A Letter From The City Manager Greetings Forest Park:

They say when you love what you do, it never gets tiring! I’m here to report that our City staff continues to meet all of our benchmarks, ensuring that we continue to accelerate our service delivery to the residents and stakeholders within the City of Forest Park. As we kicked off the month celebrating Labor Day, a time in which our employees can spend quality time with their family and friends, we ended the month with our Finance Department recovering nearly $700,000 in delinquent property taxes. In addition, through our recovery efforts with Peachtree Recovery, we collected roughly $18,000. During this month, we also had the opportunity to interview for the final positions within the Executive Cabinet: the Finance Director and the Senior Management Analyst role. These two critical positions will allow us to continue to forge ahead with all of the great work we set out to do. As we continue to work on Operational Efficiency, the Executive Offices hosted its first Professional Development Day in which roughly 50 of our frontline leaders learned about the importance of accountability. Being held accountable is an act of generosity and compassion. It is a gift that someone gives us to correct our wrongs, unlearn and do better for the sake of our own growth. It might be uncomfortable, but it is worth the discomfort. We will continue these monthly professional development sessions as we work to ensure that our leaders are building the next generation of leaders for our organization. Externally, our Department Directors had the opportunity to meet with the Association of Christian Ministers as we attended their monthly meeting. As we continue to work on continued community collaborations and partnerships, we understand the importance that our faith-based representatives play. In addition, we launched our first business survey focused on Equitable Development and Economic Inclusion. This survey aims to gain additional knowledge from our business community on how we can better serve their needs. We seek to improve our business ecosystem to ensure that our residents have the proper workforce training they need to fulfill the many jobs offered around our community. When creating a community where everybody wants to work, live and play, we find it essential to understanding the importance of embracing equity and inclusion and celebrating differences. I would also be remiss if I did not commend the efforts of our Joint Public Safety entities, the Forest Park Police Department and the Forest Park Fire Department, for the 9/11 celebration. Approximately 22 years ago, our nation experienced nearly 3,000 people being killed and more than 6,000 others injured in the worst attack against the homeland in our nation’s history. Through a solemn program, our Joint Public Safety entities paid homage to the memories of those who lost their life during this horrific time. The program reminded us of why we must continue to fight against those who commit acts of terrorism. Again, I am deeply humbled to serve at the helm of the Executive Offices for Clayton’s largest municipality. This month’s report will showcase that our member departments are forging ahead to restore our City's soul and make it work better for all. A big thank you to our Governing Body for their consistent approach to ensuring that we have sound legislation and policy that helps move us forward in a progressive manner.

Capital Project Update

PROJECT JAMES SHELBY CAPITAL PROJECTS MANAGER

Main Street Streetscape Phase II Starr Park Renovations

STATUS SUMMARY Pending the removal of the wooden poles to complete and close out the project. Project in current form is on hold. Project o be merged into concept plan for City Center to include renovations of indoor pool facility. A workshop is being scheduled with the City Manager and staff to review current program and design of Starr Park

Gillem Public Safety Building

Construction completed - No major issues to report. Punch list is being addressed. Hogan is working with PPI and Falcon on final change orders (Police logo) and remaining punch list items for closeout documents.

City of Forest Park Welcome Signs

All signs have been erected except for the sign on Forest Pkwy. Sign was moved to a different location. Permits are moving through at GDOT.

Fire Station #1

City Center

Project is on hold until a geographic study is completed to determine the best location for sufficient coverage. The Architects continue to work on conceptual site plans and have submitted several options to the City Manager and Staff. A presentation is scheduled for the November 6, 2023, City Council Meeting. The architects will also develop a Conceptual Site Master Plan, Conceptual Floor Plan and 3D Conceptual Exterior Rendering for City’s review and comment.

Forest Park Landscaping

Request for Proposal has been advertised for landscape design, installation, enhancement, and installation for medians. Bids are due Oct. 12, 2023 at 2pm.

Proposed Business Incubator

Ongoing. The architects will meet with staff on October 6, 2023 to discuss and finalize the floor plan. The engineers will be on site next week to do an evaluation on the mechanical systems.

ELECTION INFORMATION/ UPDATES: The governing body voted to cancel the November 7, 2023 election on September 5, 2023. The qualifying period for candidates in the 2023 municipal elections closed on August 24, 2023. At the end of the qualifying period, only the incumbents in Wards 3, 4, and 5 qualified as candidates, with no opposing candidates qualifying in each ward. O.C.G.A. § 21-2-285 (j) provides that “in the event there is no opposed candidate in a precinct in a general or special municipal election, no election shall be held in such precinct unless a write-in candidate has qualified as provided by law or unless there are issues to be submitted to the electorate within a precinct.” As of August 31, no person qualified as a write-in candidate, and no ballot questions were submitted to the City of Forest Park voters in the 2023 municipal elections. By operation of State law, no 2023 municipal election shall be conducted because there are no opposition candidates in the 2023 municipal election, no write-in candidates have qualified as provided by law, and no issues to be submitted to the electorate. The resolution acknowledges the cancellation of the 2023 elections under State law and directs staff to take the necessary steps to inform the voters of the cancellation.

• Rodney celebrates his first month at the City as our project engineer/senior engineer! We have successfully transferred several projects to him that were on hold due to resource constraints. So far he is doing a fantastic job moving these projects forward • Interdev Contract: The updated contract was approved by Mayor and Council. The contract keeps many of the key components that Interdev does well while removing the items that our internal staff can handle better and reduces the cost by almost $7,000 a month • New Safety building project is completed with the exception of a point-of-sale system which we are just waiting on the vendor to tie to our account and ship. • Forest Park OneClick app is live and published to all city cell phones. • PD MDT Refresh is in the planning phase with hardware to be ordered soon. • ISP upgrades: We are disconnecting older AT&T circuits for core sites and replacing with better and lower cost internet connections that should save the City roughly $500-800 per site. • PD Mobile CAD application: This project is now almost complete and in the testing phase. • PD Crywolf Implementation: on hold pending cost approval from PD • Desktop Refresh project: Consistently deploy 2-5 new desktops each week. • ADP time and attendance implementation: In the final stages of the implementation of the new time management software. • 911 move/upgrades: In the planning stages. We are currently pending a visit from the cable vendor to get the final pricing. • PD Fusus implementation: Rodney has been coordinating with all vendors to complete the integration. It is estimated that this project will be completed by October 30th. • PD Body Cam Refresh: Currently working with the police department to do a complete refresh of 80 body cams.

GRANTS: -Currently working on AFG FY 2022 awarded projects (i.e., Direct Source Capture Systems, Heavy Rescue) -Awarded a SHSP FY 2023 Grant on 9/24/2023 in the amount of $49,500. This grant is for a specific piece of hazmat equipment and is 100% reimbursed (no cost-share or match required). -Forest Park Fire and Emergency Services will be hosting an in-person, two-day grant writing class with instruction from FirstResponderGrants.com. Will begin sharing the flyer for those interested.

FP EMA: -Still waiting on the instructor for dates to host the following GEMA/HS courses: G191, NIMS-ICS 300 & 400. Will follow up and inquire again. -Participated in WIF’s podcast on Fire Engineering on Sept. 8. -Sept. 18: Attended CFEMS Comgen meeting with Chief Clemons, Chief Halcome, and Div. Chief King. Great topics discussed and new partnerships/relationships made. -DPH visited on Sept. 25th to check out their trailers/get an update on the stolen tags. -Looking to get my instructor in a few areas such as stop the bleed or active shooter civilian response so that we can start teaching these courses in the community/businesses.

FP EMA and Clayton County EMA: -LEPC subcommittees will meet again to discuss progress. Date(s) TBD. -The next LEPC Meeting will be December 7th and will focus on hazmat training at CCFES Station 9.
