Clean for Green winner

By Marci Quane Earlier this summer Riverdale Community Development Corporation (CDC) held its first annual Clean for Green yard improvement contest; the competition was promoted to encourage residents of the municipality to clean their properties for a chance to win $250 in chamber bucks. With five entries submitted before the June 30 deadline, the board had a hard time at its July meeting choosing who the lucky contestant would be. Ultimately, the CDC was proud to present Mike and Jen Roth of Rivers with the prize. They put a tremendous amount of effort into their property and you can really see the difference!

Grad ’91 celebrates silver year

By Becky Ericson I instigated planning a Rivers Collegiate 1991 grad class 25year reunion last winter with James Blatz and Shelley Burt providing input. We kept the format very casual for our July 22-24 gathering at Rivers campground. We had 16 of 24 grads attend, who had a great time visiting, which was mostly at the campground and Rivers Legion (Friday evening). A group went golfing Saturday morning and a potluck supper at the campground that night was where the largest number of us were present. The farthest travellers were Hugh Russell from Chicago, Craig Wolstenholme from Vancouver Island and Rhonda Hite (nee Lindberg) from Fort McMurray.

A summer drive

Friday, July 29 was a very warm day and there was a need to escape closed living quarters by taking a drive into the country. Virden was the choice and the first stop was west of Harding to watch a farmer straightcombining a large crop; winter wheat growers are early bird harvesters.

In the Kenton area was a farm home with flowers blooming from the house to almost the road allowance.

Along one side was a strip for vegetables. The yard home was protected by rows of mature trees on the north and south sides.

It’s now swamp land near Lenore. An abundance of rain in early summer had created small fields of bullrushes there. Next were large sloughs of water without any sign of waterfowl. It’s an oft-heard remark during the past two years, “Where did all the ducks go?”

At the top of the hill leading to the Assiniboine River valley is a high bank of shale and down below, a large area of white salt on one side of a farm crop.

Over the Assiniboine River bridge and up the hill there’s evidence of a growing industrial area with large new buildings east and south of the entrance to Virden.

Once over Hwy. 1 there is a huge bank of flowers as a welcome to their town centre. On one end of the bed is an old oil pump, representing the many wells in the area.

Next is a stop for traffic lights, not seen in other medium-sized towns. After a walk in very hot temperatures, it was a pleasure to find a cafe along a side street; the greeting was a smile and an offer of a glass of ice cold water. While waiting for a sandwich, there was time to look around at pictures and wall hangings, and then a glance at the floor. Can it be real? There is a large bordered area of pennies near the entranceway (they were securely glued down). The proprietor said more than 6,000 pennies were within that design.

The only other use for pennies now (since the federal government cancelled their production on May 4, 2012 and distribution on Feb. 4, 2013) is for games such as Rummoli.

It was back to the car which was parked in the shade of some tall trees. Seen was a coating of tiny white particles all over the hood, windshield and roof. A swipe of the hand proved they were not of sticky sap.

It was 3 p.m. and the heat was at its highest for the day. Three large herds of cattle were seen, not grazing but all huddled together with tails swishing and ears flapping to try and fend off biting flies. A little breeze from any direction would have given them relief. On the return trip from Virden to Rivers, a brief stop was

Just west of Riverdale Golf & Country Club is a remarkable example of strip farming. Eight rows of shrubs there catch the snow in winter, with drifts on both sides. The spring thaw provides moisture for the sandy-type soil in the farmland space between the rows. Harold Dyck of Rivers recalls planting the caragana and green ash in 1986, along with brothers Barry and Steve and their father, John. They used a tree planter, spacing the seedlings one foot apart. The trees were obtained from Indian Head, Sask. through the agriculture extension service in Brandon and PFRA. Harold ceased farming in 2008 for a change in occupation; the strip farm is now owned by Alvin Lepp.

Motorists are accustomed to seeing large fields of potatoes south of Wheatland but there is now one close to Rivers. In the centre of the huge patch stands a pivot for irrigation, used only during dry soil conditions; by Sunday it was moved to another potato field.

Bordering Hwy. 259 all the way to Virden were clumps of yellow wild flowers, a common late summer sighting.

Mind-boggling and maddening

W

atching the world record threshing event on July 31 brought a flood of memories and thoughts to mind.

I was only 10 years old or less when the neighbour’s threshing machine was retired. We never owned one and many farmers never did own their own threshing machine. One farmer, or a group of farmers, might have a machine and it would do double duty or more on several farms in a district. Through a small boy’s eyes, these machines were a source of wonder and mystery.

They looked huge and for their day, they were big. They were a strange contraption of pulleys, gears, belts and spouts. When they were hooked up to the gas tractors or steamers by way of the big drive belt, they roared into action, spewing dust, chaff, straw and most importantly, grain. Wonderful bushel after bushel, hundreds a day on a good day to be sacked or hauled to a granary. Sometimes the grain was hauled directly to the grain elevator, but usually everyone was too busy for that. Time enough after harvest to haul the grain to town with a horse drawn sleigh or wagon. In later years, bigger and bigger trucks hauled the grain. Grain elevators were spaced about every 8-10 miles in order to cut down on the tedious miles of hauling grain to the elevator.

The sight of 150 threshing machines, all working at once has never been seen in the history of Canada and may never be seen again. The sight was enough to bring tears to one’s eyes.

Threshing machines have been around for 230 years. Before the threshing machine, various types of threshing was done with relatively primitive machines or by hand. It was a slow, back breaking process until the big dust belching machine came to the western prairies. The back breaking work was getting the grain to and from the machine.

Ken Waddell As complicated as they look, the threshing machine is really pretty simple. A chain driven conveyor takes the sheaves of grain into the machine where a combination of knives and a revolving cylinder beats the grain out of the heads. Sets of sieves move back and forth to separate the chaff and the straw from the grain. The grain is dumped out a shoot or an auger to a waiting wagon or truck.

By WWI, there were thousands of threshing machines in Canada and even more perhaps by WWII. Without the efficiency of the threshing machine, Canada’s wheat crop would never have become the size that it did. Without the threshing machine, the crop would never have made it to port in such volumes. Without the threshing machine, Europe and Britain would not have survived the war induced famines of 191418 and 1939-45. With that in mind, let it be said the threshing machine was as important to winning both wars as the tank, the battle ship or the airplane. Without food, the armies would not have marched, the sailor never sailed nor the airmen flown. It was the threshing machine that made the difference.

While one can never say enough about the sacrifice of life, youth and effort of the armed forces, much deserves to be said about the old men, the boys and girls and the women who kept the farms going. Often a grandpa-aged man would be matched with a stripling of a lad to bring in the sheaves. An

older man would often run the threshing machine and a mixture of young and old of both sexes would do whatever job had to be done to get the crop in.

Everyone knew that wheat was essential to the war effort. The other grains were important too, but it was upon the wheat, the bread, that the armies marched and the Brits and the rest of Europe survived.

On Sunday, one thing was missing from the successful record attempt, mainy because of safety and the need for efficiency. On a farm, sheaves were usually brought to the machine in horse drawn racks. There were no horses needed on Sunday because the sheaves were all pre-stacked in rows to be fed into the machines.

That was wise as to have had 150 teams of horses amongst all the noise and thousands of people could have been a safety disaster. Horses or no, it was a marvellous sight.

The record may be broken some day, somewhere. The 2016 grain harvest goes to the Food Grains bank, the money will be used to feed many hungry souls.

Memories were made for sure.

But the thing that will stick with me is that the threshing machine, while a huge consumer of labour, was a big labour saving device as well. It helped feed the nations and without it, our country might look very different today.

Labour saver, dangerous machine, war machine, call it what you will, the threshing machine shaped our history.

ith a relatively small population, Manitoba is a province hugely dependant upon trade. Whether it’s our crops, livestock or manufactured goods, much of what is produced here is sold outside our borders. Not only that, but much of what we purchase originates from elsewhere.

From July 20 to 22, Canada’s premiers met for their summer meeting in Whitehorse. While the premiers talked about a number of issues, interprovincial MY trade took centre PERSPECTIVE stage. After the two-day meeting, the group came away with an agreement in ate principle on a acKman tKinson new Canada Free Trade Agreement (CFTA).

The group said that the agreement is “unprecedented” and will promote trade, investment and labour mobility across the country.

This is an extremely important issue.

A senate study released in June estimated that “Mind-boggling rules, duelling bureaucracies and maddening regulations” cost the Canadian economy about $1 billion a year. With uncertainty regarding the future American president’s stand on free trade and possible Brexit ramifications, the Senate Committee on Banking, Trade and Commerce says that reducing internal barriers to trade is especially important.

Despite Canadians all living in the same country, most of the regulations that govern industry and commerce are provincial. This means that there are, at times, 13 different rules with which a company must comply if they are doing business across the country.

The unique aspect of the CFTA agreement is the “negative list”, meaning that all provincial government measures will be covered by the agreement, unless specifically excluded. While the list hasn’t yet been made public, this marks a departure from the previous agreement, which instead applied specifically to certain regulations.

The Canadian Federation of Independent Business is celebrating the agreement, noting that it will include a regulatory body to look at red tape issues when it comes to interprovincial trade, long an issue of concern for the organization. CFIB has identified four key areas they would like to see the provinces focus on: Workers Compensation Board (WCB) rules, transportation rules, manufacturing rules and corporate registration.

In some cases, regional rules make sense, but in most cases, they don’t, as shown by some of CFIB’s examples. When it comes to WCB, regardless of how long a business’ workers are working in a province, that business must register with and administer workers compensation programs in each province. For cross-country transportation, each province has different rules regarding truck length and signage. There are different standards for the size of container for certain items, including dairy creamers, butter and drinkable yogurt, which require manufacturers to adapt their machinery in order to produce containers for different provinces.

Finally, companies are required to register their corporation in every province in which they do business.

All of these regulations add extra paperwork and act as a deterrent to companies wanting to do business across provincial boundaries, while offering little benefit to Canadian customers, the business or, in most cases, the provincial government.

It makes sense that there are situations in which different provinces need different rules; while an extra long truck is perfectly safe travelling the prairies, that’s not the case when it comes to winding mountain roads. Despite this, a few areas of concerns shouldn’t make it more difficult for all of the situations in which different rules aren’t needed.

In a world of shrinking distances, it’s time to get rid of these archaic differences that made sense at a time when few companies expanded beyond their province and transportation was dominated by rail lines. In a world of shrinking borders, ease of trade becomes increasingly important for firms that want to meet the needs of customers across the country. Today, a business can just as easily have customers from Vancouver or PEI as down the street and duelling provincial regulation shouldn’t be what’s holding these companies back.

n last week’s column I shared some thoughts on the first of three things that must be present if we are to have a legal system in which everyone is granted equal justice under the law. I that the laws must NEIL STROHSCHEIN suggested be just and must contain clear standards of right and wrong that apply to all people equally. We must close the legal loopholes that allow guilty persons to avoid punishment on technicalities, and the law must promote respect for life, respect for authority, respect for private property and for existing human relationships. A just legal code is the foundation upon which the other two characteristics are built.

The second trait is this — those who enforce the law must be people of integrity. That applies equally to police, those who assist them in criminal investigations, prosecutors and defence attorneys who argue cases in court and to the judges who hear the evidence, render verdicts (with or without the help of a jury) and ultimately pass sentences.

Every investigation and every trial must focus on one thing — getting to the truth. To that end, every piece of evidence collected at the scene of a crime, every observation made during an autopsy, every word spoken in a pre-trial interview or during an interrogation session with police and every word of testimony given during a trial is important. It may not seem so at times, but it is, and ultimately it will need to be weighed on its own merits.

In addition to what I’ve already stated, those who enforce the law must be like the law itself. The law is blind to the things that divide us. The law shows no favouritism based on race, colour, religious beliefs, economic status, social status or lifestyle choice. Those who enforce the law must also put aside any biases or prejudices they may have and apply the law equally to all. In the eyes of the law, there are only two kinds of people: those who obey the law and those who don’t. The role of law enforcement is simple: identify those who break the law, reveal how they have done it and assess an appropriate punishment. Then, the punishments imposed on lawbreakers must fit the crimes they have committed.

In our society we allow people to decide on the appropriate punishments. We do that through our elected representatives in Ottawa, in Winnipeg and on our local municipal councils. Then we leave it up to the judges who preside in court to decide on the appropriate punishment for each case that is brought before them. And as they do so, we expect them to act within the limits imposed on them by the law itself. As long as these guidelines are followed, the legal system is able to do what it was designed to do — punish the guilty and protect the innocent.

But some will argue that everything I’ve described has been part of Canada’s justice system since Confederation. On paper, yes, I agree. But we will always have those who will commit criminal acts believing, as they commit them, that the law is flawed, that they are right and that they will be able to get away with what they plan to do.

In the face of this reality, we must stand in solidarity with those who enforce the law and pray they will be protected from harm and able to discharge their duties with courage, dignity and respect for all.

he busyness and excitement of our yearly rodeo weekend is over and now I can reflect on the two weeks I was away from home. I travelled back and forth to B.C., some by bus, some by plane, and I also rode with my children by car. Whenever I ride through the mountains and see how the trees grow upright even on a steepest mountain, I am so impressed about the majesty around me.

The squad piled on runs early and often as they cruised to an 8-1 victory in front of the Comets home crowd. Buddy Mayert toed the rubber and went 5.33 innings on the mound before he was forced to leave due to injury.

only one hit and struck out seven batters while adding two RBIs at the plate. The Shaw brothers were hot on the bat as well.

Tour got a little more water than bargained for!

By Cindy Murray Members of the Little Saskatchewan River Conservation District (LSRCD) tour had to beat a hasty retreat from the bridge at Tanner’s Crossing School in Minnedosa on July 19. LSRCD manager Colleen Cuvelier had been demonstrating how the River Watch kit works when a storm blew in very quickly. The hail, wind and sheets of rain kept everyone on the bus for about 30 minutes, where Colleen carried on with her presentation.

The tour began at Riverdale Community Centre where Dave Falkevitch spoke about aquatic invasive species. One such species is zebra mussels which could cause many problems in our whole district if they are able to get established here.

Invasive species are able to take over an ecosystem because they do not have any natural predators in our aquatic habitats.

The tour proceeded along to Colin and Ann Hunter’s farm. Hunters had participated in Open Farm Day last year, and shared their experiences with the group. It was such a positive experience that they are planning to do it again this year (Sept. 18) with an expanded agenda.

One of the points of interest in last year’s event was the off-site watering system with which LSRCD had financially assisted the Hunters.

After the rather harrowing experience with the storm, the bus took the group up the Kerr Lake, where a lunch was procured it seemed from nowhere!

After lunch, Cindy Monson spoke to the group about the concern they have in regards to the bluegreen algae blooms and the

prolific growth of aquatic plants that have been occurring over the last several years on Kerr Lake.

Cindy and her husband are the only year-round residents out of the 15 cottages that are located there.

One of the measures to try and deal with the problem of algae is that they have installed an aerator in the lake in front of their cabin, hoping it will help somewhat. In 2015 a precautionary drinking water avoidance advisory was issued by the Medical Officer of Health, Manitoba Health and the Office of Drinking Water, Manitoba Conservation and Water Stewardship. The advisory was issued because testing of the water in the lake confirmed the presence of algae toxins. While the advisory was only in place for 2015, the blue-green algae is back now in 2016.

The tour continued and stopped on Mountain Road to view Darren and Deborah Holmberg’s property.

This family has signed an agreement with the Alternative Land Use Services (ALUS) program which LSRCD delivers. A total of 1,300 acres were enrolled in ALUS last year, which consisted of wetlands, riparian areas, bush, grassland and marginal croplands. LSRCD is currently the only ALUS community working under the ALUS Canada umbrella in Manitoba.

The next stop was Brent and Carrie Ryz’s home and acreage at Mountain Estates in the Onanole area.

Curt Westwood, LSRCD technician, explained the shelter belts that were planted there by the district. At one time the trees used to come from PFRA’s shelter belt centre at Indian Head, Sask., but since the federal government closed

that whole program down, trees now come from Jefferies Nursery at Portage la Prairie, LA Quality Products at Portage, LincolnOakes in North Dakota and HELP Shelter Belt Centre in Saskatchewan. LSRCD planted 5,300 trees this last spring, with another 1,385 trees that were ordered and planted by people themselves.

Proven Lake was the final sojourn of the day, where Scott Henowitch of Ducks Unlimited Canada (DUC) spoke about how the lake has been managed

by DUC since 1945 and all the changes that have taken place since then.

Proven Lake has an open water component of 3,900 acres within the total land area of 5,900 acres. It has the potential to store 5,500 acre-feet of water, which is a volume of water that would be twice the amount of that which is stored at the dam in Minnedosa.
