I
t is our privilege to introduce the 2020 Jasper County Indiana Fact Book, a production of the Rensselaer Republican and Kankakee Valley Post newspapers. We hope that this publication will serve as your guide to Discover Jasper County. Jasper County, settled in 1832 and named in honor of Revolutionary War Sergeant William Jasper, is perfectly located south of Chicago and beautiful Lake Michigan and north of Indianapolis. Intersecting highways, railways, and waterways allow for easy transport of goods. Abundant transportation resources paired with the area’s naturally rich soil make Jasper County a leading agriculture producer in Indiana. Jasper County is truly a place for everyone! The county combines quaint small towns with developing cities. If you are looking for up and coming unique downtown scenes or more rural experiences, Jasper County can provide both within a matter of miles. The Kankakee and Iroquois Rivers, along with Jasper-Pulaski State Wildlife Area provide ample access to fishing/ hunting, camping, hiking, and birdwatching. Close proximity to cities like Chicago and Lafayette/ West Lafayette allows you to “Bear Down” or “Boiler UP” and expose yourself to vibrant city life. An art-infused culture mixed with unique local shops, restaurants, breweries, and wineries. There is so much to discover when you live in or visit Jasper County. 2019 was year that introduced many changes to Jasper County and its residents. We celebrated the announcement of Inteplast and their investment in Remington, committing to the creation of approxi-
mately 40 future jobs. We saw the infusion of public art into our communities, creating excitement and vibrancy. Then we experienced the devastation of the Town Mall fire in Rensselaer in November, but also felt the resolve of the community in the wake of it all. Jasper County has been working together to find solutions for these issues, with the Jasper County Economic Development Organization (JCEDO) spearheading a lot of discussions. The future for the county continues to look bright. JCEDO has been around since 1986 and continues to run on the resiliency of our community and the opportunities that keep knocking on our door. As one of the few rural counties in the state with a growing population, we are primed to see unprecedented growth in the agricultural, industrial, and residential sectors. JCEDO is poised to seize this momentum by: • Increasing opportunities for small businesses. • Improving relationships with existing businesses. • Continuing to grow and attract a strong workforce. • Enhancing tourism and community development efforts. • Building a stronger relationship with the community that we serve. The Jasper County Tourism Commission (JCTC) is the lead entity guiding the countywide tourism initiative and invests in productive activities designed to increase the economic impact produced by visitors’ spending at hotels, restaurants, attractions, events, and other tourism-oriented businesses. Jasper County Economic Development Organization (JCEDO) provides administrative oversight and professional staffing services to the JCTC’s efforts. Through our work we seek to grow the county tax base by leveraging increased business investment and job creation.

Town of DeMotte The Town of DeMotte, which is located in Northern Jasper, was named after Civil War veteran Mark DeMotte, who served as a first lieutenant with the Indiana Light Artillery

Town of Remington Remington, situated in southern Jasper County, was founded in the spring of 1860 and was a small farming community known at that time as Carpenter Station Suzie Flickner or Carpenter, after Carpenter’s Creek. The name later changed to Remington, perhaps the name of a local storeowner. The railway was completed and known as the Logansport, Peoria, & Burlington Railway. The depot was constructed in the fall of 1859, built just west of the crossing at Ohio Street. Trains began running January 1860. On Sept . 6, 1869 the town held its first meeting to elect a board of trustees. Situated just 90 miles southeast of Chicago and 90 miles northwest of Indianapolis, Remington is host to many local businesses and community organizations. Interstate 65 is just miles east, and US 24 and US 231 pass through town. Remington boasts many homes and landmarks of historic note, with many types of architecture represented. Remington’s town government is made up of five council members elected by ward. The term of office for a member is four years, beginning Jan 1, following the election. Two members are elected

as president and vice president each year. The town departments report to the town council. The council passed ordinances, resolutions, establishes salaries for town employees, passes an annual budget and sets utility rates. City of Rensselaer
When Rensselaer was initially platted in 1839, it was named Newton, but was renamed in 1844 after James Van Rensselaer. Many events take place in Rensselaer each year like, the Little Cousin Jasper Festival, Rock the Mayor Steve Wood Arts, Oktoberfest, The Farmer’s Market, Annual Fire Department Pancake Breakfast, Prairie Arts-Carnegie Center Events. The Christmas Parade, Cops Night Out, Halloween Trunk or Treat, and Cruise Night just to name a few. There are many organizations that help to promote and improve the quality of life in Rensselaer from the Greater Rensselaer Chamber of Commerce, Jasper County Economic Development Organization, and Main Street Rensselaer. Rensselaer is also home to the Franciscan Health of Rensselaer, the Jasper County Courthouse, Jasper County Detention Center, Rensselaer Central School Corporation (grades K-12) and St Augustine School (grades K-5) The City of Rensselaer takes great pride in its large parks department that includes several parks and green spaces, sports programs for adults and youth, a public pool, and about three miles of recreational walking trails. Over the years, Rensselaer has had multiple projects to improve the quality of life for its residents. One current project is the Parks for People Campaign, which has added walking trails throughout our parks, is building multiple new ball fields, and recently opened a new dog park. The downtown revitalization is another ongoing project with new plans in place. Phase one of the project is to redo the brick roads on Harrison Street and Van Rensselaer Street in the downtown square. Depending on financing, this should be done within the next year or two. Another piece of this project was implemented in the summer of 2019: The Rensselaer Art Walk. Artists from all over the world were hired to paint over a dozen murals on buildings throughout central Rensselaer. These works of art led a lot of people to explore and enjoy the downtown area. Rensselaer is unique in many ways. Our constant mission is to plan ways to be environmentally friendly and promote growth and economic stability.

Town of Wheatfield The Town of Wheatfield was founded in 1883 on land donated to the town by Simon and Mae Thompson. The first post office was opened a year prior to that in 1882. Wheatfield may have gotten its name from the wild rice or swamp grass that grew in the area, which was said to look like a field of wheat. The town was originally a railroad town with the Plymouth, Kankakee and Pacific railroad Richard Hudgens Robin Gear running through it. The Jasper County Commissioners serve as the executive and legislative authority for the county. Commissioners have a number of duties including receiving bids and authorizing contracts, approving construction and maintenance of the county bridges, management of county property, auditing and authorizing of claims, supervision of county building regulations and appointments to boards, commissions, committee and certain departments heads. Jasper County Auditor
As the accountant for the county, the auditor distributes moneycollected by the treasurer’s office to various government agencies. The auditors office is responsible for payroll and billing and calculates the county tax rates each year . The auditor also serves as a secretary for the county commissioners, county council and county board of reviews. County Government Jasper County Health Department The health department encompasses several diverse but related functions within the county. The clerkregistrar of the department is responsible for keeping the records of all births and deaths that occur within the county. The food sanitarian is responsible for licensing and inspecting restaurants, grocery stores, taverns, caterers and booths at county fair, as well as investigating complaints stemming from food-borne illnesses. The food sanitarian is also responsible for animal-related health problems such as bites or ticks that make a person ill. The environmental sanitarians are responsible for on-site inspection of all wells and septic systems in the county and for issuing permits. Bacteria tests for new wells are submitted to this office. These sanitarians are also responsible for unfit dwelling inspections and condemnation of house. The health department also employs nurses who are responsible for immunizations and investigation of communicable disease reports. The department is also trained for a public health emergency with a preparedness coordinator and

Jasper County Department of Weights and Measures Jasper County is required to have a weight and measure department due to it population. Michael Harper is the weights and measures inspector for the county, working part-time; He can be reached at 219-866-5523 Harper inspects and certifies gas pumps, scales, (including grocer, pharmacy, high school and middle school wrestling scales and vehicle scales) and times devices such as dryers at Laundromat. Every weight and measure has to be checked every year. The inspector does not have a specific time or date when he shows up for the inspection and usually does so without prior notification. When he has inspected something, a new sticker will be places on the device with his name and number listed.

County Courts
Jasper County Circuit Court
Located on the top floor of the Jasper County Courthouse, handles all of the juvenile cases in the county as well as small claims and infraction cases. The Circuit and Superior Courts share criminal and civil cases, including paternity and domestic relations cases, adoptions, estates, and guardianship. Criminal cases are assigned to the courts on the predetermined basis pursuant to the Supreme Court rules; however in most civil matters, the litigants may choose the court in which they wish to file their Judge John Potter case. The court reporters and bailiff for the circuit court are appointed positions. There are 92 circuit courts in the state, with each county having one. Superior courts are created by the legislature and based upon population and other factors. Circuit and Superior court judges are elected for a term of six years and although the judges are partly paid by the county they serve, the judges are state officers. The current Circuit Court Judge is John D. Potter who has served since 2006. He was appointed to that position by former Governor Mitch Daniels. Jasper County Sheriff
The sheriff is an elected position that was established under the Indiana constitution. The sheriff is responsible for law-enforcement, jail operations, and transportation of inmates, security of the courts, civil process service, sheriff sales, emergency communication center, and administrative duties that include handgun permit application. The sheriff’s office currently employs 23 merit deputies. All Sheriff Pat Williamson of the merit officers must be an Indiana Law Enforcement Academy graduate and maintain certified training hours each year to stay current as a law enforcement officer. Code Red is Jasper County’s Emergency Mass Notification System which can alert residents, businesses and schools of any natural or man-made threats to the community. This system will allow the department to send informational messages to telephones and cellphones in the event of an emergency. The 911 Communication Center serves the citizen of Jasper County 24 hours a day, seven days a week, dispatching police, fire and EMS. 911 operators are well trained and have various certifications in order to meet the standard care for the citizens of Jasper County. The 911 center monitors multiple radio frequencies, uses a computer-aided dispatch system and answer both emergency and non-emergency telephone calls amongst many other tasks. If you have an emergency and need immediate assistance, please dial 911. Allow the 911 operator to ask the questions he or she are trained to ask. This will allow them to obtain the help you need as soon as possible. After calling 911, listen to the 911 operator’s instructions and do not hang up the phone until the 911 operators tells you as additional information may be needed. The Jasper County Highway Department is committed to maintaining and improving the quality of county roadways and right of ways. The department is committed to the safely and quality of the road system in the county jurisdiction to provide travelers with the best system of roads possible. This system includes 941.17 miles of roads and 128 bridges, serving 30,043 county residents.
The Jasper County Commissioners established the Jasper County Animal Shelter in 1998. Animal Control is responsible for reporting of animal bites, and the enforcement of issues pertaining to animals running at large, nuisance barking, leash laws, etc. Enforcement powers have been granted under County Ordinance. Jasper County Airport Authority Serving as the general aviation gateway to Jasper County since 1933, Jasper County Airport (KRZL) is located on the west side of Rensselaer in central Jasper County. Meeting monthly on the 2nd Thursday at 4 pm, the Jasper County Airport Authority is responsible for safely operating, maintaining, and improving the airport’s two runways, fuel farm, and hangar infrastructure, in year-round service to all business, agriculture, and recreational users in accordance with Federal Aviation Administration (FAA) and Indiana Department of Transportation (INDOT) regulations. Airport amenities include competitively-priced 24-hour self-service fueling as well as assisted self-service fueling (for an additional charge); free hangar in/out service; pilot lounge with vending machines and complimentary coffee, tea, and water; complimentary community conference room; and a five passenger courtesy car that can be operated within 20 miles of the airport. Additional transportation options available at the airport with prior arrangements include local/two-way car rental through White’s Auto; one-way car rental through Enterprise; shuttle service through community services; shuttle service between Indianapolis, Lafayette, Jasper County Airport, and Chicago through Lafayette Limo; and limousine service through Jarrette Enterprises. A new component of the airport’s Aviation Education Initiative, Jasper County Airport now offers an airport-operated Cessna 172 aircraft, giving licensed aviators and future pilots a local option for flight training and rental. The airport also has a high school aviation education program available to area schools in addition to offering an Aviation Summer Camp for area youth and an annual Aviation Career Day and Open House event that is free and open to the public. The airport is open seven days a week, 365 days a year, but is attended Monday through Friday 7-4pm.

Jasper County Historical Society The Jasper County Historical Society collect artifacts and catalogues historical information of Jasper County, The group maintains the Museum in Rensselaer that is open on the first and third Saturdays each month or by appointment. The meeting takes place at 6:30 p.m. on the third Tuesday each month from September to June excluding January. The group’s current goal includes cataloging historical items online. New members are always welcome to join the historical society. The annual dues for individuals are $15, family at $25 and lifetime membership is $150. President Roger Buschman, Vice President Linda Buschman, Secretary Janett Kingman and Treasurer Mike Kingman lead the group with the help of county genealogist Sue Caldwell and county historian Judy Kanne. The society building is open on the 1st and 3rd Saturdays of each month from 10 a.m.-1 p.m.

Prairie Arts Council There is a thriving and energetic arts community within Jasper County, led primarily by the Prairie Arts Council. Established in 1993, the Prairie Arts Council is an arts program and service organization that serves Jasper and Newton counties. The organization is headquartered in the historic Carnegie Center in Rensselaer where it maintains an office and operates the Lilian Fendig Gallery The Prairie Arts Council presents, sponsors, and supports programs that provide arts and cultures activities for the public as well as providing a forum and recourses for local artist in the performing and visual arts. Jasper County Community Services JCCS is a non profit corporation that has been serving the community through federal, state and county funded programs and services since 1975. JCCS’s outreach to the residents of Jasper County is provided through three centers, which are located in Rensselaer, DeMotte, and Remington Indiana. The people of Jasper County look to JCCS to meet their need for congregate meals, public transportation, energy assistance, and education, weatherization, section 8 housing intake, homemaker in-home services, preventative health and nutrition programs, community workshops, social events, and activities. Jasper County SWCD
In Indiana, a soil and water conservation district (SWCD) is a unit of state government responsible for soil and water conservation programs within its county boundaries. The district provides a means for all interested people in a county to work together for natural resource conservation and development. It is funded through a variety of sources including county and state appropriations, activities, grants, and private donations. There is a district office in each county in Indiana. The SWCD belongs to the Indiana Association of Soil and Water Conservation Districts and they provide more information on the partnerships needed to be successful in conserving our natural resources. The official governing body of the SWCD consists of five supervisors. Three are elected (one each year for a three-year term) at an annual meeting of land occupiers held in January or February. Two are appointed (also for staggered three-year terms) by the State Soil Conservation Board based upon recommendations of the leadership in the district. Thus, selection of all five supervisors is based on input from the local people they serve. Identifying local resource concerns and addressing the needs of the community is a priority for the Jasper County SWCD. This is accomplished by conducting community meetings with the residents who best know the natural resource problems. After priorities are established the district looks for ways in which to address the problems. This may involve developing educational programs or applying for funding to implement conservation practices on private lands.

Crossroads CASA Crossroads CASA is a volunteer program through the Jasper Circuit Court that focuses on recruiting, training, supervising, and supporting community volunteers whose mission is to advocate for abused and neglected children in Jasper, Newton, and Benton Counties. CASA is the only volunteer organization that empowers everyday citizens as officers of the court. In an overburdened social welfare system, abused and neglected children often slip through the cracks and their thoughts and needs become unheard. CASA volunteers enable a child’s voice to be heard in court. While others may come and go, CASA volunteers provide that one constant link that children need in order to thrive. Saint Joseph’s College Saint Joseph’s College has been a landmark in Jasper County since 1867 when the Catholic Diocese purchased the farm south of Rensselear. Since that time, Saint Joseph’s College has gone through many “evolutions,” and 2020 is another. Saint Joseph’s College is now initiating a new beginning with the creations of the Saint Joseph’s University Center and the Saint Joseph’s Career College. These two closely related ventures will allow students to come to the Saint Joseph’s campus – regardless of what their career aspirations are. The Career College will be offering non-degree industry training and industry-recognized certifications. The Career College will host training that will allow individuals to earn the needed certification for a new career, advance in their current career, or need to re-skill to stay current within their chosen field. The needs of the local communities will guide what industry training the Career College will offer – this will ensure students will learn the knowledge and skills that are locally in-demand. The other part of Saint Joseph’s College will be the University Center. The beginnings of the University Center will focus on sequences of classes which will result in a two-year associate degree from an “anchor institution.” These “anchor institutions” will be colleges and universities that will be hosting classes on the Saint Joseph’s College campus. The future of the Saint Joseph’s College University Center will include the opportunity for students to continue with their college aspirations of earning a bachelor’s degree by continuing to attend classes on Saint Joseph’s College campus. These junior-senior level college classes could be associated with either another higher education institution or be junior-senior programs developed by Saint Joseph’s College.

Jasper County Historical Landmarks The Jasper County Courthouse that sits in the center of the Rensselaer downtown square is not the first county courthouse. The structure of Bedford limestone, turrets, curving arches and gabled dormers is the third courthouse to house the county government. According to “The Jasper County Courthouse 18961996,” in late 1839, a log building was constructed in Newton (Rensselaer). In 1845, a second courthouse was built with a frame building, while in 1857 a third courthouse was built of brick. The third building was damaged by fire that started under mysterious circumstances on Jan. 18, 1865, according to the Historic Landmarks Foundation of Indiana website. It was repaired and continued to serve the county until 1895 when commissioners hired an architect from Fort Wayne to design a fireproof courthouse. Construction for the building began in 1896. County officials were able to move into the completed courthouse in 1898. Since then the courthouse has received continuous upkeep and in 1996 decorative painters restores original interior stencils, gilding, and a 16-color paint scheme in celebration of the courthouse’s 100th birthday. The roof of the courthouse was replaced in 2012 from shingles to slate, that is said to resemble the slate that covered the roof when it was built in 1896 to 1898. The courthouse was listed on the National Register of Historic Place in 1983. Beside the courthouse, some other sites in Jasper County on the National Register of Historic Places are: Fountain Park Chautauqua, added in 2001. It is located at 6244 W. County Road. 1600 S, Remington. Independence Methodist Church, located southeast of Wheatfield, added in 1982. The Remington Water Tower and Town Hall, located at 3 E. Michigan St. in Remington, added in 2003. Rensselaer Carnegie Center, located at 301 N. Van Rensselaer St. in Rensselaer, added in 1994. St. Joseph Indian Normal School (also known as Drexel Hall), located on the Saint Joseph’s College Campus, added in 1973.
The historic Jasper County Courthouse was built in 1898 and is still in use today.
