With these ideals in the forefront, 2022 has been a year of preparing for the future to transform patient care and demonstrate the power of health.
Johnson Health Center’s future will see an expansion of services, increased focus on delivery of health outcomes, advocacy for patients at the state and federal levels of government, promotion of the Johnson Health Center brand in the community, and continued staff encouragement to remain innovative and creative.
The Johnson Health Center Board of Directors has been instrumental in positioning Johnson Health Center for the future. Their support and commitment to supply sound direction and guidance has secured Johnson Health Center’s success in serving Lynchburg and surrounding counties.
The foundation of our work in preparing for the future lies in the strategic plan adopted by the Board of Directors in 2021. This aggressive plan works to push Johnson Health Center to find opportunities to continue to provide transformative patient care. It has positioned Johnson Health Center to be a leader in bringing access, quality, and affordable healthcare to all in the Central Virginia region.
In this annual report, I am pleased to share with you some of the exciting work Johnson Health Center has achieved in patient care, outreach to the community, behind the scenes work in preparing for expansion, and the recognition of our hardworking dedicated staff by partners in the community.

Johnson Health Center continues to be a leading healthcare provider of choice in the Central Virginia region. Recognizing the power of health, Johnson Health Center continues to push to provide accessible, quality, affordable care to as many of those in our community as possible. Johnson Health Center’s executive team and hardworking excellent staff are committed to the power of health and the benefits it can bring to our community.
The Johnson Health Center Board of Directors meets monthly with the Johnson Health Center executive team to learn of the many successes and challenges facing the organization. Workforce development, retention of staff, availability of prescription drugs, Medicaid reimbursement rates, 340B drug pricing program, and workplace safety are a few of the big issues we tackle.
I am pleased to share the executive team is made up of top-notch industry professionals who through innovation, education, and teamwork address each of these concerns with confidence. The Board of Directors, made up of over 51% patients of Johnson Health Center, supplies advice, guidance, and support to their efforts.
This year has seen activation of both the mobile medical and dental units into the community. Outreach to the underserved and awareness programs at local schools has helped Johnson Health Center reach more patients and provide them with much needed services. Our medical providers have implemented data check points to accurately record data points to demonstrate healthy outcomes and quality of care. Our community engagement specialists work tirelessly with our community partners to participate in events and projects with patients throughout the year. These are just a few of the many successes Johnson Health Center has experienced in 2022.
The Board currently supports Johnson Health Center with 100% participation in its fundraising efforts. Being a federally qualified health center, most of the funding for the organization comes from federal reimbursement for patient services. This funding, however, is not enough to continue the organization’s efforts to grow and expand services to meet the community’s needs.
As we look ahead, I encourage you to support Johnson Health Center with an investment in better futures for our community. A gift that is meaningful to you will help provide the supplemental funding needed to move forward with our vision. YOU have the power to improve access to healthcare for all!

Comprehensive healthcare for adults and children.
With the goal of truly being an integrated model, behavioral health services for adults and children are offered at all of the primary care locations.
Dental services are available to adults, children, and expecting mothers.
Pharmacies operate to ensure patients and community members have access to affordable prescriptions.
Offering a full range of obstetric and gynecological services, OB/GYN providers are available to see patients in office as well as perform procedures and deliver newborns at Virginia Baptist Hospital.
Free transportation is available to and from medical appointments for patients living in Lynchburg and the counties of Amherst, Appomattox, Bedford, and Campbell.

Johnson Health Center (JHC) was founded in 1998 with the mission to provide affordable and comprehensive healthcare with quality services and strong community partnerships to improve access to healthcare for all.
In 2003, the organization became a federally qualified health center (FQHC) supplying comprehensive medical services, laboratory, x-ray, pharmacy, dental, behavioral health, substance abuse treatment, OB prenatal services, and outreach. Johnson Health Center’s FQHC status allows for the acceptance of high volumes of underinsured patients and reduced fees are offered to those who qualify financially.
Now with eight locations and two mobile units, Johnson Health Center offers an extensive range of health and support services for residents of Lynchburg and the counties of Amherst, Appomattox, Bedford, and Campbell. The Johnson Health Center leadership and dedicated staff believe access to top-notch care is a human right, and everything is done to ensure members of our community feel empowered to preserve their well-being and address health concerns.
Johnson Health Center has been successful in delivering on its vision and mission, but limited space has created a barrier to increasing access to healthcare as community needs continue to grow. Johnson Health Center plans to build a new Amherst County Community Health Center which will consolidate the existing Amherst County Community Health Center, Amelon Square Immediate Care, and James River Dental Clinic locations into one building. This 22,000 square foot building will combine many current services and expand access to new services.
Johnson Health Center operates a pharmacy to ensure our patients and community members have access to affordable prescriptions. Johnson Health Center runs several pharmacies; one in Lynchburg, one in Bedford, and one due to open in the summer of 2023 in Madison Heights. However, prescriptions can be delivered to other Johnson Health Center sites for easy pick-up. Home delivery options are also available. Johnson Health Center’s pharmacies can fill prescriptions for anyone, including those who are not patients of Johnson Health Center.

In addition to our pharmacies reduced and competitive prices, we also offer a $4 price list for specific medications. A price list can be found on the Johnson Health Center website at www.jhcvirginia.org.
Johnson Health Center recognizes the cost of prescription medications can be overwhelming and, to meet this need, offers a Medication Assistance Program (MAP). MAP allows Johnson Health Center patients to receive designated medications at a reduced cost. The patient simply expresses a need to the provider for medication assistance to begin the process.
As a service to our patients, Johnson Health Center submits applications for medication assistance from each pharmaceutical company. Once a patient is approved, our MAP Coordinator orders the patient’s prescribed medications. Some medications are delivered to Johnson Health Center’s pharmacy where patients can pick them up, and some can be delivered directly to the patient’s house.

Johnson Health Center has a Clinical Pharmacist, Caroline Brown, PharmD, on-site who can help you develop a long-term preventative care plan and manage your health conditions.
SERVICES INCLUDE
● Medicare Annual Wellness Visits
If you’ve had Medicare Part B (Medical Insurance) for longer than 12 months, you can get a yearly “Wellness” visit to develop or update your personalized plan to help prevent disease or disability, based on your current health and risk factors.
● Medication Therapy Management and Drug List Reviews
Ensures greatest therapeutic outcomes through improved medication use and reduces the risk of adverse events.
Johnson Health Center has two mobile units used to expand our services further into the communities we serve. The mobile units offer limited medical and dental services. Each unit is taken to community organizations and schools to supply on-site care for residents, students, and others. The dental unit is primarily located at Rustburg Community Health Center to supply dental services to Campbell County residents but has the ability to travel to partnering organizations and events.
The Health Resources and Services Administration (HRSA) recognizes Health Center Program awardees and look-alikes with Community Health Quality Recognition (CHQR) badges. The badges are awarded to those health centers who have made notable quality improvement achievements in the areas of access, quality, health equity, health information technology, and COVID-19 public health emergency response for the most recent HRSA Uniform Data System (UDS) reporting period.
The Advancing Health Information Technology (HIT) for Quality badge recognizes health centers meeting all criteria to optimize HIT services.
HEALTH CENTERS MUST MEET THE FOLLOWING FIVE CRITERIA:
● Adopted an electronic health record (EHR) system
● Offers telehealth services
● Exchanges clinical information electronically with key providers in healthcare settings
● Engages patients through health IT
● Collects data on patient social risk factors
Johnson Health Center is recognized in several delivery sites as a Patient Centered Medical Home (PCMH). PCMH is a model of care putting patients at the forefront of care. PCMHs build better relationships between patients and their clinical care teams.
Research shows PCMHs improve quality, the patient experience, and increase staff satisfaction—while reducing healthcare costs. Health centers earning recognition have made a commitment to continuous quality improvement and a patient-centered approach to care.

Our providers work with complex community needs requiring collaborative teamwork and innovative treatments on the path to improve lives through better outcomes and to meet the healthcare needs of now and the future.

JOHNSON HEALTH CENTER SAW A 9% INCREASE IN PEDIATRIC BMI SCREENINGS INCLUDING COUNSELING FOR NUTRITION AND PHYSICAL ACTIVITY.
JOHNSON HEALTH CENTER INCREASED THE NUMBER OF PREGNANT WOMEN BEGINNING CARE IN 1ST TRIMESTER BY 18%.
JOHNSON HEALTH CENTER SAW 7% MORE PATIENTS WITH HYPERTENSION HAVING CONTROLLED BLOOD PRESSURE.

* The JHC Cares Fund was created to help colleagues who are facing financial hardship immediately after a natural disaster or an unforeseen personal hardship. The Fund relies primarily on individual donations from staff to fund this program.
Funding for health centers has become increasingly challenging and uncertain in recent years. Federal and state budget strains threaten traditional sources of health center funding, including Medicaid reimbursement and federal grant funding for health center programs.
Johnson Health Center and other health center leaders recognize the need to diversify revenue streams through increasing and adding support from private philanthropic sources such as individual donors and foundations.
Aligned with Johnson Health Center’s (JHC) mission to provide affordable and comprehensive healthcare with quality services and strong community partnerships to improve access to healthcare for all, plans are moving forward to build the new Amherst County Community Health Center.
Building on expansion successes and growing requests for services, Johnson Health Center is breaking ground on a newly constructed health center to be located in Madison Heights next to the existing Amherst County Community Health Center.
This new health center will integrate under one roof many current services including adult and children’s medical and dental, behavioral health, pharmacy with drive-thru, and provide a wellness and fitness center designed to facilitate nutritional education and physical fitness.
This building will be 22,000 square feet and will consolidate three existing Amherst County facilities into one larger facility.

A longtime friend of Johnson Health Center, Lange Johnson passed away in March of 2022. Lange was the grandson of Dr. Robert Walter “Whirlwind” Johnson who was honored in the naming of Johnson Health Center at its founding in 1998. Dr. Robert W. Johnson was the first African American physician to receive practice rights at Lynchburg General Hospital and practiced his entire medical career in Lynchburg. Dr. Johnson is also credited with coaching tennis greats Arthur Ashe and Althea Gibson.
In 2015, Lange created the Whirlwind Johnson Foundation, a non-profit organization dedicated to furthering the legacy of his grandfather and restoring Dr. Johnson's historic residence and tennis court in Lynchburg. Lange also enjoyed career success as a Vice President at Time Life and at Universal Music Group.
Johnson Health Center CEO Gary Campbell partnered with the Johnson family as part of the 20th Anniversary of Johnson Health Center by featuring a play called Sunday’s Child by Jennifer Petticolas in honor of Dr. Johnson. Funding for health centers has become increasingly challenging and uncertain in recent years. Federal and state budget strains threaten traditional sources of health center funding, including Medicaid reimbursement and federal grant funding for health center programs.
Johnson Health Center and other health center leaders recognize the need to diversify revenue streams through increasing and adding support from private philanthropic sources such as individual donors and foundations.
Johnson Health Center works to develop relationships with our elected officials and in turn, communicate the wide range of services offered to our patients. In conjunction with the VCHA and NACHC, Johnson Health Center also communicates with our elected officials legislative priorities important to the continuation of care for patients of health centers.

Advocacy is defined as any action that speaks in favor of, recommends, argues for a cause, supports or defends, or pleads on behalf of others.
As the largest primary care network in the country, Community Health Centers play an integral role in our nation’s health care system. The next step is to build on the successes of the past by preserving, strengthening, and expanding the model to more communities and populations.
During the two-year COVID-19 pandemic health centers have continued to demonstrate results for their patients. Widening the program by extending care into additional communities most recently revealed by COVID-19 to have clear inequities in health status would yield millions more patients. Deepening services at existing sites to include greater access to maternal/ newborn health care, COVID-19 long-term issues, mental and behavioral health care, oral health and aging, and investing in the health center workforce of the future to deliver these services.
Health centers deliver an excellent return on this federal investment: They reach individuals with the greatest difficulty accessing or affording health care services, including those with chronic diseases at risk for costly health complications, and guarantee them access to high-quality care, improve health outcomes and narrow health disparities. Health centers are efficient and save the health care system $24 billion every year, reducing unnecessary inpatient hospitalizations and emergency room use.
Providing access to a full range of affordable comprehensive services, including pharmacy services, is a key component of the Community Health Center model. Established in 1992, the 340B Drug Discount Pricing Program enables health centers to purchase outpatient drugs at reduced prices, allowing them to ensure that all low-income patients have access to affordable prescription drugs. In addition, the savings health centers receive by purchasing discounted medications through the 340B program must be reinvested into health center programs and services. Due to Health centers’ slim operating margins, these savings are integral to their ability to sustain ongoing operations. In fact, without the savings from the 340B program, health centers would be severely limited in their ability to support many of their core services such as behavioral health and opioid treatment programs and other activities for their patients.
The 340B program is currently under assault on several fronts – and it is crucial that it is protected. Health centers’ reliance on 340B is critical to their financial viability and their ability to provide high quality, comprehensive low-cost health services, including affordable medications, to their patients.
Community Health Centers depend upon a network of over 255,000 clinicians, providers, and staff to deliver on the promise of affordable and accessible health care. Long-term investments in the nation’s primary care workforce are needed to achieve the cost-savings the country needs and to ensure health centers can keep pace with the growing and changing health needs in their communities. Severe workforce shortages and growing salary gaps make it difficult for health centers to recruit and retain an integrated, multi-disciplinary workforce to provide high-quality care. The COVID-19 pandemic has only exacerbated this reality, increasing health center provider shortages due to burn-out, early retirement, sickness, and marketplace competition.
Continued federal investment is essential to broadening the workforce pipelines health centers depend on to provide care to patients. Prioritizing funding for primary care workforce programs is critical as there continues to be efforts for a more focused approach and increased attention to primary care.
Johnson Health Center is an Office Based Opioid Treatment (OBOT) center.
OBOT is a well-established alternative to being treated for opioid addiction in an inpatient rehabilitation facility. The program allows participants to receive medication assisted treatment (MAT) with buprenorphine products while living at home, working, and taking care of their family.
The program combines medical visits with counseling and care coordination services to ensure the whole person is being treated. JHC can take care of primary care, behavioral health and dental needs without having to see multiple healthcare organizations. This program is offered at Bedford Community Health Center and Amherst County Community Health Center.
Established by Chief Nursing Officer Tracy Coleman in partnership with the Central Virginia Community College (CVCC) Workforce Development Certified Clinical Medical Assistant Program, Johnson Health Center’s Certified Clinical Medical Assistant Program (CCMA) prepares gradates to sit for the National Healthcareer Association Medical Assistant Certification Exam and to work in medical offices, clinics, urgent care centers, and for work in general medicine or specialty practices.
The program is designed to prepare students to be professional medical assistants, as multi-skilled allied healthcare professionals specializing in procedures commonly performed in the ambulatory healthcare settings. Students learn to perform clinical and administrative duties and aid various providers including physicians, nurse practitioners, and physician assistants.
Johnson Health Center supports a partnership with Liberty University College of Osteopathic Medicine (LUCOM) to instruct students pursuing the degree of Doctor of Osteopathic Medicine and/or allied health professions. LUCOM students observe and aid medical providers during patient visits and learn the electronic medical record system.
