Sometimes, our circumstances require a different tactic that can lead to new ways of doing things. Coronavirus disrupted plans and changed how we all approach summer. Perhaps you had to cancel your summer vacation and instead explored a new part of our great state. Nature is healing, and there are countless opportunities for a great escape in Arizona to refresh, reenergize and spend time, either alone or with family. Did you know that Aug. 25 is the birthday of our National Park Service? There are three national parks and numerous national monuments, memorials, historic sites and recreation areas in the state of Arizona, and you can access them all for free on Aug. 25; learn more at nps.gov. The feature story on page 10 shares more ideas for local travel. If you have struggled throughout this time of pandemic, whether due to job loss or health issues or isolation, we at DC Ranch hope you have found solace in the beauty of our community, perhaps through the kindness of a neighbor or the sight of the McDowell Mountains at sunset. We are busy creating ways to celebrate our community this fall, so stay tuned for those opportunities.

Road improvement projects

In

June, the Association completed a significant roadway improvement project which was approved by the Board at its May meeting. Two contracts, one for patching and paving, and one for sealing and striping, totaled more than $500,000. New roads were installed at the Sterling neighborhood (101st Street and East Desert Sage) and a section of Mule Deer Trail in Country Club Village. While patching and sealing work was completed behind the Horseshoe

gate, most of this year’s work took place in Country Club. The road maintenance program is the Association’s most costly common element. With 54 miles of private roads, the aggregate maintenance cost over the next 30 years exceeds $50 million.

There are 10 sub-associations (neighborhoods) within the DC Ranch community. Unlike 16 other neighborhoods that are managed by DC Ranch Association, these 10 neighborhoods are responsible for managing and governing themselves. Many of the sub-associations indicate that they would prefer to be managed by the Association. This past year, a significant

eading up to monsoon season, significant work was completed on the stormwater system. With more than 180 culverts and over 40 miles of wash areas, the management system requires annual and event specific inspections. In preparation for monsoons, all culverts are inspected; if they are more than 40 percent full of debris, they are cleaned. They are also inspected after every rain event and the conditions are logged and monitored moving forward.

Dedicated staff works through pandemic As the COVID-19 virus impacted many DC Ranch resident lives and routines this year, the Association’s daily operation remained intact and on schedule. The landscape, maintenance and security teams reported on-site for work every day. Their efforts ensured that the community’s physical elements were properly maintained and functioned normally. This collective team of about 75 strong showed us that in trying times, their commitment to the community was unwavering. While these employees often go unnoticed, they are a cornerstone on which the community depends daily. Additionally, security operations were on high alert, additional roving patrols were added and the team worked closely with Scottsdale police during the civil unrest in June. It was a testament of teamwork and unity.

Speed enforcement continues Vehicular speeding in the community continues to be a concern. Drivers should slow down and reflect on the inherent responsibility they have to help keep the community safe for pedestrians, wildlife and other drivers. Two speed cameras are deployed in the community. Drivers who are captured by the speed cameras driving more than 20 mph over the posted speed limit receive a $300 fine. The fine is also assessed to those driving 11 mph over the posted limit on streets adjacent to park areas.

o encourage social distancing, all board and committee meetings will be utilizing live video platforms throughout the foreseeable future. Some members say that it is more convenient than attending in person. If you haven’t tuned in yet, you can easily stay informed about when the meetings take place and how to attend via one of the many DC Ranch communication outlets. We hope to see you log in to a future Association meeting.

A security services survey was conducted in July, the results of which are available on DCRanch.com. Members report year after year that security services are important, and in addition to living in DC Ranch and experiencing the connectedness, security services ranks at the top. Anderson Security Agency joined the team in December 2018. In May of this year Security Manager Steve Enteman came on board to lead the 44-person operation. He quickly got off to a great start and has made his presence known among members, residents and staff. Working with Enteman and the City of Scottsdale Police Dept., a new community program is in development that will roll out in 2021.

lthough bees are our allies when it comes to food production, we don’t want them close to our home. If you discover a beehive or swarm, there are two options for removal: relocation or extermination. Both methods remove the hive from your property, but they have very different consequences that impact the local ecosystem. Honeybees pollinate one third of the food we eat. Live bee removal and relocation gives the bees a second chance to add value to the environment by pollinating. Honeybees travel in thousands during the swarming season and

many times land on tree branches to rest and scout out a better location to set up their colony. These swarms tend to move on within 24 to 48 hours. DC Ranch Association has recently worked with AZ Queen Bee to safely relocate four hives out of the community. The bees are moved to a field in Mesa and then transferred to one of ten locations in the valley. Removals take approximately one hour.

If you are interested in real estate investing, you need to know about one of the savviest strategies that can help scale and optimize your portfolio – the 1031 exchange. A 1031 exchange previously known as the Starker Exchange is a process used by real estate investors around the country to defer the payment of capital gains tax. The Internal Revenue Code (I.R.C. § 1031) provides that a taxpayer may sell real property and defer payment of a capital gains tax if that taxpayer uses the proceeds to acquire a like-kind replacement property.
