Planting the seeds

S

mall businesses are the backbone of most rural communities, but maybe more important than the businesses a community currently has, is the ones it will have in the future. Will there be more, or fewer?

As another class of graduates leaves school behind, how many of them plan to run their own businesses? How many have even thought about it?

Chances are, most grads will end up working for a small business, that is, one with less than 100 employees.

As of December 2017, 97.9 per cent of Canada’s 1.18 million businesses were classified as “small”. These businesses employed 8.3 million Canadians, providing jobs to 69.7 per cent of the total private labour force.

They were also responsible 67.5 per cent of the net employment growth, creating 640,000 new jobs. In rural communities, where there are very few large, private sector employers, the importance of small businesses is especially pronounced. Looking at rural communities, small businesses drive our local economies, providing the goods and services upon which we rely. Not only that, they provide vital jobs.

The painful truth is that if we want to see our communities not just survive, but grow, we need more entrepreneurs. Small businesses face a number of challenges, which is why less than half of them survive 10 years.

Business closures are the result of a number of factors,

Kate Jackman-Atkinson from a lack of profitability, to changing interests of the owners. It’s crucial that every year, new businesses keep opening and someone be there to take over ownership when business owners want to retire or pursue other interests.

Youth need to be encouraged to see entrepreneurship as a viable option. In some industries, it’s more prevalent than others. For example, skilled tradespeople and professionals have a strong connection with entrepreneurship, as many people who enter these careers will run their own business, whether or not they have other employees.

The rise of tech companies has also helped to popularize entrepreneurship as a desirable and celebrated career path.

Over the next decade, it’s estimated that about $1.5 trillion worth of business assets will change hands in Canada. According to data from 2014, about half of both small and medium-sized business owners were between

50 and 64 years of age and another 12 to 14 per cent are over 65 years of age. Given the demographics, it’s easy to see why 72 per cent of Canadian business owners plan to exit their companies in the next decade. We’re approaching a critical juncture, as baby boomer business owners look to retire, who will take over their businesses?

Or open new ones that will continue to provides services rural residents need and want? This will be especially pronounced in rural communities.

I’m encouraged, it seems like lately, we’ve reported on a few more stories about people in their 20s and 30s taking over businesses or starting new ones. This is a good start.

We don’t need the Class of 2019 to jump right into small business ownership, in fact, it’s probably best if they spend some time developing their skills and interests.

What we do need is every young person to believe that they could become an entrepreneur and to think about it as a viable career path, among many. As this year’s grads head off to the workforce, higher education or travel, I hope we as communities have planted the idea that their dreams can grow here. Running a business is no easy task, but this is an issue of vital importance to any rural residents who want to see their communities continue into the future.

Obvious solutions often ignored

A

number of events this past week have prompted a reaction in my mind. It seems strange to me that, as a society and with the governments we have in place, we can’t solve our problems much faster.

Let’s start with some simple problems. The City of Winnipeg has a Canada goose problem. People are being warned to stay away from the geese, especially when they are in super-protective mode, around the nesting and f ledgling stages. Good advice. It is obvious that there are thousands more geese than there used to be. Geese love the relative peace, quiet and great food sources provided by city parks and the nearby grain farms provide even better food supplies.

Our food banks could use more good meat supplies, so it is obvious that a fall goose harvest would be a good idea. Maybe a spring egg harvest would be a good idea too, in the way the northern Indigenous people have done for centuries. Now those ideas are going to go over like a lead balloon with many folks, but reality has to set in at some point when real problems and logical solutions converge.

Another simple problem is the raging debate over plastics, especially one-time use plastics. The real problem isn’t one-time use plastics and it isn’t that Prime Minister Trudeau gets totally tongue tied when he has to answer any unscripted question.

Mind you, his answer about plastic drinking bottles was pretty funny and

The problem is that coastal cities are dumping their crap in the ocean.

You and I are not the problem. We don’t dump our picnic plates and plastic cutlery in the ocean. You and I didn’t send container loads of plastic bags and garbage to the Philippines.

We did not! Somebody did and because there is no way of tracing where it all came from, you and I are going to pay for it. The irony of the container garbage debacle is they are going to incinerate it in a clean burn energy facility at Vancouver. Well d’uhh?

Isn’t that what many of us have been advocating towards for years? Isn’t that what Evergreen Environmental, the jointly owned municipal waste facility at Minnedosa has been trying to get done?

Turning to more serious matters, my wife and I were out for dinner in Winnipeg last Friday to celebrate her birthday with family. On our way back to our hotel room, we passed a spot on Sherbrook Street where there was huge police presence. It was the scene of Winnipeg’s 22nd murder in 2019. Turns out that the accused

had pleaded guilty to manslaughter about 10 years ago and reportedly served 18 months in jail. My question is, considering we don’t have capital punishment in Canada, why do people who kill other people ever get out of jail? If someone is found guilty of killing a person in a nonaccidental fashion, they can stay in a prison forever in my view. Prison farms, prison factories, whatever, but in prison. Period.

I have the same view for sex offenders, especially repeat offenders.

Why should we be subjected to news releases that openly state that suchand-such a person is being released from prison and is likely to re-offend?

If they are likely to re-offend, they should be still in prison.

We have a wide range of problems, but we ignore the simplest of solutions.

1892 - Tornado rages down the Ottawa Valley between Renfrew and Montréal, killing 12 persons.

t’s what most of us have been waiting for, a slow, drizzly day. An all out rain would be wonderful, this is a start. So what to do? I have been sloughing off working on small projects, so this will be the day.

Right after a second cup of coffee and a shot of the news. Watching 30 minutes of that is enough to drive anyone outside!

There were three items that needed to have their tops freshened. It’s wonderful when one has supplies nearly organized. I stripped, sanded and stained the top of an oval side table that has been handed down from a friend, then the top of a half moon side table that has been around so long I don’t remember where it came from, and then the top of a storage unit.

Now, I am fairly proud of that piece. Several weeks ago, I took it all apart to put in a couple of shelves, replacing the drawers that had fallen into despair. It took a bit of thinking, and I will not allow a true woodworker see the final result, however, it works! I even have found baskets that fit into the opening.

Leaving the stain to set and dry, I puttered off. The

ancient indoor-outdoor carpet in the garage has been a stinking eyesore all spring. And really, I mean stinking.

This winter, I realised there had been days too cold for my little dogs to actually ‘go’ outside. Sadly. The carpet was way past cleaning; I did that last year and the year before. The decision, my decision, was to tear it up and out. This meant that stuff needed to be moved, stuff like a fridge and a freezer and storage boxes. Where there is a will, there is a way. And so it came to pass that in an hour, with the use of a utility knife and what is left of my brute strength, the mission was completed.

Working in the garage progressed to washing down the shelving unit that displays my collection of sad irons, a few pictures, Pete’s mining helmet from the Springhill Mine Museum and the eight quart copper (chrome plated) Revere stove top kettle that was my maternal grandparents’.

This took time, for I recalled the visit to the mine museum and meeting Pete, a retired miner dying from lung disease. He spoke of being trapped in a cave, not once, but twice. Not the big Springhill Bump that changed the community forever, but one in which he and his companions remained in the dark for days. He wanted us to have his helmet, for we cared about his story, and he wanted it told and retold.

And the kettle! I recall it on the kitchen stove, boiling water for the afternoon faspa, the aunts, uncles and cousins filling the old farm home with love and laughter.

Grandma loved it best when most of her 12 children and their families (46 first cousins there!) visited every Sunday.

Looking back on the day, it is with satisfaction and delight that I see progress. And time for myself.

The MCAC Joins CCAC

The Manitoba Colleges Athletic Conference (MCAC) has been accepted into the Canadian Colleges Athletic Association (CCAA) for men’s and women’s volleyball and men’s and women’s soccer.

The Assiniboine Community College Cougars along with the Brandon University Bobcats, Université de Sainte-Boniface (Winnipeg), Canadian Mennonite University (Winnipeg) and Providence University College (Otterburne) will become probationary members of the CCAA in both soccer and volleyball starting June 30, 2019.

The CCAA is the governing body hosting national championships for existing member leagues, the Atlantic Collegiate Athletic Association (ACAA), Réseau du sport étudiant du Québec (RSEQ), Ontario Colleges Athletic Association (OCAA), Alberta Colleges Athletic Conference (ACAC) and Pacific Western Athletic Association (PACWEST). It hosts national championships in 10 different sports including volleyball and soccer. The MCAC will serve two years on probation before being

eligible to compete for a national title in its third year probation, in the fall of 2021 for soccer and winter of 2022 for volleyball.

“Being part of the CCAA is very exciting news. It will help keep high level recruits in Manitoba which will help keep our league competitive,” said men’s volleyball coach Joel Small. “It is every athlete’s goal to compete for a national title in their sport and now we will have the opportunity to do that.”

“It’s exciting for Assiniboine and our league to get the chance to represent Manitoba on the national stage,” said athletics manager Beth Clark. “It’s a great platform to enhance the student athlete experience.”

Bills from the spring session

The spring session of the 41st Manitoba Legislature came to an end on the evening of June 3 with 14 pieces of government legislation receiving third reading and then Royal Assent by the Lieutenant Governor of Manitoba.

Here are 10 of the Bills that were passed into law after being debated since the start of the spring session on March 6: • Bill 2: Amends the Municipal Act to require a code of conduct for members of municipal councils. Code of conduct training is required within the first six months of a member being elected or re- elected.

• Bill 5: Amends the Mental Health Act and the Personal Health Information Act to allow health workers to alert contacts of at-risk patients to lower the risk of patients harming themselves or others.

• Bill 7: Amends the Highway Traffic Act to allow peace off icers to immediately suspend a driver’s licence and impound a vehicle, based on the driver’s blood-alcohol content.

• Bill 9: Creates the Family Law Modernization Act, a three-year pilot project in Winnipeg to test a new family dispute resolution model in which resolution off icers work with families to sort out proper t y, custody and child-support issues.

• Bill 11: Amends the Liquor, Gaming and Cannabis Control Act to allow all retail beer vendors to sell cider and coolers.

• Bill 15: Amends the Liquor, Gaming and Cann abi s C ont rol Ac t to prohibit the possession of more than 30 grams of cannabis in a public place.

• Bill 16: The Budget Implementation and Tax Statutes Amendment Act, 2019 ( BI TSA) reduces the PST to seven per cent from eight per cent.

BITSA also changes the rules regarding taxpayer rebates to parties and candidates for election campaign expenses. Under the amendments, parties and candidates are able to receive rebates of 25 per cent of allowable expenses if they receive f ive per cent of ballots cast. Previ-

ously, they received 50 per cent of campaign expenses back if they garnered 10 per cent of the vote.

• Bill 19: Amends the Resident ia l Tena ncies Act to allow a tenant to end a rental agreement early if they experience sex ua l v iolence. T h i s expands upon the provision allowing for ending a tenancy early because of domestic violence or stalking.

• Bill 21: Creates the Legislative Building Centennial Restoration and Preservation Act, establishing a process to guide the restoration, preservation and maintenance of the Legislative Building.

Annual funding of $10 million is provided for 15 years to restore, preserve and update the building and associated infrastructure.

• Bill 31: Amends the Tobacco Tax Act to increase tax rates on tobacco products to ensure tobacco prices aren’t reduced when the PST is lowered.

I pride myself on having a cordial relationship with the other 56 members of the Manitoba Legislature – no matter their political stripe.

It was touching to hear the last speeches of several veteran MLAs who

indicated they will not be seeking re-election when the next election is called.

Four opposition NDP members – James Allum (Fort Garry – Riverview), Rob Altymeyer (Wolseley), Flor Marcelino (Logan) and Andrew Swan (Minto) – said their goodbyes, as did independents Cliff Graydon (Emerson), Steven Fletcher (Assiniboia) and Mohinder Saran (The Maples).

While we may differ in policy matters and how we go about running a government, I know that all of these MLAs truly care about Manitoba. I want to publicly thank them for their service to the province, and wish them all the best in their retirement or whatever their future holds for them.

I am looking forward to travelling throughout t he const it uenc y over the summer, attending graduations, fairs and festivals and other community events. I hope to see many of you!

also homesteaded. Charles looked after his brothers, farms while Arthur and Bart served in World War I. After the war ended, Charles sold his farm and returned to the Miami area where he worked for a while as a weed inspector in the area attempting to control leafy spurge. Arthur and Bart also returned to the Miami area, where they farmed for a number of years. Charles Junior passed away in 1968.

The advent of plowing with steam engines posed significant problems as the first plows used behind an engine were adopted from animal traction plows. As these plows featured three bottoms at most and usually less than that, most engines had the power to draw multiple plows. How to hook all these plows together and keep them properly trailing behind the engine was a problem. As well, the engines often caused the plow frames to fail.

Charles Hefford Junior was the son of Charles Hefford, who was an early resident of the Miami area. Charles’ father was a boat captain on the Great Lakes who drowned in Lake Superior during a storm.

Charles’ mother remarried and with her new husband and family moved to Nelsonville, Man. In 1877, Charles homesteaded 19-4-6W1. In 1883, Charles married Jane Montgomery and began a family. Charles and Jane later sold this homestead and moved into Miami, however in 1892, they purchased part of 2-5-7W1, which they farmed until 1921, when they retired to Miami.

design plows specifically for steam engines. In 1903, Cockshutt introduced heavy duty three and four bottom plows suitable for mechanical traction. If a farmer needed a plow larger than three or four bottoms, the farmer could hook two or three of the Cockshutt units together by using what Cockshutt called a “jockey rod”. However an operator was needed on each unit to work the levers to raise and lower the bottoms.

Cockshutt then introduced another new plow designed for mechanical traction, the Engine Gang Plow. This design was soon successful and was copied by other manufacturers despite the Cockshutt patient on the design. The Cockshutt design featured a single frame and required only one operator. Cockshutt built a number of models of this design with each model having a different number of bottoms.

June 13, 1929 A very good concert program was put on last week by the A. Y. P. A. and the choir of St. James Church. The choir was assisted by Charlie, Clarence, and Honah Card and Helen Lindsay, who staged a very humorous dialogue; Violin trio by Florence Harvey, Lorne and Harvey Forman; an action song by several little girls and various items by members of the choir. Miss Newman of Bradwardine, also assisted with beautifully rendered solos.

Mr. S. H. Butler, of Brandon, who was already known to Rivers folk as a piano tuner, is now known as a past master of humorous songs. He also brought over from Brandon other artists, M iss But ler, Mr. and Mrs. Rogers, Mr. Moore a nd M r. R a ney, who delighted the audience with a program of a very versatile and high order.

The f ly-past brought into play a helicopter, three Oscars in formation, a Chipmunk, a Da-

kota with glider and three Mustangs in formation.

The weather was ideal and the aircraft f lew low enought to allow watchers from the ground to “ judge” their speed.

Among localities who took an active part in the proceedings were the Rivers Air Cadets – 10 members of which were aboard the glider towing Dakota.

June 11, 1959 At the regular meeting of the town council Tuesday evening, a decision was made to pave that portion of the Oak River Highway within town limits. The provincial G o o d Roa d s de pa r tment presented a cost of $5,200, for paving 6/10’s of a mile from No. 25 highway north through town to the road leading to the cemetery.

The province will pay $4,000 and the Town will pay only $1,200. The Good Roads department also recommended the paving of 2nd Avenue East from Main St. to Brunswick Avenue.

Town secretar y was instructed to write to nine Manitoba tow ns served by public water

systems requesting their water rates. It is expected water rates here will be increased in the near future.

Police recommendation brought a decision by council to place a stop sign at the corner of 3rd Ave., West, and Ontario St. and a playground sign at the entrance to the fair grounds, limiting traffic to 15 mph.

Heavy traffic on 3rd Ave., west to the fair grounds, creates a dust problem for residents in that area. Complaints were made to police regarding excessive speed by motor i st s on t h i s street.

June 12, 1969 At a wel l at tended nominating convention, held Thursday, June 5, charged with enthusiasm and optimism, Virden New Democrats chose 57 year-old Ralph Rowan, Elkhorn District farmer, to be t hei r st a nd a rd bearer in the forthcoming provincial election.

Mr. Rowan father of three boys and one girl, has been active in the Manitoba Farmers Union for the past 17 years and is deeply concerned about the plight of the farmers and small businessmen.

Mr. Rowan was chosen in a two-way contest over Mr. Peter Galawan, a young farmer from the Oak Lake area.

of Cockshutt-Avery. When the Cockshutt patents on the engine gang plow design ran out, Avery began building the plow directly.

Avery made a significant improvement to the Cockshutt engine gang plow design with the development of a power lift system. This system was made available to Cockshutt and was fitted to plows to both Avery and Cockshutt plows. This system allowed the tractor operator to raise and lower the plow from the tractor and did away with the operator

on the plow. It appears that with a number of gas plowing outfits, the tractor operator was also required to work the levers lifting and lowering the plow. This required the tractor operator to cross back and forth between the tractor and plow while the outfit was in motion.

Turning the outfit at the end of the field would have been quite a gymnastic feat between crossing back and forth to steer the tractor while lifting and lowering the bottoms. The auto lift allowed the operator to remain steering, while simply pulling, when necessary, on the rope controlling the auto lift mechanism.

The five bottom Cockshutt plow in the collection has the

auto lift fitted to it. The plow, when donated, came with a set of breaking bottoms for the plow in addition to the wheat land bottoms, that are fitted to the plow. Breaking bottoms have quite a different shape to them in comparison to wheat land bottoms as they are longer and narrower than wheat land bottoms.

This plow also demonstrates the evolution of Cockshutt design, as this plow is fitted with a break away feature to prevent damage in case a bottom hit an obstruction. This simply consisted of a 3/4 inch diameter wood dowel that broke at a certain pressure. So if a bottom hit a large stone or some other obstruction, the dowel would

break before some part of the plow did and let the bottom swing upwards to clear the obstruction. The plow bottom was fastened to the main plow beams by a “C” shaped short beam section, which is held to the main beams by a bolt with the wooden dowel ahead of the bolt. When the dowel broke, the bolt acted as a pivot point, allowing the bottom to swing upwards. The bottom could then be dropped back in position by the farmer, a replacement dowel inserted into the mechanism and plowing resumed. Previous Cockshutt plow designs did not have this feature which lead to damage being suffered at time by these designs.

Obituary BRIDGEMAN Marjorie Louise Bridgeman (McLaughlin) passed away on May 30, 2019 at the Riverdale Personal Care Home, Rivers, MB. Marj was born on September 26, 1923 in Winnipeg, MB. She was the daughter of Thomas and Louise McLaughlin, and grew up in the Moline area.

Marj married Bill Bridgeman on June 18, 1942. They farmed in the Moline district until 1993 and continued to live on the farm until they moved to Rivers, MB in 2001. Marj was an active member of the community as a 4-H leader for 10 years and the secretary / treasurer of the Rapid City Ag Society for 17 years. She was also the Moline news correspondent for the Rivers Gazette and Minnedosa Tribune; faithfully submitting the local news every week. Marj enjoyed playing cards, dancing, curling, baking, reading, gardening, and a good laugh with family and friends.

After Bill passed away in 2002, Marj continued to live in Rivers until 2013, when she moved into the Souris Personal Care Home. She relocated back to Rivers in 2015, to the Riverdale Personal Care Home, where she was closer to family and friends.

Marj is survived by her children: Norman (Beverley) Bridgeman; Bev Newitt; Phyllis (Rod) Veitch, nine grandchildren: Cindy Nolan (Carter); Chad Bridgeman (Valeska); Marty (Kat) Bridgeman; Dallas Bridgeman (Kathy); Bruce (Jen) Newitt; Sheri (Brad) Cholin; Becky (Brent) Ericson; Trevor (Kerry) Veitch; Ryan (Christa) Veitch; 17 great grandchildren, and 7 great, great grandchildren.

She was predeceased by her husband Bill; parents Thomas and Louise; sister Anne; brothers Ray and Jack; and son-in-law Barry Newitt.

A service to celebrate Marj’s life was held at the Rivers United Church on June 5, 2019, with Glenna Beauchamp officiating. Interment followed at the Rapid City Cemetery. In lieu of flowers, donations in Marj’s memory may be made to Diabetes Canada, 800 Rosser Ave, Unit 1A Town Centre, Brandon, MB, R7A 6N5, the Riverdale Personal Care Home Rivers, MB R0K 1X0, or to a charity of one’s choice. Rm of Oakview council minutes

The Machinery Committee reported that the utility trailer was purchased.

Councillor Hyndman reported on the Minnedosa EDC meeting he attended and

that some controlled burning has been completed in Rapid City. Reeve Fortune and Councillor Wilson reported on the Mid-West Planning Board meeting they attended.

Change in personnel for the district was discussed.

Areas where scrub is to be removed are being mapped out by public works personnel.

Public works supervisor,

Melvin Alex, reported on the condition of the roads in the municipality and reported that some smaller, older culverts need to be replaced. Areas where scrub cutting should be completed and high traffic areas that require more maintenance were discussed.

Gravel testing and stripping at gravel pits were discussed as well as developing a policy for cleaning out ditches in the municipality. Projects to be completed in Rapid City were also discussed with the public works supervisor.

The 2019 Financial Plan was passed.

A plan for replacing Rapid City water lines is to be developed.

The C.A.O. met with Travis Parsons, from the MWSB, to discuss the tendering for the GenSet for the Rapid City water treatment plant.

Rapid City rink-The re19055SC0 inspection report was received from the engineer on May 7, 2019. The report is to be reviewed by Council and shared with the Rapid City Rink Board.

Rapid City Beach & Reservoir Committee- the Public Works Supervisor informed Council of information received at the meeting he attended on May 3. Improvements for the Rapid City campground were discussed.

High speed internet-Councillor Hyndman updated Council regarding sign-ups in Rapid City for the service.

Westman Communications Ltd. are to be contacted to obtain further information for Stage 2 of the proposal.

Property standards-an officer from Commissionaires started on May 2. The officer is to be given information received from Mid-West Planning in regards to properties that were not in compliance.

A request for proposals to demolish the building and level the site at #2 Limit Street in Oak River is to be sent out and work to be completed by July 15, 2019.

A special meeting was held Thursday, May 9, 2019 via conference call to give second and third reading to the tax levy by-law.

May 21 meeting The C.A.O. reported on the Blanshard CDC meeting that was held on May 9, 2019. Requests for proposals were sent out to lease/sell the former building known as “Shenanigan’s Restaurant” in Oak River.

Rapid City Waterline replacement -the project funding

request for water and wastewater renewal was reviewed with Council.

Rapid City utility-information received regarding the water rate study was reviewed.

Rapid City Lagoon and lift station -quotes for repairs at the Rapid City lift station are being obtained.

Council will apply for a grant from the Building Sustainable Communities Program to supply and install tin for the south side of the Rapid City rink and to complete repairs on the west end of the facility.

Property standards – An officer from Commissionaires is starting to enforce the property standards by-law.

To have hydro removed from the property at 2 Limit Street before demolition, trees on the site and information received from a contractor was discussed.

Organizational reviewinterviews were completed with Council members and full-time staff.

Computer upgrade-a-quote from Infometrics Network Data Solutions was received and reviewed.

Rapid City Fire Department requested permission to use land by the rodeo grounds for an extrication demonstration in conjunction with the Rapid City fair. Council suggested that the extrication be completed on the street in front of the Rapid City Fire Hall.

An inquiry if the Oak River utility rural waterline could be extended was brought to the attention of Council.
