SEPTAâ&#x20AC;&#x2122;s Crack Epidemic Last summer, it was the Regional Rail. Then it was another weeklong strike. Now this. On Sunday night, SEPTA discovered cracks on the bolster beams of two Market-Frankford Line rail cars. As a precaution according to SEPTA officials, the transit authority pulled another three dozen or so rail cars for inspection.

As you can imagine, Mon., Feb. 5 was another public transit shitshow.

Staying on message about sanctuary cities

C

ity Council President Darrell Clarke caught some flack over the weekend for his remarks on Philadelphiaâ&#x20AC;&#x2122;s sanctuary city status.

With federal and state funding at risk, Mayor Jim Kenney is under pressure to defend his policy limiting cooperation between local law enforcement and federal immigration authorities.

During a Council session Thursday, Clarke, who just five months ago sponsored a resolution commending Kenney for his defense of Phillyâ&#x20AC;&#x2122;s sanctuary status, expressed concerns about the threat of losing federal funding. He was short on details, emphasizing the need for new discussion that includes City Council and other city offices with fiduciary roles.

Clarkeâ&#x20AC;&#x2122;s office clapped back at the press and chatter that followed. â&#x20AC;&#x153;Sensational headlines di storting remarks I made yesterday about potential devastating funding losses to the City of Philadelphia misstate my position,â&#x20AC;? Clarke responded in a statement Friday. â&#x20AC;&#x153;I have long supported, and continue to support, municipal

policies that welcome and protect law-abiding immigrants, regardless of documented status.â&#x20AC;?

But Kenneyâ&#x20AC;&#x2122;s office then fired back with a statement of its own, hinting that Clarke should have raised concerns with the mayor in private before airing them publicly. â&#x20AC;&#x153;The Council President has never once raised these issues with the Mayor. If he had, we would have discussed his concerns and offered information proving them invalid,â&#x20AC;? said Kenneyâ&#x20AC;&#x2122;s communications director Lauren Hitt.

Hitt added that â&#x20AC;&#x153;the â&#x20AC;&#x2DC;reasonable compromiseâ&#x20AC;&#x2122; the Council President offers, joining the Priority Enforcement Program (PEP), no longer exists, as it was eliminated by President Trump.â&#x20AC;?

Clarke, in his original statement, did not suggest enrolling in PEP. The Kenney-Clarke dustup is bad optics, to say the least. If the city is at risk of losing hundreds of million in funding, Kenney and Council need to be on the same page. Both sides are calling for unity hereâ&#x20AC;&#x201D;so get it together.

hiladelphia-based photographer Bradley Maule has ďŹ led a $1 million lawsuit against Anheuser-Busch for allegedly using one of his photographs as the basis for one of Budweiserâ&#x20AC;&#x2122;s neon beer signs.

Mauleâ&#x20AC;&#x2122;s lawyer says that the signs, which Maule noticed during Pope Francisâ&#x20AC;&#x2122; visit in 2015, are a direct copy of one of the photographerâ&#x20AC;&#x2122;s altered skyline shots. The crux of the argument is that Maule included projections of two unďŹ nished buildings, the Comcast Center and Mandeville Place, the latter which was never built.

Innocent until proven guilty. But when in doubt, we encourage major corporations to send their unpaid intern out with an iPhone to steal material from realityâ&#x20AC;&#x201D;not low-wage artists.

Coincidentally, Maule sued District Attorney Seth Williams in 2013 for using one of his skyline photographs as a Twitter photoâ&#x20AC;&#x201D;without credit. That case was settled for an undisclosed amount out of Williamsâ&#x20AC;&#x2122; campaign coffers. Williams said he was the victim of a shakedown. I mean the nerve of these lowpaid artists taking advantage of the powerful, well-connected prosecutors!

Maybe Williams can consult Budweiser about their litigation with Maule for a small fee. Just donâ&#x20AC;&#x2122;t forget to report that additional income, Seth!

A

vandal spray paints on one wall, and it starts a cascade effect, with tags springing up all over.

Authorities clean those up, only to have the process start again a few blocks away.

In the River Wards, grafďŹ ti is a constant problem. Few places get hit as hard as the construction zone under I-95.

In the future, the Pennsylvania Department of Transportation plans to install green spaces, parking lots, and other amenities.

For now, the construction zone is more like a wasteland, with scattered trash and piles of debris. There are stretches, like the one along Richmond Street near Lehigh Avenue, where nearly every support pillar is tagged.

Neighbors are getting tired of seeing it. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s disappointing that theyâ&#x20AC;&#x2122;re investing all of this money and theyâ&#x20AC;&#x2122;re doing this big project to revive 95 and when itâ&#x20AC;&#x2122;s done, itâ&#x20AC;&#x2122;s going to be destroyed by grafďŹ ti,â&#x20AC;? said John MacCalus, a member of the Olde Richmond Civic Association who lives in the shadow of I-95. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s very disappointing.â&#x20AC;? â&#x20AC;&#x153;The grafďŹ ti under 95 comes up at every civic association meeting at least once for discussion as what can we do and it comes up in the town watch meetings because of the petty crime that it brings along with it and it encourages,â&#x20AC;? said fellow ORCA member Chris Sherman. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s persistent and something that everyoneâ&#x20AC;&#x2122;s sensitive to.â&#x20AC;?

According to Sherman, the city has become a much better partner when it comes to cleaning up grafďŹ ti. Over the summer, he started an effort to untag the neighborhood (UNTAG ORCA), walking the streets systematically and

reporting more than 320 instances of grafďŹ ti to the cityâ&#x20AC;&#x2122;s 311 tip line. The cityâ&#x20AC;&#x2122;s Community Life Improvement Program (CLIP) removed them all, usually within two to three business days. â&#x20AC;&#x153;Under 95 is the one place where our hands are tied,â&#x20AC;? Sherman said. â&#x20AC;&#x153;When I walked the whole grid and reported the grafďŹ ti, I didnâ&#x20AC;&#x2122;t even bother going under there because I knew that nothing we did with our efforts would be able to make a difference. You can see itâ&#x20AC;&#x2122;s just a ridiculous amount under there.â&#x20AC;?

The problem?

CLIP isnâ&#x20AC;&#x2122;t allowed to remove grafďŹ ti in the construction zone.

Thomas Conway, deputy managing director of CLIP said, â&#x20AC;&#x153;Due to this location being an active construction site and the safety risks, CLIP does not clean [the grafďŹ ti] as it is the responsibility of the contractor to clean the sites during the construction phase up until completion.â&#x20AC;?

Brad Rudolph, deputy communications director at PennDOT, conďŹ rmed that CLIP is not responsible for addressing the grafďŹ ti. â&#x20AC;&#x153;The contractor is responsible, but

they arenâ&#x20AC;&#x2122;t responsible for covering it until the contract ends,â&#x20AC;? he explained. â&#x20AC;&#x153;Now if it were offensive, very offensive grafďŹ ti markings, then we would make arrangements to cover it and the contractor would do so.â&#x20AC;?

The problems, according to Rudolph, include the scope of the construction project, the cold weather, which makes painting over the grafďŹ ti more difďŹ cult, and also the persistent nature of the problem.

Focusing on the construction zone several blocks above and below Lehigh Avenue, he said, â&#x20AC;&#x153;It could cost $10,000 to cover [the grafďŹ ti] along that stretch.

If we go out there and the contractor paints it now, theyâ&#x20AC;&#x2122;re going to have to go back in who knows how long. And there are so many work zones, so many areas where these structures, beams, and girders are tagged.â&#x20AC;?

Maryanne Trombetta, a member of Port Richmond on Patrol and Civic (PROPAC) doesnâ&#x20AC;&#x2122;t think that things will get better until construction ends and the space under the highway is no longer vacant. â&#x20AC;&#x153;At nighttime, nobodyâ&#x20AC;&#x2122;s there. You

may have cars going by and stuff like that, but nobodyâ&#x20AC;&#x2122;s there,â&#x20AC;? she said. â&#x20AC;&#x153;Letâ&#x20AC;&#x2122;s just say that they did clean it up, I think it would just go right back on.

I see it on the Conrail corridor, underneath the trestles between Somerset and Lehigh every one of those trestles, grafďŹ tied. We clean them up every week and theyâ&#x20AC;&#x2122;re grafďŹ tied right back again.â&#x20AC;?

Trombetta explained that she used to photograph and document the tags in the neighborhood to send to the police, allowing them to identify the perpetrators. The problem was, they couldnâ&#x20AC;&#x2122;t go after them unless they caught them in the act. â&#x20AC;&#x153;You never catch them,â&#x20AC;? she said. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve been doing this since the late 1990s, and Iâ&#x20AC;&#x2122;ve never caught one in the act.â&#x20AC;?

According to both Sherman and MacCalus, the construction zone suffers not just because it is empty when workers arenâ&#x20AC;&#x2122;t there, but also because of the proximity of â&#x20AC;&#x153;GrafďŹ ti Pier,â&#x20AC;? an abandoned pier on the Delaware River that has become a magnet for grafďŹ ti artists from across the city. â&#x20AC;&#x153;GrafďŹ ti Pier is less than a quarter mile from here,â&#x20AC;? MacCalus said. â&#x20AC;&#x153;There are young kids who walk through the neighborhood to go there.

It used to be just staying over there, but now those undesirables who are traveling over to go to grafďŹ ti pier are now stopping underneath the bridge.â&#x20AC;?

MacCalus believes that the mess that has accumulated beneath the highway is a major part of the problem. â&#x20AC;&#x153;The appearance underneath 95, the lack of light, and the lack of cleanliness is contributing to that problem,â&#x20AC;? he said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s inviting that problem. There are no clean sight lines, thereâ&#x20AC;&#x2122;s piles and piles of debris.â&#x20AC;?

MacCalus acknowledges that removing the grafďŹ ti would be expensive, but he believes that PennDOT could save money by hiring security guards.

Sherman isnâ&#x20AC;&#x2122;t sure what could prevent more grafďŹ ti in the future. â&#x20AC;&#x153;Preventative is so tricky with grafďŹ ti. I donâ&#x20AC;&#x2122;t think thereâ&#x20AC;&#x2122;s a magic bullet for that. In my experience, the less grafďŹ ti there is, the less grafďŹ ti there will be.

Finding Freddie Philly GOP alleges Democratic nominee for PA House seat lives in Bucks County.

he Philadelphia Republican Party alleges Dr. Freddie Ramirez, Democratic nominee in the race to replace convicted State Rep. Leslie Acosta, doesnâ&#x20AC;&#x2122;t live in the district, sources told PW, and a complaint ďŹ led Thursday in the Commonwealth Court seeks to have his nomination declared invalid.

Ramirez, president of Pan American Mental Health Clinics, was selected by Democratic ward leaders last week to run in an upcoming special election slated for March in the 197th District, which covers a predominantly Latino and AfricanAmerican stretch of North Philadelphia.

Ramirez claims to live on the 400 block of West Annsbury Street in the Hunting Park neighborhood, which sits snugly within the districtâ&#x20AC;&#x2122;s boundaries. Real estate records show that Ramirez owns property on the block and on Thursday the cityâ&#x20AC;&#x2122;s voter registration ofďŹ ce conďŹ rmed Ramirez to be registered at that same address.

But the complaint alleges that youâ&#x20AC;&#x2122;ll be more likely to ďŹ nd Ramirez on Radcliffe Street in Bristol Township, Bucks County.

According to Article 2, Section 5 of the Pennsylvania Constitution, candidates running for state ofďŹ ce must reside in the district they seek to represent for at least one year prior to their candidacy.

If there is an objection to Ramirezâ&#x20AC;&#x2122;s candidacy the deadline to ďŹ le was Thursday, Feb. 2, according to Com3+,//<:((./< &20

monwealth documents. Furthermore, Monday, Feb. 6 would be the last day to nominate someone new in place of Ramirez, but it would be a tight scramble given the current timeline.

The White Pages do show Ramirez listed at an address on Radcliffe Street, where one of Pan Americanâ&#x20AC;&#x2122;s clinics is located.

In an undated blogpost by Cate Murway about Ramirezâ&#x20AC;&#x2122;s humanitarian efforts in Haiti, the aspiring politician was described as a â&#x20AC;&#x153;Radcliffe Street residentâ&#x20AC;? as well as â&#x20AC;&#x153;a member of the Bristol Rotary.â&#x20AC;?

City records also indicate that Ramirez owes $1,433.39 in real estate taxes from 2015 on his West Annsbury Street home. Furthermore, water department records suggested little to no usage for this billing cycle.

Within the Republican Partyâ&#x20AC;&#x2122;s complaint, four residents near Ramirezâ&#x20AC;&#x2122;s Hunting Park home signed a statement saying they donâ&#x20AC;&#x2122;t believe that the health clinic CEO lives at the property. The Republican Party is running a candidate named Lucinda Little against Ramirez in the special election.

Ramirez did not return calls for comment.

On Thursday afternoon, a man was seen sweeping the vicinity and cleaning up trash from around Ramirezâ&#x20AC;&#x2122;s property. Two sources say that Ramirez was informed that multiple people had been inquiring about his residence earlier this week.

According to criminal court ďŹ lings, Ramirez was charged in 2014 in

Philadelphia for making false statements. Ramirez pleaded no contest to those charges, records show.

Adam Bonin, an attorney representing Ramirez, called the residency complaint baseless. â&#x20AC;&#x153;Dr. Ramirez has lived on West Annsbury Street for more than 20 years.â&#x20AC;? he said.

Ramirez purchased the property in 1988, records show.

Bonin has asked the opposing counsel to withdraw the petition.

A hearing has been scheduled for Wednesday, Feb. 8, at 10 a.m.

Bonin said that Ramirez does not own or rent any residential properties in Bucks County. So how could Ramirez be confused for a suburban resident by multiple sources? Pressed for details, Bonin said itâ&#x20AC;&#x2122;s â&#x20AC;&#x153;personal.â&#x20AC;? â&#x20AC;&#x153;He has dated someone who lives out there, so sometimes heâ&#x20AC;&#x2122;s out there. But he lives on Annsbury, and thatâ&#x20AC;&#x2122;s where he spends the overwhelming majority of his time,â&#x20AC;? he said.

Regarding the Bristol Rotary Club, Bonin added that Ramirez was invited to join as mental health clinic owner in the area. However, regarding the overdue taxes and meager utility usage, Bonin said he had not seen the information. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t have anything to say other than thatâ&#x20AC;&#x2122;s his residence and thatâ&#x20AC;&#x2122;s where he spends the overwhelming majority of his time.â&#x20AC;?

Bonin said he does not believe Ramirez owns property in any other states or countries. Â&#x201E;

Wing Bowl is a hot mess And someone has to clean it up.

was a Wing Bowl virgin on Friday morning, but I had done my homework.

I had steeled myself against prejudice. I had read all the bare knuckled takedowns, the love-it-or-leave-it defense blogs, and the vicey essays about Philadelphiaâ&#x20AC;&#x2122;s most famous day of bacchanaliaâ&#x20AC;&#x201D;I was convinced to go into Wing Bowl with an open mind.

But it turns out I didnâ&#x20AC;&#x2122;t need one.

The cavalcade of strippers and diehard wing fans bored me. It felt campy, oversaturated. The throngs of blotto dudes egging women to show their breasts at 5:00 in the morningâ&#x20AC;&#x201D;you took a Friday off for this? So be it. Not my scene. And so from the press corral on the ďŹ&#x201A;oor of the Wells Fargo Center, like anyone whoâ&#x20AC;&#x2122;s ever been bored at a party, I started ďŹ xating on the least interesting thing about the softcore mess that is Wing Bowl.

Whoâ&#x20AC;&#x2122;s gonna clean up all this bullshit?

I caught a couple of stagehands joking about some milky barf splatter on the hockey arena wall nearby. â&#x20AC;&#x153;Damn, who the hell threw up on the glass there?â&#x20AC;? one guys said, joining the others in laughs. â&#x20AC;&#x153;I ainâ&#x20AC;&#x2122;t cleaninâ&#x20AC;&#x2122; that up.â&#x20AC;?

In between rounds of competitive eating, I would watch the building services guysâ&#x20AC;&#x201D;the ones with the solemn faces, rubber gloves, and industrial trash bagsâ&#x20AC;&#x201D;do the dirty work. But the mess on stage is only a smudge of stadiumwide barf festival.

The Wells Fargo Center staff charged with mopping up all the spilt Miller Light and regurgitated chicken parts and Fireball-scented vomit were are not permitted to talk the press, they said.

But this is Wing Bowl, where the rules are made to be broken. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s worse than any of the sports games or concerts, man,â&#x20AC;? said â&#x20AC;&#x153;Kurt,â&#x20AC;? a veteran building services worker whose name is deďŹ nitely not Kurt 3+,//<:((./< &20

but who I am also not trying to get in trouble with his employer. â&#x20AC;&#x153;The fucking vomit, the fucking ďŹ ghts, the fucking drunk guys.â&#x20AC;?

How many times has Kurt cleaned up puke since the parking lot opened to tailgaters at 4 a.m.? â&#x20AC;&#x153;I canâ&#x20AC;&#x2122;t even fucking count,â&#x20AC;? he said. â&#x20AC;&#x153;Dozens.â&#x20AC;?

In the last few hours, Kurt said he had personally broken up or called security on ďŹ ve ďŹ st ďŹ ghts. He had also summoned ambulances. He claims to have watched medics put tubes up the noses of grown men to pump their stomachs. I looked at my watch; it was only 8:45 a.m.

Meanwhile, back in the pit, another longtime Wells Fargo maintenance worker (and South Philly native, I

should add) shrugged at the turnout this year. He remembers 10 years ago when there wasnâ&#x20AC;&#x2122;t an empty seat in the house at Wing Bowl. â&#x20AC;&#x153;I think people are just getting tired of seeing the same old thing,â&#x20AC;? he said. â&#x20AC;&#x153;Every year itâ&#x20AC;&#x2122;s the same guys eating chicken wings, the same girls from the same clubs.â&#x20AC;?

Indeed, there were many diehard Wing Bowl fans in the audience this year. I wish I could say the drunkenness and the ďŹ ghting were isolated incidents. Regrettably, the Wells Fargo Center doesnâ&#x20AC;&#x2122;t keep stats on this stuff.

But even without looking for it, itâ&#x20AC;&#x2122;s impossible not to notice the frequency of throwing up and the throwing down among Wing Bowlers.

Even Angelo Cataldi, WIPâ&#x20AC;&#x2122;s longtime

sports-radio personality and Wing Bowl co-creator, conceded that the event has skewed far from its original vision, and that people who think itâ&#x20AC;&#x2122;s trash â&#x20AC;&#x153;have a point.â&#x20AC;? â&#x20AC;&#x153;Even we have grave misgivings about it,â&#x20AC;? Cataldi told Philadelphia magazine last year. â&#x20AC;&#x153;What it is now wasnâ&#x20AC;&#x2122;t the plan that we designed 24 years ago.â&#x20AC;?

Meanwhile, there have been mixed reports about Cataldiâ&#x20AC;&#x2122;s retirement and the consequent end of Wing Bowl.

Were Wing Bowl to vanish, how much would it be missed?

I can safely say that building service workers wonâ&#x20AC;&#x2122;t be shedding any tears. â&#x20AC;&#x153;They said this will be the last Wing Bowl,â&#x20AC;? Kurt said hopefully. â&#x20AC;&#x153;But who knows? They said that last year too.â&#x20AC;? Â&#x201E; )(%58$5<

hen Jim Davis ďŹ rst created GarďŹ eld he never imagined how iconic the sarcastic overweight, orange tabby cat would become. Davis, the Indiana farm boy began making comics as a child and named his most famous character, GarďŹ eld, after his grandfatherâ&#x20AC;&#x201D;a gruff man with a soft heart.

Since those early comics in the late 1970s, GarďŹ eld has grown to be an international brand, with movies, TV shows, books, and merchandise galore. In 1981, Davis founded Paws, Inc. a company that employs licensing experts, artists and writers who work to manage GarďŹ eldâ&#x20AC;&#x2122;s global brand.

But itâ&#x20AC;&#x2122;s the creation of GarďŹ eld musical that Davis can now cross off his bucket list. â&#x20AC;&#x153;GarďŹ eld: The Musical with Cattitudeâ&#x20AC;? opened Feb. 3 and runs through Feb. 18 at Walnut Street Theater. The musical tells the story of GarďŹ eld, the overweight, sarcastic kitty who loves lasagna, excited about his upcoming birthday party. But when all his friends seem to have forgotten, GarďŹ eld runs away, only to learn an invaluable lesson in the end. )(%58$5<

that, and I always thought that if I could get GarďŹ eld to last more than two or three years then I could do this for the rest of my career.â&#x20AC;?

Today, heâ&#x20AC;&#x2122;s busy running the licensing company, and Davis relies on a staff of cartoonists to draw the daily comic strip.

However he himself drafts and sketches multiple strips at one time, and of course Davis has the ďŹ nal say on the ďŹ nished product. With so much behind the orange tabby and for so many years, it may come as little surprise GarďŹ eld is the worldâ&#x20AC;&#x2122;s most widely syndicated comic strip.

For Davis, the pleasure of creation is in the joy it brings others. This city has been great to me. Iâ&#x20AC;&#x2122;ve come here twice in a row [for the annual Wing Bowl] and Iâ&#x20AC;&#x2122;ve walked away with money in my pocket and a car [and a Harley Davidson] from winning the event.

But itâ&#x20AC;&#x2122;s not just the prizes. I come here and people know who I am. Look, I shaved my freaking head and people still know who I am and they want to take pictures with me. Iâ&#x20AC;&#x2122;m a competitive eater, Iâ&#x20AC;&#x2122;m not famous at all but the respect you get here is amazing.

You know I go to some places and people see what I do, and how I look and think â&#x20AC;&#x2DC;why does she do this to her body?â&#x20AC;&#x2122; Why does she want to hang out and be associated with all these gross men?â&#x20AC;&#x2122; But Iâ&#x20AC;&#x2122;ve never had that when I come here to Philly. From the time I land at the airport to the time I pack up to go home itâ&#x20AC;&#x2122;s full on respect. Respect that feels authentic.

Philadelphia is different. It just feels real. The people here talk a certain way, you know youâ&#x20AC;&#x2122;re talking to someone from Philly.

Even you, you even talk different but I like it. I go on the radio with Angelo [Cataldi of WIP 94.1-FM] and itâ&#x20AC;&#x2122;s so much fun. I feel welcomed by him and the whole crew. We all just want to feel like someone cares about what you do and even if they donâ&#x20AC;&#x2122;t understand why you do it, to take the time to get to understand before you just judge is important to me.

[Laughs] I was waiting for a ride once and this lady comes up to me and says â&#x20AC;&#x2DC;what do you do?â&#x20AC;&#x2122; I told her that I travel and do competitive eating contests. It turned into a 20 minute conversation. This woman wanted to know everything about it, why I do it, what my kids think (which I told her I never involve my kids), it was great. She really cared; she didnâ&#x20AC;&#x2122;t think it was gross or weird, she made me feel important.

I always have fun coming to [Wing Bowl]. Iâ&#x20AC;&#x2122;m a competitive person and Iâ&#x20AC;&#x2122;m surrounded by other competitive people, but it feels great. That day, you feel like youâ&#x20AC;&#x2122;re apart of a family. I know Wing Bowl has its critics, but itâ&#x20AC;&#x2122;s an important day for me. I get a kick out of it and I get a kick out of coming back to Philly.
