PORT ORCHARD — South Kitsap School District’s board of directors are once again asking voters to approve construction of a second comprehensive high school to relieve overcrowding at South Kitsap High. At its July 18 meeting, the board unanimously authorized a general obligation bond measure to appear on the November general election ballot. It also gave the go-ahead to place a second proposition on the ballot, which would fund a series of capital projects to improve school safety and security, renovate some school facilities and add new technology capabilities. The $184.7 million bond measure would fund construction of a 240,000-square-foot high school on district-owned property at Old

Clifton Road in South Kitsap. The proposed high school would have a capacity for 1,500 students. It also would have the capability to expand and house up to 1,800 students, Superintendent Karst Brandsma reported to those attending the board meeting. The state would contribute about $9 million to build the high school if the proposition is approved by voters. The four-year, $21.7 million capital levy would be collected in four succeeding years: $5,363,571 for 2018, collected in 2019; $5,368,843 for 2019, collected in 2020; $5,476,220 for 2020, collected in 2021; and $5,585,744 for 2021, collected in 2022. The state also will kick in an estimated $3 million for the projects, the school district said. The levy would be assessed over four years at a projected rate of $0.67 per $1,000 of assessed property value. With this latest campaign, the school district confronts a history of failed bond measures in its attempt to construct a second high school. told board members that the bond request was ill-timed. “You have 105 days to sell this,” Lemke said of the bond and levy propositions. “That’s going to be very tough … timing is everything. “In the history of South Kitsap, there’s never been a worse time for this action. Everyone has had a huge tax increase.” He told the board that his own overall tax bill has increased by about $1,000 this year. The economics of the area has changed, he asserted, and said the need for a new elementary school outpaces that for a second high school. But Andrew Rogers, a school district employee and new South Kitsap resident, said that investing in schools is good for the district’s economy and entices families to locate in the area. And new families, he said, help taxpayers pay for education services by spreading the tax burden. “With the state of the facilities in this district,” Rogers said, “the cost of maintaining buildings that are well past their life cycle is a drain on resources that should be going to students and their education, and to staff in supporting

He accelerated the vehicle to 50 miles per hour and used it to strike the victim, Schuster said.

Held this spring, the forum included an informational session led by experts on state funding and budgeting, school design and construction, tours of the district’s facilities and a “conversational event” at South Kitsap High. The district also sought responses from the community with an online survey gauging opinions on education priorities. Brandsma said the district received about 800 survey responses. “I thought it was a thoughtful and transparent process,” the superintendent said of the SK 360 community outreach effort. One of the top community

concerns registered by the survey, not surprisingly, was property tax rates. If voters approve both measures, the district said local school taxes would not increase. That’s partially a result of the recent new funding formula approved by the Legislature, which increased state basic education taxing to lessen the tax burden on property owners at the local level. As a result, state property tax rates are $3.03 per $1,000 of assessed value, an increase from the previous rate of $2.12 per $1,000. Should voters approve both measures, property owners would pay a combined local rate of $1.74 per $1,000 of assessed value and a current operations levy rate of $1.50. That would total $3.24 per $1,000 — the same rate as voters approved in 2017, the district said.

Minor initially drove off but turned himself and his vehicle over to authorities later that evening. Multiple witnesses at the coffee shop watched the dispute and subsequent collision. The victim, a Bremerton resident, suffered a broken left leg as a result of the collision and was taken to Harrison Hospital, Schuster said. Deputy prosecutor Keith Hines said Minor was initially booked on a charge of vehicular assault and held on $100,000 bail. Since then, Minor’s charge has been changed to first-degree assault. His initial arraignment was on Tuesday, July 24. At the arraignment, Minor’s

defense attorney stated that the collision was an accident and that Minor had no intention of striking the victim. Minor has no previous criminal record or appearances in court. The prosecutor asked that Minor’s bail be set at $500,000 and is not to contact the victim. The judge ruled, however, that the bail would stay at $100,000, since the defense said there was little chance that Minor would be able to post either amount. The judge also ratified the no-contact order. Minor will stand trial in August.

Opening the wrong doors for Washington families.” Labeling her “Too soft on crime,” the political action committee’s mailer stated, “Emily Randall (D) has consistently failed to back our law enforcement, yet Randall has supported Tarra Simmons, a drug addicted ex-con who was denied admission to the Washington State Bar Association due to multiple felony convictions.” No reference was made in the mailer about Simmon’s Supreme Court case vindication. Randall, a first-time candidate who grew up in Port Orchard, issued a statement July 18 in response to the mailer’s attack against her and Simmons: “The Republicans’ recent attacks on Tarra Simmons are deeply disappointing — and a new low. I proudly stand with Tarra and the work she does everyday to make a difference in our community and call on my opponent to apologize to Ms. Simmons. “While my opponent’s funders spend unlimited amounts running negative ads attacking me and hardworking people like Tarra Simmons, I will continue to do what I’ve done my entire career: work hard to make sure everyone,

For her and many other chronic-pain patients, they are left with a previously unthinkable alternative to a life of intense pain: to end their life. She served her time and went on to improve her life, and the lives of others.” The Democrat said her association with Simmons consisted of voicing her support on Facebook, briefly meeting her twice at community events, and receiving a small campaign donation from Simmons. “To use her and make false claims in order to attack me, seems rather abhorrent.” Her opponent, McClendon, said his campaign wasn’t responsible for the mailer. He told KUOW reporter Austin Jenkins that he also thought the attack on Simmons, a private citizen, was inappropriate. “This is not coming from us, we wouldn’t generate an ad like this, me personally or my campaign, but this isn’t something we have control over,” he told the reporter. KUOW also reported that, according to filings with the state Public Disclosure Commission, WA Forward gets its funding from The Leadership Council, a polit-

ical action committee associated with the state Senate Republican caucus. Two of its committee officers are Senate Minority Leader Mark Schoesler and Sen. John Braun. The senators could not be reached for comment. Simmons did pick up personal support across the aisle from 26th District state Rep. Michelle Caldier, a Republican. KUOW reported that the Republican defended Simmons on her Facebook page: “I am proud to support you. I am appalled that you were personally attacked.” She told Jenkins that people trying to get their life back on track will always get her support. “As a private citizen, she should have been kept out of any political hit pieces.” Caldier reiterated that she nonetheless supports fellow Republican McClendon in the state Senate race and said his campaign wasn’t responsible for the mailer. Simmons’ life, personally and professionally, continues on an upward trajectory. Admitted to the state bar association after passing the bar exam in June 2017, she now works for the Seattle-based Public Defender Association and assists former felons navigate the legal and financial complexities as they reenter society. Simmons also is a Skadden Fellow at the association, a prestigious award in the legal profession.

A conundrum Mioni and others who deal daily with chronic pain are caught in a Catch-22 situation that’s not of their making. Opiate medications are the

most effective drug to combat severe pain, but the increased use of opioids, legally and illegally, feeds the growth of addicts who are filling hospitals and treatment clinics. The Centers for Disease Control recently issued a ruling called “90 MME” that restricts physicians to prescribe no more than 90 milligrams daily of an opioid to each patient — regardless of the intensity of their chronic pain. Some doctors have stopped prescribing opiates altogether and are referring their patients with chronic pain to specialty clinics. That’s what happened to Mioni, whose physician had prescribed 165 milligrams daily to treat her pain for many years, she said. Her primary care provider now refuses to issue any prescription for an opiate; instead, he referred her to a pain clinic. As is the case with similar clinics in the region, there’s a long waiting list. Mioni waited one year to get into Peninsula Pain Clinic and will soon be part of a trial study using a pain pump. She’s become something of an expert on treating chronic pain. While acknowledging there’s been an increase in opioid use, she’s wary of the statistics the state and federal governments are using. “What they are doing is

lumping all the chronic pain patients together with addicts,” Mioni said. “We sign a pain contract every year. We pass urine tests and go to the same pharmacy. According to my doctor, I’m a model patient, but, still, he says his hands are tied. “As a patient, you are stigmatized,” Mioni said. After rationing his remaining pills, Peck soon ran out. And then he ran out of hope. Police say the desperate man was found in bed at his mobile-home park outside Yelm. Two guns in his lap,

The thing is, [her husband] is basically keeping me alive, because I’ve got to take care of him.” Mioni contends that people with chronic pain who have made that awful decision are an overlooked statistic among all suicides. “Suicide is not just a mental health issue,” Mioni said. “But it’s also physical.” Kim Hendrickson agrees it’s a significant issue. The manager of the Behavioral Health Outreach program with the City of Poulsbo said although her behavioral health “navigators” almost exclusively counsel individuals with mental health issues, she said it is easy to overlook the chronic-pain patient subset of those contemplating suicide. “The people you’re talking about wouldn’t generally be utilizing a program like ours because police officers haven’t referred them to us as individuals looking for connections to mental health care.” As it stands, Hendrickson and others say these people are increasingly falling through the cracks of the state health care system.

IN OUR OPINION Ugly campaign mailers can’t mar woman’s renewal

P

ersonal attacks appearing in campaign mailers sent by a political action committee, or PAC, have no place in our local politics. PACs essentially have no responsibilities to the constituents of the 26th Legislative District, nor apparent connections with any of the candidates for state Senate. But what this PAC should take responsibility for are the crude statements about a Bremerton woman — a private citizen who deserves our admiration and congratulations, not denigration and shame — through patently false accusations in the mailer. Tarra Simmons rose from drug addiction, theft and prison time to graduate in 2017 with honors from the Seattle University School of Law — and ultimately passed the bar exam and obtained a prestigious legal fellowship. The hit pieces were mailed by the PAC to voters in quick succession over the past few weeks. The mailers painted Democratic candidate Emily Randall as a youthful, flippant extremist who makes bad choices as a result of her political leanings and inexperience — and those she associates Tarra Simmons with, including Simmons. Simmons made a small contribution to the Democrat’s campaign, and the two met briefly at two events. That’s it. The crude and base messages on those mailers from WA Forward are the handiwork of the organization’s leaders, Republican state senators John Braun and Mark Schoesler, and The Leadership Council, which is associated with the Legislature’s Republican caucus. Randall’s GOP opponent, Marty McClendon, has denied his campaign is connected in any way with the mailers and has expressed his disapproval of their personal attacks. Another Republican, Rep. Michelle Caldier, in fact, defended Simmons on her own Facebook page and decried the personal attacks in the hit pieces. Both should be lauded for taking the higher road. For a weary constituency fed up with nasty politics made personal, this should be an example to every campaign — and PACs that blanket communities like the 26th District with their independent expenditure messaging — that, in the end, the resiliency and fortitude of a private citizen’s triumph can outshine even the most blatant personal attack.

Republicans punish Democrat for voting their way THE PETRI DISH By JERRY CORNFIELD

OLYMPIA — Steve Hobbs is used to taking his lumps in the political arena and on the campaign trail. But the centrist Democratic state senator from Lake Stevens still found the flurry of jabs getting thrown at him by Senate Republicans ahead of the Aug. 7 primary a bit unsettling. Especially considering GOP senators dreamed up or drafted most of the policies he’s getting slammed for supporting. “They feel they have to go after me and it’s unfortunate,” Hobbs said. “It’s a desperate move on their part.” Early last Wednesday, 30-second ads started airing on CNN, ESPN and other cable channels. It is slated to run hundreds of times over the next two weeks, according to contracts posted on the Federal Communication Commission website. Coupled with mail pieces and

digital ads, Senate Republicans have funneled nearly $70,000 through Washington Forward, an independent political committee, to batter Hobbs. The hope is to better the chances of their candidate, Doug Roulstone of Snohomish, in November. (This presumes Roulstone beats the other candidate in the primary, Libertarian Jeremy Fitch of Everett.) Hobbs is targeted for a simple reason. Republicans hold 24 seats in the Senate and need one more to reach a majority. The GPS for the party’s political strategy shows one of the best routes to this destination runs through the 44th Legislative District in Snohomish County. It is a district where voters routinely choose Democrats and Republicans to represent them in the Legislature. A Republican, Dave Schmidt, held the Senate seat until Hobbs beat him in 2006. “We feel that Steve Hobbs has rented a Republican seat for too long,” said Justin Matheson, the political director for the Senate Republican Campaign Committee. “It’s probably the most conservative seat the Democrats still hold that we don’t have.”

Hobbs, who travels in the political left lane on social and civil rights issues and the right lane on fiscal policy and government reform, has been a pretty good Democrat tenant — by Republican standards — though the 30-second commercial paints a different picture. He is criticized for voting to raise the gas tax in 2015 and statewide property tax in 2017 and, earlier this year, supporting a bill to make some but not all lawmakers’ records public. What the ad leaves out is the critical role Republican senators played in all three of those matters. A GOP senator drafted the gas tax legislation that is now financing billions of dollars of transportation improvements. Another Republican senator first proposed the property tax increase, which is enabling the state to better fund public schools as demanded in the McCleary case. In Montana, mining contaminated waters to increase copper supplies OPINION By DON BRUNELL The massive Berkeley Pit in Butte, Montana is one of the world’s largest superfund sites and has been described as a giant sink filling with metal-laden, acidic water from over 10,000 miles of underground mine workings. It has been a ticking time bomb since 1982 when the mine owner turned off the pumps that kept the subsurface tunnels dry for miners. The pit has collected 50 billion gallons of toxic water. While the rising pit water is a looming environmental threat if it seeps into the area’s groundwater, it may be a new source of copper if a pilot plant pans out. However, if left unattended, there would be an environmental calamity especially since Butte’s mining operations are located at the headwaters of the Clark Fork

River—-a major tributary of the Columbia. The promising news is an experimental water treatment system started operation in March. Three million gallons of water is being pumped from the pit each day and sent to a treatment system that recovers copper, other contaminants and neutralizes the water’s acidity. The purified water is discharged into Silver Bow Creek. Operators hope to reclaim 100,000 pounds of copper each month, which helps offset costs. If the experimental project works as planned, it will open a new way to help meet the growing need for copper and simultaneously clean up hazardous Super Fund sites. With worldwide demand for copper soaring, there is pressure to open new mines, expand existing ones and add ore processing capacity — all of which have serious associated environmental challenges. Copper, a highly efficient conductor of electricity, is widely used in traditional hydro, coal and natural gas electricity generation. With

SKSD’s capital-improvement projects underway this summer By ZACH JABLONSKI

SOUTH KITSAP — The South Kitsap School District has been — and is — working on several capital projects geared to improve student safety, bus replacements and other district improvements. The total cost for the summer projects, including the already completed baseball field renovations, is estimated at over $1.6 million, according to the district’s monthly capital project report. These projects also include a fire alarm system, secured entrances and elevator renovations at South Kitsap High, a modular unit at Sunnyslope Elementary, roof repairs and renovations to the high school’s baseball field and a generator for the central kitchen. The two highest priority projects to be completed, district spokeswomen Amy Miller said, are improvements to the fire alarm system and securing the outside doors at South Kitsap High. Miller said the fire alarm

system has an outdated control panel that will be replaced. The outside entrances to the high school are being converted to a key-pad entry system in which, once classes start, visitors will need to “buzz in” and then check in with the main office. The system is being installed to improve student and staff safety during school hours, Miller said. Other projects to be completed this summer, and beyond: Sunnyslope’s existing portable buildings are being

replaced by a modular unit. The old portables were in poor condition and will be demolished and replaced with a modular unit containing four classrooms and a restroom facility. They hope to have it ready for occupation in the fall. The high school’s elevator will be renovated, but due to the elevator contractor being extremely busy with other clients, the repairs are being pushed back until winter break. The high school will

still have an operating elevator during school, the capital projects report stated. SKSD’s central kitchen will soon have a generator added to combat this area’s common power outages during the winter months. Plans are still being drafted but once complete, the generator will be purchased and bids from electrical contractors will be solicited. Roofs on portables at John Sedgwick Middle School and Explorer Academy need to be repaired, but the district is waiting to move forward on the project until the costs of other projects are more defined, the report stated. The district has to keep a constant upkeep on vandalism repair throughout the year to remove graffiti and other damages done to buildings. The Office of Civil Rights evaluated SKSD and some elements in the district were found to not meet codes

Several improvements are being made, Miller said, such as addressing the weight factor of opening doors, bathroom stall arrangements and the height of hand dryers. Some projects were completed earlier this year: In December 2017, the district had to conduct emergency repairs on the South Kitsap Community Pool. Those repairs were completed in January. Once the district discovers the extent of the costs to repair and renovate the pool facility, the district will work out a long-term plan. The SKHS baseball field was renovated to include a new drainage system and to smooth the area between the infield and outfield. This renovation was needed to fix problems with standing water that would accumulate throughout the baseball season. The proj-

ect, now completed, is what the district calls “a community asset with improved usability, safety, and aesthetics.” Projects included: • The running track for Cedar Heights, which was refreshed with new cinders. • A new electronic reader board, replacing South Kitsap High’s outdated board on Wolves Road and Mile Hill Drive. The board was included in last year’s budget, but construction was delayed due to revisions made by the City of Port Orchard to its sign ordinances and permitting process. • Three modular buildings added at South Kitsap High for a total of six new classrooms to accommodate its growing student population. The school district purchased eight large school buses and four special-needs buses to replace old vehicles that have been surplused, Miller said.

Distracted driving law, one year later: Troopers see decrease in crashes By NICK TWIETMEYER Kitsap News Group

POULSBO — July 24 will mark one year since a law was introduced in Washington that was intended to combat distracted driving. The Driving Under the Influence of Electronics (DUIE) law prohibited drivers from holding phones and other electronic devices while operating a vehicle. According to the National Highway Traffic Safety Administration, 3,450 people were killed by distracted drivers in 2016. The Washington State Patrol also said that troopers in Kitsap County conducted 189 traffic stops involving distracted drivers from July 2016 to June 2017. The number climbed to 235 distracted drivers from July 2017 to June 2018. First-time violators of the DUIE law face a $136 fine, but if caught using a device while operating a vehicle again within five years, that fee climbs to $234. Information concerning DUIE violations is also provided to insurance companies and can result in increased insurance costs. In December, Poulsbo was rocked by two back-to-back incidents in which pedestrians were struck by vehicles. A Washington State Patrol investigation found that distracted driving was not to blame in either of the incidents, but they did spur the city of Poulsbo to form a Pedestrian Safety Advisory Committee. During a meeting of the

committee in February, Charlie Roberts, an engineering technician for the city, explained just how serious an issue distracted driving had become in recent years. “Looking just at Poulsbo, between 2007 and 2011, distracted driving was a factor in about 18.5 percent of crashes,” Roberts said. “Between 2012 and 2017, it’s more than doubled — 46.1 percent of crashes were caused by distracted driving.” Poulsbo Police Officer David Gesell said he believed that the true number of crashes influenced by distracted drivers was, in fact, much higher. “Those numbers are going to come off of our collision reports,” Gesell said, “and if you’re playing on your phone and you crash into someone, you’re not terribly likely to tell me you were doing that.” According to statistics provided by the Washington State Patrol’s Collision Enforcement database, since SB 5289 was passed, Kitsap County has seen a 22-percent decrease in distracted driving crashes. Between July 2016 and June 2017, 36 distracted driving crashes occurred throughout Kitsap County. Between July 2017 and June 28, that number had dropped to 28. Washington State Patrol Sergeant Scott Gordon said the drop is a sign that drivers are catching on and that traffic safety is moving in the right direction. “We’re just striving for the number of crashes to go

Gordon likened the implementation of the distracted driving law to seatbelt laws when he first began his career with the Washington State Patrol. “When I first got hired, a seatbelt violation was a secondary violation. You couldn’t just stop somebody for a seatbelt,” Gordon said. “I grew up in a time when

my seatbelt was my mom or my dad putting their arm across my chest. You have to change people’s mindset on these things and it’s a slow process. … Now with education, you get more people cognizant about the law.” Gordon acknowledged that the distracted driving law won’t stop everyone from driving while distracted, but

with time, that might change. “Are people going to still be distracted driving? Sure, everybody’s not just going to one day magically just put their phone down or quit doing other things while they’re driving. “But it’s that element of enforcement that helps get people to change their behavior,” the sergeant said.

Dietz wanted by KCSO on multiple warrants By BOB SMITH

PORT ORCHARD — The name Paul Matthew Dietz is well-known to Kitsap County Sheriff’s Office deputies and to police departments throughout the county. The 30-year-old South Kitsap man is a suspect in numerous West Sound crimes and there’s probable cause to take him into custody for ongoing investigations, according to the sheriff’s office. Deputy Scott Wilson said that if you’ve come home over the past several months to find an empty mailbox, then later discovered fraudulent activity on your bank or credit card accounts, Dietz may have

Paul Dietz played a role in this criminal activity. He is, in fact, suspected to have been involved in multiple mail thefts and credit card cases in South Kitsap. Wilson said Dietz has six outstanding arrest warrants.

Five of those are felony warrants and two are “no bail” warrants. Not surprisingly, law enforcement in the county is looking for Dietz on multiple warrants. He dresses in a dark-colored helmet, a black or camouflage jacket and a black backpack. And the suspect gets around on a dark-colored, sport-bike motorcycle, the sheriff’s office spokesman said. Dietz is 5-10 tall, about 150 pounds, with blue eyes and brown hair. Tattoos adorn his abdomen, arms and chest. Anyone with information on the suspect’s whereabouts should call 911 or Kitsap County Sheriff’s Office detectives at 360-337-7111. DeLona was born on January 3, 1921 in Fairfax, WA, a lumber and mining camp in the foothills of Mt. Rainier. Her father, John J. Gurley, was stationed in France during WWI where he met and married Regina G. Maillefer in Paris. He brought her home to Fairfax in 1919. In 1925 the family moved to Seattle, and then to Tacoma in 1926. DeLona attended St. Leo’s Catholic School and Stadium High School, graduating in 1939. She worked in retail sales for several years for a candy company and People’s Dept. Store. In 1945 she moved to Bremerton to help manage her father’s seafood restaurant. She worked for Brown’s Music Co. until going to work at Puget Sound Naval Shipyard, where she worked from 1952 until her retirement in 1986. While there, she was part of the first Equal Employment Opportunity (EEO) committee formed by the shipyard. DeLona married Cleo H. Kent on August 7, 1948. In their younger years, they enjoyed fishing the Olympic mountain streams and also fishing for salmon. Another activity was cruising in their 1957 T-Bird with other T-Bird owners. They took many weekend trips with these friends. DeLona was very active with the Business and Professional Women’s Organization (BPW). She joined in 1957 and became the State President in 1974-75. She remained a member of the Port Orchard BPW club until it disbanded in 2017. She stayed a member of the state organization. She enjoyed the friendships she made in this club. In 1994, she became involved with the Master Gardener program and was very active working on various beautification projects in the Port Orchard area. She enjoyed gardening and created beautiful landscaped areas at her home. A highlight for her was taking several trips to visit gardens in England, France, Italy and Sicily with garden expert Ciscoe Morris. Other activities included organizing an Investment Club in 1996 which met at her home. It was very successful and continued until 2017. DeLona was a member of St. Gabriel Catholic Church and served as a Lector for many years. Her outdoor Christmas light display was enjoyed by her neighbors and passersby on Beach Drive every December. She enjoyed attending class reunions for St. Leo’s and Stadium High. She was a resident of Park Vista Assisted Living from September 3, 2017 until her passing on July 15, 2018. DeLona was preceded in death by her husband, Cleo, in 1992; her mother and father; brother John R. Gurley; and niece Lori L. Gurley. She is survived by her grandnephew Justin Pederson of Tacoma, and many wonderful friends she made through the years. Services will be held at St. Gabriel Catholic Church in Port Orchard on Friday, July 27 at 11:00AM. Reception to follow. Elaine M Loan, age 77, long time resident of Port Orchard, WA passed away suddenly on July 3, 2018 and is now at home with Our Lord. Elaine was born February 5, 1941 in Minneapolis, MN, the oldest of 5 children to Lloyd and Gladys Roseland. Elaine is survived by her 4 children – Frank Price of Mountlake Terrace, Connie Tolan of East Wenatchee, Scott and wife Christy Campbell of Longmont, CO and Christian Campbell of Port Orchard, 3 grandchildren – Christa and Nicole Tolan of East Wenatchee and Jason Price of Friday Harbor, WA, 3 great granddaughters – Kaylee and Jocelynn McKinney and Serinity Arthur as well as numerous nieces and nephews and extended family. She is also survived by 2 of her 4 siblings – Gale Louch of Bremerton and Randi Gusa of Renton. Elaine graduated from South Kitsap High School in 1959. She was Homecoming Queen and voted “prettiest” by her class. She continued to be involved with her classmates by working on the reunion committee and maintaining her most cherished friendships. Elaine was retired after a long career as an LPO in the mortgage industry. She enjoyed listening to jazz music, playing cards with friends, vacations in Mexico, crafting and spending time with family. She loved Jesus and read her bible daily. She never had an unkind word and was always full of warm hugs. She lived simply and loved well. She was the relative who remembered everyone’s birthday, she sent hand-written Thank You notes for every kindness received, she always cooked for an army and everyone was always welcome. She never allowed a friend or a friend of a friend to be alone on a holiday; her motto was always “the more the merrier!”. Elaine had an uncanny ability to reach people in a deep and positive way. There will be a celebration of life on August 3rd at First Lutheran church at 2483 Mitchell Rd in Port Orchard @ 1pm. South Kitsap Fire and Rescue deputy chief Guy Dalrymple said his department has responded to approximately 30 fires in the past 30 days as of July 23. “It’s been busy, but it hasn’t been crazy,” Dalrymple said. Central Kitsap Fire and Rescue has responded to 61 fires involving brush, grass, woodlands or wildland in 2018, according to spokesperson Ileana LiMarzi. In North Kitsap, where things tend to be a little slower, North Kitsap Fire & Rescue has responded to nine brush fires between May 15 and July 23, spokesperson Michele Laboda said. Last year during that same time period, there were nine; in 2016 there were 13; and in 2015, 32, Laboda said. Dalrymple said South Kitsap had a rash of fires earlier this summer in which residents were legally burning yard debris, but through either negligence or unfortunate circumstances, the flames quickly spread and firefighters had to be called in to extinguish them. “It’s usually a combination of wind and lack of attention, or they step away for a fire,” Dalrymple said. “Someone has their burn

pile going, they get distracted, they walk away, and if the wind is blowing, it blows up. That starts burning and then the wind continues to fan the flame.” “If you’re doing anything with fire outside, you need to have an extinguishing agent close by,” Dalrymple added. During these dry conditions, it can be rather easy to spark a fire. With nothing but dry, sunny weather and hot temperatures forecasted over the next two weeks, any small fire has the potential to quickly develop into a larger one. “When fire officials assess fire danger, the incidence of brush fires is only one of the metrics that are considered,” Laboda said. “Long-range weather forecasts are taken into consideration as are the moisture readings in local vegetation. These two elements help officials determine the potential for dangerous and rapid spread of a fire once it gets started.” A phase 1 burn ban is currently in place in Kitsap County. The ban prohibits backyard burning and land clearing. All burning permits are suspended for the duration of the ban. Recreational fires are still allowed but must be less than three feet in size and contained to a designated firepit using only charcoal or dry firewood.

Joseph Lloyd Sherk Jun. 6, 1943 – Jun. 23, 2018 Joseph Lloyd Sherk, 75, of Bremerton, died June 23 from complications of Alzheimer’s. Joe was born to Lloyd and Evelyn Sherk on June 6, 1943 in Lebanon, Pennsylvania. After graduating from South Kitsap High School in 1961, he began working as a sports writer for the (then) Bremerton Sun and was named sports editor by age 21. He went on to cover sports for the Seattle Post-Intelligencer and the Tacoma News Tribune before moving into motorsports public relations in 1981. Over the next 32 years, Joe handled media and public relations for many of the top names in NHRA drag racing. He later returned to his roots, working as a freelance sports writer for the Kitsap Sun. In 2015, he was inducted into the Kitsap Sports Hall of Fame, and in 2016, the pressroom at Pacific Raceways in Kent was christened the Joe Sherk Media Center. Joe is survived by his sister Sally Henning and her fiancé Dale Osgood of Port Orchard; son Neil Sherk and daughter Lynn Sherk, both of Seattle; and close family friends Kathy Powell, Kerina Powell-Mancuso & Tony Mancuso and daughter Mila of Bremerton. He was preceded in death by his parents, and nephew Scott Henning. A celebration of life will be held on Wednesday, Aug. 1 at 1 p.m. at the Clubhouse at McCormick Woods in Port Orchard. South Kitsap educators get taste of Marine Corps life By NICK TWIETMEYER Kitsap News Group

SAN DIEGO — Six South Kitsap School District educators and counselors are off to a boot camp of sorts after traveling to San Diego to participate in a Marine Corps workshop. The workshop seeks to provide teachers with firsthand knowledge about what the Marine Corps can offer to high school graduates. It will include activities such as weapons training, combat fitness testing, a bayonet assault course training and live fire demonstrations. Following a reception for the educators on Monday, Kristina Stone – an English teacher at South Kitsap High School – said so far she was impressed. “I come from a family that doesn’t have a military background at all, so it’s all very new to me. [I’m] definitely looking forward to going out and shooting some guns. I think that will be a good time,” Stone said. Jillian Price, also an English teacher at South Kitsap High School, said she was a little nervous about the combat fitness test but noted that so far the workshop has seemed very well organized. “It’s impressive. There’s a lot going on; there’s a lot of educators here from all different places,” Price said. The second day of the

Marine Corps educators workshop, which is being attended by six teachers from South Kitsap High School, was heralded by the guttural shouts of Marine Corps drill instructors and a glimpse at the training that goes into making a marine. As South Kitsap teachers stepped off the bus on Tuesday morning at Marine Corps Recruiting Depot, they were immediately greeted by the characteristically gravelly voices synonymous with the Marines’ drill instructor ethos. The instructor’s shouts were loud and fast and barely left any time for the “recruits” to respond before another wave of beratement began, more intense and louder than the first. Through the shouts, the educators rapidly made their way to MCRD’s infamous yellow footprints. A series of yellow footprints painted on the concrete is where hundreds of thousands of recruits have stood before, forming ranks for the first time. A brief introduction and overview followed before the educators were moved onward. Chris Korbel, an online credit recovery teacher at SKHS, said at first he was worried when the drill instructors turned up the volume. “I was worried that I’m going to say the wrong thing,” Korbel said. “They want us to

yell or scream our responses. I’m just worried that if I yell and scream the wrong response, they’re going to hear it.” When asked if he thought there was any educational application for the techniques used by the Marines, Korbel responded without hesitation. “Absolutely. I think there’s a lot that can benefit from it,” he said. “I’m thinking we could use some of this in our schools. I think it could benefit a lot of the students to teach some respect and discipline.” Danielle Caschetta teaches math at SKHS and said that the encounter with the drill instructors was not as scary as she thought it was going to be. “I thought there was going to be more yelling,” Caschetta said. The group was later moved to a squad bay wherein they could get a taste of what is colloquially known as “Black Friday,” the process of a group of recruits being “picked up” by their respective drill instructors. The pickup is where the recruits meet the drill instructors who will shape them into marines. The culmination of the afternoon was the Combat Fitness Test. Those who wished to particpate were offered the opportunity to sprint, crawl and carry a partner (on their shoulders) on the MCRD football field.

In the past I’ve kind of had fairly negative opinions about military service. Those are evolving, and I’m seeing it more as a valuable option for my students.”

KINGSTON — With the Kingston fast-ferry service expected to launch later this year, the M/V Finest was announced as the primary vessel in operation. The 350-passenger boat that was used to evacuate people from lower Manhattan during the attacks of 9/11 is undergoing a top-to-bottom overhaul at Nichols Brothers Boat Builders, a custom vessel construction company in Whidbey Island. The boat is anticipated to be delivered in late September. Kitsap Transit initially plans to cap the passenger load of the Finest to 150, which is more than sufficient capacity based on ridership projections. Kitsap Transit is conducting an online survey to gather community feedback that will help develop the sailing schedule for fast-ferry service. The survey also helps Kitsap Transit plan for transit services to and from the Kingston ferry terminal. The survey closes July 31. Dock improvements are planned at the Port of Kingston’s dock to allow Kitsap Transit to operate and

moor its fast ferry under a 50-year lease. Kitsap Transit is also hiring staff to crew the vessels and process passengers on the dock. The 172-passenger M/V Melissa Ann, which Kitsap Transit has leased, will serve as a backup commuter to the Finest. The Melissa Ann has served as a commuter

Kitsap County targets opioid manufacturers with lawsuit By NICK TWIETMEYER Kitsap News Group

PORT ORCHARD — Kitsap County filed suit July 23 against the makers and distributors of opioids, stating that it is seeking to hold the drug companies “responsible for the harm caused by opioid overuse and addiction within the community.” The lawsuit alleges that opioid manufacturers knowingly distribute “unreasonable and unconscionable” amounts of prescription opioids, resulting in marked increases of opioid

Specifically, defendants in the lawsuit are alleged to have made false claims and provided misleading information to physicians and patients about the safety of opioid use. The lawsuit also alleges that the defendants pushed the sale of opioid use despite knowing, among other things, that the drugs were not

safe for long-term use, that they were falling into the hands of “pill mills,” and that they were being diverted for illicit and illegal uses. Kitsap County Commissioner Robert Gelder highlighted the pervasiveness of the opioid epidemic. “There isn’t a community that hasn’t been touched by the opioid crisis – friends, family members, neighbors,” he said. “It’s time to join in the fight to turn the tide in the conversation, debate and response.”

These practices, the county asserted in the lawsuit, contributed to a marked increase in opioid overuse and addiction in the community. As a result, it said, “there has been a ripple effect of opioid-related hospitalizations and deaths, affecting countless individuals and their families.” The county reported that between 2002 and 2004 and 2011 and 2013, opioid-use treatment admissions rose 305 percent in Kitsap County. From 1993 to 2003, there were 62 opioid-related deaths in the county — from 2012 to 2016, there were 107 deaths. The Kitsap County prosecuting attorney’s office has partnered with a Seattle-based law firm, Keller Rohrback, to represent the county in the lawsuit.

But it was a successful summer in many ways. Kitsap was made up mostly of young players, many of whom play in successful high school programs, competing with talented upperclassmen for playing time. “It was everything I hoped it would be,” coach Mike Zetty said after Kitsap closed its season at Knights Field against Elma. Zetty noted the team had “lost some wind from its sails” after falling to Peninsula, 16-3, the night before, which, in combination with two wins by Lower Columbia over River Ridge, eliminated the team from playoff contention. D.J. Doty picked up three of his team’s four hits and drove in a run in that game. Kitsap had beaten Lower Columbia in a double-header just two weeks earlier, which was certainly the high point of the season. Kitsap had trailed 8-1 entering the fifth inning, but erupted for four runs in both the fifth and sixth innings to steal the victory. Kitsap then held on for a 7-6 victory in game two.

Kitsap County’s first responders talk suicide prevention By NICK TWIETMEYER Kitsap News Group

POULSBO — A panel of first responders and behavioral health experts and advocates were the focal point for a recent talk at Olympic College’s Poulsbo Campus on suicide prevention. Kim Hendrickson, the project manager for Poulsbo’s Behavioral Health Outreach Program, moderated the conversation. The Behavioral Health Outreach Program operates out of Poulsbo City Hall and staffs a team of three behavioral health navigators who help to link individuals in crisis with behavioral health services countywide. The program is funded through Kitsap County’s Treatment Sales Tax, which gathers onetenth of a percent from sales in the county and is used to fund mental health and chemical dependency treatment services. “One of the things that I learned early on is how often law enforcement and fire in Kitsap County and elsewhere respond to people that are showing signs of suicidality or actually trying to take their own lives. This is a major part of the work that law enforcement and fire does, it was a surprise to me to learn how much of their work involves suicide ideation and suicide attempts.” Nearly 2,000 calls, Hendrickson said, are dispatched to emergency services in Kitsap County each year for suicide events. Hendrickson was quick to point out that these were calls which were dispatched to emergency services and not just calls or tips from concerned citizens. “This is a central part of what police do and this is a central part of our program,” Hendrickson said. Sergeant Valerie Nau of the Poulsbo Police Department was the first on the panel to address questions from Hendrickson. When asked what percentage of her job entailed responding to suicidal ideation, or actions Nau said it varied heavily from day to day. “I can go an entire shift and not have a call, other shifts

there might be one, two or three. It kind of depends at the time how things happen,” Nau said. When the question was broadened to cover her response to individuals exhibiting behavioral health issues, Nau pointed to her work as a Crisis Intervention Officer. “I have a couple of days a week that I focus specific to that piece with the navigator position. Those particular days, it could be 50 percent of my shift. That could be a multitude of things, it could be a suicide, it could be other parts of mental health at that point,” Nau explained. When the question was posed to Officer Charles Kazer of the Bainbridge Island Police Department, relating to his work in his area, the officer echoed the sentiments of Nau, in that the percentage of mental health calls he responded to varied greatly day to day. “It depends on the day, but it seems like there’s quite a bit, mostly in youth but also in adults too,” Kazer said. “As far as the behavioral health, that is a broad spectrum. I can’t put a percentage on it because it depends on the day. Some days it seems like there’s a ton and some days you go without. But a lot of our calls for service are mental health or behavioral health issues of varying types.” Retired Bainbridge Island Fire Marshal Luke Carpenter said he believed the number of suicide-related calls first responders receive, was likely much higher than reported. “Part of the documentation issue is the calls that come in as not suicide related: an alcohol overdose; or not feeling well,” Carpenter said. “The call was not dispatched as a suicide-related call, it was dispatched as an alcohol overdose. It is a suicide-related call that doesn’t get captured, because that element hasn’t risen to the surface yet,” Carpenter said. Carpenter’s comments appeared to come as a surprise to Hendrickson. “So that 2,000 figure I threw out as a rough average could be low?” Hendrickson asked. “It probably is,” Carpenter said.

Speaking to trends that he had noticed through his career on Bainbridge Island, Carpenter said there appeared to be an uptick in the number of suicide-related responses by emergency personnel. “There’s been lots of discussions in Bainbridge Youth Services and other folks about how stressed our youth are,” Carpenter said. “They’re under a lot of pressure. Different pressures, higher pressures. The inability to cope with that, I think has manifested in these cries for help.” Carpenter also noted that the most common method of overdoses on the island were through the use of legal pharmaceuticals. When the asked what she wanted to see change in Kitsap County for individuals experiencing mental and behavioral health issues, Kelsey Lynch, a behavioral health navigator, said she wanted to see more treatment options made available to patients. “What I think we’re missing is choice,” Lynch said. “What I have seen be successful in my job here as well as my previous employment is when an individual has the ability to find the services that fit their needs, rather than being funneled into the services that are available.” “Especially here in Kitsap County, we have a lack of resources just in general, just based on where resources are located and how money is allocated for those resources,” Lynch said “What research shows is that people are more willing to go to services and buy into services if they have the ability to say what works for them.” “My concern is we don’t have those choices, we don’t

have a huge amount of options for people, especially if they’re on state insurance,” she added. Carpenter said he wished to see the stigma surrounding mental illness go away. “The stigma associated with mental health and suicide, that is a barrier. I’ve seen that in my community.” Carpenter related instances wherein responders reported to suicide-related calls for youth on Bainbridge, only to discover that the patient’s families kept the information to themselves, fearing the social stigma associated with mental illness and suicide. “The child’s parents are embarrassed by it so they just call the school and say, ‘hey, my child’s not coming to school today, he or she doesn’t feel well,’” Carpenter said. “So the school has no idea what’s going on, services available to the family don’t know what’s going on … I saw it so many times in our community.” The evening’s culmination came in the form of a brief speech from Poulsbo Police Chief Dan Schoonmaker, who relayed his own professional and personal experiences being close to suicide. “This topic is super,

What do all of us need?’ Number one: resources, resources, resources,” Schoonmaker said. “Just as a society, we have to have more emphasis on this. From a law enforcement perspective, when you say, ‘what do we need?’ I would say the biggest thing we need is an understanding from the community what our role in this is.” Schoonmaker thanked Hendrickson for her role in organizing the talk and expressed his hope that the conversation would continue. “Meetings like this, Kim, help so much that we can all sit and talk about it and we need to have more conversations at the schools, with adults, with work groups and law enforcement and the fire service and any other line of work. This is a crazy time we’re living in and we need to talk about this a lot more.”

Schoonmaker pointed to the early use of the term “suicide by cop” and how ubiquitous it has become. “The term suicide by cop became prevalent in my law enforcement career,” Schoonmaker said. “I was very fortunate to be at an agency prior that had a relationship with the county mental health program. We had a clinician riding with our officers, it was a very, very good, very productive program at connecting people with resources,” he said. “How Lucky did I get?” Schoonmaker remarked of the circumstances that saw him
