t’s time for the residents of HSR Layout to raise their voice.

Become more active and take charge of the deteriorating civic infrastructure. Whether you are a tenant or the owner of property, it’s your duty to ensure that your civic rights are not taken away from you. It’s time for the BBMP, local politicians and the state government to get their act together for their own survival.

Here is what I think should be the road map for the comprehensive development of HSR Layout…

• All footpaths and land encroachments should be removed without fear or favour by the BBMP and traffic police.

• All incompetent office holders in resident welfare associations (RWA) should be turfed out to make way for the more competent and efficient residents.

• Only those residing in HSR Layout should be allowed to hold posts in an RWA. Just because you own a house or land here cannot make you the secretary or president of the association.

• People belonging to various political parties should be thrown out of the RWA. Only then can the RWA be apolitical and unbiased.

•

If RWAs cannot be cleansed, individuals should take up various causes and make a difference. Because one person can make a difference. To begin with, use LED lights, segregate your garbage, take cloth bags with you when you go out shopping to minimise plastic usage, use public transport, car pool, work from home, cycle to work, and importantly, obey the law.

Avoid haphazard parking and honking. Don’t play loud music at home that would disturb your neighbours. Be an Indian first and show your intolerance towards those who violate the law.

• Be a good neighbour. Be a good Indian. Jai hind!

NEIGHBOURHOOD NEWS PLASTIC FOR ROADS

Quoting from a recent newspaper report, Sector 1 resident Syed Imran says, “Using plastic for laying roads is an expensive affair.

But if the quantity of other materials is reduced and plastic increased, the cost will balance out. If they do decide to use plastic for laying roads and potholes appear sooner than they are doing now; they will say, we used junk anyway to build these roads”. The truth is that the BBMP had done this earlier but abandoned it because of the high costs. “But then, the roads will have a longer life,” says resident Kavitha Reddy. “If the cost is higher, so is the life of the road.

The project was abandoned not because of the higher cost, but because of the existing road-laying lobby.” So why are the existing roads bad? Sector 2 resident and scientist RS Hiremath has the answer: “Plastic is possibly the cheapest mix with bitumin and by far one of the best binders. What is put now in the name of bitumen is burnt waste (rubber tyre) mixed with waste

WHITHER BWSSB?

Sector 6 Ramesh Chandra has pointed out the lax manner in which the BWSSB is using manholes to give sewage connections. “There are two such cases on 9th main and one on 5th Main. This may be the new rule from BWSSB. No road cutting permission from BBMP is required. Just stick a four-inch plastic pipe in the manhole.” RS Hiremath of Sector 2 said this is “illegal and dangerous”. Syed Imran of Sector 1 asked Ramesh to call BBMP Sahaaya and file a complaint. If you come across a similar issue, call 2266-0000. They will SMS you the complaint number and the mobile number of the engineer to whom this ticket is assigned. Replies Ramesh: “This comes under BWSSB and I have complained but they have not taken any action.” If you have any BWSSB related issue like this, call and pressurise assistant executive engineer Nagendra at 98454-44037 and also file a complaint to BWSSB

oil and a small tiny bit of bitumen.” The Karnataka Land Army Corporation (KLAC) was asked to tar the roads and they did do it in one stretch of Koramangala.

But nothing after that. Again, it was presumed to be the lobby at work here. The moral of the story? Every problem has a solution. To fix bad roads, you either get the KLAC, plastic roads or cement roads and make them last long. The state government has to act now before they embarrass themselves again. There are other ways to make money. Keep the civic amenities insulated like water, garbage, roads and civic amenity sites.

RESIDENTS GET AN ISSUE RESOLVED IN RECORD TIME

Thanks to Syed Imran’s prompt inputs and guidance, Sector 6 resident Major (retd) Nagthan remedied a major problem on 15th Cross, 9th Main. “I relentlessly pursued on the ‘IChangeMyCity’ platform to vacate the unauthorised parking of sand lorries who were dumping heaps of jelly on 13th Cross between 9th Main and 14th Main. HSR GETS ITS OWN TRAFFIC POLICE STATION

Thanks to the untiring efforts of BNR Reddy, the previous chairman of The Federation of HSR Layout Residents Welfare Associations, HSR Layout now has a new traffic police station on outer ring road, opposite Iblur army campus. This is exactly where the old HSR police station used to be. However, this station headed by inspector Rao Ganesh Janardhan (99009-92998) will only serve Sectors 1 to 4. The other sectors will still come under Madiwala police inspector Vasu (94808-01804). Thankfully, both are competent officers.

Wassup HSR? WILL NOT PAY PROPERTY TAX

Sector 2 resident Meera Mahajan and the secretary of KHHSP RWA that organised the KCDC protest with Residents Watch on October 31 has a revolutionary idea. Until the Karnataka Compost Development Corporation (KCDC) cuts down its waste intake to 70 tonnes a day, the residents should not pay property tax. “I like the idea of not paying property tax this year as a form of protest. We’ll pay penalty after everything is sorted out.” The irony of it all? “Last year, only 50% of property tax assessees paid their taxes,” says resident Syed Imran, citing a news report. “So the BBMP’s logic

is that the residents who are already paying property tax should be taxed more to meet the civic agency’s revenue targets.”

The issue of a complete plastic ban is hotly debated in HSR Layout. Sector 3 resident Shanthi Tummala says, “Seven lakh people engaged in the plastic industry becoming jobless is a concern, not an easy thing, but not impossible if they understand the consequences and menace that the plastic carry bags are causing. People ask for more plastic bags, so they can dispose off garbage. It is a huge mess. Why can’t an alternative be shown to those workers?” RS Hiremath has the inside story: “The plastic bag industry had it coming for a long time now. They knew the ban right from the 1990s but they kept pushing it through various frivolous counter cases. Fully biodegradable bags made from starch are available but this industry is cleverly throttled by the government of India. Need solutions? There are many. I need a

strong NGO who can help me walk the last mile. I have the technology.” Can any NGO stand up and lead the charge?

ZERO DESILTING OF DRAINS

When it rains rhinos, Bangalore is caught off guard. The drains overflow and the rainwater and sewage get on to the roads and flood the low-lying houses, apartments and warehouses. “The main culprit is zero desilting of drains! But the money is religiously spent… on paper atleast,” says resident RS Hiremath.

80% SEGREGATION IN SECTOR 3

Shanthi Tummala is proud of her solid waste management team.

“We reached 80% segregation in Sector 3,” she says. “Now we are going to target 100% segregation, conduct sessions on individual composting and cancelling blackspots. Since I stay in Sector 3, I could find lane-wise volunteers, so that it is sustainable.” Laudable, indeed. We only urge her and the BBMP to ensure that the garbage auto guys are compulsorily asked to wear gumboots, masks and gloves. Some basic training on hygiene is a must for them.

It’s about time.

Rampant footpath encroachments hogged the limelight in November and December. The residents are angry with this and the first job that the new traffic inspector Rao Ganesh did was to remove all the encroachments on 24th Main and 27th Main. In addition, if every resident takes the trouble of telling the commercial establishments to behave, the more pressure we can build over them and get the work done. So we would appeal to each resident to do their bit in putting pressure on the violators. The authorities are not doing anything because the residents are turning a blind eye to violations, and sometimes are themselves violating the rules. Raise your voice and you will be heard. FEEDER BUSES FOR HSR LAYOUT

Following the super success of Open Streets (No Vehicle Day) in HSR Layout recently, the BMTC introduced three kinds of bus services on November 14. First, Agara to Silk Board plying within layout covering all sectors, four Corona buses, frequency 25 minutes. Two, ITPL, 6 Volvo services, frequency 30 minutes starting 730 am. Three, Electronic City, 6 Volvo services, frequency 30 minutes starting 730 am. The inauguration was on November 14. However, one notable mistake by the BMTC was making Agara as the starting point for all the feeder buses when it should have been the Bescom sub station at the junction of 27th Main and 24th Main. It’s a long pending demand of residents that never got heard.

And the result was there to be seen. Thanks to lack of awareness and improper planning, the feeder buses didn’t find many takers. To top that, they were not to be seen during peak hours, perhaps due to the Silk Board traffic jams. Therefore, within a month of their launch, the BMTC terminated two of the four

Similarly, get the iron and steel shops on the playground removed. They are encroachments by vested interests. After fighting the High Court judges in a long-pending court case, residents are now fighting the local politicians who own these establishments. Who will bell these land sharks? feeder buses (Route no FDR 1) plying within HSR Layout. Instead, it introduced two new bus routes: Route number 340 A and 348 M. Both buses ply from Majestic KBS to Majestic KBS and pass through all the bus stops as planned for the feeder services within HSR. Route no 340 A goes along this route: Majestic-corporation circle-Shantinagar bus stand-Jakkasandra. It enters 27th main in HSR and exits from 5th Main and on to the Outer Ring Road to Silk Board before heading in the reverse direction to Majestic. Route no 348M maintains the same path except that it turns into Madiwala market, connects to silk board and enters 5th main and exits HSR through 27th Main to join Jakkasandra and then onwards to Majestic. “The frequency for both the bus services shall be 25 minutes and the services from Majestic starts at 5.30 am and ends at 8.30 pm.

Perhaps, two feeder buses that start and end in HSR Layout would be a better idea.

Wassup HSR? GARBAGE MANAGEMENT IS NOW ‘OUR’ PROBLEM

With successive governments overly relying on unscientific landfills and processing units, the issue of garbage management has become a buzzword in Bangalore. Do you live in an apartment complex? Do you want to process your apartment complex’s garbage instead of dumping it on the BBMP? “If the answer to both the questions is yes, visit ‘earthrecycler. in’,” says Sector 1 resident Syed Imran. “It’s a well-established private company based in Chennai that is recognised by the TN government.

They just need 2000 sq. ft. of land to recycle garbage from 500 households. Each household should agree to pay Rs 100 per month for this recycling service.” Ofcourse, there are other providers that charge much less and some even offer to do it for free. Do your research and find the best company that suits your needs and take charge of your garbage now.

RS 3 CRORES ALLOCATED, BUT 3RD MAIN NOT TARRED IN 7 YEARS

Murali, a resident of Sector 7, is fed up of the apathy shown by the BBMP for not blacktopping 3rd Main in the last seven years. “Six years ago, before the BBMP elections, Sector 7 was awarded a tender of more than

Rs 5 crores where this road was also included,” he says. “I approached the BBMP several times with a written complaint, but no use.” Sector 1 resident Syed Imran urges all such disgruntled residents to lodge such complaints through ‘ichangemycity.com’. It’s the same story in Sector 3 where patchworks have ruled the roost and very few roads have been re-tarred. Ask new HSR corporator Gurumurthy Reddy about this and he throws up his hands with a prompt, “No budget”.

Only an RTI will reveal how much money was given for HSR roads in the last decade and how much money was actually spent.

‘HaSiRu Mithra’ for garbage management

HSR residents team up to solve their neighbourhood crisis

fter the KCDC protest, the residents of HSR Layout and Somasunderpalya have teamed up again to form HaSiRu Mithra. It’s a motley group of civic activists whose aim is to make HSR Layout 100% complaint in garbage segregation. While 80% of Sector 3 is already segregating the garbage for some time now, the other sectors are catching up, thanks to this new all-encompassing initiative.

This approach gets everyone on board: resident welfare associations, domain specialists, local politicians, city corporation (BBMP), civic activists and residents.

The approach is to conduct a series of awareness campaigns through pamphlets, hoardings, signboards and workshops on segregation, composting and sustainability. “The aim is a gradual reduction of single use items made out of plastic and paper, encouraging the usage of eco-friendly products by promoting more sustainable options,” says Kavitha Reddy, member, HaSiRu Mithra.

The first such workshop was conducted last month

at the mini forest park in Sector 1. More than 100 residents turned up for the event that was widely publicised in Bangalore Mirror, Prajavani, Deccan Herald and Garden City Plus newspapers. After this, many more workshops, road shows and black spot eradications have happened across HSR. Some of the active members of this group whose media partner is Residents Watch include Lalithamba V, Arathi A, Smita Kulkarni, Navreen Hussain, Parul Jain, Bhagirath Iyer, Rajesh R, Srikanth K, Syed Imran, Shanthi T, Sanket Jain, Anis Padela, Lakshmi S and Brig (retd) RS Murthy. The idea is to work with all the apartment associations and sector resident welfare associations across HSR Layout, Somasunderpalya and Mangammanapalya for a cleaner, greener neighbourhood.

What is waste segregation or garbage segregation?

It means keeping Wet Waste, Dry Waste and Rejects/Debris separately so that Dry Waste can be recycled or disposed off scientifically. Rejects/Debris can be treated and sent to landfills while Wet Waste can be composted (converted to manure) or used for bio-gas production.

Where is the HSR waste sent after the collection?

The Wet/Organic Waste of 6-7 tonnes per day goes to Karnataka Compost Development Corporation (KCDC) located in Somasunderpalya. The Dry & e-Waste goes to Dry Waste Collection Center (DWCC) on 24th Main in Sector 1 for segregation and later sold to recycling units. Rejects/ Debris goes to BBMP-identified landfills.

How do I dispose off bouquets?

Separate the flowers and leaves, place them in the wet waste bin and the rest (sponge, wire…) in the dry waste bin.

HSR Ward 174 generates about 22-25 tonnes every day, taking the per person waste generation to about 200-450 grams per day.

And the composition of waste generated in Bangalore is 32% recyclable waste, 60% organic waste, 6% debris/rejects and 2% medical waste.

How to dispose off oil/gravy?

The oil can be disposed off directly into the drain. The gravy can be let into the drain and then placed in the wet waste bin.

How many bins to have at home?

Three bins and one bag are mandated by the Karnataka High Court. One bin for wet waste and another for rejects/ dust/debris. Another bin or bag for recycle-able waste. E-waste can be given in a separate cover in the recyclable waste bag itself.

Can I give wet waste in a plastic bag, because the bin gets dirty?

No, don’t. Layer the bin with a newspaper. Remove or drain the excess water in the waste and place it in the bin directly. The

newspaper will ensure the bin stays clean. Once the wet waste is taken, rinse the bin and reuse.

Should I pay the collector?

No, don’t. They have a contract with the BBMP for garbage collection. If the collectors demand money, inform the BBMP Health official.

Can we compost our waste at home/school/apartment/ restaurant?

Yes, you can. There are small and medium scale options for composting. The compost can be used for the plants and trees in the garden. Wet waste can also be converted into biogas, an alternative cooking fuel.

If I order a takeaway, do I rinse the plastics bags/containers?

Yes, any plastic containing food has to be rinsed with water and dried before being put into the dry waste bag.

How do I dispose off dog or cat poop?

Wrap the pet poop in a newspaper, and put it in the Debris/Rejects bin.

I have dependent parents/ grand-parents/in-laws and children in my house and find it difficult to enforce all these practices. What can I do?

Place the bins in the locations where the waste is generated. If you have old people or babies who use diapers, place a rejects bin in the room where they stay and line it with a newspaper, so that it is easy to handle used diapers. If there is a lot of food waste generated in the children’s bedroom, place a small Wet Waste bin in the room and a larger bin in the kitchen.

Similarly, train your maid on waste segregation.

Don’t blame her. It is your responsibility now.

Nobel-nominated HSR teacher Santhi K fights for children with special needs

S As teachers, if we can inspire kids, they could grow up to take up teaching as a profession.

Teachers can make a society. We have to inspire and encourage the teaching profession.

ector 2 resident Santhi Karamcheti has done HSR proud. The 30-year-old is one among the four teachers from India to have been picked for the Nobel Prize in Teaching. This is no mean achievement considering she’s in the Top 50 globally, and handpicked from over 8000 applications across 148 countries.

Santhi is in the field of educating differently abled children (intellectual disability, hearing problems, cerebral palsy, autism, Attention Deficit Hyperactivity Disorder, Down’s Syndrome and so on) for the last eight years.

In HSR Layout, Santhi is running EDventure Academy since 2011. Her goal is to get children under the age of 12 to go back to mainstream schools. There have been cases where she has given recommendation letters to schools for admission after having trained these kids for anywhere between three months and three years. “In the last four years, eight children have gone back to school and the older children are being taught pre-vocational and vocational skills by me.

Some take three years to get the adequate training and some take more time, after which the parents will have to continue to train their kids at home. My mission cannot be a success without the parent’s involvement.”

She has trained over 500 children so far and right now, she has 20 students between two-and-a-half years and 23 years coming to her. “Some parents are already teachers at ResidentsWATCH - HSR Layout

my school and a few students will soon start teaching too,” she says.

Santhi now plans to bring back juvenile delinquents into the mainstream and train regular school teachers to become educators of children with special skills. “Teaching children with special needs is no rocket science,” she says. “It is easy and highly satisfying. Teaching them is my responsibility and not a social service. It is what I’m born to do.”

NOBEL RECOGNITION A few parents of my special children, friends and family members have nominated me for the Global Teacher Prize-2016, which is considered the Nobel prize in teaching. I had to write essays about my achievements with evidence, testimonials and videos. The whole process was overseen by Pricewaterhouse Coopers (PwC) who also supervise the Oscar awards. The process took around two months.

The reason I gave was that the award was a gesture of respect towards the ones who took time and nominated me. The other reason is that it is time to unearth thousands of stories of teachers who have transformed young peoples’ lives and through this, raise the respect of the entire teaching community.

HER LIFE LESSONS If we look at children with special needs with sympathy, we fail them and ourselves.

We need to look at them with empathy. That is when you will accept and treat them as equals or even superior to you in some ways.

These kids have hidden talents and are the real unsung heroes. I’m waiting for a day when the staring at children with special needs stops completely. That is the first step towards an inclusive society. The second step is to stop sympathising and start empathising.

RIGHT TO EDUCATION If inclusive education begins, the children in regular schools will develop a sense of responsibility from their childhood days.

Their act of ‘staring’ stops and empathy becomes an integral part of learning. Social skills will also easily. I have seen them happen. Unfortunately, there is still a lot of stigma and a few myths attached to inclusive education at regular schools. school only if the child has no behavioral issues and is able to sit through the class without a hassle.

QUALITIES OF A TEACHER The teacher needs to have a sense of empathy, a pinch of patience and know how to make the best use of their common sense.

They need to understand that schools are for everyone and every child has the right to go to any school they wish to.

EDUCATIONAL REFORMS The change should happen from all quarters. The children with special needs are changing, and so are their parents.

The parents of mainstream children also play a key role in inclusive education.

The teachers need to be given awareness programs on various special needs, including a workshop on making them understand that inclusive education is no rocket science.

Some simple classroom modifications and recommendations will do the job. Mainstream teachers need to be more confident and go the extra mile to accommodate them. I have seen many regular teachers already doing that. They are the real heroes. Without their knowledge, they are building a responsible, inclusive society.

DID YOU KNOW? Exactly a century ago, an engineer of the British government discovered an Iron Age megalithic site near Bellandur tank. Rao Ganesh Janardhan is just what HSR traffic needed

T ACTIVE POLICING Rao Ganesh was with the Shivajinagar police station for five years. Much of his other stints have been short-lived in areas like Ashok Nagar, Gauripalya, Jalahalli and Yeshwantpur.

We hope he will complete atleast five years in HSR Layout with active support from residents.

he newly appointed HSR Layout traffic inspector Rao Ganesh Janardhan (35) means business. The moment he was placed on the job, he figured a way to decongest the Ecospace junction on Outer Ring Road in Bellandur. Back in HSR Layout, Rao Ganesh began removing footpath encroachments, particularly 24th and 27th Main Road. With a welcome mix of bonhomie and indirect coercion, he was able to remove many impediments on the road. Earlier, these encroachments had compelled pedestrians to abandon the footpaths and take to the road, causing many accidents and near misses.

Not that he hasn’t had his share of detractors. Rumour was rife that he would be transferred because he was considered a nuisance. Ofcourse, he was only doing his job.

On December 20 event of Cycle Day, Rao Ganesh was felicitated by the residents for his proactive public stance.

HaSiRu Mithra, the newly-formed group of residents to tackle the issue of garbage in HSR Layout, gave him a bouquet and egged him on with his clean-up drive. If you have a problem or words of appreciation, call him at 99009-92998.
