A beef with meat

E

very hero needs a villain and it seems that farmers are unknowingly being cast into that role. At the end of July, New York-based company, WeWork, announced they would no longer support the consumption of meat. Not only would they not serve red meat, pork or poultry to their 6,000 workers at company events, they will no longer reimburse employees’ expense claims for meals which include meat.

WeWork’s co-founder and chief culture officer Miguel McKelvey said in a statement, “New research indicates that avoiding meat is one of the biggest things an individual can do to reduce their personal environmental impact.” He further wrote that the meat ban is an effort to reduce the company’s carbon footprint.

WeWork is a strange combination of a tech and real estate company. It offers co-working spaces around the world; essentially, they negotiate long term leases from landlords and rent that space out to short term tenants.

While often described as a technology company, WeWork is really an international real estate company.

There are lots of holes in this save the planet rhetoric.

Window of opportunity to complain is closing

A

s of Tuesday of this past week, nominations closed for mayor or reeve and councillors in our cities, towns and municipalities. Candidates had until Wednesday to change their mind and could withdraw, but only if there were enough candidates to fill each seat. In other words, if a council has six members and only six filed papers, a candidate can’t withdraw.

So with the passing of the deadline on Tuesday, a window of opportunity to voice complaints closed. Coffee shops across Manitoba are full of people with opinions, but there are few who actually step up. The fact that many seats are not even contested and that tons of seats are acclaimed shows either satisfaction or apathy. There are many situations where people are quite happy with the performance of their council members.

However, there are many situations where people are very unhappy with a council, a councillor, mayor or reeve and there is no resistance raised to their re-election. If a community isn’t truly happy with their elected officials, it’s pretty sad really, if all they can do is complain.

Rural Manitoba is changing and has been changing for years. The number of farms has been declining for decades.

The 2011 Census of Agriculture counted 15,877 census farms in Manitoba, a 16.7 per cent decrease since 2006. This compares to a 10.3 per cent decrease at the national level. A census farm is an agricultural operation that produces agricultural products intended for sale.

Just as an example, the RM of Rosedale peaked in population in 1941 at 3,781 people. It dipped to 1,658 in 2006 and came back up a bit in 2016, to 1,672. The increase from 2006 to 2016 can likely be attributed to an influx of people into Rosedale living on smaller acreages where the farmsteads were once part of a larger farm.

Some Manitoba towns have grown, some have disappeared. Whether they have grown or whether they have disappeared has depended on only two things, outside forces and internal management. The outside forces, such as declining numbers of machinery or car dealers, can’t be influenced a lot except to say that local loyalty needs to be enhanced. It’s no secret that a person can buy a car, truck or tractor anywhere they like. If they don’t buy local, the question needs to be asked, “Why?” Is it price, selection or a preference for a different dealer experience? That’s something local people get to decide, but there are always consequences with a choice.

The internal management is almost totally up to the local voters and councils.

They have the say in determining how a community rolls. If a major employer

comes to town, that is good, but how the growth is handled is a big question.

If major employer leaves, how is that transition handled?

If we look at history, an example from Neepawa’s history shows that from the 1940s to 1960s, the salt plant was a major employer. The plant closed and the buildings and land were turned over to the Town. The Town then turned it all over to the Neepawa Centennial Project Inc, a community corporation that turned the salt warehouse into the Yellowhead Centre Hall, the mill building into the the lobby and dressing rooms. The arena was then added on.

Forty-six years later, the result is the Yellowhead Centre and in contrast to many communities, it only carries about $100,000 in debt, as a result of recent upgrades to the arena.

Running a community is always a matter of balancing internal and external forces.

I never thought that another town would hold the same place in my heart as Reston, but I was wrong.

he wee lass was asked to put on pants. She was used to the comfort and ease of shorts, but the weather required warmer clothing. Her choice was to put on her pants or not go to the playground. Putting on pants won. As she was trying to put them on as she remained standing, she listed severely and slowly toppled over. The voice was clear and concise –‘ this is not a good day.’

I thought about that. To a child of four, putting on pants and tumbling over makes the day not good. It is her perspective and she is entitled to it. She shook off the emotion and enjoyed the afternoon.

There are days that many of us feel could be better. The day the car dies, or a pet!, stress at work, ill health, tight finances, - many factors contribute to not a good day day!

Some things are truly minor and we should shake it off and enjoy the playground.

One of the men from our framing community, when asked how things were going, would cheerfully reply –‘could be worse!’. As the conversation would continue and some of the facts of his day unfolded, one wondered how it could be worse. Knowing that of course it could be worse. We were all upright and speaking.

Another, older than me, gentleman would always say-‘ as long as you’ve got your health.’ When I was young I had no idea of the deep truth to that saying. The older I get the better I understand and appreciate that truth.

When one has set backs and failures there is a chance of a successful redo if you have the health to work hard and dig in. Most times.

There is a difference between a day being the worst day of your life- and that changes as we age!, and not a good day. When I was young the worse day of my life was a variable- failed an exam, broke up with a boyfriend or fought with a best friend, to, indeed the day the family dog died. As I got older, it took an event of greater impact to make a worst day. The day I recognized that my first marriage was toxic and I needed out. The day a child struggled with our definition of normal. Then, the day that ended the competition for the worst day forever, the

I go back to the original scene. A little girl wanting to go out to play but needing to put on her pants first, and then the frustration of the fall. She did go play and had a wonderful time. I want to learn from that. I want to remember that when things may not be going my way, to put on my pants and go. The day will get better if my attitude does. Most times. They would like to invite all of Rivers out to welcome their visiting teams from Dauphin, Brandon and Souris. The actions will take place at Rivers Quarry Sports Park on the East end of town.

Explaining the HMC review Baseball diamond update Mayor Todd Gill Riverdale Municipality

HMC Management Inc. is a professional business planning and development firm that consists of two partners. Larry Lang and Dean Yaremchuk have maintained a partnership for over 30 years formalizing, HMC Management Inc. in 1998. Together they offer consulting services for Human Resources reviews, Organizational reviews, Integrated Planning and Organizational Development.

Since municipal amalgamation and the creation of Riverdale Municipality there have been questions and concerns identified by Mayor and Council as to the organizational structure of the new Municipality. The concern being although we have good people within our Human Resources, do we have the right job positions and the right job descriptions, are we competitive in our compensation packages? Do we have the right people doing the right things to create efficiencies and be effective in providing services within the municipality? Although council may have had some opinions and

suggestions, it was clear that an independent review was required in order to resolve the concerns. In 2017, our Riverdale CAO was instructed to source out consulting services for the possible restructuring of Riverdale Municipality.

In early 2018, the Riverdale Municipality Organizational Staffing/Structure/Salary/ Performance Review commenced. The review consisted of a very thorough review of existing policies, by-laws, staffing structure, operation and practices of council etc. In addition, there were personal interviews conducted with each staff member and members of council. The HMC Review was a time consuming process for all involved. When the overview of the review was presented to the council April 19/18 it was clear that the review was thorough and that although we as council may have envisioned some of the finding we now had an independent vision with supporting data in a document that we could study and move forward with.

One the past several months council and CAO have worked to review, clarify and make amendments to the

Although the amendments were few, there was attention to detail to be satisfied that the restructuring was well suited to Riverdale municipality as we know it. Slowly council/ committee reviewed and and agreed wth the new work force structure, job descriptions, compensation packages and finally individuals to fill the positions. Very soon our new organizational chart will be posted on our website for your information.

The past term of council has been a term of accomplishments to say the least.

This HMC Review and the restructuring of the Riverdale Municipality may prove to be the most beneficial initiative of the municipality moving forward. This restructuring will provide Riverdale Municipality with the base it needs to be sustainable well into the future as it relates to not only meeting obligations to the Municipal Act but certainly to providing services to the residents of our community.

Human Resources will always be a crucial component to the successful development of any community.

The R ivers Baseball Association was created in July of 2016 as a partnership between Rivers Minor Baseball and the River Comets Baseball Club for the purpose of working together to continue to build facilities for all ages to play the great game of baseball.

This summer one of the adult softball teams has also joined with us to help support the cause.

In the fall of 2017 the association and Rivers Minor Baseball were able to secure funding from R iverd a le Mu n ic ipa lity, the Rivers and Area Community Foundation, and the Brandon Area Community Foundation we were able to begin construction of a diamond north of the UCT Diamond. We have the infield and backstop already in place, and dugouts will be constructed this summer, and fence to be added to the end of the dugouts.

This diamond has been built so that kids from the age of nine all the way to senior men are able to play on it. In order to do

so we will be purchasing 1100 linear feet of portable fence that will allow us to set the fence to an appropriate distance. Our goal as an Association is to purchase this fence this year at a cost of $22,000 in order to apply to host the 11U Midwest Regional Tournament and the Senior AA Provincial Championship in 2019, and to build towards hosting a kids Provincial Championship in 2020. By completing the diamond and beginning to host events we will then be able to take the profits from these events and invest them back into Capital Projects with a minimum of 75% of the profits from these events being held at the park allowing us to not be asking for community support each time there is a project to be completed, allowing the 100 plus kids playing minor baseball in Rivers have facilities to play on.

In order to make this dream a reality, we need your help. We are launching the “Buy a Foot Campaign” to raise money to

cover the project. For a donation of $20, you can purchase a foot of fence.

A new school year is exciting, while the thought of summer coming to an end can be bittersweet. During the summer months maintenance and custodial staff have been painting and preparing our schools for a new school year, teaching staff have come in during the summer months to ready programs for the school year, and the buses are shiny and ready to transport students to school for a new school year. The Rolling River School Division began

Manitoba Public Insurance and police partner to keep children safe

School zone safety top of mind: Manitoba Public Insurance and police partner to keep children safe With Manitoba students now settled back into their school routines, Manitoba Public Insurance and Manitoba’s police agencies are sending a reminder to all drivers to stay vigilant in watching for children and driving with caution, particularly in school zones.

In addition to raising awareness about school zone safety, Manitoba’s public auto insurer is once again partnering with law enforcement agencies throughout the province to fund enhanced enforcement activities in and around schools over the month of September.

Now in its sixth year, funding of approximately $70,000 will assist eight police agencies in enhancing their patrols around schools in the mornings and afternoons when pedestrian activity and school bus/vehicle traffic volumes are heaviest. Participating agencies include the RCMP and police services in Winnipeg, Brandon, Winkler, Morden, Ste. Anne, Rivers, and Altona.

“Combining public awareness about back-to-school safety with the high visibility of police enforcement serves as a reminder for all motorists to slow down and drive with care in school zones,” said Satvir Tkachuk, vice-president responsible for Corporate Communications, Manitoba Public Insurance.

Over the past five years, participating police agencies have issued more than 5,000 provincial offence notices to motorists for various infractions ranging from speeding to use of a hand-held electronic device while driving, and failure to stop at pedestrian crosswalks and other traffic control devices. Last year, participating police agencies monitored a total of 124 dif-

ferent school locations in both urban and rural communities.

Photo radar speed enforcement in school zones is not a part of this partnership initiative.

"The nature and sheer volume of these offences is concerning because they put our children at risk,” said Tkachuk. “Through this public awareness and enforcement campaign – along with our support for the school patrol program – our goal is to ensure that all of our young people can safely walk or cycle to school and home again without risk of being injured in a motor vehicle collision.”

SpeedWatch program To assist with school zone safety and heighten awareness about vehicle speeds, Manitoba Public Insurance also offers speed reader boards to community organizations and school parent advisory groups through its popular SpeedWatch program. School or parent groups can borrow the equipment at no charge to help raise motorist awareness about speed limits and vehicle travel speeds as they pass through school zones.

Important Back-to-School Safety Tips!

For Drivers:

Look well ahead to spot school buses and school zone signs; reduce speed in school zones, and wait for children to cross completely before proceeding.

Stop at least five metres behind a school bus when the upper red lights are flashing, and do not proceed until the "stop sign" is closed and the red lights stop flashing. Motorists travelling in both directions must stop for the school bus, except if the road is divided by a median.

Scan under parked cars for the feet of children approaching traffic, and make lane changes early to allow room for children on bicycles, skateboards or roller blades.

For Parents: - If you are driving your children to school, drop them off in a safe area, away from traffic; use a designated dropoff zone, if the school has one.

- Talk to your children about traffic safety and the importance staying alert to the traffic around them. This includes staying off cell phones and other electronic devices and being smart pedestrians.

For Children: - Cross only at intersections whenever possible, preferably at those controlled by patrols, signs or traffic control signs.

- When crossing the street, make eye contact with drivers to be sure you are seen and cross as quickly as possible to minimize time in the roadway.

September 20, 2003 Rivers Water-Ski Club had a very exciting season this year. Training began as early as April 25 for some avid skiers, with regular training sessions or g a n i z i ng i n n Ju ne.

RM of Pipestone to build man-made lake In the fall of 2018 the RM of Pipestone Council will initiate Phase 2 of their Recreation Development Area. This will include a man-made lake in the town of Reston. The lake will be utilized for activities such as swimming and non-motorized water sports.

The lake will be created in a location adjacent to the Reston campground, golf course and spray park. Approx. 226 ft. in diameter, with a floating dock and slide in the middle.

The RM of Pipestone Council has committed $250,000 to the project and an additional $50,000 has been acquired from the Province of Manitoba though the Community Places Program. The RM of Pipestone Recreation Development Committee will proceed with fundraising and accumulating sponsorships in order to achieve success in the project.

A sponsorship package will be available in the coming weeks.

The creation of this green space will add accessibility to the region for recreational and

tourism opportunities. “This is a green and affordable option to create accessible recreation, provide employment through trained summer staff for swimming lessons, while maintaining an affordable option for families and community members to participate in recreation that does not exist in the region,” stated Tanis Chalmers, Manager of Economic Development, RM of Pipestone.

The RM of Pipestone will become a one stop shop for summer recreation including a full-service campground, spray park, man-made lake and golf course facility. “The impact on our communities economically will be dramatic through the increased traffic

in our business and tourism sectors. This is an opportunity for sustainability and growth for the tourism and business sectors of our region,” informed Tanis Chalmers, Manager of Economic Development, RM of Pipestone.

The local population has been actively discussing the options for a pool over the past 30 years with many differing options. When the idea of an artificial lake was discussed there was optimistic response and excitement that this project would be successful. It is a unique and affordable option to provide a new service to the region. Development costs are a minimal, the annual deficit is minimal and the ability to hire staff is more effective than that

of a pool. Construction is set to commence in September 2018 with an estimated opening of Summer 2019.
