

By the year 2030, projections indicate that most jobs will require some training beyond high school. This could be a traditional 4-year degree, a 2-year associate’s, or an industry credential. Today, too few Texas students are obtaining postsecondary credentials. Without bold action, Texas faces a future of diminished incomes, opportunities and resources. Initiated by the Higher Education Coordinating Board, the 60x30TX Plan is designed to ensure that a competitive and prosperous future remains for students seeking to better their lives and the lives of their families. The state has adopted 60x30TX as our collective goal.
In an effort to support far more rapid improvements in student o utcomes to meet the goals of 60x30TX, the Texas Education Agency has adopted a strategic plan. The plan includes four strategic priorities and built on supporting actions to guide our work on behalf of the more than five million school children in our state.

This upcoming year will be our 56th in existence. Counties served by Region 7 ESC include: Anderson, Angelina, Cherokee, Gregg, Harrison, Henderson, Nacogdoches, Panola, Rains, Rusk, Sabine, San Augustine, Shelby, Smith, Upshur, Van Zandt, and Wood. Education service centers do not have tax levying or bonding authority and rely on grants and contracts for funding. Revenues are received from three primary sources: federal, state, and local funds.

Welcome to the Region 7 Education Service Center Workshop System. The Education Service Center (ESC) offers a variety of professional development opportunities for s chool and charter educators, administrators, personnel, parents, and involved community members.
- A valid email address to create an account and register online
- A unique username and password
- Your TSDS Unique ID number (LEAs)
- Include work and home email addresses to receive email registrations, especially in summer

Your workshop account moves with you from district to district. Do not create a new account if you change districts. Simply update your account information.
- Register early. Workshops fill quickly. Our workshops involv e time and effort in planning for outside presenters, books, materials, handouts, and facility arrangements.
- Registration and payment deadline is seven calendar days prior to the workshop start date.
- Registration approval only occurs after payment is received.
- If payment is not received, a participant’s registration status is changed to “dropped” and an email notice is sent.
- Admission after the registration deadline is based upon receipt of payment and availability.
- Participants receive email and/or text messages based on thei r preference selection in their profile.
- There is a “resend confirmation” button located under “My Upco ming Workshops” to get a confirmation resent to you.

The Fine Arts Cooperative provides a viable means for students to develop and enhance learning in the foundation content areas of reading/language arts, mathematics, social studies, and science.
Though the Fine Arts TEKS are not tested in the State of Texas Assessments of Academic Readiness (STAAR) as part of the state accountability system, the Fine Arts TEKS can be used to help students learn the skills and content that are assessed in the foundation areas.

Each of the Region 7 ESC Student Seminars is designed to offer g ifted students an array of appropriately challenging learning experiences that are commensurate with their abilities and opportunities that allow them to accelerate their strengths in a variety of areas. Student Seminars also allow gifted students throughout the Region 7 ESC to work with one another, as well as independently.
Robotics is designed for students in grades 1-3 as a showcase which allows them to build and program robots around a central thematic concept.
Robotics for students in grades 4-12 participate in a competition that focuses on team building, higher-level thinking, and problem-solving. Teams participate in a board design competition and robot design, construction, and programming.
Imagination Fair is designed to allow gifted learners to hear a professional storyteller and to showcase their own storytelling and problem-solving skills by participating in storytelling groups and hands-on activities.
Innovative Inventions is a competition designed to challenge students to create and invent new ideas and products. Students use higherorder thinking skills and apply SCAMPER techniques and strategies to produce new products.
Model United Nations is a real-world simulation designed to offer gifted students in grades 6-12 opportunities to experience global issues from multiple points of view and experience learning in a variety of challenging ways in order to become productive life-long learners.

Emergent bilingual students are diverse in many ways, including language and cultural heritage as well as levels of language proficiency. Particularly, newcomers and long-term EB students are two diverse populations with distinct needs and strengths.
1. Establish effective two-way communication between home and school. Parents, as well as educators (and students), suffer from information overload, ranging from too many text apps to papers lost in their child’s backpacks. Decide what communication method works consistently well for your campus or district. It may be a social media app, a simple phone call, a text, or even a home visit. Sometimes simple is better.
Newcomers are recently arrived immigrant students (typically in their first 3 years in U.S. schools).
2. Build relationships with parents.
Easier said than done, right? Parents are busy, and so are you. Where do we see parents? Maybe it’s in the car line, at sporting events, at parent meetings, on social media, at church, or in the community. How do we build relationships? A key ingredient is having conversations that are open, honest, and a true exchange of ideas. Also, remember that everyone on your team has a role in building parent relationships.
▶ They are not always identified as emergent bilingual, and they are not always at beginning or intermediate levels of English proficiency.
▶ Typically, newcomer EB students need strategic oral language development.
Long-term emergent bilingual students have been in U.S. schools for 6 or more years and have not yet reclassified as English proficient.
3. Speak their language.
▶ They are typically orally bilingual, have had limited opportunities for native/home language literacy development, and may be transnational or have received inconsistent U.S. schooling.
Yes, but what if I am not bilingual? You may have someone on your staff who is bilingual. Strategically place that person in the front office or at least easily accessible to the parents. This will remove a communication barrier and create a welcoming environment for the parent. Making an effort to speak their language goes a long way in establishing rapport and making connections. Remember that language is not just a means of communication; it is part of who we are.
▶ Typically, long-term EB students benefit from literacy development in both their native/home language and in English.
4. Utilize Small Groups – It’s not just for Kids! (We have seen this in action, and it works!)
One way to engage parents is through small focus groups. Being part of a group helps parents connect with other parents and is a less intimidating environment in which to share their questions, interests, and concerns. It is also an opportunity for them to help plan parent events and become more involved in their children’s education.
The Career & Technical Education (CTE) Cooperative provides schools with professional development opportunities, technical assistance with strategic planning and implementation, and supports staff with guidance on stateapproved programs.
By joining the CTE Shared Services Arrangement (SSA), districts will learn how to maximize their CTE dollars, evaluate their current Programs of Study, and increase their CCMR outcome bonus.

Being a part of the TEHCY Grant SSA has definitely helped our district serve our students experiencing homelessness more effectively... Our staff has a better understanding of the services available to our students that qualify, and the support from Region 7 has helped us better serve our students and families. I appreciate the time and effort that was taken to make the resource list of outside services available for students and parents in the surrounding counties. Being able to provide hope for these families is detrimental when building a rapport and trusting relationship. As a result, the students’ attendance improves along with their demeanor and outlook for their future.
The Title I, Part C Migrant Education SSA program ensures that all migratory children reach challenging academic standards and graduate with a high school diploma or complete a High School Equivalency (HSE) that prepares them for responsible citizenship, further learning, and productive employment.

The purpose of the migratory program is to help migratory students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle.

The Texas Migrant Education Program (MEP) enrolls approximately 22,470 eligible migrants, making it the 4th largest migrant program in the country.
Due to the mobility of many migrant students, they o�en face differences in curriculum, academic standards, homework policies and classroom rou�nes, as well as inconsistent course placement.
Migrant students o�en face difficul�es associated with adjus�ng to new school se�ngs, making new friends and gaining social acceptance, issues which can be grouped according to (a) behavioral engagement, which relates to opportuni�es for par�cipa�on in academic, social or extracurricular ac�vi�es; (b) emo�onal engagement, which relates to posi�ve and nega�ve reac�ons to teachers, classmates, academic materials and school, in general; and (c) cogni�ve engagement, which relates to investment in learning and may be a response to expecta�ons, relevance and cultural connec�ons.
Family mobility and delays in enrollment procedures may impact a�endance pa�erns and the amount of �me migrant students spend engaged in learning.
While many migrant parents value educa�on very highly for their children, they may not have the educa�onal resources or knowledge to provide the support expected by school staff.
SCHOOL ENGAGEMENT
Many migrant students have a home language other than English and may face language barriers which impact content area learning. However, in this par�cular area, it is important to note that providing MEP-funded services to meet needs related to a student’s limited English proficiency is rarely appropriate, due to the high risk of supplan�ng ac�vi�es more appropriately funded through State Bilingual/ESL, or when appropriate, Title III or other Federal programs.
A Certificate of Eligibility (COE) form is completed during each interview. The COE is an official, legal document that contains all the information needed to determine eligibility.
By enrolling eligible students in the MEP:
• Recruiters help migrant students obtain education assistance they need
• Migrant students have more resources available to help lessen the negative educational consequences associated with migration
• Recruiters have the opportunity to connect migrant children to the greatest number of educational services
As a result of language barriers or the mobile family’s newcomer status, migrant children and families o�en face difficul�es accessing educa�onal and educa�onally-related services to which they are en�tled.
HEALTH
Migrant children face higher propor�ons of dental, nutri�onal, acute and chronic health problems than non-migrant children and are more likely to be uninsured and have difficulty accessing health care to address health problems which are interfering with a student’s ability to succeed in school.
As part of the Migrant SSA, members will receive on-site and area support in recruiting and identifying migrant students and Out of School Youth.

EcoLand is a hands-on, multi-sensory learning center where children learn about the earth and its properties through investigation. EcoLand’s goal is to create an experience that engages all senses and utilizes hands-on methods of teaching foundational elements behind complex concepts. In addition to educating, inspiring, and empowering children to protect the earth’s environment, the EcoLand exhibits and accompanying activities better prepare children for the higher-level critical thinking skills needed in the classroom.
EcoLand serves all Region 7 early childhood students (Head Start, PreK, ECSE, and Kindergarten).
Students attend free of charge, but teachers must be EcoLand certified. EcoLand certification is free to Region 7 campus staff whose districts are members of the Academic Content Coop OR the Head Start/Early Head Start Coop.

Region 7 Education Service Center provides Texas School Bus Driver Certifications for school bus drivers. This program covers specific school bus safety education training in accordance with the Texas Department of Public Safety Program Guide for School Bus Driver Training in Texas.

The Region 7 Crisis Support team helps school districts during crisis situations affecting staff and students. The team offers support during and after crisis situations that have a significant impact on the learning environment. Situations include but are not limited to:
• Staff or Student Deaths
• Critically ill or injured students
A district superintendent will need to notify the Region 7 Executive Director or Field Service Agents that crisis counseling assistance is needed in a Region 7 district
Group Staff Support- We are available to do group crisis intervention groups with staff before or after an event.
Individual Support for Staff- On the day of deployment we are able to provide individual counseling support to staff in the established crisis center. Group Student Support- We are able to meet with student groups in classrooms or district-designated areas to provide group crisis intervention support groups
Individual Support for Students- On the day of deployment we are able to provide individual counseling support to students in the established crisis center
District Administrator Support- Our Field Service Agents are available to consult and/or meet with district administration to offer guidance on the logistics of crisis management including the release of information.
