EXECUTIVE SUMMARY THE CHARGE

Developing a Vision Plan that Addresses the Quality of the City of Marysville’s Development Future.

Working through a community design lens, we will assist the City of Marysville in creating a Vision which addresses city identity as well as the city’s design future. We will focus on the design of infrastructure, neighborhoods and new development, establishing expectations for elevating the quality of environments and ultimately the quality of life for the benefit of Marysville residents and visitors.

INGREDIENTS FOR SUCCESS To reach its long-term goals, Marysville must align its vision plan, administrative processes, and private partnerships to collectively enhance quality of life for residents and visitors.

INTRODUCTION WHY VISION?

A Pivotal Moment of Growth and Opportunity The City of Marysville is located just 30 miles north of the City of Columbus in a rapidly expanding Central Ohio region. Serving as the county seat and largest city in Union County —the fastest-growing county in Ohio — Marysville is renowned for its robust manufacturing sector, small-town charm, and strong family values.

As the region continues to evolve, it is essential for Marysville to establish a clear and forward-thinking vision that will guide development and transformation over the next two plus decades. This vision will ensure the preservation of the community’s unique character while fostering strategic growth and progress. Developing a community vision is essential for establishing a shared sense of direction and purpose, ensuring that future development aligns with the community’s values, needs and aspirations. A clear and well-defined vision will provide a framework for decision-making and guiding future investments.

Understanding Begins with Listening Listening to understand is the foundation of meaningful dialogue and effective collaboration. By listening, a community vision becomes a reflection of its people, culture and potential. POINT OF VIEW FRAMEWORK THINKING William “Bill” Johnson, a renowned landscape architect, is known for his “Framework Thinking” approach to design, which emphasizes understanding the larger context of a site—its history, ecology, and culture—before making design decisions. He’s quoted saying, “Vision is like the rudder of a ship. It may be one of the smallest pieces of a ship but the rudder is the guiding force.

A ship without a rudder is not going to go anywhere. I like to think about a Vision in that way... small but effective and powerful.”

Bill Johnson’s vision plan for Holland, Michigan, centers on creating a livable, connected, and resilient community rooted in its historic charm and future aspirations. Core elements of the plan include walkable neighborhoods, revitalized downtown spaces, mixed-use development, and enhanced connections to the waterfront and regional assets. The guiding principles emphasize placemaking, sustainability, economic opportunity, and civic pride. Johnson prioritized public engagement throughout the process, ensuring the community’s voice shaped the vision.

HISTORY THE PAST

The History and Growth of Marysville, Ohio

SHAWNEE

Several Native American tribes originally populated the Marysville area. The Shawnee Tribe, in particular, took advantage of the land for its rich soil and its location in the Ohio River Watershed, utilizing Mill Creek (Maketewa), for transportation and navigation.

Marysville, Ohio, founded in 1819 and named after Mary, the daughter of one of its early settlers, Samuel W. Cuthbertson, has grown from a small pioneer settlement into a thriving city.

Located in Union County, it was originally established as a strategic stop along early transportation and trade routes. In its early years, Marysville served as a hub for agriculture and milling, which supported the growing regional economy. The arrival of the railroad in the mid-19th century helped spur additional growth, connecting the town to larger markets and attracting industry.

In the 20th century, Marysville gained prominence with the establishment of major employers.

Marysville blends its small-town charm and historical roots with modern development, playing a key role in the continued growth of the Central Ohio region.

Shawnee Chief Tecumseh and English Settlers

Congressman, John Cleve Symmes, buys over 250,000 acres along the Ohio River. He uses Mill Creek as an attraction, supplying resources for grain and lumber mills.

After the Revolutionary War, The Virginia Military District began handing out land in Ohio to war Veterans.

Mill Creek As A Magnet Mill Creek has played a vital role in supporting the growth of many generations of civilizations.

Native Americans were the first to utilize its many resources, taking advantage of the rich watershed soil for agriculture and using the creek as a natural guide for navigation.

White settlers also recognized the creek’s value, relying on it to fuel the development of their young and growing towns. These early settlements were fragile, but the creek provided the essential power and stability needed to support their expansion.

Industry is Thriving As more people were drawn to Mill Creek, Marysville and its industrial power grew rapidly over the next century. The fertile soil easily supported livestock, leading to the establishment of dairy businesses and the need for additional agricultural manufacturers to sustain them. This rapid agricultural growth further fueled the city’s expansion, as more industries emerged in order to support the increasing population.

Marysville Cabinet Company, originally the John Rausch Mfg. Co., manufactured bank, store, and office fixtures, kitchen cupboards, cabinets and tables. This also was the site of the original Marysville Cemetery before being removed to the Oakdale Cemetery.

1907

Originally from Illinois, the John Wildi Evaporated Milk Company moved to Marysville due to the large quantity of dairy farms in the area.

1909

The Marysville Ohio National Guard Armory was constructed after their recognition.

1919

Taking one of the City’s 1st steps into the automotive industry, H. I . Huffman and Company Dealership was established.

1919

Nestle acquired the Every Day milk company in Marysville from dairy entrepreneur John Wildi. It’s now the longest-operating Product Technology Center in Marysville, OH.

The Ohio Grain Company purchases property from J. C. Spurrier 1939, and would later build concrete silos in 1954

1936

Fisher and Brass Manufacturing Co. Establishes. The company employs nearly 500 workers at its largest

1948

Nestle builds their now longest-operating Product Technology Center for research and development in Marysville on Main Street.

1938

Part of US 33 was created in conjunction with the Blue and Gray Trail in order to promote a direct and scenic route between the Great Lakes and Virginia’s historic Tidewater region. Connected the Great Lakes to Virginia’s Tidewater region. This route, like many others, follow the paths originally carved by Native Tribes.

1952

Through funding gained by the Hill-Burton Act and public contributions, Memorial Hospital is built, holding 40 beds

1979

Honda announces construction of a motorcycle assembly plant near Marysville, and opens in 1979

Modern Innovation Marysville quickly developed into an industrial powerhouse, thriving on the backbone of agriculture and industrial strength. Its rapid growth attracted major businesses seeking to build on the foundation of a strong, industrious community. Companies such as ScottsMiracleGro, Honda, and Amazon established facilities in Marysville, drawn by the city’s shared vision of industrial progress. These companies helped propel Marysville into the modern age, transforming it into a hub of innovation.

33 Innovation Park completes Phase I, expecting to develop numerous additional facilities

OHM Advisors and Marker Construction begin constructing a plan to restore the Historic Avalon Theater

2026 Honda plans to mass produce their new Honda 0 series models in Marysville plant beginning in 2026. This announcement continues Honda’s expansion of the Marysville plant, which has been open since the 80s.

Community Design Lenses When planning for the future, it’s crucial to consider different scales, from the county level down to individual buildings. At the county scale, broad trends like population growth, infrastructure needs, and economic development guide long-term strategies. Zooming in to the city level, communities can focus on systems like transportation, public services, and zoning to ensure they align with the county’s goals.

Further narrowing down to districts and neighborhoods helps address local needs, ensuring that amenities, housing, and community spaces are accessible. Finally, examining individual blocks and buildings allows for detailed, on-the-ground planning that shapes daily experiences. By considering all these scales, cities can create cohesive, sustainable communities that meet both macro and micro-level needs effectively.

TREE CANOPY ANALYSIS

Marysville has 16.4% City-Wide Tree Canopy Cover as of 2023 Marysville, once known as the “Shaded City,” earned its nickname from its tree-lined streets that offered a dense canopy throughout town. This natural beauty was significantly altered in 1971, when a tornado struck the area with 80 mph winds, damaging homes, knocking out power, and uprooting many of its cherished trees.

In recent years, Marysville has shown a strong desire to reestablish a higher tree canopy cover and restore the city’s iconic shaded streets. Recognizing the environmental and aesthetic benefits of a robust canopy, the city conducted a tree canopy cover study to assess current conditions. This study provided valuable insights into areas needing improvement and outlined potential strategies for increasing tree coverage. Additionally, Marysville completed an Urban Forestry Management Plan to ensure the long-term sustainability and care of its green spaces.

Preservation is essential for maintaining the architectural, cultural, and historical identity of communities.

UPTOWN REVITALIZATION PLAN As part of ongoing preservation and revitalization efforts, the City of Marysville adopted the Uptown Marysville Revitalization Plan to guide future development of the district. The plan outlines standards and regulations for structural changes to buildings, along with recommendations aimed at protecting the area’s historic character.

The Design Review Board oversees the plan, providing architectural guidance to preserve Marysville’s unique historic charm. Avalon Theatre is an excellent reflection of the intent behind the plan.

The theater first opened in 1936 as one of Ohio’s most modern theaters. Recent restoration efforts has preserved the theater’s original 30s style, reopening to the public in 2022.

INTRODUCTION Marysville’s historic commercial core began to lose its place as the cultural and civic heart of the community shortly after World War II, as did many communities throughout Ohio and across the nation. With the post-war economy boom ing, the governm ent began to focus on ways to improve quality of life for the rapidly expanding American population, one of which was to improve existing and create transportation routes, which had a dram atic impact on American culture. The introduction of the interstate highway system coincided w ith a period of great prosperity in American history, which allowed many people to purchase family automobiles. With wider access to an increasingly broad marketplace, people could easily live further and further from the places where they worked and shopped.

Am erican culture at the time prized new things, and new homes in new subdivisions with new automobiles in each garage fit the definition of what typical Americans would have then described as the “American dream.”

People were riding the crest of a wave of economic prosperity they never expected to fail, so building continued outward from the older, historic, community centers. Shoppers flocked to new stores in new, auto-oriented shopping centers, and business and buildings in America’s downtowns struggled to keep pace. Downtown owners introduced elements like aluminum slipcovers, mansard “roof-lets” and large, auto-oriented signage to their turn of the century buildings, things that were clearly not sensitive to the building’s original construction, but merchants felt it was their only hope of competing with new strip developments.

In time, merchants either closed down or moved to the strip centers, leaving downtowns to struggle as best they could. By the 1970s, this downward economic spiral generally meant inadequate or completely sacrificed building maintenance, resulting in lower property values and a general decline of the physical environment. Enter the National Trust for Historic Preservation. Their mission was (and continues to be) preservation of Am erica’s historic treasures. But they knew that preservation of downtown buildings would not be cheap, especially given several decades of deferred maintenance. So they developed the Main Street Four Point Approach to Downtown Revitalization, which is discussed in detail in Chapter II, to link preservation with economic development, thus preserving downtowns’ architecture, economy, and spirit.

Like many communities in Ohio, Marysville began to investigate the Main Street Approach. The timeline attached at the end of Chapter III gives a chronology of Marysville’s efforts from the late 1980s onward, and documents the formation of the group that is charged with Uptown revitalization in Marysville, the Uptown Renewal Team (URT). URT is a group of dedicated volunteers that was formed through a cooperative partnership between the Union County Chamber of Com merce (Chamber) and the Marysville Business Association (MBA). This public/private partnership was formed to address declining conditions in Uptown Marysville, and they have had many successes. In 2004, they requested the Ohio Main Street Program provide recommendations to Uptown in each of the Four Points. One of those recommendations was to commission a formal downtown plan to guide URT’s future efforts.

P URPOSE, S COPE & G UIDING P RINCIPLES Purpose To assist Marysville in accomplishing its mission of Uptown revitalization, the City hired PDG and Boulevard Strategies to work with the City Administration and URT. This work began with a market study of Uptown, and based on the findings in the market study and input from the City, and various stakeholders including the Chamber and URT, the consultant team was able to develop a comprehensive plan for Uptown revitalization.

The M ain Street Four Point Approach to Downtown Revitalization was adopted by Marysville for many reasons, but mainly because the strategy is balanced and it has a strong, proven track record. It works for over 1700 communities nation-wide. It works because the Four Points correspond to the four forces of real estate value: political, physical, economic, and social. The Main Street philosophy divides the workload among a minimum of four standing committees (Organization, Design, Economic Restructuring and Promotions) and in this way balances the revitalization by concurrently improving all aspects of what makes real estate attractive and valuable. The purpose of this document is to create an action plan that URT can use to guide its activities to achieve its ultimate goal of Uptown revitalization.

Scope The Oxford University Press Dictionary defines scope as “the extent of the area or subject matter that something deals with or to which it is relevant, [and] the opportunity or possibility for doing something.” When URT directed the planning process be conducted according to the Main Street Approach, they also indirectly defined the ways in which the subject matter would be organized in the resulting Plan document. As mentioned in the Introduction, the recommendations for Uptown’s improvement can be found in the last four chapters of the Plan, which directly correspond with the Four Points: Organization, Design, Economic Restructuring, and Promotions. Over the past three decades, the National Main Street Center has refined and honed the Main Street Approach, which empowers volunteer groups across America to achieve long-term success by concentrating activities in each of the Four Points to modify and enhance each facet of the downtown environment.

A governing board and standing com mittees make up the fundamental organizational structure of the volunteer-driven program.

Designated a Preserve America Community in 2008, the city has undertaken significant initiatives to protect and celebrate its historical assets. The Union County Historical Society plays a pivotal role, managing the restored 1891 Queen Anne-style Morey House, which houses a diverse collection of local artifacts and serves as a museum. UNION COUNTY COURTHOUSE Union County Courthouse was first constructed in 1883 between 5th and 6th Street. The building was designed by David W. Gibbs and built by Jacob Karst and William Woodruff. Last restored in 1994, the courthouse is still in use today; housing the Union County Court of Common Pleas, including the probate and juvenile divisions.

WELLER LOG HOME Weller Cabin, one of Marysville’s oldest log homes, was restored in1970 and donated in 2006 to the Historical Society preventing its demolition. It was relocated and became a museum featuring artifacts and educational displays. The society is now working to save three more historic cabins, showing Marysville’s strong dedication to preserving its history.

PARTRIDGE HOUSE & COVERED BRIDGES The Partridge House, recently added to the National Register of Historic Places, was built in 1895 as the home of Reuben L. Partridge. Partridge was a pioneering bridge builder known for his patented truss design. He began building bridges in 1855 and had constructed over 125 by 1883.

Historic Preservation Benefits in German Village German Village (Columbus, Ohio), established in the mid-1800s by German immigrants, flourished in Columbus as a vibrant, working-class neighborhood rich with German culture. The neighborhood would soon fall into a decline after WWI due to anti-German sentiment, Prohibition, industrial rezoning, suburban migration, and the destruction caused by interstate construction. Facing total demolition, preservation efforts led by the newly formed, 1959 German Village Society saves the village. Their work restored the neighborhood’s historic character, transforming the area from a declining urban slum into one of Columbus’s most prestigious residential districts. Rezoning efforts shifted the area back to residential use, preserving its unique 19th-century architecture and walkable streetscape. By restoring more than 1,600 buildings, property values soared to an average of $400k today. German Village’s revival has not only preserved an important piece of Columbus’s history but also spurred broader urban revitalization in the city, proving the economic and social value of maintaining historic urban neighborhoods.

Historic districts stand as “living classrooms” for pedestrians, architects, historians, and city planners. They provide an ongoing educational and cultural value by showcasing 19th-century urban design and uncover important immigrant history. They also serve as a demonstration of how preservation is able to succeed in modern American cities.

Preserving the historic character of German Village transformed the area to one of Columbus’s most valuable neighborhoods. Property values rose dramatically after restoration efforts began. These values helped stabilize the tax base for the region and generated an increased municipal revenue for public services all while avoiding the high costs that come from building new infrastructure.

Lovedon Fields is a 50-home residential development located on the edge of Kings Worthy, Hampshire, England. Designed to integrate with its surroundings, the development clusters homes around a triangular open space called the Grove, while a lower avenue of houses runs along the site’s contours, bordering a newly developed 4.6-hectare park. The project aims to redefine the village’s edge and provide a buffer between the residential area and the natural landscape.

The new park is a key feature of Lovedon Fields, extending the existing Eversley Park. Designed with ecological principles in mind, it includes allotments, a bike track, a running circuit, natural play areas, wildflower grassland, footpaths, and improved boundary planting. This park is intended to support local wildlife by creating new habitats and movement corridors for species such as birds, bats, hedgehogs, and insects.

The design of Lovedon Fields prioritizes sustainability and wildlife conservation, incorporating features like bat boxes, bird boxes, and bee bricks into the homes. Completed in 2020, the development has been recognized for its integration of local ecology and its thoughtful design, earning accolades such as a highly commended award in the 2017 Landscape Institute awards and a 2022 RIBA Award shortlist.
