As we studied cities and towns looking for the best fit for young families, we asked the following questions:  Does the town have good public schools? We measured schools’ academic performance with ratings from GreatSchools. This nonprofit compares a given school’s standardized test scores to the state average to obtain a rating on a scale from 1through 10 (with 10 representing the highest score). Higher ratings led to a higher overall score.  Is the town affordable? We looked at both average home values in each town and ongoing monthly home costs, including mortgage payments, real estate taxes, insurance costs, utilities, fuel and other bills. Lower costs led to a higher overall score.  Is the town growing and prospering? We assessed a town’s economy by looking at average household income and income growth over the previous decade. Higher income and greater growth led to a higher overall score.

They’re back: Home-equity loans on the rise in Phoenix Have you noticed longer lines at Home Depot or Lowe’s? How about big dumpsters in front of neighbors’ homes full of construction debris? If you haven’t yet, you likely will soon. A growing number of metro Phoenix homeowners are tapping their equity for home-improvement projects. Home-equity loans have returned along with rising home values in the Val-

ley. New research shows Phoenix homeowners posted the third-biggest increase, almost 30 percent, among major U.S. cities for the number of these loans, also known as second mortgages. My eyebrows raised a bit when I saw this data. I remember people draining all of the equity in their house to buy cars or boats or to go on expensive vacations. Too

many of those homeowners then lost those houses to foreclosure during the crash. Most Valley homeowners say they are using the money to fix up their houses. That’s why you may be seeing an increasing number of contractor trucks and construction bins in Valley neighborhoods. Second mortgages disappeared with most homeowners’ equity during the crash.
