A tale of two cities

othing quite beats the sense of community in rural Canada. I had two reminders of this in the last week.

Like many rural Manitobans, I’m involved in a couple of local organizations and one in particular, the Roxy Theatre, found itself in need of help on short notice. Our shows are volunteer run and on this one day, our crew was coming from out of town and it was storming.

We reached out to our community of supporters to see if anyone in town would be available that night and within five minutes, some local volunteers had stepped forward.

We had more people contact us afterwards as well.

The Roxy is something distinctly unique to Neepawa and I’m always blown away by the support it receives from the community. However, similar stories are being told across rural Manitoba. Whether it’s a rink, a hall, a sports team or an event, many rural Manitobans give their time to make our communities richer.

Statistics support this; as part of their Canada 150 releases, Statistics Canada looked at volunteerism. Overall, they found that rates of volunteerism were greater in rural and non-urban areas. In 2010, 53 per cent of Manitobans reported volunteering, above the Canadian average of 47 per cent.

MY PERSPECTIVE

Kate Jackman-Atkinson has impressed upon me the important role volunteers play in rural communities. The quality of life we enjoy wouldn’t be possible without our volunteers.

The other reminder came out of discussions with friends living in a larger centre. For the bulk of the 20th century, it was believed that rural residents had to go to large urban centres for a successful career. I think the tides have changed, the rest of Canada just hasn’t realized it yet. Without a doubt, there are many jobs that require living in a large centre, but many of them don’t. For the average Canadian looking for a rewarding job or career, there’s not a lot that rural communities can’t offer.

Not only are there jobs and entrepreneurship opportunities, there are intangibles. Rural communities have affordable housing, not just when compared to the astronomical housing values of Vancouver or Toronto. In rural Manitoba, you can buy a nice house that won’t require you to sell a kidney and

your first born to make your monthly payments. Don’t want to commute? Rural life can help with that and if you chose to live out in the country and commute to work, the drive will be a pleasant one, of a reliable and consistent duration.

Perhaps the biggest benefit to rural employment is that while we might not be able to offer every job imaginable, more true opportunities exist because people can hire based on reputation. When you don’t know the person you’re hiring, your decision has to be based on resumes, official credentials or a strong demonstration of past experience.

When you know, even a few steps removed, the person you’re hiring, you can forgo some official qualifications if you know the person is a hard worker, a keen learner and someone who is good to work with. Those are the skills that can be much more relevant to a person’s actual success in their job and you just can’t know those sorts of things if don’t know someone, or know someone who knows someone.

I have worked the majority of my career in rural Manitoba and I don’t think I would have had the kinds of opportunities I have had if I had worked somewhere else. I certainly know I wouldn’t have had the chance to make an impact on the broader community if I lived somewhere larger, and I can’t help but wonder if I even would have wanted to.

To afford or not to afford

I

n a letter to the editor in the Minnedosa Tribune, Elvin Birch poses the question of whether Minnedosa and area can afford a new arena. The letter seems well documented and raises a lot of questions that don’t seem to have been part of the public debate. It is the kind of debate that every community goes through, but few have the debate as thoroughly as they should.

Back in the late 1960s, Neepawa didn’t go through the debate as deeply as Minnedosa is doing now, but the circumstances were different then.

Neepawa’s old arena was in really tough shape and had to be replaced. It was a similar situation to what Rivers faced a few years back. When an arena becomes structurally unsafe, it’s time to get a new one IF a community can afford it. As a property owner in Rivers, our family was fully aware of the cost to us and we voted on the “yes” side.

Back in the ‘60s, Neepawa had several different factors. The Town was growing, albeit ever so slightly and due in large part to people moving in from surrounding rural areas. The old arena had outlived its useful lifespan.

In addition, the largest hall in the town was the Legion and the salt plant had just closed. Many people may not know that Neepawa’s Yellowhead Centre’s hall was the warehouse for the salt wall. Built like Fort Knox, it was transformed, and continues to be upgraded 47 years later, into a community hall with an official

Rivers had a perfect storm of circumstances in that the Legion Hall was the biggest in the town, the curling rink needed to be replaced and the arena was close to being condemned, if my memory serves me correctly. In addition, the councils of the day, now a combined town and municipal council, saw the need and moved forward. Some would say too aggressively but nonetheless, the result is a curling rink, arena and community hall that is attractive, well used and is the location for many events. Those events include some big curling bonspiels such as the Golden Gals Provincials this past weekend. Rivers has also been able to hold some hockey schools and extra tournaments, a hope and dream that all towns have, including Minnedosa.

Considering the long debate and struggle in Minnedosa, Elvin Birch raises a point that may not have been considered closely enough.

Minnedosa’s facility needs work, all arenas do. The question Birch raises is whether the existing ice surface area is structurally sound. Birch says the engineering reports say it is. If that

is so, it is a game changer, but that question may be coming out into the public forum too late.

Minnedosa has worked hard to achieve a new facility, but is it being approached in the best way? Mr. Birch raises some significant doubts, such as how to dispose of the old arena and how the loss of the Husky over-charged tax revenue will impact future tax bills.

Most rural Manitoba towns would say they can’t survive without an arena. It’s a matter of finding what level of arena expense the town and area can support. Building may be the easy part, sustaining and maintaining is the harder part. It appears that Rivers got it mostly right and their model may be one to learn from.

s I wandered through the airport, filling in time, I was drawn to the bookstore. No surprise. I was looking for a magazine to divert my attention during the take off. What I saw was another book by an author that I enjoy, respect, and whose writing challenges me. ‘David and Goliath’ by Malcolm Gladwell. The bookstore has a wonderful policy, buy the book, read the book and return it within six months for a 50 per cent refund. Great plan, but I knew I would be keeping the book, right alongside ‘The Tipping Point’, and ‘Outliers’, by the same author.

The sub title ‘ Underdogs, Misfits, and The Art of Battling Giants’, was the clincher. My favourite theme!

Gladwell explains that some of the factors that determine our future are – hits ( loss of life), near misses (survive but are deeply impressed, traumatised) and remote misses(survival from repeated losses, sense of being invincible). One of his examples here was the bombing of London, a feat that the Germans were convinced would demoralise the country. In fact the constant bombardment had a very opposite effect. “ So why were Londoners so unfazed by the Blitz? Because 40,000 deaths and 46,000 thousand injuries- spread across a metropolitan area of more than eight million people- means that there were many more remote misses who were emboldened by the experience of being bombed than there were near misses who were traumatised by it.’ The feeling of being invincible.

The author in the chapter ‘ Emil “Jay” Freirech’, a daring doctor, includes illustrations from the years of Martin Luther King, David’s were feared not their Goliath. ‘ We are all of us not merely liable to fear, we are also prone to be afraid of being afraid.’ If I was to underline in a book, I would underline those lines. Too many times I move through life being afraid.

The Community Volunteer Income Tax Program is a free program for people with simple tax returns and income at or below a certain level. The following income levels qualify: • Single people - $30,000 • Couples -$40,000 • Single parent with a child - $35,000 (Add $2,500 for each additional child) This program cannot be used if there is income from a business, farming, rental property or capital gains, or if someone is bankrupt

or deceased.

The CVITP will operate from March 5. 2019 to April 30, 2019. An information package can be picked up at the Riverdale Municipal Office on or after February 28.

There are three simple steps to getting income tax returns prepared. The first is to pick up the package of information at the Riverdale Office. Fill out and sign a form and return it with all of the appropriate tax slips and paperwork. Some of the forms people forget include information about rent or property taxes paid, educational expenses and fees for daycare or children’s programs. Some of these can increase the refund amount.

A volunteer will then

complete your tax return and print out several other forms.

They will then phone you for permission to file your return electronically.

They will also tell you when to come back to pick up personal material. There is no need to mail anything, but all paperwork must be kept in case Canada Revenue Agency wants to see it.

Looking Back February 6, 1969 Training a the Airborne School is progressing full blast. At the moment, there is a basic parachutists serial, an Instructors Course and a Jumpmasters Course training at the hangar.

In addition, there are approximatley 40 personnel from the Canadian Arborne Regiment who volunteered to support the Instructors Course by mak ing themselves available to parachute.

The Instructors Course was run from Jan. 6 and will conclude on Feb. 7.

Candidates learn to instruct parachutists skills, perform Jumpmasters duties in the C-130, Buffalo and Otter a ircraft, and per for m the duties of a dropzone controller.

Both courses normally have an inta ke of 20 ca nd idates each. T he comprehensive detail of each course requires endless pre course administration and although Capt. Boll and his stalwarts have done an excellent job of preparation, we have yet to find a way to control the weather.

the proposed new school divisions and will urge all citizens to attend the public meeting in the auditorium, Monday, Februar y 16, at 2:00 p.m., when the Hon. Stewart E. McLean, minister of Education, will speak on the new education plan.

Mayor F. D. Taylor gave a detailed report on the joint meetings held with members from surrounding muncipalities, concerning the extension of No. 25 highway was to link No. 21.

The Chamber will support such a highway link.

In a letter received from Ottawa, the Chamber was officially advised they could proceed with plans to select a name for the new dam and artificial lake here. The Chamber plans a contest for the naming.

A s it t a k e s but a suggestion to set going a hearty discussion, the councillors launched into a long discourse on the merits and drawbacks of certain points of the officers brief.

The matter, Const. Bullen was told, would be given some consideration and the discussion reopened at the next meeting of council.

Const. Bullen urged that a by-law be prepared covering the regulating of traffic, which was increasing at a rapid rate.

February 9, 1939 Shortly before 10 o’clock last Sunday morning, the fire bell rang out its warning and those responding to the call found the residence of Mr. and Mrs. R. J. Hill was a mass of flames. The fire department soon had the chemical engine there, but it was evident that only the hose and water could be of any avail.

It was a question of saving the adjoing three residences to the west, owned or occupied by Mr. and Mrs. Thos. Brown (spending the winter in Winnipeg); Joe Lenhardt; Mr. and Mrs. M. Wareham. There was no possibilty of saving the Hill home. It was thought wise to remove the contents of the threatened buildings.

fight, the men were able to confine the damage to one building, which was completely destroyed.

Mr. and Mrs. Hill and baby girl barely made their escape in time. Mr. Hill being burned about the face.

It was impossible to save anything from the building, and they face a total loss of house and contents. We offer sincere sympathy and are glad to learn there was insurance coverage.

composed of five womens m i s s io n a r y s o c ie t ie s , viz Church of England, Deciples Presby ter ian, Baptist and United Church, will be followed. This program can be found in January numbers of “The Living Message” and the “Missionary Monthly.” It is hoped that all the women of the town and district will endeavor to attend this service, to join their prayers with thousands of women throughout the world.

New guest instructors for Forage and Grasslands

Students enrol led in Forage and Pasture Management at Assiniboine Community College in Brandon this semester will be getting a little more mud on their boots and some real-life experiences rolled into their course curriculum this winter session.

Manitoba Forage and Grassland A ssociat ion (MFGA) and Manitoba Beef & Forage Initiatives ( MBF I ) put for ward a combined pitch that sees t he t wo organizat ions design a guest-instructor schedule from the excellent producer expertise a mong t heir ran k s to help Assiniboine deliver the course to more than 60 students twice a week.

It all came to be in early December after the college put out a call for instructors in response to a long-time faculty member going on a short sabbatical. MFGA - one of four core pa r t ner s i n M BF I a lon g w it h Manitoba Agriculture, Ducks Unlimited Canada and Man itoba Beef P r o duc er s - a nd M BF I put their heads together and answered the call.

Assiniboine was thrilled with the unique concept.

"It's a fantastic opportunity to further build connections with ACC students and staff," s a id M a r y- Ja ne O r r, MBFI General Manager.

"Patricia Malcolm's hard work and organized course mater ia l ha s made it possible to transition into a guest lecture format. We

are all looking forward to showcasing local experts and innovative practices being carried out here in Manitoba."

Orr was essential to the education component and requirements of the cou r se. W it h a ro c ksol id backg round and instructor experience from Purdue University where she led several classes and subsequent research efforts in pursuit of a PhD on soil microbial ecology, Orr worked closely with A ssi n iboi ne st a f f a nd faculty to ensure students won't miss a beat in their studies while meeting the course requirements.

"We are fortunate to have such strong support from external partners i nc lud i n g t he M F GA and others who made the guest lecturing series possible this term," said Tim Hore, Assiniboine's new Dean of Agriculture & Environment. "Additionally, we've approached our partners such as Manitoba Agriculture, Manitoba Beef Producers and Ducks Unlimited Canada to help us round out our guest instructor roster and so far, everyone seems really enthused to bring their valuable expertise to the students."

A s a component of the Land & Water and Agribusiness programs, the course will provide technical understanding and hands-on learning in forage and livestock production. Students will tour MBFI and the Boyd family's Glanton Farms north of Brandon as part of the guest instructor sessions.

A Va r iat ion Order Application was made

by Badger (Vanderdeen) to request relief from the required front yard setback of 125 feet from the Solar Array on site, to the westerly property line to be varied to 80 feet and to bring into conformance and provide for the establishment of two 13 x 60 foot solar arrays (size of units not footprint). The application was approved.

The R. M. of Oakview requires land for the proposed future expansion of the Rapid City Lagoon and land swap with the province is being proposed.

A public notice regarding the proposed water rate increase for Rapid City utility went out in water bills and has been advertised in a paper.

Wa ste ma na gement and recycling, information received from Clean Farms and how a municipality can participate in programs was reviewed. More information is to be obtained.

Councillor van Veen reported on the meeting held on Jan. 4 and when the work is to start on the Rapid City Reservoir Restoration project. A request that the equipment be allowed to operate 24/7 during project completion was discussed as well as changes to the snow mobile route through Rapid City.

A draft by-law received from Commissionaires is to be reviewed and compared

to the existing property standards by-law.

GravelsupplyforOakviewThe C.A.O. is to contact a pit owner to discuss the purchase of gravel.

An offer to purchase Lot 6; Plan 4659 in Oak River was received and Council believes that the amount offered is insufficient. The CAO is to draft an agreement for sale of the land at a rate of $215.00 per frontage foot with the R. M. placing water and sewer to the property line in the spring.

Interest in purchasing Lots 18-22 Block 45 (Sixth Ave. in Rapid City) was brought to the attention of Council.

More information is to be obtained in regards to the possibility of extending water and sewer to that area.

Sutton Realty, a request if an exception could be made to a residential zoning area in Rapid City was brought to the attention of Council. The zoning by-law would have to be amended to do this but it was recommended that it not be changed.

Council approved the proposal to subdivide PT. SW 31-14-21W (Radcliffe) in the R.M. of Oakview subject to the following conditions: That a conditional use order be granted allowing for a non-farm dwelling within the “AG” Zone; That a variation order be granted increasing the maximum site area from 10 acres to 25.1 acres within the “AG” Zone; That as the applicant indicated to

Community Planning that any former uninhabitable dwelling located on the property would be torn down or removed, an agreement be entered into with the R.M. of Oakview and the applicant stating that the uninhabitable dwelling located on the property be torn down or removed in a determined amount of time; That all required Variation Orders not identified on the submitted report to council (existing dwellings on property) be applied for and approved by the Mid-West Planning District.

Council agreed to pay Manitoba Crime Stoppers 10 cents per capita in 2019.
