Council faces tough financial choices

SOUTH GLOUCESTERSHIRE

COUNCIL is working to address a potential budget gap of £29.3 million next year (2023/24) as the serious financial situation affecting all local authorities intensifies. The council published its draft budget last month.

Global events, rising inflation and continuingly increasing de mand for services mean costs are rising at an unprecedented rate.

The council’s financial position has changed in a very short space of time, similar to many other local authorities across the country.

Rising costs

The council has through contract negotiations saved money, such as a fixed price energy contract which will save £2 million, but this is due to end next spring. Increasing costs have put the council under growing financial pressure. Not only will energy prices rise for the council next spring, but the expect ed national pay offer for staff will increase the council’s spend by an extra £6.4 million each year.

Rapidly growing demand on services, including adult social care, means the cost of delivering existing support is likely to rise by £8.5 million every year. Additional ly, capital costs – for building roads, schools, and other one-off projects – have already risen significantly and may continue to grow if the costs of materials, for example, don’t return to more normal prices

Savings

The council is in a relatively good

starting position, with additional savings of £2.9 million identified this year and £23.6 million of savings already in the pipeline, although the unprecedented costs and other pressures means there is still the potential for a £29.3 million gap in the budget.

The council is now having to look for possible changes to the way it delivers some services and even whether or not it can contin ue to provide some services. Some changes may result in redundan cies for its staff. It is also looking at how it can raise income, including by increasing Council Tax. The council is prevented by law from raising Council Tax by more than 1.99 per cent without a local referendum. A one per cent rise in Council Tax would generate £1.6 million. The council is now working to identify new ways to increase income and reduce spending and the impact those steps might have. Proposals will be presented to its Cabinet in December.

Support for those in need

The council will prioritise support for people who need it most. There are two grant funds, Community Resilience Fund and Household Support Fund, available for those struggling financially. The council also continues to press for reform to special educational needs and disability support, and to fully fund the cost of care.

now must convince party members that she can topple incumbent MP Jack Lopresti, who has held the seat since its formation in 2010 and had a 5,646 majority in 2019 over Labour.

She told Filtonvoice that one of her priorities would be Houses in Multiple Occupation (HMOs), which has been a recurring issue in Filton in recent years.

She said: "HMOs themselves are not bad but it is the volume of them which is of concern as they can lead to infrastructure issues such as parking. In Filton I spoke to a man in his 80s who is genuinely worried about HMOs surrounding his own house.

"What we really need is more affordable new homes, including social housing. But with any new homes, we also need to look at the impact on such as GPs and school places, and public transport needs to be effective."

She added that aerospace, for decades a key industry in Filton, needed support to develop jobs of the future.

Ms Hazelgrove, 34, said she is excited about the 'direction of travel' of Labour amidst the current financial crisis and said there are 'lots of positive policies I want to champion'. These include the party's commitment to setting up a publicly owned Great British Energy company.

She said that although she was not part of a political family growing up in Northampton, with family around this area, she was inspired while still at school when she attended a Make Poverty History rally in Edinburgh and was struck by thousands of people coming together to help the world's poorest. She has also worked with charities including Friends of the Earth and has been involved in political campaigning in the UK and the USA. She stood for Labour in the safe Conservative seat of Skipton & Ripon in 2010, coming in third.

Ms Hazelgrove is on the local party's 'long list' and will now try to convince members that she is the person to be the candidate.

South Gloucestershire Council has been asking for local people's views on a decision to introduce restrictions on converting existing housing into houses in multiple occupation (HMOs) in parts of Filton.

The council recently confirmed an Article 4 Direction which covers two areas: the Stoke Park and Cheswick wards, and Filton ward to the east of Southmead Road and Gloucester Road North. These areas already have a significant concentration of HMOs, which are used by students as well as those working nearby at some of the region’s major employers.

However, some residents have expressed concerns that an uncontrolled further increase in HMOs could significantly change the nature of the community and put more pressure on local roads and other infrastructure.

The proposed changes to planning rules will prevent

HMOs take

homeowners and landlords from turning existing residential homes in these areas into HMOs without planning permission. The direction will enable the council to limit the growth of HMOs through the planning system in order to help protect the local amenity and/or the wellbeing of the communities in the covered areas.

This would not mean that HMOs within the areas are unacceptable, rather that it would enable consideration of the proposed development against the council’s adopted Local Plan

policies and supporting Housing in Multiple Occupation (HMOs) Supplementary Planning Document (SPD), which was adopted in October 2021.

Councillor Steve Reade, cabinet member responsible for planning at South Gloucestershire Council, said: “We are introducing this to help improve our neighbourhoods and give the council more control over the way communities grow and change.

“We are not proposing to stop the creation of all new HMOs in these areas as we understand

they can play an important role in providing affordable homes for many people in South Gloucestershire and we see them as continuing to do so. However, this direction will introduce measures that will allow the council to assess any and all future proposals to create this form of accommodation and identify their potential impact y before a decision is taken to allow them to go ahead.”

The direction was made on August 26 2022 and will come into force on December 30 2022. Ahead of making the direction, a six week consultation took place in February and March 2022. The decision was subject to a further 21 days' consultation, with relevant household receiving a letter, which ended on October 21. Subject to reviewing the comments received, the council intends to move forward to complete the remaining stages of the direction.

New head's vision for Shield Road Primary

Shield Road Primary School has welcomed its new head teacher this term.

Rhodri Hopkins, who has previously worked in London, South Glos and North Somerset, succeeded Jim Mepham, who left in the summer.

Mr Hopkins, who trained in Wales, says there are a number of exciting projects planned for the school, including the development of the school library.

He told Filtonvoice: " I am privileged to continue the journey that the school is on, providing a high-quality education and stimulating environment for our children to thrive.

"I have worked in education for over 15 years and I have a passion in ensuring our young people are able to be the best possible citizens they can be. The school is at the heart of the community and we are determined to provide a high-quality curriculum with opportunities for all of our children.

"As a keen sports fan, I encourage children to be as active as possible. I am a keen runner and enjoy taking part in a number of challenges. I want our children to feel inspired and know that education is key to supporting our young people to develop.

"At Shield Road, we have

a number of exciting projects planned for the school. Reading and the development of language is very much an area we prioritise. One example is that we are developing our school library to give the children an excellent space to access high quality texts in school.

"Our wonderful 'Friends of Shield Road' regularly meet and plan fantastic events. These events are important in helping us to raise money to support the opportunities that we provide."

Mr Hopkins said he would welcome parents to visit to see the school. For the new Reception cohort for September 2023, there area a number of open days coming up.

15 minutes to everything in 2050 vision

A long-term vision to help raise the quality of life for people in Filton has been approved by South Gloucestershire Council’s Cabinet.

The new strategic infrastructure-led masterplan for the north fringe of Bristol includes the South Gloucestershire neighbourhoods of Filton, Cribbs Causeway, Patchway, Bradley Stoke, Stoke Gifford, Harry Stoke and the Bristol communities of Henbury and Brentry.

The 30-year vision looks to address the climate and nature emergency and deliver sustainable inclusive communities, new infrastructure and growth.

South Gloucestershire Council, Bristol City Council and the West of England Combined Authority have worked jointly on the project, which focuses on sharing prosperity and raising the quality of life for all

residents, businesses and visitors in the area.

The vision includes a number of aspirations such as delivering sustainable transport, improving access to opportunities and education, enhancing landscape and the environment, and protecting existing natural and historic environments.

It also promotes the 15-minute neighbourhood principle, where individuals can access everything they need, including employment, community, leisure, and healthcare facilities within a 15-minute walk or cycle of where they live.

A public engagement over the summer enabled people living in these communities to help shape the vision.

Councillor Steve Reade, cabinet member responsible for regeneration, environment and strategic infrastructure at South Gloucestershire Council, said: “The north fringe of Bristol masterplan is the result of a successful joint project between the Combined Authority, South

Gloucestershire Council and Bristol City Council.

“The outcome is an ambitious vision for the area that if realised, will bring social, economic and environment benefits up to 2050 and beyond.

“This new vision will enhance a sense of place, maintain and drive the economy, and create a more sustainable transport network to reduce the dependency of cars within this

area of South Gloucestershire. It will not only encourage growth but will protect and enhance existing communities as well as address the climate and nature emergency.”

The proposals set out in the new north fringe of Bristol masterplan will require further work before they can be translated into commitments in South Gloucestershire Council’s emerging local plan.

Black bin collection changes 'still on the table'

Black bin collections in Filton will remain every two weeks for now - but an option to move to every three or four weeks from 2025 remains 'on the table'.

A move to less frequent collections could cut costs and carbon emissions while encouraging residents to recycle more and throw away less rubbish into general waste.

Councillors say there are no plans to make changes now but this could alter depending on future government targets.

Such a move would save the council £1m per year.

The district is now recycling 60% of its waste, new figures reveal, with new plans underway to increase that figure further. The recycling rate is one of the highest in England, but the new target is to reach 70% by 2030.

South Gloucestershire Council currently has a 25-year contract for waste collection with Suez, but this comes to an end in July 2025. Council chiefs are beginning to explore what bin collections will look like after the contract ends, including collecting black bins less often.

At a recent meeting of the council, Councillor Matthew Riddle asked: “Whilst we are retaining the option for less collections, can you assure us that the administration has no intention of bringing that forward as a reality.”

Project Manager Keirsten Wilson said: “At the moment the intention is to stay with the current regime and timescale of black bin collections. The rationale for leaving it on the table or as a consideration for the future – and that could be quite

far in the future – is the direction of travel of central government and the targets that are being set. But we are not suggesting at the time to change from the current two weekly residual collections.”

Councillor Rachael Hunt, Cabinet Member for Communities and Local Place said: “That is not the intention at the moment. As we progress towards that idea of zero waste to landfill and a circular economy that it’s really important that we keep that option in but it is not where we are progressing at the moment.”

Details of how bin collections could look after 2025 were revealed in recent cabinet papers. The cabinet signed off plans to explore options after the Suez contract ends, which includes collecting black bins only once every four weeks.

Councillor Hunt added: “Reaching a recycling rate of 60% is a significant milestone on our journey to recycle and reuse more of our waste. This fantastic result puts us well ahead of the national average, and is testament to the commitment and effort that our residents put into recycling their waste.

“It’s also thanks to our ambitious changes to waste and recycling collections, which are delivering results. We’re well on our way to hit our 70% recycling target with nothing going to landfill by 2030, and it’s fantastic to see how our residents have embraced changes to collections for the good of the environment.”

No formal plans have been agreed yet and the council would consult the public before any changes are made. It’s understood that the switch would not affect recycling or food waste, but could cut down on fuel costs and carbon emissions as bin lorries would spend much less time driving around the district.

Elsewhere, the council is building a new slip road at the Carsons Road recycling centre, and is developing a new recycling centre at Filton. South Gloucestershire will also be included in a new national trial to collect plastic bags and wrapping from households, as part of normal weekly recycling collections. The trial began in mid October with selected households in Bradley Stoke, Chipping Sodbury and Olveston.

Filton Community Garden update

Looking forward to 10th anniversary of garden

Last November, when previous Chair Dave Mikkelson moved away and other long term committee members had to step down their involvement. This left us with just a handful of people able to work in the garden. To continue to manage the garden we needed to re-organise how we worked.

Since January 2022 we have scheduled two-weekly gardening get-together sessions, allowing anyone to join in and help. Fortunately we now have more regular and ad hoc volunteers and through the year have been helped by groups from Bristol North Swimming Club, Aviva and FACE. Without these enthusiastic and energetic volunteers we would have really struggled.

As well as our very successful Summer Fete in June, for the Chelsea Fringe we put on a ‘Fairy Workshop’ where children (and adults!) made potions and wands. In September we participated in the Bristol-wide Get Growing Trail

and made wormeries in jam jars with visiting children.

The Queen’s Platinum Jubilee was celebrated with red, white and blue planting. Charborough Road School decorated their bed with a display and the Girl Guides made some wonderful artwork flags flying on the A4174 fence.

Filton resident and former town councillor Rikki Teml was proud to represent his home nation of Wales recently at the Commonwealth Archery Championships Europe in Kilmarnock, Scotland.

Many top archers gathered together to represent the nations of Wales, England, Scotland and Northern Ireland in a weekend of ranking qualification matches, finals, and medal matches.

Sadly Rikki did not come home with a medal this time around, but his experience has inspired him and he plans to return to international competitions again soon.

Both Rikki and his wife Debbie are members of Tockington and Cleve Archery Clubs locally and have progressed in the sport over the past 7 years; both shooting for the Gloucestershire County Teams.

Rikki is the first archer from Tockington Archers to represent their country.

Helping constituents with cost-of-living crisis

This month I made two visits to the University of the West of England, first for the Freshers Fair 28th September which was an exciting event with a great atmosphere, I wish all the new students a great academic year. I then had a very interesting meeting with Professor Steve West CBE, Vice-Chancellor of UWE. We discussed future provision and expansion of university accommodation with 900 new units of accommodation scheduled for the next academic year with plans for a further 2,500.

These vital facilities will reduce the reliance of the student population on HMOs and should definitely be supported by the local area as well as being an exciting development for the university to expand and a boost to the local economy. We also discussed higher education funding, STEM, apprenticeships and mental health support

for students, and the future of government strategy working with universities.

We also had a ministerial visit in the constituency from Will Quince MP, Minister of State for Health who I accompanied to the NHS Blood and Transplant HQ in Filton as part of NHSBT’s efforts to encourage greater diversity in blood donation to

meet multiple health challenges such as sickle cell anaemia.

I also visited Aerospace Bristol and it was very nice to meet the new CEO of Aerospace Bristol, Sally Cordwell, left, who leads a fantastic local attraction which demonstrates the great aerospace heritage in our area. It also has a STEM learning centre, which will help to inspire the next generation of engineers and scientists. Aerospace Bristol achieved Arts Council accreditation at the beginning of the year.

I hear from my constituents that the most significant issue of the moment is the cost-ofliving crisis. The government has subsequently announced a large raft of measures to help households with rising bills. From 6th November the government is cutting National Insurance by 1.25 percentage points and cancelling the Health & Social Care Levy. This will: reduce the tax on jobs, let

families keep more of what they earn and support economic growth. From October, the Energy Price Guarantee will limit the price customers can be charged for energy. This means the typical household will now likely pay £2,500 for their annual energy use, a £1,000 saving. These measures will reduce the impact of Putin’s war in Ukraine on the household budgets of people in our area.

The Energy Bill Relief Scheme will help to cut energy prices for businesses, charities and public sector organisations, such as schools and hospitals. The scheme will run for 6 months, and cover energy used until 31 March 2023.

Filton Wonderful Windows Arts Trail 2022!

The organising group for the free Filton Wonderful Windows Arts Trail say they are looking forward to another fab year celebrating creativity in the Filton community!

The group are really grateful to local councillors Adam Monk and Chris Wood who have both committed £250 each from their Members Award Funding towards the project. This money will fund the cost of printing, workshop facilitation, and publicity, as well as contributing to the cost for resources. The trail is all organised by a great team of volunteers – thanks to Hattie, Helen, Jane, Nikki and Polly, and Debbie at FACE!

The Wonderful Windows Arts Trail 2022 will see windows across the town lit up 5.308.30pm for four evenings, Friday 11 - Monday 14th November.

Residents can choose whatever theme they want and for the last two years we’ve seen some amazing displays inspired by nature, films, cartoons, seasonal ideas, and residents both young and old have enjoyed making creative displays.

Anyone can enjoy the trail and it’s a great chance to meet your neighbours and have a walk around to see different parts of Filton! Why not wrap up warm and head out every night to

see how many you can see?

Arts resource bags will be available from FACE from 25th October for just £3 (black paper, coloured tissue, and a glue stick) and FACE will be facilitating some arts workshops for those who want help with their designs.

The first 32 houses on the map here are already signed up across Filton and there is still

time for houses and business in Filton to get added to the trail map, which will be printed at the start of November.

The trail map will be live on Google maps throughout the trail – the link will be on the Filton Wonderful Windows trail and FACE Charity Facebook pages, and printed maps will also be available from Monday 7th November from the FACE youth centre on Elm Park!

Due to the popularity last year, there will be refreshment stops at houses on the trail again this year each night with hot chocolate, squash, and snacks kindly donated by ASDA Filton.

These will be marked on the trail maps. Each stop will have a collection bucket for charity. This year’s charity chosen by the organising group is the North Bristol and South Glos Foodbank. (We hope this year some of the refreshment stops will have Sum Up machines to take card payments!)

We hope residents will donate to this great local charity to support them during these difficult times.

Our Christmas Fair this year will be on Saturday 26th November from 9.30am to 2.30pm in the Church Hall and Coffee Shop. There will be lots of stalls, the usual fun and games for the children, a range of hot and cold refreshments, and a raffle.

Appeal after tool shop break-in

Police have appealed for witnesses and information after thieves broke into a Horfield shop and stole high-end power tools.

It happened at Bell Tools on Filton Road, Horfield, between about 2.45am and 3.20am on Saturday, August 20.

It has been reported that this was the first break-in in the 30-year history of the shop.

The burglars smashed a window to gain access and made off with items including boxed Makita tools.

Officers are keen to trace two men seen on CCTV in the area at the time.

A spokesperson said: "Were you on Filton Road at that time? Did you see anything suspicious? Do you have dashcam footage which might help?

Tackling the climate emergency

Recycling success

More than 2,000 South Gloucestershire homes are taking part in an exciting trial of a new flexible plastic recycling scheme as part of their normal weekly recycling collections. Selected households in Bradley Stoke, Chipping Sodbury and Olveston are participating in the first year of the potential three-year trial which is part of the drive to increase the amount of packaging that we can recycle to protect our environment, including plastic bags, confectionary wrappers, foil lined packaging and plastic film.

Government figures on national recycling rates show South Gloucestershire is now recycling 60 per cent of all its waste. The council had the fifth highest recycling rate of all councils of its kind in the country in 2020/21, an amazing success by everyone involved.

Green light for nature projects

The council is looking at ways to protect and conserve wildlife and nature across the area. It is a key part of the council’s Climate Emergency Action Plan, for which it was scored in the top-10 of councils in the UK, recognising the commitment to deliver real change.

Several nature projects have been given the go ahead, including as part of the new local plan. One such project is Frampton End Farm nature reserve, near Frampton Cotterell where planting new trees and wetlands will help act as a carbon sink, absorbing carbon dioxide emis sions and tackling climate change.

At Siston Common in Kingswood, hundreds of local volunteers recently came together to plant over 7,000 wildflower plants in the new meadow created by the council. The mass planting marked the start of the Commons Con nections, the Wild Belt project, a £1.26 million project to increase, improve and better connect important habitats across South Gloucestershire for nature that will also include the planting over 6,000 new trees to help address biodiversity decline.

Improvements will be made to links between registered common land, unimproved grasslands, woodlands and associated habitats along the South Gloucestershire and Bristol border. Tree and wildflowers will be planted, alongside the conservation of grassland habitats and pond creation and restoration.

Spotlight on learning Schools success

South Gloucestershire is making great strides with education, as demonstrated by its recent Ofsted reports. Over the last five years, its schools have moved from 35 per cent Good or Outstanding at Secondary and Post 16 to 71 per cent. And, as of 31 May this year, 83 per cent of all its schools (including Primary) are rated as Good or Outstanding. This means 32,432 of the area’s young people attend a Good or Outstanding South Gloucestershire School, compared with 6,036 pupils in 2017.

Building blocks of learning in Winterbourne and Frenchay

The new Frenchay Church of England Primary School opened its doors to pupils last month. The £11 million building on the former Frenchay Hospital site will accommodate 420 pupils – up from 140 at its former Victorian home on Frenchay Common, where it had been since 1842.

The building is designed to the standards of environmental organisation Passivhaus, meaning it will have a very low carbon impact on the environment. Benefiting from an £800,000 investment from the council’s Climate Emergency Fund, the design includes high levels of insulation, triple glazing, low energy LED lighting, heating provided by air-source heat pumps and recycling of heat through a mechanical ventilation and heat recovery system, which also ensures good air quality throughout the school.

The school will use electricity only, requir ing no fossil fuel consumption on site, and generate its own zero carbon energy through photovoltaic solar panels on the roof, with any surplus energy feeding into the national grid.

Meanwhile, work is underway building Elm Park Primary School’s new facilities. Two build ings will replace the Winterbourne school’s existing premises over two phases, ultimately providing places for 210 local children to learn in high quality classrooms.

The first phase is expected to cost around £11 million, provided by the council, and will open for pupils at the start of term in September 2023. Also designed to Passivhaus standards to minimise environmental impact, the new buildings will transform the existing site with eight classrooms and state-of-the-art facilities providing community-use spaces in cluding a hall, multi-use outdoor sports pitch and playing field.

This is all part of the council’s continued investment in schools with £82m capital investment since 2019 and last summer more than £2.2m was spent on improvements and maintenance.

Summer Reading Challenge

Six thousand children took part in this year’s Summer Reading Challenge at South Glouces tershire libraries, with primary school children reading nearly 100,000 books

over the school holidays. Libraries and The Reading Agency partnered with the Science Museum Group for this year’s challenge, which helps to build children’s reading skills and confidence.

The science and innovation theme, named ‘Gadgeteers’, was designed to spark children’s curiosity about the world around them and celebrate the role of the imagination in both reading and the sciences. Parents and carers said the challenge had been great to keep children reading over the summer holidays and the free events really helped to involve and encourage children to be part of the challenge.
