Gov. Doug Ducey on Monday issued a statewide āstay at homeā order to slow the spread of the new coronavirus, preventing Arizonans from leaving their residences except for food, medicine and other āessential activities.ā The directive, which also allows for outdoor exercise, will take eļ¬ ect upon close of business Tuesday and apply through at least April 30. āAlready, things have shut down to a large degree,ā the Republican leader said at an afternoon press brieļ¬ ng, with Department of Health Services Director Dr. Cara Christ at his side. āTheyāre going to shut down even further.ā
Gov. Doug Ducey has extended the closure of all Arizona schools through the end of this school year. In a joint statement Monday with Superintendent of Public Instruction Kathy Hoļ¬ man, Ducey wrote that the decision was made to align with guidance from the federal government. āThese eļ¬ orts are crucial, and we recognize that schools are making every eļ¬ ort possible to continue providing instruction during closures,ā they wrote in the statement. It was the type of call police oļ¬ cers regularly respond to, a report of a domestic conļ¬ ict between roommates. So, when Phoenix police Cmdr. Greg Carnicle and patrol oļ¬ cers Marissa Dowhan and Alicia Hubert responded to the home in north Phoenix on Sunday afternoon, āthere was no indication that
there were any problems,ā Sgt. Mercedes Fortune said. Then 22-year-old Jacob Emry Mcilveen started shooting at the oļ¬ cers, killing Carnicle, a 31Carnicle year Phoenix Police Department veteran who had planned to retire later this year. Dowhan and Hubert survived and are recovering.
āWe normally just go out there, we keep the peace, we meditate, we try to resolve it. In a worst-case scenario, we make an arrest. We never anticipate something like this even though we know it can happen,ā said Phoenix Lt. Ben Leuschner, who worked with Carnicle for many years. Carnicle, 56, is survived by his wife of 30 years, four adult children ā three daughters and a son ā and four grand-
children, with two more on the way. He started working at the Phoenix Police Department when he was 25.
