screening applicants and lessens the documentary requirements if possible.
