The show must go on

T

his is always an exciting time in Neepawa— last week, after months of hard work and practice, students at Neepawa Area Collegiate Institute took to the stage for the biennial major production. This week, the students at Hazel M Kellington elementary school will perform their annual Operetta. Across the region, students are taking to the stages and galleries to perform and showcase the culmination of a year’s worth of hard work.

While I wasn’t able to make it to this year’s major production, I’m sure it was a great show. It always is. I’m always amazed by the students’ talent and I can’t help but think about the extremely valuable skills they are learning, while they probably just think they’re having fun.

The hard skills students learn at school— reading, writing, math— are important, but so too are the soft skills. Any manager knows the ability to work with others, to show up prepared, to strive to improve, to speak in front of a group, to engage an audience, to be confident, can at times be most important factors in a young person’s success. No matter how many times you solve for “x”, you will never learn these vital skills. You won’t find them in any text book, yet they are crucial to developing young adults who will become valued members of

Like anything else, learning these skills takes time and practice. Having opportunities to practice in high school, when the stakes are low, is extremely beneficial. I know a lot of adults who struggle to stand in front of a crowd and when you’re an adult, it matters. It matters that you can speak confidently to your customers and clients, it matters that you can articulate your business idea to potential investors, it matter than you can speak to organizations and government to advocate for your ideas and needs. As an adult, the stakes are so much higher and there are far fewer opportunities in which to practice. I know people who wish they had been required to learn more of these skills in high school.

Beyond these work-related skills, research has shown that education in the arts helps students’ spacial

reasoning, creativity and social development. It can also increase their motivation for learning.

Often, we see arts programming get cut when governments bring in austerity measures and in some provinces, it’s a real struggle. There, access to arts programming in schools is limited by classroom space and the availability of trained teachers, and tools, such as instruments or art supplies.

Given the current climate in our province, I was happy, and a bit surprised, to see the provincial government announce a new arts education grant earlier this month. On May 4, the province announced that they were renaming the Music Month grant and expanding it to include dance, dramatic arts, visual arts and music. It’s not a lot of money; for the 2019 to 2020 school year, a total of $20,000 (up from $10,000) will be available to all school divisions, in all regions, in all grades, but it’s more than it was.

Creativity is an inherently human characteristic.

Our world is increasingly automated and the future will require people to do the things only humans can.

In this reality, fostering creativity is also building for students’ futures. There are people who believe funding arts education is unnecessary, but to cut this programming is a false economy, it borrows from the future to pay for today.

Good intentions gone astray

y last week’s column about the shortcomings of Efficiency Manitoba and those of the previous Power Smart program touched off a few reactions. The problem is that with both programs, the assumption is correct.

People should want to use less electricity and therefore, save money. There is nothing in it for Manitoba Hydro, as selling less power is not good for the utility. To use money from Hydro and their customers to convince people to do what they should do naturally is simply silly.

There is the argument that if Hydro sells less power to Manitobans, there will be more to sell to the export market. I could be wrong, but I believe Hydro gets less money from exported power than they do from power sold to Manitobans, so that argument doesn’t make sense either.

Power Smart was well intentioned, and probably Efficiency Manitoba is too, but Hydro should not be taking customers’ money and throwing it back to other customers when it makes no positive to Hydro’s bottom line. If a government decides it wants to help lower- income people achieve better housing, that is easier to heat in the winter or cool in the summer, there are better ways of doing it. The government could eliminate a lot of dumb bureaucracy that stands in the way of home renovations and innovation. That would be a good start. If loans are what is needed, then the government might want to loan money to homeowners, but it shouldn’t come out of Hydro’s income stream.

Ken Waddell quickly. Manitoba is not alone in the folly of recycling programs. Recycling in Manitoba got a good start 30 years ago, or more, under the leadership and guidance of then Environment minister Glen Cummings. It was recognized that recycling is everyone’s responsibility, so the beverage container levy was implemented. The name that became attached to the program was Recycle Manitoba. It has morphed, and not for the better by any means, into Multi Material Stewardship Manitoba or MMSM. A less inspiring name could not have been found anywhere on the planet.

MMSM tries its best but, like Efficiency Manitoba and Power Smart before that, it is based on some bad premises. MMSM claims very high, and likely false, recovery rates of containers, cardboard and other products. They have a board and staff. The staff run around the country auditing samples of recyclables at the landfills and then calculate formulas, so that some little bits of money can come dribbling back through the bureaucracy to the municipalities.

The idea is that people will diligently sort their trash into garbage and recyclables and equally diligently keep it all clean and sorted to the curb, to waste bins and dumpsters, into the mix-and-mash

garbage trucks and then through a very expensive sorting process. The sorting process is followed by baling, storage, market searching and shipping to a customer. It is proving to be largely a crock of nonsense.

Failure at any stage means the chain breaks. The most evident breakage comes in the form of whole shipping containers of low quality recycling (also known as garbage) being shipped back to Canada from The Philippines.

The product levy is a good thing and likely needs to be higher. It should be on all products, not just drink containers. If all products were covered and recycling was completely commercialized, it might have a chance of working. The bureaucratic, short sighted approach is to raise tipping fees in the hope that more stuff will be recycled. Raising tipping fees has the opposite effect, as trash of all kinds ends up in back allies, in the bush somewhere or worse yet, in the lakes and oceans. Recycling, including garbage and all other waste management, needs a well-thought out, integrated commercialized approach.

Landfills aren’t the long term answer and neither is our current useless bureaucracy.

Trash can be a resource, but it will take a major re-think to achieve that result.

t is a good thing that one week a year is set aside for mental health awareness. It is not enough, but better by far than none at all. Once the dialogue concerning the issue begins, individuals are often more comfortable speaking of their own struggles, or the struggles of loved ones. Rather like the ‘Me, too’ movement. Issues that need to be less stigmatised, more understood.

We have an acceptable social assistance program in our province. Again, far better than none at all. There are several areas that I am aware of that could be improved. Individuals that suffer from medical disabilities, including mental health concerns, qualify for additional benefits. For someone who struggles with anxiety or depression, the reality of a barrage of meetings and assessments to determine whether they will continue to receive these benefits increases both anxiety and depression. I know there has to be a check in place. Could the checks be made a little less stressful, or perhaps not as frequent? Too many times, the person needing to meet a series of deadlines for meetings and paperwork is the one who is unable to get out of bed and face the

RM Riverdale council notes Ray Frey, Colleen Cuvelier, Heather Dalgleish, board member and Neil Zalluski, Manager, Assiniboine Hills Conservation District attended the meeting to discuss the programs Riverdale received in 2018, the funding formulas, and the new Conservation District areas/borders. Riverdale will primarily be in the Assiniboine West Conservation District with a small portion of the municipality in the Central Assiniboine District.

Riverdale Municipality proposes to budget for an operating deficit for 2019 in the amount of $51,000.

Council approved the purchase of a 48 niche columbarium, 2 niche columbarium and a bench from Nelson Granite. Dora Irvine was appointed to the Prairie Regional Crocus Library.

Mayor Gill reported on his attendance at the Municipal Officials Seminar. The Bylaw enforcement seminar was discussed and its relation the enforcement of RPS of Riverdale Bylaws.

The Lake Road Subdivision is to be set as a top priority to ensure marketing of properties can take place in 2019. The Emergency Plan is to be updated and circulated to appropriate members identified in the plan. The plan is to be shared with the Fire Department. Mr. Ron Taylor of Rivers Game & Fish attended the meeting to discuss the opportunity for Rivers & Area Game and Fish to pursue the licensing of the gun range.

Council accepted the proposal submitted by Clean Water

Pro to provide a lake assessment of Lake Wahtopanah at a cost of $5,000. Council accepted the tender for gravel crushing of approximately 15,000 cubic yards submitted by Rock Country Gravel at a cost $3.50 + GST per cubic yard. Councillor McFadden received very positive feedback on the dedication and work ethic of our arena staff.

The CAO reported on the status of hiring an Equipment Operator and the plan for hiring a temporary Facility Manager to cover a mat leave. Council will provide a grant at $1/capita to the Westman Opportunities Leadership Group in their continued efforts to attract a world scale soybean processing facility in the Westman area. Curbs on Main and Second require repair. Councillor Falkevitch brought forward more concerns from residents along Highway 25 and Chimo Beach.

Council to consider for next meeting. Council approved the drawings submitted by MB Hydro for proposed works at SW 12-11-20W. Council accepted the proposal submitted by Clearly Insight to supply and install a surveillance system on three municipal buildings at a cost of $20,218.00 + applicable taxes. Mayor Gill requested a meeting with MIT regarding the condition of, and the need to repave the 400, 500 & 600 blocks of Second Ave.

day on any given day. It’s hard enough to get out of the house, but to get out of the house and face a significant meeting may be too daunting. And not showing up doesn’t look good either.

There are some of us that take our mental health aids for granted. We have phones to call friends, an electronic set up– TVs, computers and tablets– for entertainment. Many of us have a cat or a dog or two. Their food and necessities are not often a hardship in our budget. Most of us own a vehicle. When we want to go for coffee, visit home, or simply go for a drive in the country, we do. Again, we own or have access to a vehicle and our budget can carry a tank of fuel. Never mind joining a gym or getting involved in a sports program. For many folks on an assistance program, these are undreamed of luxuries.

If they are able to have any of these luxuries, it is often at the expense of healthy food or adequate clothing. Thank goodness medication is covered.

When we begin to understand mental health issues, seeing people as people, our attitudes should change. When we see an individual that is unkempt, loiters rather than strides, it is easy to assume that they are lazy, lack motivation, or don’t care. One of my friends that suffers from both anxiety and depression laments the lack of counsellors, the high turn over of social workers– just get to know one and you have a new one. They have not lost their sense of humour or love for family. Able to laugh at self, my friend shared the day they knew they needed a haircut was the day, rather than offering someone else a coffee, someone stopped them and asked if they could buy them one! There is a code. Be gentle with each other, be gentle with yourself.

With the school year winding down it is once again time for our AGM. It will be upstairs at the United Church staring at 7pm on May 28th... all welcome to attend. Registration packages will be handed out after the meeting. Children who are potty trained and turn 3 on or before December 31st 2019 can enroll for the 2019/2020 school year.

Growing heirlooms and the best tomatoes

This column continues to expand on our focus on saving seeds and growing heirlooms. You learned over the past couple of weeks about some of the peppers that we are currently growing and this week let's really talk about the stars of the garden - the tomato!

We never really know what the weather will be like over the growing season. If this spring is any indication of the weather we might get you may need some of the old open pollinated tomatoes in order to get a crop. A number of years ago, we had a cool summer and the only tomatoes I harvested were my heirlooms! Having the history that heirlooms have will often allow a harvest when conditions are less than perfect for a specific

crop. Tomatoes like to see hot weather and the hybrids we often will grow may not perform well if conditions are not so perfect.

I can almost taste my harvest this year as in my opinion the flavour of heirloom tomatoes is far superior to hybrid plants. Read on to find out more about what we are growing right now!

There are a few cherry tomatoes that we are growing.

Acadian Cherry is compact and perfect for growing in smaller spaces as it is determinant. The Black Cherry tomato is beautiful to look at and even more delicious to taste in salads or right off the vine. Gray's Sweet Cherry is an enormous plant that I like to grow over my back fence. The fruit is plentiful and delicious.

Amish past is a great past tomato as it is also good for fresh eating. It matures 85

days from transplanting.

Black Krim is a medium tomato that will colour up even better if we have hot weather. It adds an exotic flair to your salads and is also great sliced on a sandwich.

Cherry chocolate is another tomato with great colour and delicious flavour. Cherokee Purple is more than 100 years old and is originally from Tennessee. It is said that it was first grown by the Cherokee First Nations.

Copia produces a large tomato that is yellow with red striping and a mottled interior. It is simply beautiful. Ferris Wheel dates back to 1898 and is considered to be very rare. Feurerwerk tomato is originally from Germany and is breathtaking with yellow mottling and stripes on a red background. Peak of Perfection is one of the tastiest slicing tomatoes you can grow! Purple Calabash

is an excellent deep purple, ruffled tomato that is also very drought tolerant.

These are just a few of the great heirlooms you can grow in your garden and only a sampling of what we have available for sale. Please watch our website and face-

book page @schoolofhort if you are interested in purchasing some of these great selections. Our sale runs from May 13th to 18th but as we have limited numbers they are also available for presale. I know that I have been enjoying the process of

growing these plants. They were planted at the end of February and already some are in bloom. What a pleasure it is to grow plants that will be enjoyed throughout the growing season and beyond.

RM of Oakview - April 2019 April 2, 2019 Peter Anderson from Community Planning attended the meeting at 7:00 p.m. to review the draft R.M. of Oakview zoning by-law. Changes that the Council would like in the draft by-law were discussed.

After the changes are made, Council will review and give first reading to the by-law.

A date for a public hearing for the zoning by-law was discussed.

The 2019 financial plan was reviewed with Council.

Capital purchases in 2019 and in the next five years were reviewed as well as funding for same.

April 9, 2019 The Roads and Drainage Committee discussed future gravel requirements and financing for same.

Reeve Fortune reported on the Mid-West Planning district meeting that was held on April 4, 2019.

The waste management and recycling committee indicated that our landfill employee has been registered to take the Manitoba Landfill Operation Certification seminar.

The Fire Department Committee reported that the Mutual Aid District meeting with elected officials was rescheduled to

April 24, 2019 at 7 p.m. in Sandy Lake.

Councillor Hyndman reported on the Minnedosa Economic Development Committee meeting he attended in Minnedosa.

Councillor Hyndman and the C.A.O. reported on the L.U.D. of Rapid City Committee meeting that they attended on April 8, 2019. Projects to be done in 2019 are to be reviewed.

Reeve Fortune reported on the Park Residence meeting he attended.

Public Works Supervisor, Melvin Alex reported on locations for the possibility of developing a new muni-

cipal well, road repairs and equipment were discussed.

Areas in the gravel pits that are to be stripped before crushing can be done were discussed.

Conditional Use Applications for Terry Radcliffe for Radcliffe Farm Ltd. and Michael Lynes were approved Council approved a request from the Minnedosa Regional Events Centre and are forwarding $30,000 from the General Reserve Fund, subject to the project proceeding.

May 16, 1929 The regular monthly meet ing of R ivers School Tr ustees took place Thursday evening last, Dr. Lyon occupying the chair.

A letter was received from Hon. D. G. McKenzie, saying that he wou ld be plea sed to donate a shield for the best marching done by pupils of town schools of Field Day. He also accepted the invitation to be present on that day and give a short address.

1929-30 were discussed and eventually it was decided to ask for a levy of $21,000. This is a reduction of $700 from last year.

A f ter a nu mber of arrangements for t he coming Field Day had been attended to, the board adjourned to meet again on Tuesday, June 4 to deal with the question of the teaching staff for the next year.

Only after sinking a well 308 feet - and not getting water - was this project abandoned, turning their attention to the other points on the property, t he ow ners sun k t wo more holes - and at 27 feet and 37 feet respectively, they tapped what appears to be an adequate water supply.

RICHARD WADE 1933 ~ 2019

Richard was born on January 12 1933, in Bassano, AB., to Alice and Ted Wade. They resided on the family farm and he attended school in Gem. In 1936, his brother Jim was born and in 1939, their dad joined the military and went overseas. Richard moved to Vancouver with his mom and brother Jim, to be closer to family. While in Vancouver Richard’s sales ability emerged and he was #1 paper boy for the Vancouver Sun. In 1946 his mother married Dale Laughlin and they moved to Youngstown, AB, where Richard attended school.

Richards brother John was born in 1947. Richard worked with Dale at the Esso Service Station and at their Massey Ferguson dealership (Laughlin and Wade). In 1960 Richard married Sandra Taylor from Rivers, Manitoba, together they had three daughters: Tracey, Jodi and Tara. Richard opened the Massey Ferguson dealership in Hanna in 1969 and in 1971 the family moved to Hanna. Richard sold the dealership in 1977, however continued to sell for a few years. He then got his real estate license and he has never stopped doing what he loved - selling. Richard was still going to his office at Big Sky Realty a month ago.

Richard was predeceased by his mother Alice Laughlin and father Ted Wade; step father Dale Laughlin, brother Jim, Sandra’s parents: Margaret and Frank Taylor, brother in law Larnold Brandon.

Richard is survived by: his wife Sandra of 59 years; daughters: Tracey (Doug) Grantham, Jodi (Terry) Wood and Tara (Darcy) Heon; eight beautiful grandchildren: Taylor, Jordyn, Abby, Chloe, Ben, Lincoln, Haylee and Rylee; brother John (Debbie) Laughlin; sister in law Joan Wade and sister in law Jo Ann Brandon as well as many nieces and nephews.

A Celebration of Richard’s Life was held on Monday, May 6, 2019 at the First United Church, followed by “Beef on a bun and happy hour”, at the Hanna Community Centre.

Tender The Rural Municipality of Oakview Request for Quote Demolishing of Buildings and Levelling of Site The Rural Municipality of Oakview is requesting quotes for the demolition and removal of the buildings, foundation, and any contents and levelling of the site. The building is located on Lots 60/63; Plan 312 in Oak River (# 2 Limit Street). All demolition debris, building contents, and any cement must be taken to the Oakview waste management site located on the NW 1/4 of 1-14-22W and placed in appropriate areas of the site (concrete; bricks; wood; metal; and household wastes should be separated as much as possible). Successful bidder is encouraged to recycle/sell any contents before demolition. All concrete must be removed from the site and the water line and sewer line need to be adequately capped by the successful bidder. Obituary ~ KEITH LAMB ~ On May 2nd, 2019 we said goodbye to our best friend, husband, Dad and Grandpa.

Keith was born in Moose Jaw, SK in 1944 and was then raised on a farm in Moline, Manitoba.

He learned good work ethics early in life.

Keith loved his children, Vaughn, Allison and Stacy. His real passion was working. Putting in long hours as manager of the Farmers Co-op Seed Cleaning Plant. When the first plant burned to the ground it was still “business as usual”.

This was a motto that he lived by.

Keith bought the Crosstown Drive Inn as his hobby.

This hobby became most of his life’s work. He turned a garage and fuel bar into a convenience store, restaurant and lounge. Tempo Place Emporium was his pride and joy.

To say we are very proud of him would be a great understatement. Keith touched the lives of many, many people on his journey through life. He never forgot a face or a name. He leaves his memories to his wife, Margaret, of 55 years. His children, Vaughn (Sharon), Allison (Gary) Pomeroy, Stacy (Marc) Derouin and his grandchildren, Ryan (Hayley) and Riley (McKenzie) Lamb, Amber and Gavin Pomeroy and Jayden Derouin.

Comets set to start what should be their most exciting year yet.

By Aaron Tycoles Rivers Comets It’s hard to believe, but the Rivers Comets are set to start their fifth season of play on May 22, when they host the Elkhorn Expos to open the Southwest Baseball League regular season at 7:00 PM. Comet Field will also have a new name for the 2019 Season, thanks to a generous sponsorship from Nutrien Ag Solutions, we will now play our home games at Nutrien Ag Solutions Field.

Nothing has changed in the SWBL this year, with all eleven teams returning for the 2019 season.

The Comets will be in the North Division again along with the Expos, the Virden Oilers, Reston Rockets, Hamiota Red Sox, and Oak River Dodgers. The South Division will be comprised of the defending league champion Boissevain Centennials, the Deloraine Royals, Hartney Hoppers, Souris Cardinals, and Wawanesa Brewers.

The North Division will play a 15 game regular season, while the South Division will play 14 games.

The 2018 season was a success with the Comets finishing within one game of the North Division Champion Red Sox, narrowly missing punching a ticket to the A A Provincials in Neepawa,

before losing a hard fought series in the divisional playoffs to Oak River. The road to the provincials is a little easier this year, with the tournament being held in Rivers at Nutrien Field and Viterra Field August 9 to 11. There will be two other representatives from the SWBL, along with one from the Santa Clara Baseball League, one from the Brandon Senior League, one from the Winnipeg Senior League and two from the Border Baseball League.

On the field this year, the Comets see an infusion of local youth, with five members of the high school team joining the Comets. The roster has suffered a big loss with 2018 Most Valuable Player Eric Truscott moving on to play in Carberry with the Royals. Dustin Asham has also moved on.

Despite those losses the team has gotten more local infusion with Jody and Layne Anderson returning after a couple years away from the team, along with Scott Beever being in town full time, which will improve the teams defense and pitching. Veteran John Hutton a pitcher and infielder, who was a major part of the Minnedosa Mavericks dominance in the Santa Clara league has also joined the team, and will go a long way towards replacing the innings and offence contribution of Trus-

On top of the opener, other highlights of the schedule include our home double header on June 9, as well as home games on the 14 and 15 of June as the Comets celebrate Baseball Day in Rivers on June 15.

The Friday night game will kick off the celebration as they host division rivals Hamiota Red Sox. On Saturday there will be games featuring both Rivers 9U teams as well as both Rivers 11U Teams in action.

At 4PM the Comets will play host to the Manitoba 17U Selects as they prepare for the Baseball Canada Cup in August. The game will include a barbeque and beer gardens with the proceeds going towards Rivers Minor Ball purchasing new uniforms. For the second year in a row the Oak River Dodgers will be the opponent when the Rivers Fair is in town on July 3rd.

It should be a great season of baseball at Nutrien Ag Solutions Field this summer, and we look forward to having you there.
