Phoenix housing market bounces back from bust

I admit, I binge-watch home-improvement shows on lazy Saturday afternoons. I tell myself after each episode that I’m going to start cleaning and exit stage left from my role as glorified couch potato. Alas, six hours later, I’m still sitting there yelling frustrations at homeowners’ poor choices and adding to my Home DÊcor Pinterest board.

If you have a passion for home improvement and an insatiable appetite for HGTV, then you will love this year’s Maricopa County Home and Garden Show at the Arizona state fairgrounds on Sept. 23-25. HGTV’s “Love It or List It� interior designer Hilary Farr and realestate agent David Visentin will greet fans and answer your most burning questions.

The duo shared with us some insight on what we can expect at the show, their love of real estate and why it’s valuable to a city. See SHOW, Page 3R

Phoenix has gone from being one of the worst housing markets to one of the best in less than a decade, according to a new ranking.

The Valley landed at No. 2 on Bankrate.com’s list of the top U.S. cities for homeowners.

That puts us behind only Portland, Ore., on the consumer-finance firm’s rating.

I love great news for metro Phoenix’s housing market. But is this just another housing list based on random research?

Or is it a real indicator metro Phoenix’s housing market has bounced back from the bust faster than many other U.S. cities?

Bankrate used several indicators including appreciation, property tax costs and foreclosure rates to compare housing markets.

Metro Phoenix has had higher than average increases in home values and has some of the lowest property taxes in the county.

Phoenix’s low foreclosure rate also propelled it toward the top of the list, according to Bankrate. Only six years ago, high foreclosures garnered us the notso-nice label “boomtown gone bust.�

A deeper look at the study shows Bankrate tapped credible sources, including ATTOM Data Solutions, the Council for Community and Economic Research, the Federal Housing Finance Agency and the National Association of Insurance Commissioners to rate cities from 1 to 10 in several categories.

Here’s most of metro Phoenix’s scorecard followed by my gut-check reaction for the category: Affordability: 8. The Valley is the eighth-most-affordable big U.S. metro area to buy a home, according to national mortgage firm HSH.com.

Property insurance: 8.99. Thanks to few catastrophic storms and big natural disasters, Arizona has the third-lowest average homeowners insurance premium in the U.S., according to the Insurance Commissioners.

Property taxes: 8.38. Arizona has one of the most convoluted systems to tax homeowners in the U.S. But the state is one of the least expensive places for property taxes, according to several rankings.

Energy: 5.32. Here’s where metro Phoenix take a fair hit due to its tripledigit temperatures pushing up AC bills.

Appreciation: 9.51. Home prices have doubled in the Valley since the area’s housing market hit bottom in 2011.

Foreclosures: 9.46. Valley homes taken back by lenders are back to low pre-bust levels, not seen since 2006.

So I think it’s fair to say we are No. 2.

And that rhymes with ... Woo hoo!

Question: Six years ago after my father passed away, my mother got a reverse mortgage on their Goodyear home.

This reverse mortgage paid off their existing mortgage on the home. My mother’s understanding from the loan officer was that she would never have to make another mortgage payment during her lifetime.

Last week she received by certified mail a notice that her home is scheduled for foreclosure. My mother is terrified that she is going to lose her home to foreclosure after she was told that she would never have to make any mortgage payments. How can that be?

Answer: Although your mother no longer had any obligation to make any mortgage payments on the reverse mortgage, your mother still had other obligations under the reverse mortgage. The obligations generally include keeping the home in good condition, paying the property taxes, and paying the homeowner’s insurance.

You should contact an attorney immediately to go over the reverse mortgage documents to determine what obligations your mother had, and how she has apparently failed to fulfill at least one of these obligations.

Q: What can guests at the Home and Garden Show expect from you?

Visentin: Hopefully a lot of fun and a live taste of Hilary and me, which is what I think fans enjoy most about watching the show.

We’ll also share what we think are the keys to loving or listing your home and either maximizing the enjoyment or the dollars you want to get out of your home.

Farr: I hope they will enjoy seeing David and me together. And I hope it’s not too shocking, but we may actually agree on one or two ideas of tips for your home to stay or go.

Q: Why do you believe private and commercial real estate is valuable to a city?

Farr: The value of real estate to a city is huge. A community that is invested in making deep roots in an area creates a commitment to making their city the best it can be. It becomes a common bond. As the area becomes more and more desirable, more commerce moves to the area, jobs are created and more money is spent locally.

As for commercial real estate: Attracting business to a city is of huge benefit for taxes, jobs, purchasing of homes and home goods.

Visentin: Real estate really is the backbone of every city no matter the location. It is the biggest investment people will make in their lives, so they love to talk about it, think about it, write

Q: Thank you for coming out to Phoenix for what should be a fun and exciting meet and greet with fans. Is this your first time in the Valley, and what are your plans during your visit?

Visentin: I hope to have a couple of great dinners out on the town, take in what the city has to offer and scope out the real-estate market, as I do everywhere I go. If I could talk Hilary into hitting a driving range, that would be fun. I don’t see her biting on that one, but you never know.

Farr: David and I were in Phoenix a couple of years ago and loved it! I intend to shop and eat at one of your great restaurants.

Q: Hilary, as an international designer, what are your must-have design elements in a home and why?

Farr: I believe in spending money to make your home the perfect sanctuary away from work and the stress of everyday life. Great kitchens are a musthave. A place to relax and cook for friends and family. A gathering place for family of all ages and guests is a staple for me as well.

Q: David, the real-estate business runs in your family. How has your acting experience and real-estate experience meshed for “ Love It or List It� ?

Visentin: Not only does real estate run in the family, but both my brothers and sister have done theater! It was a dream extension for me to take my real-estate skills and confidence in

Q: Ariz ona is known for its beautiful and rugged landscapes. What are a few ways that homeowners, who may or may not live here, can aesthetically bring the desert into their home?

Farr: It depends a little on the climate you live in and if you love rustic or cool contemporary. Depending on where you live, the light makes a big impact on how colors and textures work.

The bright desert sun vs. the Northeast’s more muted sunlight and gray winters make a difference. Even with a neutral sophisticated design aesthetic, a bit of the rustic design can make a great design statement. If you love the colors and textures of the area, just throw down some locally designed area rugs, a carved wood lamp or two and cushions with typical designs. Choose paint on feature walls and trim in hues of the desert landscape with touches of blue to represent the sky. That is so unique.

Q: What is the sale success rate of the homeowners who choose to “ List It?�

Visentin: Once someone decides to list it, the agent I work with to find houses takes over and handles all of the logistics. Due to my schedule, it’s impossible to juggle all of that information and I’m not involved in that process.

Q: Hilary, when you are renovating a home, do you choose to use interior decorations from the local market you are filming in? Any Phoenix favorites?

Farr: I always enjoy using local builders, and suppliers of furnishings and accessories. I’m new to Phoenix but have been looking at Houzz in the area. The choices are so varied. I’m very impressed.

Q: David, what is one key advice that you can offer to someone who is looking to purchase a new home?

Visentin: Find a good Realtor who is immersed in the area you want to buy in. That is critical to getting a fair deal, and it will eliminate any hiccups along the way in the purchase process. Save, save, save and put down as much as you can for a down payment. Twenty-five to 30 percent is a good range to shoot for.

Don’t overextend yourself. No matter how much you want a house, there will always be another one.

Q: What are you both looking forward to at our Home and Garden Show?

Farr: Meeting our fans.

Cleaning y our apartment as y ou move When you live in a large apartment community, your management team may have referrals for cleaning services. Many companies have a database of licensed and bonded professional companies that you can use to clean your home while you are away at work.

If you are using a new cleaning company, you need to meet with the service provider and walk them through your

community. When you live in an apartment community, near other families’ homes, it’s smart to choose a licensed cleaning service that is insured to help protect your home and your neighbors’.

When you meet the housekeeping team for the first time, take the time to show them where to properly dispose of trash and/or recycling. Parking spaces are often at a premium in communities and you can let your cleaning service team know the best places to

park when they are there.

For communities with key cards or key fobs for entry, you may want to alert the management team on site that you will have a contractor in your home. Some communities have special codes for contractors so they can manage their entry and departure. This protects you and your neighbors when someone has the key to your home and codes to secure areas.
