As we studied cities and towns looking for the best fit for young families, we asked the following questions:  Does the town have good public schools? We measured schools’ academic performance with ratings from GreatSchools. This nonprofit compares a given school’s standardized test scores to the state average to obtain a rating on a scale from 1through 10 (with 10 representing the highest score). Higher ratings led to a higher overall score.  Is the town affordable? We looked at both average home values in each town and ongoing monthly home costs, including mortgage payments, real estate taxes, insurance costs, utilities, fuel and other bills. Lower costs led to a higher overall score.  Is the town growing and prospering? We assessed a town’s economy by looking at average household income and income growth over the previous decade. Higher income and greater growth led to a higher overall score.

Sahuarita prides itself on its natural beauty and its strong educational system, for children and adults alike. Both the University of Arizona and Pima Community College have partnered with the school district to bring more higher education opportunities to the city.

They’re back: Home-equity loans on the rise in Phoenix Have you noticed longer lines at Home Depot or Lowe’s? How about big dumpsters in front of neighbors’ homes full of construction debris?

A growing number of metro Phoenix homeowners are tapping their equity for home-improvement projects.

Home-equity loans have returned along with rising home values in the Val-

ley.

New research shows Phoenix homeowners posted the third-biggest increase, almost 30 percent, among major U.S. cities for the number of these loans, also known as second mortgages.

My eyebrows raised a bit when I saw this data. I remember people draining all of the equity in their house to buy cars or boats or to go on expensive vacations. Too

many of those homeowners then lost those houses to foreclosure during the crash.

Most Valley homeowners say they are using the money to fix up their houses.

That’s why you may be seeing an increasing number of contractor trucks and construction bins in Valley neighborhoods.

In 2011, nearly half of all metro Phoenix homeowners owed more on their mortgage than their house was worth. Now that rate is down to 12 percent.

Question: We made an offer on a home in Fountain Hills. Our offer said that the seller had 24 hours to accept.

The seller was out of state, and did not send us her acceptance of our offer until four days later.

We still wanted this Fountain Hills home, and so we told our real estate broker to deposit both our earnest money check and the accepted offer with the title company. We ordered the home inspection.

The seller apparently now has a higher offer from another buyer. The seller says that her acceptance of our offer is invalid because she did not accept our offer within the 24-hour time for acceptance. Is the seller right?

Answer: No. You had the right to reject the seller’s late acceptance of your offer. You waived that right by your actions, however, because with knowledge of the late acceptance you deposited both the earnest money check and the accepted offer with the title company. You also ordered the home inspection.

Both you and the seller were acting as if her acceptance of your offer created a contract. Therefore, a court will enforce this contract.

Oro Valley Oro Valley is a dynamic center of education and research. The town is home to a dozen technology firms, emerging as a regional center for the biotech industry and providing for lucrative employment opportunities. Oro Valley is distinguished by a median household income that is nearly 50% higher than the U.S. median, the top FBI safety ranking in the state of Arizona and an excellent school district. Oro Valley’s BASIS Charter School is regularly ranked as one of the top 10 high school programs in the country. Its students consistently excel on both the statewide and national levels.

Scottsdale Scottsdale is home to some of the country’s most gorgeous golf courses, an excellent school district and fantastic shopping. A number of its schools have earned top honors from the state government: Arcadia High School, for example, was deemed “excelling” by the Arizona Department of Education. Beyond its great schools, Scottsdale is known as a vacation hot spot. Lake Havasu City A popular tourist destination year-round, it seems that Lake Havasu City has something for everyone. In the spring, college students seek out the city’s calm waters and warm beaches.

Due to its lakeside location, Lake Havasu City is home to an abundance of water sports and boating competitions, including the International Jet Sports Boating Association World Finals. Additionally, many events center around the city’s central attraction, the London Bridge — a bridge that was actually imported from London in 1971. The bridge makes for the perfect viewpoint for the Havasu Balloon Festival and Fair.

Prescott Prescott’s downtown has regularly been recognized for its beauty. Its Courthouse Plaza stands alongside Central Park and Santa Monica Beach as one of the Great Public Spaces in the United States, according to the American Planning Association. Seven out of eight of Prescott Unified schools earned a letter grade of “B” or higher on the Department of Education’s statewide assessment of Arizona schools.

Education for adults is just as top-notch, too.

Northern Arizona University maintains a Prescott campus that offers degrees in fields like education and public administration, while Embry-Riddle Aeronautical University offers bachelor’s, master’s and doctorate degrees in a number of sciences, from aviation to electrical engineering.

Home-equity loans are up 28 percent in Phoenix from last year, according to national real-estate data firm RealtyTrac. That puts the Valley behind only Dallas and Birmingham, Ala., for the number of homeowners using their homes as piggy banks.

Real-estate firm Opendoor recently did its own research on how much value common renovations add to metro Phoenix homes.

Here’s what the firm that pays cash for Valley homes and resells them found: » The addition of a swimming pool to a three-bedroom, two-bath home adds an average of $13,671 to its value. Of course, most pools cost more than that to build. » Adding a third bathroom can increase a house’s worth by $4,196. » Increasing a home’s parking by just one more space can add $50,000 to its value. Wow! This one surprises me. » And get rid of chain-link fences. A wood fence vs. a chain link can add tens of thousands of dollars to the value of the average Phoenix-area house, says Opendoor. Iron and metal fences are supposed to add the most value to a house.

Rising home prices and home-equity loans are more signs of metro Phoenix’s housing-market recovery. They are also reminders of what went wrong a decade ago.

We learned that not every Valley house needs a swimming pool, four-car garage or grandiose fence.

Answer: A.R.S. 33-1366 is a statute that is intended for cases where the tenant is not at fault for the fire. In a case where the tenant is at fault the rent does not abate and the tenant is responsible for the damage.
