And while he may not be wearing a jersey and in the thick of the action on the court, McCullough is nonetheless an integral part of the historymaking 2019 Toronto Raptors, who begin their NBA final playoff series this Thursday night (May 30) against the Golden State Warriors. McCullough, the head athletic trainer/therapist for the Raptors, is a Renfrew Collegiate Institute alumnus and the brother of Jill McCullough Lepack, who couldn't be prouder. See MCCULLOUGH, page 2

Like they do every game, Jill and her husband Larry were watching Saturday night, when the Raptors clinched their berth in the final against the Milwaukee Bucks. "I was talking to him Sunday and he was just over the moon - he was so excited," said Jill. "This is a once-in-a-lifetime chance that most people never get." Scott has always been a sports guy, good at every one, said Jill. When a back injury in university sidelined his playing prospects, he turned to the physical therapy side of things. Scott holds a University of Toronto Master's degree of Science in Human Movement and a Sheri-
dan College DIP SIM focused in Sports Injury Management. He has 20 years of experience in the sports/healthcare industry. Before joining the Raptors in 2006, he worked for the Grizzlies, moving from Vancouver to Memphis with the team. His accolades include stints as the NBA Eastern Conference All Star Athletic Trainer in February 2016 and 2011 and receiving the Sheridan College Alumni Award. Jill is not surprised at how successful he's been and is thrilled with the opportunities his career has afforded him. "His career has taken him some amazing places and he's met amazing people. He's had quite a life," she said. His success has not
gone to his head. "He's a big teddy bear, he's so good to everybody. He loves his nieces and great nieces and nephews and extended family," said Jill. And not only does he help secure tickets for friends and family when they're in Toronto, he also visits Renfrew each summer for the Hospice Renfrew golf tournament, providing tickets and swag for prizes. Jill said she's heard from family and friends across the country, some who have never watched basketball before, who can't wait to watch the Raptors in the team's first-ever NBA final, and she couldn't agree more. "My heart is doing flip flops," she said. "I think they're going to win it. I think this is their year."

The girl's drug dealer is wheeled past the caregiver at Arnprior and District Memorial Hospital. Would an opioid facility for women have prevented this moment from happening? A toddler's father from Renfrew is slowly putting his life back together after his fiancée loses her life to addiction. Would an opioid facility for women have prevented that? Citing two anecdotes is not evidence enough (aside from several people in those cases telling Metroland Media the drug scene in the region is getting much worse. Stigma pre-
vents them from speaking on record.) Even pointing to the recent news of five overdoses in Arnprior in a short period of time won't do it. Those calling for a women's version of MacKay Manor in Renfrew, a men's residence and treatment facility, point to an opioid crisis that is claiming too many lives in too short a period to delay its construction. Over the last few years the numbers have begun to pile since the introduction of powerful new opioids such as carfentanil, a few grains of which mixed into cocaine can kill. A federal government television commercial says 11 Canadians die each day of an opioid overdose. A series of overdose recovery workshops are taking place in Arnprior, cohosted by Jacques Perron.

The 23-year nurse works at a supervised injection site in Ottawa. His point for the public to understand is that "the epidemic is now" and that turning a blind eye is no longer an option. "We're not in the 1960s or 1980s with drugs anymore. This is happening at all walks of life, just like alcoholism," Perron said. "Stigma and silence kills." Dr. Jeff Turnbull pinpoints when the opioid crisis first swept over the country. He runs Ottawa Inner City Health, which sees 180 visitors per day; up to five overdoses. Turnbull, who recently advised a senate committee on Parliament Hill on the issue, remembers the horror felt when crack emerged in the 1980s. "We can no longer say it is somebody else's issue. Five overdoses in Arnprior is equivalent to 50 for us," Turnbull said. "Maybe this

Addressing the problem because it will save tax dollars and free up services for ourselves is a strain in the fabric. We should be addressing the problem, he maintains, to prove we are a compassionate people who are not hardened to the plight of our neighbours. We should want for them to have protections afforded to us all. "These people have a human right and are entitled to receive safe care, and they are being deprived." He is in favour of a women's treatment facility in southern Renfrew county, if only because women's needs - as a result of sexual violence, as often the sole caregiver for their children - differ in many ways from men's. "It is certainly needed, no question," Turnbull said. "But it depends on the treatment too. It should begin with harm reduction; abstinence should

Principal Tom Havey said staff is trained and prepared to use a nasal spray that can inhibit an overdose.
But he hasn't heard of one being used in any school in Canada. "Day to day we don't think about it. Because it just doesn't happen," Havey said. "Once you do that, you are right out of it." He added that counsellors are available, but that there is
a code of silence among those who use illegal drugs. Andrew Keck agrees, saying silence makes it difficult to determine the severity of the crisis. "It's really hard to gauge," said Keck, public health nurse at Renfrew County Public Health. "It's a population that doesn't want to be seen." He points to the data-collection website Public Health Ontario. It is a provincial government interactive tool examining the opioid situation. Opioid-related mortality rates in the county remained steady at about five for the last decade. Most of those can be attributed to legal prescription. But when it comes to the presence of fentanyl at death, in Ontario, the number jumps from 350 to 800 in 2016. A campaign for a new women's addiction facility proposed for Deacon House in Pembroke is ongoing. A petition circulated last fall was well on its way to garnering 50,000 signatures. The trend is a worsening crisis. When will the time arrive for a women's opioid facility?

FEWER WATERFRONT PROPERTIES, LESS TAX REVENUE DEREK DUNN derek.dunn@ metroland.com Many flood-related topics were covered when members of the Ford government recently held a meeting in Pembroke with area mayors, including the topic of OPG's response. However, the issue of municipalities losing tax revenue should the number of waterfront properties be reduced wasn't among them. Properties in flood plains pay higher taxes than others. That prospect was on the mind of Horton Mayor Dave Bennett, who spent the better part of a weekend calculat-
ing the potential loss from heavily-taxed waterfront properties. "It would drastically hurt the bottom line of municipalities like Horton," Bennett said. "I would think it would make our tax base very limited." McNab/Braeside Mayor Tom Peckett did not respond to repeated interview requests. Both were among the 35 people - including PC government ministers John Yakabuski and Vic Fedeli - at the May 23 meeting. Bennett said the meeting, closed to the public and media, was meant for the flood task force to hear concerns from community leaders.
Among those concerns is the role OPG played. "My overall impression from the meeting is that everyone wants to work together to control the situation, to make sure our residents never encounter this again," he said. "There were no direct answers coming out of the meeting. There was no finger-pointing at the meeting." Many residents are questioning how OPG handled the flooding. Did it store too much in reserves to ensure a maximum dam power and profit? Why were some parts of the Ottawa River dry while downstream one-third of the town of Mattawa was underwater? Those are questions Arnprior Mayor Walter Stack wants answered. He said no one is being critical of the company, but an independent body should review its actions. "They may be doing everything right, but not everybody believes them,"

Stack also addressed criticism that the meeting was held in secret and should have been open to the public and media. He stands with host Yakabuski.
"It was the right decision, in my opinion," Stack said. "We didn't know what everyone was going to say. It was a planning session." Other ideas bantered about at the Pembroke meeting included asking homeowners to raise their buildings off the ground. New bylaws could be enacted to raise municipal structures. There was no talk of preventing development on flood plains, according to Bennett. And no mention of upper levels of government paying to relocate residents. "There was a feeling in the room that nothing was done wrong, but that Mother Nature put one over on us," Bennett said. "We were all blindsided by this year's flood." Yakabuski, minister of
Natural Resources and Forestry, released a statement after the Pembroke meeting, along with others in Ottawa and Huntsville. "Our government's top priority has always been the safety of the people of Ontario," wrote the MPP for Renfrew-NipissingPembroke. "We look forward to continuing to work with our municipal and industry partners. “The only way that we will find effective solutions is to put politics aside and work together to prioritize the safety of Ontarians and the protection of our communities." Yakabuski will host four public meetings in Renfrew county in the coming weeks, including a June 23, 1 p.m. meeting at the Catholic hall in Arnprior.

COUNCIL SEEKS MORE CUTS BEFORE PASSING BUDGET JONATHAN MULVIHILL jmulvihill@metroland.com Renfrew council has sent the proposed 2019 budget back for more trimming. During a special council meeting on May 23 to review the estimates, it was evident council members were not comfortable passing along a near six per cent municipal tax hike to homeowners. And as the night went on, discussion focused on how the levy increase could be brought down to five per cent. Renfrew treasurer Keray O'Reilly said in order to make this possible, council and the departments would need to make $85,000 in cuts, meaning a reduction in some services. Currently, the 2019 capital budget sits at $1.02 million, a two per cent increase from last year. O'Reilly broke the capital budget into four categories: infrastructure at $306,000, facilities at $204,000, rolling stock (vehicles)
at $357,000 and equipment/other at $153,000. Mayor Don Eady suggested that he, along with the rest of council, take a two per cent decrease in wages each - $3,500 total - to offset the cost needed to decrease the levy. Many of the councillors agreed with the mayor's suggestion, especially Coun. Andrew Evans, who was eager to move forward with the idea. "If it means residents won't be paying as much in taxes, then why not? I'll pay right now," Evans said. With the current levy increase, after factoring in school and county taxes, property taxes overall will increase about 2.7 per cent, meaning the average homeowner will be paying $39 more; with the reduced levy, property taxes would only increase by two per cent or $29 more. Some council members were relieved the property tax increase wasn't any higher, but

He suggested they find a way to make sure the budget isn't passed at the last possible moment. Eady agreed with the treasurer, saying, "We can't do this again next year." The budget was expected to be back before council during the regular meeting on May 28, after press deadline. Before then, the various departments will review their individual budgets to see where cuts can be made to meet the reduced levy increase.

THANKS FOR MAKING A DIFFERENCE Paramedic Services Week 2019, May 29 to June 1, is the perfect time to recognize our own Renfrew County Paramedics for the vital public services they provide to our citizens 24 hours a day, seven days a week. On a daily basis, we see and hear stories about the various ways our paramedics help improve the health of our overall communities, as well as save lives and risk their own in the name of keeping people safe and responding to emergency situations. Not only do paramedics provide compassionate emergent medical care for those who call 9-1-1, they work with or lead health care teams to keep people at home and out of the hospital emergency room through many innovative and dynamic community paramedic programs. They also play a key role in public education about prehospital emergency care. The Renfrew County Paramedic Service Commitment Statement for 2017 indicates the group employs 70 full-time and 68 part-time paramedics; of those, 90 are primary care paramedics and 47 are advanced care paramedics. On a daily basis, seven paramedic service vehicles provide 24-hour coverage and are staffed with two paramedics; generally, one primary care paramedic, and one advanced care paramedic. Renfrew County's emergency response fleet consists of 19 paramedic service vehicles, four emergency response vehicles, four community response units, a remote access team, a bike event team, a deployable UAV, and an emergency support unit. There are three additional paramedic service vehicles that provide 12-hour coverage throughout the county during the peak daytime hours. The service is enhanced by an additional three to five community paramedic response units, each staffed by one advanced care paramedic providing service in an emergency response vehicle when needed. While not attending emergencies, the community paramedic response unit serves the needs of the evergrowing geriatric population, in an 'aging at home' approach. The on-road duty commander is also available and equipped to respond in an emergency response vehicle throughout the community on a 24-hour basis. Since the establishment of the County of Renfrew Paramedic Service in January 2005, the service has seen a dramatic increase in the number of calls it responds to each year. In 2016 the paramedics responded to 27,276 requests for service. Eighty-five per cent of calls are dispatched as requiring an urgent or prompt response. It is important to raise awareness of the enormous contribution paramedic services' staff members make and to recognize the contribution these medical professionals make to maintain our safe and healthy communities. WHO WE ARE LETTERS & COMMENTARY GRASS CLIPPINGS ON ROADWAYS DANGEROUS FOR CYCLISTS To the editor: A letter to the residents and homeowners in Arnprior ... It is springtime and the roads around Arnprior are clear and snow-free, meaning motorcycles and bicycles will be seen more and more frequently. Also, lawns will need mowing. How do the two meet? Hopefully never, but some residents, especially those along Elgin Street and River Road through Braeside, seem to forget that grass clippings can be very dangerous to those on motorcycles and bicycles. If people would stop and think a bit and have some small consideration for those on two wheels, things would be much better. All it means is that you cut the first few rows toward the house, and not the street. Or ... clean up what you cut. It's simple, but means so much, and just requires a minimum of effort to save someone
driving over what equates to icy patches in the winter. I have hit some of these patches, and almost lost control of the motorcycle ... with my wife as a passenger. Motorcycle accidents are not very much fun ... I can tell you that from experience. Plus loose grass clippings look really messy on the sidewalks and roadways. I'm not sure of the laws regarding this, but it would be so much easier to not have to find out. Thank you from a very concerned motorcycle rider.

LETTER WRITER CONCERNED FOR FUTURE OF CHILDREN IN 'ENLIGHTENED' ERA To the editor: I read with considerable sadness the "Pride power" article on the front of the May 16 Arnprior Chronicle-Guide. During my formative years, it was widely believed and practised, that a home with two parents, who were committed to a lifetime exclusive union with one another, was the
best possible place for children to be raised and nurtured. Those marriages were a union between a biological male, and a biological female. Over my lifetime thus far, I have seen a constant erosion of core values we long held as a society. What was considered deviant behaviour (and for the good of the individuals and for society, was to be avoided and discouraged) is now being celebrated annually with great fanfare. Unfortunately, you will not find a single politician that has the courage to even express any difficulty with supporting this. I know that there are many others who believe what I do about these issues. But freedom of speech is a thing of the past for those of us who hold dearly the values that were widely held by the majority of Canadians, during my childhood and beyond. I weep for the children growing up in this new "enlightened" era.

The Renfrew Business Improvement Area (BIA) has started a program with the FanSaves App. Just the Facts: Released in February 2018 by Shannon Ferguson and Kris McCarthy, FanSaves is a free mobile app that gives sports fans discounts and deals from their favourite teams' sponsors. Whenever someone visits a business that sponsors their team, they can scroll to the discount or deal, show it at the point of purchase and receive their deal. In early May, the Renfrew BIA introduced the FanSaves app to the downtown core, giving patrons a free and accessible way to "follow" the BIA and receive deals from stores, shops and restaurants located within the business area. "The app has a geolocation function where you can get great deals simply by walking into any businesses associated with it," BIA office administrator Susan Sarsfield said. "The businesses can then track how many deals are redeemed through the app." The BIA is the second organization to partner with the app after the Renfrew Timberwolves joined earlier in the year. So far Renfrew Printing and Santa Fe have deals available with the BIA. This new partnership is expected to drive more people into the town's core, encouraging

"We want to see Renfrew flourish," Ferguson said. "It's a beautiful place with a lot of great shops and our goal is always to give people an accessible and incentivized way to spend their money at local businesses, ultimately growing the local economy." The app is free to download on both the App Store and the Google Play Store. It is a fact that nature is dominated by seasonal patterns. White-tailed deer mate in the fall. Northern finches come south to our region in winter. Dragonflies emerge from the waterways to dominate summer skies. And woodland wildflowers bloom in profusion in spring. The timing of natural events has been fine-tuned by thousands of years of evolution. For example, young songbirds hatch when a rich bounty of insects is available. If the hatching times occur too early or too late, the odds are high that they may not have sufficient food.
Climate change is proving to present challenges for birds. The urge for birds to return to their nesting grounds from winter retreats in South America is promoted by the photoperiod, the ratio of daylight to darkness. At a certain ratio, hormones cause migratory restlessness and alter a bird's ability to build up body fat, the fuel for their journey. Many insects live in the water as larvae. When water temperatures rise to a certain threshold, their body chemistry changes and the transformation to airflying adults begins. Through evolution, the timing of bird migration is in tune with the emergence of flying insects, the food for young songbirds. But what happens if the emergence of insects occurs earlier due to an unseasonably hot spring, as the one we had several years ago? The birds return on cue but the water warms more quickly, causing the insects to emerge earlier than normal and be gone when young birds hatch, resulting in their starvation. If
spring is delayed and water temperatures remain cold for a longer period of time, the insects would emerge later than normal, possibly too late for birds to utilize as food. Researchers in Alaska found evidence that this scenario has resulted in the decline of Olive-sided Flycatchers. Local wildflowers might also be affected by climate change through the effects of temperature on insects. However, warming waters are not involved. Their problem involves insects not being able to fly due to cold temperatures. Like birds, wildflowers respond to the photoperiod, their emergence responding to sunlight flooding the forest floor, giving it warmth before the tree leaves open up and intercept it. In a cold spring such as was experienced this year, many spring ephemerals - wildflowers that open for a brief time before shade dominates their world bloom but later than usual. However, their pollinators - insects ranging from beetles to flies and bees - cannot fly if air tempera-

While tragedy might appear to be hovering on the horizon, many spring ephemerals still produce seeds during cold springs because they have an insurance policy for seed production. Hidden at ground level under moss or dead leaves are tiny ball-like flowers that never open. These contain the full complement of sexual parts and selfpollinate. Ann Senack faces two counts of causing death by criminal negligence, and two counts of criminal negligence causing bodily harm. The maximum penalty on one count is 10 years' imprisonment. Senack did not appear in court, and her lawyer asked for more time to go over "thousands of pages of disclosure." The presiding judge agreed to this request, adjourning the case until June 19. There will be a counsel pretrial prior to this date to review the disclosure. After leaving the now-
closed Shooters Bar and Grill on Oct. 27, 2017, two teenaged Renfrew boys were killed and two more injured when their car crashed into rocks alongside Calabogie Road near Burnstown. OPP say alcohol was a factor. A gofundme campaign to cover Senack's legal expenses raised more than $53,000 from 442 people over the last 30 days or so. The campaign descriptor calls her a "very valued resident who has contributed to the success of many causes throughout the years," and goes on to say "she has driven countless customers home, cut off many who needed it and yes checked ID for thousands." – with files from Derek Dunn

CALABOGIE MARKET TO HOST HORTICULTURAL EXPERTS ON OPENING DAY JOHNNY SLACK The Calabogie Summer Market is opening on June 1 with a special Plant Day. They will be hosting two well-known and very interesting gardening experts. At 10 a.m. please come and meet Rosemary Tayler and learn about paying attention to solar, lunar and planetary rhythms to plan the right times for planting, pruning, weeding and harvesting. Rosemary is with Earth Haven Learning Centre and will be bringing a selection of books on gardening, permaculture, nature and nutrition, as well as celestial planting calendars. At 11:15 a.m., Tom Marcantonio will be talking about urban food production and how young people can turn this into a viable career. Tom is an expert on small scale food production, preparing and preserving food, com-
munity and school gardens, community ovens and organic home gardens. The market will also have a workshop for kids where they can plant some seeds to bring home. There will be plants (carnivorous, succulents, vegetables, heirlooms and perennials), local produce, cheese, baking, live music and over 40 vendors from farmers to artisans and crafters, even garden tools! Another special vendor at the market is Troy Foster, an eight-year-old who has been an Earth ranger for two years. His first fundraising campaign was to help save the grey fox on Pelee Island. He held an animal themed birthday party, and instead of gifts he requested everyone instead donate to the campaign. He was able to raise $150 for the grey fox. OTTAWA VALLEY AUTHOR PUBLISHES O'NEILL FAMILY HISTORY BOOK Two years ago, Jeri Lunney started researching the O'Neill family of Fitzroy Township, believing that it would be a short book since there were several priests and nuns in the family. However, the branches of the family tree were more plentiful and longer than she had expected. In addition to the O'Neills, the families researched include many Ottawa Valley names - Teevens, Mullin, Dwyer, McIntomny, Grier, Schruder, Stanton, Farrell, McDermott, Moran, Grace and Smith, among others. Lunney collaborated with her sister, Kathy Lapointe, and an O'Neill descendant, Frank Bradley. The stories tell of war heroes and tragedies. "I found large families,
successful farmers and strong women who, as widows, had to raise their children alone," said Lunney. "I have dedicated this book to my mother-in-law, Elizabeth Dominica O'Neill, one of the many strong O'Neill women whose biography appears in the book. She would be proud to know that her son and I have researched her family." John O'Neill and his wife, Ellen Dwyer, came to Fitzroy Township from Tipperary County in Ireland with their eight youngest children in 1840. Their eldest sons, Francis and Thomas, had arrived in the mid-1830s and had settled on farms in Fitzroy Township. The children settled in Fitzroy, March and Huntley Townships, as well
as Renfrew County. Their stories are celebrated in a 450-page hard cover book outlining four generations of the O'Neill family. They describe Ottawa Valley farmers raising their families, celebrating their faith in God - as well as priests and nuns, butchers, teachers, a dentist, carpenters, hotel operators, a prospector, a stone mason and police officers. One of John and Ellen's daughters, Mary O'Neill, married Martin Mullin and had 11 children, many of whom stayed in Renfrew County. Although most of the families continued to live in the Ottawa Valley, a few ventured to the United States and Western Canada. Today John O'Neill, the Ottawa Valley auctioneer

and realtor, lives with his wife, Sharron, on one of the original O'Neill farms. His cousin, Al Lunney, was mayor of the Town of Mississippi Mills for two terms. Charlie Major, a descendant of Daniel O'Neill, is a celebrated country singer. Father John O'Neill became vicar general in the Ottawa diocese. His brother, Father Alphonse O'Neill, a chaplain in the Second World War, was recognized by King George II for distinguished service. The Artistes de la Riviere in Portagedu-Fort, Que., a local artists group, is coordinating a unique and special event this weekend. They will unveil 13 historical plaques on June 1 at 10:30 a.m. and June 2 at 1 p.m. These plaques will mark some of the old buildings from the 1800s. Nancy lived a good long happy life. In her younger years she worked at the Rideau Regional Hospital in Smiths Falls as a Nurse’s Aide and in her later years for the L’Arche Community in Arnprior. ARBOUR DAY BROUGHT MIXED FEELINGS FOR STUDENTS MISS CROSBY GAVE EVERYONE TASK FOR SPRING CLEANUP, MARY COOK RECALLS to be on a Friday. That day all the pupils at the school came dressed for work. No fancy skirts and blouses or white socks. The boys wore their farm-chore overalls and of course, their rubber boots. There was hard and dirty work ahead. I both loved and hated Arbour Day. I hated it because we younger girls got the inside jobs while everyone else was out in the sun. But I loved too, that just before last recess of the day, Miss Crosby called a halt, and we had cupcakes and chocolate milk at our desks inside. Those who had rakes brought them. There were no rakes on our farm, but we

That was because it poured rain just about every day and there was no way we could clean the muddy yard until it dried up. Finally, a sunny and warm weekend did wonders, and Miss Crosby said if it stayed nice, Friday would be Arbour Day. For reasons which were beyond me, Arbour Day had
did have a wheelbarrow, and it was brought to the school by Father on the back of the wagon. He would be there to collect it at the end of the day. Of course, just because it was Arbour Day didn't mean we got out of morning prayers and a bible reading! No siree, Miss Crosby saw to that. And on the blackboard at the front of the room, she had a list of who was to do what. We younger girls had the job of washing the window sills, the wainscotting around the room, the blackboards, emptying the wastebasket and then washing it out too. Even though they were slapped outside every day, we girls had to take the blackboard erasers outdoors and bang them togeth-
er at a great rate to get all the chalk off them. Of course, most of it landed on us, and it wasn't unusual for those of us who had the job to come into the school looking like we had been in a snowbank. Outside, the boys were busy at raking the entire schoolyard. Over the winter limbs and branches would have fallen off the many trees around the school, and these were piled at the fence that circled the school. That area was called the "rink side" because that's where the ice was where the boys played shinny in the wintertime. If there was no wind, and the work was almost over, Miss Crosby would set a match to the branches, and the whole pile would go up in smoke. Of course, everyone outside would smell to high
heaven, which only added to the gaiety of the day. When everything was done to Miss Crosby's satisfaction, those who had worked outside were all ordered back into the school, where we younger ones were expected to have clean water in the basin that sat on the bench at the back door. Hands were washed thoroughly, and to me that did little good, because by the time the last of the workers had washed, the water was like mud! We all sat in our usual seats, hands on the top of our desks, feet flat on the floor, while Miss Crosby inspected the work we younger ones had done inside. She ran her hands over the window sills and we held our breath until she nodded in our direction that all was done to her satisfaction. One by one we went up to
the teacher's desk and helped ourselves to one cupcake and poured a cup of chocolate milk from the big jug Miss Crosby had brought. The day always ended early, and thankfully, the teacher saw no need to keep us on for school work. When we got home, we went over every detail of the day with Mother and Father. Mother never failed to ask that we remembered to thank Miss Crosby for the cupcakes and chocolate milk. The Northcote School shone for about a week. And then it was right back to where it was before Arbour Day. Mary is a longtime writer with several books in print and in electronic copies. 'Mary Cook's Memories' appears as a regular column.
