A group effort?

W

ho is responsible for conservation? It’s a question we, as individuals, citizens and governments, need to seriously ask ourselves as we look to the future.

Over the last decade or so, we have seen more and more informal conservation areas lost. We have seen shelter belts and other bushy areas removed, we have seen land drained and the loss of wetlands. On an individual farm level, there is little impact, but multiplied farm by farm, across the prairies, we see the effects. We see fewer wetlands to hold back the floodwater of spring melt or a heavy rains. We see less snow held in the trees to replenish the water table or moderate vegetation to the extremes of heat or cold or wind, common on the prairies.

In many cases, removing these features allow farmers to grow more profitable crops. This isn’t just because not having to go around natural obstacles makes it faster and more economical to farm, but also because it allows for the cultivation of higher value crops, such as converting pasture to crop land or growing irrigated potatoes. It may be tempting to blame farmers, but that ignores the larger problem— everyone knows the importance of conservation, but no one wants to pay for it.

The problem is that once one farmer does it, all of the incentives skew that way. Once one piece of land is worth more, assessments go up for all, even those whose

Kate Jackman-Atkinson land isn’t actually as “valuable” because it’s still covered in trees and wetlands. Farmers whose land isn’t suitable for growing more valuable crops, at least not without considerable investment, find that they are taxed as though it is. If we were looking at another small business owner, we would tell them to adapt their business in the face of a rising costs, and that’s what many farmers have to do, even if they’d rather not.

The first option is for additional funding for conservation programs. There are grants from organization such as Ducks Unlimited and local conservation districts, but they don’t always make up the difference. Farmers provide ecological goods and services and if they could be better compensated for them, conservation could play a more prominent role. According to the 2016 Census of Agriculture, there was 158.7 million acres of farmland in Canada. Of that, 93.4 million acres were cropland, a

number which has been growing steadily with each Census of Agriculture. Stats Can found that this shift was due to farmers converting less productive land, such as pasture, into farmland and a shift away from summer fallow.

Carbon tax is a reality and what if some of that money came back to farmers for the role they can play in managing their land to act as a carbon sink? If farmers could be paid for “harvesting” carbon, I’m sure it’s a “crop” many would be happy to grow. Agriculture Canada says that practices such as restoring degraded land, improving pasture management, using legumes and/or grasses in crop rotations, converting marginal crop land to perennial grass or trees, planting shrubs and trees as shelterbelts and restoring wetlands all contribute to carbon sequestration.

These are the practices that current economics penalize farmers for undertaking.

The second thing farmers need to do is push for assessments that better reflect what they are doing with their lands. Assessments need to look at land on an individual basis; just because someone paid a lot for a perfectly level potato field, doesn’t mean a quarter of bush pasture is worth the same. This also means that municipalities have to be willing to give up some tax revenue. Conservation is in everyone’s interest and the time may come for everyone to bear the costs.

Tradition needs an upgrade

The following is an edited version of a column from May 25, 2018. With two elections looming, these words are even more valid today. t works like this in Canada. A person can pick a political party, pay a small membership fee and become a member. That membership obtains the privilege of attending the general meetings, the ability to vote for a candidate nominee and to vote for party leader. It also allows you to attend (for a fee) the policy conventions. It’s a pretty simple system.

People who are willing to get involved, get out and sell memberships to help get a candidate nominated to run in an election. Sometimes, there is a race to become the candidate for a party. In a “safe” seat, a party may have several people clamouring for the nomination.

Candidates for the various parties are named and the battle begins to win the seat in the provincial legislature in Winnipeg or the federal parliament in Ottawa.

It’s all good, right? Your representative will go and present your views and your fellow constituents’ views in the legislature or parliament. That representation happens, but only to a limited extent.

Real life is quite a bit different. Here’s where it goes off the rails.

An idea gets developed into a policy and may get written up as a bill. Bills are usually written by political staff or civil servants. Once a bill is approved by the party leader and/or the cabinet, it is presented to the house for first reading. It goes through three readings and committee debate. This is the point

Ken Waddell where the trouble really flares up. If a government MLA or MP disagrees with a bill, he or she is not allowed to say anything. The party, or more specifically the leader, and their advisors, have approved the bill and God help an MLA or MP who speaks out against or dares to vote against it. If they do, they are likely to be disciplined by being kicked out of the party. The same goes if they speak in favour of an opposition bill or an opposition member’s Private Member’s Bill.

This strict discipline is called party solidarity or a “whipped’’ vote system.

The very wording, “whipped”, is distasteful in itself. Worse than that, it is very harmful to democracy. We naturally and rightfully expect that our MP or MLA will make decisions based on their constituents’ views or at the very least, vote according to their beliefs and conscience. But that’s not how it works.

If the party leader or cabinet decides a certain bill is to pass, it doesn’t matter that an MLA or MP doesn’t agree. They must “toe the party line.”

There is a need to have some direction in policy, I get that. The general direction for a government is laid out in the annual budget. It’s important that the

budget passes and it needs to have all members of the government vote for it.

All other bills or policies should be subject to a free vote, so members can vote according to constituency or conscience.

Not voting the party line shouldn’t be cause for discipline, scorn or getting the boot. It should be celebrated.

We usually elect people of integrity, the older fashioned term was statesmen and that term is genderless, by the way.

The current system tends to make our elected people of integrity into puppets. Shame on those who enforce the “whipped” vote system.

Disagreeing with the party line, or God forbid, with the CBC official view or the media’s accepted narrative, or speaking in a politically incorrect manner, shouldn’t be an offence. Until we allow free votes, our parliamentary system will remain broken and will not properly serve democracy.

While raising my first family, the conversation often turned to dreaming about what their future would be like- what careers they would pursue, what riches they would embrace. Listening with love, I would remind them to aim high, always aware that it was the ordinary people around us that makes life worth living.

Dream to be extraordinary, excelling at being ordinary. There are so few individuals that become the best, whether that be race car driver, hockey player, artist, musician or scholar. Not many of us ever become famous. And that is okay.

Use ordinary situations. We are surrounded by them. Listening when someone is speaking , making eye contact, opening a door for another, deferring your place in the check out line to a harried parent. Simple, simple little things, ordinary things, things that make our world a better place.

I am privileged to meet many people. Each one has a story.

The real story comes when families share the impact their loved one has made on lives – near and far. Cousins recall the wonder of the freedom of summer holidays on the farm. The meals and

care that aunties and uncles, grandmas and grandpas, provided with no hidden agenda.

Elderly friends often feel that they have not accomplished a great deal. And then those stories unfold. Countless memories made through Christmas’ shared, stockings filled and favourite baking in abundance. The stories read, the tales told, the songs sung. These are the things that are remembered. These are the extraordinary ordinary.

How do we slow down enough to realize the value of our contributions to our world? How do we slow down enough to realize our value? For most of us, it is a conscious effort. I am known to state that the day is a wonderful day. With all the hassles and worries, with inconveniences beyond measure, frustrations and anxieties, it is a good day. I stopped to watch an American Redstart recover from hitting the windowpane. Admiring the distinctive red markings on its wings and tail, careful not to touch, waiting, checking, and waiting until it took flight. I watched the dogs vie for my attention, so thankful that I returned after a 15 minute absence. They all loved me as much as if I had been away for a fortnight. I counted the sweet pea seeds that germinated after two weeks in the cool soil. There is the marvel of technology that allows me to watch my great grands’ daily growth and achievements. Thankfully, my grands keep me in the loop and though miles separate us, we are never far apart.

Try to use ordinary situations. They are all around us, waiting to be used. Call a friend that you have been thinking of, or better yet, send a real friendly letter. It may be framed! Invite yourself for tea, sit with one who is alone. It is amazing how taking but a moment to think of others makes a day a wonderful day. Make the ordinary extraordinary.

WI learns about “putting hope within reach”

Have you ever shopped at SuperThrift in Brandon? This bright and clean second-hand shop is located on 7th Street and attracts shoppers from around the area. Did you know that money raised at SuperThrift is used to fund the Women’s Centre situated off Highway #270? The Women’s Centre is a program of Adult and Teen Challenge of Central Canada.

Members of Rivers Women’s Institute (WI) had an opportunity to learn more about the Women’s Centre when its director, Kim Lowes, attended the May WI meeting.

The first Teen Challenge Recovery Centre opened in New York in 1958. There are now 1,400 programs operating in 118 countries. Adult and Teen Challenge is a Christian organization that offers a long term residential program for those who are struggling with addiction. The Brandon Women’s Centre was established in 2012, and a new residence with beds for 16 students was built in 2016. Momeena, a current student at the Centre, spoke candidly to the WI women about this opportunity to begin a new life free from addiction. The Centre charges a minimal entry fee and receives no government funding; the Centre makes 63 per cent of its necessary income through business endeavours (such as SuperThrift), a vehicle donation program, and fundraising events. As the Teen Challenge brochure says, “Getting help for addiction isn’t easy. It takes courage, determination, and a willingness to admit you can’t do it alone.” We

are so fortunate to have such a facility in our area.

Rivers WI and Rivers United Church joined forces to host a very successful Pie Sale, the proceeds of which were given to the Kevin and Jaimee Waldner family. Six members attended the Southwest A Regional Convention which was held in April at Newdale. Four members attended the provincial AGM and convention at Portage. At that meeting, the Rivers resolution to establish an opt-out program for tissue and organ donation was accepted and will be sent on to government. Members signed up for Meals on Wheels delivery in June, and Rivers WI will St. James’ be presenting an award at the RCI Grad.

Spring care of the water garden - part 1 Patricia Hanbidge School of Hort.

Never in this great province have I had my pond up and running so early! It was too wonderful a day to not spend it in the sun, so I tackled the chore of getting my water garden up and running. This spring chore is rewarding but fairly physical but the end result is wonderful. However, it can be a bit of work so having a bit of help is not a bad idea. During the process of cleaning out the pond, I was surrounded by our fine feathered friends who look to the waterfall as an ideal location to enjoy bathing and drinking. I even have had a pair of mallards eying up the location as a suitable place to nest!

Start the cleaning of the water garden by removing any floating debris from the water. I am often amazed at

the amount of “stuff” that ends up in the pond over the winter.

If you have a pond with a flexible liner, then it is necessary to leave water in the pond over the winter. If you have a concrete lined pond the opposite is true and the water is removed prior to freeze-up. In spring if there is old water in the pond, it needs to be removed and fresh water put in. To remove the water that has been in the pond since last fall can be done by pail or by pump. My pond is quite large so a pail is out of the question. I use the same pump to remove the water as I do in the summer to circulate the water. However, to keep the pump in good running order I place the pump in a fine mesh bag in order to ensure that debris in the pond do not get into the working parts of the pump.

native pond plants still in the pond, they can be set up on the pond edge to allow good access to the entire pond. A good job while you are waiting for the pond to fill is to prune off any old or damaged leaves. If the pot is overgrown then now is a good time to repot. There are many different opinions on what kind of media to use but regardless of the media, ensure that you place a couple of inches of pea gravel on top to keep that media in the pot and not in the water in the pond.

Once the water is removed, add additional water to clean out the last of the “muck”. I like to use a corn broom to help remove any algae that is still stuck to the pond sides. Looking Back May 23, 1929 The Memorial Committee met on Tuesday evening in the town hall, to arrange for the annual service to be held at the memorial ground. There was only a fair attendance, but interest was keen and all necessar y arrangements were made. Mayor Dunsmore was chairman.

Sunday June 23, at 3 p.m., is the date and time of the service.

It was decided to engage the 45th Battalion Band, as in previous years. Messers. Jas. McKenzie and H. Wareham are the committee to arrange transportation of the band.

Elmer Dyck 1924 ~ 2019 Elmer Dyck passed away January 19, 2019 at Tabor PCH in Morden, MB, at the age of 94. He was born July 18, 1924, at Lowe Farm, MB. His parents were John and Helen Dyck, of Rivers. He received his schooling in a country school there and later attended Ag School in Brandon, receiving his diploma in Agriculture. He then attended engineering in Winnipeg and received papers in diesel mechanics. Elmer then moved to BC to work with heavy duty equipment near Kitimat, BC. He came home to farm, 12 miles northwest of Rivers, with his brothers, Jake and John Dyck and was active in the community, being a member of the Agriculture Society in Rivers. He met and married Lena (Martens) nee Fast, October 18, 1975. They resided in Rivers and were active at the MCC Thrift Store and Grace Church in Brandon. He sold the farm to his nephews and Elmer and Lena moved to Brandon to retire.

He received a hip replacement and suffered a stroke on the other side which severely disabled him and he soon needed much care. He moved to the Personal Care Home in Morden. He will be remembered by his wife Lena of 43 and a half years. His step daughter, Kathy Friesen (Bruce), step daughter-in-law Joann Martens, four grandchildren, five great grandchildren, 2 sisters and many neices and nephews. He was predeceased by his parents, 3 brothers, stepsons Ric and Jerry Martens and 1 sister-in-law. The memorial service was held at the Grace Mennonite Church, Brandon with Abe Krahn of Rivers presiding. He was buried at Rivers Mennonite cemetery. Pallbearers were granddaughters Kristin Friesen, Danielle Friesen, Nicole Martens, grandson Robert Martens, and nephews Barry and Steven Dyck. He will be fondly remembered by the family and friends.

Rolling Dale Enterprises Summer Student Position Rolling Dale Enterprises is hiring a summer student from July 2, 2019 to August 23, 2019 to work with Adults with Intellectual Disabilities in Rivers.

Student Eligibility: • A Canadian citizen between 15 and 30 years of age at the start of the employment •Registered as a full-time student in the previous academic year and intends to return to school on a full-time basis in the next academic year.

Hours of Work: Monday to Friday, 9:00 AM to 3:30 PM Rate of Pay: $ 12.00/hr Rolling Dale’s summer student provides support in areas of social inclusion, assisting Individuals with community job placements, outings, activities, life skills and crafts.

The ideal candidate will be a student who is interested or enrolled in Social Science, Nursing, Education or relevant field, have an enthusiastic and energetic attitude, have sensitivity and empathy for diversity, be able to read/write/speak English fluently and have a genuine interest in working with people with disabilities.

Requirements: Emergency Level First Aid/ CPR, Criminal Record Check and Adult Abuse Registry Check ( upon hire ). Please note a driver’s license is not a requirement of the position, however if the applicant holds a Manitoba license a Driver’s Abstract will also be required.
