A ROUGH CUT Trump budget plan would rip into affordable HUD housing A few years ago, I met a resident of Tempe’s Apache ASL Trails apartments built for deaf senior citizens.

Using sign language and an interpreter, she told me how much she loved living at the complex next to light rail with other people who understood what it’s like not to be able to hear.

Apache ASL won a national award for affordable housing and has become a model for developing homes for people with special needs.

Without funding from the Department of Housing and Urban Development, Apache ASL wouldn’t have been built.

In Mesa, hundreds of victims of domestic violence and their children have found a safe home at the Autumn House.

That safe haven was developed with funds from HUD’s Community Development Block Grant program.

About 30 families with parents or children with disabilities wouldn’t be able to call an affordable-loft apartment complex in Glendale’s Orchard Glen neighborhood home if its developer hadn’t received backing from HUD. And tens of thousands of homeowners across metro Phoenix wouldn’t have been able to buy or at least would have had a much harder time without HUD-funded counseling programs.

All the federal programs that helped these people find safe, housing they can afford will be chopped under the current $6 billion proposed cuts for HUD.

The spring home-buying season is gearing up to be one of the most competitive in recent history, as the shortage of for-sale homes is keeping inventory tight and prices high. Buyers and sellers hoping to be successful this spring should start the process early, according to the 2016 Zillow Group Report on Consumer Housing Trends. Of over 13,000 U.S. residents surveyed, the number one regret for both buyers and sellers was not starting their home search or prepping their home to sell soon enough.

U.S. home values across the nation are up 7.2 percent over the past year, and there are three percent fewer homes to choose from than a year ago, according to the January Zillow@ Real Estate Market Reports.

“This spring, both buyers and sellers should be prepared for fast-moving sales, intense negotiations, and even bidding wars,” said Jeremy Wacksman, Zillow Group chief marketing officer. “Home shoppers and sellers are motivated to become more strategic and knowledgeable about what’s happening in their neighborhood. Understanding whether you are in a buyer’s or a seller’s environment will help you manage your expectations and will give you insight into what you’re going to need to bring to the table in order to close the deal.” The Zillow Group Report on Consumer Housing Trends reveal strategies for how to buy and sell in today’s highly competitive market.

Buyers » Keep your options open. More than half (52 percent) of buyers said they also considered renting, and more than one third (37 percent) of first-time buyers seriously considered continuing to rent. owner of the home, and her boyfriend is only an implied month-to-month tenant in the home.

This implied month-to-month tenancy can be terminated upon a 30-day written notice of termination from your daughter to her boyfriend. If her boyfriend has not moved out after this 30day written notice, your daughter can

file an eviction lawsuit.

If your daughter and her two young children are being abused, however, a court can issue a protective order to require the boyfriend to immediately move out of the home.

Tempe Mayor Mark Mitchell told Polletta, who covers diversity, that neither Apache ASL nor the affordable-housing community for veterans and their families called Valor on Eighth would be there without HUD funding.

Arizona and 15 cities and counties across the state get about $60 million a year from the Community Development Block program. The funding was set up to be flexible, so a community can use it

for what its residents need most.

Cities in the northeastern U.S. were able to use Community Development Block funds to clean up and repair buildings after deadly Hurricane Sandy in 2012.

But most often, the money is spent on building affordable housing, community centers and shelters as well as rehabbing rundown neighborhoods.

The Trump administration’s budget document justified the HUD cuts with a statement saying states and cities are in a better position to serve their communities.

Tolleson Mayor Anna Tovar told Gómez the rationale behind the HUD cuts is “nonsense.”

and need extra assistance that my spouse cannot give me. We would like to have a caregiver move in for six months to help out, but the occupancy limit at my apartment community is two per bedroom and we currently live in a one bedroom. Does my landlord have to allow the caregiver to move in?

Answer: Yes, provided that you are really in need of live-in care and that is the true purpose of the caregiver. Fair housing laws say it is unlawful discrimination to refuse to waive a rule when reasonable and necessary to accommodate the needs of a handicapped resident. Suffering the consequences of a major stroke is a handicap.

It is common for persons recovering from strokes to need live-in care. Thus, your landlord needs to make an exception to your occupancy limit and allow the caregiver to temporarily move in. If the landlord has a reasonable doubt as to the existence of the handicap or the need for a caregiver, he can normally request a doctor’s letter. But if the conditions are obvious, making such a request itself would violate fair housing laws.

Spring cleaning and checkups can help prevent fires Preventing a fire in your home can be as easy as integrating a couple of cleaning tips into your spring cleaning routine.

Clean out the lint trap in your dryer. Collected lint can spark a fire and the lint trap, and the hose, need to be cleared regularly. If your community includes a shared laundry space, the machines should be serviced regularly and cleared of lint in the trap and in the hose. If they are not, tell the manager.

Check the batteries in your smoke alarms. Test your alarm and make sure it’s working and that it’s loud enough to alert you to any dangers. These batteries are the equivalent of changing a light bulb: they are your responsibility.

Do a quick kitchen audit. Keeping your stove clear of paper products or towels could prevent a fire. Every kitchen should have a working fire extinguisher too.

Review your safety plan with the family. Every apartment community

will have a safety exit plan and it’s smart to review how to escape at least once a year, especially if you have children.

Unplug your appliances when they are not being used. From the hairdryer or curling iron to the toaster, you can unplug machines when they aren’t in use.

Older appliances may have frayed cords that need to be replaced or repaired.

Buy surge protectors. A surge protector can keep a fuse from blowing, and help to manage how many appliances are plugged into one outlet. Overloading out-

lets could lead to an electrical fire.

Clean the barbecue before you turn it on. Baked on bits on the grill could lead to a fire if not properly cleaned.

You need to scrape the grates and take the time to clear debris out of the bottom of the grill too. If you are allowed to have a propane grill or charcoal grill, be especially careful with its operation and storage.
