Tributes paid to tireless Filton campaigner and councillor Keith Briffett

Tributes have been paid to Filton Town Councillor and community campaigner Keith Briffett, who has passed away at the age of 81.

Keith had moved to Filton from Bedminster in 1969 and became Filton’s first UKIP councillor, having won his seat in 2013. During his time on the council, he was involved with campaigning for a number of public issues including leading the group Friends of Conygre House.

Keith’s daughter Nancy spoke about her dad and the passion he had for Filton.

She said: “For 10 years he

campaigned with a group of people who called themselves Friends of Conygre House. They won the battle to save the house, and although Conygre House has been sold to developers, it has to stay as it is. He also campaigned to have a bus between Filton College and The George. He was also a great campaigner during the referendum. I would sometimes join him on the weekends.”

Keith was known for being practical and helping out anyone who was in need.

“He loved Filton, and wanted the town to look tidy, he would get groups of people together

Whenever anyone came to him asking for help, he would get on the phone to the council and get things moving along.” said Nancy.

Keith had a reputation for wanting things done properly and for being a man of his word.

Nancy recalled one story in particular.

She said: “Mum had told me a story of the lane behind their house. When residents had complained about it to the council, the council’s response was just to lay down chippings. Dad decided that this was not good enough for the residents' needs so he even took it to Westminster, which led to the council being told that they had to do the job properly.”

Nancy described Keith as a people’s person, often with his head in books on the war and always available for anybody and loved his dogs. As a father he was always there for his family.

Nancy said: “He was always dependable, he would joke and moan, but anything you asked of him, he was there for you.”

Keith is succeeded by his loving wife Jocelyn, his daughter Nancy, late daughter Sally, and his grandchildren Megan, Beth, Harrison, and Sophia. Donations in memory of Keith can be given to support the work of Bristol Animal Rescue Centre. www.bristolarc.org.uk

New rules aimed at limiting spread of HMOs

New restrictions to make it harder to turn family homes in Filton into bedsits are set to be introduced.

South Gloucestershire Council is expected to approve proposals that would require landlords in Filton and also in Stoke Park and Cheswick to apply for planning permission to convert properties into houses in multiple occupation (HMOs) that would not usually need consent.

It follows overwhelming support from 93 per cent in a public consultation to the introduction of measures called Article 4 directions (A4D) amid a huge rise in concerns about neighbourhoods becoming overrun with shared homes and the loss of communities, along with antisocial behaviour, parking, litter and noise complaints.

The move is the latest effort by the council to tackle the problem after it adopted new local planning rules last September which set limits on concentrations of HMOs, although the impact has been mixed because it only takes into account registered bedsits.

While some of the “constant barrage” of applications have been refused under the policy,

others have been granted controversially where residents have insisted there are more HMOs in the area than the council’s official figures, such as those which do not require a licence.

The new restrictions aim to plug this loophole by withdrawing permitted development rights for small HMOs so that they would need consent after being considered against planning policy and the effect they would have on the local community.

Filton Town Council backed the proposed A4D but asked for it to cover a slightly bigger area including Kenmore Crescent and Kenmore Grove saying this was an oversight, a request officers declined after reviewing the evidence.

Organisations representing landlords opposed the measures.

Both the Conservative administration and the opposition Labour group have claimed credit for the stricter rules.

which will form a strong part of our ability in the new Local Plan to protect communities from being overrun by HMOs.

“Under Conservatives, South Gloucestershire Council has an excellent track record in delivering new housing, exceeding targets year on year with a focus on building thriving communities, and I am pleased we are set to take action to control the increasing numbers of applications which are having a detrimental impact on the character and wellbeing of communities.”

Labour Cllr Adam Monk, whose Filton ward has become a battleground against new bedsits and who has spoken at planning committee on behalf of neighbours against several applications, said: “During my time as a councillor I’ve spoken to countless residents who are really concerned about the spread of HMOs and things like parking, waste disposal and the living conditions inside them.

“We need some HMOs, but they shouldn’t negatively affect the area, and need to be good quality inside.

“From January 2021 to July

this year I chaired a task and finish group looking at what can be done to regulate HMOs more effectively, and we recommended the council adopts the Article 4 framework – something Bristol City Council has been using for a long time now.

“I’m adamant that if I and other councillors hadn’t initially spearheaded this in the first place, change wouldn’t be happening now.

“We warmly welcome moves to adopt Article 4, but we want people to be clear whose idea it was to do so.”

Filton ward Conservative Cllr Chris Wood said: “Having campaigned for South Gloucestershire Council to take a tougher stance on the constant barrage of HMO applications, I am delighted that Filton residents have backed our plans and look forward to seeing them come into effect soon.

“We have had to put up with more and more successful applications that have a negative impact in our neighbourhoods for too long and this is another string in the council’s bow which will help to stem the tide.”

Becky Jones is the new manager of the Coffee Shop at St. Peter's Church. Taking up the position on July 4th, Becky, who had been a long-time customer, explained what led her into accepting the role.

She said: “After the lockdowns, we re-opened during the first week of February. At the time I was just a customer, not long after I began to volunteer for the coffee shop. I continued working shifts until the former manager left.

"It was then that I was offered the role of manager. I thought back to when Elspeth, who was absolutely beautiful, first opened up the coffee shop as a café, which is what I want to get it back to, what it was in the beginning.

know, to be in the position of doing this, and then to feel that I can do this, it means a lot.”

What inspires you to be at the Coffee Shop?

“Support. Everybody here is so supportive. They are supportive amongst each other and towards me, and they are just so willing to help. That allows anyone to just come here, relax, have a nice cup of coffee and chill. They can have cake, talk to people, and socialise, we also have the play area for children. We are also accepting of dogs, as long as they behave. So really you can come here and do whatever you want to do.”

What does a typical day look like?

“I get here by a quarter past nine, and make sure everything is prepared so we can open at 10 o’clock. Some days we open, and the shop is busy, and others, not so much. We have regulars who come here three days a week, and it is them who make this place what it is. Of course, there are new people who are always coming in as well, and then there are workers such as those from Airbus who come over at lunchtime.”

St. Peter's Coffee Shop has a vibe of a good old fashioned English village church coffee morning, rather than a typical modern coffee shop. Do you agree?

“Yes, it does have that feel to it. We have started offering teacakes, crumpets, and toast,

which has gone down quite well. The cakes are homemade by various people, some are churchgoers and others are not, everyone baking in their own time for the community. And you know, we are never short of people with fresh ideas. Soon somebody will be making onion bhajis so we will give that a try."

St Peter's Coffee Shop has a capacity for thirty-six people or around fifty if seating is available outside. How do you keep things running smoothly?

“We have a number of

volunteers, who make sure everybody is served. Most of our volunteers, some who were quite recently widowed, came into the coffee shop just to be around others. People come here, they see a single person serving and they asked to help. They mingle and they get involved. They begin to volunteer regularly. It is a little bit of commitment for them, and they feel needed, they have purpose again.

What differentiates St. Peters from other places in the area?

“Well, it is in the church

building, but personally I am not religious, so I do not go in on that side of things, and its not really something we broadcast. It's not about the church, it is about people coming here.

"If they have not got the money, it really does not matter because we work on donations. If you cannot afford it, or just do not have it, you can come here, and feel safe.”

Church rector Revd. Lizzie Gregory said: “What is wonderful about the coffee shop is that we are there for the people, helping to bring them into community.

"To see Becky, who has become part of the church family, not through coming to church, but going through life as we all do and then to choose to come and volunteer, always increasing what she was giving, to now being in her position, I am so enormously proud of her and what she has done.

"From my point of view, Becky is what the coffee shop is all about.”

'A gentleman who fought for what he believed in'

Tributes have been paid to a former councillor, alderman and community activist who has sadly died.

Stan Sims passed away on 27th June after a long stay in hospital, originally having caught Covid.

Along with his beloved wife Jackie, who herself died in January, the couple were also keen local historians who, with their friend Jane Tozer, collected and archived much of Filton's historical documents and images.

His daughter Rebecca told Filtonvoice: "Dad passed away on 27th June after a long stay in hospital, originally having caught Covid. Whilst he recovered from Covid, which was a battle in itself, he was very badly fatigued and together with his lack of mobility, age and other health issues, was unable to

recover. He died very peacefully in a rehabilitation centre in Thornbury - he could not have had better support and care for which I am very grateful. It was the end of a very tough couple of years after mum got diagnosed with dementia and died of Covid last January, particularly for dad of course.

involved in the local community. Wherever we have lived, they have thrown themselves into helping others and making a difference.

"Life feels very strange and quiet now without both parents here, but I do take comfort in knowing that my parents had very productive lives, have left a legacy in their community and with us, and lived long and for the most part, healthy lives.

Local figures have also paid tribute to Stan.

Filton Town Council chairman Daryl Collins said: “Stan and Jackie did a lot for both adults and children. They formed a group called Filton People who produced lots of activities and were responsible for the ‘Diddly Dumps’ which is what we called the BMX track, and of course, they were the ones who secured funding for the children’s play area and its extension.

"Furthermore, Pegasus House would have been demolished if not for those two. Stan and Jackie got involved and worked to have it recognised as a Grade II listed building.”

Teml said: “I had been in touch with Stan weekly throughout the pandemic as we had wonderful volunteers doing his weekly shopping for him and I would often drop the shopping round to his doorstep and stop for a chat.

"I attended his funeral recently and it was nice to hear from the family and friends about his tireless work within the community of Filton with “Filton People”, the aviation industry locally, the twinning association, the Labour group, and the town council.

"He was a principled man, who fought strongly for what he believed to be right.

He and Jackie were both stalwarts within the community, known to frequent local cafes, and who got involved in community events.

"Together they led the Filton historical work with Jane Tozer for many years.

With Jackie's eventual passing Stan grew frailer, and although his mind and tongue were still sharp as a knife, his body began to let him down. Stan was a true ‘Filtonian’ who we will remember fondly as a true gent.”

Carers: we don't get support we need from council

Three quarters of unpaid carers in South Gloucestershire feel they “don’t get the support they need” according to a new survey.

More than half of carers responding to the recent survey said they didn’t have access to good quality information about the support available to them, and four out five said they weren’t able to take a break from caring to support their own physical or mental health.

But more support for unpaid carers is underway, as South Gloucestershire Council chiefs are preparing a five-year plan to improve awareness of carers, and provide better respite breaks too.

The council’s health and wellbeing board heard details of the plan on Friday, July 15.

Rebecca Harrold, the council’s manager of the adult commissioning service, said: “What we heard from the consultation was that a lot of carers don’t feel the support

they need, more needs to be done to highlight the role, and a great feeling that there’s not a lot of awareness of carers in the community and among professionals.

“They need to feel more listened to and their role needs better recognition and more support. They need breaks that are more diverse and flexible. Young carers need breaks that aren’t school.

"They’re feeling burned out in their caring role and I think Covid has probably exacerbated that situation recently.”

The survey ahead of the new strategy found that 82% feel the council needs to do more to highlight the role of carers; 90% said there needs to be more awareness; 58% don’t feel listened to, understood or appreciated in their role; and one in four said carer’s assessments

were not unhelpful, but were “a tick box exercise and doesn’t provide the support they need”.

According to the survey, one carer said: “I haven’t had a break in 20 years, but when I did get one it was quite difficult to access.”

Another said: “The council website is dated, not very user-friendly and not very helpful.”

Tackling abusive behaviour

A project which challenges the behaviours of people who abuse their partners or family members has marked its first year in South Gloucestershire.

Drive, a successful national initiative which aims to prevent abusive behaviour and protect victims, launched in South Gloucestershire in July 2021. The project sees specially trained domestic violence and abuse advisors work to support survivors of abuse while also working with high-risk perpetrators to challenge behaviour, disrupt abuse and support them to change.

In the past year in South Gloucestershire, 87 referrals have been accepted onto the Drive programme. For more information on the Drive project visit www.driveproject.org.uk

How we will create an intense atmosphere

YTL Arena Bristol is working with renowned architects Grimshaw to create a worldclass arena for the South West, bringing the very best of live music, sport and comedy to the region.

Grimshaw’s impressive portfolio includes the iconic Eden Project here in the South West, the upgrade of the Marvel Stadium in Melbourne, and the newly completed Elizabeth line in London. Leading the YTL Arena project for Grimshaw is Steven Kennedy, Principal Architect, who has been with the practice for 12 years.

He said: "My role as Principal in the practice is to lead projects by directing, motivating and innovating within multidisciplinary teams to achieve inspiring outcomes that anchor the building user at their heart,” said Steven. Grimshaw has designed YTL Arena’s bowl to ensure, no matter what the capacity, the audience will always feel immersed in an electric atmosphere.

“We want the artists to be immersed in a sea of faces as they look out from the stage. This experience is predominantly thanks to the lower tier design, which minimises intrusions and gaps within the seating bowl to promote an intense atmosphere and add to the crowd's energy, intensifying the experience for both the artists and the fans,” said Steven.

The quality of the experience is measured using design tools like VR and AR, meaning that Steven and the team can test out the design for themselves.

“We are pushing this technology to link the visual and audio experience with our friends at Vanguardia. We can replicate the exact full panoramic view and audio experience for every individual seat in the bowl,” said Steven.

“The industry standard is to measure sightlines to ensure the best possible view from your

seat, and angle from your seat to the stage, which in different configuration modes can move and alter your experience of the event. These varied modes allow us to optimise the design, but the true measure of experience of this venue will come from the people of Bristol adopting this venue as their own.”

However, although ensuring guests have the best quality experience from every seat is of the upmost importance, for Steven, it’s all about being front and centre.

He said: “I'm not one for a seat at a gig, it’s always going to be on the event floor for me… well, until my knees give way. When they do, I'd still want to be

as close to the action as possible, so I would have to be in one of the wings of the lower bowl in the sea of faces.”

While live music will make up the majority of events at the Arena, the unique bowl has been designed to accommodate a diverse range of events including, sports, comedy and family shows.

“The bowl design can accommodate a wide range of uses, including concerts, sporting events and entertainment shows. The retractable lower tier allows the size of the arena floor to be tuned according to the event type,” said Steven.

“For example, a full capacity gig would have the maximum capacity flat floor with no

retractable seating deployed, whereas a tennis tournament would see all ten rows of retractable seating deployed on all three permanent sides of the bowl, with a fourth side of temporary retractables also deployed to form a full 360-degree bowl. For much smaller music events, comedy performances, or theatre productions, capacity reduction drapes can be deployed to help maintain a more intimate atmosphere.”

YTL’s mission is to create memorable experiences for all guests, so it was imperative that the seating bowl was designed with inclusivity at the core.

“For us, it’s imperative that people with accessibility requirements can access all areas and ticket types within the bowl and in all capacity reduction modes. We also recognise that there is a broad range of accessibility needs, and so we are providing amenity seating in addition to the accessible viewing platforms. These seats will provide additional legroom and easy access in locations with no or minimal stepped access,” said Steven.

“This level of provision is remarkable, and we believe this would place the YTL arena at the forefront of accessible entertainment and sporting venues in the UK and worldwide.”

The Arena sits in the centre of the Brabazon Hangars, three interlinking assembly halls once home to all ten UK Concordes, and the venue has been designed to pay homage to this industrial heritage.

“The Engine Room of the Arena, the seating bowl, is inserted into the existing Central Hangar, allowing us to adapt and reuse the existing main structure in its entirety,” said Steven.

Filton Twinning group needs your support

Filton Twinning needs your support! – We have come through the pandemic, our committee meetings have now restarted. Some members of the twinning visited one of our twin towns St Vallier-sur-Rhone France - during May of this year, where we met our other twin town members Witzenhausen, Germany.

The three Countries' Committees made the vital decision we must all endeavour to keep twinning alive and vital to our local communities, therefore next July Filton Twinning Association have invited members from both St Vallier-sur-Rhone and Witzenhausen to visit, July 2023.

Filton Twinning has a very long legacy of twinning activities. Our twinning committee thinks it is even more important to keep our communities united – and we know just how to do this.

Yes, the towns are very different not only in the

languages spoken, but the culture, homes, and shopping, just to mention a few, but when chatting and spending six or seven precious days together, we all realise that deep down we are all very similar – we all enjoy good friendships which could be very long lasting, and peace and understanding in our fragile world.

Filton twinning are looking for new members, people like you, who may be able to host in July of next year for 6 or seven nights; new members who may wish to practice speaking French or German; New members - will then almost certainly, have the opportunity of making a trip to our two twin towns, during 2024 a visit to St Vallier-surRhone and in 2025 a visit to Witzehausen Germany, assisting with the celebrations of the 800th Anniversary of this lovely town.

Normally our mode of transport abroad is by coach,

with an overnight stay in a hotel, en route. Filton Twinning have assisted greatly with several of the young members from FACE being able to join us on our visits, where they camp in tents. Each and every one of the young members has become a great asset to our twinning.

In turn Filton Twinning is pleased and proud of both their joining in with the programmes during the visits, but also their exemplary behaviour. For some, this could be the only opportunity of a trip abroad. Twinning wishes to keep these visits alive for not only our- but their futures too.

WHY THESE TOWNS? Our twinning started in 1970’s when the Mayor of St Vallier “Mr Witzen” visited the German town Witzenhausen that shared his name and those two towns became twinned. Not long after this two companies; Sarma in St Vallier and BAC in Filton, collaborated on the Concorde project and Filton joined to form a tripartite twinning linking the three towns.

Over many years, for a week once a year, members of the Filton Twinning Association meet and live together in each other’s homes on a 3-year cycle, with Witzenhausen, then St Vallier and then Filton hosting.

The Filton Asda community champion David Thomas has become such a well-known figure in local Facebook groups that some of his customers have started calling him Mr Facebook Man because they see him so often in their news feeds!

David works to maintain a high profile so that local groups, charities and good causes hear about the sort of help he's able to offer – giving his own time, securing donations from the store and working on larger grants with our charity, the Asda Foundation.

He said: "I have been in post for nearly four years now so wasn't here at the start of the community programme. But I have worked in and supported the local community for a while now.

"Prior to working at Asda I produced a community newspaper but I was looking for something else to do and when I saw a Community Champion role at my local Asda I jumped at it!

"Thankfully all the groups I

"When I first started in the role I was already a volunteer at the local food bank and the first thing I did was introduce a trolley on the shop floor for customers to make donations. My relationship with the food bank has continued to grow and through my outreach hours I have continued to support them and now run the outlet at my local church."

David shares many of his updates on social media.

He said: "By using social media, particularly Facebook, I have been able to reach out to the community and everything I do goes into the local Facebook groups!

"It is nice when customers stop me in store as they recognise me from my Facebook posts –some even call me Mr Facebook Man!

"I think that they see our support as an absolutely vital part of what they do. They have got to know me now and they know that my support can be

relied upon. Some of the people that I have worked with were already friends and some have become friends. I am sure that they see me as someone who thinks the same way that they do and these friendships will endure."

Three Filton and Horfield community groups are celebrating after being shortlisted for Asda Foundation’s digital Green Token Giving vote for a chance to receive a donation of £500.

Bristol Noise, Network Counselling & Training Ltd and Southmead Hospital Charity have all been shortlisted from the local area and are in the running to receive £500 with runners up receiving £400 and 300 respectively.

The Stoke Gifford Branch of the Royal British Legion is celebrating a great Poppy Appeal in the past 12 months, having raised around £44,000.

The Branch is very grateful to the very generous members of the public, local venues and other organizations who support the Poppy Appeal, and of course the local media who help raise awareness of the Poppy Appeal and the work of the Royal British Legion.

Filton charities benefit at tech store relaunch

Currys have relaunched their Cribbs Causeway store - and two local charities are nearly £3,500 better off each as a result.

A neater, fresher store using all available space was opened with a ribbon cutting by the Mayor of Patchway, Dayley Lawrence. The event, including a ferris wheel, raffle and the presence of group of Storm Troopers from the 501st UK Garrison, raised £6879.93 to be split equally among FACE and 4 Towns and Vale Link Community Transport (4Towns).

Currys Cribbs Causeway General Manager Bobby Steer explained the motivation behind the relaunch and the association with FACE and 4Towns.

He said: “The last few years have been really tough on the country, and so, as a business we wanted to invest in our customers and in our colleagues,

and there is no better way of showing that, than in our Cribbs Causeway store. Over the past 5 months we have had a substantial refit where we have halved the size of the building

"Although our floor space has shrunk, we have the same products as before and it is a far more welcoming environment.

"For the re-opening we

wanted to support two very deserving local charities, we chose FACE and 4Towns mainly because of the recent troubles that 4Towns had had with some of their minibuses set on fire and FACE because they are opening a new centre in Patchway and have recently started supporting autism which is close to the hearts of our staff.

"These charities do such a lot of work for the community but not a lot of people know about them. This will not be a one-off event; we are going to continue our relationship and will continue to hold monthly events for both charities.”

Beverly Williams is the coordinator of 4 Towns and Vale Link Community Transport, a charitable organisation for people in the South Gloucestershire area that have transport access needs.

FACE (Foundation for Active Community Engagement) is a registered youth & community charity based in Filton, who run regular activities for people aged 7 and upwards.

Debbie Teml, the Director of FACE, said: “Today is two or three different things for us, yes its being part of the day, and yes, its about raising some money, but really its about raising

awareness of what we do and who we are. We have just taken on the contract for youth work in Patchway, so this is a really good opportunity to be part of an event in the Patchway community. We are known in Filton, and most people recognise our logo or have heard of us, but this is a new opportunity in a different area which might get someone to take a look at us and hopefully want to join the team.”

The two charities now cover multiple areas of South Gloucestershire and Debbie explained the relationship between 4Towns and Face.

She said: “We use 4Towns, we hire their minibuses when we do youth group trips, we have a disabled volunteer who lives further out, she gets transport to and from our venue with the aid of 4Towns. We also link in with them to help promote what they are doing, such as community trips for older people.

"This is actually the first time we have worked together

officially. Normally we work with children & young people whilst they mostly see older people. Its nice to make that link and support each other locally and be part of something a bit bigger.”

Calls for faster tree planting to protect city from heatwaves

Councillors have called for faster tree planting in Bristol to protect the city from the impact of extreme heatwaves.

The summer has seen record high temperatures across the country, and experts predict similar extreme heatwaves to occur more often as the climate warms up. One way of protecting vulnerable people from heat is through planting trees, as the canopy provides shade.

Bristol City Council is aiming to double the city’s tree canopy by 2046, from a baseline of 12% in 2018. During a cabinet meeting on Tuesday, August 2, council chiefs said they have made good progress so far, but opposition councillors have urged for the planting to be sped up.

Councillor Heather Mack, leader of the Green group, said: “Given the recent heatwave and the concerns about overheating, are we moving fast enough to replace where we’re losing canopy?

"I think it’s crucial that a lot of the purpose of the canopy in the city is protecting from heat.”

Latest estimates put the current canopy cover at 18%, according to mayor Marvin Rees, although this was disputed

Earlier this year a huge 70–foot tree in Druetts Close, Horfield was chopped down by the council, after a complaint from a resident whose garden was nearby. The council said the tree was actually “designated as a hedge” and was causing a nuisance as it was too tall.

Residents in Horfield criticised the decision and labelled the authority “ridiculous”.

They said the trees-cum-hedge were popular with children who played in them and that they were teeming with birds, squirrels and other wildlife.

"So there’s a huge amount of work happening right now.

“The majority of ash is not in publicly accessible spaces in this city, it’s in nature reserves or the big woodlands. So in a wooded environment, you’re not looking to replace like-for-like because the natural progression of that woodland will fill that canopy space.

“I’m slightly confused about your question on resilience and the heatwave, because where we’re losing trees in the city is not in areas where we have the most resilience challenges. Generally speaking it’s in our highly wooded parts of the city.”
