A small price, big payoff

M

y dad was born in 1931 and as a child, he never learned to swim, his mother wouldn’t let him. She wasn’t afraid he’d drown, she was afraid he’d contract polio. The fearful disease could be spread by infected water and left tens of thousands of Canadians with some degree of paralysis.

The virus permanently damages the nerve cells that control muscles and while it can infect people of any age, it poses the largest risk to children under five years of age. Canada had its first case of polio in 1910 and in the following 60 or so years, public heath departments tried unsuccessfully to contain the outbreaks that sprung up each year, usually in summer or fall.

In Canada, the virus peaked in 1952, when there were nearly 9,000 cases that resulted in 500 deaths.

It was the most serious national epidemic since the inf luenza pandemic in 1918. The Canadian Public Health Association estimates that between 1949 and 1954, 11,000 Canadians were paralyzed by the disease.

The situation started to turn around in 1955, when the Salk vaccine was introduced. Canada had its last major polio epidemic in 1959, when nearly 2,000 patients were left with some degree of paralysis. In 1962, the Sabin oral vaccine was introduced to Canada and widespread vaccination brought polio under control in the early 1970s.

Canada was certified “polio free” in 1994, which is

The disease has proven very difficult to eradicate and remains endemic, meaning there are a certain baseline level of cases, in Afghanistan, Nigeria and Pakistan.

Additionally, there are 14 countries where outbreaks happen and 13 that are considered at risk. Last month, the world saw just how fragile polio free status is, when a case was found in the Philippines– the first in 19 years. A second case was discovered in late September and the country began a mass vaccination campaign.

For 30 years, the international service club, Rotary International, has been working to eradicate polio and is one of the five partners– along with the World Health Organization, the U.S. Centres for Disease Control, Unicef and the Bill and Melinda Gates Foundation– in the Polio Global Eradication Initiative. This is an

initiative in which all local Rotary clubs participate, which means that Manitoba communities, through the support of their local Rotary clubs, have helped immunize more than 2.5 billion children, in 122 countries, against polio. This global, multi-partner effort has reduced worldwide polio cases by 99.9 percent.

Despite this dramatic decrease, the goal is to completely eradicate the disease. Polio is highly contagious and is spread though stool or droplets from a sneeze or cough. Like many viruses, a person can be infected and only have mild, f lu like symptoms. Someone with the disease is infectious from seven to 10 days before and after the onset of symptoms. The virus persists in the throat for about one week and is excreted for three to six weeks after the patient becomes ill. Not only that, the virus can survive for up to two months outside the body. All factors that contribute to its persistence.

October 24 is World Polio Day and a good opportunity to remember how close we could be to seeing the re-emergence of this disease. Our world is so interconnected, it’s estimated that if the disease isn’t eradicated in the next decade, there could be as many as 200,000 new cases each year. It only costs $3 to fully vaccinate a child– a small price to pay.

he Neepawa Banner has been going since 1989, 30 years this week. The Neepawa Banner now includes the Neepawa Press, which has been going since 1896. The Rivers Banner has been going since 1993 and it includes the Rivers Gazette and the Rapid City Reporter, which date back to 1907.

To say newspapers have changed over the past 123 years would be stating the obvious.

Technology has gone from cold and hot lead set type and sheet fed presses, through decades and decades of change, too many to list. The newspaper business was supposed to die when radios became common in the 1920s. They didn’t die. Newspapers were supposed to die when televisions came out in the 1950s. They didn’t die. Newspapers were supposed to die in the 1990-2000s, when the internet and then cell phones came along.

They didn’t die.

None of those things killed off newspapers and the reason is simple. Newspapers are, or at least should be, very local. A newspaper is where you read about local news and ads, no matter whether local is a small town or a larger city. Local news and ads are the reason we have a local newspaper.

There are two very basic reasons local newspapers are still doing okay and one is as stated above. But there is greater second reason, one that few people think about. In order to have a newspaper, you have to have news and it has to be on paper. Why paper, you may ask? You have to have news, ads and opinion columns on paper because of reliability. Once it is in print, it is there for all to see, forever. News, ads and opinions can be revised and changed on the internet and

Ken Waddell somewhat on radio and TV, but once words are printed, there is no going back to change them. What editors wrote 100 years ago or yesterday are, and still will be, there for all to see, forever. No other media provides a permanent record like ink on paper.

That permanency builds in a reliability and accountability that is needed more and more today than ever before. Newspapers “can” print fake news, but they would be pretty stupid if they did, as there is no way of erasing it after the print is on the page.

That reliability is a safeguard for truth, reliability and for democracy. As the publisher of the Rivers Banner, Micah Waddell says, “Media without accountability is media without credibility”.

No other media can provide local readers with that promise to the depth that a local newspaper can.

Local, usually family owned, papers provide the best newspaper products because corporate ownership seems to have a single motive and that is to cut costs until there is nothing left. There are two close-by examples. The former Westman Journal (originally the Wheat City Journal) was a local, family owned paper. Later, after several years of corporate ownership and many years of staff cuts, it withered away

until there was two or three staff. Now it’s gone. The Portage Daily Graphic and the weekly Herald Leader Press was a family owned operation that grew out of the Portage papers acquiring the MacGregor Herald and the Gladstone Age-Press many years ago. It went into corporate ownership and recently closed the Portage building and now only has two locally based staff.

Those two nearby examples should give us all pause to think.

The obvious conclusion is to have a local, family owned paper that labours away, gathering as much local news as they can find. It’s also very much the responsibility of community members to let the paper know about news and events, as the local staff can’t be everywhere.

The papers also need ads and those ads are a really good deal. With an ad in the Neepawa Banner or the Rivers Banner, you can get your message into every household and business in the area.

A newspaper needs news, both what we uncover and what people bring us. It’s the same with ads, the newspaper needs ads to survive, both what we sell and what the readers bring us. It’s a time-proven formula that keeps reliable news, ads and opinions available to our communities.

wo weeks ago, I spoke of a sense of entitlement that seems to be working its way into North American society. It originates at the highest levels of power.

It fills our minds with the idea that as Canadians or Americans, we are entitled to claim the resources within our borders as our own, that we are entitled to use those resources as we please and that we are entitled to an equal share of the profits that come from those resources.

In my years on this earth, I have heard this argument made at numerous times and in numerous ways. And it chills me to the bone every time I hear it.

I was born and raised on a farm in central Alberta.

When I was born, the safety net programs farmers have today did not exist. Neither did socialized medicine. We paid the doctor, hospital, druggist, dentist and optometrist whenever we used their services. That’s how everyone did things 68 years ago and we survived quite well.

In those days, we were grateful for what we had. Our town had one doctor. He served us faithfully until his health forced him to retire. We had one hospital. It’s since been replaced and the new one continues to serve the community. A full-service hospital is nine miles away in a neighbouring town. When our family doctor died, others came to take his place. When the old clinic was destroyed by fire, a new one was built and it continues to serve the area’s residents.

h, the Thanksgiving blizzard of 2019– the topic of conversations around the province. Countless Thanksgiving family gatherings were cancelled, plans changed, flights missed, roads closed and thousands without power. The blizzard was fierce, intense, long-lasting and predicted accurately. We were warned.

I recall the Thanksgiving blizzard of 1959. I don’t recall that we had three days notice to prepare for it! What I do remember is that once that snow fell, it did not melt away, did not recede to the bushes and fence lines, did not allow black soil to reappear until a late spring. I was 13 that year.

On the first day of the snowfall, I was out ploughing. Back in the day, when we did not have a heated cab on the tractor and were grateful for the old binder canvas fastened to protect the operator– not fancy or pretty, but it broke the wind. As the snowfall began to whiten the earth, my father assured me that turning the snow into the soil was beneficial. Before too long, we all realised this was no passing squall and I was instructed to bring the outfit home. Gladly!

The storm was the pattern for the winter, snow and more snow. That was also the year that my father had the school bus route and before long, there was a track across the fields and over the pastures, picking up students with the team of horses and the old wooden van. Our home was three miles from the school and after putting the horses in the barn and warming up, dad would jog trot home, do chores and jog trot

The photo submitted last week shows the Town Bell, with Canadian flag flying proudly in front of Riverdale Municipality building, on Second Avenue. This bell once sat atop the Fire Hall, in the early days when that building was on Main Street, just north of the present Laundromat location. An entry in G.F. Barker’s “The Story of Rivers,” published in 1963 for Rivers Golden Jubilee, makes reference to this bell. This was taken from the 1912 portion.

“The townsfolk took pride in the newly hung Town Bell which would ring from its fire hall perch at 7am, 12 noon

and 6 pm. It’s clanging tones reaching everywhere.”

The inscription on the plaque mounted below the Town Bell at its present site reads: “Erected by the Town of Rivers in Commemoration of Manitoba’s Centennial Birthday in Confederation (18701970) and in Commemoration of the Town of Rivers 60th Anniversary as an Incorporated Town (1913-1973).

The Town Bell mounted above is a symbol in remembrance of the early days of Rivers and served for many years as Fire Alarm Bell and Town Curfew.”

Where am I?

We didn’t ask for much back then. We preferred to farm our land, grow our crops and raise our animals in peace. We treated the land with respect. Our cattle and hogs received the best food we could give them and were adequately housed summer and winter. Our income met our needs– and for that, we were very grateful.

A lot has changed since my days on the farm. Governments have taken on what were once personal and community responsibilities. From the day we are born until the day we die, we can be educated and cared for in government built, operated and regulated facilities.

Government insurance programs make car insurance, basic health care and drugs more affordable. Government regulators and inspectors make sure the food we eat and the environment around us is safe for all. Not all of these things are bad. In fact, I think an argument can be made that they have all helped improve our quality of life.

But no government can guarantee that all citizens within its jurisdiction will have equal access to all government services. It’s unrealistic for us to expect equal treatment and sheer folly for those in power to promise something they and we know they cannot deliver.

Government programs can and do help us. But we must take personal responsibility for our own well-being and work hard to support and care for ourselves and for those we love. Society expects that of us. So does God. In his parting instructions to ancient Israel, Moses warned his people about the danger of this spirit of entitlement. “Don’t think,” he told them, “that you deserve what you will receive when you enter the Promised Land.

God is not giving you these things because you deserve them.” Moses knew they didn’t deserve it. So did the people. Everything they received was God’s gift to them and they were to use it for God’s glory. That’s how it was for ancient Israel. That’s how it is for you and me today. back to fetch us all home. He could have spent the day in the driver’s shed and when the weather was too awful, he did, but most days, he went back home. Our team was a mixed team, a large dapple grey– June, and a little brown mare– Lady, part Morgan. The load was about a dozen of the neighbour kids, all friends. The van was that wooden crate on sleigh runners with a small wood stove in front. Little children at the front for warmth and older ones at the back. It was not uncommon for a van to tip on the way to school and those students would be allowed to huddle in the furnace room and served hot chocolate until they thawed out.

It was a hard winter. The community pulled together. It was a time when most small farms were relatively self sufficient, growing and producing the necessary food. The van drivers picked up the weekly mail and dropped it off with the children. The party line provided entertainment! And spring was late, and wet.

You get us old timers talking and we’ve got stories about that ‘59 storm. And now another generation will have stories to tell. School cancelled, power outages and, in some areas, no cell phone service. Hardships vary! The pictures of closed highways and poor visibility are awesome. So I have two good winter storm stories under my belt. Don’t think I need more!

Partner utilities respond to State of Emergency

The full extent of damage to Manitoba Hydro’s transmission and distribution system from the week’s unprecedented winter storm is now being realized, as the utility continues its damage assessments today. In addition to multiple collapsed steel towers on the transmission system, more than 1,000 wood poles have been confirmed broken and in need of replacement in the Interlake, with another 1,000 broken poles needing replacement in the areas around Portage la Prairie.

Despite significant progress in restoring electrical service to customers across southern Manitoba, including Winnipeg, as of 11 a.m.

Monday, approximately 20,000 customers in the province were without power, including many customers in the City of Portage la Prairie and a number of remote Indigenous communities.

“The damage is on a scale never before seen in Manitoba,” said Jay Grewal, President and CEO of Manitoba Hydro. “We’re likely going to find additional damage once repairs begin. We estimate we may find almost another 1,000 poles that are damaged

and need replacement.”

Damage assessment and preparation for significant restoration work continued today, with access now available to previously inaccessible areas. Manitoba Hydro crews are now compiling lists of supplies and hardware needed to make repairs and restore service.

In some areas, rebuilds of entire parts of the electrical system are required. In addition, the utility has used two helicopters to perform aerial line patrols to catalogue the damage to its distribution and transmission systems.

Areas hardest hit include the regions around Portage la Prairie, Neepawa, Dauphin, Ashern and Arborg.

“Unfortunately, full restoration to all customers in those hardest hit areas will likely not be complete for a period of seven to 10 days,” said Grewal. “We know the dangers these outages can cause to public and personal safety.

We know the disruptions they cause to our customers’ daily lives and economic hit to the agriculture community. I wish I had better news to share.”

In Winnipeg, work to restore remaining customers in hardest hit areas has been slowed by the high number of downed trees.

Trees and large branches must be removed before assessments and repairs can

begin. Customers without power Monday may be without service for up to four more days as crews essentially work door-to-door bringing on individual customers.

To address widespread outages, a State of Emergency was declared Sunday by the Province of Manitoba, which allowed Manitoba Hydro to invoke mutual aid agreements in place with neighbouring utilities. They are now sending materials, equipment and personnel to Manitoba to aid in the reconstruction and restoration efforts. This is the first time Manitoba Hydro has requested mutual aid from other utilities —an indication of the unprecedented damage to the province’s electrical grid.

“With the ground so wet from the rain and melting snow, we need specialized equipment to access areas where our lines are located,” said Grewal. “While Manitoba Hydro has a lot of this equipment already, the scale of damage means we need even more. Our neighbours have responded and we and our customers are extremely grateful.”

So far, Saskatchewan Power Corporation is sending five diggers, two bucket trucks and one tracked crane, along with 21 staff to operate the equipment and assist Manitoba Hydro

crews working in the Portage, Neepawa and Dauphin areas. Hydro One in Ontario is providing several pieces of equipment, like tracked diggers, bucket trucks and service vehicles, along with 20 staff to assist Manitoba Hydro crews in Arborg and other areas of the Interlake.

Help is also arriving from south of the border. Minnesota Power is providing tracked equipment and 14 staff to assist with restoration efforts in the Portage la Prairie area.

“So much of the damage in the hardest hit areas aren’t simple repairs,” added Grewal. “We’re talking about having to rebuild miles of distribution lines and rebuild sections of our transmission network, including enormous steel towers. The work will continue even after customers are restored, as we make temporary repairs to restore service as quickly as possible before beginning work on permanent fixes. Make no mistake — this is a very serious situation.”

The utility also reminds customers with portable generators to never run them in a house, garage, or other enclosed building, also because of the threat of carbon monoxide poisoning. Always run them outside, and plug your critical appliances directly in the generator using an extension cord. Do not connect the generator to your house wiring as electricity could flow back to our grid, endangering Manitoba Hydro crews working to restore service in your area.

Grewal said the support from customers as the utility works through the restoration is nothing short of amazing.

“On this Thanksgiving weekend, when so many lives have been disrupted, I know I speak for all of us when I say I sincerely appreciate your patience as we work through

this disaster,” she said. “Your response and warmth shown to our crews is incredible during a time when I know it’s been a very real challenge, and many of you feel at the end of your rope.

“Please know the people at Manitoba Hydro are committed to get your power back as soon as we can. We thank you for your support and patience.”

Manitoba Hydro asks customers to only call the utility’s Contact Centre in the event of a downed line or other serious emergency to minimize wait time for emergency service response.

October 17, 1929 Everything is shaping up nicely for Rivers as an important link in the airline for mail, which will stretch across the three pra i r ie prov i nces a nd eventually right across the Dominion.

Rivers had two important visitors on Saturday – J.A. Wilson, controller of Civil Aviation, of Ottawa, and Inspector McLean.

This was the f irst visit of Mr. Wilson, while the inspector had made previous visits and laid out the landing ground. Mr.

Wilson expressed himself as delighted with the local f ield and especially its situation. Also with the work done by the town council.

October 19, 1939 A public meeting will be held in the Town Council chamber at 7:30 p.m. to consider the formation of a Rivers branch of the Canadian Red Cross Society.

It is hoped there will be a good attendance of all interested in this very important work and that the various organizations

October 20, 1949 Traffic accidents in the district over the weekend involved two army vehicles, an auto and a truck.

According to police, one of the accidents, just west of the town limits, involved an army truck and an auto being operated by the wife of an officer at the CJATC. No one was injured, but the car was badly damaged.

The second accident occurred east of Rivers and

involved an army bus and a farm truck, the bus came out second best.

October 15, 1959 A collection of ancient copper pots recently unea r t hed i n a fa r mer s f ield about seven miles north east of Rivers, has been turned over to the Manitoba Museum for examination.

Richard Hornibrook, while plowing in his father’s field, spotted a shiny object in the furrow, later uncovering three large copper pots, one placed

When the pots were cleaned, it became obvious that they were ancient ware and were turned over to Mr. R. W. Sutton, director of the Manitoba Museum, Winnipeg.

October 2, 1969 The Air Cadet Squadron No. 320 has held three parades at CFB Rivers since starting the year 1969-70, September 11.

Some 90 boys are registered, but the executive hopes for an additional 35 recruits, making the total

125 in the squadron.

Ca nd idates must be between the ages of 13 and 19 years (12 years if in Grade 8) willing to participate in such events as familiarization f lying, sports, Cadet band, citizenship tours, summer camp, social events and uphold the aim of the Air Cadet League.

Parades are held each Thursday evening from 7:30 until 9 p.m. During this period members may obtain training various subjects.

The entire student body of R iver s E lement a r y School filled the auditorium on Oct 9 to reveal the results of their Terry Fox Fundraiser Challenge for 2019. Last year, in 2018, the school raised an impressive $4444. This year their challenge, organized

by Mrs. Creighton, stated “If we raise $4445, five guys will get a face full of pies!” The RES Terry Fox Walk took place on the coldest, most wet and dreary day of the month, Sept. 26. The kids and staff members walked around the entire perimeter of the school grounds before venturing out on a cross town walk.

Two students received Terry Fox T-shirts at the assembly for raising the highest amount of money.

Avery Brown raised $160 and Teyah Branconnier raised an amazing $340 towards their goal. Finally it was time to reveal the amount raised for 2019.

After some good natured number mix-ups by Mrs. Creighton, five randomly selected students revealed the amount of $ 4 7 4 2.

Once it was announced that they had surpassed their goal it was utter joy and barely contained excitement as the students realized they were in for some pie in the face action.

Five more students were chosen for the privilege of planting a whipped cream filled pie plate into the face of five male teacher “volunteers”.

Tylor Perrin was the first student chosen and he

very happily put a pie in the face of Mr. Martin. Isla Castle was the next student chosen and her pie went to the face of Mr. Helgeson.

Next up was Div yesh Sunnasy who very nicely decorated the face and beard of Mr. Radcliffe.

Gage Gagne put his pie into the face of Mr.Wieler so fast there was hardly time for photos. Finally it was time for Mr. Kinney to wear a pie and who better to plant it than Colton Boles. This pie seemed to have about a half can of whipped cream in it and Colton did a very thorough job of landing all of it on his principal’s face.

A wonderful, fun afternoon was enjoyed while raising awareness and funds for a very worthwhile cause. There was some discussion about the students taking on the challenge again next year and possibly having female teachers as targets. We shall look forward to the challenge next September to find out.

Rivers WI has always worked for the community. Early projects included the formation of the Cemetery Board and the Figure Skating Club, care for the community restroom, encouragement for a library, and hosting Pioneer Dinners and Grandmothers’ Teas. In later years, the local has hosted some valuable events including a Drug and Alcohol Awareness Night at

the Collegiate, a Made in Manitoba Breakfast, a Brandon Residential School exhibit, tree planting at Rivers Cemetery, and the 2013 fashion show in conjunction with the Town’s Centennial.

On September 30, the local hosted a fundraiser called Ella’s Birthday Bazaar for the Jaimee and Kevin Waldner Family.

This was huge success, and the community is thanked for its support.

Country Women of the World (AC W W ), t he international organization for women’s groups around the world. Such a membership will allow us to learn about and help women who have a much harder existence than we do.

The history of Rivers WI is deep and rich. The current members quietly yet proudly marked 70 years of work at a meeting at the home of Heather Lamb on Tuesday, Oct. 8. They viewed a video of the members and their activities over the years.

Then, with glass of wine in hand, they toasted this

great organization.

The next meeting will be held at the home of Helen Stewart on Friday, Nov. 9th at 1:30 pm. The roll call will include program ideas and gifts for the women’s shelter in Brandon. The members will discuss how they might do things differently (or the same!) as they enter a new decade.

Obituary HAZEL WAREHAM (VENTNOR) Hazel entered into rest October 3, 2019.

Daughter of Reg and Dorothy Ventnor, Hazel grew up in Kelwood until the age of seven, then moved to Wheatland in 1950, then to Rivers, Mb until her passing.

She married Barry Wareham on January 30, 1988, her interests were reading, curling and camping. Leaving in loving memory, her husband Barry; daughters, Kathy (Melvin), Denise (Bruce), Margie and their children. Stepchildren; Rod (Annette), Geraldine (Kerry), Jacky (Romanoff), Jason (Starla) and their children and fourteen great grand children also her brother Glen (Linda), brother in law Brad Jay, her husband’s brother Glen (Ruby), sister Doreen and extended family.

Predeceased by grandson Anthony, sister Thelma, brothers Raymond, Don and Norm Ventnor.

The regular monthly meeting of the Ladies Legion auxiliary was held Oct. 7, in the Rivers Legion upper hall; 15 members in attendance. Reports and minutes were read and adopted. There were no requests for donations this month. Madame Leann MacKay was installed as canteen supply chairman. There was a application for membership this month. The Legion welcome signs have been completed and will be put up shortly(weather permitting). The Remembrance Day tea will be held Nov. 11 at approximately 12:15 p.m. following the service at Rivers Collegiate. There will be a bake table, mystery prize table, penny raffle, raffle for a beautiful poppy quilt graciously donated by Gail Bullee. There will also be a delicious lunch so hope to see you all there! Dear Editor, I believe we rural Manitobans need to do a deep “re-think” of how we vote if we want to do anything meaningful about our looming climate catastrophe.

In my own riding of Dauphin-Swan River-Neepawa, for example, we're about to elect Dan Mazier to a fouryear term as our MP. While I'm sure he wouldn't accept the title of "climate-denier," (he uses solar panels to help power his farm) his political position makes him, in my books, a candidate for that title!

Why? Because, on Social media, he’s echoing his own Conservative Party’s shrill opposition to the carbon tax. Even tho the tax is refundable, applies to fossil fuels only and exempts many of the fuels Mazier burns on his own farm, he miraculously concludes, it will “increase the cost of almost everything!”

A carbon tax has already been shown to work in BC, where it reduced emissions without damaging the economy in the least. It has also been endorsed by leading climatologists, a Nobel prize-winning economist and the respected think-tank, the Pembina Institute, to name just a few.

The irony of Mazier’s position is striking. He's a conventional farmer, and is almost certainly facing economic losses himself from a wacky growing season which bears all the hallmarks of manmade climate
