ast month, the release of the federal budget meant that details about the government’s support for the news media industry were unveiled. Despite the assertion that it would be something else, it looks like a program designed to benefit the country’s largest corporate newspaper chains.

The biggest part of the five year, $600 million program is a 25 per cent refundable tax credit for salary or wages paid to eligible newsroom employees. To be eligible, the organization must be a Qualified Canadian Journalism Organization (QCJO), and this where things start to get a bit sticky.

In order to be a QCJO, the organization must meet Canadian ownership or board director requirements. It must also be primarily engaged in the production of original news content, in particular, matters of general interest and current events. Fair requirements if we want to support Canadian journalism. In order to obtain QCJO designation, the news organization must apply to a committee established by the government and argue their case. This is an uncomfortable situation for those concerned about journalistic independence, either in perception or reality.

Looking through the details surrounding this tax credit, we begin to see just how weighted it is towards propping up the status quo at large corporate chains. To start with, in order to qualify for the credit, the organization must be a QCJO and regularly employ two or more journalists. This

It rules out many community papers, which are often their community’s only source of news, but might not be large enough to support two or more full time staff members who spend more than 75 per cent of their time solely dedicated to the production of news content. The organization must be engaged primarily in the production of written content, which maybe wasn’t necessary, as the rules also explicitly state that any organization considered a “broadcaster” under the Broadcasting Act isn’t eligible.

Community papers aren’t just shut out by the staffing requirements, but also because any company that receives funding from the Aid to Publishers component of the Canada Periodical Fund, which is claimed by almost all community newspapers that circulate by subscription, is ineligible.

The sting is that the wage subsidy doesn’t require the hiring

of additional staff or expanded coverage, it just pays papers for keeping the staff they already have.

I believe in the value of community newspapers in printed form, but that doesn’t mean I don’t also see the value in the new and innovative ways people are trying to bring the news to their communities. This program does nothing for the hardworking and dedicated Canadian journalists who have chosen to inform their community through the operation of online news sites, TV, radio or podcasts. Not only has this program put publishers in the position of having to be deemed worthy by a government-appointed board, it has done nothing to combat one of the major problems facing the industry— the unequal treatment between Canadian companies and American tech giants. In 2016, Facebook and Google accounted for 72 per cent of Canada’s $5.5 billion internet advertising market. While Facebook collects Canadian sales tax on ad purchases made at their physical offices in Canada, ads purchased online and all those purchases on Google aren’t subject to taxation, putting the smaller Canadian media companies at a significant disadvantage.

In announcing the program last fall, the federal Government said it wanted to support news coverage in under-served communities, but almost and nothing about this program encourages local news organizations, in any format, to start, keep going, or grow. It seems to be just another case of more support for the status quo.

Too many regulations-again!

e Canadians are being badly duped by political parties and by many media outlets. Take, for example, the neat idea for an on-the-lake splash park at Minnedosa. It’s a really neat idea that will be kid pleaser for sure. Not sure if it will be financially viable, as that remains to be seen. What is absolutely mind boggling is a little paragraph in the press release, “…the federal Department of Fisheries and Oceans completed an environmental assessment prior to authorizing the project. Manitoba Infrastructure and Transportation (MIT) have now granted final approval for the business to place the structure in the water this June.” Seriously folks? DFO and MIT have to approve such a project.

Governments should be embarrassed to even be asked about such a simple children friendly initiative. To think we actually pay civil servants to check this stuff out is a sad commentary.

Another example is the whole recycling industry in Manitoba. The two cent container tax is a joke. All that money is collected, the bureaucratic cut is absorbed and then some money is sent out to towns, cities and municipalities. There is no incentive to make recycling viable. The people who do the recycling, that is the businesses and households, get nothing out of it. Because there is little or no incentive to recycle cleanly and effectively, thousands of tons of potentially valuable material gets contaminated and ends up in

Ken Waddell the landf ills. Media and governments will tell you how wonderful recycling is, and it could be, but they don’t really mean it or the system would change. Recycling in Manitoba needs a complete overhaul and until that happens, neither industry nor individuals will be able to afford embracing the concept.

Perhaps the reason that we have so much bureaucracy and so little efficiency in so many parts of our society is rooted in our political party structures. Fresh-faced and eager, well intentioned men and women enter the political arena. They think they are going to make positive changes and sometimes they do. The problem is that, once elected, they are told how to vote. The leader, backed by a bunch of hired help, make all the decisions. The MLAs, or caucus, is informed of decisions on a “need to know” basis. If MLAs, of all political stripes, are truthful, they will tell you they have little input into policy.

Their only hope is that the leader and the hirelings happen to agree with their views. Dissent is not allowed.

The leaders approve a candidate’s nomination and so it’s a matter of

toe-the-line or don’t bother running again. Sadly, many candidates have learned that the hard way.

I feel that leader-approved candidates is not the way to go. I know parties and leaders don’t agree, but it should be up to the individual constituency voters to decide who the party candidate will be. If an elected politician screws up by saying or doing something that is considered wrong, it’s the individual constituency voters who should decide their fate, not the leader, in my view.

Like a lot of Canadians, I am tired of a make-believe, play-time democracy. If we had a true democracy, we would have a lot less bureaucratic waste, a lot more eff iciency and governments that would more closely ref lect the views of the voters.

I have learned that it is the times of solitude that strengthen me to be not alone! Our regular monthly meting was held on Thursday, Mar. 28, at noon at Lee’s restaurant. We had some interesting ideas for future Chamber events and promotions. One thing that we tend not to promote enough is the use of Chamber Bucks as gift certificates. These “Bucks” can be purchased from the Chamber in amounts of your choice, and given out as gifts or prizes. They can then be spent at any member business, who are all listed on the back of the “buck”. This gives the holder of the “buck” a wide variety of options as to where to spend their gift. Where am I?

out of things to think about of my own imaging, I draw from the well of memories of things said, experienced or read. There are some empty moments in my life. I make room for them. Schedule them, and welcome them. Times when I simply close my eyes to the world around me and drift to a safe place, another realm, and meet the me I aim to be. And the empty moments are filled with calm, promise and fulfilment.

“I want to know if you can see beauty even when it’s not pretty, every day, and if you can source your own life from its presence.’ This world in which we live has a concept of beauty of something that is pleasant to look at, or be with or experience. Another saying is that truth is beauty. We know that not all truth is beautiful. The truth is that we are all going to die. For most of us that is not a thing of beauty. Not through earthly eyes. There is beauty in death.

There is a calm acceptance of the finality of this journey, there is, for some, an anticipation of life after death. When in a room, awaiting death, there is beauty in the love surrounding the one who is dying, in the care and concern, the sense of appreciation for all that the individual has offered to others, and their gifts, heightening the sense of loss, but oh, so beautiful to behold. Tenderness, devotion, infinite patience and endless love. Not where I ever expected to meet beauty.

Too often we measure this world by the things we can see, or feel. My world is so much more. It is the deep quiet thoughts, it is my faith. It is the support of family and friends, shared tears and laughter. It is the freedom to be alone, but never lonely. to ideas from other groups that may want to take part by providing entertainment or food etc.

Other events to watch for are the annual Rivers Fair July 2 and 3, Laxdal Hockey School July 29 – Aug. 2, and the Rivers Comets hosting Provincial AA baseball championship Aug. 9-11. In case you haven’t heard yet, the Rivers curling Club has started a buzz by announcing they will host the 2020 Manitoba Scotties Provincial Ladies curling championship from Jan. 28 to Feb. 2, 2020.

We were very pleased to hear of the expansion of Redline Transport, who besides having recently opened their new shop, have added two new units to their fleet and also 2 new drivers. Redline offers a hopper bottom service to move grain and other dry commodities. Congratulations Redline!

Carols Time Again Treasures informed us of a new phone number for the business, that being (204) 761-3413. It is also listed on their Face Book page. You can check out the Chamber Facebook page to see the bio’s for many of our member businesses and more will be added in the near future.

World Day of Prayer

By Lilliane Dupuis Rivers MB On Friday, March 1, 2019, the parish of the Immaculate Conception hosted the World Day of Prayer with St. James Anglican Church, the Rivers United Church, Rivers Community Church and Zion Pentecostal Church Participating.

Cougars national champs!

Submitted IMA newsline The Assiniboine Community College Cougars claimed the North American championship in the final game of the American Collegiate Hockey Association Division 2 held in Frisco, Texas.

The Cougars spent most of the final game clinging to a slim lead against their opponents from the Minot State University Beavers, a team highly favoured to win but hindered by numerous penalties.

The Cougars have been a Cinderella story at the tou r na ment a nd t hat theme continued in this final. The team was eliminated early in their first ACH A Championship appearance last year in Columbus, Ohio. A loss in their first game made it statistically impossible to advance. This year the little team from Assi n ibione Com m munity College, a realtively small technical college in semi-rural Manitoba, boasted a perfect 4-0 record heading into the final matchup. The Cougars were defeated in six previous games against the Beavers last season, the team ranked first in the ACHA Western Region.

As the final game unfolded, the Beavers seemed to lack the confidence and speed for which they’d been known. The Beavers

were never able to recover from a first period goal by Simone Turner-Cummer and ended up narrowly losing 1-0. There were times after puck-drop when Minot showed some of its old f lair, including a quick shot twelve minutes into the game that just missed the Assiniboine net.

The problem came with M inot’s frequent t r ips to the bench. A call for roughing at 10:14 sent a Beaver player to the bench for 2 minutes. Another call for an illegal bodycheck at 13:39 once again put Assiniboine on the power play. That’s where Simone Turner-Cummer slipped one past the Beavers goalie.

Cougars’ captain Mariah McCue picked up the assist. The play became more physical in the second with several players taking hard drives into the boards.

Cougars’ Sam Christensen went to the bench at 10:14 of the second but the Beavers couldn’t defeat Assiniboine’s excellent penalty

killers. Minot was back in the penalty bench for tripping at 13:45. Assiniboine didn’t score but the penalty ate up precious time needed for a Minot comeback. The Beavers’ failure to keep out of the box became a serious problem in the third.

Minot’s journey to the box began with a tripping call at 9:48. The team then took a hooking penalty at 16:22 and an illegal crosscheck at 17:39. Combined, these two briefly gave the Cougars a 5 on 3. Even a late Cougars’ penalty at 18:20 against Haylee Andersen for tripping merely returned the Cougars to an ordinary 5-4 Power Play for almost the remainder of the game. Minot seemed stunned by the result and the energized Cougars’ defense kept the Beavers from posing any serious threat in the dying minutes of the game.

Among the less celebrated parts of the Cougars victory was the strength of goalie Marley Quesnel.

From puckdrop to final buzzer, Quesnel was steady, agile and almost technically perfect with only one exception midway through the first when a fumbled puck almost leaked past.

At the buzzer, the scene on the ice was pandemonium. Cougars’ players embraced one another, some overcome with tears and expressions of astonishment at what the team had accomplished. Coaches and officials joined the players and following the game, tributes poured in on social media, including from former NHL player Sheldon Kennedy, from the Brandon Wheat Kings WHL team, and from the Brandon University Bobcats. The team landed in Winnipeg on Monday for a formal visit with the premier, Brian Pallister, at the Manitoba Legislature.

It takes afewyears beforethesegalls mature and then they appear as hard, black 10 to 15cm (4 to 6 inches) and may be somewhat ruptured. When mature these galls will release a huge amount of spores which of course results in a rapid increase of infections.

The fungus will continue to grow internally and externally on the tree until the branch eventually becomes girdled and dies.

Ideally, to control black knot, infected areas should be pruned in early spring when plants are still dormant and before

this by removing any damaged branches and then finally remove any duplicate tissue. It is important to visualize what the future growth of the tree will be to ensure the best possible removal of branches.

One of the best things to deal with at this time of year is Black Knot which is caused by the fungus Apiosporina morbos. It predominately affects trees and shrubs that belong to the genus Prunus. It appears first a s a small area on a branch that seems to be slightly swollen. This swelling

the spores are spread. Prune infected branches 15 – 20 cm (6 – 8 inches) below the swelling tissue or the knot itself. Cutting blades should be cleaned and disinfected between cuts to ensure that spores are not

April 4, 1929 It is only a matter of time before air carried mail will be more or less a general thing, all over Canada,.

Certainly in the QWest here the principle cities from Winnipeg to the coast will be linked up. It has not yet been decided as to the definite routes, but a survey of the map would lead us to suppose that Rivers is in direct line for the principal one and preliminary steps should be taken to bring this fact before the proper authorities. Much of the mail will be night travelling and our town is and ideally situated landing place, with long level stretches east and west of the town site. An electric marker or mooring light could easily be put up here and we know all local assistance would be forthcoming to help this project along.

April 6, 1939 Member of the Rivers Golf Club met in the Council Chamber on Tuesday evening, for the purpose of organizing for the coming season. There was a fair attendance and an interesting meeting with G. M. Henderson in the chair.

The matter of fees were discussed, and finally set as folllows: Man and Wife, $, each additional dependent member of the family $1.

April 7, 1949 Possibility of an efficient garbage disposal system and under of contract, was outlined at a meeting of town council on Monday night, by councillor E. Hurry.

This service, he said, would carry an all-year

guarantee and the problem, so far as the council was concerned, would be solved by such a contract.

The concerned organization is at present looking after the garbage disposal at the two armed services camps - Rivers and Shilo.

It would be found reliable and obliging.

Council will investigate the possibilities with a view to entering into the contract, as soon as was possible.

April 2, 1959 Teachers salary schedules were negotiated at a meeting held in the school, Wednesday March 25.

A verbal agreement on salary increases concerning teachers from grades one to eight was reached. a previous agreement contained a basic salary of $2,500, with five yearly increments of $100. Maximum salary was under the old schedule was $3,000.

The new agreement contains a basic salary of $3,000 with five yearly increments of $125. Maximum salary under the new schedule is $4,000.
