It is my pleasure to welcome you all to the Royal Life Saving Society UK Honours Ceremony, celebrating volunteers across the UK and Ireland, here at the beautiful Coombe Abbey.
As I enter my third and last year as your President, I would like to thank you all for the incredible amount of volunteer hours that you completed. Our volunteer members are our most important asset and, whilst I know that you don’t do it for the honours, it is wonderful to recognise you all.
I hope that you all have a fantastic day and get the chance to catch up with old friends and make new ones from across the society.
Every year it is inspiring to read the citations documenting the incredible amount of voluntary work that you do, every day, week, month, and year after year. Each one of you here today is a true superhero; your work really does enhance the communities in which we live, so everyone can enjoy being in, on and around water safely.
The AGM took place earlier and I would ask you to welcome our new Trustees. They have committed to serving you for the next three years and I thank them on your behalf.
Today would not take place without the hard work of our fantastic staff team and the Honours committee. Thank you.

The Board of Trustees plays a crucial role in ensuring the good governance of RLSS UK and steering the future direction of the organisation. Some of the Trustees are attending the Honours ceremony today, so please take this opportunity to meet them.
DEBORAH HUNT
RLSS UK President
Deborah Hunt is our first female President and has extensive knowledge of RLSS UK, having been a volunteer member for over 50 years and a Trustee for eight.
She has been involved in every aspect of the society’s work and is passionate about Lifesaving Sport. Being a technical official for lifesaving sport, Deborah has officiated at five World Lifesaving Championships and continues to volunteer as an official during her presidency.
Deborah enjoyed a successful career in the police force and has subsequently used her skill set to develop our safeguarding policies.
She is a keen open water swimmer, having successfully completed a cross-channel relay with six other female past Presidents of the RLSS UK Kent Branch to raise funds for the society’s outreach programmes.
Deborah said: “I am passionate about equality, diversity, and inclusivity, so as the first female President I am excited to see RLSS UK start to reflect the volunteers and communities which we support. However, we are on a journey, and we must always continue to challenge and drive for improved representation and inclusion. What we do now and in the future impacts not only ourselves but the success of others and RLSS UK.
Deborah pledges that, under her leadership, the Board will be open, efficient, and forward-thinking, who will actively listen and welcome challenging conversations.

BRYAN FINLAY Deputy President
With over 125 years of history, the charity focuses on creating a more inclusive future in the UK and Ireland. Bryan aims to prevent drowning through education, engagement, and expanding the charity’s reach. His priorities include enhancing Lifesaving Sport, increasing safety campaigns, and maintaining high global standards in lifeguard training. He is committed to raising the profile of RLSS UK and ensuring community involvement in water safety. As Deputy President, Bryan is dedicated to leading the charity into a new era through partnerships, community integration, and the development of essential life-saving skills.
Rachel has been involved with the organisation since the age of seven, starting with lifesaving lessons. Over the years, she has earned numerous qualifications including pool, beach, and open water lifeguard certifications, and is a Trainer Assessor and Rookie Tutor. Rachel began teaching lifesaving at 16 and has developed a passion for lifesaving competitions, competing in the National Lifesaving Championships and internationally at the Orange Cup in the Netherlands. She serves as her club’s Lifesaving Safeguarding Officer and continues to coach whenever possible, balancing her duties with her work commitments.
Sharon has over 25 years of legal experience, primarily in the finance sector, with expertise in listed financial services and asset management firms. As a General Counsel, she has a strong record of success. Sharon joined RLSS UK as a Legal Advisor, driven by her commitment to water safety education and saving lives. Her core values of collaboration, honesty, transparency, equality, and trust align with RLSS UK’s dedication to inclusivity. Alongside her legal career, Sharon is passionate about philanthropy, focusing on education and empowerment for young girls in underserved communities, making her a valuable asset to RLSS UK’s mission.
Ben has been involved with RLSS UK since earning his Bronze Medallion at 14. He later achieved the Lifesaving Distinction and National Pool Lifeguarding Qualification, working as a lifeguard for nearly a decade. Ben volunteered as an instructor and club Chairman at Pontardawe Life Saving Club. After completing his Ph.D., he joined the RLSS Commonwealth Diploma committee to expand access to the award. A Clinical Scientist and Special Constable, Ben uses his expertise in service development and leadership to support RLSS UK. He is committed to representing local members and enhancing grassroots efforts, recognising the contributions of volunteers.
Craig combines a passion for water safety with over 30 years of leadership experience in professional services to support the strategic development of RLSS UK. After earning his Bronze Medallion and Award of Merit as a teen, he pursued various water sports such as surfing, sailing, and kayaking. Recently, Craig has completed open water swims, including crossings of Lake Geneva, Lake Windermere, and the English Channel. Professionally, he has built a team in China, led a business unit at a ‘Big 4’ firm, and served on global governance committees. Craig is also a committee member at London’s Serpentine Swimming Club.
James is an experienced Director with expertise in board-level leadership, contract management, and business growth. Currently serving as the Group Finance Director of a national property development consultancy, he also sits as a NonExecutive Director on three NHS Partnership Boards. Since joining RLSS UK in 2023, James has chaired the commercial and finance committees, supporting the organisation`s growth and revenue generation. He is committed to helping RLSS UK achieve its ambitious plans and maximize commercial opportunities, ensuring the charity can continue its vital work in water safety and lifesaving education. He enjoys collaborating with the team to drive success.
MOYES Trustee
Peter has over 25 years of strategic leadership experience across the public, private, and voluntary sectors. Recently retired as Chief Executive of Life Skills Education Charity, he specialised in drug and alcohol education for young people, leading a large randomised control trial. In 2024, he became a Non-Executive Director of Barnsley Premier Leisure. A former Chief Officer with Nottinghamshire Police and Director at Nottingham City Council, Peter is also involved with UK research panels. He has a long association with RLSS UK, earning his Bronze Medallion at 12 and serving as RLSS UK President (2013-16). He remains active as a coach and competitor.
JOANNE YOUNG Trustee
Joanne has been involved in lifesaving since the age of 14, promoting water safety and helping communities develop lifesaving skills. As chairperson of GAFIRS, a charity-run independent lifeboat station, she works to ensure its future by raising funds and highlighting its importance. A dedicated RLSS UK trainer for 40 years, Joanne has taught various levels and contributed to the evolution of the organisation. She has also served as president of the Wessex Branch and been involved in the Safeguarding, Equality, and Diversity Group, ensuring inclusivity in training. Joanne has attended numerous lifesaving competitions globally.
GEORGINA TOMLISON Youth Advisor
Georgina has been involved with RLSS UK since the age of ten and is dedicated to youth development, community outreach, and Lifesaving Sport. She works with the Youth Advisory Board to represent young members and introduce new initiatives. Starting as a participant in awards like Rookie Lifeguard, Survive and Save, and Young Leader courses, Georgina is now a qualified Trainer Assessor (TA), teaching RLSS UK courses at her local club. She has competed nationally and internationally, becoming Youth World Champion in 2016. Georgina continues to compete and coach, while volunteering as a lifeguard at major events like the Great North Swim and Henley Royal Regatta.
The RLSS UK Youth Ambassador Board, led by Georgina, our Youth Advisor to the Board of Trustees, is responsible for representing the views of younger RLSS UK members from throughout the UK and Ireland. This board ensures that the perspectives, ideas, and concerns of young members are heard and considered in the society’s decisionmaking process. By providing a platform for youth voices, the Youth Ambassador Board plays a crucial role in shaping the future of RLSS UK, fostering engagement, and encouraging active participation among younger members in the lifesaving community.

Our team of Regional Ambassadors represent the President of RLSS UK and Ireland and their wider work.
The RLSS UK President’s Ambassadors represent our President within the regions that they are based. They will support the local branches if required and may attend branch meetings, local events and presentations.
David Browne- Ireland
David started lifesaving when he joined his local club as a teenager. Soon after taking his lifesaving awards, he began teaching with the same club and he’s still at it! David was first encouraged by his Club Chair to get involved with RLSS UK and has gone on to become a Trainer Assessor for pool and beach lifeguards, additionally advising the society on the development of the National Pool Lifeguard Qualification (NPLQ). David also enjoys participating in lifesaving sport from branch and regional levels right up to national, European and World Championships! First and foremost, David is passionate about promoting involvement with RLSS UK so that as many people as possible can enjoy being part of the great lifesaving community.
David has been a member of RLSS UK since 1978. David completed the Bronze Medallion at 14 and, the West Cambridgeshire Branch encouraged him to progress through the teaching and examiners courses and become a Mentor for Lifesaving. Due to work commitments, in 1996, David moved and joined the Bedfordshire Branch where he is currently the Chair and also progressed to joining the College of Referees where he has reached international level. Additionally, David has obtained his NTA Lifesaving whilst in this branch.
Zelah Weedy - North East
Zelah has been involved in lifesaving for over 40 years, from completing her Bronze Medallion at 14, working her way through the programmes to become a lifesaving trainer, mentor, and sport referee. Zelah is welfare officer at Blyth Lifeguard & Swimming Club and continues to officiate at lifesaving championships around the world, as well as organising team trips to local, national and international competitions. Through her employment, Zelah is responsible for coordinating the ‘learn to swim’ programme which includes Rookie Lifeguard, and organises all staff training including the delivery of the NPLQ course.
Mike started his lifesaving involvement at 14 years of age, completing his Bronze Medallion during swimming lessons at school and has been involved in lifesaving ever since. He has gone on to be involved in lifesaving sport competitions, both as a competitor and judge, become a grade one examiner and teacher at his local club and is a qualified lifesaving tutor. Mike has been the Chair of the Manchester & District Branch for many years and grass-roots community lifesaving work is still a passion of his.
Sheena has been involved in lifesaving for around 50 years, initially doing a Bronze Medallion course but quickly becoming hooked on all aspects of RLSS UK and its aims. In that time, Sheena has undertaken many roles within the society, from taking meeting minutes to going on to be a Branch and Regional Chair. Sheena’s work has always been in a voluntary capacity, valuing the importance of the work done by both volunteers and the head office team. Currently, Sheena is actively involved in Lifesaving Sport as an International B official, whereas locally, she teaches first aid and community awards.
Jill has been involved with RLSS UK for over 45 years. She took up lifesaving following a Girlguiding holiday on the coast and has held a variety of lifesaving roles including voluntary lifeguard and rescue boat helm on the River Thames, NVBLQ Trainer Assessor, Branch Vice Chair and Branch President. Jill takes every opportunity to raise awareness of RLSS UK. She enjoys supporting branches and clubs in the South Region and is keen to ensure young people have the same opportunities as she has had through volunteering with the society.
Hannah Wiggins-Bettles - South
Hannah began her lifesaving journey as a Rookie Lifeguard with Bingley Lifesaving Club at the tender age of nine. Following in her dad’s footsteps, she became a volunteer instructor for the club, where she remained until a pilgrimage to the sunny south in 2012. Here, Hannah and her husband John, joined Bishops Waltham Community Swimming which has been their home club for 11 years, teaching hundreds of local children in lifesaving skills. Hannah’s love of lifesaving and passion for swimming pools have led her to a career in the leisure industry, and she has worked with a variety of leisure operators to ensure as many people as possible have the opportunity to learn to swim and develop their own passion for aquatics! She still loves nothing more than to be training the next generation of instructors, and is absolutely hooked on lifesaving’s unique ability to bring people together and enjoy water safely.
Cavell Burchell - South East Cavell joined Bexley Life Saving Club in 1970 following the death by drowning of a friend of his father. Completing awards through to the Bronze Medallion, he then assisted in the teaching of junior club members. He spent many years undertaking pool and open water voluntary lifeguard patrols, and was also employed as a pool lifeguard with two London Boroughs. In 1976 he became involved with the Kent Branch, initially representing his own club, but later was elected to the Branch Executive Committee as Water Safety and subsequently held many branch offices including president, chair and secretary. He has been a member of and led many society working groups and panels and has held many national appointments including that of RLSS UK Senior Tutor, NTA in all disciplines, chair of two National Standing Committees and RLSS UK Trustee. Currently he is the South East Region Secretary and Kent Branch Treasurer, an RLSS Commonwealth Board Member and Board Member of the Europe Region of the International Lifesaving Federation.
Liz Mapstone - West
Liz joined Wells Life Saving Club in 1978 and has never looked back! Her enthusiasm and experience has been invaluable as an RLSS UK Tutor and member of the College of Referees. Liz remains passionate about the work of RLSS UK, particularly giving members opportunities to get involved in all aspects of lifesaving including open water training, competing, teaching, volunteering and promoting water safety. She says that she appreciates the time that has been invested into her lifesaving journey over the years and is grateful to now be in a position where she gives some of her time to support the RLSS UK work at a regional level.
Steve Carter - West Midlands
Steve has been volunteering for RLSS UK for over 25 years, becoming a member of the Shropshire Branch in 2005 and going on to become Branch Chair in 2012, where he continues in this role today. Steve works with volunteers and those from other partner organisations, delivering water safety and drowning prevention messages at community events in the local area, all supporting the aims of the charity and ensuring awareness of RLSS UK’s work.
Steve is the Leisure Services Training Specialist and On-call Duty Officer for Safeguarding for Telford & Wrekin Council, a role that includes being the ATC/P centre co-ordinator. Steve holds several Trainer and Assessor awards for RLSS UK enabling him to deliver a variety of qualifications to members of staff and external customers.
Service Honours are awarded to individual members of RLSS UK or members of affiliated clubs/organisations or ATCs, for years of continuous voluntary service to the society.

The RLSS UK Merit Honour for Young Lifesaver of the Year is an esteemed award recognising the remarkable contributions of young members aged 14-24 within the Royal Life Saving Society UK (RLSS UK). Each branch of RLSS UK is encouraged to nominate one exceptional young individual from their region who has demonstrated outstanding dedication, skill, and commitment to lifesaving. This initiative highlights the importance of acknowledging the heroic efforts and hard work of young lifesavers who contribute significantly to their communities by ensuring water safety and providing crucial lifesaving services. The RLSS UK Merit Honour - Certificate of Merit is an award given to individuals who have made a meritorious contribution at the club or branch level of the Royal Life Saving Society UK (RLSS UK). This award recognises the significant efforts and dedication of members who have gone above and beyond in their commitment to lifesaving and water safety. The Certificate of Merit can be awarded to an individual more than once, but there must be a minimum interval of two years between awards to ensure ongoing and sustained contributions are being recognised. This accolade not only honours the recipient’s hard work and dedication but also encourages continued excellence and commitment within the RLSS UK community.

Despite having a lifelong physical disability affecting his mobility and balance, Daniel emerges as a resolute competitor, steadfastly refusing to succumb to setbacks. His resilience shines brightly, evident in his unwavering commitment to persevere through challenges, showcasing a spirit of determination that resonates deeply with those around him. In the face of potential setbacks, such as disqualifications during competitions, Daniel exhibits commendable resolve by embracing each opportunity for growth with unwavering determination, a testament to his character. Supported by the club, he confronts adversities headon, emerging stronger after each trial. Daniel’s impact transcends his role as a competitor, he also serves as a qualified
lifesaving instructor, diligently imparting knowledge to individuals of all ages, from Rookie Lifeguards to those graduating from the NLA. Actively engaged in club activities, he is an indispensable team member, affectionately known as ‘Smiler’ among peers, a title reflective of his infectious positivity and buoyant demeanour.
Reflecting on his own moments of apprehension, particularly when poised on the starting blocks, Daniel’s transformation into a source of encouragement underscores his personal growth and resilience. His journey stands as a poignant reminder of the power of perseverance, inspiring others at local, branch, and national levels to conquer their own fears and obstacles.

Sheena Harper
Sheena’s exceptional dedication to the Royal Life Saving Society UK (RLSS UK) has significantly expanded the organisation’s presence in Scotland. She played a crucial role in leading the pilot group in Scotland, contributing to shaping the society’s future branch structure. Her strategic insights have provided valuable lessons for potential organisational changes. A key achievement was planning and leading the RLSS UK’s first-ever showcase at the Scottish Parliament, elevating its lifesaving mission to the highest political level in Scotland. Sheena’s passion for Lifesaving Sport and water safety education is also reflected in her work on the new National Lifesaving Academy awards programme. She actively promotes water safety across diverse audiences in Scotland. In recognition of her contributions, Sheena was selected as one of RLSS UK’s President’s Ambassadors, representing the organisation at various events. Her leadership and commitment continue to make a lasting impact both locally and nationally.
This trophy is awarded to an RLSS UK affiliated club that has excelled in promoting the society’s objectives within their community. It recognises achievements in areas such as club growth, collaboration, innovative programs, lifesaving sport, and community involvement.
Sussex
Littlehampton Wave Life Saving Club
Littlehampton Wave Life Saving Club had its most successful year since its founding in 2019. Members achieved 74 qualifications, double the number from any previous year. Notable qualifications included five Survive & Save Distinctions, three Instructors, three NPLQ, and one Beach Lifeguard. In competitions, 15 members participated, securing 1st places in the Branch Mixed Pairs and a Masters event. The club’s internal speed event saw record participation. Instruction totaled 240 hours at the pool and 32 hours in open water. Ten members earned certificates and pin badges through the William Henry Award for volunteering. In total, 355 volunteer hours were completed, including participation in 14 outreach events, such as Drowning Prevention Week and Remembrance Day parades. The club’s achievements were widely publicised via social media, local press, and magazines. Additionally, three founding members contributed to the Lifesavers magazine, sharing their experiences in volunteering. The local council praised the club for its broad contributions to the community.
This trophy is awarded for the work undertaken on a Society Community Programme. Nominations can be for an individual, club or group.

Andrew Fooks
Andrew began lifesaving with the Gravesham Lifesaving Club in the late 1980s, where he is now the Club Training Coordinator and Branch Officer. Post 2021, he led a project promoting AEDs in Gravesend, a continuing effort. Following a resident’s death, the community funded an AED installed in February 2022. Andy organised free Save a Life AED sessions for locals, including a councillor and vicar. In 2022-2023, 30 community members were trained, and a second AED was installed in Gravesend town centre. Grants from Kent County Council funded this equipment, and the club partners with The Grand Gravesend for ongoing support. Andy’s leadership of this project raises the profile of the club and RLSS UK and has the potential to save lives. He is a deserving award recipient.The Kent Branch supports this nomination.
This trophy is awarded for any fundraising work on behalf of the society at national, regional, branch or club or local level. The citation should recognise the level of commitment and enthusiasm given throughout 2023. It is not necessarily the recognition of the amount of funds raised. Nominations can be submitted for a club or individual.

Donna Thomas
The Kent Branch nominates Donna Thomas for her dedication to raising funds for branch activity in 2023. As Branch President, Donna selected the Save a Baby’s Life initiative for her President’s Challenge, with a target of £5,000. She organised monthly fundraising events, including a golf day, sponsored cycle rides, quiz nights, plant sales, BBQs, a GoFundMe page, and public outreach at county fairs. Exceeding her target, Donna raised over £7,000. Her efforts secured sustainable funding, with the golf venue offering annual support and Medway Council engaging the Save a Life team for future events. Donna’s work also boosted branch involvement, recruiting four new trainers and three new committee members. She is a deserving award recipient.
This trophy is awarded to a person who does the most to carry out the objectives of the society in their local area, in any capacity.
Northumberland and Durham
Maureen Harrison
Maureen epitomises a lifelong commitment to lifesaving, dedicating over 50 years to various roles at club and branch levels, from club secretary to branch treasurer. Her influence goes beyond administration, as she showcases lifesaving skills in pools and on beaches, mentoring competitive swimmers and ensuring safety. Known throughout the Northeast, she has trained multiple generations, instilling responsibility alongside lifesaving techniques. Maureen organises First Aid at Work courses and collaborates with local authorities to patrol Blyth beach. She also arranges lifeguard courses for holiday parks, ensuring a steady supply of trained professionals. Despite her age, Maureen remains highly active, serving as secretary, vice-captain, and contributing to open water projects. Nationally, she’s a respected Training Assessor and Judge, earning the RLSS UK Long Service Medal for her dedication to water safety.
This trophy is awarded to an individual or group for outstanding work, specific to an open water environment. Although not limited to for guidance, it may include work carried out by a rescue service, exceptional open water swimming challenge or open water safety days, demonstrations or camps.
Northumberland and Durham South Shields Volunteer Lifeguard Club
In 2023, South Shields Volunteer Lifeguard Club (SSVLG) resumed its annual summer camp after a pandemic hiatus. From 31July to 4 August, 33 campers, including 11 leaders and 22 participants, attended the camp at Ullswater, Cumbria. North Shields Volunteer Lifeguard Club (NSVL) also sent two leaders and 13 participants. During camp, attendees completed Survive and Save awards, Open Water Lifeguard training, CPR, and First Aid, along with Pool 2 Pond and NLSA sessions in the lake. Fun activities included Go Ape, paddleboarding, kayaking, and sailing. Leaders set up camp, organised activities, handled paperwork, cooked, and completed food safety courses. Despite the challenges, lasting friendships and memories were made. Many campers have already booked for 2024, eager for new adventures.
The Young Leader Trophy is awarded to individuals aged 14 to 24 who show exceptional personal leadership in supporting the society’s goals. The National Honours Committee selects one recipient from the list of Young Lifesaver of the Year Certificate winners to receive this award.
Northumberland and Durham
Holly Taberner
Holly joined lifesaving to build confidence and develop new skills, initially struggling with swimming, making friends, and completing challenges due to shyness and additional learning needs. Over time, she made progress, completing much of the Survive and Save program and gaining confidence in open water. Holly later joined the teaching program, helping small groups learn lifesaving, CPR, and water safety. Her dedication has been invaluable to the club, contributing to public displays, Scouting programs, and social activities. Despite challenges, Holly earned her pool lifeguard qualification and now lifeguards weekly, supporting competitions and ensuring the club's success through her passion for lifesaving.
Georgina Tomlinson
United Kingdom
Georgina started lifesaving at age ten as a Rookie at Retford and District Lifesaving Club. She progressed through the full suite of junior and senior lifesaving awards including the esteemed achievement of the RLSS UK Distinction Award. From there, Georgina progressed to become Club Captain and then an instructor. External to the club, Georgina became a volunteer lifeguard at events like Henley Royal Regatta, and the Great North Swim. This allowed her to work in different environments and understand how we can provide outreach and engagement at events. In addition, Georgina has worked at local branch level.
Evidence of impact the nominee has had in their locality:
Georgina has significantly contributed to youth development in RLSS UK. Maintaining the organisation’s Youth Advisory Board and progressing the concept of its Youth Network. She advises the RLSS UK Trustee Board on youth matters and, given her age, has done so with confidence and understanding. In addition, she has received plaudits for her age, impact and contribution to the RLSS Youth Advisory Group.

Our annual Honours ceremony is a great opportunity to say a huge thank you to a very special group of people, but we also like to acknowledge and recognise our volunteers all year round. Supporters of RLSS UK can log the valuable time that they give for free to support the work of the charity, whether that be one hour a week, or giving up a couple of weekends to support local community events.
Our William Henry Award Scheme is one way of recognising the constant day-today support that RLSS UK volunteers give to the charity, so if you’d like to, please remember to log your volunteering hours so that we can say thank you.
The William Henry Awards are also a good way for us to be able to demonstrate the amount of amazing volunteering that goes on around the UK and Ireland, as well as the variety of activities our volunteers take part in to promote RLSS UK and lifesaving in their local communities.
