Although the project was a senior students brainstorm, the entire high school was encouraged to participate. The collegiate hosted a poor boy floor hockey tournament in which to play, athletes had to pay with food for the canoe. Some students also canvassed Rivers, Oak River

and Chimo Beach areas for contributions from the community.

When all was said and done, the scales at Riverdale Harvest noted a total of 434 pounds, “a fabulous amount,” says Heather.

“We are so pleased they decided to help those we serve. A lot of times kids don’t get enough credit but this group of students certainly deserves some praise.

All students stayed behind to help check expiry dates, sort and

put away in the proper place on the shelving units. They were fantastic! We are very, very pleased.”

Elementary school staff member/Harvest volunteer Yvonne Crouch initiated a similar campaign in her school. That threeweek effort simply encouraged students to leave product in the canoe; 87 pounds of food was collected from the younger group on Thursday, March 22.

The story that almost wasn’t

n July, Toronto Life published a gripping story about the medical malpractice carried out by Dr. Paul Shuen, a respected ob-gyn in the Toronto area. Without his pregnant patients’ knowledge or consent, Shuen was inducing their labour so that they would deliver on the weekend, when he could bill the Ontario Health Insurance Plan (OHIP) an extra $250 per delivery. It’s unknown how many victims there were, but in the 2015-16 fiscal year, 46 per cent of Shuen’s deliveries occurred on the weekend.

The method Shuen used to induce his patients carried many risks, including death. Additionally, the hospital operated with fewer staff on weekends, creating challenges when patients arrived at the hospital with rapid labour, some with signs of fetal distress. Sometimes, emergency C-sections were required.

It’s unknown how many women Shuen induced, but between 2013 and 2016, in three cases, nurses found traces of the pill used to induce labour in patients’ vaginas.

The third time, a nurse retained her glove with traces of the white powder, starting the investigation that would ultimately lead to Shuen losing his license.

It’s a chilling story about greed and the tremendous potential for abuse, but the story is actually about more than Shuen’s actions. It almost wasn’t a story at all.

The Ontario College of Physicians and Surgeons (OCPS) had revoked Shuen’s license in April 2018. In late spring of 2019, Toronto Life reporter Michael Lista

Kate Jackman-Atkinson began working on a story about why the respected ob-gyn and gynaecological oncologist, who was a lecturer at the University of Toronto medical school, had lost his license.

Lista, a crime reporter, figured that it would be a relatively simple story to tell. While courtroom evidence is a matter of public record, he found that the same wasn’t true for the records of physicians working within the publicly funded health care system.

When Lista asked for the details surrounding the decision to revoke Shuen’s license, he was met with resistance, the College didn’t want to turn over the details of their investigations. In the story, Lista explained that they had to bring a formal legal motion before the College to see the documents. Two weeks after they filed, Shuen’s lawyers responded, seeking to block access to some documents.

The lawyer for the College also replied, seeking to deny access to some exhibits, including items that were easily available online.

Toronto Life had a recent legal decision on their side.

The “open court” principle is central to our democracy and it requires court proceedings to be accessible to the media and the public. In 2018, an Ontario court confirmed that the principle applies not just to court proceedings, but also tribunal hearings, like those held by the OCPS. Toronto Life filed a formal response to Shuen’s lawyers, in which they argued that the open court principle applied. Finally, after an independent legal council weighed in, access was granted. All told, it took two months and thousands of dollars in legal fees for the information to be released.

The investigation that resulted in Shuen’s removal from the medical profession wasn’t the first time he had been reprimanded by the College, he was censured in 2008 and 2010. However, none of this information was available to Shuen’s past, current or potential patients. If they had wanted to find out the details, including why he could no longer practice medicine, they would have had to undertake the same process as Toronto Life.

The good news is that this information is becoming more and more accessible to the public. In Manitoba, details about investigations of members of many self regulating bodies, including physicians, pharmacists, realtors and investment professionals, are available online. This is how it should be and it might be the only good that comes from this troubling case.

What Trudeau should be doing

arrels of ink and tons of oxygen have been expended on Justin Trudeau’s “blackface” performances. Dozens of writers and commentators have taken great umbrage at the very idea that someone would do such a thing. We are led to believe that it is abhorrent for a person to put on make-up and dress up for a party or to perform in a play. It’s not abhorrent at all, unless we are to believe that actresses and actors can only play roles that closely depict their daily life, play out only their own physical attributes and only display their own daily actions. That is ridiculous. Trudeau should not be condemned for blackface make-up. He should not be condemned for “brownface” either.

Besides, “brownface” is a made up word just so writers and the breathless media horde can find another event to fill their sorry newscasts.

All that said, while Trudeau is innocent on the blown-out-of-proportion charges, he is certainly not innocent of many other things. He is guilty of making an ass of himself with his apologies and denials. He should have told those who gasped in abhorrence about the blackface episodes to take a leap off a high bridge, get a life and examine the real issues. Trouble is, if the news media examine the real issues, they would find Trudeau lacking in far greater measures than any silly make-up stunt may be worthy of.

The bigger issues are that Trudeau is a puppet of Canadian liberalism. He

Ken Waddell was fawned over since birth, coddled through adolescence and now that he is somewhat gaining a toehold on adulthood, he is being used and abused (albeit willingly) by the Liberal establishment. It is this very Liberal establishment that has propped him up to be the front and centre spokesman to lead all us poor, dumb Canadians down the path to that promised land, where the government will do it all for us. After all, we are not smart enough to survive without the government protecting us, packing our vegetarian school lunches, all the while asking us to bow down to the lunacy of believing that Canada’s farmers and the Canadian oil industry are somehow destroying the world’s environment.

What Trudeau should be doing, after he tells the blackface critics to jump off that high bridge, is defend Canadian oil and gas. We are going to need it for a long time, until the day of electric vehicles reach viability. He should be defending Canadian farmers as the guardians of one of the world’s greatest bread baskets and some of the best environmental stewards the world has ever known. He should admit that

liberalism, and its foul cousin socialism, is a cruel sham. It’s a sham that makes people rich, not by means of their initiative and invention, but by privilege and power gained by decree and legislation.

But Trudeau will not do that, because he is ensnared by the deceitful web of belief that governments know better than individuals, that society is better off being ruled by bureaucrats than by parliament. A belief that people aren’t supposed to be led, but controlled.

Trudeau could have been a great leader. So could have many of his Liberal predecessors, but they couldn’t see the folly of their ways. If they ever did, or if Trudeau ever does, it will be too late. Hopefully, Canadians will put an end to this liberal/socialist sham while we still have a country to enjoy.

he sixties– a happy and harsh decade. I completed school, was the province’s last registered permit teacher– one to eight in an isolated area– married, bore two children and divorced. Yep, a roller coaster decade. Few of the trends and fads affected me, but I surely got to watch a great deal unfold, some that should have remained folded!

I was technically too old for toys and my babes were truly too young to be trended. My sisters, though, now, that was a different story. The ‘60s saw the birth of the Barbie doll. By 1965, $1 million of Barbie merchandise was sold. The creators (owners of Mattel), after watching their daughter play with paper dolls, realised there were no three dimensional dolls to play with and to dress. The doll is named after their daughter. Oh the impact that doll has made on society… Balsa wood airplanes, Rickie Tickie Stickers– f lower stickers that stuck on everything–, slot cars, smiley faces and superballs, toys for every age.

Styles. Oh my! Afros, bouffant hairdos and the opposite, hair ironing. When tired of the bouffant, hot irons were used to iron hair dead straight. I think with that heat, they deaded the hair! Bell bottom trousers (they’re back!), go-go boots and platform shoes so high there were injuries– for guys and gals!

The tie dye T-shirts– hearts, peace signs, bulls eyes– went well with love beads. And then there were mini skirts, one of the groovy fads that began the era of women’s liberation. By 1967, virtually every young woman was wearing one. Oh, and mood rings, granny glasses and turtle neck sweaters. The whole gambit.

Interesting. The popular dance was the twist, popularised by Chubby Checker. And who can forget the Beatles?! People would faint at their concerts and even from just seeing them perform on TV. They would become one of the groovy fads that would change the culture of music and life in general.

Black light and lava lamps, surfing and banana seats. Here on the prairie, the surfing never really affected many of us, other than watching shows that starred pop stars in surfing movies. Some toy boxes may still harbour the troll doll, so ugly it was cute.

In 1964, more than one million of these dolls were sold in the US. We have seen fashions, fads and trends come and go. Round and round. There is one more fad from the ‘60s that is making a comeback: fallout shelters.

Some were equipped with two weeks’ supply of food, others were much more elaborate. The fallout shelter fad reached its peak in the early ‘60s, as the Cuban Crisis loomed. It waned in the ‘70s, as various treaties were signed, calming apocalyptic fears. And these are also coming back. Now the folks fearing the end of their world are known as “preppers”, living in bomb shelters, or isolated, preparing for complete self-sufficiency. Beats the routine we had in high school– head to the cloak room, sit on the f loor with your back against the wall and tuck in your head.

forget the night a group of men from my first church discovered, quite by accident, one way of answering this question.

A missionary from Cameroon, West Africa, visited our church to report on the work he had been doing for the previous four years. One of his assignments was to help those living in a small village learn how to raise cattle. This was a real challenge for him. He had been born and raised in big cities. His knowledge of cattle was very limited. He knew what cows and calves were, but that was about all. He knew very little about feeding and caring for them and even less about how one would take North American practices and adapt them to the climate and conditions of West Africa.

During his formal presentation, he showed us some pictures of their cattle and spoke of his many adventures (and misadventures) in learning how to care for them. I found his presentation to be very interesting, but was thrilled at what happened after that. At the lunch we enjoyed following the service, the men who were there that night (all of whom had either dairy or beef cattle) sat around a table with him and said: “Tell us more about your cattle.” For almost an hour after that, they talked cattle ranching with this missionary. They wanted to hear more stories. He wanted to learn from them. Both went home that night having received everything they were looking for– and more.

That is one way you and I can make a difference in our world. Pick a concern that interests you. Learn all you can about it. Find out who is addressing this concern and when you find someone who you believe will make the best use of money you donate to them, support them with a donation. Make it as large as you can. Every dollar will help improve someone’s life and they will be eternally grateful for your help.

MPI news release Collisions rare between agricultural machinery and motorists

On average, there are nearly 40 collisions yearly in Manitoba involving agricultural equipment and passenger vehicles, according to Manitoba Public Insurance data. “ We ’ r e r e m i n d i n g everyone on the roadways that large, agricultural machinery is out as harvest season is currently underway,” said Satvir Jat a na, v ice-president responsible for Corporate Communications, Manitoba Public Insurance.

New church in Rivers celebrates one year

It’s been a year since a small group of families started meeting for church services in Rivers. They started out in August 2018 by meeting on Sunday mornings at the Riverdale Community Centre, but a lot has changed since then. In December, they were able to buy the vacant church building on 3rd Ave, and they have been settling in to their new home in the community, under the name “Westman Canadian Reformed Church.”

The Canadian Reformed Churches are a denomination with congregations across Canada, but none in Western Manitoba. Families from Rivers, Brandon, and Shilo had been travelling every Sunday to Canadian Reformed churches in Winnipeg and Carman until they decided to start their own congregation much closer to home. Because the con-

gregation is still quite small, they operate under the care of a “parent church”—one of the Canadian Reformed congregations in Carman.

On Sundays, visiting ministers and elders travel to Westman Canadian Reformed Church to lead worship services, which are comprised of Bible reading, prayers, a sermon and Psalm and hymn singing. Every Sunday church members and guests gather in the newly

renovated fellowship hall for a plentiful potluck lunch followed by a group discussion of the Heidelberg Catechism, which is a summary of the Bible and Christian doctrine. The church has also been eager to become an integrated part of Rivers: they enjoyed participating in the town-wide garage sale and hope to do so again, they support local charities, and are planning to put on a used book sale in the spring.

New school year brings new additions

RRSD focusing on school safety Rolling River School Division (RRSD) spans a large area north, west and south of Neepawa, including the communities of Erickson, Onanole and Minnedosa. “On behalf of the RRSD Board of Trustees and Senior Administration, we warmly welcome all students and staff for another great year of school,” expressed superintendent Mary-Anne Ploshynsky.

The division saw a slight increase in enrolment. So far this year, student enrolment is at 1,799, up slightly from last September, which saw 1,753 students.

RRSD has a similar strategic plan to TRSD’s goals.

Theirs is also a five year plan, but it was implemented in 2016.

Ploshynsky noted the four priority areas in the strategic plan are mental health and wellbeing, cultural proficiency, literacy and numeracy.

The division’s top priority recently has been maintaining a safe environment in the schools. “Last year was the implementation of

the RRSD Code of Conduct and Emergency Preparedness Manual, with routine drills and protocols practiced through the school year,” Ploshynsky stated. “This year will see the installation of interior and exterior cameras and front door access control in our schools so that we can monitor entry points in our schools and RRSD properties.”

Another addition to RRSD is a number of new staff, including 12 new teachers in the division. “Teachers and school administration new to RRSD participated in a two day orientation session on Aug. 27 and 28 at the division office in Minnedosa,” Ploshynsky noted. “New staff members will quickly become an integral part of the RRSD faculty,” she added.

BPSD continues to grow The Beautiful Plains School Division (BPSD) has schools in Neepawa, Carberry, Eden, Brookdale and eight colonies in the area and has seen its fair share of growth. This year’s enrolment is currently at 1,970, up almost 100 students from last year’s September total of 1,886. “The two Neepawa schools continue to see the bulk of our growth,” noted

superintendent Jason Young.

He added that while Neepawa accounts for the majority of the increase, they’ve also seen the numbers rise in the colony schools and Carberry’s elementary school.

Of course, with enrolment growth comes a need for more space. Initially, the need was met with several portable classrooms at Hazel M Kellington elementary (HMK) and Neepawa Area Collegiate (NACI).

Now, BPSD is getting ready to move their Grade 5 to 8 Neepawa students into the nearly completed Neepawa Middle School (NMS). Construction began about a year ago on the new school, which is attached to the west side of NACI. “I would like to acknowledge the inconvenience the building of the new Middle School [has been] for our community and

especially the neighbours to the school,” expressed Young. He added that the concern over the outdoor basketball courts that were removed for the new building should come to an end, with the school’s plans to build new courts beside the division office, to accommodate both students and the rest of the community. “In regards to the tennis courts, we know it was unfortunate to lose them in Neepawa. With that said, another area of shortage in the community was addressed with that space,” Young added, referencing the new, much needed daycare facility.

The projected timeline for occupation of NMS is mid-October, with the Grade 5 students still currently at HMK, and the grade 6, 7 and 8s in NACI’s portables and the current middle years portion of

NACI. “We are placing ensuring the new Middle School is done properly over rushing the project to meet a deadline,” expressed Young. “We have waited for several years for this great facility and a few months will not change the programming and opportunities we offer to our students.”

As for the portables currently in place, Young said that since they are owned by the Province of Manitoba, they will only be moved at the Province’s discretion when another school needs them. “They will remain in place for a minimum of until the end of the ‘19/20 school year,” he noted.

NACI is also undergoing a bit of construction within the building, with the addition of an elevator to make the second floor accessible. The elevator will be located near the staircase by the main office and Young noted that construction on that will be ongoing throughout this school year.

Other additions to the division include another teacher, educational assistant and custodian, as well as upgrades to wireless technology, to keep up with demands and supply connection to their over 1,400 devices, including laptops and tablets.

When a dozen residents or more do their shopping outside, they reduce the economic strength of the community to a noticeable extent and when 100 or more residents do so, the situation becomes alarming and the ultimate collapse of the community is inevitable.

It’s merchants will be forced to retire their business through the losses they incur, public situations will fall through lack of care and soon the population will begin to fall off, as people move to a more prosperous community.

September 29, 1949 A new structure will arise in Bradwardine, to replace the Peter Livi nstone gener a l store destroyed in an early morning fire Thursday.

The fire, of unknown origin, completely razed

the familiar landmark in a blaze unknown since the early days of the village, when a whole section, of Bradwardines business area was destroyed.

T he bu i ld ing and everything in it was destroyed, except for the la rge sa fe cont a i n i ng some persona l papers and some records which were salvaged. The loss was partially covered by insurance.

Mr. Livingstone had been at the store at about 10:15 p.m., Wednesday.

At that time, everything was in order, there was no f ire on for heating purposes. At 12:45 a.m., Thursday he was awakened to find the shop a mass of f lames.

Fire f ighting equipment wa s d i s patched from the air school and although the store was doomed, the f lames were watched to prevent their s pr e a d i n g t o ne a r b y buildings.

The store, owned by H. Armstrong of Sarnia, Ont., had been operated

by Mr. Livingstone for many years. He was one of several merchants to operate the store, for after Mr. Armstrong left the district, the place was taken over by A. Shepard, C. Robertson, J. J. Thomson and latterly, by Mr. Livingstone. During the latter’s time the premises had been visited by night-callers on several occasions.

September 24, 1959 Harvest operations in this area are almost completed. A heavy downpour of rain Monday and Tuesday, halted field work, but sunny weather forecasts, indicate harvesting will be fully completed early next week.

Rainfall recorded here from April 1 to Sept. 14, mea sured 8.4 i nches, compared to 5.91 inches during the same period last year. Normal rainfall for this area during the same months in 13.13 inches. During the harvest period, Aug. 10 to Sept. 14, a total of 2.60 inches of rainfall was recorded in the Rivers area.

September 25, 1969 An electrical storm in this area early last Sunday morning, resulting in power failures to country lines, effecting some 50 farm homes in the Moline area and south of CFB Rivers. The water supply station at the Department of National Defense depot south of the Air Base was disrupted from 6 until 11 a.m., however it did not effect the water lines at the base.

A milk cow was found dead with its head on a wire fence on the Weddeburn farm in the Tarbolton district following the storm. The Wedderburns’ operate a dairy farm with electrical operated milking machines and other equipment.

Milking operations were suspended until later in the day when power was restored to the lines. District residents reported blue sheets of f lame from transformers on power lines along roadsides and constant lightening f lashes.

per hour, started around 6 p.m. and was accompanied by some ha i l.

Temperatures on Saturday, the day preceding the storm were recorded at a high of 70.2 degrees above at the Meteorologic station, CFB Rivers. The rainfall which followed on Sunday measured .24 inches.

Rural Municipality of Oakview meeting notes

September 3, 2019 The meeting was called to review proposals received from HMC Management Inc. and Way To Go Consulting in regards to transition strategy, C.A.O. job description and recruitment services, employee compensation system and new position descriptions for all employees. Council agreed to contract Way To Go Consulting Services as per proposal received.

Items to be discussed at a meeting with the Rapid City Fire Department on Sept. 9 were brought to the attention of Council.

Sale of Lot in Rapid City Subdivision-an offer was received to purchase Lot 2 Plan 54657 in the Rapid City Museum subdivision lots, subject to building permit approval by Sept. 25.

Council authorized the Reeve and C.A.O. to sign the offer to purchase for Lot 2 Plan 54657 to Westman Building Components Ltd. for the construction of a

new 936 foot dwelling.

September 10, 2019 Reeve Fortune and Councillor Hyndman reported on the meeting they attended with some members of the Rapid City Fire Department.

Councillor Hyndman reported on the Minnedosa Economic Development meeting he attended in Minnedosa. Economic development ideas in Rapid City and commercial lots for sale were discussed.

The C.A.O. updated Council on various projects that are being worked on in the municipality.

Doug Bayes requested relief from the required side yard of 15 feet for a corner lot to be varied to 5 feet to provide for the construction of an accessory detached garage on site. No representation was received on the proposed variation order application and council approved it.

Tarbolton School Cairn The first Tarbolton School was opened in February 1883 with 16 school aged children attending. The school was constructed at NE20-11-22 by Center and McCarthy of Brandon for $680. In the early years the school was closed from December 1 until April 1 and only two weeks in summer. This building was struck twice by lightning so the teacher was given permission to dismiss school if a storm was approaching. By 1895, the children were attending school during the winter and the enrollment soared to 43 students. The students were given a day off for Brandon Fair and also for the Annual Meeting. Some of the local families who attended Tarbolton School in the early years include Creighton , Graham, Grant, Gunson, Powley, Ramsay, Rutherford, Seens, Sinclair, Sibbald, Thomson, Wedderburn and Wood.

In 1907 the original school was replaced by a new one-classroom structure at a cost of $2700. The original building was then moved to 9-11-22W to be used as a horse shed and later as a workshop. In 1932 the school grounds were enlarged and trees were planted.

The school closed in 1948 due to declining enrollment and the remaining students went to Bradwardine Consolidated School. The district was formally dissolved in 1953.

The school building was sold in 1956 to Alex Ross who dismantled it and used much of the material to build the Larry Bell house in Rivers. The commemorative monument was erected at this site (Road 130W and 64 N) in 2007.

Councillor Neil Wilson Council of the R. M. of Oakview authorized Commissionaires to contract New Look Landscaping and XS Junk to assist in cleaning up properties in Oakview, with the understanding that all costs associated with the clean-up will be charged to the property owner and collected in the same way as taxes are collected.

Westview Colony - Request for culvert on road 123 W for personal use.

Council authorized the public work department to authorize the installation of an 18” culvert in Road 123, as per Westview Colony’s request, on the condition that the landowner agrees to reimburse the municipality for expenses incurred.

Terry Radcliffe has requested permission to extend the deadline for the removal of former dwellings located within the new subdivision and council agreed Wim Verbruggen requested to remove shrub on

municipal road allowance north of Road 80 for hydro installation and council approved.

Satellite office in Rapid City – The roof on the building needs to be shingled or tinned. Maintenance is to be completed on the roof this year and costs to replace the shingles are to be included in the 2020 financial plan.

Paving in Oak River the L.U.D. Committee has recommended completing asphalt repairs on Miller Street and Limit Street in Oak River.

Council agreed to contract Profile Paving Ltd. to complete asphalt patching with the understanding that the L.U.D. of Oak River will fund a portion of the costs.

Council authorized CL Van Veen Construction Ltd. to complete sidewalk modifications on certain sidewalks in Oak River to improve drainage.
