Dismay as HMO decisions are overturned by BBC LDRS staff and Filtonvoice reporters Residents have spoken of their disappointment after original decisions by South Glos to refuse two HMO (House of Multiple Occupation) applications in Filton were overturned by a planing inspector. Earlier this year, South Glos councillors rejected applications by Andrews Capital to convert 58 and 65 Northville into HMOs with eight rooms. But in May, the appeals by Andrews Capital were upheld for each property, with the inspector saying there was adequate parking, despite the claims of protesters. A spokesman for FABRIC (Filton Action for a Balanced, Respectful, Inclusive Community) said: " "We are disappointed for the residents of

Northville Road who voiced their concerns. "We will continue to support them in any decision they decide to make when considering what to do next." In his report, the inspector said: " I consider that there would be sufficient on-street parking capacity for the three cars that would be reasonably expected to result from each proposal, in addition to the one space on site. Indeed, the number of cars would not be likely to be significantly greater than could be expected were the two properties in use as family dwellings. " Neighbouring residents have stated that of the 150 properties on Northville Road 24 are HMOs, which equates to 16%. They go onto to say that this exceeds a notional 10% limit. There is no policy before me that identifies

what is an acceptable limit to maintain a balanced community. " Local concerns in respect of litter, refuse, noise and disturbance are noted. However, there is no substantive evidence before me to indicate the occupiers of HMOs would necessarily cause problems of this nature any more so than any other resident. Overall, it is considered that the provision of either HMO would have no tangibly harmful effect on the balance of the community or the character of the area." Campaigners are now pinning their hopes on a review by South Glos which could lead to tighter restrictions on such properties in the future. Cllr Adam Monk said: "It is very disappointing that the inspector found in favour of the applicant. "As a consequence the

applicants costs are passed onto South Glos and as this is the reason why Councillor’s are cautious to refuse applications. "The current planning legislation is referred to as a developers' charter by many. "A group has been established within South Glos to review policies and establish what is required to control the number of HMO’s within the area. "There is a current consultation under way looking at planning guidelines, an element of which would be a Article 4 statement which would have a requirement for the density of HMOs to be considered when planning officers assessing applications. "I would encourage people to take the time to review documents and comment. This will add weight to the argument that is required in the area and

We also reported that developers were snapping up properties before they even went

on sale, denying families the chance to move in. Earlier in May councillors rejected Andrews Capital’s application to reconfigure a further property in the street – this time a two-storey semidetached at 25 Northville Road into seven bedrooms – on the same grounds as before, insufficient parking and a proliferation of HMOs in the area.

However there are fears that this will now be overturned for the same reasons as 65 and 58. At the same meeting, a separate application to turn 136 Northville Road from a six to a seven-person HMO was approved. Councillors said it was “completely different” to the other one because it only involved a change of use of a small upstairs study to a

bedroom, it was on a corner plot with lots of space on the drive for parking and the building was already been used as a shared house. A decision is yet to be made on plans resubmitted by another applicant to turn a semidetached house at 99 Northville Road, on the corner of Third Avenue, into eight-person shared accommodation after they were refused in March. The meeting was told that a residents’ survey counted 24 HMOs in Northville Road – 16 per cent of the homes. Councillors heard that according to local authority figures there were only six. However, these did not include houses where fewer than five people shared communal bathrooms and kitchens, which do not need a licence, and there would be HMOs the council was unaware of. Andrews Capital has been approached by Filtonvoice for comment.

Demolition led to concerns for next-door bungalow by Rich Coulter and Shane Gibson South Glos Council was forced to erect emergency scaffolding after the demolition of a semidetached bungalow in Filton led to concerns for the adjoining property. The property, 578 Filton Avenue, was demolished after the owner's plans to construct an extension were deemed to be not viable due to the 'single skin' construction of the property. Working with builders, they decided to opt for a full demolition and rebuild but once completed, this led to a building inspector visiting and deciding that scaffolding was necessary to preserve the safety of next-door no 576. South Glos said they received a report of a 'potentially dangerous building' and installed scaffolding 'to remove any imminent danger and help safeguard the public'.

Investigations by Filtonvoice have revealed a planning application for the site was approved for demolition of a conservatory, extensions and a loft conversion but the full demolition is 'not in accordance with existing plans'.

The council also confirmed they had received no notification of the demolition works One neighbour, who asked not to be named, said they understood the original plan was for a loft extension but heard no more until the property had been

pulled down, during the winter lockdown. A few days later, the neighbour said, an officer from South Gloucestershire Council arrived and said the other bungalow 'was at risk of collapse and an unsafe structure.' South Gloucestershire Council called an emergency scaffolding crew which worked under floodlights during the night. For the time being the rebuilding of 578 is on hold until there is a formulated plan of how it can be rebuilt without risking the structure of the other home. The owner of 578, Philip Parish, told Filtonvoice the plan was to undertake the work to help their children get on the property ladder. He said: "These bungalows are not typically mortgageable as built, due to their single skin construction; hence they tend to sell for a slightly lower price. "This is a private venture, not

a property developer or investor involved. It is a family situation with parents trying to help their kids get on the property ladder with limited funds and via loans and remortgages. "Our plan was to renovate and upgrade by underpinning the existing wall, adding a second skin (ie an outer wall), plus adding a front and rear extension. "But upon removal of the roof the main walls, which originally were externally insulated and plastered inside and hence not visible, proved to be weak and unstable as not solid brick like other walls. Thus, the unintended demolition, for safety reasons. "We’ve had to move from renovation, to effectively a new build, hence the delays. However, this will ultimately be better and stronger than the original. "Our builder has done all reasonable to make the site safe and ensure the adjoining

bungalow is not affected. We are also keeping in close touch with neighbours to try to ensure any inconvenience is minimalised. "We are hoping to have the structure completed as soon as possible and are working closely with all relevant parties involved in order for this to happen." A South Glos spokesperson said: "On March 18 we received a report of a potentially dangerous building and in line with our public protection duties, our Building Control surveyors attended the site to inspect and advise on the course of action, to remove any imminent danger and help safeguard the public. In this case the surveyor requested the remaining structure be supported by the installation of scaffolding, which has been done. "The Building Act 1984 provides us with powers to deal with a building or structure which is in a dangerous condition.

"In an emergency situation, we may carry out the necessary emergency works, usually on the same day. "A planning application ref P20/21990/F has been approved and the description of development reads as “Demolition of existing conservatory. Erection of single storey front and rear extension to form additional living accommodation. Alteration to roofline to form loft conversion. Construction of new vehicular access onto Filton Avenue”. "The demolition of the complete building is currently being looked into by our Planning Enforcement service, as the development is not in accordance with the approved plans. "The developer is using a private building control body and a Building Regulations Initial Notice ref BC21/00339/ IN for the construction of a new

dwelling has been submitted. "If the neighbouring owner has concerns about the safety of the work being undertaken they should take specialist structural advice from a suitably qualified person. "Persons proposing to undertake demolition works should notify the local authority in advance by submitting a Section 80 notice – in this instance the Council has no record of prior notification of the demolition work." South Glos said the owners would be liable for the costs of the scaffolding. The spokesperson said: " In extreme cases, we may undertake emergency work to remove the danger and costs will be recovered from the owner." He added: "Work involving a party wall is a civil matter in which we have no jurisdiction." Filtonvoice made attempts to contact the builder.

We are facing a crisis of unaffordable housing

have written before in these pages about the pressure that has been put on our local community by homes of multiple occupation (HMOs). While this problem is compounded by light-touch regulation, something I have raised with the Council, it is driven by a lack of housing supply. I believe that we now have a crisis of unaffordable housing in this country, and I don’t think that it is hyperbole to say so. House prices have skyrocketed to nine times average earnings, compared to two and a half times average earnings in 1995. A modest family home in Filton costs more than £300,000, an amount that is too far out of reach for most young families. I was pleased that, during the recent Queen’s Speech, the Government has put forward proposals for a new planning bill which will allow us to build

more homes. But I have always said that the Government’s plans don’t go far enough and, as welcome as these reforms are, I am worried they still won’t deliver the levels of housebuilding that we need to make sure our young people have a fair shot in their future. This problem of supply is then compounded by the lack of social housing for people in need. South Gloucestershire has a fantastic record when compared to other local authorities in England for delivering social housing, building the most homes for

social rent for the last three years. But it is still much too difficult for people to be placed in these homes. Indeed, the Council states on their website that it is likely many people on the waiting list will never be housed. Much of our area was born out of ambitious housing plans and Filton will be at the centre of that as the airfield is redeveloped. Thousands of new homes are on the way, harnessing the power of the brownfield site to create a sustainable new community. This will be a huge benefit to the area and provide much-needed accommodation for local people. But we must go further. The manifesto on which my party fought and won the 1951 general election stated: “Housing is the first of the social services. It is also one of the keys to increased productivity. Work, family life, health and education are all undermined by overcrowded homes. Therefore,

a Conservative and Unionist government will give housing a priority second only to national defence.” Following that election, a Conservative government oversaw a programme that built 6.4 million homes in the 1950s and 60s, helping the country rebuild from World War II. That is the scale on which we must act today. As the working-class son of immigrants, one of the many reasons I became a Conservative was because of the aspiration that our party promoted and believed in. John Major, shortly after becoming Prime Minister in 1991, called it “the power to choose the right to own”. These words resonate even more today. My office and I are on hand to help you. Arena backer to pay for Filton road improvements More than £3.1m will be invested into improvements to the local transport infrastructure in North Bristol and South Gloucestershire as part of the plans for YTL Arena Complex in Filton. The opening date, however, has been moved to 2024 due to the complex negotiations over the 'Section 106 agreement' which will pave the way for the transport work. "Once operational YTL Arena Complex will create more than 500 jobs with a living wage policy, and additional jobs during construction. "Completing the Section 106 agreement has been an enormous effort from all of those involved and is a remarkable achievement in such a challenging year. "The past year has been hugely frustrating and inevitably our programme has slipped, but we are still on track to open our next generation, state-of-the-art arena which we can all be proud of, in 2024.’ The infrastructure improvements and the funding have been agreed as part of YTL Arena Complex’s section 106 agreement with Bristol City and South Gloucestershire Councils, as well as other key stakeholders including Highways England.

New town councillor calls for limits on HMOs Filton's newest elected town councillor says HMOs should be limited in parts of Filton as they are 'taking over' some streets. Alan Bird (Labour) held off a challenge from Conservative Roddy Jacques and Independent Shane Gibson in a by-election for the Northville ward in May. Mr Bird, a former Rolls-Royce employee of 45 years and union rep for 40 years, said South Glos should follow Bristol's lead by imposing limits of HMOs in each area. He also said all HMOs should be on a register. Currently, the larger HMOs are on a public register but those of four bedrooms and fewer are not. On the issue of parking for HMOs, Mr Bird said on-road parking should be limited to two spaces per building, not related to the number of bedrooms.

Mr Bird, who is married with three grown-up children, has lived in Filton for 31 years. His interests include Bristol Rugby and fly fishing. He said: "Being retired, I have the time to be a councillor and I have felt for some time that Filton is left out on a limb with regards to South Glos, maybe due to our proximity to Bristol. "I want to help the community in general. "I feel parts of the town are looking tired and investment is needed to improve the state of some properties." He said the lack of affordable housing could be resolved with the provision of more social housing. Mr Bird has been a member of Labour for 40 years and was a former branch chairman in Yate. He said that although he

represented Labour, it was important to sit down with all councillors to make the best decisions for Filton. Filton Sports and Leisure Centre is currently undergoing a process which could see services outsourced to an external provider. Mr Bird said the priority was

a good service and the current staff being looked after. He said: "South Glos should consider giving the sports centre the resources it gives to other centres in South Glos as people elsewhere are not paying a precept for leisure centre services." Full results: Page 17

Visitors to Filton's Aerospace Museum to get chance to meet first Briton in Space The first British person in space is coming to Bristol later this year. Helen Sharman blasted off on her mission to the Mir space station on 18th May 1991 - 30 years ago – and, to celebrate, Aerospace Bristol has announced a special Family Space Day featuring the pioneering astronaut. The day of space-related activities will take place on Monday 25th October, as part of Space 2021 - Aerospace Bristol’s year of space celebrations. The highlight will be a talk and Q&A session with Helen Sharman, staged under the wings

of the last Concorde ever to fly: an aircraft that flew “on the edge of space” at 60,000ft, high enough to see the curvature of the Earth. Visitors will discover how Helen Sharman became an astronaut, learn about her mission to Mir, and have the chance to put their questions to the first British person ever to go to space. Helen Patricia Sharman, CMG, OBE, 57, is a chemist who became the first British astronaut and first Western European woman in space as well as the first woman to visit the Mir space station in May 1991. After responding to a radio advertisement asking for applicants to be the first British space explorer, Helen Sharman was selected for the mission live on ITV, on 25 November 1989, ahead of nearly 13,000 other applicants.[2][4] The programme was known as Project Juno and was a cooperative Soviet Union–British mission co-sponsored by a group of British companies.[5] Sharman was selected in a process that gave weight to scientific, educational and aerospace backgrounds as well as the ability to learn a foreign language. Before flying, Sharman spent 18 months in intensive flight training in Star City, the home of

the Russian space programme. The Project Juno consortium failed to raise the monies expected, and the programme was almost cancelled. With a view towards the flight's impact on international relations, the project proceeded under Soviet expense. The Soyuz TM-12 mission, which included Soviet cosmonauts Anatoly Artsebarsky and Sergei Krikalev, launched on 18 May 1991 and lasted eight days, most of that time spent at the Mir space station. Sharman's tasks included medical and agricultural tests,[9] photographing the British Isles, and participating in a licensed[10] amateur radio hookup with British schoolchildren. She landed aboard Soyuz TM-11 on 26 May 1991, along with Viktor Afanasyev and Musa Manarov. Sharman was 27 years and 11 months old when she went into space. She has not returned to space. Wikipedia

Filton Town Council Annual Assembly and Annual Meeting Cllr Darryl Collins was again voted in as chair of Filton Town Council as the council met 'in person' for the first time since early 2020 due to the pandemic. During lockdown and times of restrictions, meetings were held online via Zoom. Cllr Brian Mead,was voted in as vice chair of the council. Councillors also voted for the vacancy in the Conygre ward following the death of Cllr John Tucker Resident Dan Boardman, a project manager who has lived in Conygre for nearly four years, was voted in ahead of the other candidate, Shane Gibson. The vote had been held over from the April meeting, when both candidates made their case for election. At that meeting, Mr Boardman said: " I want to make the most of being a resident. I'm interested in the changes around the airfield and leisure centre. "I also want the community to appreciate what we’ve got. I'm not affiliated to any party or been a member of a party." He said his focus would be on the pool/leisure centre/financial impact; parking/HMOs and the interaction between students and residents." In public questions, long-time campaigner Brian Smith appealed to the council to install a life-saving

defibrillator outside at Elm Park, near the play park. Mr Smith acknowledged there was a device in the leisure centre but he said it was not always open. The council is currently involved in a process to appoint an outside organisation to run the pool,and leisure centre, and resident Dave Mikkelson called for a more substantial public consultation and poll on the topic, noting that whatever happened would have an impact on the council tax precept. In a written question, one resident called for lighting in Millennium Green as there was a feeling of being unsafe when exercising or walking dogs. The council also agreed to become a Real Living Wage employer, adopting the nationally suggested minimum hourly rate of £9.50 for council staff. This will be backdated to May and will cost the council an extra £2,000. Cllr Andy Robinson, who said he supported the RLW, said the council should have waited until the full financial impact was assessed but councillors backed Cllr Adam Monk's proposal to implement it immediately. A bench in memory of former councillor Jackie Sims, who died this year, will be placed in Elm Park near the play park. Mrs Sims was instrumental in the creation of the original play park.

I relish the chance to make a difference

AM delighted to be writing today as the new Police and Crime Commissioner for Avon and Somerset. A huge responsibility has been placed on my shoulders and, a week on, I am still incredibly humbled that local people gave me their vote. I absolutely relish the chance to get stuck in and to make a difference in all the villages, parishes, towns and cities across the force area. I thought this would be a good opportunity to let you know a little bit about me and my background; I spent over 30 years as an Army officer and served alongside police across the globe, gaining an understanding of their

role and sharing the risks they faced. As a result, I feel I have a good understanding of service life and the pressures those protecting communities face. Following my military service, I became deputy leader of Bath and North East Somerset Council and also sat on the Avon and Somerset Police and Crime Panel, which supported and scrutinised the actions, decisions and performance of PCC Sue Mountstevens. In my role as PCC, I will be focusing on delivering a more efficient and effective police service, and I look forward to explaining in the future how together my office, officers and staff will be reassuring, refocusing and rebuilding a safer community

This week, I have started to build on my understanding of how the Office of the Police and Crime Commissioner (OPCC) and Avon and Somerset Police operates, as well as being able to meet numerous policing teams who are based at Express Park in Bridgwater. I want to meet as many officers and staff as possible to understand how I can make their jobs more effective and efficient so you – local people – receive the best police service. Into the summer, I intend to be out and about meeting local people and communities groups to understand your concerns and how I can help.

Popular church cafe open again for tea and cake The popular cafe at St Peter's Church in Filton is back in business. The Coffee Shop opened in May after Covid restrictions were lifted and will be serving tea, coffee and cakes on Tuesdays and Thursdays for the time being (9.30-1.30pm). New manager Rachael Tomlins said: "A lot of our volunteers are cautious about leaving their homes so we are opening incrementally." The cafe is looking for volunteers ... please pop in and have a chat with Rachael St Peter's has seen a gradual re-opening of other activities, with Church open again on Sundays for 10am worship and Wednesdays for noon worship. They get together on the 1st Monday of each month, have a speaker, learn a new skill, and generally just have a nice evening whilst getting to know others. The group is open to all, and meetings for the rest of the year will be free! Gradually other things will be opening up, including a ‘Living with Loss’ Group, Parent and Toddler provisions and a specific monthly family service. At the beginning of July the church will be launching a new service plan and other things for the community.

Dan's the man with jobs and environment pledge

by BBC LDRS staff for Filtonvoice Labour’s Dan Norris has won the West of England metro mayor election. The former government minister beat runner-up Conservative Samuel Williams by 125,482 votes to 85,389 in a run-off after the pair won through from the first round of voting. Mr Norris had an unexpected healthy lead going into the second round where second preferences from eliminated candidates Jerome Thomas (Green), who finished third, and Stephen Williams (Lib Dems), who was fourth, were added to their totals. Newly elected Mayor Dan Norris said: “It’s a huge honour to be elected as Metro Mayor for an amazing part of the world that I am so proud to call home. I will show the difference an active Metro Mayor makes for our region. “This role is about collaboration and I will be a Metro Mayor who listens carefully and works cooperatively. I’m determined to hit the ground running with a Jobs and Skills summit in my first 100 days and my Green Recovery Plan. “I also know that the pandemic has been tough and as we build back, invest in jobs and our high streets, we must learn key lessons. Together we can create a society where we keep looking out for each other and value what’s truly important.” In round one, the Labour candidate received 84,434 votes while Samuel Williams got 73,841. Mr Thomas and Stephen Williams were knocked out of the contest with 54,919 and 39,767 votes respectively. After the second round decider, which was required under the supplementary voting system because no one earned more than 50 per cent of the vote, Mr Norris was declared the winner with a total of 125,482 votes. The Tory candidate, who would have become the UK’s first black metro mayor outside London had he won, received 85,389. He topped the poll in the first round in both South

Gloucestershire and Bath & North East Somerset but was a long way behind his Labour rival in the Bristol City Council area where the Conservatives slipped to third behind the Greens. Mr Norris was also much closer to the Conservative than expected in B&NES, just 143 votes adrift. During the campaign, the Labour hopeful criticised his own party’s stance on Bristol Airport’s proposed expansion and said he was opposed to the development, which will be decided by a planning inspector at a public inquiry this summer. Among the policies in his manifesto, the new mayor has pledged to be a “jobs first” metro mayor, boosting the economy by holding a jobs summit in his first 100 days and creating 23,000 new green jobs. Other promises include: • Create “truly liveable towns and cities with high quality and zero carbon design” and have a firm requirement for 35 per cent of all new homes to be genuinely affordable. • Intervene directly in housebuilding by doubling the current spending plans to £80million. • Establish a Retrofit Accelerator programme, and create a Homelessness Taskforce. • Create a transport system for the 21st century, with green and reliable buses, trains, and walking and cycling options to connect our region. • Start a wide-scale

transformation of our public transport network, investigating options such as mass transit and bus franchising. • Implement smart ticketing, with simple tap-in-tap-out payments, and effective advertising of cheapest fares and routes. • Oppose the expansion of Bristol Airport.

The overall turnout in the West of England Combined Authority (Weca) area was 36.6 per cent – higher than four years ago when it was less than 30 per cent. It was also higher than the 2021 metro mayoral contests in Liverpool, Greater Manchester, West Midlands and Tees Valley. In Bristol alone it exceeded 40 per cent – almost 10 points more than 2017 – although residents here were also voting for Bristol mayor and city councillors, as well as Avon & Somerset police and crime commissioner. Tory incumbent Tim Bowles, who is retiring from politics, became the region’s first metro mayor four years ago with 51.6 per cent of the vote after the second round, with Labour’s Lesley Mansell runner-up on 48.4 per cent. Mr Norris was MP for Wansdyke from 1997 until the seat was abolished in 2010 when he lost to Conservative Jacob Rees-Mogg in the race for the newly created North East Somerset parliamentary seat. He was appointed an Environment Minister by then Prime Minister Gordon Brown in 2009, having begun his political career as a Bristol city councillor 20 years earlier, serving also on Avon County Council in the mid-90s. What does the West of England metro mayor do? The regional mayor isn’t responsible for collecting the bins, filling potholes or providing libraries. They lead Weca which is responsible for the region’s strategic development of business, skills, housing and transport. Weca also spearheads the recovery plan for the region to make sure the right support and infrastructure is in place for residents and businesses to overcome the economic blow of Covid.

Elections 2021 - Police and Crime Commissioner

Appointing new Chief Constable tops Mark's to-do list by BBC LDRS staff for Filtonvoice The Conservative’s ex-soldier candidate has been named as Avon and Somerset’s second police and crime commissioner. Mark Shelford made election pledges to “reassure, refocus and rebuild” and prioritise preventing crime, not just trying to catch criminals. He received 161,319 votes in the May 6 election, some 15,000 ahead of Labour’s Kerry Barker, on 146,293. Green candidate Cleo Lake finished in third place with 64,790 votes, 52,839 backed Liberal Democrat Heather Shearer and John Smith, the independent, won 46,379. With the election postponed from 2020 due to the coronavirus pandemic, Mr Shelford will only serve for a three-year term. “I’m going to have to work quickly, starting tomorrow,” he said. “It’s really exciting and quite humbling. There’s a huge responsibility placed on my shoulders. I’m relishing the opportunity to get started as soon as possible. “The force will grow in stature and be more self-assured. The people of Avon and Somerset will know the police are there for them. “It’s about making the police more efficient and effective. We will do that together.” Mr Shelford has criticised the police for its handling of the Kill the Bill riots and said it should not have allowed a “mob” to pull down the Bristol’s statue of slave trader Edward Colston. One of his first tasks will be to appoint a new chief constable after Andy Marsh announced he would leave the role in July, although he said he would not rush into a decision. The new PCC will also appoint a deputy, and said he will work with the police and crime panel in doing so. The role of deputy PCC was created last year to increase resilience at the height of the coronavirus pandemic. Outgoing police and crime commissioner Sue Mountstevens appointed John Smith – the former chief executive of her office who stood as an independent – to the post. Mr Shelford is the former

Andy Marsh and I met last time in 2016 when he was about to embark on the task of improving the morale of a force at a low ebb. I’ve been critical of Avon and Somerset Police, and I shall remain critical in terms of wanting to catch more criminals and prevent more crimes. “Mark, we will be with you and watching you, and wanting

to make sure this force gets a better share of resources from government, that the other criminal justice services also get a better share of resources and that we see vast improvements under your leadership.” How the results unfolded Mr Shelford took an early lead as the first results came in but that narrowed when the final authority, Bristol’s, came in. He was on 136,988 votes, 43,493 votes ahead of Labour’s Kerry Barker on 93,495. With more than 394,000 votes cast, no one candidate had an overall majority so the second preferences were taken into account and Green candidate Cleo Lake, Liberal Democrat Heather Shearer and John Smith, an independent, were eliminated from the race. With the second preference votes included, Mr Shelford received 161,319, some 15,000 ahead of Mr Barker, on 146,293. The turnout was 30.7 per cent, up from 26 per cent in 2016, when Mr Barker came second to Sue Mountstevens with 45.9 per cent of the votes.

Local History - remembering the Queen's Coronation

Long-time Filton resident 'Adnil' has been recalling Filton in the 1950s at a time of national celebration

I

t was 1953 and I was a little 6-year-old girl. The sky was overcast and grey for some of the morning but then the rain came. I remember that I was dressed like a little Dutch girl. My nanny was a great dressmaker, and it was she who had dressed me up. All of us children, we were all in fancy dress. There was a great street party running down Wallscourt Road. I remember the trestle tables and seeing the banners and bunting and all sorts of pieces decorating the street. I lived in one of the prefabs on Roycroft Road. There were so many people, I think everyone from our street were coming into our house to look at the queen on our black and white television. Mum was making fishpaste sandwiches, (as I think many mums would have been on that day) and every person that came into see the queen ate at least one sandwich. All the children had been given coronation mugs by their school, mine was Shield Road Primary. Back then, the iconic Mr Leslie Harris was the headteacher.

Most of all it was the queen that I remembered. Of course, you would, wouldn’t you? It was her day after all. Even though the television was without colour, you could see how beautiful she was. The image of the queen was wonderful, surreal even. To me she looked like a real fairy princess. I still remember thinking of her as I was put to bed, as the men sat around downstairs drinking their stout. It really was a wonderful day.

Covid testing kits at superstore Twice weekly covid-19 testing kits are available for people in Filton South Glos Council is introducing a mobile van that will take rapid (lateral flow) asymptomatic testing kits to communities across the area as part of support for all residents over the age of 16 without symptoms, who are now being encouraged to take twice weekly tests. The specially equipped vehicle will visit up to 14 locations across the district each week, giving people the option of collecting testing kits to complete at home, as well as the opportunity to take a test with guidance from trained staff if you are unfamiliar with the process. For Filton residents, the vehicle will visit Sainsbury's at Fox Den Road, BS34 8SS on Fridays from 9am - noon. It will

also be at Patchway Community Centre, Rodway Rd BS34 5PF, on Sundays, again from 9am noon. The Government is encouraging all residents over the age of 16, who do not have Covid-19 symptoms, to make regular, twice weekly testing, using rapid home test kits, part of their routine as we enjoy the increased opportunities to get out and mix safely with more people. Taking the test is simple, with results in 30 minutes. After taking the test, you are then required to register the result via the NHS website or by calling 119. South Gloucestershire Council’s Director of Public Health, Sara Blackmore, said: “Testing is a really important tool that is helping us to manage Covid-19.”

Thank you for the chance to serve FIRSTLY, thank you. It’s a huge honour to be elected as your Metro Mayor, for this part of the world that I’m proud to call home. And whether you voted for me or not, I’m going to do my best for you and your family. It’s been a bit of a whirlwind since election day. The votes were counted up on the Saturday after polling day – and a big thank you to the counting staff who worked so hard to get us a result efficiently and in a covidsecure way. Then the results were announced aboard the SS Great Britain, a magnificent backdrop to take the helm on a new job! On the following Monday, I was officially sworn in as Mayor at Temple Quay and had my first meetings. I’ll be frank, I think we have some catching up to do. Because I’m not sure many people know we have a Metro Mayor at the moment locally, nationally or internationally. I want to change that, and put our area on the map. A woman I met the other day commented that it had been nice to see “from Somerset”

as a description on my interview on Good Morning Britain. We’re going to have more of that. My job is like Sadiq Khan’s in London and Andy Burnham’s in Manchester. It’s time for Fishponds, Frome Valley or Filton to lead the national conversation! I said during the campaign that my first priority was jobs, and that is why I will be holding a jobs and skills summit in my first 100 days in office. I’m already having conversations with local businesses and education providers about how we can build back better from the pandemic. If you have ideas, do let me know. My politics have always been red and green. We are in the midst of a climate emergency and I plan to bring my knowledge and experience as a former Environment Minister to the table. That’s why later this year I will launch my ‘Green Recovery Plan’. You might have also heard about my plans to make the West of England the bee and pollinator capital of the UK. I know I have a lot of people to meet,

Frantic finish sees MoD charity team raise £10,000 and set public sector ‘gold standard’ A desperate scramble saw a determined team of graduates and apprentices at MOD Abbey Wood raise £400 in the final 12 hours of a charity challenge to hit their target. The frenetic finale saw Team DEStinct, a 15-strong team from Defence Equipment and Support (DE&S), schmooze friends, family and colleagues to reach the £10,000 milestone as part of the Prince’s Trust Million Maker’s Challenge. Since 2008 more than 640 teams have taken on the challenge and collectively raised an incredible £15 million to support young people across the UK.

And their efforts were acknowledged at the Million Maker’s National Final where they received the Dream Team Award for overcoming challenges and demonstrating collective team resilience. Sinead Ward, of the Prince’s Trust, said: “Team DEStinct really were a dream team in what has probably been the most difficult year of Million Makers yet.

News “The team demonstrated unbelievable commitment to the challenge and remained motivated despite all of the hurdles - raising an incredible total in the process. “In a year with unprecedented challenges and when young people have needed support more than ever, the team set the standard for future Public Sector teams and made their mark on the competition.” Team DEStinct, made up of graduates and apprentices from across DE&S, the procurement arm of the MOD, had just seven months to raise the money and were competing against 26 teams from across the UK. They were driven by the knowledge money raised goes straight to The Prince’s Trust, helping fund a wide range of transformative programmes and support packages for young people across the UK. This was particularly important to the team as they realised that the coronavirus pandemic has left young people in freefall all over the UK.

Owner Paul Churchill and hairdressers Shelly and Roxanne have continued to keep Filton looking fresh and proper as they have been doing, for the past 40 years. Paul spoke about some of the differences that have occurred since the lockdowns have lifted. “Our customers are now more aware of their hair. "They have had to look after it themselves for the best part of a year. "We can help them to make sure they stay looking their best.” When they re-opened after the most recent lockdown, customers were eager to get back into the salon. Shelly explained: “It was manic, the phone was constantly on the go and customers were not happy when they had to be turned away.” Roxanne agreed “I have one client who called me throughout the lockdown asking when we

could open, and if she could be my first customer.” Current restrictions still limit how many customers can be seen at one time.
