What is a Community Strategic Plan?

A Community Strategic Plan is a plan for the Community, by the Community. It paints a picture of what we want the future to look like, and provides solutions on how we are going to get there. No single organisation or individual can make a Community’s future possible and for that reason, this plan highlights your role in making our picture of the future a reality.

It emphasises that partnerships are not only essential, but can demonstrate the opportunities for shared value.

This plan is a document that has the potential to greatly influence our Community. It certainly influences our Council documents and has the potential to influence the NSW State Government. Local businesses, Community clubs and organisations can also use this document when planning for the future.

What will the Community strategic plan achieve and how will we know if we are successful?

This plan will lay out what we want as a Community, how we are going to do this and who is responsible for doing it. This plan also aligns to the NSW Premier’s Priorities allowing us to access grant funding opportunities and lets us show how Wagga Wagga will contribute to each of these priorities.

The plan identifies how we will measure whether we have been successful or not. A report on our progress will be conducted in 2020, this report is called the End of Term report.

What is Wagga View?

Wagga View, the hash tag that had been used on social media to highlight some of the greatest things about this place we call home. It now inspires the branding of the new Community strategic plan. This inspiration will create a document that means something to the people that live in this great Community. It is about capturing your view.

To do this we set up across the Community and run four weeks of events. The four week program included; Vision Week We asked the Community if they still agreed with the vision statement in the current Community strategic Plan.. Events included a launch at the Riverside markets in May and a shop front in the Sturt Mall. At the events activities were run including ball games, create a vision statement board and a video vox pop for people to record what the Community vision meant to them. Online activities were also run over this week including a quick poll and ‘create a vision statement’.

The Wagga View Race and Schools Program Week The Wagga View Race was an event, where a series of activities were organised for three teams to participate in. The activities were related to different aspects of living in Wagga Wagga covering everything from transport, to the environment, public safety and housing affordability.

The Schools program included talking to children about what they love about where they live. We asked them about their third place. If their first place is home and their second place is school, where is their third place. We asked how this place could be improved and what they could do to improve that place as a Community member.

Looking to the future we also asked children to write a letter to themselves from the year 2050. They wrote about what had changed and what had stayed the same and what they liked about the future.

Younger children were able to experience what it would be like to be Mayor and talk about what their priorities would be as Mayor.

Action Week Once we agreed on the vision for our Communities future, the next questions asked were ‘what does that look like?’ and ‘how are we going to get there?’ We ran a series of activities from our shop front to find out what our Community members thought this would look like including: 

Located on the banks of the Murrumbidgee River in the heart of Wiradjuri Country, Wagga Wagga local Government Area (LGA) is the centre of the Riverina area and is the largest inland city in NSW.  Population 63,000  Area 4,825 sq km  Location to cities - Sydney (455km), Melbourne (452km) Canberra (230km)

Population  37.7% of our population is under the age of 25  7.9% of our population were born overseas with the top five countries of birth being United Kingdom, New Zealand, India, China and South Africa  5% of the population coming from countries where English was not their first language  4.6% of our population identifies themselves as Indigenous or Torre Straight Islander  4.2% of our population is reported needing help in their day-to-day lives due to disability Education and Employment  14.5% of our population has a degree or higher which is 2.1% higher than the NSW State average  In 2011 the average wage was $817  10% of our population earned over $1500 a week  20.6% of households in Wagga Wagga are classified as low income (earn less than $600 per week)  The largest industry of employment is health care and social assistance (13.5%)  The unemployment rate is 5% (1.1% lower than the state average).

Housing  36% of the rental population pay between $200 and $300 per week  65% of homes had broadband internet connection  21% reported not having any connection to internet  Only 0.7% of our dwellings are considered to be high density compared to the state average of 2.2%.

Disability Inclusion Action Planning Through the Community engagement process the people of Wagga Wagga and surrounding rural villages indicated that inclusion was very important to our future. “Inclusive” was therefore added to our vision. Identified as a “guiding principle”, Inclusion was embedded throughout our Community Strategic Plan.

This approach also supports Council’s commitment to Disability Action Planning as prescribed through the Disability Inclusion Act 2014 (DIAP 2014).

Disability Inclusion Action Planning supports the fundamental right of choice for people with disability in our Community.

Choice is achieved by providing the same opportunities and ability to choose how they live their lives and enjoying the benefits of living and working in our great Community on the Murrumbidgee.
