ivers and District Chamber of Commerce once again co-ordinated a parade in Santa’s honour, this year on Saturday, Dec. 5. It was prefaced with a pancake breakfast (served by Rivers and Area Lions Club). Recordbreaking temperatures — on the plus side, and at 7° degrees later that afternoon — brought people out in droves along Second Avenue. While parade viewer numbers were good, they were down for both the breakfast (40) and pictures with Santa. The numbers have varied much over the years, which can be noted in From our files on page three. This year’s 80 candy bags given after pictures differ from the 450-plus in 1950 and 1970 and are only a slight decline from less-than -100 15 years ago.

Locals to compete in provincials

Golden Gals district playdowns were held in Shoal Lake Nov. 30 and Dec. 1. Six teams were entered, three of which are going to the provincial bonspiel in Steinbach in Feb. 4-7. Going undefeated was the Rivers rink skipped by Maxine Veitch, and with one loss each coming out on the B-side, Lynda Draper and Marlene Allan also qualified. Veitch’s Rivers rink of Donna Falkevitch, Donna Morken and Darlene Gourlay, won three games to come out undefeated on the A-side of the draw.

Draper also played three games but lost her second game, coming out on the B-side with a win over Linda Wilson; Draper’s rink is a combination of Virden/Hamiota ladies.

Allan’s rink, a McCreary, Onanole and Rossburn blend, had three games, losing her first game then winning two to come out to the B-side with wins over Barb Anderson and Linda Newton to qualify for February’s spiel.

Bishop visits Rivers

On Nov. 14 the small parish of Immaculate Conception Roman Catholic Church of Rivers and their pastor Father Phillip Malayil welcomed the archbishop of the diocese of Winnipeg, Richard Gagnon. Archbishop Gagnon is the seventh archbishop of the diocese of Winnipeg and was appointed by Pope Francis in October 2013. Gagnon was born in Lethbridge, Alta. but he and his family moved to British Columbia when he was still a child. Gagnon received a bachelor of arts in history/English from Simon Fraser University in 1973 and received his teaching certification from the province of B. C. in 1975. From 1979 to 1983 he studied at Pontifical Beda College in Rome.

He was ordained to the priesthood in Vancouver in 1983. Before being appointed to the archdiocese of Winnipeg, he was bishop of Victoria, which included all of Vancouver Island.

Archbishop Gagnon co-celebrated mass with Father Phillip. After mass, the parishioners enjoyed a wonderful meal, catered by the members of St. James’ Anglican Church in Rivers. Continuing with the centennial celebration of the archdiocese, as previously reported in May and June issues of Rivers Banner, the hall was decorated in a centennial theme; the archbishop was asked to cut the centennial cake.

As a thank gift, he was presented with dainties and a monetary gift.

When thanking the parish for his gifts, Gagnon said he had received three “sweet” gifts during his visit to Rivers.

The first were the dainties he’d just received, the second was meeting the parishioners and the third was having the delicious meal, prepared and served by the Anglicans.

The Archdiocese of Winnipeg has 90 parishes/missions, all of which Archbishop Gagnon has visited since his appointment. The parishioners of Immaculate Concep-

tion were happy to receive his visit and we are grateful to the St. James’ members who made and served such a wonderful meal. You certainly added much to the celebration!

More than 1,000 people lined the streets in Rivers on Saturday for the second annual Santa Claus parade; they then crammed into Rex Theatre for free cartoons and a visit with Santa, who passed out 450 candy bags to kids. 45 years ago, Dec. 10, 1970 Stones were used to break windows at Forman’s Hardware and McKenzie’s Store in Rivers late Friday evening; thieves then walked in and stole a gun and ammunition (hardware) and a jacket and gloves (store). The names of three local juveniles have been given to the probation officer in connection with a break-in at Rivers Elementary School on Sunday, Nov. 29 in which they forced open a window, removed slats from the principal’s door and stole change from a glass jar. More than 450 candy bags were given to children after they watched free cartoons following the 20-float Santa Claus parade in Rivers on Dec. 5. Mr. and Mrs. John Russell had a girl Nov. 27. Donald Whyte, formerly of Rivers, was in concert in Brandon on Dec. 8; he has been playing his violin with New York Philharmonic Orchestra for the last 10 years.

35 years ago, Dec. 10, 1980 Keith Robins was in serious condition in Winnipeg hospital following an accident last Thursday in which the tractor he was driving was hit by train on the crossing at Hwy. 270, 15 miles southeast of Rivers; Keith’s farm is 100 yards from the crossing. Three days later, his condition was upgraded to satisfactory and he is expected to be home for Christmas;

he has a broken hip, and eye and head injury. Following a meeting in October to determine sufficient interest, a Home and School Council for Rivers area was officially formed on Dec. 1 with Art Bower as president. More than 500 people attended a pancake and sausage breakfast, held before the annual Santa Claus parade on Saturday; there were 25 floats. Andy and Bob McCormick had a double wedding on Dec. 5, 1940 when they married two Biccum ladies; the couples (Andy still in Cardale and Bob now in Sidney, B.C.) celebrated their 40th anniversary at a joint party earlier this year. Mr. and Mrs. Lorne McTavish celebrated their 40th anniversary on Dec. 7.

25 years ago, Dec. 12,1990 The new Springhill Well in RM of Daly filled its first tank of water on Nov. 28 — it pumps 250-300 gallons per minute. The former Carvey Men’s Wear (or Grummett’s Red & White Store) building on Second Avenue is currently being demolished; it had deteriorated beyond repair. Hugh Russell of Rivers won a Silver Medal award from Royal Conservatory of Music, Toronto, for having the highest marks in Grade 9 piano in all of Manitoba.

15 years ago, Dec. 9, 2000 Attendance at Rivers’ Santa Claus parade on Saturday was less than in years past with fewer people attending the pancake breakfast and less than 100 candy bags handed out following the free skating session.

Better outcomes require more than money

Assessing change Adapting to positive change is a good thing

F

rom the outset, I have always said the climate is changing. What I take issue with is the claimed causes of the change and the perceived ability of government to control that change. We should focus on doing what we can, but what little we can do about the change should be balanced by adapting to the change.

The Winnipeg Free Press has reported that “Manitoba has joined a cap-and-trade alliance to combat climate change, which the premier expects will speed up development of the province’s own strategy.” The FP goes on to say, “….environmentalists say a simple and more broad carbon tax would have been much easier to put in place.

“Cap and trade is problematic because it’s hard for people to understand it,” said Curt Hull, project manager of Climate Change Connection. “There’s (also) a chance of not getting the outcome you want.”

Hull said cap-and-trade is so complex to administer that it can also result in higher overhead costs than a simple levy.” Keeping things simple and easy to understand isn’t a government trait in general and it’s definitely not an NDP trait.

This cap and trade move will be a dream world for the NDP, the accountants, the unionized public service groups, an absolute dream. They will suck up millions of hours and billions of dollars measuring vapour, assuming the worst in corporations and chasing myths so they can pretend to protect the environment and save the world. They will claim to limit Green House Gas (GHG) emissions, slow the

The provincial government is nuts, certifiably nuts.

Canada, under our newly minted prime minister, Justin Trudeau, sent over 360 people to Paris carry on this charade. We sent more people than any other country in the world except host country, France. Canada emits less than two per cent of the world’s GHGs but we sent more people than any other visiting country.

The federal government is nuts, certifiably nuts.

Meanwhile,the Cornwall Alliance, which is a non-profit religious, charitable, and educational organization said, “….the push to restrain real economic progress will extend poverty around the world.” They claim, “many people continue to live in abject poverty. One-quarter to one-third of the world’s population —1.75 billion to 2.33 billion people—lack access to electricity, and all but three million of those live outside rich, developed countries. Worse yet, some 2.7 billion still cook their food on inefficient stoves that use dung, crop residues, and wood. It is estimated that two to four million people die prematurely each year because of health problems

associated with biomass-burning stoves.”

Manitoba’s major emitters are often very visible. Koch Chemical has big smokestacks. The mining processors have big smoke stacks. Oddly enough, one of the biggest emitters is the City of Winnipeg run environmental failure known as the Brady Landfill which only gives off seagulls and a pervasive stink.

What the politicians and climate change gurus won’t face is that even the GHG emissions from smoky China can be overwhelmed in a few days by what spews out of a good sized volcano. The governments can tax and spend and regulate and wring their hands all they want but they have no control over volcanos.

The irony of all this is that Premier Selinger spent a lot of time in Paris telling anyone who would listen that the global warming would extend the shipping season for the Port of Churchill. If the world’s temperature rises theoretically, the Hudson’s Bay ice will stay away longer in the fall and recede earlier in the spring so more ships can get into Churchill.

Adapting to positive change is a good thing.

e rely on government for many services that make our lives easier, but of all these services, none is more important than health care.

While we may like our streets cleaned and our garbage picked up; and we may rely upon international trade agreements and national security to help MY us go about PERSPECTIVE our daily lives and jobs, at the end of the day, if we aren’t ate alive, or in good enough ackman tkinson health to enjoy it, nothing else matters.

The importance isn’t lost on government, they spend a lot of money on health care. In Manitoba, the 2015 budget called for $6.088 billion in Health spending. Not only is it by far the provincial government’s largest area of expenditure, it amounts to 40 per cent of the Province’s entire budget.

The federal government, which isn’t actually responsible for health care, spent $32.1 billion on health transfer payments to provinces in the 2014-2015 year. Budget 2015 called for increasing transfers by $27 billion over the next five years.

This is in addition to targeted spending in areas such as seniors’ health and mental health.

The amount our governments spend providing health care has been increasing, and with an aging population, the trend is only beginning. The problem is that despite all of this funding, many individual Canadians still face challenges accessing health care.

For many, the problem begins at the family doctor level.

In our Prairie Mountain Health region, there are 16 communities with openings for family physicians. That’s a lot of Manitobans who don’t have a reliable point of entry to our health care system.

To combat the problem, the province has created a family doctor finder, which matches physicians with Manitobans in search of a doctor. So far, the program has matched 35,786 Manitobans with a family doctor. The problem is that the service can’t make doctors appear where there are none.

Problems don’t just lie in access to basic health care. The Fraser Institute recently released their annual study of wait time across Canada and has determined that for the third consecutive year, median wait times have remained stagnant.

The annual survey of physicians examines the total wait time faced by patients across 12 medical specialities– from referral by a general practitioner to consultation with a specialist and subsequent receipt of treatment.

The study found that nationally, the median wait time sat at 18.3 weeks, up slightly from 18.2 weeks in 2014. Despite all of the money that has been invested in health care, in 1993, the median wait time was just 9.3 weeks.

At a week over the Canadian average, Manitoba ranks middle of the pack. Here, the median wait from GP to specialist was 7.8 weeks, below the Canadian average of 8.5 weeks. The median wait from specialist to treatment was 11.6 weeks, longer than the Canadian average of 9.8 weeks. This is an improvement from 2013, when the median wait time was 25.9 weeks.

We are making progress and the study found that the shortest wait times were in the areas of radiation oncology (4.1 weeks) and medical oncology (4.5 weeks). These findings correspond to the experience of people locally, that our medical system seems quite good at quickly treating those with cancer.

With new technologies and an aging populating, health care costs will continue to increase, but by now, it should be clear that throwing money at the problem doesn’t guarantee better access or outcomes for patients. What we need is thoughtful solutions– whether it’s ways of getting more medical professionals or making better use of our existing resources. This is a problem that must be addressed, and the sooner the better.

The Son of God, but also God the Son Saskatchewan unveils

everal years ago, a ministerial colleague sought my help with a difficult counseling case.

He had been working with this client for roughly six months and was making no headway at all. So he began probing the client’s spiritual beliefs and that only added to his confusion.

“Everything my client believes,” he said, “is what a true Christian should believe, including that Jesus is the Son of God. So why can’t I make any progress in this case? What am I doing wrong? What questions should I be asking that up to now I haven’t asked?”

“Just one,” I replied. “We know your client believes that Jesus is the Son of God. Does he or she believe that Jesus is God the Son?” There was a long pause, and then my colleague said: “What difference does that make?” That is the question I want to answer (to a limited extent) in this column.

In the opening verses of his gospel, St. John writes these words: “In the begin-

Neil Strohschein ning was the Word, and the Word was with God and the Word was God.” (John 1:1) The “Word” is equal with God, possesses all of the attributes of God, speaks the words, does the works and understands the ways of God. But then we read: “The Word was made flesh and dwelt among us. We beheld his glory; the glory as of the only begotten of the Father, full of grace and truth.” (John 1:14) To those words, John adds the following: “No one has ever seen God. It is God the only Son,” (note the wording) “who is close to the Father’s heart, who has made him known.”

(John 1:18) These verses reveal a most important truth about Jesus. While on earth, he had a body of flesh, blood

and bone—just like yours and mine. But the person inside the body was the God who created the heavens and the earth and who gave life to every living entity on this planet.

In his earthly form, Jesus was the “Son of God.” He had a divine father and a human mother. But that alone would not set him apart as anyone special.

Legend has it that the Greek god Zeus had 36 children in all, half of whom were the product of unions between Zeus and mortal women.

So in his day, when Jesus claimed to be the “Son of God,” his listeners would ask: “Which god?”

But as “God the Son,” Jesus exists in a class by himself. He is God revealed in human form and just as he did before he came

to this earth, Jesus spoke the words of God, did the works of God, understood the ways of God and fulfilled the plan of God to save humanity from its sins.

So why are so many sincere believers so reluctant to speak of Jesus as being God the Son? We have no problem with him being the Son of God. But God the Son—that’s a different story.

I think we are afraid of the implications of doing so. If Jesus is God the Son, then his words are the words of God. They carry as much authority as the 10 commandments. We need to listen to them, understand them and obey them.

And that is not something our society wants to do.

We want to humanize and politicize Jesus; treat his words as authoritative when they suit our political or social agenda and reject them when they do not.

Advent… Let the adventure begin

ovember 28, according to the church calendar, was the First Sunday Of Advent.

The four Sundays preceding Christmas are traditionally geared to celebrating hope, peace, joy and love. For me, Advent is the beginning of the adventure of a ‘faith in God’ filled life. Along with the hope, peace, joy and love, my journey encompasses pain, loss, despair and discouragement. And here is the miracle of my faith, resting in the never-ending goodness of the Divine Creator, I find that those painful feelings are just that – feelings. Snuggling close to the Creator, listening for the whisper of love, the greatest gift, dispels fear and instills trust.

Part of the advent adventure has always been to include a Christmas tree in the home. No matter what the historical origins of the

They were magical, sitting with only the glow of the tree lights, perhaps a candle, and music. The tree could be set up the Saturday before the First Sunday of Advent, and no sooner!

The tree was only a portion of the holiday feels.

he words “love your neighbor” keep coming back to me this week. It is December and the banquets, parties and concerts are filling the days on the calendars. I see the love of my children who live far away and would like so much to help their Mom. They were here this week and cooked and accommodated us in many ways.

The crèche, purchased decades ago at Eaton’s, sat atop the piano. The figures a beautiful 10 inches tall.

The original carton still contains the lowly stable, the characters in the story and the straw. A little less every year, but enough to set the stage. Added later, a wagon filled with a Victorian family on route to a gathering graced the side table. We searched years to find the right horses to complete the tableau.

And then Ed found a set of carollers, also from the Victorian era. These people are closer to 12 inches tall and the scene includes a drummer boy, a lamp post,

the singers and a dog. A dancing Snoopy came a little later. My, how Ed loved Christmas!

Last year, the village, the crèche, the carollers and Snoopy were all in place by early October so that Ed could enjoy them one more time. I never did put the tree up. This year, I have toned the decorations down even more. On the bookcase is a lovely hand carved wooden crèche set. Here the family is diminutive, five inches in height. But the message is the same. There is the mother, the father, a babe in the manger, wise men three and a shepherd and sheep. With the arrival of the child, Jesus, the story of faith comes alive in flesh.

The way to hope, peace, joy and love is in place.

The example is set. Let the adventure begin.

It makes me think of our neighbors, not only the ones that live on our block, but the ones that live in our town and valley. Many find this part of the year the most dreadful. It is cold outside, it gets dark early, the nights are long and the memories invade.

Luke 10:27 tells us to “love the Lord with all our heart …... and love your neighbor as yourself.” This month we need to show our love to those around us, especially the ones who are lonely. Be a friend to someone who does not have any friends.

Let the Lord have His way.

Liquor policies provide an interesting peek into the personalities of different governments.

Alberta is the hard-charger that went for full privatization and won’t look back even under an NDP government. Manitoba stubbornly refuses to consider loosening the grip of unionized government employees on the bottle. And in the middle, stands Saskatchewan.

Premier Brad Wall has engineered an elegant middle-ground liquor policy that will dramatically improve service to customers, while neatly pushing the privatization issue to the back burner.

First, it’s worth knowing just how badly Saskatchewan’s current liquor system works.

There are four types of liquor retailers in Saskatchewan: 450 off-sales (usually in hotels), 190 rural franchises (small town grocery stores that can sell bread and milk as well as booze), 75 government liquor stores and four new private liquor stores.

Saskatchewan off-sales can stay open late and sell cold beer, but they have to pay retail prices for their stock and therefore are forced to charge inflated prices. Rural franchises get better pricing structures, but the government forces them to sell warm beer and close early. Even government stores endure restrictions on hours and the types of beer they can put in the fridge. The new private stores have the most freedom in the current system, but they’re only operating in a few neighbourhoods.

Premier Wall’s recent announcement is elegantly simple: make all liquor retailers equal.

When the new policy is implemented after next spring’s provincial election, there will be one standardized liquor licence with one set of rules that applies to all retailers. Even more importantly, there will be one wholesale price applied equally to all retailers when they’re purchasing their stock.

This means that Premier Wall will give all 719 Saskatchewan liquor retailers the opportunity to compete for customers on a level playing field.

Saskatchewan also announced that it would sell 40 government stores, but this is not the same kind of privatization push made famous in Alberta. The Saskatchewan government stores are being sold because they’re unprofitable. It’s a business decision, as is the decision to keep the remaining 35 stores.

Further, while increasing choice for consumers and opportunity for liquor retailers, Premier Wall has also protected the provincial budget. The government currently takes dividends from Crown stores based on retail sales. Under the new policy, wholesale mark-ups applied at the government warehouse will keep the provincial treasury well supplied. So the Saskatchewan government will get an ample share of liquor revenues without the risk of running retail outlets.

Manitoba’s liquor system has its own idiosyncrasies.

There are 54 government-owned Liquor Marts and another nine Liquor Mart Express outlets. The government stores offer the widest selection, but they leave standard beers out in the warm.

There are 169 private liquor vendors in small communities where government stores can’t operate profitably. Many of these vendors aren’t even allowed to sell standard beers, let alone sell them cold.

There are eight specialty wine stores. They’re great for wine enthusiasts. But scotch drinkers are out of luck if they want their own specialty store.

Then, there are the 246 private beer vendors. Most of these are hotel off-sales. The government graciously allows them to sell cold beer. However, other than a few coolers and ciders, they’re not allowed to sell much of anything other than beer.

Imagine if Manitoba made all of its liquor retailers equal. What if liquor retailers could stop asking the government what they’re allowed to sell and ask their customers what they want instead? Those curious to see such a place should plan to visit Saskatchewan in a few months. With any luck, Brad Wall’s elegant liquor solution will soon find a home in Manitoba as well.

Shelly serves St. James’ supper upper

By Jessie Bell St. James’Anglican Church ladies have been busy with kitchen duties, having cooked a turkey and meatball supper for 200 people on Nov. 1. Male members delivered an additional 30 meals as takeouts. Sally Carter officially opened the supper, which was attended by Paul and Jean Curtis, Nigel and Barbara Packwood, formerly of St. James’ ministry and now residents of Brandon.

The annual fall tea, held on Saturday, Nov. 21, was not as well attended as expected. Sales of home baking, handcrafts and penny raffle were down, partly due to a conflicting local fundraiser the same day .

The aprons were put away on Tuesday evening, Dec. 1 when Shelly Mom’s Kitchen restaurant staff did the cooking.

Sally asked the blessing before the bounteous smorgasboard-style meal. Gordon Allen was master of ceremonies, with help from his wife Lois, and Jean Ryall.

The latter distributed prizes from a silent auction; Norman Short attended to the spirits. Greg Esplin conducted a trivia contest, and no one sang! Paul and Jean were once again welcomed at this supper, as were Jim and Bernadette Njegovan of St. Matthews’ Cathedral in Brandon.

On a lovely, mild Dec. 6 evening, people gathered at Kenton United Church for a carol service, led by Rev. Doug Martindale. He welcomed everyone, said a prayer and gave a brief history of the carols we sang, with piano accompaniment by Irene Todd. Throughout the service local musicians shared their gifts of music with us; they were Brett Hemrica, the Todd family, David Caldwell and Nicole Wilson. Brett used his guitar to play Away in the Manger; Todds (Brian on guitar, Irene

on flute and daughter Glenda on tuba) performed O Come, O Come Emmanuel and In Dulci Jubilo (Good Christian Men Rejoice); David accompanied himself on guitar as he sang Mary’s Boy Child; Nicole also accompanied herself on guitar when she sang Beautiful Star of Bethlehem. Nicole then led the congregation in the singing of Silent Night, Holy Night, concluding the service. Refreshments were served in the choir room.

Another year completed for Acres of Hope project

By Ron Krahn Chairman Acres of Hope is a local growing project that raises money for Canadian Foodgrains Bank (CFGB).

Local farmers and businesses grow crops on donated or rented land with as many donated crop inputs (seed, fertilizer, chemical) as possible to raise money to help end world hunger. Our project has been in existence since 1998 and is run by a committee of farmers and volunteers. For the past 17 years we have had a field in the Rivers area and another field southwest of Oak River. 2015 was the first year without a field close to Rivers, as we were not able to find a parcel of land to farm for the project.

The 60-acre Oak River field was seeded to wheat in late May and was harvested on Sept. 23 with a crew of three combines, one grain cart and two semis from local farmers, colony and machinery dealer. We were able to sell 55.9 tonnes (2,054 bushels) of spring wheat to the James Richardson International (JRI) elevator at Kemnay, which raised $13,081.81. Along with some cash

donations from people in the area, we have been able to send more than $20,000 to CFGB for the 2015 year. Since Acres of Hope started, we have been able to send more than half a million dollars to CFGB, which is then matched 4:1 by the Canadian government.

We are grateful for the money our local project has been able to raise to help end hunger in many parts of the world such as Sudan, Syria, Somalia, Ethiopia, Kenya, Jordan, India, Bangladesh and so many others.

We are thankful for the support of our local community for this project. Many cash, equipment, land and crop input donations have come from the local community.

If anyone knows of or has some land they would like to rent or donate to our project for 2016, we would love to hear about it!

Improved shelterbelt planting

Renovation inspirations

It has been only two short years since HELP International took over the government’s shelterbelt tree program. In high speed sequences, HELP ran the government’s Indian Head Agro-forestry Centre and provided trees across the prairies in 2014 and 2015. Then in January 2015, HELP purchased and developed our new 160-acre tree farm just outside of Weyburn, Sask., constructing plots, roadways, a water reservoir and we produced a record 600,000 seedlings of the fastest growing shelterbelt varieties ready for spring 2016 field planting.

In November we launched our 2016 shelterbelt campaign for farms, acreage owners, towns and schools in the Prairie provinces. Here are some

important things to know: • 100 per cent of the trees we produce are now container roots, which is a change over the government’s Indian Head bare root system. This means that the 12-30 inch seedlings have a solid plug of soil on the root. This innovation allows the seedlings, unlike bare roots, to be shipped and planted while dormant or in full leaf, with little to no transplant set back, unlike the greater challenges experienced with bare root seedlings in 2015.

• HELP has kept its promise that the tree cost of $1.50 per regular seedling for shelterbelt quantities of 300 or more trees (global order) will not see any increase now nor into the foreseeable future. Any order of 50 trees or more

is considered a shelterbelt or environmental program.

Tree orders can be done on line by clicking on “store” at www.help-shelterbelts.com. Alternatively participants can download an order form from the site and mail, fax or email it; we also take phone orders at 306-842-2433.

Planting Design and Field Planting Assistance A town or a cluster of neighbours combining to plant 4,000 metres or more tree lines can apply for HELP-assisted planting where HELP brings personnel, trees, machinery and materials to plant trees, lay plastic mulch and install grass for low maintenance tree planting. With home renovaovation shows on all the TV networks, many homeowners have gotten the renovation itch. The itch that they can make their homes into exactly what they’ve always dreamed of. However, even though the renovation shows make it look simple, there are a few important rules you should be aware of.

Always be sure that you, or your contractor, follow

all the local building codes, the Manitoba Electrical Code and any bylaws or permit requirements.

All electrical safety work must be inspected and approved by an electrical inspector. This inspection must be done before any wiring is covered with drywall or any other wall or ceiling materials.

Have a qualified electrician look at your electrical supply, panel and wiring to

determine what alterations or additions will be needed and make arrangements for an electrical inspection to take place. If adding something major like a hot tub or an electric fireplace, you may need to upgrade your electrical panel.

Always consider fire precautions in any renovation. Ensure that there are multiple exits from your renovated space, and determine if windows can be used as exits. This is a great time to add fire extinguishers, smoke and carbon monoxide detectors. Home renovations can be stressful. Keep safety in mind when you do the job!

The aforementioned special service tax will be set out in the financial plan for the years 2016 to 2019 inclusive.

A written objection may be filed with the chief administrative officer at the Riverdale municipal office, 670 Second Avenue, prior to the commencement of the hearing. At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the special service proposal.

All objections, written or verbal, must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.

Copies of the special service proposal are available for review and may be examined by any person during regular office hours of the Riverdale municipal office at 670 Second Avenue, Rivers, Manitoba.

4-H members are busy

By Justin McKee Club Reporter Rapid City 4-H Rodeo Club has been busy this fall! We reorganized in September and elected our new executive: president Haillee Addison,vice-president Madison Robins, secretary Daisy McKee, treasurer Lauren McKee, scrapbook keeper Katie Wright and club reporter Justin McKee. We worked at the Bridgeman and Fenty foal sale as a fundraiser. We also brought our horses to Rapid City fairgrounds for a fun day of games on horseback.

In October we had another fundraiser — our club provided the canteen at the Snow Fever Antique Snowmobile Show and Swap Meet in Forrest. It was very successful and our club members enjoyed the day spent together.

In November we went to visit Kirk and Gail Bridgeman’s PMU ranch. They gave us a tour of the barn, showed us their horses and explained how it works.

Afterwards, we met in the house for cookies and juice.

Our club would like to thank Kirk and Gail for the good evening.

In December we took our horses to Rivers for the Dec. 5 Santa Claus parade. It’s fun dressing my horse up in Christmas decorations and I like seeing all the happy faces in the crowd as our horses go by. Merry Christmas everyone!

Rexe holds a doctorate in educational leadership from Simon Fraser University. Her research program focuses on various issues in postsecondary policy, apprenticeship and governance

in Canada.

Generating bright futures Power Line Technician Training Program We have opportunities in our Power Line Technician Training Program. Power Line Technicians construct, maintain and repair electrical power transmission and distribution systems. You will participate in a four year apprenticeship program that includes on-the-job training and 10 weeks of competency-based trade schools.

To be considered, you will be a high school graduate with the following credits: Mathematics 40S (Applied or Pre-Calculus), Physics 30S and English 40.

Aboriginal Line Trades Pre-Placement Training Program Aboriginal candidates who do not currently meet all the above qualiďŹ cations may be interested in our six month Aboriginal Line Trades Pre-Placement Training Program.

Selected candidates will receive on-the-job training and academic upgrading to meet the minimum requirements to compete for a position in the Power Line Technician Training Program.

To be considered, you will be a high school graduate with at least one of the following credits: Mathematics 40S (Applied or Pre-Calculus), Physics 30S or English 40.

Proof of Aboriginal Ancestry is also required.
