Bobby Henon: High and dry Amid FBI investigation, City Councilman loses three staffers, two of them to the Mayorâ&#x20AC;&#x2122;s office

hree staffers have departed from City Councilman Bobby Henonâ&#x20AC;&#x2122;s nine-person ofďŹ ce amid an ongoing FBI investigation into the councilmanâ&#x20AC;&#x2122;s union work.

Henon and John Dougherty, who leads the politically inďŹ&#x201A;uential IBEW Local 98 electricians union (where Henon is also employed), have been in the federal agencyâ&#x20AC;&#x2122;s crosshairs for more than two years.

City-funded legal counsel was retained for all of Henonâ&#x20AC;&#x2122;s staff following a raid on his ofďŹ ce last year.

The departures occurred between March and April, according to City Council payroll; two of the three were recruited away by Mayor Jim Kenneyâ&#x20AC;&#x2122;s administration.

Christopher Creelman, who served as former Councilwoman Joan Krajewskiâ&#x20AC;&#x2122;s chief of staff before joining Henonâ&#x20AC;&#x2122;s ofďŹ ce in 1999, resigned in April. Kenney spokesperson Lauren Hitt said that the administration sought out Creelman to oversee capital projects in the Parks and Recreation department. â&#x20AC;&#x153;He was recruited because of his 18 years of experience working on (improvements to existing city-owned facilities) projects for two different City Councilmembers,â&#x20AC;? Hitt said via email.

Creelman earned $103,043-a-year as Henonâ&#x20AC;&#x2122;s chief legislative aide. His new salary is $99,000 annually.

Kenneyâ&#x20AC;&#x2122;s administration also sought out Henonâ&#x20AC;&#x2122;s former communications director, Jolene Byzon, to steer communications for the mayorâ&#x20AC;&#x2122;s $500 million Re3+,/$'(/3+,$:((./< &20

build initiative. â&#x20AC;&#x153;We reached out to her to see if she would be interested in working on communications and community outreach for Rebuild,â&#x20AC;? Hitt wrote. â&#x20AC;&#x153;She then went through two interviews before she was offered the job.â&#x20AC;?

The third staffer, Christopher Dick, who had been Henonâ&#x20AC;&#x2122;s director of research since 2012, resigned in April to continue his education.

Courtney Voss, Henonâ&#x20AC;&#x2122;s longtime chief of staff, said the timing of the departures is coincidental. â&#x20AC;&#x153;It is not uncommon for City Council staff to depart City Council employment and the Councilman has always encouraged staff to take opportunities to grow professionally and personally,â&#x20AC;? Voss wrote in an email.

Byzon and Creelman did not return requests for comment.

Voss said the three positions have recently been ďŹ lled and she anticipates adding one or two more positions this summer.

The cityâ&#x20AC;&#x2122;s Law Department retained legal counsel on behalf of Henonâ&#x20AC;&#x2122;s entire staff once news of the investigation became public.

Andrew Richman, chief of staff for City Solicitor Sozi Tulante, conďŹ rmed that legal counsel remains on retainer for Henon, Voss and remaining staffers.

In addition to his six-ďŹ gure salary as a councilmember, Henon holds an untitled position on Local 98â&#x20AC;&#x2122;s payroll for which he earned $71,711 in 2015. It remains unclear what Henonâ&#x20AC;&#x2122;s exact duties for the building trades union are, although he has said he reports directly to Dougherty.

The FBI had reportedly been wiretapping Henonâ&#x20AC;&#x2122;s and Doughertyâ&#x20AC;&#x2122;s personal phones as part of its investigation for more than a year before the raids last August.

Last week, wiretap intercept â&#x20AC;&#x153;intercept lettersâ&#x20AC;? were sent out to scores of people informing them their calls with either the councilman or the union leader had been picked up. Q TWITTER: @MAXMMARIN

This is what excavators at a job in Old City discovered yet again this summer on the old burial site of the First Baptist Church. By all accounts (pun not included, youâ&#x20AC;&#x2122;ll see what we mean) it was divulged that Williams doesnâ&#x20AC;&#x2122;t really have the scratch to go anywhere, telling prosecutors himself that he has no more than $150 to $200 currently in his bank account. After tendering his resignation as the cityâ&#x20AC;&#x2122;s DA following his guilty plea, Williams was asked by prosecutors how he plans to support himself in he replied: â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve tried to ďŹ gure that out. Help friends? Havenâ&#x20AC;&#x2122;t really thought beyond that.â&#x20AC;?

Farm schooling In Southwest Philly, one after-school program is teaching a literal kind of grassroots literacy â&#x20AC;&#x201C; outside of the classroom.

I

n his three years as a literacy instructor at Tilden Middle School, Cole Jadrosich, 26, has been looking for ways to teach literacy outside of the classroom. He knew a fellow teacher who maintained a few small planter beds in the far corner of the schoolâ&#x20AC;&#x2122;s blacktop. After Jadrosich planted his ďŹ rst vegetable there last year, he started thinking of ways to turn this space into an extension of the classroom.

Since then, that idea has blossomed into an unofďŹ cial after-school gardening program. The schoolyard orchard, which has yet to be named, now has 30 planter beds that yield a range of crops, from okrah to amaranth to strawberries. Schoolâ&#x20AC;&#x2122;s out for the summer, but the grow season is far from over. PW stopped to chat with Jadrosich while he and some students tended to their plants.

Itâ&#x20AC;&#x2122;s been less than a year now. How much progress have you and the students MXO\

made with the garden?

We have around 20 students between ďŹ fth and eighth grade who help tend the garden, but about eight are deeply involved. This is the ďŹ rst year we created an agricultural pipeline program between Tilden, Bartram High School [next door] and Sankofa Community Farm at Bartramâ&#x20AC;&#x2122;s Gardens [which is in the area]. So when they complete eighth grade, they have a chance to get employment over at the farm.

Youâ&#x20AC;&#x2122;re new to agriculture. In a way, youâ&#x20AC;&#x2122;re learning alongside the students as you build these planters. What sparked your interest in bridging urban farming and literacy education?

Iâ&#x20AC;&#x2122;ve always known about the lack of resources in the Philadelphia School District. I knew it was going to be really tough. I especially knew the adequate spiritual and emotional services were not going to be provided for the students. As

a graduate student in education at UPenn, Iâ&#x20AC;&#x2122;ve also been thinking about what skills educators are learning to be better able to help students liberate themselves, tools to make their communities more sustainable and more autonomous.

While you have the support of the school, this work isnâ&#x20AC;&#x2122;t part of the studentâ&#x20AC;&#x2122;s classroom curriculum. Do you have an argument that it should be?

Iâ&#x20AC;&#x2122;m hoping to get out of the classroom and try to establish this into a full-time afterschool agricultural program. Since the summer started, I got a grant through a local church to cover me for a couple months, and Iâ&#x20AC;&#x2122;m out here three or four days a week. During the school year itâ&#x20AC;&#x2122;s hard.

But what Iâ&#x20AC;&#x2122;m hoping to is show that the hands-on [gardening] activity gives us a tremendous amount of raw material to develop literacy skills. When we go through our beds, we ďŹ nd certain insects. We take pictures of them, and then the students take those pictures back into library and we research them. It exposes students to a whole new vocabulary.

Do you ďŹ nd that the students connect better with this type of approach?

Engaging in literacy in this way is so different than, say, just giving kids some random essay. So many kids are disconnected from that strategy because they canâ&#x20AC;&#x2122;t connect it directly with their context and the environment theyâ&#x20AC;&#x2122;re living in. The material isnâ&#x20AC;&#x2122;t connected to their lives. But if we take the experiences from out here, we ďŹ nd literacy that directly connects it.

Give me some examples of ways that youâ&#x20AC;&#x2122;ve discovered the garden as a platform for education.

A lot of my students and their parents are immigrants from Africa. Mali, the Ivory Coast, Liberia. Thereâ&#x20AC;&#x2122;s a very big Liberian population here in the Southwest.

In those countries where thereâ&#x20AC;&#x2122;s not as much urbanization and industrialism, it might be a different experience for them.

But some students, kids who have grown up in Southwest, thereâ&#x20AC;&#x2122;s not a lot of green space. For the most part, itâ&#x20AC;&#x2122;s a sea of concrete.

So the garden gives us a chance to explore literacy through heritage, too. So for example, for our African American students, we can reconnect them to their Af-

rican heritage by growing certain plants.

By growing okra. By growing callaloo.

The garden can connect students with cultural practices that they may have been disconnected from through colonization.

Thatâ&#x20AC;&#x2122;s not just for the African students.

We also grow plants from the Southeast Asian diaspora, because Southwest and South Philly have a very large Cambodian and Vietnamese communities. Thereâ&#x20AC;&#x2122;s a tremendous amount of reading that can be done through it.

Are you able to teach some of the more systemic issues around food justice through the garden? What are the challenges of that?

Lack of fresh food access leads to dependencies on companies and people that we canâ&#x20AC;&#x2122;t hold accountable and that weâ&#x20AC;&#x2122;ll never meet. Like potato chips. [Jadrosich points at the planter where students have grown two types of potatoes.] So we donâ&#x20AC;&#x2122;t know where this stuff is coming from and every time we consume it, weâ&#x20AC;&#x2122;re producing trash. Students really connect with that when we talk about it. We talk a lot about how everything we buy from the supermarket is wrapped in plastic. Iâ&#x20AC;&#x2122;m still working on how to talk about every single angle with the students. Itâ&#x20AC;&#x2122;s hard because some of them are 10 years old. Itâ&#x20AC;&#x2122;s difďŹ cult to give 10-year-olds these complex societal problems.

When we tell them â&#x20AC;&#x153;junk food is bad,â&#x20AC;? it doesnâ&#x20AC;&#x2122;t seem like a realistic problem.

But when we give them a smaller task to do, like growing tomatoes, then solving that mega complication seems a little more feasible. Itâ&#x20AC;&#x2122;s like â&#x20AC;&#x153;Oh, I donâ&#x20AC;&#x2122;t have to stop the junk food industry, but I can grow my own food,â&#x20AC;? which then can in effect counter that system while also empowering themselves.

Has the program helped you build better relationships with students?

I wish you came a little earlier, because we were playing games together. The kids actually taught me a game. So yeah, not being in the classroom, having all this free space, it allows us to laugh and connect about something that we can share together in a different way.
