Homebuyers are becoming increasingly aware of the benefits of energyefficient homes. In fact, they’re often willing to pay more for homes with “green” upgrades, says Sandra Adomatis, a specialist in green valuation with Adomatis Appraisal Service in Punta Gorda, Florida.

Just how much your home will increase in value depends on a number of factors, Adomatis says, like where you live, which upgrades you’ve made and your home is marketed at sale $how time. The length of time to recoup the costs of green upgrades also depends on the energy costs in your area.

In 2014, upgraded homes in Los Angeles County saw a 6 percent increase in value, according to a study from Build It Green, a nonprofit based in Oakland, California, that works with home professionals. Upgraded homes in Washington, D.C., saw a 2 to 5 percent increase in 2015, according to a study Adomatis authored.

While upgrades like a gleaming new kitchen or a finished basement may give you more bang for your buck than energy-saving features, going green has its benefits. Here’s where you can begin.

If you see a big construction crane in metro Phoenix now, chances are it’s the site of a new apartment complex.

The Valley is in the midst of an apartment building boom. Developers are almost racing to get the complexes up.

Enticed by rising rents, they are turning parking lots on prime vacant corners, old restaurants, half-empty shopping centers and older, run-down complexes into shiny, new upscale complexes.

These complexes are being quickly built, pretty rapidly filled up with renters and then sold.

Investors have spent a record $4.5 billion on Valley apartment complexes through November of this year, according to research from ABI Multifamily.

And both big-time investors, including pension funds and life insurance companies, and even individual investors aren’t done buying, ABI’s Thomas Brophy said.

He said they are looking for safe investments.

Because of metro Phoenix’s growth, apartments are a popular option for them.

But when the Valley goes through a building boom, there’s always concern about a bust.

“The apartment market is working like it should in Phoenix now,” Tom Simplot, CEO of the Arizona Multihousing Association and a former Phoenix councilman, told me.

He said developers are building, renters are renting and investors are buying.

As with all real estate, it’s all about location.

Question: During the 10-day inspection period provided in the purchase contract for our North Central Phoenix home, we had the right to perform inspections and investigations.

We have two young children, so we investigated the public registry for convicted sex offenders. No convicted sex offenders were shown on the public registry as being anywhere near our home. We closed escrow on our home eight months ago. Last week we were shocked when the police arrested our next door neighbor’s son who had been living there for more than two years.

An email from our homeowners association said that our next door neighbor’s son had been convicted for selling child pornography five years ago, and that he had failed to register his new address on the public registry for convicted sex offenders.

We would never have bought our home had we known that a convicted sex offender lived next door. What good is a public registry for convicted sex offenders if the public registry did not show that a convicted sex offender was living next door?

Answer: The public registry for convicted sex offenders lists the home addresses of convicted sex offenders.

A major weakness in the public registry for convicted sex offenders occurs when the convicted sex offender moves to a new address and fails to notify the public registry.

This failure of the convicted sex offender to notify the public registry of the new address is a felony. In an attempt to lead a normal life, however, many convicted sex offenders do not notify the public registry of their new address. The recent arrest of your next door neighbor’s son was probably for failing to notify the public registry of his new address.

The Department of Energy website lists ways to find assessors in your area.

The Environmental Protection Agency’s Energy Star program offers assessor and advisory services to help you determine what to upgrade. Your utility provider may also offer energy audits.

The cost varies depending on location and who’s providing the service. Your utility company may offer an assessment for free or at a discount. A full audit may run $300 to $500 depending on the complexity, according to Don Knapp, senior marketing manager with Build It Green. You may not want to pay for a full audit unless you’re planning to take advantage of it with major upgrades.

Once you know where you can improve your energy use, begin by making the changes that are most affordable and have a quicker payoff, Adomatis advises. Then consider whether the costlier ones are worth the investment. Keep in mind that tax credits and financing options are available for energy efficiency improvements.

Here are some common energy upgrades, from least expensive to most.

1. Insulation. A 2016 Cost vs. Value report from Remodeling magazine found that the average attic air-seal and fiberglass insulation job costs $1,268, with an added value to the home at resale within a year of completion of $1,482. That amounts to a 116 percent return on investment. And according to Energy Star,

homeowners can save $200 a year in heating and cooling costs by making air sealing and insulation improvements 2. Appliances. Your appliances account for about 15 percent of your home’s energy consumption, the DOE says. Certified clothes dryers can save you $245 over the life of the machine, according to Energy Star. A certified dryer from General Electric can run from $649 to $1,399.

When upgrading, look at the kilowatthour usage of a new appliance and compare it to your current one — a good Energy Star rating doesn’t necessarily mean it will use less energy than your existing appliance, Adomatis says.

3. Heating and cooling systems.

These systems account for about 43 percent of your energy bill, according to the DOE. Replacement costs for an entire HVAC system — heating, ventilation and air conditioning — vary widely depending on equipment brands and sizing but may run several thousand dollars. Energy Star estimates you can save 30% on cooling costs by replacing your central air conditioning unit if it’s more than 12 years old.

While addressing your home’s heating and cooling systems, bear in the mind that leaky duct systems can be the biggest wasters of energy in your home, according to Charley Cormany, executive director of Efficiency First California, a nonprofit trade organization that represents energy efficiency contractors. The cost of a professional duct test typically runs $325 to $350 in California, he says.

4. Windows. Replacing the windows in your home may cost $8,000 to $24,000, and could take decades to pay off, according to Consumer Reports. You can recoup some of that in resale value and energy savings. Remodeling’s Cost vs.

Value report found that installing 10 vinyl replacement windows, at a cost of $14,725, can add $10,794 in resale value.

Energy Star estimates that certified windows, doors and skylights can reduce your energy bill by up to 15 percent. If you’ve already tightened the shell of your home, installing a set of new windows may not be worth the cost. But the upgrade may be worth considering if you live in a colder climate.

5. Solar panels. EnergySage, a company offering an online marketplace for purchasing and installing solar panels, says the average cost of a solar panel system is $12,500. The payoff time and the amount you’ll save will vary depending on where you live. Estimated savings over a 20-year period in Philadelphia, for example, amount to $17,985, while it’s more than twice that amount in Seattle: $39,452, according to EnergySage.

Last month, the Elevation on Central complex in midtown Phoenix, which was completed just a few months ago, sold for $60 million. During the same week the Alta Tempe apartments, near the lake, sold for almost $68 million.

“Alta Tempe is a premier core community with a tremendous downtown Tempe location,” said CBRE broker Asher Gunter, who negotiated those two big deals with Tyler Anderson, Sean Cunningham and Matt Pesch.

That apartment brokerage team is pretty busy now. And their investor clients definitely have a lot of new developments to choose from with more than 10,000 apartments recently built, under construction or planned in metro Phoenix.

The heady number of new apartments in the Valley gives some folks pause, though.

Many people are asking whether developers are overbuilding.

Not yet.

But after two years or steady increases, the average Phoenix-area apartment rent did dip a bit last month, according to research firm Yardi Matrix. If apartment-rent increases continue to decline, fewer renters move into new complexes and investors step back from their buying spree, then development needs to slow.

We know all too well that the build-itand-they-will-come scenario doesn’t always work out in Phoenix.

Let buyers know When it comes time to sell, your real estate agent can help you market your home as energy efficient. Provide your agent with bills or your energy rating, if you received one with your audit, to include when describing the house on a multiple listing service, or MLS. There’s a growing trend in the real estate industry to make energy upgrades visible, Knapp says; energy disclosures are now a common practice in cities like Berkeley, California, and Chicago. “If it’s reflected on the MLS,” Knapp says, “it’s more likely to be reflected in the resale value.”

Bottom line: If you weigh the costs and savings carefully, going green can be worth the investment.

Question: A tenant submitted copy of a 30-day Termination/Non Renewal Notice from an apartment community in Mesa. The notice says that his rental agreement with the apartment community will terminate at the end of the current lease term at the end of the year. It requests that he remove himself from the premises on or before that date, etc.

The tenant’s question is: I asked the management for the reason I am being asked to leave the community. They told me they had spoken to a lawyer and was told that they did not have to tell me the reason. Is it OK for them to tell the reason to the communities that I apply to but not to tell me? How can I get another apartment?

Answer: There is no legal requirement that they specify a reason.

They don’t have to disclose the reason to another apartment community and can simply confirm the dates of occupancy. The only exception to this is if the management is retaliating and/ or discriminating against the tenant (assuming they are of a protected class).

Keep up to date with bills during the holiday season The holiday season tends to get busy with year end projects, family visits, shopping and planning for the new year. Between preparing for the holidays and juggling work and home responsibilities, some of the everyday tasks can get left behind.

According to national reports, nearly 70 percent of U.S. renters pay their rent by check. This occurs for a variety of reasons and in the future, there will be a

continued push to online payments.

However, today, many residents still prefer to pay with a check. If you are one of those who pay your rent in person, be sure to get your check in before the due date if you are planning to travel or plan to be busy that week.

Before you get too deep into the holiday season, it’s smart to take an hour or so and put as many monthly payments on an auto pay system or set them up for electronic transfer. Many larger apartment communities have apps and easy

Some communities even host special events to show their residents how to get online and set up these automatic payments.

For those who are planning to travel over the holidays or take time off, it’s even more important to get ahead of these bills that could be forgotten during a vacation. You can schedule electricity, credit card and other payments to ensure that you are stay up to date.

Many people travel during the holi-

day season and this year it’s a short holiday week. You can let your community manager or owner know that you will be away so they can help with holding mail and packages too. It’s another way you can protect your home while travelling.
