Es dóna la benvinguda als assistents i se subratlla la voluntat i la vocació que té Vilafranca per a projectar-se més enllà del territori penedesenc com queda palès en la participació en les diferents activitats que tenen lloc en el marc de la Xarxa, com la Trobada que avui acollim. Attendees are welcomed and it is highlighted the willingness and commitment of Vilafranca to project itself beyond the Penedès area, as reflected in its participation in several activities which take place within the framework of the Network, as the Conference of Mayors that we are hosting today. Es compta amb la presència de les altres dues ciutats agermanades europees de Vilafranca, a més a més de Bühl, que són Melzo (Itàlia) i Novo mesto (Eslovènia) amb les quals celebrem el 20è aniversari de l’agermanament. We have with us the two other towns twinned with Vilafranda, besides Bühl, which are Melzo (Italy)and Novo mesto (Slovenia), which we celebrate the 20th anniversary of twinning with. Presentació de les ciutats convidades: Introduction of guest towns: Melzo Aquesta trobada representarà un nou punt de partida per a l’agermanament amb Vilafranca, amb qui es comparteix realitats semblants atès que tots dos municipis treballen productes de la terra, i que es troben al costat de ciutats grans, com Milà o Barcelona. This conference will represent a new starting point for the town twinning with Vilafranca, which shares similar realities with since both municipalities work land products and are near to large cities, such as Milan and Barcelona. Interessats en: la qualitat, la innovació, la recerca i la sostenibilitat ambiental. Interested in: quality, innovation, research and environmental sustainability. Novo mesto Es pretén refrescar la cooperació i engegar projectes nous amb Vilafranca, amb qui es comparteix el tret de ser ciutats vitivinícoles. Novo mesto, que es troba al Sud-est d’Eslovènia, compta també amb una important indústria farmacèutica i automobilística. It is intended to refresh the cooperation and start new projects with Vilafranca, with which it shares the feature of being vine and wine towns. Novo mesto, in the South-East of Slovenia, has an important pharmaceutical and automotive industry. Interessats en: la cultura, els esports i l’eficiència energètica. Intervenció/Balanç de les diferents delegacions en relació a les activitats bilaterals/multilaterals dels anys 2013-2014. Presentation/Progress report of the different delegations regarding bilateral/multilateral activities in 2013-2014.

Cada delegació participant a la Trobada comenta les activitats que han dut a terme durant els darrers dos anys. Each delegation participating at the Conference sets out the activities carried out for the last two years. Vilafranca: Se’n desprèn un balanç positiu per l’oportunitat que s’ha ofert a la societat civil per a conèixer de primera mà altres territoris europeus i poder intercanviar experiències en àmbits d’interès comú. Vilafranca: it gives a positive balance for the opportunity offered to the civil society to know first hand other European territories and be able to exchange experiences in areas of common interest. La major part d’activitats d’aquests darrers 2 anys s’han dut a terme amb Bühl i Villefranche, aspecte que es preveu canviar reprenent els intercanvis amb Novo mesto i Melzo, en particular. Most of the activities in the last 2 years have been carried out with Bühl and Villefranche; it is intended to change this fact by resuming the exchanges with Novo mesto and Melzo, in particular. Bühl: Es fa ressò de l’origen de la Xarxa que va començar amb només 4 ciutats (Villefranche, Schkeuditz, Calarasi i Bühl) i es considera interessant que la Xarxa es vagi engrandint, i que es compti amb un nou país Eslovènia, amb qui comparteixen una divisió territorial semblant. Bühl: it echoes the origin of the Network, which started with only 4 towns (Villfranche, Schkeuditz, Calarasi and Bühl) and it considers itself interested in broadening the network, and having a new partner, Slovenia, which it shares a similar territorial division with. Pel que fa a les activitats, se subratllen les efemèrides com el 42è aniversari de l’agermanament amb Mattsee (el més antic que tenen), el 25è aniversari amb Calarasi, el 10è amb Vilafranca o la 25a edició de l’intercanvi excursionista amb Villefranche. With regard to the activities, events such as the 42nd anniversary of town-twinning with Mattsee (its oldest one), the 25th anniversary with Calarasi, and the 10th anniversary with Vilafranca or the 25th edition of the excursionist exchange with Villefranche are highlighted. Villefranche: Se subratlla el Pacte d’Amistat que s’ha firmat el matí amb Vilafranca, a semblança del què van firmar el 2013 amb la ciutat italiana de Bertinoro. Villefranche: it is highlighted the Friendship Pact signed in the morning with Vilafranca, likeness to the one signed in 2013 with the Italian town of Bertinoro. Pel que fa a les activitats, es relacionen les que s’han dut a terme amb Bühl, Schkeuditz, Vilafranca i Calarasi, ciutats amb qui treballen temes educatius (intercanvis escolars i professionals), i culturals (intercanvis musicals, de promoció del territori), entre d’altres. With regard to the activities, the ones carried out with Bühl, Schkeuditz, Vilafranca and Calarasi are named, which operate on educational issues with (school and professional exchanges) and cultural ones (musical exchange, promotion of the territory), among others. Mattsee: Es presenta com el soci més petit de la Xarxa, cosa que no els permet mantenir relacions directes amb diverses ciutats. Tot i així, assisteixen a les Trobades d’Alcaldes per mantenir el vincle i participar en aquelles activitats comunes que la seva situació els permeti. Mattsee: it introduces itself as the smallest partner of the Network, which does not enable it to maintain direct relations with several towns. However, it attends the Conference of Majors to maintain the link and participate in those common activities that its situation permits. Pel que fa a les activitats, es relacionen aquelles que han realitzat conjuntament amb Bühl, amb qui els uneix una relació d’amistat després de més de 40 anys d’agermanament. Regarding the activities, those activities carried out jointly with Bühl are named, which has friendship relationship with after 40 years of town twinning. Calarasi: Es remarca la voluntat de treballar amb totes les delegacions presents i en fer d’enllaç amb l’Europa de l’Est (Polònia, Bielorússia...), traient profit de la seva condició de ser la única delegació que no forma part de la Unió Europea, però que participa en les activitats que es promouen des de la Xarxa. Calarasi: the willingness of working together with all delegations attending the Conference is highlighted and providing liaison with Eastern Europe (Poland, Belarus,…), taking advantage of its condition of being the only delegation not belonging the European Union, which participates in the activities promoted from the network. Pel que fa a les activitats, s’assenyala que la major cooperació és amb Bühl i Villefranche. With regard with the activities, it is stated that the greater cooperation is with Bühl and Villefranche. Cantù: S’incideix en la voluntat del nou equip de govern de reprendre els contactes amb totes les ciutats amigues i invertir en aquestes relacions per al manteniment per a generacions futures. Cantù: The new government team stresses its willingness to resume the contacts with all the friends towns and invest in these relations for future generations. Pel que fa a les activitats, s’esmenta que s’havien dut a terme iniciatives dels camps socials, culturals i musicals, i que per al futur estarien interessats a construir sinergies en els camps socials i de l’artesanat (fusta i disseny) With regard to the activities, it is said that some social, cultural and musical initiatives had been implemented and in the future they would be interested in building synergies in the social and artisan field (wood and design)

Schkeuditz: Es posa de manifest que l’actual Trobada d’Alcaldes és la més nombrosa de les que hi ha hagut fins ara, i subratlla la importància de l’assistència de Calarasi, Cantù i per primera vegada de Novo Mesto i Melzo. Només hi mancaria la participació d’Oslavany que per optimització de costos, atès que aquest 2015 organitzen el YOUTO, han declinat la seva assistència a la Trobada d’Alcaldes. Schkeuditz: it is noted that the current Conference of Mayors is the largest one-to-day and it highlights the importance of the attendance of Calarasi, Cantù and, for the first time, of Novo mesto and Melzo. It stands only the absence of Oslavany that due to optimization of costs, considering the fact that in 2015 they organize the YOUTO edition, has declined to participate in the Conference of Mayors.

Pel que fa a les activitats, es comenta que la relació més fluïda és amb Bühl, en part al fet de compartir la mateixa llengua, però també mantenen una estreta relació amb Villefranche i Calarasi. With regard to the activities, it is said that their closer relationship is with the town of Bühl, in part by the fact that they both share the same language, but they also maintain a close relationship with Villefranche and Calarasi. Acabada la ronda d’intervencions, es deixa constància de l’interès de totes les delegacions per construir una Europa que sigui el reflex de la suma de les ciutats, i la voluntat de totes per a acollir Melzo i Novo Mesto a la Xarxa, en cas que aquestes hi estiguin interessades. Following the round of interventions, all delegations showed their interest in building an Europe, which reflects the sum of the towns, and their willingness to receive Melzo and Novo mesto as new members of the Network, in case they show their interest. Balanç de les darreres edicions del YOUTO (anys 2013 i 2014). Evaluation of the latest YOUTO editions (2013 & 2014).

Mattsee i Calarasi són les encarregades de presentar el balanç de les edicions de 2013 i 2014 respectivament. Mattsee and Calarasi are responsible of presenting the balance of the 2013 and 2014 editions, respectively. Mattsee, com a introducció al balanç de 2013, passa un vídeo-presentació del municipi i territori on es va dur a terme la Trobada de Joves. Pel que fa a l’activitat es menciona l’obtenció d’un ajut econòmic dins del programa Joves en Acció de la Comissió Europea, així com el bon desenvolupament de la trobada. Mattsee, as introduction of the 2013 balance, shows a video-presentation of the municipality and the territory where the Meeting of Young People took place. Regarding the activity it is mentioned they got financial aid within the programme of Youth in Action of the European Commission, as well as the satisfactory development of the meeting. Calarasi per la seva part incideix en l’oportunitat que han tingut els joves de conèixer una realitat ben diferent a l’habitual, tot i que algunes ciutats no hi van participar per la situació de conflicte que es viu en països veïns. Se subratlla també el bon desenvolupament de la trobada.

Calarasi remarks that the group of young people has had the opportunity to know a different reality than usual, although some towns did not participate on the meeting due to the conflict situation some of the neighbouring are suffering. The satisfactory development of the meeting is also highlighted.

Calendari per a properes edicions Calendar for next editions

Pel que fa a aquest 2015, Schkeuditz informa que Oslavany també està treballant per a obtenir finançament econòmic per part de la Comissió Europea. El municipi però no ha arribat a presentar l’aplicació per a la primera convocatòria i continua treballant per a poder fer-ho per a la segona. Schkeuditz sol licitarà a Oslavany que informi a totes les delegacions de com està anat el procés. Regarding the year 2015, Schkeuditz informs that Oslavany is also working to obtain funding from the European Commission. However, the municipality failed to present the first call of proposal and continue working to do it on the second one. Sckeuditz will ask Oslavany to inform all delegations about how the process is going. Per a l’edició de 2016, que acollirà Bühl, aquesta ciutat proposa de fer un pas més enllà i treballar la inclusió de joves discapacitats psíquics a la Trobada de Joves. La idea seria que cada grup local comptés amb la participació de 2 joves discapacitats acompanyats del seu vetllador. For the 2016 edition, which will be hosted by Bühl, this town suggests going one step further and works for the inclusion of young mentally handicapped people in the Meeting of Young People. The idea is that each group counts on the participation of 2 handicapped accompanied by his/her tutor.

Algunes de les ciutats comenten que compten amb entitats i organitzacions municipals que treballen amb joves discapacitats psíquics, no obstant això se subratlla el fet que cal definir molt bé els temes logístics i que pren molta més importància la trobada preparatòria dels monitors per tal treballar en origen tots aquells aspectes que es requereixin. Some towns note that they count on entities and local organizations that work with young mentally handicapped people; however, it is highlighted the fact that logistical issues have to be precisely defined and the preparatory meeting of monitors is far more relevant in order to work in origin all aspects needed. En cas de tirar endavant aquesta proposta, Mattsee informa que no podrà participar amb cap jove discapacitat atès que són un municipi petit i no compten amb cap entitat d’aquesta índole. In case to proceed with this proposal, Mattsee informs that it will not be able to participate with any disabled young people because it is a small municipality and it does not count on any entity of this nature.

Presentació i debat de noves iniciatives: Presentation and debate of new initiatives:

Intercanvi de joves emprenedors / Young entrepreneurs exchange Vilafranca exposa que aquesta iniciativa, de la qual es va informar via correu electrònic i es va facilitar una proposta de conveni, permetria oferir als joves emprenedors l’oportunitat de desplaçar-se fora per tal de conèixer altres vies per a la implementació d’una empresa. Vilafranca explains that this initiative, which was reported via email and a proposal of agreement was sent, would allow young entrepreneurs the opportunity of moving abroad in order to know other ways and forms to implement a business. S’informa que la participació es podria dur mitjançant dues vies: amb el suport de la Comissió Europea i per a la qual alguns de vosaltres ja ens heu informat que sí disposeu d’una oficina intermitja propera al vostre territori que podria gestionar les sol licituds, o bé sense el suport d’aquesta oficina, com és el cas que estem treballant amb una petició d’una jove de Calarasi que treballa el tema de productes agrícoles. It is reported that the participation could be carried out in two possible ways: with the support of the European Commission and according the information some of you, you have an intermediate office near to your territory which could manage the requests, or without the support of this office, as is the case we are working on with a request of a young girl from Calarasi, who work on the area of agricultural products. En qualsevol de les dues vies, des de Vilafranca proposaríem afegir un plus que passaria per a oferir allotjament gratuït als joves emprenedors. In any of the two ways, Vilafranca would propose to add a plus, which would consist in providing free accommodation to young entrepreneurs. Promoció empresarial / Enterprise promotion o Estand internacional Fires / International stand at Fairs Amb aquesta proposta, Vilafranca preveu que a les Fires locals es creï un espai Internacional per a donar a conèixer les experiències d’èxit de cada territori tot promovent les empreses amb voluntat exportadora, les quals disposarien de l’espai a cost zero. La resta de despeses anirien a càrrec de l’empresa. With this proposal, Vilafranca envisages the creation of an international stand at the local Fairs to promote successful experiences in any territory by promoting the businesses interested in export their products, which will have at their disposal a stand at zero cost. S’exposa que per a tirar endavant amb la iniciativa, en cas de ser d’interès per tots, només caldria intercanviar-se els calendaris de Fires per tal de concretar les dates més adients i començar a concretar gestions. It is stated that in order to develop the initiative, if it turns out to be interesting to all, it will be only needed to exchange the calendars of fairs in order to settle the most suitable dates and start concretizing arrangements.

S’informa que l’Associació d’Empresaris de l’Alt Penedès, el Baix Penedès i el Garraf, de caire multisectorial, forma part de la Federació Internacional d’Associacions Empresarials, xarxa que fomenta les relacions entre les organitzacions empresarials. It is reported that the Business Association of the regions Alt Penedès, Baix Penedès and Garraf, of multisectorial nature, is part of the International Federation of Business Associations, network that fosters relations between business associations. Es tractaria d’aprofitar l’existència d’aquesta xarxa per tal que les associacions existents als propis territoris poguessin iniciar transferències de coneixements en àmbits d’interès comuns. It would seek to use the existence of this network so that the existing associations in the territories would be able to start knowledge transfer in areas of common interest. Promoció territorial / Territorial promotion o Estand de promoció / Promotional stand A diferència de la proposta anterior en què s’oferia un estand a les Fires per a la promoció de les empreses amb voluntat exportadora, aquest seria de caire totalment turístic. Es tractaria de donar a conèixer la riquesa patrimonial i cultural dels territoris amb la finalitat de captar nous visitants. Unlike the previous proposal, which offered a stand at fairs to promote businesses interested in exporting their products, this new porposal would be of touristic nature. The aim is to publisize the rich cultural heritage of the territories with the objective of attract new visitors. Per aquesta proposta, s’oferiria l’espai i l’allotjament a cost zero, i la resta de despeses a càrrec del municipi participant. For this proposal, the stand and housing will be offered at zero cost. Other expenses will be borne by the participant municipality.

Formació per a Joves Europeus a Alemanya – l’exemple de Sto Domingo de la Calzada i Winnenden / Training for European Youth in Germany – the example of Santo Domingo de la Calzada and Winnenden. S’informa que aquest punt s’ha inclòs a petició de la ciutat de Bühl, la qual presenta l’experiència de Sto Domingo de la Calzada i Winnenden. It is reported that this issue has been included at Bühl’s request, that presents the expericence of Sto Domingo de la Calzada I Winnenden. La iniciativa ofereix als joves d’entre 18-35 anys la possibilitat de formar-se mitjançant el què es coneix com a formació dual (alternança de la formació a l’empresa i a l’escola), i es dóna sortida a la mancança de mà qualificada que té actualment Alemanya i a la mancança d’oportunitats laborals que hi ha en altres països. The initiative offers young people between the age of 18 and 35 the opportunity to train through what it is known as “dual training” (alternating between training at school and on the job learning), it outflows the lack of skilled labour in Germany and the lack of employment opportunities in other countries. El tret diferencial d’aquesta proposta recauria en el fet que són 2 ciutats agermanades/amigues que presentarien el projecte (per a un global de 10 joves) dins el programa Mobipro (que compta amb finançament del ministeri alemany de treball i assumptes socials). The distinctive feature of this proposal lies in the fact that they are two twinned/friend towns that should submit the project (for a total of 10 young people) in the framework of the programme Mobipro (that counts on financing of the German Ministry of Labour and Social Affairs). En cas d’estar interessats en la iniciativa caldria veure quins serien els oficis i les vacants que hi hauria a Bühl. If interested in the initiative, the jobs and vacancies available in Bühl should be valued. Des de Vilafranca s’exposa que s’han rebut ja dues propostes a càrrec de l’Institut Dual Espanya Alemanya i a càrrec de SIM Europe per a treballar en aquesta línia. La primera de les entitats, que ofereix la formació a Kalsruhe prop de Bühl, va realitzar una jornada de formació a Vilafranca que va comptar amb la participació de 35 joves. A la convocatòria final hi van participar 187 joves de tot Catalunya, dels quals se’n van seleccionar 94. Entre els escollits, dues noies són vilafranquines i ja han iniciat les classes intensives d’alemany. Vilafranca reports that two proposals have been received from the Dual Institute Spain Germany and from the SIM Europe to work on this issue. The first of the entities, that offers training in Karlsruhe, a town near Bühl, developed a one-day training session in Vilafranca and was attended by 35 young people. 187 young people from Vilafranca participated in the call, of which 94 were selected.

La majoria de les delegacions es mostra predisposada amb la iniciativa, si bé les delegacions del què seria el Sud d’Europa els costa més atesa la importància que es dóna encara avui dia a la unitat familiar, al fet d’estar al més propers possible. Most of the delegations are interested in the initiative, although the delegations from southern Europe find it more difficult because of the importance given, even today, to the family unit, to the fact of being as near as possible.

Projectes Europeus / European projects S’incideix en la importància de formar part d’una xarxa d’aquestes característiques pel fet d’optar a un ampli ventall de socis amb qui es comparteix àmbits d’interès comú que es podrien treballar des de la perspectiva dels projectes europeus. It is stressed the importance of being part of a network of this nature by the fact of opting for a broader spectrum of partners, with whom share areas of common interest which could be worked from the perspective of the European Projects. Vilafranca, per exemple, ha comptat amb diverses ofertes de Novo mesto a les quals no s’ha pogut acollir però amb qui es preveu treballar en el futur. Vilafranca, for example, has had several offers from Novo mesto, to which it was not been able to take part, but it is envisaged to work on them in the future. Pel que fa a projectes europeus, Vilafranca compta actualment amb un projecte Life + que té com a objectiu aprofitar la biomassa de la poda de les vinyes per a generar fred i calor als cellers i contribuir així a reduir els gasos d’efecte hivernacle. With regard to European Projects, Vilafranca currently participates in a Life+ Project, whose main objective is making use of the biomass from vine pruning to provide cold and heat to wineries and help reduce greenhouse gas emissions. Al respecte, Vilafranca acollirà una Conferència Internacional sobre aquesta temàtica en el marc del projecte al mes de novembre sobre la qual els presents en seran informats oportunament. In this respect, Vilafranca will host in November an International Conference on this issue in the framework of the project. We will keep you duly informed.

Abans de cloure la jornada, els representants de Melzo sol liciten la paraula per a presentar la Fira de la Palma (que compta amb 400 anys) que tindrà lloc en 2 setmanes i que serà el marc per a la inauguració del monument a l’agermanament amb Vilafranca i comptarà amb l’actuació de la colla castellera Xicots de Vilafranca. Before the closing of the session, the representatives from Melzo asked for the floor in order to present the “Palm Fair” (with over 400 years of history), which will take place in two weeks time and which will be the framework to inaugurate the monument built for the town-twinning with Vilafranca and which count on the performance of the human castle-building group Xicots de Vilafranca. Es menciona també que l’Exposició Universal d’aquest 2015 tindrà lloc a Milà, ciutat propera a Melzo, i que tindrà com a tema la sostenibilitat i el respecte per al medi ambient. It is also mentioned that the World Exhibition 2015 is taking place in Milan, near Melzo, and will have ‘sustainability and respect for the environment’ as its central theme. La delegació de Melzo fa extensiva a totes les delegacions la invitació a participar dels actes tant de la Fira de la Palma com de l’Exposició Universal. The delegation of Melzo extends the invitation to all delegations to take part in the events both of the “Palm Fair” and the World Exhibition.

Es clou la jornada posant èmfasi en el treball que s’ha dut a terme en aquests darrers 2 anys i en les iniciatives que s’han presentat per als propers 2 anys que es traduiran en l’enfortiment d’Europa, el manteniment de les relacions, el respecte per als trets identitaris i en la creació d’oportunitats per al jovent des de tots els àmbits de la vida quotidiana. The session closes emphasizing the work carried out for the last two years and the initiatives that have been tabled for the next 2 years, that will involve the empowerment of Europe, the maintenance of the relations, the respect to identity traits and the creation of opportunities for youth in any area of everyday life.
