With wait-lists, poorly compensated early childhood educators, a separate market of unlicensed child-care operators and parents who either essentially work to pay daycare bills or put careers on hold to stay home and look after their children becoming part of the rule, not the exception, it’s clear several structural problems plague the current system. How should the foundation be fixed? And where can Ontario look for inspiration? Jill Leckie is a Scottish businesswoman who used to live in Toronto and now resides in Sweden with her partner. They are working professionals. She built a website that helps newcomers to the county adjust to life in Stockholm. The couple has an outgoing and chatty two-year-old, Stella, who is enrolled in the country’s preschool system. Leckie pays the equivalent of $125 per month in child-care costs, which she describes as "not even a percentage" of her family’s income. "It’s that small," she said. "It’s ridiculous." In Sweden, lowincome

families pay nothing for child care while the cost for more affluent parents is capped at just over $200 per month. Government policy states: "Parents should only have to spend one to three per cent of the family’s income on child care." Their model is heavily subsidized by government and administered by municipalities. It’s been in existence for decades. There are a variety of preschools to choose from; they’re all licensed and regulated and listed on government websites. A one-child family with two working parents is automatically entitled to about 30 hours per week of daycare. Families are also granted 480days of paid parental leave. For the first 390 days, parents receive nearly 80 per cent of their normal pay. "This child-care system works because it’s so well provisioned for," Leckie said. "It’s a well thought through system that starts as soon as your child is born. I don’t understand why other governments around the world don’t see it like that. It seems like a nobrainer. Not everybody does it equally, but it gives you that choice without having to worry about struggling." There is a similar but some-

what more conservative model in place in Quebec. That system requires a basic contribution of between $7.75 and $21.20 per child, per day. The rate is set based on annual income. Ontario has promised to review the affordability issue as part of its larger child-care strategy, which includes 100,000 new daycare spaces in the coming years. "Child-care deserves real attention from the government," said Carolyn Ferns, public policy and government relations co-ordinator for the Ontario Coalition for Better Child Care. "We’re happy they’re looking at it, but we’re asking them to go further and really create a system that addresses the crisis we have in Ontario. We need to be looking at the system as a whole. We need to look at a system that brings equity and grows to really support everybody. Right now, it’s leaving child care to the market. That’s not really working for anybody. We’re worried new funds are going into child care without really addressing how to set up a system." According to the coalition, there are currently about 330,000 regulated child-care spaces for school-aged and younger children in the province. But wait-lists and

affordability issues are also forcing parents to consider the competing ’grey’ market of available unlicensed child care. "What kind of choice do parents have? They pounce at the first opportunity they get," Ferns said. "There aren’t options." One of the coalition’s concerns is the growth of "big corporate players" in the system. Ferns said the province should place a moratorium on the licensing of new forprofit child-care spots, adding about 25 per cent of spaces in Ontario are for-profit. Ontario should also put accountability mechanisms in place that ensure government funding is used to lower fees and raise wages of child educators, she said. Right now, it’s incredibly difficult for many ECEs to make a good living at their profession. That’s forcing several out of the field entirely. "(ECEs) earn notoriously low wages," Ferns said, noting the province will need to hire about 20,000 new ECEs to reach its childcare expansion plan goals. "They’re professionals with degrees and diplomas. The government wants to expand child care but we know

Swedes rarely complain about their preschool model, which has led to a variety of positive societal benefits, from equal opportunity for men and women to high quality of life index ratings. They’re constructing a stable society beginning with the ground floor, not patching an aging building, Leckie said. "I would not be doing what I’m doing if I had to look after Stella," she said. "I would not have been able to start my own business or regain my confidence, in terms of being a mom and businesswoman. It’s so liberating. It keeps the economy stable."

Overhaul of the current child-care system needed

It’s not enough, Premier Wynne. While we appreciate the sentiment behind Ontario’s decision to add 100,000 child-care spaces in the next few years, it won’t fix a broken system. Failures of Ontario’s daycare system include a lack of affordability for parents, unlicensed care competing against licensed centres, as well as the inability to consistently attract and retain quality early-childhood educators. Adding more spaces to this foundation means the system will limp on and nothing will be fixed. It has become apparent, in our eyes of this media organization and many of the experts we’ve interviewed for our child-care series, that a reform of the current structure will fail. We need a heavier government investment and a complete overhaul of the system. This must come now. There are parents who feel the financial pinch each month. They fret about paying daycare bills and are forced to cut back in other areas. Perhaps they try to shave a few dollars off the weekly grocery bill, avoid an occasional dinner out or hold off on vacation. They may sink a bit further into credit card debt just to pay daycare bills. The implications of a poorly subsidized child-care model are far-reaching. But quality child care is too often viewed as a privilege in this province. The government’s belief that 20 per cent of a parent’s income should go toward paying for daycare is absurd and archaic - other jurisdictions around the world have proven affordable daycare can improve overall living standards without bankrupting an economy. Our current system forces well-educated Ontarians to make tough choices. Some put careers on hold because a large portion of their income would go toward paying for their children to be in daycare. Let them practice their craft. They may be loving, nurturing parents, but most are not professional educators adept at preparing children for higher learning. Ontario must also give ECEs the same financial dignity as teachers. ECEs are trained professionals responsible for the well-being of some of the most vulnerable people in our society. They shape young minds when those children are most eager to learn and yet their paycheques reflect jobs of a low skill level. Most parents want safe, affordable care that best positions their children for success. Quebec and Sweden offer great examples of how this can be offered to and paid for by families. Revolutionizing daycare, overhauling what is delivered and how, is the best way to improve the system.

• LETTERS & COMMENTARY • Long-term care not management heavy RE: Caregiver crisis: One personal support worker’s story, yorkregion.com, Aug. 10 I read with interest your article about "Janice," the PSW. For your information/ consideration, I have the following feedback: 1. Long-term care homes (the 630 in Ontario) do not know when Ministry of Health inspectors will be visiting. Janice may be referring to the voluntary process of accreditation (done by CARF or Accreditation Canada). These are entirely two different things. When ministry inspectors are in homes to do inspections, it is their requirement that homes post signs to advise everyone

(notably resident and families) that they are on site. 2. In point of fact, illness (e.g., colds, flu, etc.) among residents is often spread by those bringing it in from the community, such as staff or family and other visitors. So, it is more likely that residents "catch sickness" from staff, rather than the other way around. 3. The long-term care industry is not "top heavy" with management. My home (a typical long-term care home) would have six managers to 200-plus frontline staff. The long-term care industry is challenged by an inordinate amount of legislation, unlike hospitals, for example, and with far less financial resources than hospitals. Obviously, I don’t know what other work experience Janice has, other than long-term care, but I would

Encourage refugees to become farmers I appreciate that refugees have been known to place a serious problem for the host country: What to do with them and for them. Canada is a very large country with increasingly congested cities adjusting with influx of people by building ever more subdivisions which in turn lead to problems of local transportation, roadways. Perhaps we could consider offering the refugees work on the farms and fo-

cus on using manual labour instead of heavy large machines. One method of enabling the refugees to become selfsupporting would be to lease them plots of land and small equipment to grow their requirements of organic food sustainably. This would require no more than one-acre plots with a farmhouse. Instead of heavy machinery requiring use of oil and other additives, destroying the soil, requiring use of chemical fertilizers, aligning rows of plantings to facilitate use of the heavy equipment, the use of small farming households would provide a lower-cost producer/farmer who would in turn become consumers and create an economic market. The majority of the medical staff speak multiple languages reflecting the diversity of Richmond Hill. Most of the services offered at the clinic require a referral from a family physician, he added. However, if patients don’t have a family physician, there is an independent family physician practice and physiotherapy clinic within the building so appointments can be arranged. "We know that there are long wait times for medical procedures and surgery in our hospitals," he said.

"This will help alleviate some of the stress currently being experienced in local hospitals." Dr. Keshoofy pointed out that the wait time between a physician referral and seeing a specialist at the centre could virtually be zero. The clinic has also created a research team to collect data regarding the wait times, quality of care and cost effectiveness of the clinic. Once collected, the clinic plans to present the results to the federal and provincial government as proof of the cost effectiveness, without compromising quality of care. "We hope to become the model for more clinics like this across the province," he said. "It would greatly benefit the overloaded health-care system and more importantly those in need of medical services."

Finding balance with extracurricular activities Extracurricular activities teach students important life lessons, provide them opportunities to socialize and often stimulate their minds and bodies in ways that differ from the stimulation provided in the classroom. Data from the U.S. Census Bureau states that, in 2014, 57 percent of children between the ages of 6 and 17 participate in at least one after-school extracurricular activity. Children are more likely to participate in sports than clubs or lessons, such as music, dance and language, but each of these activities can be beneficial to students’ development. Students who participate in extracurricular activities may want to limit their participation to 20 hours per week. This is according to a group of professors from Stanford University and Villanova University who have been collecting data on the issue since 2007. In their report “Extracurricular Activity in High-Perform-

ing School Contexts: Stress Buster, Booster or Buffer?”, Jerusha Conner and Sarah Miles found that 87 percent of kids who would be considered to have packed schedules were perfectly happy unless they were doing more than four hours a day. The “over-scheduling hypothesis” may be overhyped. This is the concern that too much organized activity participation leads to poor developmental outcomes. This hypothesis also suggests that hectic schedules also undermine family functioning, detract from schoolwork and possibly increase the risk of copycat behaviours and excessive competitiveness. However, in the study “The Over-Scheduling Hypothesis Revisited: Intensity of Organized Activity Participation During Adolescence and Young Adult Outcomes,” researchers J.L. Mahoney and Andrea Vest determined that, controlling for demographic factors and baseline adjustment, extracurricular intensity was a

Even though extracurricular activities are largely positive — even when schedules are packed — parents need to be aware of the diminishing returns of too many activities. This is something called the “threshold effect.” Benefits from extracurriculars can level off when too many activities are being juggled. If a child is experiencing anxiety, sleeplessness or depression, or seems overly stressed, it could be time to reduce students’ time spent doing structured activities. It’s essential that families use the cues given by kids to assess what students can handle. And children should be encouraged to be honest with their parents about their extracurricular activities as well.

If you are looking to get rid of waste and recycling such as electronic waste, tires, bulky recyclables, cardboard, and scrap metal at Richmond Hill’s community environmental centre, check to make sure your vehicle isn’t too big. As of Aug. 24, all cargo vans, cube vans/trucks, and larger vehicles will be prohibited at the centre at 1124 Elgin Mills Rd. E until further notice, according to a statement from York Region. "Wait times have become unreasonably lengthy with the larger commercial vehicles taking up to 40 minutes to unload, while passenger vehicles with much smaller loads are forced to wait at times upwards of two hours with traffic backing up onto Elgin Mills," spokesperson Patrick Casey said. "The site is being renovated and improvements are being made which will include the installation of a weigh scale. Once complete, the facility will switch to a weight-based fee structure that will be fair for vehicles of all sizes." Customers with larger vehicles may visit these alternate sites: McCleary Court Community Environmental Centre, 130 McCleary Ct., City of Vaughan Earl Turcott Waste Management Facility (Miller Waste Systems), 300 Rodick Rd., City of MarkhamSigns will be posted at the Richmond Hill centre entrance notifying customers of the new vehicle size restrictions, and staff will be available to answer questions regarding the size restrictions and provide information about alternate recycling and disposal facilities available. An employer failed to pay 14 of his employees - leading to several fines and imprisonment for the Richmond Hill resident. Luai Nemo, director of 674841 Ontario Inc., has received a jail sentence of 30 days and fines totalling $40,000 for failing to pay wages to 14 employees after being ordered to do so by a Ministry of Labour employment standards officer. He was given a sentence and fined, while the corporation has been fined $84,000 - $6,000 for each of the 14 counts. The corporation operates convenience stores attached to various Shell gas stations in Scarborough. The stores are located on 242 Eglinton Ave. E., 640 Markham Rd., 1201 Markham Rd., 3051 Lawrence Ave. E., and 1805 Victoria Park Ave. Of the 14 claimants, 12 were making minimum wage. Orders to pay wages totalled $46,537.45, ranging claims from $400 to $5,000. All of the claims remain outstanding, as none of the employees have yet been paid by the employer. The sentences were imposed by justice of the peace Carol L. Seglins in Newmarket court on Aug. 16. The court also imposed a 25 per cent victim fine surcharge, as required by the Provincial Offences Act. Contravening or failing to comply with an order under the act is an offence.

But even in the rest of the GTA, a six-figure household income is required to purchase a house, especially in York Region where an income in the neighbourhood of $200,000 is necessary. "We wanted to arm consumers with some very specific information to assist in their home search journey," said Enzo Ceniti, Realtor and director of training and development at real estate brokerage TheRedPin. "When looking at just home prices, it can be hard to grasp exactly how much you need to earn to be able to invest in a home." In King Township, you need an annual household income of $264,000 to be able to afford a mortgage of $5,883 and other expenses on a house with an average price of $1.6 million. If you are looking to buy a house in Aurora, where the average price is $1.13

million, you need a household income of $197,913 to afford the mortgage of $4,280 and other expenses. In Markham, a household income of $191,250 is needed to afford the mortgage and other expenses on a house with an average price of $1.117 million. Newmarket is a bit more affordable. To buy a house with an average price of $965,636, you have to pull in a household income of $169,388 to afford the mortgage of $3,652 and other expenses. Home ownership is pricey in Richmond Hill, where the average house price is $1.066 million, requiring a household income of $213,113 to afford the mortgage of $4,713 and other expenses. In Vaughan, you need an annual household income of $195,000 to be able to buy a house at the average price of $1.141 million. Youâ&#x20AC;&#x2122;ll be spending $4,320 on your mortgage and other expenses. The average house price in Whitchurch-Stouffville is $1.185 million, meaning you need a household income of $202,200 to afford the monthly $4,482 mortgage and other expenses. In East Gwillimbury,

your household income needs to be $175,313 to afford a house at the average price of $1,015 million. That works out to $3,841 for your mortgage and other expenses. The report did not provide information for Georgina. Meanwhile, a new report from Royal LePage, said "peak millennials" aged 25 to 30 have a strong desire to buy a home but are facing challenges to getting there, from high prices in urban markets to job uncertainty in other communities. With peak millennials as a group now reaching their late 20s, the number of people aged 25 to 30 is projected to increase 17 per cent in 2021 compared to 2016, Royal LePage said. "Whether they choose to buy or rent, peak millennials will inevitably shape the housing market due to their sheer volume," president Phil Soper said. "We expect demand from this demographic to put additional pressure on entry-level housing and investment properties being used to supplement the limited inventory of purpose-built rental buildings."

even charitable. A tiny amount of the proceeds from the bin may go to a registered charity and the rest may go into an owner’s pocket. Calls to the owners of the bins go to an answering machine and aren’t returned. Emails to the bin owners remain unanswered. But people, not knowing what else to do with their unwanted old pants, shirts or shoes, keep dumping them in the rogue bins. It was all too much for Sue McLellan, a Tim Hortons franchise owner in Markham who got fed up with her own rogue-bin horror story this past year. "A couple of years ago, they put a bin on my property without even asking me. I phoned them repeatedly, the clothing was on the ground ... finally we called the police who said we have the right to remove it. We got rid of it and they brought in another one. "It does not look good. When you drive into the parking lot, that’s the first thing you see, stuff all over the ground." McLellan eventually got rid of the second bin and the rogue-bin operators have not returned since. That may be in part because of Markham’s innovative textile recycling program that was introduced in the city in October. Since it began, the program has recycled 4.5 million pounds of textiles, according to Claudia Marsales, the city’s senior manager of waste and environmental management. Before the program began, Markham was plagued with about 120 rogue bins, Marsales said. She said now that there are more than 100 City of Markham bins throughout the city at fire halls, recreation facilities and other public buildings, the rogue bins have largely disappeared. In fact, more than 60 of those bins have been relocated to a "bin graveyard" at the city’s works depot at 8100 Warden Ave., Marsales jokes.

TIPS You have old clothes and you want to get rid of them - now. So what do you do? If you live in Markham, take them to a clearly labelled City of Markham textile bin where some 4.5 million pounds of textiles have been recycled since the city started the program last October. Those donated items have gone directly to the city’s charitable partners, the Salvation Army, Diabetes Canada, and STEPS, a charity that helps those with addiction issues. Elsewhere in York Region, you can find several Diabetes Canada clothing bins sprinkled around Richmond Hill and several other municipalities. But it might be easier to email www.diabetes.ca/ declutter or call 1-800-505-5525 and ask the organization to come and pick up your gently used clothes. As to how each municipality deals with rogue clothing bins, it depends: · Markham has its textile diversion program and has scooped up rogue bins and denies licences to operators who can’t prove they aren’t fully charitable. · Richmond Hill and Aurora deal with the bins only through their property standards bylaw departments. · In Newmarket, an operator must have an annual licence and is required to submit an application with the following documentation: proof of Canadian General Liability Insurance in amount of $2 million naming the Town of Newmarket as additional insurer, a letter of permission from the owner for installation of the clothing donation bin on the property, a letter of permission from the director in the case of property owned by the Town, a sketch and description of the location on the property for the proposed clothing donation bin and a signed letter of understanding from the property owner. · In Vaughan the licensing bylaw applies to clothing drop donation boxes. Providers are required to be licensed. Only registered charities under the federal Income Tax Act are permitted to make an application for a licence says the city. · In Georgina, donation bins are considered an accessory building, pursuant to zoning bylaw 500. They are permitted as long as they meet the required setbacks. All items must be stored in the bins and the area around them must be kept clear of junk and debris. The Town of Georgina does not have a bylaw that independently addresses donation bins. The textiles collected at the city’s bins are donated to Markham’s charity partners, the Salvation Army, Diabetes Canada and STEPS, a charity that helps those with addiction issues. "They (charitable partners) have to prove to us that 100 per cent of what they received from donated textiles, minus operating expenses, goes to charity. That’s totally different from for-profit (rogue) bins; they might give 5 per cent or 1 per cent to charity and keep the rest for profit," said Marsales. She said though rogue bins are not a new problem, "we have a new solution." And she added that other municipalities in the GTA are taking a look at Markham’s approach to the problem. "It is a competitive landscape, but there are bona fide bins where charities do pay the licensing fees like

us," said Diabetes Canada’s Paul Gilbertus. He said the partnership with the City of Markham has been ideal, but added that Diabetes Canada has 4,000 of its own clothing bins in licensed spaces across Canada. "We are the largest player in the charitable sector in the (clothing bin) space, we’ve been doing it since 1985. We earn $10 million a year from the clothing business out of $50 million in revenue," said Gilbertus. "Our model is to be completely above-board, but you do have rogue operators with a tenuous charitable link, but those would mostly be wooden bins; it does make the whole industry look less than legitimate," he said. "We’re trying to add a lot of value. One hundred per cent of the net proceeds go to charitable proceeds," Gilbertus said.

New home deposit protection changes coming to Ontario When new home buyers put down a deposit on a new home or condominium in Ontario, they enjoy peace of mind that their deposit is protected should anything go wrong with the sale. Since 2003, Tarion, which backstops the new home warranty, has provided consumers with deposit protection of up to $40,000 for new freehold homes and up to $20,000 for condominiums. Condominium deposits also have the added protection of being placed in trust and protected under the Condominium Act. This level of protection has worked well over the years, but a lot has changed since 2003. The prices of homes, particularly in the GTA, have skyrocketed in recent years. Ontario has also seen the collapse of large builders — most notably Urbancorp, but others as well. That’s why in 2016, Tarion committed to review deposit protection for freehold homes. Tracy MacCharles, the minister of government and consumer services, also publicly stated last March that she wanted a review to go ahead. The review has been looking at three options. The first option is to put all freehold deposits in trust, similar to condominium deposits. This would be an effective protection for consumers, but could act as a barrier to new builders entering the industry because builders of freehold homes use deposits as working capital to finance their construction of new homes. A second option is to increase the deposit protection cap — perhaps to $50,000 or $60,000 — or to use a formula, such as 10 per cent of the pur-

chase price (but not less than $40,000). This option provides better deposit protection for consumers, but could result in a small rise in enrolment fees that may be passed on to the consumer. Still, builders of freehold homes would have more working capital and new home sales may rise, boosted by increased consumer confidence. The third option is a blend of the first two: an increase in the deposit cap and any funds collected above that cap must be held in trust. Consumers would enjoy enhanced protection and builders would have greater working capital, although

they would need to take on the extra work of administering the trust provisions. Under all options, consumers enjoy greater protection, but there are trade-offs that have to

be considered before a final decision is made. The Ministry of Government and Consumer Services is expected to make an announcement this fall.
