Notice of Public Hearing relating to Land Use Contracts
The Meeting Date: Tuesday, November 24, 2015 Time: 7:00 p.m. Place: Executive Airport Plaza Hotel, Grand Ballroom, at 7311 Westminster Highway, Richmond (at the corner of Westminster Highway and Alderbridge Way)
Richmond City Council is holding a Public Hearing: a) to consider the establishment of zoning in specific areas developed under Land Use Contracts; and b) to consider the early termination of Land Use Contracts on specific properties in Richmond as described in this notice.

Richmond City Council is seeking input from the public on this matter and on the bylaws described in this notice. Anyone who wishes to provide their opinion on the bylaws and matters described in this notice is invited to: a) attend the Public Hearing and speak to Richmond City Council; or b) mail or deliver a written submission to Council. Go to: www.richmond.ca/plandev/planning2/projects/LUC/lookup/ and enter an address to check. Alternatively, you can check with the BC Land Title Office.
In person Public Hearing materials, including the staff report, Land Use Contract Summaries, Bylaws and written submissions are also available for inspection at City Hall, between 8:15 a.m. and 5:00 p.m., Monday through Friday, except statutory holidays, between November 13, 2015 and November 24, 2015.
Other To obtain a copy of your Land Use Contract, contact the BC Land Title Office. All Land Use Contracts are registered on title to the affected properties. Written submissions will be published online in full and “as-submitted” as part of the Public Hearing agenda materials. Public Hearing Process — Q & A Can I make a presentation or make comments at the Public Hearing? Yes. Anyone who believes they are affected by the proposal may express their views at the Public Hearing.
How do I sign up to speak at the Public Hearing? To register to speak, sign your name on the speaker’s list. The speaker’s list will open outside the meeting room one hour before the start of the Public Hearing. City staff will be available to assist you. You must sign up on the speaker’s list in person and you cannot sign up other speakers.
How do I know when it is my turn to speak? The Mayor will begin with speakers from the speaker’s list. Your name will be called when it is your turn to speak. When it is your turn to speak, please start by stating your name and address and then proceed with your presentation or comments.
How long can I speak? There is a five-minute time limit for speakers. Please observe this rule in order to allow everyone a fair opportunity to have their views heard.
How do I know when a particular item will be discussed? Due to the large number of properties involved in this Public Hearing, there is no particular order in which specific bylaws will be discussed. When the Hearing is opened for public input, speakers may speak to any bylaw or Land Use Contract in any order they wish.
What if the meeting goes late? The meeting will take as long as necessary. An announcement will be made at the Public Hearing if the meeting has to be extended.
What happens after the public has spoken? Once everyone has had an opportunity to speak, the public input portion of the Hearing will be closed and then Council will discuss and consider the bylaws. No further public input is permitted after this point, either verbally or in writing.
