A body and a severed foot turn up in the wagon of a coal train in the port of Brisbane. Harry Webb and his partner Jacob Kalinski are given the job of solving the case. But first they need to find the owner of the foot. As they race to locate a crime scene deteriorating in the western heat, Webb and Kalinski battle the forces of change in a town losing its identity. They are drawn into a web of corruption and kickbacks in Crawley, where the powerful call the shots and the townspeople turn a blind eye to their futures.
