n NEWS Filton Leisure Centre has raised its prices for activities as the town council battles to close the revenue gap which has led to a 35% increase in the council tax precept. The increase means an adult swimming session will be £4.50 in the next financial year, up from £4.20 - in line with Bradley Stoke Sports Centre but still cheaper than Horfield. The comparable price for a child goes up from £2.20 to £2.30. However Filton residents are eligible for special prices and swimming using this discount has gone from just £2.80 to £2.85 .For child residents the price goes up more steeply, from £1.50 to £2. The popular swimming lessons will rise from £6.50 per lesson to £7 while there are also increases for one to one lessons Filton councillors have tried over many years to highlight the lower price opportunities for residents, who can sign up at the pool reception with proof of address. Councillors voted unanimously for the increase. Leisure centre manager Scott Fessey said, in answer to questions about the small increases, that he was trying to keep the prices under other local leisure centres. He said he hoped the small increases would lead to a lower precept next year. In some cases, Filton charges are significantly higher than at other centres. The cost of a pool party is

going up from £100 to £130. Bradley Stoke charges £64 and Horfield £125. The debate on prices comes amidst problems for the council who were told by accountants last month that revenue was considerably lower than

anticipated - falling short by £102,000 this year - while costs have risen beyond budget by around £37,000. It is estimated it will cost £610,000 to run the centre next year, which led to the 35% increase in precept.

Flying the flag for Filton

A newly formed dance and flag display group from Filton are celebrating their success after coming runners up in a competition last weekend which featured groups from across the country. “North Bristol Independent Colour Guard” was formed in the summer of 2019 and are currently in their first competitive year of “winterguard” an American style activity which combines flag spinning, dance and choreography. The competition, held at the Wide Campus of SGS College, saw 19 groups take part from all over the country, performing routines in front of a packed audience as well as a panel of experienced judges. The Filton based group, whose ages range from 7-12, performed their routine to music from “Matilda the Musical” and were delighted to achieve second place in their class. They are now looking forward to the winterguard national finals which will be held in Worcester on Saturday 28th March. The group are currently looking to recruit new members for next season and anyone who is interested should email nbicolourguard@gmail.com or phone 07889 409012.

A new model with community volunteers and an increased drive to secure funding could see the Pod in the Park food kiosk reopen in time for the Spring and Summer. As reported last month, rising costs have forced the kiosk to close temporarily while the management team explore options to keep it running. The kiosk, which was taken over last year by the Filton-based FACE youth and community charity was run as a social enterprise to employ adults with learning difficulties along with two part-time supervisors. Now FACE director Debbie Teml and the charity's trustees are seeking new ways of working to make the project sustainable for the long-term futures. She said: "We hope to get a team of volunteers from then community and possibly concentrate on weekends. "We are also working with a fundraiser to help us bring in revenue because we really think there is a good model here for the kiosk." Although the kiosk proved popular and sales were good, the venture had not managed to secure enough fundraising cash to make it sustainable, with the need for extra staffing due to workers in the Pod having disabilities. As Filtonvoice went to print, the trustees of FACE were reviewing the operation and holding a community open evening. The kiosk is owned by Filton Town Council who had offered a rent free arrangement for the first few months. Meanwhile Filton councillors have clashed over the kiosk. At South Glos Council, a proposal by Labour to provide £40,000 funding for the venture was rejected. Filton Labour councillor Adam Monk said: "The Labour Group proposed to provide funding to cover the cost of Teaching Staff for Pod in the Park. The staff who, as many of you know, have learning difficulties and whilst working in the cafe where studying towards NVQ’s in Food Hygiene and Meal Preparation and Cooking. I am sorry to say that the Conservative group voted against this." However fellow Filton councillor Chris Wood (Conservative) said the proposal

Hope for kiosk as volunteer plan unveiled - but South Glos councillors reject funding proposal had been put forward with too little warning to allow councillors to consider it properly. He said: “As a local resident, I totally understand and support the aims of the Pod in the Park and was the first to support Filton Town Council allowing FACE to use the Pod rent free. I also have every sympathy for the financial situation the Pod finds itself in. “However, the string of budget amendments put forward by Cllr Monk’s Labour Group were received only 15 minutes before the meeting began with no prior warning that they had looked to alter what was a balanced budget. Had their intention to see this funding come to fruition been genuine, rather than an attempt to score political points within the local community, I would have hoped they could have shared this sufficiently in advance so that a compromise could have been met.” Ms Teml said: "I want to say how disappointed we are to hear this.

"This was an opportunity that local Labour councillors, off their own steam, not requested by us, but obviously supported with information from us, led by Adam were trying to do to help the Pod get off the ground again in a more sustainable way. I can’t thank them enough for trying to help." The Labour proposals, which included the Pod in the Park funding, would also have seen money going to domestic abuse advisors, licensing for community events, funding for residents' groups and improvements to The Parade in Patchway. Pat Rooney, Leader of the Labour Group said: "As part of this year’s budget setting process, the Labour group proposed funding for a number of projects from reserves, and although we were disappointed that most of our budget amendments were not carried, we are pleased that the council voted to fund our proposed specialist Domestic Abuse Advisor, if the allocated VE Day funding is not spent.”

The kiosk has had a troubled few years with FACE being the third operation in recent times. The Hatch, run by Gavin Horswell, ceased trading due to rent costs and Elm Eats closed just months after caterer Aaron Phillips began trading.

Clarification: In the last issue of Filtonvoice, we gave the impression the kiosk was closing. Instead, although it has closed temporarily, we should have made it clear there were plans for it to reopen. We apologise for any confusion.

Average Filton council tax bill over £2,000

Filton residents will pay an average of £154 more in council tax in 2020/21. The final figure has been confirmed after South Gloucestershire Council approved an increase in Council Tax of 3.99 per cent.

The combined bill means Band D households will pay a total of £2,148 in the coming year, up from £1994 this year. This represents a £15 per month increase during the 10 months when council tax is paid. The larger than usual increase

is the result of the Filton Town Council element going up by 35% - a charge of £315 compared with £225 last year. The full bill is made up of South Glos 'basic', Filton Town Council, 'special' expenes, police authority and fire authority. Band C residents will pay £1,909 while Band B residents will pay £1,671. Last month councillors in Filton clashed over the 35% rise, which was force upon the council due to rising costs and falling revenue in the Filton swimming pool. Based on figures from last year from the Ministry of Housing, Communities and Local Government, Filton is likely to be one of the highest charging out of more than 8,000 'normal' parishes. Councillors are currently engaging with a consultant to investigate ways of keeping the leisure centre sustainable. In January, accountant Derek Kemp told town councillors that since his last analysis, things had got worse with budgeted income now falling short by £102,000 and expenditure exceeding income by £37,000. He said that in order to have a balanced budget next year, and have cash reserves of around £70,000 (well below the recommended level), an extra £206,000 would need to be raised in precept. He said: "I can't see any alternative. The cost of running the leisure centre next year will be £610,000." South Gloucestershire Council

will spend almost £232 million on services next year, featuring boosts to protect our climate and environment, support for vulnerable residents and local high streets, after the 2020/21 Budget was agreed at the Full Council meeting in February. The Budget sets out how the Council will spend £231.943 million on services over the coming year, as well as exploring new initiatives to help the council rise to the challenge of the climate emergency. As well as the Revenue funding – spending on routine services and the day-today operation of the council – the Budget papers outline £145.116 million in Capital spending in 2020/21. Capital spending is the investment in things like roads and building projects. The spending plans also outline how a further £219.189 million will be spent on councilrun schools across the district. Councillors approved an increase in Council Tax of 3.99 per cent. As has occurred in previous years, an element of this

increase is a precept, which will be spent exclusively on meeting the growing costs and demands for social care support for our most vulnerable adult residents. A council spokesperson said: "We are committed to prudent forward planning of our finances and the Budget papers project, based on what is known so far about the future of local authority funding, that our financial position will be balanced for the next two years, assuming the delivery of the ongoing savings

and transformation plans, designed to ensure we deliver the services people need and achieve the best possible value for money. Over the next two years the council will make use of its existing reserves and generate extra income where we are able. "While the financial situation continues to be tightly managed, a range of new spending commitments have also been agreed, including: "£27.668 million in Capital spending on schools and to

further improve school standards across South Gloucestershire, which is the council’s number one priority "In response to the Council’s declaration of a climate emergency last year, we will seek to begin a series of initiatives to reduce the carbon footprint of our services, which we will design after consultation with partners and stakeholders. "Funding has been set aside for various areas, including an initial £1.7 million investment to directly respond to the Climate Emergency through research, improving policy, and initiating new or scaling up projects, with a further £6 million being invested over four years to support Green schools, Green Communities and Open Spaces and Green Transport." Overall schools funding for South Gloucestershire will increase by £11.371 million in 2020/21 compared to last year. There will be significant spending increases in the High Needs Block, which is focussed on

support for children with special education needs and disabilities, as well as in the general Schools Block, which provides base funding to council-run schools. "This means that we will be able to keep working to improve specialist support for those students with additional needs, as well as delivering at least the minimum per pupil funding of £3750 for Primary and £5000 for Secondary school pupils across the district. Leader of South Gloucestershire Council, Cllr Toby Savage, said: “We are pleased to have put forward and agreed a balanced budget, which will continue to invest in and deliver the services our communities have told us are important to them. “At the same time, we remain committed to delivering the best possible value for money, while also taking action to respond to the climate emergency and improve our local environment, which is an investment in all our futures.”

Busy Filton junction to get new traffic island A new pedestrian traffic island near the junction of Filton Avenue and Nutfield Grove junction will be built, it has been announced. South Glos councillors agreed the proposal for what is a well used pedestrian route taken by people walking to the railway station and having to cross a wide, busy road. Filton councillor Chris Wood said: "Residents came to me earlier this year with their concerns and I'm pleased to report that South Gloucestershire Council have put it into the programme for the next financial year.

“Over the past year I have spoken with local residents who've asked me whether we can install this crossing as Filton Avenue is a wide and busy road and this particular location is well used by pedestrians walking to Filton Abbey Wood Railway Station. “Our local road network is used by thousands of residents and commuters every day and need to be suitable to support that demand and safe for pedestrians. As such, I'm delighted that South Gloucestershire Council have made installing this island a priority.”

Cllr Steve Reade, Cabinet Member for Planning, Transport and Strategic Environment, said: "I am pleased to confirm that the Council will be installing a pedestrian traffic island on Filton Avenue. This scheme will help to promote road safety on what is a heavily used residential road in South Gloucestershire.

"This work will be completed over the coming year as part of our Transport Capital Programme. Other schemes and initiatives will be detailed among the full programme of work, including the Capital Maintenance Programme which will be published in the coming weeks."

£26,500 for neo-natal care at Southmead Hospital Staff at National Friendly, the Bristol based insurer, have raised more than £26,500 for Southmead Hospital Charity in recognition of the care their colleague received after the death of her baby son. National Friendly chose Southmead Hospital Charity as their charity of the year for 2019 to support the Neo-natal Intensive Care Unit (NICU) at Southmead Hospital. The charity was nominated by Sales Support Team Leader, Louise Webber, whose two children had been treated in NICU at Southmead Hospital. Louise said: “I feel very passionate about Southmead Hospital’s NICU and the work that they do after having two experiences with them looking after my two boys. “Tragically, my first son Cameron was born at just under 24 weeks weighing just 1lb 1oz,

he sadly passed away at just 10 hours old. “Both him and I were looked after by the NICU staff who did everything they could for us during what was the hardest and saddest day of my life.” Louise ran the Bristol 10k in May last year with a team of 15 of her colleagues. Her son Brandon, who is now in his early 20s, also took part in the Tough Mudder challenge. She said: “I have really enjoyed the fundraising throughout 2019, I know that my son Cameron is looking down knowing that this was also dedicated to his memory.” Other fundraising events organised by National Friendly included bake sales, dress up days and six members of staff took part in our Amazing Abseil event 100 feet down the side of Southmead Hospital in September last year.

Staff at Southmead NICU Jonathan Long, Chief Executive Officer at National Friendly, said: “Staff are encouraged to take part in as many fundraising activities as possible throughout the year. “Babies who are born prematurely or with medical conditions, will benefit from our

donation ensuring they receive the very best possible care.” National Friendly also partnered with The Bristol Hippodrome who held bucket collections throughout the pantomime season – raising more than £12,000.

infrastructure and ensure their customers can access their cash – meaning cash machine operators are being forced to convert machines from free-to-use to pay-to-use. Cash machines and branches are fast disappearing all along our high streets, often impacting on society’s most vulnerable members. The new £20 note was designed by the Bank of England in collaboration with the Royal National Institute for Blind People (RNIB) – it has tactile markings and colourings to help blind and partially sighted people distinguish it from existing £5 and £10 notes. Mr Lopresti said: “ This is a great step forward to help make mainstream services more accessible but can only work so

long as cash is freely available on the high street. "The Government has a golden opportunity at the next Budget to act to protect consumers, in line with our manifesto commitments, and ensure continued free access to cash. Cash still has a valuable role in society, and we must not allow the new £20 note issued today to be the last.” Peter McNamara, Chief Executive of independent cashpoint provider NoteMachine, said: “We have argued for years that the changes to the way the ATM network is funded would lead to a loss in free access to cash. It is vital that government and the regulator return to the earlier pricing mechanism which enabled providers to offer free to use ATMs, or risk this cash crisis getting even worse.”

Cash pot can be used for pupils with special needs By Amanda Cameron BBC LDRS reporter for Filtonvoice South Gloucestershire Council has been given permission to use more than £2million of its funding for mainstream schools to support the needs of children with special educational needs and disabilities (SEND). It is one of few local authorities in the country granted permission by the education secretary to top-slice its share of government school funding in this way next year. The green light for the transfer has been greeted as “excellent news” by the Conservative council administration in South Gloucestershire. But it has been branded “bad news” by opposition councillors who say it is a case of “robbing Peter to pay Paul”. The council will get a total of £219.2million for schools in

South Gloucestershire next year, according to budget papers for 2020/21. It was originally told by the government it must spend £163.9million of this on mainstream schools and £35million on places and support for children and young people with SEND. But, after consulting with schools, the council applied to transfer £4.9million from the mainstream “schools” funding pot to the SEND or “high-needs” pot. Education secretary Gavin Williamson approved a transfer of £2.2million. It follows similar transfers by councils in past years to shore up funding for SEND services, and comes amid an anticipated government clampdown on the common practice to address SEND budget deficits. Cabinet member for schools, Erica Williams, said: “This

Upgrade your conservatory! More than just windows

FREEPHONE

is actually extremely good considering that very, very few of the local authorities received any approval for any transfer and our’s represents the highest percentage.” “So although it’s not as high as we’d asked for, this will actually mean we will be able to continue our investment in early support for SEND pupils,” Cllr Williams told councillors about to vote on the 2020/21 schools budget on February 12. The council voted to adopt the schools budget by a majority. The Labour group abstained from the vote after group leader Pat Rooney called the top-slicing “robbing Peter to pay Paul”. The Liberal Democrat group reluctantly supported the schools budget, saying there was “no alternative”. Lib Dem councillor Mike Drew said the need to top-slice the schools was “bad news” because it meant SEND services

were still underfunded by central government and mainstream schools would have to contribute £2.2million from their “already very stretched budget”. “As a governor of a school, I know how hard the school has to work to try and curtail their activities to fit the budget and it means that, each year, teaching within the school is not as good as it should be,” Cllr Drew said. Fellow Lib Dem councillor Jayne Stansfield said: “We hope that this administration is doing everything possible to raise this issue with their colleagues in central government.” Council leader Toby Savage said he and local headteachers had lobbied government only the week before at a meeting in Parliament organised by Thornbury and Yate MP Luke Hall. The Government announced a national £14billion increase in funding for schools at the end of last year.

Gateway to a successful apprenticeship

Defence Equipment & Support (DE&S) is celebrating the talent of its workforce as part of National Apprenticeship Week (Feb 3-9, 2020). The procurement arm of the Ministry of Defence (MOD), based in Abbey Wood, Filton, currently employs more than 500 apprentices working towards a successful career across nine schemes. DE&S recruits hundreds of new faces every year from all backgrounds and experiences. DE&S’ Jane Squire, Head of Entry Talent, said: “Whether you’ve just left school, realised university is not for you or are looking for a career change, an apprenticeship at DE&S could be a great gateway to a successful career. “The 500-plus apprentices currently working for the business come from all walks of life. We’re an inclusive employer

and we’re always looking for the best talent to develop their future here with DE&S. “We’re immensely proud of our apprenticeship schemes. From engineering and finance to nurturing the next generation of corporate professionals, we have something for everyone.”

Support for Windows 7 ends January 2020 Keep your PC secure

Craig Hamilton, pictured left, followed a life in the Marines that included providing close protection for members of the royal family. He sees his second career as an engineering apprentice as another chance to help save lives. The 46-year-old ex-Sergeant made the change two years ago and hasn’t looked back on his journey towards an HNC in Marine engineering, NVQ L2 and 3 and BTEC in engineering. “I saw it as a change of direction and trying something new that I wanted to do when I was younger,” said the father of two who is based in Plymouth but lives in Filton during the week. “It was an opportunity possibly to be involved in the development of some of the equipment I’d used in my time. There was always room for improvement in the things we

were using on the ground. “It was something I felt really passionate about and it was an opportunity to get into engineering.” During his 24-year military career Craig served with 3 Commando Brigade, 45 and 30 Commando and worked in Afghanistan, Iraq, Somalia and the US. Another apprentice, Dayne Lenton was unequivocal as he summed up what it’s like to be an apprentice at DE&S. “This is the best employer I’ve ever had – there’s so much available to you here,” said the 31 year old. “I was worried I might get forgotten and left out of all of the fun things, but every team I’ve been in has really tried to involve us and give us meaningful work that interests us, keeps us moving along and maintains our drive to become better engineers.”

Eight-month road closure begins on Gipsy Patch Lane Filton residents will be affected as Gipsy Patch Lane will close for approximately eight months from the beginning of March to enable the railway bridge replacement works, as part of the Cribbs Patchway metrobus extension (CPME). The road will be closed to all road users at the railway bridge from Thursday 5 March. Access to properties along Gipsy Patch Lane will be maintained and all shops and businesses on and near Gipsy Patch Lane will be open as normal. This closure is needed so a new wider railway bridge can be moved into place and for the associated roadworks to be completed. The new railway bridge requires extensive engineering works, including the demolition of the existing railway bridge and lowering the road to conform to national design standards for headroom under bridges. The new wider bridge will provide room for new bus lanes in each direction and shared use

cycle and pedestrian pathways, as well as general traffic lanes. The current bridge creates a traffic bottleneck causing queues on Gipsy Patch Lane. The new bridge will relieve this pinch point, allowing for reliable bus journey times, as well as providing improvements for pedestrians, cyclists and private vehicles. Network Rail and its contractor Alun Griffiths will be working

towards re-opening a route for pedestrians and dismounted cyclists beneath the new bridge as soon as possible. We will update the wider community when this information is available. Cabinet Member for Transport Cllr Steve Reade said: “We are investing £160 million over four years to reduce congestion and emissions, improve cycling and pedestrian routes, facilitate faster bus journeys and future proof our road network. “The Cribbs Patchway metrobus extension is an important part of our ambitions to keep South Gloucestershire moving now and in years to come. We need to get our road network ready for the major new housing and business developments that are planned for the area and make sustainable travel options a more attractive choice. “We know Gipsy Patch Lane and the wider road network are already busy and we are working to reduce any disruption caused

by this road closure. We apologise for any inconvenience caused by these ongoing roadworks and would like to thank residents and road users for their patience and understanding.” There will be a signed diversion route throughout the closure. This diversion route will take motorists via Bradley Stoke Way and the A38. During the closure of Gipsy Patch Lane, Network Rail will operate a shuttle bus for pedestrians needing access either side of the bridge. The shuttle bus will start operation on Thursday 5 March and will run weekdays, weekends and will also be available overnight. This service will be free of charge and will operate for the duration of time the railway bridge is closed to pedestrians. To enable the new bridge to be moved into place the railway will need to be closed between Saturday 11 April and Sunday 19 April. Train services between Bristol and South Wales will be amended.

n UPDATE FROM WEST OF ENGLAND MAYOR TIM BOWLES

Thriving creative sector It’s an exciting time for the West of England’s creative industries, and this year there have already been important developments which will help further cement our global reputation as a leading creative cluster. In January, I was thrilled to join Channel 4 at the opening of its new Creative Hub. I know that our talented, diverse and innovative workforce is a big factor in bringing such big names to our area. Last month also saw the BBC announce that a further 150 jobs will be moving to Bristol, primarily in its natural history unit which produces nature documentaries loved by audiences all over the world, and is a core part of our region’s production activity. I want all our residents to benefit from the many opportunities being created in our thriving creative sector. TheWest of England Combined Authority is therefore making

Quarry Court

important investments tosupport residents develop skills to begin careers in this flourishing sector. For example, our new Creative Workforce for the Future programme is supporting small and medium sized creative companies to draw and develop talent from people from less advantaged backgrounds. Creative Workforce for the Future will be delivered by Combined Authority creative partners such as Watershed and Knowle West Media Centre and offer participants work

experience placements and access to mentors and contacts within the industry. Schemes like this will ensure that not only the thriving creative sector will benefit all residents, but also that our wealth of creative businesses, large and small, will be able to access the skills that they need. I want the world to know that the West of England welcomes talented people and businesses with open arms, and help them grow into the big names of the future.

Adelaide Place, Fishponds, Bristol BS16 2FX

As a centre for innovation, I also want the West of England’s many smaller innovative creative companies to have every opportunity to grow and expand, creating both jobs and enriching our lives with new films, games, music, fashion and much more. To support this, I recently launchedthe West of England Creative Scale-Up programme, funded by the Department for Digital, Culture, Media & Sport. This will give creative businesses bespoke support to help them grow their business and become ready to take on investment. Every time I enjoya BBC nature documentary or an Aardman animated film, I feel proud to know that it was produced here in the West of England. But these are just the tip of the iceberg, and I am excited to think about the next global success story coming out of our region’s amazing and diverse creative sector.

Cold caller stickers available With spring around the corner, watch out for the “cold callers” in Filton who walk door to door to obtain work such as gardening jobs. This is not illegal, but carrying out the work without the correct paperwork and fixed price, and without offering a 14 day cooling off period is. Also the standard of work and changes in agreed price could also amount to offences. I work with Neil Derrick at South Gloucestershire trading standards, and we often patrol the Filton area on the lookout for this type of thing. We have recently dealt with Rogue Traders in the area so be vigilant. If you need a “no cold calling” sticker for your front door, pop into Patchway front office or contact us on the police web site.

Just trying to run the length of the pitch would have been a struggle and would have left her completely breathless. Now after shedding an amazing seven stones, she plays for Almondsbury Ladies. Nicola believes that it's the commitment to carry on, no matter what obstacles can get in the way, that has helped her to achieve all of this. She says that it was with the help, support and encouragement of her Slimming World Consultant - Carolyn, and all the members of the Slimming World group at Filton Sports and Leisure Centre, that she kept on track to achieve this fantastic weight loss. Carolyn, in turn, says that Nicola is a true inspiration, and has shown what can be done with pure determination. Slimming World advert, Page 39

has been a period of joy. “One of the brilliant things about reaching later life is that you stop caring so much what other people think of you, and understand better what you need in order to feel content. It all depends on your circumstances, but for me, getting older has meant I’m a little more financially well off, I’ve got the time and the money to pursue my hobbies - like photography and oil painting.” Every person’s experience of ageing will be different of course, but BAB hope that following this series of articles, readers will challenge more of the negative stereotypes about older age and look forward to a period of time when they can continue to enjoy life as they choose. This is the third article in a series of three, inspired by older people based in Bristol. Spandex speedy pants

No 'taxi' signs for Uber and Ola

I am out of self-inflicted retirement again and marathon training is mission-creeping my life. I spot the tell-tale ‘anorak’ behaviours which always accompany the pyramid schedule of long distance running. Like child birth, running has a habit of allowing you to forget former contractions and gaze broodingly at Lycra and Hi-Viz jackets with no thought about impending stretch marks. As the mileage creeps up, I start remembering how running takes over and how many hours a tortoise needs to train if she is to break through ‘The Wall’ that awaits. The challenge is to fit all those I love into my life without cutting into the large swathes of running time now ring-fenced on my kitchen calendar. I start wondering which is worse – to sneak off for an afternoon nap after a long run or to soldier on and pretend I am feeling sociable. I guess the dream would be to pair up romantically with another long distance runner, but then we would surely bore for England as we compared mileage and split times. I am distracted by a running website allocating my potential t-shirt running name for this next marathon. It uses the first letter of my first and last name. I am not totally convinced that this will give me the crowd support I need. ‘Spandex Speedy Pants’ may lift spectator endorphins but I doubt it will do the trick for me. By reverting to my maiden name, my running moniker could switch to ‘Spandex Wobble Bum’. I am not sure if this is better or worse. More moral dilemmas to consider but at least it will be something to discuss with my training partners - Ten K Twinkle Toes and Gluteus Bouncy Boobs – and we do have many hours ahead to fill. www.thedragonfyjar.com

Uber and Ola drivers will be banned from displaying the word “taxi” anywhere on their cars under new plans to protect public safety in South Gloucestershire. The proposal is among a raft of new signage rules for private-hire vehicles (PHVs) and Hackney carriages recommended by a police officer who acts as a taxi compliance officer for South Gloucestershire Council. PHVs must be booked using services such as Uber and Ola, whereas Hackney carriages can be hailed from the pavement. “Anyone can stick an Uber or OLA door sign on a car and it’s unlikely most of the public would suspect it’s not a licensed vehicle,” PC Quinton told a council regulatory committee. The committee approved the recommendations set out by PC Quinton, along with a host of other proposals affecting PHVs and Hackney carriages.

This article features Catherine Wescott (65), Creator of BS3 Helping Others and Zehra Haq (64), CEO of Dhek Bhal. “The average 65-year-old still has an awful lot to offer in terms of wisdom, passion, love, care and, most of all, time.” says Catherine, who set up BS3 Helping Others after asking in a neighbourhood Facebook group whether anyone needed any help. Within 24 hours, she’d received 350 likes and 60 comments. “We must learn to befriend all those whom we meet in our daily lives and never assume that they are ‘OK’. You can do this no matter how old or young you are and no matter where you are - at the bus stop, in a cafe, in a store,” says Catherine. “You’ve got something that someone else needs.” Many older people develop close, supportive relationships with younger generations; from grandparents who look after their grandchildren, to older people who volunteer through

community groups. Catherine has formed bonds with younger people volunteering as a part of BS3 Helping Others. “Lots of youngsters are looking for the company and knowledge of adults and lots of adults are looking for the company of youngsters. We can help each other.” says Catherine. For Zehra, who works full time as the CEO of Dhek Bhal, supporting the community is her lifelong work. Dhek Bhal means ‘to take care of’, and Zehra has been either volunteering or working in Barton Hill since 1986. Zehra has always encouraged the older women she works with to have their say and to inform others. “I tell them, you are very lucky,” says Zehra. “You have a lot of skills and knowledge you can contribute.” Zehra believes it is important for younger and older people to interact and to recognise the contributions each side can bring to their community. I was pleased that the Panel supported my decision but I am always conscious that any increase in household bills is felt by local people. I never take the decision to raise the policing part of the council tax lightly. It continues to be a priority of mine to put victims first and this increase means we can invest in an additional 75 police staff investigators who will help improve outcomes for victims. It

has never been more important to me to ensure victims have a voice and feel encouraged to come forward and speak out. Concerns have quite rightly been growing across the country as we hear of more young people becoming involved in serious violence. The additional funding will also go towards maintaining the 15 additional PCSOs who are working closely with local schools. This work allows the police and partners to capitalise on opportunities to intervene early to prevent the harm that such violence causes to young individuals, families and communities. We need to make sure we are doing everything we can to stop young people becoming victims of serious violence and the Panel’s decision to back the increase will help this

on-going work. Child Sexual Exploitation (CSE) awareness day is taking place this month. CSE is a form of child abuse in which victims are manipulated or forced into taking part in sexual activity often in return for attention, affection, money, drugs, alcohol or accommodation. Victims of CSE are extremely vulnerable and many do not recognise that they are being exploited. We can never underestimate the damaging effects such a crime can have on victims. In order to tackle CSE for good, we need long term and consistent support to help children to survive and recover from their experiences. The police, educators, healthcare professionals and charities need

With Police and Crime Commissioner Sue Mountstevens

to continue to work closely in partnership and be the ones to ask, ask again and keep asking so we can stop this horrendous crime and help victims rebuild their lives. The exploitation and abuse of children is happening now and together we need to stop it today.

n UPDATE FROM FILTON MP JACK LOPRESTI Look beyond the misconceptions of apprenticeships February 2020 has brought us another successful National Apprenticeships Week, where employers up and down the country showcased the opportunities on offer for those looking for a route other than university to get into skilled work. In Westminster I had the privilege of attending the AllParty Parliamentary Group for Apprenticeships’ annual apprenticeships fair. Here the nation’s employers literally set out their stalls to show MPs what they were offering and allowed us to speak with apprentices to hear about their experiences in their own words. It was quite the delight to see people from all walks of life speak in such glowing terms about what the chance of learning new skills whilst earning a wage had done for them and the pride in their voices was unmistakeable. It was particularly memorable to meet with two apprenticeships from BAE Systems, a local employer, who have

taken on over 800 apprentices this year. If you are interested in such an opportunity, BAE Systems are still accepting applications until 28th February – for more information please visit https://www.baesystems. com/en/careers/careers-in-the-uk/ apprenticeships/schemes. We boast some of the finest universities in the world and we should be rightly proud of our academic credentials as a country. However, university doesn’t suit every person and it doesn’t suit every job. For those who want to

get on in their lives without having to take three or more years out for university, apprenticeships offer the solution. This year Education Secretary Gavin Williamson set out three goals to achieve in the apprenticeship sphere under the theme “Look Beyond”. The aim is to challenge some misconceptions around apprenticeships; to tighten oversight of providers, and to encourage headteachers to promote them. Myth #1: “Apprenticeships are only for young people”. Apprenticeships are for people of any age, the only requirements are the you are over the age of 16 and have the equivalent of at least five GCSEs grade A*- C. They are as useful a route for retraining later in life as they are for getting your first step on the job ladder out of school. Myth #2 “Apprenticeships aren’t as good as going to university”. Apprenticeships aren’t better or worse than going to university, they are just a different route. Apprenticeships offer qualifications

at all levels up to and including post-graduate study which can earn you a full bachelor’s degree or even a master’s degree. Myth #3 “Apprenticeships are only for people wanting to work in manual jobs”. Apprenticeships are available in many jobs and industries ranging from nuclear and defence, to accounting and finance, to project management and administration. Whether you are interested in banking or fashion, there is likely an apprenticeship to suit you. Myth #4 “Apprentices can’t expect to earn a good wage”. All apprentices are paid at least the National Minimum Wage and will get the same rights as other employees including paid holidays and sick pay. Apprentices are also paid their hourly wage whilst studying at college. This year when considering your future, look beyond these myths and see an apprenticeship as a genuinely serious option to study whilst you earn and build up skills to help you get on in life.
