Safety boost for Fernleigh Road Safety on one of the busiest sections of Fernleigh Road is being improved as part of a series of works beginning on Monday 12 March.

Night works to undertake asphalt heavy patching will take place on Fernleigh Road between Glenfield Road and Pinaroo Drive over four nights, followed by a complete reseal on Sunday 18 March and then in the coming weeks concrete medians, signage and a pedestrian refuge will be constructed.

The final product will be a more stable and

freshly sealed road, with improved safety for both motorists and pedestrians leading into the Glenfield Road intersection.

“The asphalt heavy patching will help stabilise the road base so issues such as potholes are less frequent going forward,” Wagga Wagga City Council’s Manager Project Operations Bruce Sheridan said.

“The top layer of the road is only one component of how a road is constructed and it’s important the subgrade beneath it is strong and stable.

“Once the night works are complete, we’ll then reseal the entire section of Fernleigh Road, which means there will be a new bitumen surface. It will protect the subgrade underneath and keep water from seeping in and causing issues.

“The follow-up works will help improve safety for pedestrians and there will be a new centre turning lane.”

The asphalt heavy patching will take place from Monday 12 March and will finish on the morning of Friday 16 March.

Works will begin at 7pm each evening and will finish at 6am. The work is being undertaken at night so there is minimal disruption to the community and businesses.

During the works, Fernleigh Road from Glenfield Road to Pinaroo Drive will be closed to all traffic, with detours in place.

The road will be reopened to normal traffic each morning.

Once the night works are complete, Fernleigh Road will be closed again on

Sunday 18 March. The resealing will take place from 7am to 6pm, with the works conducted in two sections to minimise the impact on motorists and businesses.

The first section will see the road closed at the Glenfield Road intersection until halfway down the block. Once it is complete, work will begin on the second section with the road closed from Pinaroo Drive until halfway down the block.

The site will be under traffic control and detours will be signposted during both the night works and resealing works.

The concrete works will be undertaken in the coming weeks.

Pedestrians citywide will soon have access to an improved, better connected footpath network.

New footpaths are continuing to be delivered across the city as part of a million dollars’ worth of works scheduled for this financial year.

A new footpath (pictured) is currently being constructed along Fernleigh Road from Bourke Street to Glenfield Road, and it is anticipated it will be completed within the next fortnight.

From Monday, the next stage of footpath upgrades will start in Tolland before moving on to Forest Hill, Kooringal and Mount Austin over the coming months.

It is anticipated that over the coming fortnight a new footpath will be completed along Raye Street in Tolland, which will improve accessibility to Red Hill Public School, and once complete, work will continue down Ramus Street providing a connecting footpath to Red Hill Road.

“We look forward to delivering these new footpaths that will make it easier for residents to access key locations, such as schools and parks, in their area,” Manager Project Operations Bruce Sheridan said.

Residents located near scheduled works will receive a letter prior to works starting, detailing specific locations of works, works to be completed and project timeframes.

The completed and planned works align with important documents within Council’s planning framework, including the Community Strategic Plan 2040 – Wagga View and Disability Inclusion Action Plan 2017– 21.

As per Council’s recently updated engineering guidelines, new footpaths will be 1.5 metres wide to allow sufficient space for pedestrians and/or permitted wheeled devices, such as mobility scooters or prams, to pass side-byside. Where necessary pram ramps will also be installed.

B I G G E R A N D B E T T E R C O M PA C T O R When it comes to waste compaction machines, bigger is better.

A new 45-tonne machine was delivered to Gregadoo Waste Management Centre recently and is heavier than the existing machine that weighed in at 38 tonnes.

The machine is used to compact landfill and will be fitted with a GPS system to help manage the capacity of waste cells more efficiently.

The start to this year has been a busy one with lots of great things happening in Wagga.

We have seen the start of some fantastic projects, including the all-abilities playspace in Bolton Park. This project has been driven by Leila Bright and the Touched by Olivia Foundation and both should be congratulated for their time and effort in bring this great project to life.

Unfortunately it has been a really tough time for local retailers in Wagga. We are seeing more and more empty shops in the main street and two shops beside each other have close up on the same day.

their struggles are at the moment. I keep hearing that there is no foot traffic in our CBD. Below are some comments from Mitch Hawkins who was running Carv’n It Up Wagga: “I feel the major problems are the extremely high utility bills, high rent and the decline in traffic through the streets.

There are a number of costs that businesses have to account for through their profit margins and when you’re not turning over product you don’t make enough to cover all those other costs.

“Don’t get me wrong, the public aren’t to blame, everyone is being hit with excessively high energy bills with an overall increased cost of living, however the wages are increasing at a much slower rate.

I believe we need to utilise our main street area a lot more, we have a fantastic CBD and should be doing everything we can to encourage foot traffic in the area.

It would be fantastic to see the area shut off for markets, buskers and festivals. The local markets last weekend at the Showground were visited by over 3500 people, yet you could have walked the main street and passed nobody.

Council meetings to be fortnightly Wagga Wagga City Council Meetings will soon be held fortnightly, rather than monthly.

This change follows Council’s decision at the February Council meeting to endorse holding two Ordinary Council Meetings per month for the period May to December 2018.

Wagga Wagga City Council General Manager Peter Thompson said the new system will have many benefits.

“A bimonthly meeting system means that decisions which can only be made by the elected members will be considered twice a month,” Mr Thompson said.

“This means that professional staff can work with community members to get their issues before Council in as little as 14 days.

“This increased level of service is far superior to the monthly meeting system where an issue, which was not included in a business paper in one

calendar month, would be delayed until the next meeting towards the end of the next month.”

At February’s Council Meeting, Council also endorsed the Draft Code of Meeting Practice, which will be placed on public exhibition for 42 days from 27 February until 10 April 2018.

If submissions are received, Council will receive a further report following the public exhibition period.

“Wagga Wagga is an active commercial centre experiencing strong growth and Council wants to work with the community to provide fast and responsive service levels,” Mr Thompson said.

“This initiative is tangible evidence that the Council will embrace change in our systems to achieve the goal of providing improved service levels to the community.”

San Isidore Village residents will be able to apply for a one-off subsidy to assist with the upgrade of their septic systems.

Director Finance Natalie Te Pohe says the Financial Assistance Program means residents will be eligible for a reimbursement of up to $690 for Council fees paid associated with the upgrade of their septic system.

“This subsidy follows the removal of the San Isidore Village Sewer Scheme from Council’s future plans,” she said.

“Council approved the financial assistance program at the February Council Meeting, after it was placed on public exhibition and discussed with residents at an information session in December last year.”

The program could

cost up to $84,870 and will be funded from the Sewer Reserve.

Residents must have a septic system currently registered with Wagga Wagga City Council, with the upgrade carried out since 27 November 2017, to be eligible.

Eligible residents have until the end of June 2020 to apply.

Our Wagga View is taking shape

Wagga Wagga, we’ve got a lot to celebrate.

It’s been one year since Wagga View, Community Strategic Plan 2040 was adopted and in that time our region has gone from strength to strength, with more than $13M in funding secured and a number of long-term plans finalised.

The Community Strategic Plan is a NSW Government legislated document created by local councils on behalf of their communities. In Wagga Wagga, Council captured more than 3000 responses from residents to find out their vision for the future and how it can be achieved.

Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said that vision is now starting to take shape.

“There’s never been a better time to live in Wagga,” Cr Conkey said. “Our community has grown so much in recent years and has continued to grow over the past 12 months since Wagga View was adopted.

“We now have the plans and priorities in place to meet that growth and to ensure Wagga continues to be a thriving regional capital in 2040 and beyond.

“Wagga View includes thousands of voices from all parts of our community and they’ve been incorporated into some vital long-term plans like the Wagga Wagga Integrated Transport Strategy 2040, the Active Travel Plan, the Crime Prevention Plan 2021, the Disability Inclusion Plan and the soon-to-be-adopted Recreation, Open Space and Community Strategy.

“There is also a lot of on-the-ground work happening every day that’s helping us create the Wagga Wagga our community wants to live in,

whether it’s improving playgrounds, building more footpaths or creating more accessible parking for people with mobility issues.”

Council is also working with its Wagga View partners to help achieve the goals of the Community Strategic Plan.

Borambola Sport and Recreation Centre has held new events for both seniors and “mums and bubs”, while Cricket NSW has held both multicultural and women’s cricket programs including the Women’s Big Bash League games at Robertson Oval.

Over the past year, Eastern Riverina Art has continued to support local artists through events, workshops, assisting with funding applications, exhibitions and more. Another Wagga View partner, Women in Business Wagga, has provided mentoring opportunities to local women.

“Being a whole-of-community document, Wagga View isn’t just about what Council can do, it’s about what we can achieve by working together,” Cr Conkey said.

“Our community partners have achieved so much over the past year and I encourage groups, organisations and government agencies to come and speak with us about how we can build a better Wagga Wagga together.”

As part of Wagga View’s first anniversary, Council is currently overhauling its online community engagement portal. In the coming weeks the new site will transition from Your Say Wagga to Wagga View. Community members will be able to join the discussion about current issues and consultations, as well as see progress against the themes and strategies outlined in the Community Strategic Plan.

MORE STREETS TO BE RESEALED

The second stage of Wagga Wagga City Council’s annual resealing program is underway.

During this year’s program, more than 270,000sqm of roads are being resealed as part of the $1.5M works.

Twenty-one roads across Lake Albert, Glenfield Park and Turvey Park were resealed during stage one in January. Stage two got underway last week, with roads in Bourkelands, Kooringal and Tatton resealed and more on the way.

The reseal program is rolled out each year during the warmer months and is a preventative road maintenance technique.

“Resealing involves applying a new coat of bitumen and stone aggregate over the existing surface which helps keep moisture out of the road base and increases friction for car tyres,” Supervisor Wearing Operations Lee Shoemark said.

“Without preventative maintenance like resealing, the life of the road is greatly reduced and it’s more likely to produce potholes and other defects.”

Motorists are advised that changed traffic conditions will be experienced during the program and there may be minor delays.

There will also be some loose stones following the works as

the aggregate needs two to three weeks to lock into place after a reseal. A street sweeper will return to the sites after this period to remove any remaining loose stones.

A sod-turning ceremony has marked the start of construction of Livvi’s Place Wagga Wagga playspace at Bolton Park, the city’s first inclusive playspace.

“Wagga Wagga City Council is excited to see work begin on Livvi’s Place, with the support of all our funding partners including the NSW Government and Touched by Olivia,” Mayor of City of Wagga Wagga Councillor Greg Conkey OAM said.

“Livvi’s Place will provide a fun and safe playspace for children of all abilities, while working towards Council’s strategic directions of creating an inclusive city that promotes healthy lifestyles.”

On completion, Livvi’s Place will be a state-of-the-art playground for people of all abilities to play side-by-side on the same equipment, ensuring

full integration of children and families with differences.

With more than 1.3 million people in NSW living with a disability or added needs, the NSW Government is committed to planning, designing and managing community spaces that can be enjoyed by every person regardless of their level of ability.

Minister for Planning and Housing Anthony Roberts said the NSW Government wanted to ensure everyone in NSW was able to enjoy these spaces safely and inclusively.

“We are a government that cares about its community and that’s why we want to ensure open space, parks, outdoor recreation areas and play spaces are able to be enjoyed by everybody equally,” he said.

“To make it happen, we are introducing a clear set of playground and park design guidelines for councils and developers to follow, that will provide facilities for kids with
