Texans to vote on amendments today Staff Writer

Texas residents cast their vote Nov. 2 on eight proposed amendments to the state’s constitution.

Election Day 2021 sees several city and school district propositions playing out in public, with the city of Richardson holding its own special election largely aimed at infrastructure improvements. Richardson residents vote to adopt or reject five proposals in a $190 million bond package addressing projects spanning street repair and drainage to renovations at City Hall and the Richardson Public Library. Early voting was available Oct. 18 through Oct. 29 in the foyer of Guadalupe Hall at Dallas College Richland Campus.

Proposition 1 would authorize charitable raffles to be hosted at rodeos sanctioned by the Professional Rodeo Cowboys Association or the Women’s Professional Rodeo Association. This proposition is an expansion of authorization permitting charitable foundations of professional sports organizations to conduct charitable raffles in the state. The Texas Constitution prohibits all “lotteries and gift enterprises” with several exceptions authorizing charitable raffles, bingo and state lotteries. Efforts to legalize casinos in the state were underway earlier this year, but the push to build Vegas-style gambling resorts was not in the cards.

Proposition 2 would allow counties to raise funds for transportation infrastructure in underdeveloped or blighted areas by issuing bonds; an extension of an authorization already granted to cities and towns. The counties would repay these bonds by increasing property tax revenues. Richland government professor Patrick Moore cautions that counties using this strategy should be watched carefully by citizens to prevent jeopardizing at-risk communities. “I think anything that improves transportation is a good thing. One

hesitation is that there’s no definition of what blighted means. There are lots of examples of poor people being forced out of their homes because some government thinks they are blight. But those families can’t afford to live anywhere else.”

Proposition 3 seeks to ban the state from placing limitations on religious services and organizations. This proposition stems from the early 2020 stay-at-home orders that saw many places of worship shuttered. According to the Analyses of Proposed Constitutional Amendments released by the Texas Legislative Council, supporters argue that allowing public officials to limit in-person religious gatherings is an affront to the constitutionally enshrined freedom of religion.

Opponents argue that while freedom of religion is important, allowing places of worship to operate during public health emergencies can endanger residents. They are concerned that the broad language could limit the government’s ability to conduct damage control in the event of public health crises, natural disasters or even building safety concerns. Moore believes this proposition would make it more difficult to deal with the next pandemic, which he says is just a question of when, not if.

“Governments have a constitutional mandate to protect the general welfare of citizens. They’ve interpreted that to mean they can require businesses, which could be disease hotspots, to close. Supporters think their religious freedom to meet physically in churches outweighs public health and safety interests.”

Propositions 4 and 5 concern matters of the judicial system. Proposition 4 involves the candidate eligibility for election to the Texas Supreme Court, Court of Criminal Appeals and the Texas Court of Appeals. The current judiciary eligibility requires 10 years of practice, allowing for up to four years of outof-state practice. This proposition would raise

Managing Editor Dallas Mayor Eric Johnson announced via Twitter on Oct. 26 that he tested positive for COVID-19, despite being fully vaccinated.

“This morning, I tested positive for COVID-19. Thankfully, I am fully vaccinated, and I am only experiencing mild symptoms.

My wife Nikki, who is also fully vaccinated, has tested negative,” Johnson said.

The mayor has notified his close contacts and his children’s schools, according to his tweet.

Johnson said he first began feeling ill on Oct. 25, prompting him to cancel all the planned events on Oct. 26 and that with the

confirmation from his positive test, will not attend other engagements.

“After I first began to feel ill late Monday, I also canceled my Tuesday events to ensure that I did not put anyone at risk. Now that I have confirmation of my status, I will be unable to preside over Wednesday’s [Oct. 27] Dallas City Council meeting and will unfortunately have to miss other engagements this week,” Johnson said.

“In addition, I want to take this opportunity to again encourage residents of Dallas to get vaccinated if they have not done so and to receive a booster shot when they are eligible.

The vaccines have saved lives and can make breakthrough cases, like mine, far less severe,” said Johnson.

Proponents believe this will create a higherquality judiciary, with opposition posturing that this will impose further limitations and lack of diversity on the candidate pool.

Proposition 5 would allow the State Commission on Judicial Conduct to have powers of oversight over these candidates, marking an extension of a power already exerted over current judicial officeholders.

Proposition 6 establishes the right to designate a caregiver with undeniable visitation rights at facilities like nursing homes and assisted-living centers. This proposition is another pandemic-influenced amendment arising from restrictions placed on visitation at care facilities across the nation in response to the 2020 COVID-19 outbreak that saw families left without safe, free access to their loved ones for months. Supporters argue that isolation breeds deterioration and that essential caregivers provide critical support and stimulation. Moore believes stripping a care-facility of means of mitigation could put our most vulnerable in danger.

“We all saw those pictures of kids standing outside windows waving to their loved ones entombed in nursing homes. This would guarantee that at least one person would always be able to visit. That would be great.

On the other hand, it would mean dozens, or hundreds of potential disease vectors required to be admitted to a facility holding the most fragile, the most at-risk people on the planet,” Propositions 7 and 8 involve tax exemptions for bereaved families. Proposition 7 creates a homestead tax exemption and limitations on school district property taxes for the surviving spouse of individuals with disabilities. Tax Code section 11.26 already codifies this homestead tax exemption for individuals 65 and older, however the Tax Code was modified in 2019 to expand this tax exemption to the surviving spouse of an individual who is

disabled.

If passed, this proposition will amend the constitution to reflect the 2019 Tax Code changes, and allow surviving spouses 55 and older to continue to receive the school district tax limitation, originally granted on the basis of the spouse’s disability, so long as they continue to occupy the home. Moore emphasizes that taxes are required to have a civilized society, but some demographics warrant exemptions.

“The social contract requires all of us to participate and pay our share, but some people shouldn’t be further burdened.”

Proposition 8 is an expansion of Article 8 of the Texas Constitution which provides property tax exemptions for the surviving spouse of military personnel who are killed in action. This amendment aims to broaden eligibility to include spouses of those killed or fatally injured in the line of duty. The goal is to correct an oversight in the language of the original amendment; a distinction which excludes fatalities arising from events such as motor vehicle accidents and acts of terrorism.

According to federal data, this would apply to less than 10 individuals per year.

The Texas Constitution is one of the oldest and lengthiest constitutions in the nation, with 507 amendments approved since its passage in 1876. This is the seventh constitution in Texas history, the first of which was established in 1827. Constitutional amendments that receive a simple majority vote are adopted for passage.

The amendments on the ballot this year appear in an order determined by random drawing.

‘Venom: Let There Be Carnage’ continues gruesome storyline Ricky Miller

Entertainment Editor “Venom: Let There Be Carnage” is a direct sequel and follow-up to “Venom,” released in 2019.

“Carnage” is directed by A Serkis, who helmed a competent directorial debut with “Mowgli: Legend of the Jungle” (2018), one of the two live action adaptations of Rudyard Kipling’s “The Jungle Book.”

A lot of people don’t realize Serkis has been around for many a year playing Smeagol aka Gollum in “Lord of the Rings: Fellowship of the Ring.” He was also Caesar in “War for the Planet of the Apes.” He was also the big ape in Peter Jackson’s “King Kong” in 2005.

He shoots for the big screen on this one and Serkis knows what he is doing every single step of the way. He also brings back even minor characters to the story, such as Peggy Lu’s Mrs.

Chen. Under his breath, he utters something about eating her, but it is all done with a side comment.

Also returning to the story is Woody Harrelson’s incarcerated serial killer Cletus Kasady aka Carnage. Carnage, however, does not like noises that come from his significant other, Frances Barrison (Naomie Harris) aka Shriek.

That’s something Carnage does not like dealing with since the effects hurt his entire body and way of being.

Also thrown into the fold is Michelle Williams as Eddie’s ex-girlfriend Anne Weying, who always aids Tom Hardy’s Eddie Brock in his misadventures. For part of the movie, Venom feels abandoned, since he does not have Brock to boss him around. His persona was always the conscience of what is right and wrong.

“The Fog” (1980) - Following the success of John Carpenter’s 1978 smash “Halloween,” Curtis reteamed with the prolific filmmaker for this ghost story that dealt with pirates in the fictional seaside town Antonio Bay. Adrienne Barbeau provides the mysterious voice of the MC of the airwaves. B+

“Halloween Kills” is brutal as all get out.

It’s a direct follow-up to John Carpenter’s amazing 1978 tale that essentially has been updating the serial-killer genre for the past 40 years.

Carpenter is not calling the shots this go around. With “Halloween Kills, he takes the composer route with son Cody.

Instead it is David Gordon Green in the director’s chair. Green the last subtle turn out of Nicolas Cage with “Joe,” a 2013 tale about an ex-con trying to go the straight and narrow path in his life.

Jamie Lee Curtis returns to the “Halloween” franchise as former babysitter and now grandmother Laurie Strode. She thinks she has defeated Michael Myers, the boogeyman of the fictional small town of, Haddonfield, Ill. Also making an appearance Anthony Michael Hall as former youth Tommy Doyle.

“Trading Places” (1983) - In this great John Landisdirected tale, she portrays a grifter dealing with suit Louis Winthorpe III (Dan Aykroyd) and con artist Billy Ray Valentine (Eddie Murphy). This one solidified Murphy’s rise and gave Curtis more power in Hollywood.

“Perfect” (1985) - John Travolta and Curtis starred in this giant dud that landed with a whimper wherein Travolta’s writer tries to do an exposé piece about the fitness world and all the predicaments within. Directed by James Bridges.

His character was mentioned in the earlier movies, but now he is all grown up. You may remember Hall from his time with the John Hughes directed “Sixteen Candles” (1983) and “The Breakfast Club” (1985).

Also of note is the Michael Myers mask. It is just an old William Shatner mask the prop department and director Carpenter picked up at their local drugstore in 1978. Never in a million years did anyone think that such an odd choice would resonate four decades later.

Also worth mentioning is the appearance of the Silver Shamrock masks that made an appearance in the one part of the “Halloween” universe with “Halloween III: Season of the Witch” (1982).

For some unknown reason, a lot of characters in this movie perish with various individuals sporting the mask. I think co-producer Jason Blum has the idea that this will be his next foray into the franchise with an update of that on his horizon.

Grade: C

“A Fish Called Wanda” (1988) – This one’s significant because Kevin Kline won an Oscar for his dimwitted hitman character against Curtis’s protagonist who went soft whenever she heard foreign speak mentioned. Supporters John Cleese and Eric Idle provided much of the humor as well.

“True Lies” (1994) – Director James Cameron had Curtis teaming up with Arnold Schwarzenegger for comic action-thriller about a mild-mannered man and his major secret life. I enjoyed this modern-day tale of a spy and his family. With Tom Arnold and the late Bill Paxton.

‘Metroid’ comes back in action after 14 years Jason Ryer

Staff Writer “Metroid Dread” is a game that has been in development for 14 years with the project having to be stopped for technical limitations.

It is a direct sequel to “Metroid Fusion” and picks up after the end of “Fusion.”

Bounty hunter Samus Aran gets a radio call that the X parasite, the main antagonist of “Fusion,” has been spotted on planet ZDR. When she arrives, ZDR is much more that it originally seems to be, and she encounters a cloaked lifeform. They battle it out. Samus loses and wakes up in the depths of the planet.

“Dread” expects the player to have some basic understanding of the series as a lot of mainstay abilities from past games return main “Super Metroid”. There are some new abilities for players to interact with as well such as the Phantom Cloak and homing missiles to add to the mix.

The game is challenging and expects the player to be open minded with how they play the game. The overall completion time varies based on the difficulty setting and if the player is trying to 100% clear the game. Seven to 12 hours is a normal completion time for a first playthrough of the game. The enemies on normal mode felt like I was playing a hard mode playthrough as there are a decent number of patterns to learn in the game.

Bosses are frequent and are just as hard with some expecting you to use two of the game’s

most used skills; the slide and counter. The slide allows Samus some of the same moveability as the Morph ball, but it can be used in boss battles to change the position Samus faces the boss. The counter allows Samus if she times it right to deflect an attack back at the enemy or boss.

When it comes to boss encounters the environments come into play most of the time. In regard to one such boss, I found myself breaking tentacles to power a generator to grapple to a conveyor to the other side and power the second one before I could fire missiles while dodging attacks from the boss. The only encounters that Samus can’t win without a plot device are the E.M.M.I. fights which require the player to avoid E.M.M.I. robots while in the zone until she kills a monster that will allow her to take down an E.M.M.I., which may hold one of her lost powerups.

The negatives for “Dread” are interesting as the game is very engaging to run through.

The foreground art is not as elaborate as the moving background pieces. This is probably so that the player doesn’t get distracted by it.

Another flaw “Metroid Dread” faces versus “Metroidvania,” “Metroid” plus “Castlevania” clones like “Hollow Knight” is map design.

“Dread” has a complex map that opens as you explore the eight similar but different areas of ZDR making it very easy to get lost in the game even with the ability to put in custom navigation points. Once the player has begun to understand the map, it becomes

easier to come and go as the player picks up new power ups to unlock” new routes.

In conclusion, “Dread” does a good job in overall expanding the franchise and taking the risks needed to get more players interested in the series. The game has some bumps on the

road as you play it. Once the player overcomes the steep learning cover; the rewards are worth it. The game encourages exploration and experimentation at time to get the most out of it, which becomes a fun ride over some time.

Fishermen of Richland Campus are the unsung visitors Alex Ortuno Managing Editor Every day across campus, ordinary people and animals can be seen. There are workers who attend to their errands, students getting to their classes and relaxing on chairs and even the ducks and geese waddling around campus, nibbling on grass. On the other hand, one group of people on the Richland Campus aren’t very well known but have been here for a long time. That’s the fishermen.

According to a historical archive of Richland’s catalog for students for 1978-1979, fishing was mentioned as part of campus safety, and for people to stay within certain areas. This is the first mention of fishermen on the Richland campus in that document.

Colby Morgan, who is self-employed, fishes at Richland. While he may be catching fish, Morgan said it’s beneficial for him because he uses it as meditation. “I feel these days, more than not, with cellphones and being always going, going, and going and stuff like that, it’s a way to meditate,” said Morgan.

Despite fishing on the lake at Richland, Morgan has been fishing far longer. “I have been fishing since I was about 3 years old,” said Morgan.

Morgan said he had discovered the spot back in the late 2000’s by a friend before studying at Richland.

“I went here for a few years, five years. That was back in 2007 to 2009, I believe. My friend Pat introduced me to this fishing spot before I ended up going to school here,” Morgan said.

October is known for the leaves changing color, the weather getting colder and the veil between the spirits and the living is getting thinner. Those looking to settle down into the cozy weather and dive into a new world of spooky might want to listen to some horror stories performed by the Richland’s Drama Department.

There are currently two horror dramas available. They are “The Black Figurine of Death” and ‘Shadow People’.

The ‘Shadow People’ was released Oct. 26, 2018 and “The Black Figurine of Death” was released Oct. 24, 2019. They can be heard on richlandstudentmedia.com.

These two horror tales have been turned into radio dramas. The radio dramas which have no visual components but do contain dialogue, music and sound effects let the listener create the story in their mind which allows them to better descend themselves into the world of imagination.

These tales are from the “Hall of Fantasy,” a series of horror stories told from radios in the 1940s to 1953 where average people face supernatural, unusual and unknown horrors.

include turtles, ducks and geese. Many sizes and variety of fish live within the lake as well.

“You got buffalo, it’s like a type [of] carp.

You got Asian grass carp. There’s white perch.

There’s bluegill, all types of different variations of green ears. It’s like a type of sunfish.

There’s all different types.”

Other larger fish were also present such as the largemouth and spotted bass, according to Morgan. He has seen several kinds of fish in his time and said while he’s seen people catch a catfish on the lake, he has never been able to get one himself.

“I’ve seen people here catch catfish but I’ve never caught any but there’s definitely a plethora of different fish,” said Morgan.

While Morgan continues to fish at Lake Thunderduck, a concern he has is the litter that people leave behind on the water.

“Trash anywhere, I fish at White Rock Lake a lot. A lot of that trash, it does come from the creeks and a lot of the trash in here, comes from the creeks as well,” Morgan said.

Trash on water can be a large threat to marine life, even in small bodies of water like Lake Thunderduck. According to a document about marine debris from the Texas Commission of Environmental Quality, trash that is left on water can cause issues for wildlife such as entanglement or ingestion of said trash, leading to death.

‘Dark Tales’ radio programs available in KDUX archives Kimberly M. Gambino Staff Writer

The ‘Shadow People.’ It is a tale of Elaine, a daughter who just lost her father and must fight against the darker forces she fears killed him. Elaine sits one dark and gloomy night in the library of her house when she begins to feel something or someone watching her as she reads. Unsettled, she heads into the dark and narrow hallway to investigate. As she turns to look over her shoulder she watches as a huge and terrifying shape move directly toward her, leaving her with no option but to face the shadow people.

In the second radio drama titled ”The Black Figurine of Death,” a dying man tells his family he vows to return from his grave to right all the wrongs done to him by his family.

Amos Johnson, a bitter old man, lies on his deathbed and has called upon his family to see him in his last moments. During this, he tells them they will inherit his estate but not without a price. As strange things occur, they wonder if the threat of Amos hold any truth or if he was dead at all.

Those who find these stories intriguing and would like to find more pieces like this are advised to search “old time radio downloads” which has thousands of free radio dramas from adventure to drama and even crime available.

T-Ducks women’s soccer kicking it toward success

The T-Ducks were at the end of the regular season and in preparation for the playoffs, but in their way was Arlington Baptist University’s women’s soccer team.

The T-Ducks (7-5-2) won in dominant fashion once again against the Patriots of Arlington (5-6) by a score of 7-0 on Oct. 23.

The T-Ducks started off aggressively by taking possession early and staying on attack on the opponent’s side of the field. The Patriots were overwhelmed by the pace and pressure set by the T-Ducks, so much so that back-to-back goals were scored by forwards Daphanie Gonzalez and Chloe Anderson in minutes 17:00 & 19:00. Halfway into the first half, T-Ducks’ Anderson again had the Patriots number by scoring back-to-back goals for herself in minutes 27:00 & 29:00, ending the first half with the T-Ducks leading the Patriots 4-0.

Richland started the second half by immediately pushing the ball past midfield and forcing themselves past the Patriot defenders to set up T-Ducks defender Katia Yerena, who forcefully kicked the ball through the Patriots’ goalie’s grasp into the net. From the start, the T-Ducks consistently pushed the ball past midfield and had the Blazers on their heels trying to stop the pressure.

Then came a breakthrough first goal from T-Ducks forward Anderson in minute 17:00.

Despite the T-Ducks being called offside toward the middle of the first half. At the end of the first half, T-Ducks forward Rachel Rios scored a goal sending the T-Ducks into halftime leading 2-0. The Blazers seemed to

grab possession early in the second half but the T-Ducks answered with a goal from Rios in minute 50:00. Richland did not let up for the rest of the half as the Blazers slowly started to fade. Richland was simply too much for them to handle. Forwards Alison Mora and Rios scored back-to-back goals in minutes 62:00 and 65:00, both assisted by forward Anderson. The Blazers couldn’t do much to stop the exclamation mark that was then set

by T-Ducks forward Nevaeh Gonzales as she scored the last goal of the game in minute 85:00, ending any hopes the Blazers had of winning a championship this year.
