The Galician Coastal Management Plan (POL) is an instrument for the comprehensive integrated planning of the coast. It was enacted by Law 10/1995 of the Galician territorial management, the aim of wich is to establish “ guidelines, principles and general rules for the urban planning of the coastal area that are, based on durability and sustainability criteria, as well as guarantee the necessary regulation to guarantee the conservation, protection and enhancement of the value of coastal areas.” 4835000

This document represents a key instrument in the establishment of a reliable normative framework for the protection of the Galician coast. It helps in moving forward towards a fairer and more competitive society, wich is simultaneously more committed to sustainability and the environment within the framework of a dynamic and innovative territorial model. The POL rises from the conviction that environmental protection does not simply mean limiting development. Rather, to protect a territory is to manage it, organizing its uses according to its natural and anthropic configuration as well as its processes and dynamics. The POL is furthermore a tool for the dynamic management of a territory. That is to say, the territory is perceived as the result of the interaction of various dynamics – dynamics that operate on different spatial and time scales but effect the same scenario, where different performances converge in systemic terms.

One of the distinctive characteristics of this Plan is the use of analysis and characterization of the landscape as a methodology that enables a new way to read and map the territory. But this Plan is above all a useful tool for the management of the coast. For this reason, in addition to a complete analysis report, the Plan includes a catalog of procedures for future growth proposals and norms for determining levels of compatibility for development. It also includes recommendations for revaluating existing built ensembles that are not in accordance with the proposed model.

In a move relevant for coastal management on an international level, the plan proposes a new zoning model, the structure of which is based on different superimposed and complementary elements interacting in a dynamic process. This structure enables the model to register the peculiarities of each sphere of study. With the help of this model, the plan defines the basis of a green coastal infrastructure composed of elements relating to natural dynamics; in addition, it also brings forward a proposal for ecological corridors . Furthermore, all the anthropogenic dynamics at play in the territory, which – at different scales and durations – constitute the material as well as immaterial cultural heritage, configure the “brown infrastructure” . Both infrastructures complement one another, drawing the environmental and cultural framework of the Plan and defining a series of uses and elements to be appreciated and integrated in the different processes of spatial planning.
