You might notice a few more sale signs in your neighborhood. Metro Phoenix’s home buying and selling season is in full swing. And because there aren’t enough houses listed for sale, prices are expected to rise in some Valley neighborhoods, say market watchers. February is considered the big kick-off month for the Valley’s housing market. The Waste Management Phoenix Open exposes visitors to Phoenix’s great weather when it’s freezing in the Midwest and back East. And then more people flock to the area in March for Spring Training. Families that hope to move once school ends also tend to start the process this time of year.
Selling prices may climb from last year Metro Phoenix’s median home price could climb to $250,000 this month, after hovering at about $245,000 for much of the second part of last year. That’s the forecast of The Information Market’s housing expert Tom Ruff. “Pitchers and catchers are reporting to Spring Training. It must be February, and real estate agents across the Valley know what that
means,” he said in his latest report for the Arizona Regional Multiple Listing Service. “Their selling season has begun.” He said this is the time of year where the number of listings under contract increase daily and set up sales volume for March, April, May and June. Nearly, 40 percent of all Valley home sales during 2017 were struck during those four months. Phoenix-area home sales were up almost 3 percent in January from last year’s pretty robust pace for the month.

Wise real estate agents will tell you there are plenty of million-dollar homes for sale, but not enough houses priced below $400,000. Prices will climb the most in popular neighborhoods, many closer in but some farther out in Gilbert and Buckeye, where most Valley buyers can afford a house of their own. The speed at which sold banners are added to sale signs near your home could be a good gauge of where prices are headed in your neighborhood.

Question: We need help. We moved into our apartment over 5 months ago. It really looked nice. Then the problems started. Both bathroom sinks and the kitchen sink started leaking. Mold has started growing. The wall in our front room has the paint peeling off. The woodwork has turned orange and the carpet stays wet. It stinks so bad. As soon as we started using the A/C, dirt poured out of the vents. The black dust has gotten into our scalps and onto our skin, forcing us to see a doctor about it. I have complained to management for months, but management has done nothing. I know we can’t force them to clean the vents, but I’m worried if our health can last another 6 months until the lease is up. Where can we go to for help?
Answer: When landlords are non-responsive to maintenance concerns, the tenant may issue a notice regarding the health-and-safety concerns under A.R.S. §§ 33-1324 and 1361. The landlord will then be required to remedy the problems within 5 calendar days. If the problems are not resolved, the resident may terminate the lease and depart the leased premises without further obligation. Alternatively, if this self-help remedy is not desirable, the tenant could contact the Maricopa County Bar Association’s Lawyer Referral Service (602-257-4434) and seek legal assistance.

Arizonans are fortunate to live in a state that brings in visitors from all around the globe, especially in the winter and spring seasons. Many people plan extended stays for these visits and some rent homes or apartments, so they can enjoy the lifestyle here. Some home communities where winter/spring rentals are plentiful have developed a set of guidelines for those visitors to protect full-time renters and owners, and ensure they have a positive experience in the community. Setting out the rules and expectations can help
a visitor to understand what’s permitted and avoid any issues with the management company or other residents. There may be restrictions on using some amenities that are reserved for full-time residents only. If you own a short-term rental, you might want to leave an outline of the rules for your community. In addition to the guide to your rental, they will need instructions on how or when to use the pool, community spaces, even the barbeques. Some communities use key cards for security and you can either make arrangements to give them your card, or ask your management company for a special card for your guests. Residents living in a community that grows in winter can help acclimate
