Newt Gingrich was the 50th Speaker of the U.S. House of Representatives and served the 6th Congressional District of Georgia from 1978–1999. Gingrich was the architect of the “Contract with America,” which led the Republican Party to victory during the 1994 midterm elections, capturing the majority in the U.S. House of Representatives for the first time in forty years. The plan outlined ten bills to fulfill the party’s campaign promises of reducing the size of government, reforming the U.S. welfare and tax systems, and balancing the federal budget. Following historic gains in the House, the new Republican majority elected Gingrich to serve as its Speaker. Under his leadership, Congress passed welfare reform, the first balanced budget in a generation, and the first tax cut in sixteen years. In addition, Congress restored funding to strengthen defense and intelligence capabilities, an action later lauded by the bipartisan 9/11 Commission. TIME magazine named him “Man of the Year” in 1995, saying, “Leaders make things possible. Exceptional leaders make them inevitable. Newt Gingrich belongs in the category of the exceptional.” He resigned from the speakership and Congress in 1999. In 2003, Gingrich launched the Center for Health Transformation to foster a modern health system that provides better outcomes at lower costs. The American Diabetes Association awarded him the Charles H. Best Medal for Distinguished Service in the Cause of Diabetes and the March of Dimes named him “Citizen of the Year” in 1995 for his work in healthcare. He led the Center until he stepped down in 2011 to seek the Republican nomination for President of the United States.

An internationally-recognized expert on world history, military issues, and international affairs, Gingrich has served as a member of the Defense Policy Board. He was a member of the Independent Task Force on America’s Response to Terrorism for the Council on Foreign Relations. In 2005, he co-chaired the Congressional Task Force on U.N. Reform. Today, Gingrich is a leading voice in conservative policy and politics. He is a political contributor to the FOX News Channel and other news networks, a Senior Advisor at Dentons in Public Policy and Regulation practice, a Senior Scientist at Gallup, and founder and chair of several policy think tanks. Gingrich has published 27 historical novels and public policy books, including his most recent, Understanding Trump. With his wife, Ambassador Callista Gingrich, he hosts and produces historical and public policy documentaries. Gingrich holds a Bachelor’s degree from Emory University and Master’s and Doctorate degrees in Modern European History from Tulane University. He resides in McLean, VA, with his wife.

Mara Liasson is a political analyst for FOX News Channel and the national political correspondent for National Public Radio. Liasson provides extensive coverage of politics and policy, focusing on the White House and Congress. Her expertise on elections, national policy, and government is heard on FOX’s top-rated programs Special Report with Brett Baier and FOX News Sunday and NPR’s awardwinning news magazines All Things Considered and Morning Edition. Liasson joined NPR in 1985 as a general assignment reporter and newscaster. She received a Bagehot Fellowship in Economics and Business Journalism and took a leave

of absence to attend Columbia University. She returned to NPR in 1989 to serve as a Congressional correspondent and as White House Correspondent during the Clinton administration. In 1997, she joined FOX as a regular panelist and contributor. Liasson has covered all presidential elections since 1992 and regularly reports on Senate and House elections. Liasson has received numerous awards and honors for her reporting, including the White House Correspondents’ Association’s Merriman Smith Award in 1994, 1995, and 1997 for excellence in daily news reporting. A native of New York City, Liasson earned her bachelor’s degree from Brown University.

Platform The Republican National Committee published its platform in July 2016 and reaffirmed its commitment to free enterprise and free markets, a simpler tax system, fiscal and Constitutional responsibility in government, strengthening U.S. defense and military capabilities, condemning “activist judiciaries,” overhauling American healthcare, reforming U.S. immigration, and upholding the traditional social values long held by the Party. In the Legislative Branch Beginning in January 2017, Republicans in the 115th Congress have passed major legislation to implement their vision for the country, including: The National Defense Authorization Act for Fiscal Year 2018 authorizes $626.4 billion in defense spending, including military pay raises and funding for missile defense systems and equipment. The Countering America’s Adversaries Through Sanctions Act imposes economic sanctions on Iran, North Korea, and Russia. The Tax Cuts and Jobs Act of 2017 implements Republican tax reform by raising the standard deduction for individuals, reducing the number of available deductions and exemptions, reducing estate tax eligibility amounts, and repealing the Affordable Care Act’s individual mandate. The Bipartisan Budget Act of 2018 funded the President Trump and Republican legislators government through March 23, 2018, increases applaud passing the Tax Cut Act. Moderate Republicans lean right-of-center on most political issues and have been known as “Rockefeller Republicans” or “Main Street Republicans,” or pejoratively as “RINOs (Republicans In Name Only).” Although they align with more conservative members on many of the party’s fiscal issues, moderates are often more liberal on social issues like gun control laws, abortion, LGBTQ issues, and environmental regulation and climate change. In Congress, many of these members caucus with the Tuesday Group (50 House members) and/or the Republican Main Street Partnership (73 House members, 4 Senators).

MODERATE

Conservative Republicans are the heart of the Party. Their Republican Study Committee is the largest Congressional caucus at 172 members in the House. Conservatives lobby for reduced government spending and taxation, socially conservative legislation like defense of marriage and anti-abortion laws, and strong national security and defense. This wing of the party includes members of the Christian and Evangelical right and traditionalist conservatives.

LIBERTARIAN

CONSERVATIVE

Libertarians make up the smallest portion of House Republicans—just 28 members comprise the House Liberty Conference. Their group favors individual rights and minimal government influence and advocates for the least amount of regulation among all Republican factions. They value civil liberties, like free expression, freedom of choice, and free-market capitalism above all other priorities.

Fundamentalist and far-right members of the Republican party adamantly value fiscal and social conservatism along with a strong sense of factional identity. They are represented in the Freedom Caucus and Liberty Conference, and stand for “open, accountable FAR-RIGHT and limited government, the Constitution and the rule of law, and policies that promote the liberty, safety and prosperity of all Americans,” according to the mission statement of the Freedom Caucus. Many of these members were previously associated with the influential and now defunct Tea Party Caucus that led the eponymous movement in response to Obama-era subprime mortgage refinancing policies. A defining aspect of this caucus is that they are willing to object to and vote against legislation supported by moderate members of the party if it does not align with the caucus’ values.

The Elephant in the Room Political cartoonist Thomas Nast is widely credited with first associating the elephant and the donkey with the Republican and Democratic parties. His Harper’s Weekly cartoon “The Third-Term Panic” (right) showed animals representing various issues running away from a donkey wearing a lion’s skin tagged “Caesarism” (the fear of a third term for Ulysses S. Grant). The elephant, labeled “The Republican Vote,” was about to run into a pit containing inflation, chaos, and repudiation. Although the Democrats have never officially adopted the donkey, the Republican Party has embraced the elephant as its official symbol.

Growing Numbers of Retiring Republicans With increasing gridlock in Congress and difficulty fulfilling their vision even while holding the majority, a growing number of Congressional Republicans are electing to leave office. Though their reasons differ from resignation due to scandal to fundamental disagreements with the establishment to ambitions for higher office, the exodus of legislators marks a shift in the mood of Congress and the party’s centers of power.

Ambassador Sam antha Power Why America Can’t Afford to Look Away In March, Ambassador Samantha Power shared the lessons in diplomacy gained from her wide-ranging career as a war reporter, Pulitzer Prize-winning writer, Harvard lecturer, and the youngest-ever United States Ambassador to the United Nations.

The VCU Women’s Choir performed selections with themes of social equity in a diversity of styles and origins to complement the evening’s discussion.

She spoke to 550 student delegates at the Governor’s School Model United Nations earlier that day, over 100 Richmond area high school students in our Student Room (middle), and with Richmond Forum Scholar Carlos Brown in the Green Room during intermission (right).

I’m going to change a world — whether it’s Earth or Mars is just a matter of time. VCU was a great place to combine my childhood loves of space and medicine. A clerkship at NASA helped me find a way to fuse the two, and now I hope to specialize in fertility medicine as it relates to astronauts. My name is Brent Monseur, and thinking beyond the stratosphere is how I challenge the norm. VCU is where I made it real.
