A Letter From The City Manager
Dear Mayor and City Councilmembers,
The Executive Offices are thrilled to share yet another positive update with you. While the world celebrated love on Valentine's Day, we celebrated the love we have for our community by prioritizing the needs of our residents.
Our first town hall meeting of the year was a highlight, as we engaged with our employees and shared the results of our employee survey. We were elated to receive positive feedback from our employees, who expressed renewed commitment to serving our community. With our Operational Audit & Assessment of the organization underway, we are optimistic about aligning our KPIs with strategic metrics.
We are encouraged by the positive uptick in sustainable economic development activity, which is a testament to our city's growth. Our focus on diversifying our housing portfolio and enhancing our residents' quality of life is a step towards becoming the "Crown Jewel of the South." We know that this will require strategic planning, enhanced communication with the community, and our governing body charting the course.
With growth happening south of Atlanta and the exceptional work of our Directors, we are confident in our ability to maintain a robust market presence. We will continue to collaborate with our residents on the H.O.M.E. program, recognizing our legacy residents as one of our most valuable assets.
As leaders of Clayton's largest municipality, we are elated and committed to positive pr in the coming weeks, months, and years ahead. We pledge to work closely with our res and governing body to ensure Forest Park's ongoing prosperity.

A HYBRID SCHEDULE MAY INITIALLY POSE CHALLENGES TO SPONTANEOUS IN-PERSON COLLABORATION, BUT USING DIGITAL COMMUNICATION TOOLS EFFECTIVELY AND SCHEDULING REGULAR VIRTUAL MEETINGS CAN HELP MAINTAIN COLLABORATION AND COMMUNICATION WITHIN A DEPARTMENT. IT'S CRUCIAL TO ESTABLISH CLEAR COMMUNICATION GUIDELINES AND ENSURE EVERYONE FEELS CONNECTED, REGARDLESS OF THEIR PHYSICAL LOCATION.
I BELIEVE IT WOULD BE LESS STRESSFUL AND EMPLOYEES WOULD BE OPEN TO TAKING ON MORE TASKS.
A 4-DAY WORK WEEK FOR ADMIN PERSONNEL WOULD IMPROVE MORALE.
A HYBRID WORK SCHEDULE WOULD PROVIDE MORE FLEXIBILITY AND AUTONOMY IN MANAGING WORK PERFORMANCE WHICH WOULD ALLOW FOR INCREASED PRODUCTIVITY AND SATISFACTION. THOUGH WE CURRENTLY USE VIDEO CONFERENCING AND INSTANT MESSAGING, THE UTILIZATION OF VIRTUAL COLLABORATION TOOLS, I.E. FILE-SHARING PLATFORMS, WOULD BE ESSENTIAL TO SUCCESS. WITH STRUCTURED BLENDED COMMUNICATION AND CLEAR GUIDELINES AND EXPECTATIONS, TOOLS WILL BE EVEN MORE EFFECTIVE. SINCE THE TEAM ALREADY HAS EXCELLENT RELATIONSHIPS AND A STRONG SENSE OF CONNECTION, A HYBRID SCHEDULE SHOULD BE MORE AMENABLE TO IMPLEMENT AND MITIGATE CHALLENGES THAT MIGHT ARISE.

A HYBRID WORK SCHEDULE COULD ENHANCE FLEXIBILITY BUT MAY REQUIRE INTENTIONAL EFFORTS TO MAINTAIN COLLABORATION. REGULAR VIRTUAL MEETINGS, CLEAR COMMUNICATION CHANNELS, AND SHARED DIGITAL TOOLS CAN HELP BRIDGE ANY POTENTIAL GAPS.
IT WOULD EASE STRESS.
HYBRID WOULD ALLOW ME TO GET MORE WORK DONE.
I DO NOT BELIEVE THERE WOULD BE A NEGATIVE IMPACT. THOUGH I BELIEVE THERE IS A MAJOR CONCERN THROUGHOUT THE CITY WITH COMMUNICATION AND OPERATIONS IN A ORDERLY FASHION, I DO BELIEVE COMMUNICATION, RESPECT, UNDERSTANDING, AND COMPASSION IS VERY EXCEPTIONAL WITHIN MY DIVISION.
I THINK A HYBRID SCHEDULE WOULD HAVE A POSITIVE IMPACT ON THE COLLABORATION AND COMMUNICATION WITHIN THE DEPARTMENT AS LONG AS WE HAVE CLEAR AND CONCISE POLICIES SET IN PLACE. I BELIEVE WE WOULD NEED TO IMPLEMENT SOME TYPE OF CHECK IN PROTOCOL OR TEAM MEETINGS THROUGHOUT THE WEEK THAT WILL ALLOW EVERYONE TO BE ON THE SAME PAGE AND AS LONG AS EVERYONE HAS A CLEAR UNDERSTANDING OF THEIR DUTIES AND SCHEDULES, WE CAN OPERATE EFFICIENTLY.















I AM SATISFIED OVERALL WITH THE CHANGES THAT MR.CLARK HAS MADE OVER THE PAST 8 MONTH. I WOULD LIKE FOR THE CURRENT ADMINISTRATION STAFF TO CONTINUE MAKING FOREST PARK A BETTER CITY AND GREAT WORK PLACE FOR THE CURRENT EMPLOYEES AND FUTURE EMPLOYEES. I WOULD LIKE FOR THE CITY TO ALSO LOOK INTO GETTING A PENSION PLAN FOR THE CITY AS A YOUNGER FIREFIGHTER I WOULD WANT TO STAY HERE AND FINISH MY CAREERS BUT WHEN YOU HAVE CITY SUCH AS FAIRBURN AND SOUTH FULTON MAKING MORE MONEY AND HAVE PENSION IS DEFINITELY SOMETHING TO CONSIDER WHEN IN REALITY OUR WORKLOAD IS MUCH MORE WITH THE AMBULANCE SERVICES WE PROVIDE AS WELL .
THE COMMUNICATION, TRANSPARENCY AND OVER ACCOUNTABILITY IS AT THE FOREFRONT. THE CORE VALUE OF INTEGRITY HAS ALSO PROVEN BE TO OF THE UTMOST IMPORTANCE AND SERVES AS A GUIDE AND GUARD RAIL AGAINST MORAL AND BEHAVIORAL TURPITUDE.
IT’S BEEN GREAT. WE MAY NOT HAVE EVERYTHING WE NEED RIGHT NOW, BUT TO BECOME A GREAT ORGANIZATION YOU HAVE TO HAVE PATIENCE. I SEE THE IMPROVEMENTS AND I’M EXCITED TO SEE THE FINAL PRODUCT.
THERE HAS BEEN FAR BETTER COMMUNICATION. EMPLOYEE RECOGNITION HAS IMPROVED. TRANSPARENCY ABOUT FINANCES AND AN INVESTMENT IN EMPLOYEES HAS BEEN A NOTED FOCUS. THE INTERACTIONS ACROSS DEPARTMENTS ALSO SEEM TO HAVE INCREASED AS WE WORK MORE AS A TEAM ACROSS THE CITY.
I LOVE THE DIRECTION WE ARE HEADING. IT’S CLEAR THAT YOU ALL WANT THE BEST FOR THE EMPLOYEES AND CITIZENS. NEW EVERYTHING HAS ROLLED OUT OR BEGINNING TO ROLL OUT ON THE POLICING SIDE. TRAINING AS BEEN AMAZING, EQUIPMENT IS BETTER, ORGANIZATION IS KEY TO RUNNING A BUSINESS AND I SEE WE ARE DOING A GREAT JOB. KEEP PUSHING!

FEB. 26-28: TRAINED OVER THE NEW HAZMAT DETECTION EQUIPMENT WITH EACH SHIFT.

CONTINUING TO WORK ON AFG FY 2022 AWARDED PROJECTS (I.E., DIRECT SOURCE CAPTURE SYSTEMS; HEAVY RESCUE) AND THE SHSP FY 2023 GRANT FOR THE HAZMAT EQUIPMENT. SEMI-ANNUAL PROGRESS REPORTS AND SEMIANNUAL FINANCIAL REPORTS WERE COMPLETED AND UP TO DATE.
AFG FY 2023 IS OPEN JAN. 29TH THOUGH MARCH 8TH. CURRENTLY WORKING ON A SUBMISSION FOR THIS.
FP EMA:
CREATED AN EMA TRAINING CALENDAR (HOWEVER IT IS A LIVING DOCUMENT/ADAPTABLE TO MEET OUR NEEDS).
FEB. 7: ATTENDED THE DIRECTOR’S MEETING AND SHARED A BRIEF OVERVIEW OF EMA BASICS. MORE TRAINING FORTHCOMING.
HAVE REQUESTED FPFD TO HOST THE FOLLOWING GEMA/HS COURSES: G191, NIMS-ICS 300, & NIMS-ICS 400; DATES TBD (LOOKS LIKE MARCH).

KEY UPDATES/PROJECT STATUS
IT CONTINUES TO MAINTAIN HEALTHY METRICS AROUND TICKETS OPENED /CLOSED, IPE, AND CURRENT OPEN TICKETS.
MAJOR PROJECTS:
CITY WIDE SECURITY CAMERA UPGRADE. WE HAVE BEGUN THE DEPLOYMENT OF THE NEW CLOUD BASED CAMERAS STARTING WITH THE PD AND FIRE STATIONS THIS PROJECT WILL TAKE A MONTH OR SO TO COMPLETE AND WILL INCLUDE NEW INTERIOR AND EXTERIOR CAMERAS FOR ALL LOCATIONS
PD MDT REFRESH IS STILL IN PROGRESS. ALL DEVICES ARE IMAGED AND ARE CURRENTLY BEING ROLLED OUT.
DESKTOP REFRESH PROJECT: WE CONTINUE WITH OUR CITY-WIDE DESKTOP REFRESH PROJECT AND CONSISTENTLY DEPLOY 2-5 NEW DESKTOPS EACH WEEK.
ADP TIME AND ATTENDANCE IMPLEMENTATION: WE ARE IN THE FINAL STAGES OF THE IMPLEMENTATION OF THIS NEW TIME MANAGEMENT SOFTWARE.
911 MOVE/UPGRADES: WE SUCCESSFULLY RELOCATED AND RECABLED THE PD DISPATCH CENTER AND ALL STAFF HAVE BEEN RELOCATED WITH NEW COMPUTERS.
PD BODY CAM REFRESH: WE ARE CURRENTLY WORKING WITH THE PD TO DO A COMPLETE REFRESH OF THE BODY CAMS (80 TOTAL). SO FAR ABOUT ½ OF THE NEW CAMERAS HAVE BEEN ROLLED OUT.
ENERGOV UPDATE: WE ARE WORKING WITH FINANCE AND COMMUNITY DEVELOPMENT TO MIGRATE TO HOSTED SOFTWARE AND ALSO MOVE TO DIGITIZATION OF THE COMMUNITY DEVELOPMENT PROCESSES.
NEW CITY CENTER: JUST IN THE PLANNING STAGES FOR THE IT PORTIONS OF THIS PROJECT.
WE CURRENTLY HAVE 8 OPEN REQUESTS FROM DEPARTMENTS FOR VARIOUS SOFTWARE AND HARDWARE RELATED PROJECTS THAT WE ARE IN THE PROCESS OF REVIEWING TO ADD TO THE PROJECT QUEUE

DEPARTMENT (“FPCS”). THIS DEPARTMENT SERVES AS AN INDEPENDENT DEPARTMENT WITHIN THE FOREST PARK MUNICIPAL GOVERNMENT, WHICH IS MANAGED BY THE CHIEF JUDGE AND COURT ADMINISTRATOR. CLERKS 1 & II INTERVIEWS WERE COMPLETED, OFFERS ACCEPTED. BOTH CLERKS ARE ON BOARD. CLERK II STARTED ON FEBRUARY
26, AND CLERK I STARTED ON MARCH 4. ALL CONTRACTS WERE PROCESSED AND ACCEPTED BY GEORGIA BUREAU OF INVESTIGATION FOR USAGE OF SOFTWARE. PRESENTLY, WORKING ON IMPLEMENTING A STANDARD OPERATING PROCEDURE FOR COURTS. MINOR RENOVATION IS STILL ONGOING, HOPEFULLY WILL BE COMPLETED BEFORE THE END OF THIS MONTH. FPCS APPRECIATE THE CONTINUED SUPPORT OF THE CITY MANAGER, HR DIRECTOR BROWN, AND OTHER DIRECTORS. THE WARRANT AMNESTY PROGRAM WAS PUBLISHED ON WSB TV WEBSITE, CALLS ARE COMING IN, HOWEVER, THEY ARE NOT QUALIFIED FOR THE PROGRAM, PROGRAM ENDS IN JUNE, SO LOOKING FORWARD TO A SUCCESSFUL ENDING.
