K WA D U K U Z A C I T Y D E V E L O P M E N T S T R AT E G Y KwaDukuza Municipality’s vision is: “By 2030 KwaDukuza shall be a vibrant city competing in the global village economically, socially, politically and in a sustainable manner”. The city development strategy aimed at developing strategies to realise this vision.

The city development strategy was informed by the standards of the Cities Alliance in developing as a secondary city. The project involved intense research on secondary cities within the South African context. To understand the status quo of the municipality, a multi-criteria analysis on GIS was developed. The outcome of the analysis depicted which areas were opportune for future development in line with good urbanism principles.

The city development strategy was welcomed by the Municipality and set a foundation to guide the municipality in transitioning to a city by 2030.

K WA D U K U Z A S PAT I A L D E V E L O P M E N T F R A M E W O R K A Spatial Development Framework is a core component of a municipality’s economic, sectoral, spatial, social, institutional and environmental vision. It is used as a tool used to a achieve the spatial form of the municipality.

The KwaDukuza SDF was an elaborate process that unfolded over an 18-24 month period of intense work. The SDF comprised an intensive stakeholder engagement process, which guided the status quo analysis. The analysis led to the creation of a credible and in-depth spatial framework for the municipality.

The KwaDukuza Municipality SDF 2020 presented a modern, inspiring and robust framework that goes beyond the norm and generic framework to a context driven approach specifically suited for KwaDukuza and its people. The SDF aligned to the legal regulations stipulatedin SPLUMA and further aligned to the guidelines set by the Department of Rural Development and Land Reform.

M S U N D U Z I U R B A N N E T W O R K S T R AT E G Y A N D I N T E G R AT I O N Z O N E I N V E S T M E N T P L A N The Urban Network Stratetgy (UNS) is a planning approach used in South Africa aimed at redressing Apartheid legacies through the development of compact and connected cities within the context of South Africa’s constrained fiscal and fragmented urban form.

The Prioritised Integration Zone is a sub-component of the UNS and is aimed at delineating a corridor premised on public transit. The corridor is then assessed against transit oriented development benchmarks to determines its performance, this process is also known as spatial targeting. Should the analysis prove that areas are performing at a deficit against the criteria then proposed projects are defined to ensure that the area will eventually perform optimally once the project is realised. The projects are packaged into a business plan and presented to National Treasury for funding and additionally forms part of local planning and development initiatives.

THE CITY OF EKURHULENI Within the past 7 years, I have had the opportunity to work with the City of Ekurhuleni on two key projects, i.e. the first, The Germiston Inner City Streets Assessment and the Department of Human Settlements Pre-Planning Housing Projects.

The Germiston Inner City Streets Assessment aimed at regenerating the Germiston CBD due to its prominence as the Administrative Capital of Ekurhuleni.

The project required an in-depth street analysis and thereafter, based on the findings, recommendations towards regeneration were proposed in the form of a masterplan and project sheets for implementation.

The Pre-Planning Housing Projects focused on project managing several social housing projects within the statutory approval processes i.e. town planning related approvals. This required multitasking and managing a team of sub-consultants consisting of environmentalists, geotechnical engineers, traffic engineers, civil engineers and town planners. To obtain approvals negotiations between government departments were required as well as stakeholder engagements with councillors and the beneficiaries. This was a new sector of work that was introduced to the firm and was championed by myself.
