A Republican-led Guam Legislature will provide a better life for all! In addition to fully supporting the Republican Party Platform which includes but not limited to; Limited Government, the Rule of Law, Peace through Strength, Fiscal Responsibility, Free Markets, Human Dignity and Pro-life, we fully intend to address the following issues that are negatively a ecting our community.
First We will enact legislation to support apprenticeships for all qualified Employers
• We will support the Guam Community College (GCC) in pursuit of facility expansion to create a nursing school [We need more nurses].
• Expand the police cadet program and Guam Police Department (GPD) apprenticeship. [We need more Police o ers].
• Pilot teacher apprenticeship [We need more teachers].
• We will seek to have foreign-sited U.S. Corporations relocate to Guam.
Second Strengthen & prioritize Law Enforcement
• We will eliminate the Chief of the Guam Police Department and move to an elected Sheri .
• Require three Police training cycles per year.
• Expand the Drug Courts.
• Increase mandatory sentencing for drug dealers.
• Law enforcement disciplinary process should be publicly disclosed.
• Increase deportations for non-US o enders.
Solve our Medical Care Problems Third
• Don’t make our citizens leave Guam for medical care. Bring those services to Guam by passing legislation enabling the Guam Economic Development Authority (GEDA) to create a Healthcare Qualifying Certificate (QC).
• Have GEDA form a task force to solicit Request for Proposals (RFPs) from major medical providers in the United States to expand their presence with hospital facilities in Guam.
• Establish a Regional Hospital.
• Seek Federal assistance [US Department of the Interior, US Department of Defense, US Department of Veterans A airs, US Department of Health and Human Services, US Department of Agriculture, Interagency Group on Insular A airs].
• We will protect human life in all its forms.
Provide better education through Self-reliant Schools Fourth
• Provide better education through better functioning schools that are responsive to parents.
• The Attorney General of Guam has standing to enforce “The Every Child Is Entitled To An Adequate Public Education Act (PL-28-45).
• Guam Education Board required to adopt policies to accomplish;
º Mechanics & Maintenance technicians who can install and repair aircons, fix plumbing problems and perform similar tasks will be directed by the schools to bring school into compliance with the PL 28-45 and maintain compliance.
º Guam Department of Education Superintendent must publish quarterly compliance reports.
º Budgeting will reflect the PL 28-45.
º Guam Department of Education Superintendent certifies bona fide parent organizations which can establish advisory teams and shall meet with the teams on a monthly basis.
• The Office of Public Accountability shall conduct performance audits; to include compliance with PL 28-45.
Mandate Public Communication & Transparency Fifth
• A Republican-led Guam Legislature will provide for citizen-friendly enforcement of the Open Government Law and the Sunshine Reform Act of 1999 to enforce transparency. Citizens will have access to the new financial management system for financial transparency.
• Open Government Law-amend law with Attorney General of Guam standing to enforce, adding a penalty of a $1,000 fine and Executive Sessions must comply with the same policy when legal counsel is attendance.
• Sunshine Reform Act of 1999-amend law with Attorney General of Guam standing to enforce, Magistrate Judges of the Judiciary of Guam to have jurisdiction to hear petitions for relief to include injunctions and temporary restraining orders (TRO) facilitated by laymen-friendly forms developed by the Superior Court of Guam, related filing fee reduced to $100.
• The Republican Party of Guam is committed to transparency and accountability in all financial matters related to the government of Guam. To ensure this, we will provide the public with adequate access to accurate and timely information regarding the utilization of both local and federal funds, including cash flows such as revenue and outlays that involve the collection of taxes and fees, as well as the disbursement of funds for various local and federal functions. This information is essential to provide the public with a front-row seat in managing and controlling local and federal activities. Our goal is to keep the public informed and secure in these matters.
• Draft new legislation to ensure government procurement actions (to include emergency contract bids) are fairly competed and awarded.
Empower the Public Auditor Sixth
• Enact legislation that ensures the Office of Public Accountability receives 0.25% from the Executive Branch Budget of the Government of Guam each fiscal year.
• Propose Office of Public Accountability In-House Counsel.
• Mandate that the Public Auditor of Guam performs public audits in compliance with “The Every Child Is Entitled To An Adequate Public Education Act (PL-28-45).
Direct Emergency Funding for Guam Mayors Seventh
• Create a new subsection (u) added to 5 GCA § 40112 to read:
º 40112 (u) To serve as a quasi-municipal corporation in order to perfect eligibility for grants and programs administered by departments or agencies of the federal government.
Beat Cabotage and Jones Act, and save you money Eighth
• Work with the United States Congress and the White House to reform the Merchant Marine Act of 1920 or The Jones Act in order to drive the cost of goods down in Guam.
• Allow for a larger gateway through Hawaii.
• US Flagged, US crewed but foreign built.
• Allow for the creation of a shipbuilding and/or ship repair industry on Guam.
• Work with local importers on enhancing their supply chain.
• Work with stakeholders to modernize the United States Merchant Marine.
• Reduce cabotage regulations in order to provide competitive air transportation.
Fight for Veteran Benefits & Strengthen Military Affairs Ninth
• Identify all Veterans of the United State Armed Forces on Guam.
• Work to register all Guam Veterans with the US Department of Veterans A airs Administration so they can receive earned benefits.
• Work with the federal government to realign the medical support structure for veterans in the region (Republic of the Philippines versus the US Territory of Guam).
• Work with stakeholders to construct a Regional Medical Facility to support all Veterans in the Western Pacific (Commonwealth of the Northern Mariana Islands, Republic of Palau, Federated States of Micronesia, Republic of the Marshall Islands).
• Continue to Support Regional programs such as the Guam Vet Center.
• Separate the Guam Office of Veteran Service from the Office of the Governor of Guam to be a stand-alone instrumentality of the Government of Guam.
